begin my first note offering my gratitude to the the members of the PLPOA community. Â I am honored to have this opportunity to be a representative voice for my community, as a member of the Board of Directors. Â This experience has been eye opening, has given me a new appreciation for the community I live in, and continues to offer opportunities to become an active part of the positive improvements to our community. Â Improvements such as the newly renovated Clubhouse, Recreation Center, and the Vista Playground. Â Additionally, the growing number of walking paths through the core area of the PLPOA increase safe walking/biking and healthier living. Â The board of directors for the PLPOA are a dedicated group of individuals who bring their own experience and knowledge to assist in the oversight and vision of the community. Â Each member understands the importance of coming to the table to discuss, offer guidance, and make decisions while representing the individual homeowners, in good faith. As the new year is upon us, I would like to invite interested individuals to look into any opportunities to participate in our community. Â The Board of Directors is voted on by the membership, and holds an annual vote for a specified number of seats. Â Within the PLPOA are a number of committees focused on a variety of interest, such as: Â The Environmental Control Committee, Lakes and Fisheries, Road Advisory, Recreation Center, Parks & Trails, and the Finance Committee. Â Although the committee of your interest may not have an open seat at this time, feedback and participation are always welcome. Â -Kimberley Bradshaw, Board President

2016 Budget Synopsis By General Manager Chip Munday, CMCA®, AMS®, PCAM®
AS required by the Bylaws, the Pagosa Lakes Property Owners Association Board of Directors adopted the 2016 budget for
the association at their regular meeting on December 10, 2015. The 2016 annual assessment has been set at $230, which is a $10 increase. This is the first increase since 2012. The total budget of $2.359 million includes $391,200 set aside in the Reserve and Capital Improvement Funds. Property owner's assessments account for only $1,426,920, or 60 per cent of the income. Time-share owner dues account for 9% while a myriad number of other methods of income including funds generated from our recreation amenities and community events account for the remaining 31%. Pagosa Lakes’ 21 square miles includes over 6200 residential properties, 329 Wyndham time-share units, over 100 commercial properties, 3 major campuses (Administration and Vista Clubhouse, Recreation Center, and maintenance and landscape waste recycling center in the Trails subdivision), 5 lakes including 4 with managed fisheries, 7 parks and numerous trailheads, and over 8 miles of trails and leisure paths. Many of the amenities have multi-year plans for improvements. Future capital improvement will be considered as the 2016 Strategic Plan is developed over the next few months.
The 2016 budget breaks down as follows: • Capital Improvement and Reserve Funds (for improvements to and major repairs and replacement of existing capital assets, such as our buildings, recreation center, lake improvements/docks and parks and trails) = $391,200 • Administration (overall administration and accounting, lifestyle and community events, publications and communications, management and rental of clubhouse) = $649,153 • Community Standards (administration of property owner applications for improvements/construction, covenant enforcement and community enhancement) = $308,088 • Property & Environment (management and maintenance of buildings and grounds, including the lakes, parks and trails) = $524,020 • Recreation Center (management, maintenance, utilities and programming for the recreation center campus) = $442,976 • Utilities (electricity, natural gas, telephone, internet and waste collection for all property other than the recreation center) = $43,644 Certainly Pagosa Lakes is subject to inflationary pressures, but the ongoing trend of lot consolidations has proven to have a significant effect. In the last twelve months alone, the Association has lost 78 units to lot consolidation (where contiguous lots are re-platted to become one). Since we last raised the assessment in 2012, 115 lots have consolidated. Our ongoing effort to develop alternative ways of generating income leaves us very optimistic that we will be able to limit any increases in the assessment in the future. As a result of the increasing trend of lot consolidations, the Board will be considering a new policy which will establish a fee for lot consolidations. This will enable the Board to soften the blow to the budget caused by lot consolidations. We recognize that our community is very diverse in terms of types of properties and economic means. Since Colorado law requires that owners must share the cost of operating the association equally, we are doing everything we can to keep the annual assessment as one of the lowest in the nation for an association of our size.

