Shore projects delayed

Three multimillion-dollar North Shore projects are set to be delayed, with council funds being transferred to west and south Auckland.

The key projects include: • Walkways around Lake Pupuke • Allen Hill Reserve (North Shore United football fields) upgrade • Plymouth Reserve walkway and cycleway project.

Council officers said there was extreme pressure on the growth funds and although the North Shore projects were ready or nearly ready to proceed, the recommendations to defer were made on “use and growth” needs.

Gillon said the Allen Hill upgrade was about to go to a consent hearing in August and it was important to “just get on with the project”, which would benefit hundreds of players.

“All the delays are at a stage where they will incur extra costs when they start to proceed again, as current work will undoubtedly need repeating,” he said.

“It’s time council stopped treating North Shore as a cash cow and started to reinvest back into our community,” Gillon said.

Board member Mike Cohen said if the board was “playing poker we would have been dealt a very bad hand at the moment”. The public was tired of being promised projects only for budgets to be shifted into the future, he said.

The board will put its case to retain the budgeted money for the projects to council’s Environment and Community Committee on 10 July.

Doggone! Takapuna Beach ‘walkies’ run up hefty injury bill Dog-related injuries on Takapuna Beach cost a bare minimum of $12,000 in ACC claims over five-and-a-half years – and probably much more.

ACC says $12,862 was spent on 13 claims between January 2014 and May 2019 that specifically mentioned Takapuna Beach.

But most people making dog-related claims involving a beach did not specify which beach they were at.

“It is clear that the number of claims for Takapuna Beach will be under-reported,” said ACC media advisor James Funnell.

Fewer than 10 per cent of the 762 dogrelated injury claims in Auckland that men-

tioned beaches named a particular beach.

ACC paid a total of $731,469 towards those 762 claims.

Funnell said it was important to note that not all the claims involve a dog attack.

“Some for example mention a dog as context, for example, ‘I was walking my dog at Takapuna Beach and tripped over the leash when it got excited.’”

The ACC numbers are GST exclusive, and cover all treatment and entitlements incurred for each claim, except the cost of emergency treatment at public hospitals, which ACC bulk-funds at a cost of $530 million.

Westlake Boys picked up five titles and set two New Zealand records at the Secondary Schools Cross Country Championships on 15 June.

The speed bump on East Coast Rd in Crown Hill was too steep, Milford resident Susan Mair told the Devonport-Takapuna Local Board public forum last week. “My BMW struggles to go over it and Tony’s [her husband] Maserati almost would not go over it.”

By comparison, a new speed hump near Takapuna Primary School was “excellent”.

Board chair George Wood said the hump was a problem. “It is steep.”

The board will follow up the matter with AT, Wood said.

Children go on bear-hunting adventure A wintry and sunny morning on 29 June was the perfect day to set out on an expedition hunting a bear through the streams, woods, mud and, well... streets of Takapuna.

It was the first of three community bearhunts on Saturdays, from 10am to 3pm, through to 13 July.

Tim Bray Theatre is hosting the event in conjunction with the company’s adaptation of the popular children’s book, The Bear Hunt by Michael Rosen and Helen Oxenbury, showing at the PumpHouse Theatre until 20 July.

Children can pick up a map at Takapuna Library and set off on the bear hunt, guided by students from the theatre company and leading to a bear cave.

Age Concern chief ‘rewires’ Age Concern says it will continue to advocate for older people on the North Shore and run ground-breaking services started in the area, despite the merger of three Auckland branches.

From 1 July, Age Concern’s Auckland, Counties Manukau and North Shore branches amalgamated, while further north Rodney Age Concern will continue as a separate entity.

The Milford office will continue to operate, with six staff rather than seven, as former executive officer Janferie Bryce-Chapman opted not to apply for the new Auckland-wide leadership role.

“I’m rewiring, not retiring,” says Bryce-Chapman, who wanted to reduce her hours and is taking a part-time role as general manager of older persons’ organisation Communicare.

The North Shore Age Concern branch inaugurated a Chinese support service to counter isolation among older immigrants, as well as cafe groups that meet in malls, which are expected to be rolled out Auckland-wide.

Three older people will represent the North Shore on the new governance board and there is expected to be reference groups to provide local input into specific decisions.

The amalgamation is intended to reduce expenses by sharing back-end services, such as IT platforms and payroll, in order to invest in services, Bryce-Chapman says.

