200 high-rise apartments in new retirement village Almost 200 apartments in blocks of up to six storeys are proposed for Ryman Healthcare’s new retirement village on Ngati Whatua Wakakura land.

Spread across six buildings Narrow Neck Village includes 196 independent apartments, 78 assisted-living suites and 120 care beds in a rest home. The village will include high level care and facilities for dementia patients.

It will be the biggest single development ever on the Devonport peninsula.

Plans for five large-scale apartment buildings, predominantly five storeys high, with a smaller section reaching six storeys, and 31 metres high are revealed in a copy of the resource consent application obtained by the Flagstaff.

Apartment options range from one to three bedrooms.

Auckland Council is in the process of deciding whether the application should be notified.

Ryman has been leasing the land from Ngati Whatua since March 2014. It began preparing

the consent in November 2013, with a geological survey by Tonkin and Taylor.

Staff numbers at the retirement village are estimated to be around 50. The village has 269 parking spots planned, 4,043 square metres of roading and 2,127 square metres of paving.

Construction is estimated to take 36 to 40 months and involve the excavation of 85,000 cubic metres of soil across nearly the entire site, of which 76,500 cubic metres will be reTo page 6

Devonport trashing plastic bags Devonport New World has started recycling used plastic bags and locals are loving it.

Owner/operator John Ashton says a new recycling bin in the foyer fills up every day. Once a week, a firm picks the bin up to recycle the bags into plastic pallets. “Those then get recycled again and again,” Ashton says.

“Devonporters are right into it,” says Ashton. Since the introduction of reusable bags, the consumption of plastic bags has about halved, he says.

Next month, New World will start using fully recyclable meat trays as well. “Those black ones the council doesn’t recycle will be a thing of the past,” Ashton says.

Bayswater community raising money on Givealittle to fight Unitary Plan rules A local community group is raising money with an online Givealittle page to fight the development of Bayswater Marine Village.

Gay Richards, chair of the Bayswater Community Committee (BCC), says putting across the community’s priorities for the land use in the Unitary Plan rule book is important but expensive, and that the group has set up a Save our Coastline Givealittle campaign.

“There is a mediation hearing on December 7, and to get our point across we need experts who speak the planning language and are credible to the powers that be. And those cost money,” says Richards.

The mediation sessions are a critical part of the Unitary Plan process, she says. “It’s where decisions are made. In each of them council more or less rewrites its rules; only people who are party to the submission can go and binding decisions are made there,” she says.

Richards says the process makes it hard for small community groups like the 12-member BCC to participate. “We all work during the day and it’s difficult to get to all the meetings, distribute flyers, submit evidence, etc.”

The online fundraising page has so far raised $1,200. “But we need thousands rather than hundreds. We are on our way but we need more,” says Richards.

Public access, marine purposes and transport facilities are key priorities for the BCC. “We try to get the best outcomes for the community and believe the framework plan for the site should prioritise marine activities over residential housing,” she says.

There needs to be enough parking, boat storage and services for the marina berth holders, says Richards.

“And the ferry terminal needs to be secured back on public land. At the moment access to the ferry isn’t even secure. There is a notice up saying it might be blocked,” she says.

The marina is one of several areas on the Devonport peninsula earmarked for high-intensity development. “And like the others, this one will put pressure on local roads, schools and public land. It’s a shame council’s plan is to cover up Auckland with houses. There must be a better solution,” says Richards.

Donald Coleman, Ethan Demmer and Kyle Svenson’s favourite burger concotions have all made it onto the menu of a Belmont fish and chip shop.

The trend started with Donald. “One day I came in and looked at all the burgers and said I wanted everything on the menu, twice.

Double cheese, double chicken, double bacon, double egg and double salad. Young (the owner) made it for me and put it on the board as the ‘Donald Giant’ Burger,” he says.

Ethan’s and Kyle’s personal creations soon

followed. ‘Dem’s Burger’ is a barbecue beef burger with pretty much the same salads as other burgers, cabbage, onions and tomato,” says Ethan.

