“Canada is moving closer to bringing new measures into law that would allow immigrants to apply for Canadian citizenship earlier and more easily than is currently the case. Changing the existing Citizenship Act is considered a centrepiece of the new Liberal government’s legislative agenda, ”announced chairman of the House Immigration Committee MP Borys Wrzesnewskyj. The Government of Canada hopes the bill, known as C-6, will pass into law in time

for Canada Day, which falls each year on July 1. Among the proposed amendments is a reduction in the amount of time permanent residents have to live in Canada in order to become eligible to apply for citizenship, from four out of six years to three out five years. Further, certain applicants who spent time in Canada on temporary status would be able to count a portion of this time towards the three-year requirement. The proposed amendments would also repeal the intent to reside provision and remove language proficiency requirements for certain applicants. In addition, the new legislation would repeal a contentious provision that revoked citizenship from dual Canadian citizens convicted of terrorism, treason or espionage. With a majority government in place, it is expected that the proposals will become law in the near future. The only major potential stumbling block is how the

bill may be treated in the Senate, with Immigration Minister John McCallum among a group of politicians who have expressed wariness over how the Conservative-dominated Senate may handle the bill. In June, 2014, the previous Conservative government of Canada brought into law the Strengthening Canadian Citizenship Act (also known as bill C-24). Among other measures, this controversial legislation made eligibility requirements for immigrants more onerous than had previously been the case. It also allowed the government to revoke citizenship in certain cases. The now-governing Liberal Party of Canada, which came into office last November, made a public pledge in its election manifesto to ‘repeal the unfair elements of Bill C-24 that create second-class citizens and the elements that make it more difficult for hard-working immigrants to become Canadian citi-

zens.’ The proposed changes to the Citizenship Act run the full gamut of the act, from how an individual may become eligible for citizenship to the rights bestowed once citizenship is conferred on the person. Some of the noted changes are repealing the revocation provision, intention to reside provision, physical appearance in Canada, counting temporary status, less burdensome annual physical presence requirement, language proficiency, and many more. Repeal of revocation provision- In the current act: Authority to revoke citizenship for certain acts against the national interest of Canada. These grounds include convictions of terrorism, high treason, treason or spying offences, depending on the sentence received, or for membership in an armed force or organized armed group engaged in continued on page 5

With our Pinoy qualities EDITORIAL BOARD

On April 30 DF attended The 2016 Culturally Diverse Media Forum: Calgary, City of Great Festivals! One of the objectives was tip-sharing related to making community event inclusive to all members of society. During the discussion one of the observations noted was the tendency of community events being “exclusive” to certain group(s). This sense of exclusiveness seems to be a trend this year. For instance the Sikh

Day Parade and Reggae Festival were the two of the most well attended events in Calgary. The former’s success, nevertheless, in terms of inclusiveness depended on the availability of free food offered to all along the parade route. The latter’s affordable ticket price and high caliber musicians attracted quite a large number of audience from the mainstream society. The majority of ethnic groups and communities, however, are comfortable to do away with what they know and been doing before. At times it seems the

overall purpose becomes a for-profit business, benefiting only a handful. A number of other groups, though, hold events to express their group’s uniqueness to Calgarians with lesser regard to revenue. On September 2-3 our community will celebrate its second Fiesta Filipino at Olympic Plaza (adjacent to City Hall) and, recalling last year’s festivities, everyone is hoping that rainfall will not be in attendance. The event’s title alone skews to exclusiveness. This may not be the case from the organizers’ point of

view and yet for non-Pinoy Calgarians this may be so. So how to dispel the above perception and truly make this event inclusive? First is to mobilize our community. Pinoys are known to employers and colleagues to be reliable, trustworthy, innovative and hardworking. The mentioned qualities foster close friendships with many people (white or coloured). Now here is the challenge to help our festival be more inclusive. DF encourages our community members (yes, you, who are

reading this) to reach out to a non-Filipino friend (a co-worker, classmate, roommate etc.) and invite them to enjoy and experience firsthand our unique culture and traditions. Last year’s Fiesta Filipino attendance was pegged at more than 20,000. To double or even triple this number would be historic. Kabayan, invite one now (while it is still early) so they won’t have excuses come September. With our Pinoy qualities and a small buck to spare, we can definitely do it, so let’s!