For example, Age Concern has not been able to afford a dedicated fundraiser, but should be able to now, and it would like to employ more social workers for its work in preventing and responding to elder abuse.

The new service will cover about a third of the country’s older population, or about 300,000 people, Lamb says.

Sixteen-year-old high jumper Jayden Williamson (pictured) has won a silver medal for New Zealand at the Oceania Athletic Championships.

The Rosmini student travelled to Townsville, Australia, last month to compete in the

men’s under-18 high jump.

Williamson jumped 2.5 metres, which was the same distance as gold medal winner Jordan Wight (Australia), but placed second as he had a miss on his first jump.

He was selected by Athletics New Zea-

land, which has been keeping an eye on him at events for a while, according to head of Rosmini’s health department Geoff Wood.

Williamson is trained by the New Zealand Athletics coaching scheme. He also competes in discus and the hammer throw.

It is deeply concerning that Panuku has continued to undermine the principles of the Local Government Act, requiring it to genuinely act democratically. It is deaf to the local board’s and the community’s valid criticism that Panuku’s deal is a ‘stinker’.

The Takapuna car park is a significant asset to its residents and this public space should become the civic heart of Takapuna.

The residents of Takapuna are being given the short straw as the latest Panuku plans are revealed. Panuku’s plans to carve up 40 Anzac St fail to deliver Auckland Council’s own Open Space Policy provisions, fail to acknowledge the Council’s specific instruction that the focus of the civic square would be located on 40 Anzac St and they have presented conflicting and inaccurate design information. The plans that the public saw were inaccurate. How could this happen?

Panuku is intent on selling as much land as it can, as Auckland Council wants the revenue for its coffers. The Devonport-Takapuna Local Board commissioned Richard Reid and Associates to produce a further design as the board doubted Panuku’s ability to deliver a plan that would provide a quality outcome for North Shore residents.

Panuku and Auckland Council have only been thwarted by consistent local pressure by vocal residents and the majority of local-board members who have witnessed this fiasco. The chair, George Wood, stands alone and has remained loyal to Panuku

Open Space Provisions of the Unitary Plan, and was a condition required by Auckland Council when the designation was changed on the land from its carpark status.

The resulting design of the ‘town square’ is in three bits, on two levels and with a service lane running through it. There is no line of sight from one side to the other, because of the changes of level.

To meet the dimension required, they are including an area not on the 40 Anzac site, and when pressed for bigger space, add in the area of the service lane.

This plan does not meet either the requirements, or the intention of the Open Space provisions.

A heritage bus shelter in Takapuna is in such disrepair residents and the Devonport Takapuna Local Board have moved to save it.

The shelter at the corner of Hurstmere Rd and Brett Ave was “on its knees”, resident Susan Mair told the board at its public forum last week.

The Board has requested Auckland Transport (AT) retain and repair the bus shelter to a heritage standard.

Board member Grant Gillon said he was always wary of approaching AT to replace a shelter, as it could be replaced with a new one. It was important a heritage shelter was retained.

Board member Jan O’Connor said the shelter had been repaired eight years ago, but AT had said cars were crashing into it.

At the bus stop, Takapuna resident Pam Hamlyn said she had complained to AT a year ago about the state of the bus shelter,

Pet project shows most want cat controls About 61% of residents in the Devonport-Takapuna Local Board area own a pet, or animals such as chickens.

However, Devonport/Takapuna rated the fourth lowest in pet ownership over 21 local boards in the Auckland area, according to an Auckland Council people-panel survey to gain information for an Animal Management Bylaw (other than dogs) review.

Devonport/Takapuna also rated lowly in

the rate of nuisance caused by pets – second lowest amongst the 21 boards. Cats were the most common cause of nuisance, with issues including defecating in vegetable gardens and going into neighbours’ properties.

Around 57% of the people’s panel wanted additional controls for cats, including mandatory registration and microchipping.

A full report will go to council’s regulatory committee on 8 August.

Billboard approved despite planner and local-board opposition A large electronic billboard opposite apartments in Takapuna has been approved despite opposition from Auckland Council planners and the Devonport-Takapuna Local Board.

QMS NZ Ltd had applied to Auckland Council to erect a new digital billboard 10m high by 5m wide and 15m above the ground at 62-64 Anzac St. The billboard (which is to replace an existing non-complying sign) would shine directly into a nine-storey apartment block which has been approved for construction nearby.

