DPOA hires new general manager

The Diamondhead Property Owner’s Association President, Bob Marthouse, and the Board of Directors are pleased to announce the hiring of Tom Koger as our Association’s new General Manager.

We have been without a GM for several years, and after an exhaustive search, we found Tom to be the most qualified candidate to fill this critical position.

Tom enjoyed a successful career at Boeing as a Senior Vice President. As a small business owner, he developed a nationally recognized aerospace industry cluster, including supercomputer flood modeling for the insurance industry and unmanned aerial systems development. He holds three patents with the U.S. Patent

and Trademark Office.

In recognition of the valuable insights Tom offers to our governmental entities, Governor Phil Bryant recently appointed him as a commissioner at the Hancock County Port and Harbor Commission.

Tom’s leadership experience, entrepreneurial spirit, and proven business development skills give him the knowledge and managerial background that equip him to lead and direct our association at this critical point in time.

He has been a resident of Diamondhead for nine years and a Hancock County resident for over 50 years.

BUSINESS FROM THE PRESIDENT’S DESK

As we move into Fall, your Board and our committees are efficiently working in the interest of our POA membership.

In last month’s column I wrote about the establishment of the Diamondhead 2020 Committee and its charter. While covenant expiration beginning in 2020 is a pressing issue, rest assured that your POA Board is meeting its fiduciary responsibility across all business lines. We’re working closely with our management team to review all our operations and ensure we’re operating at peak efficiency and delivering a high-quality product at a great value. Our new POA General Manager, Mr. Tom Koger, is in place and already effecting positive change.

The 2020 Committee is aggressively exploring all options available. I have attended one of their meetings and addressed the Committee with my concerns. I am extremely impressed with the approach the Committee is taking to look at all sides of the covenant expiration, not only 2020, but also beyond. The committee has been looking closely at communities that have faced similar challenges and they are evaluating strategies incorporating the best practices found in the most successful largescale association communities. As its first recom-

mendation, the committee proposed at August’s regular meeting that the POA Board of Directors withdraw the pending litigation regarding covenant extension. After careful consideration, the board voted to take this action. The Committee will formally report additional recommendations to the POA Board in the very near future. I encourage you to stay abreast of future meetings concerning the Diamondhead 2020 Committee.

We all have a stake in the future of the POA. We look forward to the report out of the Diamondhead 2020 Committee.

As always, I encourage all POA members to attend all Board meetings.

MINUTES Minutes of the regular meeting of the Board of Directors Diamondhead Country Club and Property Owners Association, Inc. July 12, 2018 A Regular Meeting of the Board was held at the Diamondhead Country Club, Diamondhead, MS. President Bob Marthouse chaired the meeting and called it to order at 7:00 PM. Present were President Marthouse, Secretary Karen Rice, Treasurer Bill Hatchett, Director Gary Becker, Director Teresa Ertel, Director Dick Nolan, Director Don Silcio, Director Jerome Tullier, and Ex-Officio Pat Laird. Absent were: Vice President Craig Harvey and Director

Stewart Nutting. Also present were Comptroller Darrion Mclnnis and approximately 75 members.

Minutes of the June 16, 2018 Annual Meeting of the Members - The minutes of the Annual Meeting of the Members held June 16, 2018 were approved as submitted.

Old Business 1. Tennis Courts - A motion to increase the Tennis Court Walkways to the amount of $30,495 (The check was written on May 10, 2018) was made by Laird and seconded by Hatchett. The motion was approved unanimously.

New Business 2. Cardinal Pump Station - A motion to ratify approval of emergency repairs to the Cardinal Pump Station in an amount not to exceed $21,000; said funds to be expended from the existing, approved golf operational budget was made

by Laird and seconded by Ertel. The motion was approved unanimously.

3. Meeting Notice Via Email - A motion to spread upon the minutes the authorization of all eleven members of the Board to receive notice of special meetings and any other meetings of the board, when necessary, via email was made by Rice and seconded by Tullier.

The motion was approved unanimously. The authorizations are attached hereto as Exhibit “B”.

4. Committees: Dissolution of Existing Board

Created Committees - In anticipation of the creation of standing and ad hoc committees with clearly defined charters, Marthouse moved that all existing committees established by the Board of Directors of the Diamondhead Country Club and Property Owners Association, Inc. be dissolved.