The ‘Kyle Katsu Burger’ is a salad turned burger. “Mine started out when I asked if I could get Katsu chicken in a burger with Katsu salad. Katsu chicken is crispy and real nice,” says Kyle.

The childhood friends are in their last year at Takapuna Grammar School, where students are allowed to leave the school grounds at lunchtime. Says Kyle: “We started coming at the start of the year and now come most days. It’s like a hangout.“ The boys don’t order their respective burgers every day though. Often it’s just $2 chips or a larger order they share, says Donald, who is the school’s deputy Head Boy. “Young treats us real well and is really kind to us,” says Kyle.

“Once she opened a bit late and we were already waiting outside. So she made this spread of spring rolls for us,” says Donald.

Maunga madness?

Beaureaucrats knock back a good, keen man Roger Giles has been weeding Mount Victoria for 20 years and his enormous efforts have been widely appreciated and acknowledged.

But he now faces the axe.

Auckland Council wants Giles to stop grubbing out weeds on the mountain. The council’s and the Maunga Authority’s view is that weeding should not disturb any of the soil on the 14 volcanic cones and archaeological sites under their management.

Only five years ago, Giles received a North Shore City Civic Award for his service to the Devonport community. He had worked hard for it. Giles says: “On Mount Vic, I have eradicated brambles, fennel, castor oil plant, tree privet and acacia. I got rid of most of the moth plant and agapanthus too.”

Last year, in a monumental effort, Giles cut down most of the agapanthus on the mountain with an axe. “I left it in three spots where it holds up the bank, and now just go over the rest of it regularly and pull up the little bits I missed with my hands,” he says.

“Now I am gradually reducing the vetch population. It’s a climber that becomes a fire hazard,” he says, adding that he has no plans to get rid of the onion weed or goat’s beard.

“When I work near the path, people usually stop and thank me for doing a good job. They can see that what I am doing is useful,” he says.

But Project Leader Maunga Greg Jenks informed the Devonport-Takapuna Local Board last week that Giles’ work was not appreciated by council’s heritage department. “A certain volunteer, who shall remain nameless, has been digging up the agapanthus, which is not condoned by our heritage people, as manual removal is not acceptable on a heritage site,” he said.

The 1993 Historic Places Act limits any soil disturbance of archaeological sites, which all maunga are, a report said.

Instead, chemical weed control is the way forward, said council Biosecurity Advisor Maunga Malcolm Harrison.

Starting next year, weeds will be treated with selective herbicides as the method of least

Foliar spray will be used for 25 per cent of the work. Sixty-five per cent of weeds will be cut and their stump treated with selective herbicide.

The remaining 10% will be treated with vials containing chemicals, and specialised weeding.

The approach was reducing the conventional use of herbicide by 80 per cent.

Jenks said while he “wholly condones the ideal of chemical-free weed control” established in Devonport for decades, he said in this instance it was necessary and the Maunga Authority had reluctantly agreed to the practice.

Their ultimate aim was to return the maunga to being fully covered in native fire-retardent plants about 400 to 500 mm tall, he said.

Giles disagrees with the proposed prohibition of manual weeding. “Not disturbing any soil on the mountain is “just not practical,” he says.

face? When I took care of the agapanthus there my dog went nuts because there are rats everywhere,” he says.

“And who is going to police it anyway?

Will I have to hide my spade discreetly up the sleeve of my shirt when I go weeding? Until now I have carried it on my shoulder,” he says.

Giles agrees that the jasmine on the maunga’s eastern side requires repeated chemical spraying. “It is very aggressive and has already gone through all the sections along Church Street. I have been onto council to make sure they keep mowing the path above it, because once the jasmine crosses over that path, it will go across the whole mountain.

In 1992, Giles received an Appreciation Award” from the Devonport Community House for his “enhancement of the community”.

