Ferry terminal plans await marina progress A new ferry terminal at Bayswater is on hold until development of the adjacent marina land moves ahead.

The terminal has been in and out of council budgets for decades, and has currently been relegated to Auckland Transport’s 10-year plan, but with no budget.

The construction of the wharf has been pushed by the Devonport-Takapuna Local Board for years, most recently in support of Lake Rd improvements.

Ferry infrastructure was seen as vital to taking vehicles off the congested thoroughfare, board deputy chair Grant Gillon said at a meeting of the Devonport-Takapuna Local Board last week.

Walking School Buses break down The downturn in Walking School Bus numbers in Devonport will be the subject of a high-level meeting between Devonport-Takapuna Local Board members, Auckland Transport (AT) and chairs of school boards of trustees.

Devonport, Stanley Bay and Vauxhall schools only have one Walking School Bus route between them, according to AT. A key element of a Walking School Bus programme is a parent co-ordinator.

“Community Transport staff have offered support to these three schools to assist them by working with parent groups to establish a new group of volunteers,” AT said.

said discussions between council and the owner of the Bayswater land on “sharing access to the terminal” had occurred over the past 18 months.

However, no resource consent has been lodged for the Bayswater marina land development, Darby said.

When an application was put forward it would “trigger an integrated solution”, he said.

Auckland Transport’s local board relationships manager Marilyn Nicholls said AT had secured a licence to allow ongoing berthing at Bayswater until the ferry terminal became a reality.

Gillon said the board wanted budget allocated to the terminal as soon as possible.

The $300,000 cost of a pedestrian crossing planned for Bayswater Ave has been questioned.

A raised pedestrian crossing was built in Queens Pde – from Marine Square to Wynyard St – four years ago for $70,000, Devonport-Takapuna Local Board member Mike Cohen said at the board meeting last week.

“I’m having real difficulty coming to terms with the cost increasing four-fold in four years,” he said.

Auckland Transport local board relationships manager Marilyn Nicholls said infrastructure costs had gone up 10-fold in the last 10 years. She would come back to the board with a detailed analysis of the Bayswater Ave crossing cost.

The effect of a decline in the programme is that more parents are driving children to school, creating more traffic on the roads.

The May 2017 GNS Science study found Devonport fourth at risk from tsunami waves, with Stanley Bay close behind at sixth in a study of areas most at risk.

Auckland Council is currently working on a pilot study in Orewa on how to best integrate Emergency Mobile Alerting (text messaging to those in at-risk areas) with other warning systems like sirens.

“We envisage sirens will be installed by early 2020 in Orewa as part of the pilot, with a public awareness campaign around it,” Auckland Council Acting Director of Emergency Management Sarah Sinclair said.

Further work will be done for people in at-risk areas like Devonport, after the pilot is completed.

Two-day festival ‘will inspire meaningful encounters’

Although the Devonport-Takapuna Local Board signed off on the festival payment, board member Mike Cohen describes it as an abomination, with the project having no long-term community benefit.

The brief called for an arts and culture project in the Devonport-Takapuna area that raises the profile of arts and is of local impact or benefit.

The festival will be run by events company Social Ritual. Its founder, Paris Kirby, says the festival, held during the evenings and into the night, will inspire meaningful encounters between locals and the maunga.

It will be a free event, however Kirby says that she plans to encourage donations to the rat-trapping programme on the mountain.

Cohen is not impressed.

“It’s an abomination.

“To splurge all this money on two days doesn’t seem to be a good way to spend ratepayers’ money. We end up with no ongoing benefit, nothing left for future generations. Just two days and then it’s gone.”

Cohen says that the board signed off on the project but it wouldn’t have been his first choice.

“It’s out of proportion with what we spend in our community. The Community House only receives a grant of $40,000 a year,” he says.

The Depot Art Space was among other applicants seeking a share of the exhibition centre money.

