SPRING 2016 DONATION & DUMPING DAY! 19210 Huebner Road – Stone Oak POA Parking Lot Saturday, February 20, 2016 8:00AM-1:00PM The Stone Oak Property Owners Association invites you to take part in their popular Spring Donation and Dumping event. A truck will be onsite from Disabled American Veterans to collect your donated items, and the City of San Antonio will have a large dump trailer on site for your larger trash items. (The POA is unable to offer assistance in transporting items.)

From the Association As many of you have noticed, during the month of January, the Association began tests to see if removing the 4-way stop on Stone Oak Parkway would be beneficial to traffic flow. Our thanks go out to the SAPD Officers and Constables who assisted us with this endeavor.

The Association began meeting with the City of San Antonio in April of 2015 to discuss different possibilities to assist with traffic flow. Although the new Hardy Oak extension is helpful, Stone Oak Parkway traffic continues to be an issue, especially during the rush periods. Discussions continuously came back to the 4-way stop. The City of San Antonio performed a study that in part, “…estimated that the stop sign causes 6.25 million unnecessary stops per year…” The City also informed us only two stoplights are budgeted each year for the entire City of San Antonio. Others are paid for privately by developers or other entities. The Association then decided to “test” the traffic flow to see if the elimination of the stop signs would be helpful.

At the time of publishing, this “test” is still underway. The City of San Antonio is periodically observing the traffic flow. A survey has been posted on our website, and we invite all comments – pro and con – from the community.

So far, there has been overwhelmingly positive feedback. We continue to work closely with the City of San Antonio to find a resolution to traffic congestion. Please check our website, www.StoneOakPOA.com, for updates.

WILDLIFE MANAGEMENT PLEASE DON’T FEED THE DEER Although it is understandable you may have a soft heart and good intentions, feeding deer is not in their best interest, or yours.

Depending on what you feed them, deer may actually be harmed by your feeding. Some foods will kill them within a few days or debilitate them enough they quickly become easy targets for predators and automobiles.

Feeding is a way of domesticating deer. Tame deer create a host of other problems. Because they no longer fear people, they become vulnerable. They are emboldened to eat the shrubs in your vicinity. They will bring more deer into your yard and your neighbors - and more deer ticks. And, concentrations of deer attract coyotes and other animals that could potentially kill your pets along with the deer.

Deer adapt very easily to people, but they don’t need to be fed by them. They survive best on their own. Usually the weather controls deer populations, but deer fed by people increase regardless of the weather. This leads to overpopulation and disease. Please don’t feed the deer; let nature do its job.

What Gives the Association the Right to Tell Me What to Do? Courtesy of CAI

In a nutshell: the association declaration and state law gives the association the authority to regulate some of what you can do in our community.

Community associations have a declaration. The declaration encompasses bylaws, covenants and other documents that give community associations their legal foundation.

These governing documents obligate the association to preserve and protect the assets of the community. To enable the board to meet this obligation, association governing documents also empower the board to make rules and define the process for adopting and enforcing them— within limits. Governing documents also establish parameters for the nature and type of rules the board can make.

State law gives associations the authority to make rules. These are called common interest community statutes, and they apply to condominiums, cooperatives, and property owners associations.

Remember, however, that the board can’t make or enforce any rule that is contrary to the governing documents, local ordinances, state law or federal regulations. Remember also that the board makes rules on your behalf—to protect your investment, your home.

When someone purchases property within Stone Oak, they are given a Resale Package that contains all policies, restrictions, etc. in accordance with the Stone Oak Master Plan. Contractor Caution

Beware Low Bids: Price is always an important consideration when selecting a contractor, but don’t let a low price or a special deal blind you to a potential problem—both can be signs that you should be wary.

A bid far lower than others may indicate the contractor isn’t experienced enough to know the actual cost of the job or he never intends to ďŹ nish the work. Disreputable contractors may bid low to secure a contract and then tack on extra charges as the job progresses.