“They gave me a couple of native trees with it and I planted them both on Mount Vic. One of them is facing south and is now massive. You can scatter my ashes under it one day,” he says.

Urban design expert says plans just about perfect The visual and scale effects of the proposed Narrow Neck Village “will be less than minor” an urban design assessment by Clinton Bird Urban Design Limited concludes.

“From an urban design perspective, the site is unquestionably suited to use by a comprehensive care retirement village of the type and scale proposed,” it says.

“From a contextual point of view, the site is considered to constitute an ideal location for a retirement village,” and adds that the village “will integrate well with its Ngataringa Road and Wesley Street streetscapes and its neighbouring suburban residential and Waitemata Harbour coastal contexts.”The plans are “cognisant of the existing generally one/ two-storey-high detached houses in Ngataringa Rd directly opposite and overlooking the site” and also “cognisant of and responsive to the one/two-storey-high existing houses in Wesley Street directly opposite the site,” it says.

The review points out that the tallest (six-storey) building is located in the centre of the site and will be “screened” by the five-storey

buildings surrounding it.

“The site enjoys good views out over Ngataringa Bay and the Waitemata Harbour,” and provides “an exceptional opportunity” to maximise scale and outlook, “while at the same time not adversely affecting the amenity of the existing residential properties to the north, east and/or west of the site.”

“The proposed retirement village will significantly increase the range and choice of residential living accommodation in an area currently characterised by largely traditional types of residential accommodation in the form of ‘single family’ detached houses,” it says.

The plans “comply as far as practical with the Residential 4B zone provisions of the Auckland Council District Plan Operative North Shore Section 2002,” it says. However these are a maximum height limit of 8 metres and the permitted density of one unit per 450 square metres.

“From an urban design perspective, the proposal has my strong support,” Bird says.

After taking into account a “history designing its proposals in order to minimise the

potential effects of its development to the residential amenity and character of surrounding communities,” and the urban design review’s positive feedback on board, the health care provider decided: “In light of the above, Ryman has not undertaken public consultation” as part of its consent application.

Modelling of the intersection with Lake Rd would mean that even in peak traffic the inter, section will operate efficiently with the added retirement village traffic volume, according to the application.

“Large vehicle queues on Lake Road in the northbound direction” were observed “to frequently block back through the Ngataringa intersection” during peak traffic time.

But “driver courtesy allows vehicles from Ngataringa to turn onto Lake Road with minimal delay,” the consent application says.

The intersection of Ngataringa and Lake Roads has no significant accident history or “road safety deficiency,” it says.

With the 813 bus stop on Old Lake Road only 300 metres away and the 815 peaktime service on Ngataringa Road (which Auckland Transport wants to axe next year), “public transport would be a viable option for travel to and from the retirement village,” the application says.

The massive retirement home development planned for the Wakakura land shows the extent to which decision-making on important local issues has disappeared from the locals it affects.

Ryman Healthcare is planning a 196-apartment complex spread over six buildings on land it is leasing from Ngati Whatua.

This comes hot on the heels of the Special Housing Accord revealed late last month, which allows Ngati Whatua to infill its land at Hauraki/ Belmont with 300 houses on 82 sites.

There may be a chance for locals to make submissions on the Ryman Healthcare proposal if council decides to notify it. But the Special Housing Accord went through in secret with no public input at all.

The Ryman Healthcare application will no doubt get a good hearing from an Auckland Council intent on cramming as much accommodation into inner-city suburbs as possible.

Ngati Whatua makes a lot of noise about being guardians of the land for its people.

But to Devonport residents – many of whom

have fought countless battles over the years as the real guardians of the peninsula to retain its ambience and lifestyle – Ngati Whatua and its commercial arm are presenting themselves as colonising developers simply out to maximise commercial returns from the land.

Ngati Whatua seems to want to have limited contact with local residents, which is strange as Rob Hutchison, the CEO of Whai Rawa, the iwi’s business operation, lived for many years at Stanley Bay and is a former CEO of North Shore City Council.