Kirby says she plans to highlight parts of Maungauika’s history that go deeper than the World War II information that is currently presented on the mountain.

“We will have projected maps and performance art. We will encourage people to come with picnic blankets and enjoy the evening,” she says.

“The dates coincide with the Geminids meteor shower. We tend to organise our events to align with seasonal and astrological events, bringing more focus into history and nature.”

In regard to the cost, she says public art and events have many costs that aren’t obvious, including permitting, design processes, contractors and staff, health and safety obligations, audio-visual technicians and gear, waste management and insurance.

“As managers of this project we are invested in ensuring that this project has real lasting value and something we can all feel really proud about in Devonport-Takapuna.

“Some of the benefits left behind after the event are difficult to measure, as is the case with most arts and cultural expressions.”

Kirby says some of the “key impacts” will be a strengthening of the connection between people and the maunga and of social cohesion through a community event, raising the profile of the arts, and financial support for artists.

Kirby says the event will not be promoted to wider Auckland in order to keep the event for Devonport-Takapuna locals.

Social Ritual have had a number of contracts on the North Shore, predominantly in the Kaipatiki area. It is run by Kirby, her business partner Michael Tunnicliffe and a part-time employee.

Paris Kirby’s latest project will take place at North Head Paris Kirby is an artist, and more recently an events coordinator, who lived in Devonport for a large part of her life, attending Vauxhall Primary School and Belmont Intermediate School.

She is well known for her large-scale paintings of New Zealand bush which explore her relationship with nature.

Her paintings were created in her loft style studio in Birkenhead, where she also lives.

Kirby says that her 2018 solo show ‘Fertile Ground’ didn’t sell very well due to its controversial themes.

Exhibited at Sanderson Gallery, ‘Fertile Ground’ was said to ‘propose a parallel between the colonial notion of unease (isolation and nostalgia for a distant motherland) and the contemporary alienation of neo-liberal societies.’

“The show was in November last year, around the 125-year women’s suffragette

movement,” she says.

“Being a female landscape painter I connected with post-colonial female painters around New Zealand and based my exhibition on that.”

This sparked Kirby’s decision to take a break from painting and focus on a project management company named Social Ritual.

“Painting is great but it can be quite isolating,” she says.

Social Ritual, run by Paris Kirby and her business partner Michael Tunnicliffe, has managed all the arts programming on Queens Wharf including a series of sunrise raves last summer with around 280 people dancing on the end of the wharf at 6.30am.

The company has managed several projects in the Kaipatiki area, with each involving nature, art and the community.

“I really want to invest back into the arts community,” says Kirby.

Service with a million-dollar smile With her pink-and-green-tinted hair and piercings, Chiasso roastery’s upbeat barista Amy Cunningham is a familiar figure to many Devonport coffee lovers, having worked in local cafes for 14 years.

Cunningham, 31, enjoys engaging with customers, responding to their comments and cheerfully requesting “four-million dollars”, a line she picked up back when she had an after-school job at the Lake Rd BP station.

“There used to be a guy who worked the graveyard shift, Trevor… he became quite famous for saying ‘this is a million dollars’ and such.”

Cunningham met her partner, Dave Gordon, in the BP job. They live with three flatmates in Albany, and work together running a barista-training business, and organising paintball events.

Paintball is great for de-stressing and resolving ‘domestics’, Cunningham says, “It doesn’t matter who is right, by the end of the game, we have both got a bruise,” she says.

“We run around hunting each other down.

We try to play on the same side, because, if we are not on the same side, we are only hunting each other down.”

It’s all in good fun, as the pair live harmoniously – literally – enjoying listening to a variety of musical styles.

Gordon worked in Devonport for 10 years, before becoming self-employed with the barista-training business and the “Coffee Stuff” website, supplying tools for coffee-making.

Originally from South Africa, Cunningham and her family – her father, step-mother, brother and sister – sailed to New Zealand over two years in a 42-foot yacht.