Hearing Commissioners Philip Brown and Justine Bray noted the billboard will be visible from nearby apartments, but ruled it was appropriate “within a highly urbanised environment” and would not dominate views.

“The billboard will also make a contribution to the vibrancy of the Takapuna Centre through increased visual interest,” the commissioners said in their decision.

Council planner Jason Drury wanted the consent refused as its scale and dominance would make the billboard “the largest item in

the streetscape”.

Contary to QMS evidence, Drury questioned whether the billboard provided a “positive contribution” to central Takapuna.

Devonport-Takapuna Local Board deputy chair Grant Gillon, on behalf of the board, submitted the application should be declined because of its size, dominant form and visual effects.

The board believed it would also distract drivers.

The unconsented sign should not be used as a reason for consent, as such an approach “would reward bad behaviour”, Gillon said.

Environment Takapuna opposed the sign, with member Ruth Ell submitting that it was out of character for the area and could distract motorists.

The nearby Westfield Shopping Centre supported the application.

The application was granted with conditions which include restrictions on the use of flashing lights, moving messages and images and colours which could distract traffic.

School fields eyed for community use Takapuna Normal Intermediate, Forrest Hill Tennis Centre, Lake Pupuke Tennis Club and Westlake Boys High School are being investigated as possible sites for wider use by the community.

Auckland Council has begun a study on which facilities are open to be used by the public for sports and recreation.

However, no money is available to fund any development, a fact which led Devonport-Takapuna Local Board members to question at a workshop last week the point of continuing with the study.

However, the board decided to continue with the Third Party Facility Study with officers reporting back to a later workshop.

People are asked to provide feedback at Takapuna Library on what they love about the library and what new activities they would like the library to offer, community engagement librarian Anne Betts says.

“We would like people who are non-users to know what libraries offer nowadays,” Betts says.The timing of the installation is yet to be decided.

Activities at 38 Hurstmere are being hosted by council developer Panuku to inform the design of a future town square on that site and the neighbouring Anzac St car park.

Working towards vision of ‘sustainable living hub’

Locals came together last Sunday, 30 June, to lend a hand at the second Humanity Collective working bee on The Lake House Arts Centre grounds.

A small group of volunteers spent three hours weeding and pruning the gardens and trees, which are in much need of some love.

The Humanity Collective charitable trust was set up by Bayswater resident Karen Francis who runs an ethical clothing store in the Lake House and hopes to turn the grounds into a sustainable living hub.

The hub will include community gardens, beehives, bug hotels (man-made insect habitats) and eco markets. Francis’ first step in getting the hub under way is a series of working bees to clean up the Lake House gardens which are overgrown.

The next working bee will be held on Sunday, 28 July, from 10am until 1pm at The Lake House Arts Centre.

Scheduled tree a safety risk, owner says A scheduled oak was so rotten it was a “real risk to life and property”, says a Takapuna man who recently felled the tree on his property.

The Observer reported on Frank Coleman’s application for a resource consent to fell the mature English oak next to Coleman’s house at 217 Hurstmere Rd (7 June).

A council planner’s report granting consent to fell the tree noted limbs had broken off and damaged the house roof, in two 2014 storms.

Those limbs were removed, which Coleman says were part of his and his wife’s efforts to save the declining tree.

A council arborist says the house was built in the 1990s above around half of the tree’s root network.

When roots are below an impermeable surface, they are starved of oxygen and may die, which can lead to failure of the entire tree, the arborist says.

However, Coleman says he has had consents for all the work done on the property, including building the house.

Trees can simply fail, he says, adding he was dismayed to be obliged to fell the tree as it was part of the appeal of the property.

“We love trees,” he says, adding that arborists have been consulted several times over the years.

Winter Lights draws crowd to Takapuna Around 6000 people wrapped up warm and visited Takapuna for its Winter Lights event.

Light shows, music, food trucks and illuminated performers from Circus in a Flash entertained visitors of all ages on the evening of 22 June in Hurstmere Green and at 38 Hurstmere Rd. “The aim was to get people out on a winter’s night enjoying themselves,” says Takapuna Beach Business Association chair Terence Harpur.

Following the event, the piano in a container at 38 Hurstmere has been open daily from 10am to 3pm for anyone to enjoy playing, thanks to the business association opening and closing the container through the week.
