BUSINESS FROM THE PRESIDENT’S DESK

By Pat Laird By now you know that I am not running for POA president, so this will be my last letter as president. I would like to thank the following group and/or individuals: my board of directors, the Golf Superintendent Steven Smith and Country Club Manager Eli Biggers, for all of their hard work.

Your board has made amazing gains with your dues.

We had a five-year plan to upgrade the golf courses; this work has been done. The board will now move forward upgrading the East Rec facilities with new tennis courts and parking.

My board has managed your dues in an extremely efficient manner, which contradicts what some negative members on Facebook would like you to believe. I thank the board for their diligent work and hope that the new board will be as diligent.

MINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS DIAMONDHEAD COUNTRY CLUB AND PROPERTY OWNERS ASSOCIATION, INC. MAY 1, 2018 A special meeting of the Board was held at the Diamondhead Country Club, Diamondhead, Mississippi.

President P. Laird chaired the meeting and called it to order at 6:02 PM. Present were President Laird, Treasurer Allen, Secretary Sislow, Director Ertel, Director Harvey, Director Montjoy, Director Nolan and Director Silcio and ExOfficio Fletcher. Also present was Attorney Tubertini.

Absent were Vice President Finley, and Director Tullier.

Bylaw Revisions Re: Proxies and Absentee Ballots –Director Harvey made the following motion, which was seconded by Director Nolan: Rescind the action of the Board of Directors of the Diamondhead POA of May 15, 2017 which approved the placement on the agenda of the next Meeting of the Members amendments to the Bylaws of the Diamondhead POA which requires that Proxies and Member Verification Forms accompanying Absentee Ballots be acknowledged by a Notary Public.

The motion passed unanimously.

Enforcement of Sign Prohibition – President Laird made the following motion, which was seconded by Secretary Sislow: Commencing Monday, May 7, 2018, the Diamondhead POA Grounds Maintenance Department be authorized and instructed to remove from residential lots in the Diamondhead Development any and all political signs of any kind, regardless whether said signs pertain to a federal, state, county, city, or POA election or referendum; that removed signs shall be stored by the

Grounds Maintenance Department for a period of seven days, after which any unclaimed signs may be discarded by the POA Grounds Maintenance Department; and that this authorization and instruction shall not apply to any specific exception and/or permission granted by the Architectural Committee. Yea: Laird, Allen, Sislow, Montjoy, Silcio, Fletcher; Nay: Ertel, Nolan; Abstain: Harvey. The motion passed.

Architectural Committee Meeting – President Laird made the following motion, which was seconded by Ex Officio Fletcher: Recess the meeting to allow the Architectural Committee to convene and act, and for the Board to reconvene upon adjournment of the Architectural Committee meeting. The motion passed unanimously.

Eblast – President Laird made the following motion, which was seconded by Ex Officio Fletcher: Approve a joint Eblast of the Architectural Committee and the Board of Directors regarding campaign signs. See Exhibit “A”. The motion passed unanimously.

A motion was made by Director Harvey and seconded

by Vice-President Finley to clarify approval of the lowest bid, because there were two contractors who submitted the lowest bids in identical amounts, and to accept the bid of Mike Homes Construction in the amount of $28,500.00, as recommended by staff. Yea: Laird, Finley, Sislow, Ertel, Harvey, Montjoy, Silcio; Nay: none; Abstain: Nolan, Fletcher.

Member’s Questions Covenant Status – Member Pineau’s questions regarding the status of the covenants litigation was addressed

by Attorney Tubertini.

The Oaks benches – The phone call from The Oaks POA President, thanking President Laird and the POA

Board for the offer of benches for The Oaks Association were shared.

Executive Session – A motion to adjourn to Executive Session to address privileged legal and personnel matters was made by Director Harvey and seconded by Director Montjoy. The motion passed unanimously. The Board entered Executive Session at 6:42PM and returned to regular session at 7:23PM. Next meeting – The next meeting of the Board of Directors will be an open Board Meeting to be held May 14, 2018 at 6:00PM at the Diamondhead Country Club Emerald Ballroom.

MINUTES OF THE OPEN MEETING OF THE BOARD OF DIRECTORS DIAMONDHEAD COUNTRY CLUB AND PROPERTY OWNERS ASSOCIATION, INC. MARCH 16, 2018 An Open Meeting of the Board was held at the Diamondhead Country Club, 710 Country Club Circle, Diamondhead, Mississippi, in accordance with Article V., Section 5.5 of the Bylaws. President P. Laird chaired the meeting and called it to order at 6:00pm.