We Are Here to Assist By Karen Katsos- Community Standards Manager Our mandate, is defined in the Articles of Incorporation our intentions are embodied in the title above. The last year and a half has brought significant changes to the Department of Community Standards. We continue to be focused on being of service to our property owners by providing programs and information and we are always looking for additional services we can provide for our community.
before and after projects are approved by the Environmental Control Committee. In January 2016, we should be hiring our newest member of the Department to be our Community Liaison. His/her focus will be to assist members of our community in a variety of ways. This includes helping property owners receive some of the services we provide, referring service providers, getting information out into the community on grants on how to make properties more FireWise, and working closely with our property owners to achieve compliance. If there are circumstances, that we are unaware of, that make it difficult or impossible for homeowners to maintain their properties properly, please let us know what the issue is, as we are happy to help find a solution. Communication is the key to the many doors here in Pagosa Lakes. If you are working on your home and changing out windows, changing materials on the exterior, adding asphalt to your driveway, doing a major landscape project, or any project besides just general maintenance, please call our office so we may help you determine if you need to apply for a permit. It is much less expensive to get the permit before you start your project and avoids headaches later. If you have bags of pine needles to be picked up through the service that we provide from April 1 to Nov 15, you need to call us, so that we know where to pick them up. If you have a Christmas tree that you would like us to collect, you need to call us to let us know before March 1st. The Association includes 21 square miles, over 100 miles of roads and over 6000 properties. We need your assistance to provide these services as efficiently as possible.
Of our 5 members in the Department of Community Standards, 4 will have been hired since Nov 2014. Sue Passant continues to be our steady anchor. This will be her 18th year here at Pagosa Lakes. Her welcome friendly demeanor greets people at the front of the office. She is the primary person helping our members receive and fill out their project permit applications. Doris Gumino, who joined us this past summer is our front desk receptionist, extraordinaire. Not only does she answer most of the calls coming into the office, but greets people as they enter our administration office and helps everyone in this department and other departments as needed. Leslie Lewis and I joined the Department November of 2014. Leslie, with her warm smile, assists Sue with project permits and the Board of Directors in their meetings. I do the inspections for all of the project permits,
When addressing circumstances of members being out of compliance, our goal is to help members bring their properties into compliance. Fines, however, are and will forever be necessary at times as one of the tools we will need to employ to achieve our mandate. If you find a Courtesy Notice from us in your mail box, PLEASE talk to us. We want to have open conversations with all of our property owners. We are more able to assist you, if we understand the issue. Please familiarize yourself with our “Neighborhood Rules and Regulations” and our “Improvement Design Standards. and Project Permit Process”, by visiting our website. We plan on continuing to share information through our Pagosa Lakes Learning Program. One of these programs will be discussing dog issues in the Pagosa Lakes and how to best address them. Along with the Pagosa Fire Protection District, we will be sharing knowledge of how to protect your homes from wildfires by reducing fuels from around your structures. We are hoping to have a forum on FireWise

Winter Recreation in Pagosa Lakes By Larry Lynch- Property & Environment Manager
W
inter time in Pagosa Lakes comes with a few ups and downs, certainly winter weather can be an inconvenience if not downright tough. Getting back and forth from work or the grocery store on slippery roads make it difficult, and keeping the driveway and roof cleared of snow and ice can be back breaking work. But one of the best reasons for living in Colorado may be some of our winter recreation opportunities. There is nothing more magical than being in the woods, near the lakes or outside in general right after a snow fall or even during a snowfall. Outdoor recreation opportunities are plentiful in and near Pagosa Lakes this time of year and here are a few that are right out our back door.
Cross country skiing and snowshoeing are two of the most popular ways to enjoy the outdoors from December through March and within just a few minutes of anywhere in Pagosa Lakes you can be out and on your way to any number of adventures, whether it's for just an hour or two in the late afternoon or more of an all day affair. Coyote Hill recreation area is located just north of Hatcher Lake at the cattle guard, here the Forest Service has several loop trails that are regularly groomed for skiing and snowshoeing and you can take advantage of a short inner loop or gear up for the larger outer loop trails that will get you up to some high views of both our eastern and northerly mountain ranges. Another closer access to the forest is the Gate 5 access near North Pagosa Blvd and Mockingbird where you can enjoy a beautiful ski or walk along the rim of Martinez Canyon. Also of note is an area that most folks have probably not explored, the Cloman Park area just past the Airport on Cloman Blvd. About a mile and half up the road is a large parking area and gate that will lead you into 120 acres of open space, a mid-effort ski or hike up to the northeast will get you through a beautiful wooded area up to a high
10