The motion was seconded

by Laird and was approved unanimously.

5. Administration Committee - Marthouse moved that an Administration Committee be established; that the initial members of the Committee be Gary Becker, Craig Harvey and Dick Nolan; that the Administration Committee submit its proposed Charter for consideration by the Board of Directors within ten (10) days hereof; and that the Administration Committee exist until dissolved by the Board of Directors. The motion was seconded by Tullier and was approved unanimously.

6. Recreation Committee - Marthouse moved that a Recreation Committee be established; that the initial members of the Committee be Donald Silcio, Jerome Tullier and Bill Hatchett; that the Recreation Committee submit its proposed Charter for consideration by the Board of Directors within ten (IO) days hereof; and that the Recreation Committee exist until dissolved by the Board of Directors.

Diamond head 2020 Committee - Marthouse moved that the Diamondhead 2020 Committee be established; that the Diamondhead 2020 Committee operate consistent with the Diamondhead 2020 Committee Charter attached hereto as Exhibit “A”; and that the Diamondhead 2020 Committee exist until dissolved by the Board of Directors. The motion was seconded by Hatchett and was approved unanimously.

9. Regular Meeting Schedule - A motion to meet on the Third Monday of each month at 7:00 PM was made by Laird and seconded by Ertel. Yea: Marthouse, Rice, Hatchett,

Becker, Ertel, Nolan, Silcio and Laird; Nay: Tullier. The motion was approved.

Executive Session - The Executive Session was held at 6:00 PM prior to the evening’s meeting to discuss potential litigation and human resources matters. The Executive Session adjourned at 6:48PM. Member Forum - There was one comment from a member relative to signage.

Adjournment - A motion to adjourn the meeting was made by Becker and seconded by Hatchett.

EXHIBIT “A” Diamondhead 2020 Committee Charter Background The Diamondhead Property Owners Association, Inc. (the POA) was incorporated in 1970 to, among other things, manage, operate and maintain community amenities. In 1984,the POA acquired the right to impose assessments on lots as needed to fund the common expenses of the POA. In 1989,the POA acquired the right to enforce architectural control over residential lots.

Diamondhead was developed incrementally, based

on a “Phase” structure.

The lot owners in each Phase (or Unit thereof ) are subject to separate declaration of covenants. There are nearly fifty (50) different sets of covenants in effect across Diamondhead. Most have different expiration dates, and some have no expiration dates.

The covenants give the POA the right to enforce architectural and other controls over the residential lots along with the right to impose assessments on lots as needed to fund the common expenses of the POA. Most of the covenants require that 85% of those lot owners subject to a particular set of covenants consent to an

amendment of the covenants, including extension beyond their expiration date. The first set of covenants which cover portions of Phase I of Diamondhead expire on June 17,2020. Many of the covenants expire in 2021 with the majority of lots not subject to covenants no later that November 2022.

The expiration of covenants and ability to collect dues could result in the loss of POA amenities for the Diamondhead community.

The committee will formulate courses of action and make recommendations to the POA Board.

The courses of action should include proactively advertising the value of extending the covenants; educate property owners regarding the expiration and consequences and implement strategies to extend the covenants in perpetuity.

Meeting Frequency and Format, Notice, Agendas and Minutes Meeting Frequency - as decided by the Committee Chair Location - will be announced by the Committee Chair.

Agenda - will be published by the Chairman of the Committee one week prior to the meeting which will be electronically archived by the POA Board Secretary.

Notice - the Committee Chair shall provide notice of each meeting via email

to the members of the committee no less than one week prior to the meeting, said notice to include a copy of the agenda for the meeting.

Minutes - the committee will keep minutes of meetings, which will be electronically transmitted, to the Board Secretary for archival purposes.

The Chancel Choir is enjoyed during the 10 a.m. service from September through May. Also participating in worship throughout the year are a Handbell Choir, a Praise Band, and the Living Springs Singers.

Our Wednesday Night Youth Program runs weekly from 5:15 p.m. – 6:45 p.m.

The program is for Youth in Grades K thru 12. Youth are divided into groups according to school grades. Meals are provided at no cost.

Two Adult Christian Education classes are offered each Sunday from

9 a.m. – 9:45 a.m. In addition, during the 10 a.m. service, children in grades K-5th meet for Children’s Church. Nursery care is available from 9 a.m. – 11 a.m. each Sunday for infants through Kindergarten.