Present were: President Laird, Vice President Finley, Treasurer Allen, Secretary Sislow, Director Ertel, Director Harvey, Director Montjoy, Director Nolan, Director Silcio. Absent were: Director Tullier and Ex-Officio Fletcher. Also present were O. McNally, POA Property Manager and Attorney Crane.

Minutes – The minutes from the meeting of February 19, 2018 were approved.

Opening Remarks –President Laird discussed a yard waste removal concern.

Financial Report –President Laird reported the January financials will be posted the week of March 19, 2018.

A motion to amend the agenda to remove the new business item, Marshland Restoration Project was made

by Director Montjoy and seconded by Director Harvey.

The motion passed unanimously.

Old Business: Annual Meeting of Members – A motion, as a cost saving measure, to cancel the postponed 2017 Annual Meeting of the Members currently set for April 14, 2018 and to take up all matters to be considered by the members at the 2018 Annual Meeting of the Members scheduled for June 16, 2018 was made by Director Nolan and seconded by Treasurer Allen. The motion passed unanimously.

Member’s Questions A question arose regarding Sislow serving as Elections Chair if running for Secretary. Discussion was had regarding appointing Director Montjoy. No action was taken.

Slate availability was questioned. The slate will be complete and available after the April 2, 2018 application deadline.

Open meetings. The need for a safer process caused the meetings to not be open, as well as no requirement in the Bylaws for such. The plan is to continue open

meetings with increased security and identification of membership.

GM Report – Property Manager McNally gave a report of operations from various department heads.

Executive Session – A motion to adjourn to Executive Session to address sensitive Human Resource matters was made by Vice President Finley and seconded by Director Harvey. The motion passed unanimously. The Board entered Executive Session at 6:20PM and returned to regular session at 7:04PM. Next meeting – The next meeting of the Board of Directors will be an open Board Meeting to be held April 16, 2018 at 6:00PM at the Diamondhead Country Club Emerald Ballroom.

The church has a diverse Music Ministry program. The Chancel Choir is enjoyed during the 10 a.m. service from September through May. Also participating in worship throughout the year are a Handbell Choir, a Praise Band, and the Living Springs Singers.

We have two exciting events for Youth this June. All children ages 4 thru Upcoming Sixth Graders are invited to our Shipwrecked themed Vacation Bible School on June 11 thru June 15 from 9 a.m. until noon each day. On June 25 thru June 28, we are conducting our immensely popular Soccer Camp starting at 8:30 each day at the Noma Drive Ball fields in Diamondhead. The camp is for those age 5 and up. A good portion of the month was spent collecting, pricing, and transporting items for our major fund raiser – the SPCA rummage sale held at the Diamondhead Community Center on April 28th. The board extends a big “thank you” to all the people who made donations to the sale, to the members who worked very hard to see that this sale was successful and to all the members of the Diamondhead community who stopped in and supported us.

We are very happy to share the news that both Nellie (the one-eyed cat) and Lily (the Russian Blue), have been adopted. Their time of fending for themselves outside and unprotected is over.

In the past month we spayed or neutered four cats and six dogs. Unfortunately, this is the season where the cute little kittens that were born in the Jackie Ray encouraging drivers to stop spring are grown up and at SPCA garage sale. having to fend for themselves. If you see cats or dogs, that appear to be on their own please call us so that we can try to trap them and at least get them spayed or neutered. Also, as of May, the flea infestation map indicated that Mississippi is still showing mild infestation, but all the states around us are showing moderate infestation – be prepared.

We’re heading into the hot days of summer, so here are a few suggestions for keeping your pets safe and healthy. It’s a good idea to visit the vet for a summer checkup. Be sure your pets are heartworm free and on a heartworm preventative medication. Remember that your pet can get dehydrated quickly – see that they have plenty of clean, fresh water. Also, be sure they have a shady place to get out of the sun, and be careful not to over-exercise them. The symptoms of overheating include excessive panting or difficulty breathing, increased heart and respiratory rate, drooling, mild weakness, stupor, or even collapse. Sever symptoms can include seizures, bloody diarrhea and vomit. Remember that animals with flat faces – Pugs, bull dogs, and Persian cats – are more susceptible to heat stroke. Also, elderly or overweight pets need to be watched more carefully for symptoms related to excessive heat.

