Dhivehi Raajjeyge Gulhun (Dhiraagu), formed on 1 October 1988, was tasked with the enormous responsibility of developing the telecommunications network of the Maldives. Three decades later, we are proud to have led the country through significant digital transformations which continue to shape the Maldivian economy and empower communities across the nation.

Throughout the years, remarkable strides have been made by Dhiraagu, not only to improve the communications infrastructure of the Maldives, but also to promote the socio-economic development of the country.

Dhiraagu continues to be a key player in the digital arena due to the strategic investments made to enhance the country’s domestic and global connectivity. This has all been made possible by the steadfast trust placed in us by our shareholders, the consistent support of our customers, and the relentless dedication of our employees and partners.

As we celebrate the 35th anniversary of Dhiraagu, I am reminded of the time when we started this journey, where telephone connectivity between islands was virtually non-existent. We began with a simple yet powerful vision to enrich lives and communities.

It is this strong vision and sense of purpose that has driven our team – both present and past members – to build Dhiraagu from the ground up to the great national institution that it is today. Our team’s commitment to our vision, their dedication, and hard work have been pivotal in expanding our reach to the entire country, making modern telecommunications the first utility to reach 100% of the population.

1988 A remote and obscure archipelago lying in the middle of the Indian Ocean, the Maldives had its challenges keeping up with the rest of the evolving world – but this was to change soon.

On 1 October 1988, Dhivehi Raajjeyge Gulhun (Dhiraagu) began operations as a joint venture between the Maldivian Government and Cable & Wireless of the UK to establish a nationwide telecommunication network across Maldives.

During the first 10 years, the company achieved the revolutionary milestone of connecting every island in the Maldives with telephone connectivity and changing the lives of Maldivians forever. With the advent of telephone booths on every island, a transformative shift occurred as people traded in their pens and paper and eagerly formed lines in front of the booths to reach out to their loved ones – a once distant dream.

The small island nation made remarkable advancements with the launch of internet services in 1996, not long after its initial launch globally. As a result of this significant leap, the socioeconomic progress of the Maldives increased, advancing businesses and tourism across the country.

Dhiraagu remained steadfast in its commitment to match the pace. In 1997 with the launch of mobile phones, connecting with people became easier than ever.

2000 With the arrival of the internet, Dhiraagu went beyond merely bringing broadband connection to every inhabited island. The company implemented the domestic submarine cable across the one-and-half degree channel. During the decade, Dhiraagu also initiated the nation’s first international submarine cable system between the Maldives and Sri Lanka, increasing regional capacity and network diversity. This was the beginning of a new revolution in the telecommunication industry in the Maldives.

The company accomplished another notable achievement by providing 100% mobile coverage to all inhabited islands, resorts, and major industrial islands.

The year 2011 marked a significant milestone in the history of Dhiraagu as the Government of Maldives initiated the process of Initial Public Offering (IPO). Following the IPO in October 2011, 6.2% of the Government of Maldives’ shareholding in Dhiraagu was sold to the public.

Dhiraagu became listed on the Maldives Stock Exchange in January 2012.

2012 After 25 successful years, Cable & Wireless Communications Plc (CWC) announced the transfer of its majority shareholdings in Dhiraagu to Bahrain Telecommunications Company (Batelco) in 2013. With the completion of the transaction, 52% of Dhiraagu’s shares are now held by Batelco.

Continuing to embrace this evolution, Dhiraagu achieved a noteworthy breakthrough with the successful introduction of 4G technology. Building on this achievement, in 2019, the company attained yet another amazing feat by becoming the first in both the Maldives and South Asia to launch commercial 5G service.

During this time, Dhiraagu expanded their offerings beyond traditional telecommunications and ventured into advanced digital services. Dhiraagu launched a nationwide and public-focused environmental initiative, ‘Care for the Oceans’ to raise awareness against single-use plastics and reduce its usage. Since 2016, Dhiraagu has stopped using singleuse plastic bottles at the workplace, opting for reusable bottles, bags, and water dispensers.

The COVID-19 pandemic led to a surge in digital activity and accelerated digital transformation. The significant investments made by Dhiraagu to achieve the company’s vision to enrich lives by connecting the entire Maldives and expand services to remote corners played a pivotal role in enabling our people, communities, and businesses to quickly adapt to a new era of digital connectivity.

During this time, the network remained fully operational, and continued provision of services without interruptions. Dhiraagu also provided several relief plans to customers and assisted the government in battling the pandemic.

Dhiraagu’s major shareholder, Bahrain Telecommunications Company’s (Beyon) Chairman, Shaikh Abdulla bin Khalifa Al Khalifa, paid a courtesy call on President Ibrahim Mohamed Solih to reaffirm his commitment to closely working together to enrich lives of the people living in the Maldives.

During his visit to the Maldives, Sheikh Abdulla also met with the management and staff at Dhiraagu.