Little School, our preschool for children ages 3 & 4 is taking registrations for the Fall session, which begins on the Tuesday after Labor Day. School hours are 9 a.m. – noon, Monday through Friday.

The six-week program will begin on Tuesday, September 4, 2018.

If you or someone you care about has been dealing with emotional pain due to the loss of a spouse or other dearly-loved per-

son, you are invited to participate.

This will be a structured program which will include educational presentations to help us understand our overwhelming feelings of loss and how to better deal with them. It will also provide a safe, caring support group and an opportunity to share our own personal memories and issues.

The goal of these groups is to provide our community with a support vehicle to deal with the difficulties and emotional turbulence that follows the death of a loved one. Grief is a normal human process that all people experience in the course of life. The healthiest healing involves a process of working through the pain. We grieve most effectively when we find ourselves with others who understand and are willing to hear our pain. The groups will provide a safe, confidential place to share individual memories, thoughts, and experiences and to begin the process of moving into the next phase of your life.

The Grief Support Group will last for six weeks and will be held at St. Thomas Episcopal Church, 5303 Diamondhead Circle, across from the Diamondhead Community Center.

The meetings will start at 6:30 p.m.

We had five total juniors that qualified for the World Championships and two of them traveled to Pinehurst, North Carolina, to participate in this annual competition.

Katelynn Altese (age 14) competed in the Teen World Championship at the Mid South Club and finished in 30th place for the event.

Here’s what’s coming up in chronological order: All activities are at East Hancock Library unless otherwise noted.

The Strength and Flexibility Exercise Class will begin Tuesday, September 4 from 10:30 to 11:30 a.m., and will run through the entire month.

Mark your calendars for September 4th, 11th, 18th, and 25th to get the maximum benefit! The program is designed for older adults, and strives to improve range of motion and overall quality of life.

We currently have three adorable kitties in need of a caring, forever home.

Morris and Faye are from a litter of four born May 27th. Two of their siblings were recently placed together in a wonderful home.

Faye and Morris are docile, playful, and love to be loved.

They have been “fixed” and have had all necessary shots.

Little Lucy is an 8- to 9-month-old Siamese with no tail.

She too is adoption ready; she just needs a lap on which to cuddle.

In the spirit of alleviating the over population of abandoned animals in our area we have spayed or neutered 8 dogs and 5 cats during the past month.

Our Board of Directors was delighted to receive a poem from our past Vice President, Bill Racz, who served from 2015-2018.

To quote Bill, “I’ve tried to send each and every one of you a thank you…but I could not find the proper words that express how I feel about all of you and the Diamondhead SPCA — so I’m thanking all of you in a poem.”

Krewe of Kamehameha announces 2019 Court

The Emerald Ballroom of the Diamondhead Country Club was filled to overflowing with an excited crowd, ready to get the next Mardi Gras season started with the announcement of King Akua Kai 44th and his queen.

Commodore Paula Gonzalez gave attendees a short time to greet each other after the pause in festivities since the end of the 2018 Mardi Gras season and relatively calm social scene before taking the microphone to get down to business and make the eagerly anticipated announcement. But first, Paula recognized all previous Krewe of Kamehameha Queens and honored them. The 2018 Court was recognized and cheered.

The ballroom erupted with applause when Joe Murray and Mary Craig Murray were announced as King Akua Kai 44th and his queen. All who were present came forward for a photo op and toast to the newlynamed, soon-to-be-royalty.

Decorations in keeping with the Hawaiian Luau theme adorned the stage and provided the perfect backdrop for photos for everyone. Floral arrangements on the tables were gifted to the former Boaters Queens in attendance.

A delicious prime rib buffet was enjoyed by all as was music provided by Ronnie Hammon, assisted by his lovely wife, Mimi.

Dancing was enjoyed until the evening came to a close with Ronnieâ&#x20AC;&#x2122;s stirring salute to the military and his heart-felt and much appreciated recognition of the late, well-loved marine, Jack Oâ&#x20AC;&#x2122;Neill.

As DPOA Rules and Regulations for Roads, Streets, and Vehicle Operation states “drivers of all vehicles must drive at a slower speed whenever prudence requires such a slower speed.”

The rules and regulations for golf cart use were written with our members’ and guests’ safety in mind.