creeps and cuts into the moral fiber of Philippine society. I sense a problem deeper and more serious than any of those mentioned or all of them put together. But of course, it is not to say that we will ignore them because they have to be stopped by all means that the law allows. Erosion of faith and trust in government – that is the real problem that confronts us. Resulting therefrom, I see the erosion of the people’s trust in our country’s leaders; the erosion of faith in our judicial system; the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier. Indeed, ours is a problem that dampens the human spirit. But all is not lost. I know that there are those who do not approve of my methods of fighting criminality, the sale and use of illegal drugs and corruption. They say that my methods are unorthodox and verge on the illegal. In response let me say this: I have seen how corrup tion bled the government of funds, which were allocated for the use in uplifting the poor from the mire that they are in. I have seen how illegal drugs destroyed individuals and ruined family relationships. I have seen how criminality, by means all foul, snatched from the innocent and the unsuspecting, the years and years of accumulated savings. Years of toil and then, suddenly, they are back to where they started. Look at this from that per-

spective and tell me that I am wrong. In this fight, I ask Congress and the Commission on Human Rights and all others who are similarly situated to allow us a level of governance that is consistent to our mandate. The fight will be relentless and it will be sustained. As a lawyer and a former prosecutor, I know the limits of the power and authority of the president. I know what is legal and what is not. My adherence to due process and the rule of law is uncompromising. You mind your work and I will mind mine. “Malasakit. Tunay na Pagbabago. Tinud-anay nga Kausaban (Compassion. Real change.)” – these are words which catapulted me to the presidency. These slogans were conceptualized not for the sole purpose of securing the votes of the electorate. “Tinud-anay nga kabag-uhan. Mao kana ang tumong sa atong pang-gobyerno (Real change. This is the direction of our government).” Far from that. These were battle cries articulated by me in behalf of the people hungry for genuine and meaningful change. But the change, if it is to be permanent and significant, must start with us and in us. [applause] To borrow the language of F. Sionil Jose, we have become our own worst enemies. And we must have the courage and the will to change ourselves. Love of country, subordination of personal interests to the common good, concern and care for the helpless and the impoverished – these are

among the lost and faded values that we seek to recover and revitalize as we commence our journey towards a better Philippines. The ride will be rough. But come and join me just the same. Together, shoulder to shoulder, let us take the first wobbly steps in this quest. There are two quotations from revered figures that shall serve as the foundation upon which this administration shall be built. “The test of government is not whether we add more to the abundance of those who have much; it is whether we provide for those who have little.” – Franklin Delano Roosevelt And from (Abraham) Lincoln I draw this expression: “You cannot strengthen the weak by weakening the strong; You cannot help the poor by discouraging the rich; You cannot help the wage earner by pulling down the wage payer; You cannot further the brotherhood by inciting class hatred among men.” My economic and financial, political policies are contained in those quotations, though couched in general terms. Read between the lines. I need not go into specifics now. They shall be supplied to you in due time. However, there are certain policies and specifics of which cannot wait for tomorrow to be announced. Therefore, I direct all department secretaries and the heads of agencies to reduce requirements and the processing time of all applications, from the submission to the release. Inaugural Address of President Rodrigo Duterte President Fidel Ramos, sir, salamat po sa tulong mo (thank you for your help) making me President; President Joseph Ejercito Estrada; Senate President Franklin Drilon and the members of the Senate; Speaker Feliciano Belmonte and the members of the House of Representatives; Chief Justice Maria Lourdes Sereno and Associate Justices of the Supreme Court; His Excellency Guiseppe Pinto and the members of the Diplomatic Corps; incoming members of the Cabinet; fellow workers in government; my fellow countrymen. No leader, however strong, can succeed at anything of national importance or significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve. It is the people from whom democratic governments draw strength and this administration is no exception. That is why we have to listen to the murmurings of the people, feel their pulse, supply their needs and fortify their faith and trust in us whom they elected to public office. There are many amongst us who advance the assessment that the problems that bedevil our country today which need to be addressed with urgency, are corruption, both in the high and low echelons of government, criminality in the streets, and the rampant sale of illegal drugs in all strata of Philippine society and the breakdown of law and order. True, but not absolutely so. For I see these ills as mere symptoms of a virulent social disease that