point with big views of the mountains and to the west is an 18-hole disc golf course that is sometimes used even in the winter months. A snow shoe fun race is being planned for Cloman Park in February. Check in with the pagosanordic.com website for the latest information on trail grooming. We also understand that the Nordic Club will be grooming cross country ski trails on the golf course, for skate and classic style skiing this winter if enough snow falls to cover the course. The Nordic Club has done a nice job in the past during good snow years of creating several loops on the course that should provide for some great skiing opportunities for Nordic skiers right in the Pagosa Lakes area. Additionally, the multi-purpose trails here in the Pagosa Lakes area provide year round outdoor recreation for Pagosa Lakes residents and visitors. The hard surface trail systems in Pagosa Lakes on Park Avenue, North Pagosa Blvd, Village Drive and Lake Forest Circle are very popular and highly utilized. These pathways are plowed and cleared by the Association after every snow event and make for the perfect outdoor hike year round. This past summer the Association installed about a dozen pet waste collection stations along the trails and near lakes that include disposable mitts that make it better for everyone to enjoy the trails without stepping in something. It is anticipated that the Town to Lakes Trail, Phase I from Pinon Causeway to Aspen Village (Parelli, Wal-Mart area) will be constructed this coming summer. There are also a few natural surface trails that are utilized year round in our area as well. The trail around Vista Lake is usually passable for winter time use and goes around the lake, the perfect place to take the dogs out for a quick stretch especially if you don't have time to go further out, the access road and parking area near the lake are snow plowed all winter long. The Dutton Rim trail that is located behind Dutton Dr accessed from North Pagosa Blvd or San Jose Ct near Lake Forest is another opportunity for winter trails, after heavy winter weather, snowshoes may be required for these trails. Snowmobiling is another activity that many of our owners enjoy as well. There are some neat opportunities for snowmobiles just north of Pagosa Lakes at the Turkey Springs trailhead near the cattle guard on Piedra Road where dozens of miles of trails are available for motorized recreation on the west side of Piedra Road. Check with the Wolf Creek Trail Blazers for the latest information on snowmobiling in the area.

ENVIROMENTAL NEWS by Larry Lynch
Happy New Year to all of our owners in Pagosa Lakes. What a year 2015 was. From our standpoint it was a year of some big improvements and challenges. Some good progress was made on parks and trails projects with the construction of new hard surface trails along Lake Forest Circle, the construction of a new playground in Vista and other lake improvement projects. The Clubhouse was completely re-painted in the interior, re-fitted with all new LED lighting (reducing energy demand by 70%) and evaporative coolers installed for summer comfort for patrons. The Recreation Center expansion project has been positively huge for us, the new addition and re-modeled interior has improved the functionality of the facility immensely, complete with a brand new spa. With regard to the overall Recreation Center expansion project a couple of things that were done that most visitors coming in the building may not notice is the fact that the heating and ventilation system was completely re-done during the project. One of the most important aspects of this re-design was the concept of an entirely conditioned space, where the roll/batting insulation that years ago was installed above the suspended ceiling was removed entirely, a hightech spray foam insulation was then applied to the underneath side of the roof and the whole building became encapsulated and sealed. As staff one of the first things we noticed almost the day after the insulation was applied was the way that the building retained heat. Once the ventilation systems were added it became very apparent that we were going to be able to heat and cool the building with substantially reduced efforts. In fact, the engineering firm that designed the HVAC system, SGM, indicated in the energy modeling that we would be able to pay for the costs of the entire heating and cooling systems in less than 9 years regained through energy cost savings. So now, not only is the building a lot easier to heat, it has incorporated a 75 ton capacity air conditioning system with four large compressor/coil units along with a two stage furnaces all neatly contained in an outside mounted commercial unit on the east end of the building (now screened with a large finished fence structure).
electric compressors that power those systems are relatively new for us, having been installed mostly in the fall of 2014. The new pumps are about twice as efficient as the previous models which had been in use since the late 90’s and early 2000’s. We will re-coup the cost of the new pumps in 2 to 3 years just from utility bill savings. An added benefit is that they are much quieter and can hardly be heard unless you are right up next to them. Please make sure there is at least 6 inches of solid, clear ice on the lakes before venturing out onto the frozen surfaces, drill test holes with an ice auger close to shore and as you go further out to verify. Keep an eye out for regular ice fishing reports in our weekly email updates this winter, letting you know where the fish are biting and what types of bait and lures are working best. Also, we will be sponsoring a couple ice fishing contests this winter on one or two of the lakes. Announcements will be made concerning time, dates and locations on the website and in the weekly updates. If you haven’t signed up for our e-mail updates it is really a great way to stay in touch with the Association happenings including regular lakes, boating and fishing reports. You can sign up by creating an account on-line at the website, plpoa.com or call the office to speak with the receptionist, Doris, and she will get you squared away.