Of course, the development on former Navy land was created by Treaty of Waitangi Settlements, in which locals had no say either.

Local MP Maggie Barry has been publicaly critical of council’s lack of action on Lake Rd congestion. But it is her government and its predecessors that are exacerbating the problem by the Treaty Settlements, which gave no regard to impact on infrastructure.

Independent Devonport, a once proud concept, held strong in the days of Devonport Borough Council – and in the years after the local council’s demise, is now completely gone. It’s been swallowed up by a council bureaucracy filled with urban design champions, and communications and branding specialists with little interest it seems in how people live in Devonport.

Local government simply isn’t local any more. Is it any great surprise that the one-council model has been rejected in other parts of the country?

In the Xmas run-up and season of frantic spending, coupled with the farcically low interest rates and stratospheric house prices, we have done a few deals lately where we suspect the ‘cash buyer’ has just taken money from the mortgage, reasoning the low interest rate will save them heaps over a regular car loan.

Not so. And if you are tempted, please don’t do it! Here’s why not. Your $10,000 car loan will attract interest of $4,185 over a 3-year car loan term (using a 13.95% rate). Add an arrangement fee, total cost under $14,700. The same loan over a 25-year mortgage term, even if the whole loan amount stays at 5% (which it definitely won’t), and the interest cost alone is $12,500, total cost $22,500! Yikes!

If you have a shoebox of cash under the bed from your home-baking stall at Takapuna market that you have neglected to tell Mr Key about, then maybe you are a genuine ‘cash’ buyer. If not, come and talk to us about a manageable finance package to suit your needs. And keep the house separate so you can build a six-storey apartment block in your garden……don’t get me started on that one!!

Peninsula development and intensification continues A three-storey development, which includes apartments, terraced houses and shops, is proposed at 69 Lake Rd, with the existing buildings to be demolished.

The plan by BDK Holdings Ltd includes building two shops at street level, three apartments above, and three terraced houses at the rear of the 825 square metre site. The proposed terraced houses are almost 8 metres high.

The application to Auckland Council by Hewson Planning Ltd said the proposal had no negative effects and should be non-notified.

Auckland Council is currently assessing the application.

Principled parker refuses to pay fine Long-time Stanley Bay resident Margaret Ridge is fighting a $111.50 fine for parking her car alongside Windsor Reserve the day before the Auckland Marathon.

Ridge parked in a spot that was restricted after 2 pm on that day, but says there was no clearly visible signage nearby to alert her of the change.

“The $111 fine is not the end of the world, but it’s the principle. I really do feel that I am not guilty. There wasn’t a sign,” she says.

Ridge (77) goes for an hour-long walk along King Edward Parade every day. On Saturday 31 October, just before 2 pm, she parked her car on Victoria Rd along Windsor Reserve, as she often does. “I hopped out of it, saw the sign right next to me that said 60 minute parking, and walked across the footpath towards the sea, from where I start my walk every day,” she says.

Ridge always walks to the Torpedo Bay Café, around North Head, and back again. “It is such a nice walk,” she says.

When Ridge returned just before 3 pm, her car was gone. Her silver Hyundai was one of ten cars Auckland Transport had towed across Victoria Rd as parking spots near the Esplanade opened up. All of them were charged a $40 fine for a parking infringement plus a $71.50 towing fee.

Ridge wasn’t upset yet. “I could actually see it across the street and I have got to the stage where I don’t panic about things like that,” she says.

The parking wardens were very nice, Ridge says, but she wasn’t pleased to find the ticket tucked under her windscreen wiper. “That was the dearest walk I have ever had,” she says.

“Then I opened up the Flagstaff and saw a photo of my car being towed on page 2. On the photo you can actually see how far away the warning sign was from where I parked and also that it was very low to the ground and facing away from me. There is no way I could have seen or expected it,” she says.