secretaries and heads of agencies to remove redundant requirements and compliance with one department or agency, shall be accepted as sufficient for all. I order all department secretaries and heads of agencies to refrain from changing and bending the rules government contracts, transactions and projects already approved and awaiting implementation. Changing the rules when the game is on-going is wrong. I abhor secrecy and instead advocate transparency in all government contracts, projects and business transactions from submission of proposals to negotiation to perfection and finally, to consummation. Do them and we will work together. Do not do them, we will part sooner than later. On the international front and community of nations, let me reiterate that the Republic of the Philippines will honor treaties and international obligations. On the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms. I am elated by the expression of unity among our Moro brothers and leaders, and the response of everyone else to my call for peace. I look forward to the participation of all other stakeholders, particularly our indigenous peoples, to ensure inclusivity in the peace process. Let me remind in the end of this talk, that I was elected to the presidency

Traits of strong will and determination- This is the main trait that one needs to possess, to serve as a strong and basic foundation towards success. When one is very determined,

it lives to reason within self all through out of your service in action that will help accomplish and achieve every good or mission. Let no obstacles will hinder every mission be strongly determined to fulfill it by rendering the very best of yourself. Let no failures stop you from doing it. Stand up and grab every opportunity. Keep within self the will and determination to succeed. I have seen and witnessed people of different walks of life who have such incredible determination- they keep going and they keep faith within self. Repeal of intention to reside provision- In the current act: Applicants must have the intention to reside in Canada if granted citizenship. Proposed amendment: Repeal intent to reside provision. Physical presence in Canada- In the current act: Physical presence for 4 out of 6 years before the date of application. Proposed amendment: Physical presence for 3 out of 5 years before the date of application. Counting temporary status- In the current act: Time spent in Canada as a non-permanent resident may not be counted. Proposed amendment: Applicants may count each day they were physically present in Canada as a temporary resident or protected person before becoming a permanent resident as a half-day toward meeting the physical presence requirement for citizenship, up to a maximum of one year of credited time. Less burdensome annual physical presence requirement- In the current act: Minimum of 183 days physical presence in 4 of the last 6 years. Proposed amendment: Repeal the minimum 183 days

Conditional sentence now a bar- In the current act: Time spent serving a conditional sentence order can be counted towards meeting physical presence requirements. Convicted individuals who are serving conditional sentence orders (sentences served in the community with certain conditions) are not prohibited from being granted citizenship or taking the oath of citizenship. Proposed amendment: Time spent under

a conditional sentence order cannot be counted towards meeting the physical presence requirements; and those serving a conditional sentence order are prohibited from being granted citizenship or taking the oath of citizenship. Canadian citizenship oath- In the current act: Provision prohibiting applicants from taking the oath of citizenship if they never met or no longer meet the requirements for the grant of citizenship, but does not apply to applications received before June 11, 2015. Proposed amendment: Provision prohibiting applicants from taking the oath of citizenship if they never met or no longer meet the requirements for the grant of citizenship also applies to applications still in process that were received prior to June 11, 2015. New provision to counter fraud- In the current act: No explicit authority for citizenship officers to seize fraudulent documents related to the processing of applications. Proposed amendment: Authority to seize documents provided during the administration of the Citizenship Act if there are reasonable grounds to believe they are fraudulent, or being used fraudulently.