On arrival, they lived on the boat at Bayswater Marina. After being home-schooled on the journey, Cunningham went to Takapuna Grammar School.

Board vs councillors: open hostility and a no-confidence vote A no-confidence motion in North Shore councillors Chris Darby and Richard Hills has been passed by the Devonport-Takapuna Local Board.

Allegations of lies, social media slagging, abusive messaging and community abandonment swirled around the council chamber as the board voted 3-2 last week in favour of the no-confidence motion.

The often prickly relationship between the board and the councillors has moved to outright hostility in recent months, and came to a head with a split over public spaces at the soon-to-be-developed carpark at 40 Anzac St, Takapuna.

The board has pushed for a square designed by consultant Richard Reid Architects, while Hills and Darby supported a concept put forward by council’s development arm, Panuku.

The Panuku plan won out at a meeting of council’s environment and community committee on 10 July.

Board members Jan O’Connor, Mike Cohen and Grant Gillon voted for the no-confidence motion, with chair George Wood and member Mike Sheehy voting against. Member Jen McKenzie was on leave.

O’Connor, who moved the motion, said: “Our two councillors have forgotten the community, the community that voted for them in the first place.”

She had entered local body politics in 1986 and had never seen the need to put forward such a motion before.

Mike Sheehy said he was “really disappointed the councillors had not supported the board” over 40 Anzac St, but felt the motion was “wrong in election year”.

Board chair George Wood said: “A no-confidence notice of motion is pretty strong – there is some ulterior motive here.”

Member Grant Gillon said he was uncomfortable with such motions, but it seems relations had got to such a point he voted

‘yes’ anyway.

Hills and Darby have attended fewer board meetings in recent months, which is seen by some as indication of an escalating cold war between the board and the councillors.

At the start of the term, councillors and board members had catch-up briefings, but this has stopped.

It appears social media has played a major part in the relationship disintegration. Both Gillon and Hills accused each other of spreading lies in social-media posts.

Several social media posts that “were dishonest, mentioned me”, Hills said.

“There have been lots of nasty comments from members throughout this term on social media,” he said.

Regarding the 40 Anzac St issue, Hills posted a lengthy update as a lot of people “were confused”. Afterwards, people “came back to me saying they understand”.

Gillon claimed he had attempted to respond to Hills’ comments on social media, but was blocked from doing so. Hills countered he only

blocked people who were abusive.

The no-confidence motion was a “very clear political move in election year”, Hills said.

Councillor Chris Darby said board members had not contacted him on the 40 Anzac St issue “for years”, although he was always available on the phone or by email.

A consultation and survey had shown overwhelming support for the Panuku design, but the board had chosen to push forward with its own plan, he said.

“Who is acting out of sync here? But I will let that go, the decision has been made,” Darby said.

Board members were also upset with the way Takapuna and Devonport residents had to wait for eight hours before the 40 Anzac St agenda item was called at the Town Hall.

Darby and Hills said they approached environment and community committee chair Penny Hulse to move the Takapuna item up the agenda, but debate on the controversial move to downsize Chamberlain Golf Course was already in full swing.

Spending skyrockets in Devonport on free public transport Sunday Spending in Devonport was up by 25.8 per cent on the free Auckland public transport day held on June 23.

Spending in Devonport was just over $307,000 – a boost of nearly $80,000 according to a Marketview report which compared the day to an earlier “standard” Sunday.

Devonport Business Improvement District Manager Toni Van Tonder said: “Imagine if we could have free ferries

every weekend? Or even just one day of the month. This would lead to huge economic growth in our area and help Devonport to be a lively and bustling little town centre.”

The report also showed how far afield people came to visit Devonport and “illustrates what a barrier the ferry is to many”.

“With a congested Lake Rd on one side and an expensive ferry pass on the other, access to our area is poor and our businesses suffer as a result,” she said.

Red-tape cost threatens podcast-guided heritage walk A $5000 bill for community groups wanting to put six plaques on historic Devonport buildings as part of a self-guided podcast tour has been cut back after questions from the Flagstaff.