Winter & the Lakes
Other energy saving features of the building include a newly installed 3 inch foam board around the foundation stem wall and the recaulking of windows and doors, along with the addition of complete LED lighting in the building that utilizes about 80% less energy to light the interior. Both the HVAC system and the LED lighting qualified for energy saving rebates through La Plata Electric Association and Source Gas totaling about $15,000 helping to further offset costs.
I would also like to let our owners know that we do have the results of the scientific fishery survey that was conducted in September available for viewing on the website. An electrofishing sample of Lake Pagosa, Village Lake and Lake Forest was collected over three days in midSeptember and the results were analyzed by a professional fisheries consulting firm out of Longmont, Colorado. The results of the survey data along with management recommendations is now posted on the Association website under the “Lakes” tab. If you are interested in the lakes and fisheries and have a few minutes please check it out and let us know if you have any questions about the report. In a nutshell, the results really speak to a quality bass and potentially an up and coming crappie fishery in our lakes along with an already quality trout fishery. Of course there is always more work to be done to our fisheries to enhance and improve and the report includes recommendations to consider going forward and these recommendations will be considered by the Lakes and Fisheries Committee in the near future.
The lakes are all in good condition going into the winter months, water quality is excellent and we anticipate that there will be good activity for ice fishing enthusiasts. Boat ramp improvements were made this fall at both ramps at Hatcher Lake where grade was steepened while the lake was down and new base material added to firm it up. All four lakes were stocked with several thousand pounds of trout in early October which should provide plenty of opportunities for anglers out on the frozen lakes. All of our aeration systems are up and running, helping to provide areas of open water and gas exchange which helps to protect our valuable fishery through the winter months. The 3/4 horsepower
Fishing permits went on sale beginning January 1st and are available at the Recreation Center and at the Administration Office in Vista. We would like to relay that the Board of Directors did approve a small price increase in the annual and daily permit pricing this year, around a $5 increase. This was recommendation from the Lakes and Fisheries Committee to help offset some of the increasing fish prices we have seen over the past two to three years, allowing us to keep fish stocking levels the same or even increase it this coming spring to accommodate our owners, making sure that the fishing will once again be outstanding this coming year.
The building can now be kept for the most part in that 66 -68 degree range year round, the sweet spot for working out on the machines and aerobic activity. The system has incorporated 7 different zones where different parts of the building can be kept cooler or warmer depending on needs and desires, for example the locker rooms can be kept a few degrees warmer than the main cardio area and racquetball courts.

Community Lifestyle Coordinator The Lifestyle Coordinator is a newly implemented position here at Pagosa Lakes, although it is quite common for large-scale community associations like ours. I now have seven months under my belt holding this position and I am excited about the New Year. 2016 has become my virtual starting line to execute many new program ideas. One might ask, what is a Lifestyle Coordinator? I am here to develop, implement and maintain activities, events, and experiences for the community, as well as, manage all rental aspects of our Pagosa Lakes Clubhouse and Vista Conference Room. An experience I am particularly excited about is Adult Learning. The purpose of the proposed Pagosa Lakes Learning Program (PLLP) will be to develop a broad range of educational opportunities for the residents of Pagosa Lakes and the greater community. No tests, no grades, no papers - just a group of people getting together to learn something new. PLLP course leaders will be residents who have knowledge or expertise in certain areas with a desire to share that knowledge with others. A collaborative effort between the association’s Lifestyle Coordinator and Pagosa Lakes’ Members will be the driving force to accomplish the goal of providing a learning environment which feeds the mind, body and soul through discussion, movement, arts, entertainment and skills that are of interest to our community. My desire is to have a significant number of free and fee based classes to offer starting in this Spring. I invite all potential class leaders to contact me with your proposed expertise and ideas via email at jenp@plpoa.com. In 2016, we have a number of entertaining and informative events in the works. One regular event will be a monthly music and dance activity called “Local Vocals”. Each month a local artist or group will perform for your entertainment at the clubhouse. Ten of our twelve months are already booked with: The Tim Sullivan Band, Variety Express, The Brooks-I Band, The Retro Cats and The San Juan Mountain Boys. On February 24th we will hold a welcome dinner for new Pagosa Lakes owners. March 20th marks the date for our annual Easter egg hunt and pancake breakfast. April 23rd holds the spot for our first annual Earth Day event and on May 23rd we will have our biannual spring flea market. In July we hope to bring Music in The Mountains back to the clubhouse with at least one performance, perhaps two. We encourage anyone interested to view the events calendar on our website plpoa.com or visit our Facebook page to stay up to date on Pagosa Lake’s happenings.