Fort McMurray Rules Intend To Protect Residents From ’Unscrupulous’ Builders

They didn’t know how to choose the right builder for them or what should be included in a contract,’’ Larivee said. “It was a tremendously stressful experience and many Slave Lake families did not have the support they needed ... in fact several families continue to deal with the consequences of that lack of support.’’ Regulations will work to protect consumers Jim Rivait, CEO of the Alberta branch of the Canadian Home Builder’s Association, said the new regulations will be easy for existing homebuilders to adopt but will work to protect consumers from “unqualified or unscrupulous’’ builders. “This is especially important when opportunists are likely to make unrealistic claims about how quickly they can build a home in Fort McMurray,’’ he said.

“Rebuilding the community will be a long process that will require patience and co-ordination. CANADA POST MANAGEMENT credits its growing parcel service for much of its profits to date, and concedes the business is vulnerable if there is a work stoppage due to a strike or lockout when the current contract expires. Canada Post has warned customers that mail and parcels sent through the postal system this week may not get delivered if the service is shut down this weekend. As a result, many businesses have now jumped to contingency plans to use alternate couriers, creating a big boost in sales for those companies. At the same time, there’s a lot of hand-wringing at small businesses that depend on Canada Post to receive or send payments. The stakes are even higher for companies that depend wholly on mail orders. Couriers seeing more business already. Postal service workers have been without a contract since late 2015, and the current contract will expire Saturday. Management or labour must give 72 hours notice ahead of a strike or lockout. Canada Post work stoppage will hurt small businesses, but many people won’t even notice “We’re already seeing a slowdown in our depots,” said Canada Post spokesman Jon Hamilton. “Companies are making decisions to go around Canada Post. We hope many of them come back, but that’s no guarantee.” That business is going to courier companies big and small as mail order operations — such as Tweed in Smiths Falls, Ont., which delivers medical marijuana to Canada’s growing patient list — started switching over to a collection of courier services late last week. PH documents validity extension under Duterte Admin There are plans to extend the validity of Philippine passports from the current five years to 10 years under the incoming administration of President-elect Rodrigo Duterte, reports ABS-CBN News. In an interview with incoming Budget Secretary Dr. Benjamin Diokno, he pointed out the need to adjust to other countries which already follow the 10-year validity for visa issuance. “Ang visa sa U.S. ngayon, 10 years na ‘eh... Not too often I venture out in central Alberta beyond Edmonton or even think of exploring out there for a weekend getaway unless a festival beckons. It’s great that I have had the chance of visiting there and witnessed the road development, communities and Infrastructure along the way. My main goal of heading out there for the weekend was to delve into the infamous Pysanka Festival. Being a festival junkie, I’m always fascinated and enjoy learning about different culture and history of countries of the world. The Pysanka festival is a Ukrainian cultural celebration held annually on August long weekend in Vegreville as a celebration of their culture and contribution to the Canadian history for over a century. “Pysanka (Ukrainian Easter egg) has existed as a part of Ukrainian tradition for many centuries. It is believed that archeologist have found numerous artifacts of decorated egg dating back to pre- Christian era. When Ukraine accepted Christianity, the talismanic (amulet) meanings of the Pysanka were adapted and blended with religious beliefs. The interweaving of pagan and religious traditions can still be seen in today’s design.” -Pysanka Symbolism as read at location The symbols and colors of the Pysanka have a great significance and it’s deeply rooted in the shape of an egg as the universe and its cyclical life form and spirituality. Not only a symbol of friendship and esteem to the recipient, but it is also believed to possess power and protection from any harm and brings good fortune. Historically, Ukrainians had endured oppression throughout their lives in their own country while it was under the Russian government; many have suffered tremendous economic, physical and emotional turmoil. Many worked for many hours and days without break for none or very little pay and not enough to support their daily needs and for their family. Higher education was unaffordable and nearly impossible for the majority of the citizens. When Canada was still a very young country, it enacted an immigration policy in the latter part of the 1800s where they have to recruit farmers from Europe to cultivate and develop the vast land predominantly in the western part of the country. Ukraine was among the country that Canada opens its door for their citizens as they are known for their resiliency and adapts to varying climatic conditions There was steady growth of the Ukrainian population from 1895 to the outbreak of the world war in 1914. The settler would receive a parcel of land for them to work on provided that they have to work on it for at last 6 months in a year. The news broke through the country as a away to escape poverty and a chance to operate their own business and economic prosperity. They came by ship loads and were later scattered to many part of western Canada. It wasn’t as easy as they thought it was; living in a harsh condition with nothing more than their clothes on their back. They built their own shelter using only trees and mud, they dug out the ground to shield themselves from the bitterness of winter and produce their own food from seeds. They were later befriended by natives to help them build temporary shelters and they reciprocated by showing the natives that certain mushrooms were edible.