Take Your Time: If you are pressured during the bidding process by tactics such as “limited-time offers,â€? look for a different contractor. Hiring a contractor is not a split-second decision; for this reason, many states give homeowners three days to cancel a home improvement contract — without obligation — after signing it. A prospective contractor should take his time as well, carefully reviewing the speciďŹ cations of your job before submitting his bid. If he doesn’t take notes and measurements and make material and labor calculations, or if he simply names a price based on a similar job, he may not be detail-oriented or thorough enough to do a good job.

Beware Materials Discount: A prospective contractor may offer you a discount, hoping to earn your future business following a job well done, but be wary if a contractor offers materials at a discounted rate.

Small contractors rarely buy materials in the high volumes necessary to yield big discounts, and unless they severely overestimated quantities for a previous Stone Oak - January 2016 - Vol 21 No 1

Only 20% Up Front: While the price may be right, what about the terms of payment? In general, don’t choose a contractor who asks for more than 20 percent of the total cost of a job up front. While some projects require a large initial payment to cover a deposit for products like cabinets or special-order ceramic tile, it doesn’t apply to commodity materials like rooďŹ ng and lumber, which a legitimate contractor will usually purchase on account with at least 30 days to pay.

Beware Cash-Only Jobs: Finally, a contractor who works on a cash-only basis raises a big red ag. Not only does paying in cash limit your ďŹ nancial recourse if problems arise, the contractor is likely not operating a legitimate business, which includes paying taxes and insurance.

Look elsewhere for a professional to perform the work.

New Rates and Rate Structure Set to Begin in 2016 City Council approved a new rate structure scheduled to take effect Jan. 1, 2016 for much needed maintenance to repair water and sewer infrastructure in 2016 and 2017 and to provide for the continued development of new water supplies over the next five years.

This social media tool will be used by the Communications team similar to a bulletin board. Information regarding events, meetings, or emergencies will be posted in neighborhoods affected or to the city at large. The app will not allow SAWS to see the messages or discussions of neighborhoods but individuals can contact us via the inbox on our page.

The new water structure now has eight residential rate blocks compared to the previous four. The first of these blocks has been designed to provide life-sustaining amounts of water at a very affordable rate. Customers with monthly usage no greater than 2,992 gallons could see a decrease in their combined water and sewer bill of as much as 8.8 percent in 2016.

SAWS’ average residential customer can expect to see an increase of $3.97 in their monthly bill in 2016 prior to any changes in pass-through fees.

“San Antonio’s future depends on establishing and building new water projects, and repairing and maintaining our current infrastructure now,” said SAWS Board Chairman Berto Guerra. “Water security ensures we will have water for generations to come, including for our military installations, and provides an essential component needed for a vibrant economy.”

Last chance to prune oaks; but too early for perennials

Planning on pruning this winter? It’s helpful to know what to prune and at what right time?

If you’ve already got the loppers out, remember, there’s no need to worry about perennials yet. Due to unpredictable winter temperatures in San Antonio, it’s fine to wait until March. Remember, every cut you make signals a plant’s dormant cells to initiate new shoots; pruning too early can put tender new growth at risk during a late frost. It’s often safer to wait than anticipate.

On the other hand, there’s not much time left to prune live oaks if you want to minimize the chance of oak wilt. During the coldest days of the year, the beetles that carries the spores of the oak wilt fungus, Ceratocystis fagacearum, are few or unlikely to fly. Any injury to an oak, any oak, in warm weather, especially in spring and early summer (February 1st to June 15th ) will invite beetles. So during that time, put the pruners aside and leave your oaks alone.

The rest of the year, be sure to follow the usual recommendations – paint immediately any wound or cut, use only properly cleaned tools, and handle carefully any unseasoned oak firewood. Remember, oak wilt is far easier to prevent than to treat.

Finally, a thought on all pruning. While pruning, imagine you are a doctor and you first ensure that all instruments in the operating room (pruners, loppers, scissors, etc.) are sharp, clean and sterile. Try to clean them when you move from one plant to another. A precise, clean cut produces minimal damage to the plant tissue allowing it to seal quickly with reduced probability of decay.