EAST HANCOCK HOLDS SUCCESSFUL SPRING FOOD DRIVE

By Kathryn Larsen, Food Drive Chairman Knowing that children and their families are hungry year-round, the very generous families of East Hancock Elementary pulled together to gather 1,645 pounds of food and other supplies.

Traditionally we call this a Food Fight, but this drive we changed the emphasis to Hunger Games, because hunger isn’t a game.

Two local business offered support to the Hunger Games by donating prizes for classes who brought in the most donated items. Between K, 1, and 2nd grades, Mrs. Cindy Ladner’s 1st grade class brought in the most donated items; 222. This class was given a pizza party by Domino’s. A big yummy thanks to them.

Between 3, 4, 5th grades, Ms. Maurigi’s class brought in the most donated items, 912. This class was given a bowling passes by Park Ten Lanes. A huge thanks to you!

During the drive, children learn civic responsibility to help others. This is a very strong theme school wide this year.

Because East Hancock Elementary has such successful

food drives, Hancock County Food Pantry has featured the food drive and photos on their web site. Individuals can always donate directly to the food pantry or organize their own drive. The Hancock County Food Pantry was established in 1986 by area churches and has provided free food for over 256,000 individuals from over 105,000 families since then.

Hancock County Food Pantry is a state chartered 501(c)(3) non-profit organization with over 100 volunteers, and no paid staff. The Pantry’s one and only mission is to provide food and personal hygiene products for low income families who have an immediate “crisis or emergency” need for assistance.

By Trish Shane The Episcopal Christian Women of St. Thomas Episcopal Church in Diamondhead hosted a formal tea on Saturday, May 5, in the home of Harold and Linda Dawley of Diamondhead.

The theme for the tea was “Hats Off to Mom”. The attire for the tea followed the theme with over 40 ladies and young girls of all ages donning hats, gloves, tea dresses, and pearls. The Dawley home was decorated with lovely hat arrangements, the tables with collectible antique china tea cups, serving plates and lace tablecloths. The floral centerpieces for the tables were arranged by member Mary Ann McRae. Guests were greeted by member Beata Sarnowski and enjoyed music by John Hester’s Jazz Trio. Tea sandwiches, chicken salad, deviled eggs, petit fours, chocolate covered strawberries, tarts, scones and crumpets were served by the members’ sons and grandsons. A selection of teas, punch and champagne was served by members’ husbands, waiters in tuxedo Dean Shrable, Harold Dawley and Don Patecek. Gary Wiley volunteered to organize the kitchen activities for the event.

Prizes were given for the “Best Hat,” “Guest from the Greatest Distance” and “Member with the Most Guests.”

It was a delightful afternoon for all participants. The St. Thomas E.E.W. President, Betty Patecek welcomes anyone interested in joining to attend our bi-monthly meetings at St. Thomas beginning in September on the 8th at 9:30 in the morning.

Craig Harvey, a USMC veteran, holds a degree in Business and a degree in Environmental Science.

Craig was named the 2006 SBA Mississippi Small Business Person of the Year. In 2014 Craig was elected as Director on the POA Board.

He has had perfect attendance at board meetings and Craig Harvey served on nearly every committee. His business acumen has been a consistent driver in improving POA business procedures and the POA “bottom line” leading to reduced dues without compromising the quality and availability of the amenities. He has been an adamant supporter of youth recreation as well as mainstream amenities.

Special thanks to the Diamondhead Country Club for providing the ballroom, a delicious buffet, and gift certificates for golf and dinners. Numerous local businesses and individuals pitched in with an amazing array of donations for everything including wine, resort vacations, English riding lessons, gift baskets, boat trips, pottery, artwork, clothing and jewelry, dinners, bowling, stained glass, artsy silver boots— you name it—it was offered and could be yours if you were the highest bidder! Centerpieces on each table were also available for bidding and were all made and donated by members. The entire Diamondhead Women’s Club organization worked together for months to help make this one of the most successful fund-raising efforts on the Gulf Coast.