Many have fled the tough life living as homesteaders and ventured out toward Edmonton and many parts of the country to build bridges and railways. They worked themselves to the bone to give their children the education that otherwise was an impossible feat. Over a century later, Ukrainians have imbedded their cultures to traditions and became one of the most important parts of the Canadian history. There are many in the community that gained prominent position in the government, business and education. As a way to celebrate their presence and their accomplishment through the century, the Pysanka festival was founded in 1973 to become one of the most visited tourist attractions in Alberta. There is a variety of activities, lively music and dancing was prevalent in the Ukrainian village. They have baking using all the traditional method – from using grinding wheat that has been harvested for the event, using the grinds stone to separate the wheat from chaff and collecting the fine whole wheat flour that’s ready to use for baking to using the wood stove to bake dozen of loaves at a time for sale to the public. of our adapted country, Vegreville is just a little over 4 hours from Calgary and I guarantee you will have a great knowledge of our pioneers and appreciation for their dedication to flourish despite of all odds that made Canada and its citizens the way it is today.

1. Bring your car in clean. If you are having any interior work done like electrical wiring behind the dash or heater cores replaced, please bring your car in clean. This way, I won’t be disgusted by your dirty used tissues or sweaty gym sneakers and feel like I want to rush through the job. A little consideration goes a long way.

2. Bring your car in with gas. We need to test drive vehicles to replicate symptoms that customers complain about, and we also test drive them when we are finished with repairs. If we have to stop and fuel up, it is a waste of our time and it will show up on your bill.

3. I value your time; please value mine. Even “just looking” at a car will most likely incur a charge. Your shop should be open and up-front about their hourly labor rate and how much a service will cost. Call other shop and ask them what their labor rate is to be sure it’s comparable.

4. As with most things, you get what you pay for. A cheap oil filter is just toilet paper inside a can. But if you use at least a semi-synthetic blend and a high quality filter, you can get away with six or 6,000 kilometers or more per oil change.

5. Have your wheel lock key accessible.

If we’re checking the brakes or rotating the tires, give us your wheel lock key, or at least keep it somewhere visible. Again, if we have to search around looking for it, it will cost you for our time.

Circa 1980s Tom’s (pseudonym) culinary experience landed him a job in one of Banff’s Hotels. As one of the Pinoy pioneers in town, he was and is well-loved and appreciated by the locals thanks to his humility and mastery of cooking. During the Philippines 118th Independence Day celebration on June 12th, the Filipino Organization of Rocky Mountain (FORM) recognized Tom for his selfless and enduring concern for the community. The following day, Tom went back to what constantly gives him fulfillment and a sense of accomplishment – cooking and making himself available for others. Wendy (pseudonym) arrived in Calgary four years ago. Jobs related to her Industrial Engineering and MBA degree from the University of the Philippines seemed elusive. At the Philippines Independence Organizing Committee (PIOC’s) 118th Philippine day celebration parade at Franklin Mall on June 11th we talked about her experiences. Her smile