Project organisers were stunned by advice applying for a resource consent would involve a $5000 deposit, with a portion refunded at consent time. However, last Monday, council did a flip-flop, dropping the deposit under “officer discretion” and vowing to ensure the final bill was “proportionate to the proposal”.

Earlier, Devonport Business Improvement District Manager Toni van Tonder, who coordinated the project, said the consent cost was prohibitive for the Devonport Business Association. If the Devonport Museum or local board can’t pay, the project would be canned.

“It [hearing from a planner] was unexpected and frustrating.

“It’s a heritage project aimed at increasing people’s valuing of heritage buildings and involving community collaboration. They are A4 plaques. They are not gaudy at all or ugly.”

The $2000 podcast has already been recorded, mentioning the plaques, and is due to be launched on the first day of Auckland Heritage Week, 5 October.

The guided walk is narrated by Devonport Heritage’s Margot McRae, with sections related by eminent locals, such as heritage architect Jeremy Salmond, former Esplanade owner Grant Gillon, former business owner Anne Ironmonger and cinema enthusiast Murray Benwell.

Auckland Council Manager Heritage Noel Reardon said in a statement that under the Unitary Plan plaques cannot be fixed to heritage

places without consent.

“Plaques have a significant impact on the historic environment, especially where a number are put up, as part of a scheme. They change the appearance (and often the character) of buildings. Plaques degenerate over time, negatively affecting the appearance of a building and even a wider area. As such, the method of fixing them is an extremely important consideration. Screws need to be made of a material that will not rust and stain the exterior of the building.”

Local government reformers wanting evidence to back change need to look no further than the last few months of Devonport-Takapuna Local Board operations.

Last week the board passed a motion of no confidence in the North Shore ward councillors, Chris Darby and Richard Hills.

In real terms, it doesn’t achieve anything, but is evidence of the deep frustration members feel about their ability, or rather inability, to reflect community aspirations for the area.

In the last year, the board has also sought legal clarification from its own council over the status of its decision-making powers and sphere of influence.

With little real decision-making ability, sometimes it feels the board is a bit like a

hot-air balloon at a council-run airport – full of hot air, but going nowhere fast.

Auckland Council staff and councilcontrolled agencies such as Panuku and Auckland Transport can have Yes Minister tendencies – coming to listen to the board’s views, then carrying merrily on in their own direction.

Boards need real powers, and real budgets.

Otherwise, members become punching bags for residents’ gripes with no ability to effect real change.

This has a direct flow-on to the upcoming local body elections. Even Mike Cohen, the most relentlessly positive of politicians, seems to have run out of puff and at this stage is not seeking re-election. His former Devonport Community Board colleague Roger Brittenden saw the writing on the wall years ago and decided not to seek election. I know of several very good potential local-body election candidates who will not be standing because they are aware of the sheer frustration and futility of the local board members’ lot.

And then there is Grant Gillon, the current Devonport-Takapuna Local Board deputy

Going head to head with council’s development arm Panuku at the Auckland Town Hall was never going to fly with a divided Devonport-Takapuna Local Board.

The board voted to push for an independent design by Richard Reid Architects for public land at Anzac St, Takapuna, ahead of Panuku’s concept. Trouble was, board chair George Wood supported the Panuku proposal. The board fronted council’s environment and community committee last week with all members sitting at the table and deputy chair Grant Gillon explaining its position.

However, Wood then said why he supported Panuku. It was honest.

But the strategy backfired. Some councillors seemed confused by the mixed message put forward. North Shore councillor Chris Darby shrewdly directed questions to chair Wood, who was placed in the arkward situation of answering for the board on issues he didn’t entirely agree with.

Surely a democratic decision to go with Richard Reid’s design meant Wood should have fronted the board resolution keeping his own views to himself?