Ridge will send the photo to AT in a second letter, asking for the fee to be waived. “For all the fuss, it’s probably better to just pay the fine, but I don’t think I am in the wrong, so I won’t,” she says.

Rich parents skimp on school fees Devonport’s well-off parents are stingy when it comes to paying school fees, with large numbers reneging on the donation.

Devonport Primary School (DPS) principal Melinda Bennett has been in the job at the decile-10 school for just over a year. She is surprised at how many of the parents don’t pay the $400 school donation.

Last month, Bennett sent out a school newsletter challenging parents to get out their wallets and step up: “I can tell you that at my previous decile-7 school, where the requested donation was $300 per annum, per child, with no discount for subsequent children, we typically received donations from all but one or two of our 60 families, a 97 per cent return,” she wrote.

At that point, only around 65 per cent of DPS parents had paid the fee. A couple of weeks later, four or five more donations had trickled in, Bennett says.

Bennett says the low donation rate directly affects the children’s learning. “When we have a budget shortfall, there are many things we just have to have, so the things that end up getting cut are teaching resources, personnel, equipment and books. It really impacts on the children’s learning,” she says.

“There are people who take the line of a free education literally, but at the same time expect much more than the very basic things funded by the Ministry of Education,” she says.

Belmont Primary School (BPS) principal Bruce Cunningham is frustrated only 75 per cent of his school’s parents pay the $315 donation.

“One of our families leaving this year has not paid the donation for six years. This child has used all our resources, participated in all the events. I get frustrated with that,” he says.

There is an upward trend at BPS, he admits.

“Three years ago only 50% of parents paid, so it’s slowly getting better,” he says.

This year, the 25% shortfall adds up to $30,000, he says.

“The Ministry of Ed gives us an operational grant of $485,000, but our actual operational budget is $770,000. We have to raise $215,000

to ensure we have teacher and room environment resources. Robyn, our accountant, Joyce, our front-desk person, and Bruce, our caretaker cost $140,000.

With the current $90,000 in school donations, about $55,000 fundraised by the PTA and $110,000 income from international students, Cunningham says he is short on money this year.

“We have to take $30,000 from our reserves.

Funny how it’s the exact amount missing from the donation.”

Education is not free, Cunningham says.

“And the term donation is really incorrect, but the government dictate that we call it that.

“I would like to call it a fee. It sounds a bit compulsive, and I fully understand there are families in financial difficulties who can’t always pay. But I still would like a word change to fee,” he say.

In the meantime, Cunningham says he is very grateful to families who do pay the donations.

“I thank them for their support.”

Of the seven primary schools on the Devonport peninsula DPS has the highest fee.

Devonport and Belmont Primary School principals were the only ones from local schools prepared to speak out openly about the school fees when contacted by the Flagstaff.

Devonport skatepark truly is a work of art Devonport painter James Davidson pays homage to monuments of urban youth culture in his first solo show, Skate Park.

Davidson has painted the Ngataringa skatepark more than a dozen times, because he sees beauty in its concrete assembly of ramps, halfpipes and pyramid. “I am interested in their sculptural and monumental qualities, shapes and curves because they lend themselves to abstraction,” he says.

He was inspired while walking his dog across Ngataringa Park one morning two years ago. “So I went back to photograph it in the morning and evening when no one was there, without people. I think the emptiness has a transcendent quality to it,” he says.

Davidson is not interested in skateboarding. “I’d fall off immediately,” he says. Ngataringa is the only skatepark he has visited.

Others, including one in the US, he has looked at online. He pulls up the photo images on his computer screen and makes several sketches, before he puts acrylic paint on canvas.

“I start out with architectural lines that help with the construction of the image.

I ended up liking the lines so much that I left quite a few of them in the finished painting,” he says.

Skate Park is part of Davidson’s transition from realistic to more abstract painting. “I have gone through several stages in my work, and since I came to New Zealand, I have been doing more and more abstract work, exploring the quality of paint rather than an object,” he says.