revealed fulfilment and an aura of accomplishment in a new career. Her vocation of addressing the insurance needs of family and individuals was well worth her time and effort. A friend of mine (Ana) was hesitant to attend Filipino gatherings. For her, the questions pertaining to type of occupation; residence location and kind of house were deeply intimidating and unsettling. Another demeaning gesture she observed was the exclusiveness of certain groups in terms of social status. Her fulfillment and state of accomplishment in Calgary, though, rest on the simplicity of her store job in the Suncor building; weekend laundry routine and hours of TFC-watching (Independence Day celebration in the Philippines and Maala ala mo kaya). On June 12th more than 450 guests at the 118 Philippines’ Independence Gala night at the Hyatt hotel in Calgary felt elated and joyful. One of the speakers quoted that the night, “as first time in Calgary, a gathering of the fulfilled and accomplished

A star carver in his own rights in Alberta, Chef Dale as his colleagues and friends fondly call him, learned about his carving skills from online videos and inside his own kitchen. He jumps into learning any good opporunity he can get to grow, similar to his Cagayan province’s delicacy Jumping Salad. His skills and talent in fruits and vegetable carving has been showcased indifferent Filipino community celebration of Independence Day in Calgary and Banff, 2015 and 2016 respectively . Chef Dale has also been recently promoted in 2016 as Head Chef of the Pineridge Golf Resort Edmonton from the fruit of his handwork, dedication and commitment to his craft exactly like the the savoury taste of success of his infused dish Dinakdakan Quesadilla. This passionate Chef for 11 years now believed that it is the love and his passion for cooking that take him this far than name of the institution he came from. A former jeepney driver, who didn’t finish his university due to

financial challenges decided to embark on overseas work with a visitor visa in Dubai and joined her we Geraldine. Craving for more knowledge and zest for life, Chef Dale took on a challenge to improve his life for his family. While enduring hard labour, he diverted his attention to learn more skills. It is during this time that he took the challenge as kitchen staff without salary, for a week and single meal daily to make perfect pizza dough. This challenge lead him to discovery of his passion for cooking. Before Chef Dale moved to Canada at the peak of winter time in Canada by himself, he was first took a job snd some training in catering while working in Bermuda. In Edmonton, the city of his work and residence, he honed his skills. Dale Urnos DINAKDAKAN QUEZIDILLA Ingredients:

JUMPING SALAD ( fresh water shrimp ) Ingredients: 500 grams Live fresh water shrimp 100 grams Shallots Onion, chopped 30 grams Ginger , grated 1/4 cup Kalamansi juice or lemon Red chilli / siling labuyo( optional ) Procedure: 1. Let the shrimp swim at list 30 minutes in clean water before washing and drain. 2. Put fresh water shrimp in a deep bowl. 3. Toss in all ingridients and cover with lids then shake the bowl to prevent shrimp jumping. Serve while the shrimp still alive.

1/2 lb. Pork ( meat from face), cubed 1/2 lb. Pork (meat from ears) cubed 1/2 lb. Pork belly cubed 2 cups Mayonnaise 1 Tablespoon Ginger, chopped 1 Red Onion, peeled and chopped ½ cup calamansi juice or lemon 2 tsp pepper corn 3 chilli peppers, minced Salt and pepper to taste 8 large tortillas Procedure: 1. In a pot over medium heat, combine pork face, ears , and belly enough water to cover. 2. Bring to boil remove scum that accumulates on top. Simmer about 45 mins to 1 hour until meat is tender. 3. Over hot coals, grill pork for about 4 to 5 minutes on each side or until crisp and slightly charred. Allow to cool to touch and dice. 4. In a large bowl, combine all the ingridients stir until well distributed. Season with salt and pepper 5. Place a tortilla in the grill sprinkle mix pork.