This happened earlier in the meeting, when the chair of the Mt Albert-Eden board spoke of its support for a plan to increase public use at Chamberlain Park Golf Course, even though the board was split 5-3 on the issue.

I’ve been told in the last week that the “strategy” of Wood and Gillon both speaking to the committee was not a strategy at all, with Wood simply taking centre stage off his own bat.

If this was the case, maybe a vote of no confidence in the board chair should have been put as well.

I dropped into Correlli’s for a quick bite after the board meeting last week, and was heartened to see Devonport Folk Club stalwart Roger Giles there for a folk music night.

Roger has been ill of late, so it’s great to see him out and about again.

Maunga authority strategy needs close scrutiny across the TMA’s 14 maunga, and their particular meaning remains unclear – to be resolved finally by an Individual Maunga Management Plan, that same plan the Devonport protest group have been urgently requesting for Takarunga/Mt Victoria for over a year, joined more recently by the Devonport-Takapuna Local Board. Meantime, we face the same thing as with the TMA’s original Integrated Management Plan where generalised description of maunga values ended up being a justification for installing specific barrier arms without a proper consultation process.

Which barrier arms, I should note, have had a chilling effect on usage of the maunga.

All of which takes me back to that protest meeting of May 24 last year when TMA chairman Paul Majurey responded to a direct question suggesting the barrier arm on Takarunga was a first step to “monetise the

With the July release of the Tupuna Maunga Authority’s 69-page Education, Design, Biodiversity, Recreation and Commercial strategy document, we can now clearly sight the unitary regime the TMA will bring to Auckland’s volcanic maunga. Management of the 14 maunga under its control is evolving into the most far-reaching teaching point on tikanga Maori that Auckland – and probably New Zealand – has ever seen.

This poses an interesting question for the TMA, and for Pakeha and the diverse other races that make up the majority of Auckland’s population and use the volcanic reserves. Tikanga Maori has for decades now been a valued part of New Zealand’s ‘civic religion’, avowed by all, as befits respect for a strong and subtle foundation culture, but, at the same time, not constraining on non-Maori.

Many of us have had experience of tikanga within a marae setting, and were willingly constrained there, but what happens when tikanga is imposed on a public reserve?

When, upon entry to what remains a recreational reserve governed by the Reserves Act, we find we’re welcome, but identified within these strategies, as manuhiri – visitors. And that, as manuhiri, we should be made ‘culturally safe’. The Recreation Strategy in particular makes clear there will be constraints – as yet unspecified – on what we can do on the tihi, and the lower slopes too, backed up by strong resolve – “The necessary steps will be taken to end activities being undertaken without the relevant approvals” (p. 39).

Sounds like the fun police arrived, but maybe not, for the strategies are generalised

maunga” by controlling access to tourism’s mini-buses etc. Paul Majurey suggested the aim was to pedestrianise the summit and I believe he was sincere. “There’s no grand conspiracy here to open up the way for Maori tourism,” he said.

Yet under its Commercial Strategy, we now find the TMA sees opportunity “to develop and grow the commercial activities available on the Tupuna Maunga” (p.41) and that the TMA’s partner of choice in this wide-ranging enterprise will be mana whenua.

Panuku plan leaves only ‘token’ space for square Takapuna’s future town square, to cater for a predicted 10,000 population increase, is our 8000sqm Anzac St carpark.

Unfortunately, councillors have instructed Panuku to sell this land and leave a token 2100sqm for a town square The Panuku plan the councillors now prefer will be shady, with windy laneways surrounded by 9-10-storey buildings, and leaving little room for Anzac Day parades, ice skating, markets or outdoor movies.

The alternative Richard Reid plan supported by local-board members and by a

public meeting attended by well over 100 people has a larger square and maximises sunlight.

The current Auckland Council has a track record of not listening to the community.

The term “arrogance of power” was used by locals who waited for eight hours at the Town Hall on Wednesday to hear a decision made by councillors who they considered completely lacked vision.