Davidson arrived in Devonport from Cape Town, South Africa, 14 years ago.

New director for Michael King Writers’ Centre The Michael King Writers’ Studio Trust has appointed Ka Meechan as the new Executive Director of the Writers’ Centre.

Meechan has worked in the international book trade for more than 30 years, based in New Zealand, the UK and Australia. She has travelled extensively during her career, working with clients and partners across the globe.

In August 2013, Meechan left her job as Managing Director, Asia Pacific at Nielsen Book Services, where she was responsible for revenue and client management.

For the past two years, Meechan has

worked with the Publishers Association of New Zealand (PANZ). Most recently she organised the PANZ International Summit in May and the PANZ Book Design Awards in July. She also managed the Visiting Author section of New Zealand’s Guest of Honour programme at the Taipei International Book Exhibition (TIBE) in February.

“I am very much looking forward to working with the Michael King Writers’ Studio Trust to build on the successes achieved over the last 10 years,” says Meechan.

Thieves blast cricket club through the covers Thieves have stolen five covers worth a total of $8,500 from North Shore Cricket Club over the last two years.

The latest theft was overnight on November 19 – the third since 2014.

Club manager Bruce Warner said it would have taken a team of four to six men to steal the covers.

“These things are very, very heavy. The thieves can’t drive onto the ground as it’s locked at night. This means a team of them would’ve had to carry them off the ground, and possibly over a fence, to get them to a car or trailer.”

“I can’t imagine what they could be used for; perhaps making some sort of weather

shelter?” Warner said.

While the club is insured, it needs to fundraise to replace the covers.

“The going is often tough financially at sports clubs, and it’s made even harder with the theft of assets, in our case pitch covers.”

In the recent theft, one cover was white and the other was green. Each is about 25 metres by 5 metres. Warner would be very interested in any help to locate them.

“Perhaps they’re right here in Devo? Has anyone spotted them?

“In the meantime, more fundraising for us is in store, to replace them. Frustrating times for North Shore Cricket,” said Warner.

Now in its 120th year, the Belmont Intermediate School Idol competition, won by New Zealand superstar Ella Yelich-O’Connor in 2009, is more popular than ever.

This year, 48 students tried out, says the school’s music teacher Robyn Norwell, who organises the event.

“I think the kids are getting a lot more confident, which is just fantastic,” she says.

Norwell nurtured that confidence by moving the heats from the large and intimidating hall into the smaller and more familiar music room.

Then the semi-finals were in the hall a week before the finals, she says.

Winner of the solo competition was Lauren Towns, who sang Gravity by Sara Barrelies.

Second place went to Orlagh Stratton for her rendition of Stay by Rihanna and third place

to Aidan Allen for Bruno Mars’ When I Was Your Man. Anya Christiansen and Colette Morrison won the Duet competition, followed by Lucy Cooper and Lucy Hamilton in second place, and Maddy Byrne and Aislyn Wells were third .

The 2010 trophy winner Ella Cornfield was a judge and presented the trophy to Lauren Towns.

Current president Helen Littlewood thanked all the past parents for the work they had done over the years – especially facilitating a major renovation around eight years ago.

“Playcentre gets under your nails,” Littlewood said, with many attendees going on to become parents with preschoolers going to the centre as well.

The group began in 1975 when Devonport Playcentre (now Takarunga) was overflowing and several families decided to form a new centre at Narrow Neck. The licence was granted in July 1975 by the North Shore Play Centre Association and the group began looking for premises. They operated first at the Scout Hall in Allenby Ave, until the Devonport Borough Council purchased a large villa on Lake Rd, where Kings Court now stands. The villa was moved to its current site on the corner of Seabreeze Rd and Handley Ave in 1978.

Originally the playcentre occupied only half of the building, with the council retaining the other half as a flat, first for refugee families and then council employees.

In 1990, the playcentre was granted use of the whole villa and extensive work began on the building, as well as landscaping the grounds and improving the playground.