What colored tee should each of us be playing from? A recent golf article suggests that the way to figure that out is to take the total length of your good drive and multiply that number times 28. For example, if your good drive (not your best, but rather good) is 200 yards multiply that times 28 and you get 5,600 yards.

In the ABCD 2 Best Balls format which was played twice last month, the team of Gene Demedicis, Ken Foreman, Al Corban and Gene Sullivan (turned 90 years old the day this was played) posted an incredible – 35.

The teams of Tom O’Connell, Jerry Jones, Ernie Knobloch and Tyrone Sartin plus Gene Demedicis, Marty Herndon, Chuck Ingraham and a Ghost turned in team scores of -27 while Dick Armstrong, Glenn Conover, Warren Morgan and Tyrone Sartin posted a score of -26. DIAMONDHEAD DUPLICATE BRIDGE NEWS The Diamondhead Duplicate Bridge Club meets at 1:00 p.m. each Monday, Wednesday, and Friday at the Diamond-

DIAMONDHEAD GARDEN CLUB Four Diamondhead Garden Club members participated in the State Flower Show in Brandon, MS in June. The following awards were won: 1stplace by Marilyn Bliler with a hat design using succulents; 1st place and Special Award by Penny Crawford in Art Design; 2nd by Brierly Acker in Rhythmic Design; 3rd place by Brierley Acker in an informatics Fern display; Honorable Mention by Theresa Lake in an Apron Design and a Tubular Design using fresh flowers. Also Teresa lake won Horticulture Awards with a 1stplace and 4 2nd place ribbons. For her entrees.

We, Garden Clubbers, have many beautiful blooms in our gardens this time of year; often we think how great it would be if only we could keep some of them for winter displays. At our September 15 meeting Christian Stephenson, MS Extension Agent, will demonstrate to us how to preserve these blooms. If you are interested in learning these and other horticulture techniques, come join us on Wednesday Sept. 15 at 9:30 am for Meet & Greet with the Garden Club Meeting beginning at 10 am at the Diamondhead Country Club, Emerald Room #1. DIAMONDHEAD LIONS ATTEND INTERNATIONAL CONVENTION Mississippi Lions Council Chair Dr. Dwain Simpson and his wife, Lion Ann Marie, of the Diamondhead Lions Club, attended the 101st International Convention of Lions Clubs International (LCICON 2018) held at the MGM Hotel and Casino in Las Vegas, Nevada. They were with about 20 other Mississippi Lions as part of the more than 25,000 Lions attending from around the world.

The LCICON is always one of the best opportunities to meet other Lions from

among the 2 million Lions in 210 countries worldwide. As a popular part of the convention, Lions Dwain and Ann Marie were able to trade the pins representing Lions from Mississippi with other Lions from several countries that were met in passing and in sessions during the convention.

The youngest state representative to ever be elected anywhere in the US, Jeramey is an inspiration to millennials to get involved and get active. 2015 candidate for MS Governor, Vicki Slater is an energetic speaker and a great enthusiast for promoting women candidates.

Diamondhead’s Family Smokers will serve up chicken and pulled pork with all the trimmings for $10 a plate. Musician Dave Rohback will treat us to some tunes.

ENERGY CLUB The Energy Club’s Arthritis class members were treated to lunch hosted by Jake Brener, 88, a member of the Energy Club for 2 years and a swimmer for 84 years.

His guests were treated to homemade southern fare and a view of his Japanese dry landscape that he has cultivated for over a decade. His landscape includes 10 varieties of bamboo.

HUMMINGBIRD FESTIVAL The 7th Annual Diamondhead Hummingbird Festival will be held on September 15, 2018,

from 8 AM to 4 PM at the home of Rhonda Vaughan: 2356 Airport Drive, Diamondhead.

The hours have been extended this year to allow for more visitors, and many new vendors will be present.

This event features hundreds of hummingbirds feeding and in flight, and a certified bander, James Bell from Picayune, who will be catching, tagging, and releasing birds throughout the day.

Visitors will be allowed to touch the birds if they like, and some will even be allowed to hold a bird before it is released.

In addition to birds and vendors, the festival will have live music, speakers, and videos to entertain and inform about hummingbirds, their feeding habits, their migration patterns, and how one can photograph them.

Admission is by donation, with all profits from the event going to Master’s Call Ministries International, which supports orphanages and feeds underprivileged children in countries around the world.