Passengers complain about ferry-bus disconnect Auckland Transport (AT) has received 79 complaints about buses not meeting ferries at Devonport, Bayswater and Stanley Bay ferry terminals since a new network was introduced on 30 September 2019.

The figure, released by AT after a Flagstaff inquiry under the Local Government Official Information and Meetings Act, supports many anecdotal reports of services failing to properly connect.

Passengers have complained of getting only halfway down the Devonport ferry wharf after disembarking before seeing waiting buses pull away.

One Flagstaff correspondent, Barry Watkin, wrote this month of his own experience of “once again” being left behind after getting off the ferry.

Elderly passengers could not run to catch the bus, and nor should they have to, he said.

“It is especially offensive when the weather is poor, and folk are left to fend for themselves, with inadequate seating and no

handy shelter. I walked home, and I’m 70.”

With patronage expected to increase under a proposal to make buses effectively free for ferry passengers from February 2020, the Devonport-Takapuna Local Board asked in late May for a review of feeder bus services.

AT says the 806 and 807 bus services to Devonport introduced last September weren’t designed to meet all ferry sailings, as the 814 is scheduled to do, and that to do so would require another vehicle.

Adjustments were made to the timetable in December to try to better meet the ferry, but this wasn’t always possible, media relations manager Mark Hannan said. “However, we have reminded NZ Bus that they can leave up to five minutes late to meet ferries if the ferry is late to dock.”

AT was working closely with ferry and bus operators “so that two-way communication occurs to support connections when potential disruptions impact the timing of ferry sailings”, Hannan said. “This will support further alignment and mitigation of customers failing to make connections.”

He said AT was continuing to work with Fullers on the implementation of integrated fares.

Music and art all part of the drill for retired dentist Devonport struck the right note for dentist David Westwood back in the 60s, and he’s still enjoying it in retirement. The 89-year-old tells Helen Vause about his music, art, travel – and hard work in the garden.

Play time... Music, whether at the keboard of his baby grand or harpsichord, or the organ at Holy Trinity, has been a big part of David Westwood’s life and retirement David Westwood’s love affair with Devonport was sparked over half a century ago.

As a young dentist, he had returned home from a working stint in London in the mid1960s and was looking for a dental practice to buy. Westwood hailed from over the bridge, but when he found a practice for sale in Devonport, he liked what he saw and could see a future here.

Setting up in Devonport was his first step to settling here for a lifetime, but Westwood, by then in his 30s, was yet to find his partner in life. Then he met Lois, who was 10 years his junior.

“It’s corny, I know,” he says. “But it really was love at first sight. It was for me, anyway. ” The chance meeting was in a carpark in Symonds St. Westwood loves to recall how that went.

“We were all gathering there to carpool for a tramping club trip out west. Everyone was standing around talking and then they all piled into our cars. Lois hopped into the back of my car but by then of course I’d already noticed her.”

The two were engaged within 10 days of that meeting and they married not long after.

They liked Devonport but when it came to looking for a home, Westwood says real estate agents tried to persuade the young couple to pass on the old cottages here and to go for a smart new house further out towards East Coast Bays.

“Oh no, you don’t want to live in Devonport, they told us. But we loved what we saw and we wanted to live here,” recalls Westwood.

In 1966, within weeks of getting married, they’d bought a large, two storey Arts and Crafts style house in Cambridge Tce, with a big garden and great views over Devonport Domain to Rangitoto Island in the background.

Today the couple are rattling around their many rooms, and Westwood spends hours working hard in the garden. Looking after it all is a tall order when you are coming up to 89 years old and slowing up a bit.

“But I love it and you won’t get me out of here,” laughs Westwood.

He’s grappling with the usual suspects that can accompany ageing – a new knee, dodgy eyesight, arthritis, some hearing issues.

“But really it isn’t too bad being nearly 89. Apart from forgetting things all the time.

Now that is annoying, but otherwise I’ve got nothing much to complain about.”