The next fundraiser for the DWC will be a Sip and Dip (light dinner and wine included) taught by Sylvia Corbin to be held on Tuesday, June 26 from 6p.m.-9p.m. at the Community Center. In September, the program for the regular meeting will be a fashion show! The DWC meets the first Wednesday of each month (except during the summer) at the Diamondhead Country Club. A beautiful photo op was presented by Betty Maxwell, president of the Krewe and decorator extraordinaire, featuring the Krewe banner banked by white columns of sparkling white lights. Many took advantage of this unusual opportunity to capture their toga moment! The tables were beautifully simple, with Greek columns filled with bright red azaleas and tiny white lights. The royalty table also featured Greek columns but these were decorated with trailing vines of ivy, white lights, and crowns of gold and silver.

By Ernie Knobloch In the two ABCD 2 BEST BALLS formats played since the last article, some excellent team scores were recorded. Tom O’Connel, Tony Plamature, Fred Richoux and Bill Roofner posted a -29 followed closely by Ray Badgett, Mark Chadwick, Marty Herndon and Renny Pangan with a -27.

The POINTS ABCD format included a team score of +28 shot by Gene Demedicis, Bob Gregoire, Marty Herndon plus a Ghost. The team of Char-

les Baerson, Harold Garrett, Tom O’Connell and Dave Stein followed close behind with a +25.

In the SHAMBLE format an almost unbelievable score of -54 was posted by Charles Bearson, Roger Marquez, Tom O’Connell and Fred Richoux. The second place team composed of Lou Jann, Al mast, Renny Pangan and Don Perkins recorded a -43, a team score that would be the overall winner on most days.

And, as golfers, we are all very grateful. We did have

some rain (actually a bunch of rain at one point), but we still were able to get in four Tuesday mornings of golf. Yea! Our first event for the month was our Annual Scotch Doubles (sometimes affectionately referred to as The Divorce Open).

This title comes from the fact that most of us play this event with our spouses, and if the day does not go well — you can imagine some of the ensuing discussions at the luncheon following the match. We were delighted to have 13 teams scheduled to play.

During this event, teams of four play a normal Scramble format except that at

any one point in the round the team can choose to actually “Throw” the ball rather than hit it with a golf club. Sometimes this works to their advantage and sometimes it backfires. The teams that apparently put this free throw to good use were our winners: 1st Place Team - Judi Brannon, Marilyn Galus, Carole Griffin and Rachel Stewart; 2nd Place Team Kathy Jones, Theresa Mauterer, Darlene Park and Bonnie Rolfs ; and finally, 3rd Place Team - (a threesome playing with a ghost) Carol Lilley, Pat VanDervort and Carol Wyrosdick.

Once again, we had a Score Card Playoff for 3rd Place. In addition, Renie Dack scored a Birdie on the 6th Hole. Congrats to all players.

McElveen Detachment 1454 are hosting a Fellowship Day for all Marines in the immediate area of Diamondhead. Food, drinks, military music by former Marine Corps bandsmen along with an ample

LETTER TO THE EDITOR GOLF, CLUB LOSSES My thanks to the editor for publishing these articles. Hopefully they will benefit the membership and share knowledge of the operation of our P.O.A. With that said, I would like to address the issue of golf and club losses.

Quoting Marshall Kyger, “I spent six years on the POA Board, four as president, and I know of no circumstances where the public ever pays less than a Member to play golf.”

HMS is the consulting company hired during the Marshall Kyger administration.

On the HMS website, a reciprocal rate of $25. is offered to non-members. It covers green fee, golf cart, range balls, etc. Additionally, during the Kyger administration DealSaver.com offered a round of golf with cart, plus a Diamondhead logo hat and a free beverage for $50. That is a fact.

es to the general public but the two examples listed above are enough to prove a point.

Contrary to Marshall Kyger’s statement, ….golf operations made money last year including capital, the published POA Financial Summary for December, 2017 Net income (Net loss) for golf operations which includes the Golf Shop, Golf Course Maintenance and the Academy combined made $128,544 profit but capital expenditures for golf were 298,186 resulting in a net Loss of $169,642. Interestingly, the consulting fee for HMS is not charged to the golf course or club. The consulting fee exceeds

$60,000.

Without getting too deep into financials the club reported an operating loss of $314,420 plus a capital expenditure of $233,715 in the calendar year 2017, resulting in a Loss of $548,135. These are facts taken directly from POA financials.

In closing, I certainly agree with Marshall Kyger.

We live in an amazing community and are blessed to have the amenities we have. Let’s all work together to keep what we have and make it better.