He loved being a local dentist and practised

July 26, 2019 locally for 30 years. When the ANZ building went up on the corner of Flagstaff Tce, he grabbed the prime spot upstairs overlooking the village. There, he says, he established what was the most up-to-date practice in Auckland.

“It was fantastic and I was very proud of the place. I was the first dentist in the city to order one of the lie-down chairs. These chairs allowed the dentist to sit down while he worked. What a godsend those chairs were.

“It was a tough, stressful job but I loved it.

The people made it very special. Living just along the waterfront in this lovely place was just ideal. And I reckon being able to walk back and forth to work every day added a good 20 years to my life.”

Over the years the clientele gave him a very wide network of connections in Devonport and beyond. When he first retired he reckoned he could have set up an armchair in the supermarket and sat there nattering to the many folk who greet him when he’s out and about.

Westwood loves to natter and has plenty to talk about. When his working life ended, a wide range of interests came into focus. He had music, art, travel, gardening, bowls and more to fit into his life.

Westwood had played the piano since he was a small boy, and there’s always been a piano where the baby grand now stands in the living room.

“For years it had to be Beethoven for me, but later I got keen on Brahms too.”

He’s spent many hours at the keyboard.

Family and neighbours have lived with the sounds wafting from the windows on many days. But the harpsichord also had a big place in his musical life. No one who knew him was surprised when he imported a small flatpack kit to build his own harpsichord in 1975 and set about putting it together at home.

What a job that was. Lois and children Stephen and Claire watched dad’s little pride and joy painstakingly put together – and heard the first distinctive tinkling of the keys.

It still sits just a couple of metres from the piano in the front living room.

“It was terrifically difficult and frustrating, but I persisted. Don’t laugh but the hardest part was drilling all those holes – about four hundred of them.”

With his beloved harpsichord in full working order he was also able to develop his skills and to play outside the living room walls and join local orchestras. At Holy Trinity Church he has been a longstanding organist. He still has a strong connection with the church and has left his mark in the form of paintings hanging there.

His passion for art came well after music but has surpassed it in recent years.

“Oh no, you don’t want to live in Devonport, they told us.

But we loved what we saw and we wanted to live here.”

“I always knew I could draw and at the age of 69 I decided to explore that. I took lessons. I went to drawing classes and later I joined a little local group of leisure painters.

I was a total beginner and I absolutely loved it. It’s representational stuff, not what some would call ‘real’ art.

In the subsequent two decades Westwood has painted and completed many works from a sunny dedicated room at the rear of his home. A lot of them are framed and adorn the walls in his home. But then there are the rest. It seems that in every room, in boxes and cupboards, Westwood has stashed his pictures. As we discover more and more there are plenty of stories attached to what inspired them all.

“I feel so lucky to have this ability and to have been able to take it up at this time in my life.”

Westwood and Lois love to travel and have not long returned from a trip to Egypt and Jordan.

Acknowledging his age, Westwood admits the last trip was a little more challenging than he would have liked.

“It certainly wasn’t designed for oldies.

Everyone else was miles younger. I found all those wakeup calls at four and five in the morning pretty tough going.”

Nevertheless, it was all good fun, he says.

The next trip, a cruise including Alaska and Vancouver, is already booked for next year .

“We’ve been to a lot of strange and wonderful places. I love jumping online and researching possible adventures. There are plenty more options yet.”

In the 50-plus years he’s lived in Cambridge Tce, Westwood says not so much has changed in the look of the place, apart from the fact that the trees have grown up around him and obscured his many splendid vistas from the house. But he notes big changes in the social makeup of Devonport.

Changing times have impacted on him directly with the closure of his bowling club.

For some years he had been ambling down to Devonport Bowling Club just down the street and watching the numbers dwindling at roll-ups. In the end it was down to a handful.

A shame, says Westwood, to see the club go, but a sign of the times and a reflection of the geriatric image of bowling.

“These days it is of course so much more expensive for people to buy here now than it was when we came. Back then many of the big houses were still all chopped up into flats and there was a much more working-class feel to the community.

“It is a great place to live and I have had a wonderful and very lucky life here.”

Chapples step out on international stage Two of the Chapple media family have won international awards in the past month.

Amos Chapple, who has worked as a photographer for the Flagstaff and the NZ Herald, was part of the Radio Free Europe/Radio Liberty (RFE/RL) team that scored an Edward Murrow award for multimedia excellence Soon after, Irene Chapple won the July documentary section of the New York Film Awards (NYFA) with her short film on local Devonport man David Downs. The film To Laugh To Live tracked Downs’ roller-coaster journey with leukaemia, culminating in Boston with the experimental genetic manipulation of his own T-cells that turned a terminal diagnosis into a lasting remission. Film-makers worldwide submit their movies to the NYFA, and are assessed monthly.

The Murrow awards honour the American journalist who helped develop modern news casting. It’s given out for “outstanding achievements in electronic journalism”. Amos’s photo journalism made up four of the 11 entries that won the multimedia category for RFE/RL. The award will be presented at Gotham Hall, New York, 14 October.

ThE NAVy COmmuNiTy NEwSLETTER Devonport player contributes to success Devonport’s Kate Williams, a Midshipman with the Royal New Zealand Navy, played in a successful game for the New Zealand’s Women’s Defence Blacks this month.

She was part of a 24-person New Zealand Defence Force (NZDF) squad of players from Army, Navy and Air Force units around the country that beat the Australian Defence Force Women’s Rugby team, by 41–0, at a game near Newmarket, New South Wales.

The win was the team’s second from two games. In a warmup game before they left New Zealand, they beat the North Harbour Women’s team, 17-10 in a tough match.

Kate, 19, joined the Royal New Zealand Navy 18 months ago as a Junior Officer. She was keen to have a career where she could continue playing her sport and training with the North Harbour High Performance squad this year.

Before she joined the Navy, she was also involved in training and development camps for the Black Ferns and represented New Zealand in Touch Rugby.

Kate attended Westlake Girls College for three years followed by two years at Takapuna Grammar.

She was unsure what to do when she left college and opted for the Navy because she wanted an active role. She is now training as a general executive officer on HMNZS Otago and

Rugby player and Navy midshipman, Kate williams. hopes to become a Warfare Officer in future.

Kate has played rugby since she was four years old, following both her parents and her brother into the sport and normally playing at flanker. “We are Welsh and we love rugby too.

My mum used to play when she was at

university,” she says.

Her own experience includes playing for the Junior Boys under 13 team for the North Shore Rugby Club and in the 10-side secondary school girls’ competition while at college. In her last two years at college she played in the women’s team for the East Coast Bays Rugby Club.

“I love rugby because it’s a super inclusive team sport,” she says. “All the girls-here are really into it. If I could play professionally I would, so being involved in the Navy team and now playing for NZDF is great.”

“The Defence Force can now provide these types of sports opportunities and continued development in their sport,” says NZDF Women’s Defence Blacks team manager, Squadron Leader Joe Tasker.

“The NZDF has actively developed women’s rugby across the Services so that there are opportunities at both the inter-services level and higher, he says. “The NZDF is providing players like Kate pathways for continued development and exposure.”

The NZDF Men’s Defence Blacks team begin training together this month in preparation for the International Defence Rugby World Cup competition in Japan from 11 to 25 September this year. The International Defence Women’s Rugby World Cup is in 2021.

Devonport Rotary has been very active recently in the community and in June it was a pleasure to present 5 music walls to a number of our local early childcare centres.

Performers will tread the Vic’s original boards The 1920s timber stage floor at the Victoria Theatre is being uncovered and restored through a $20,000 grant from the North Shore Heritage Trust.

The stage in the Vic’s main theatre has been covered by a layer of plywood for decades and little was known about how much of the original floor remained beneath it.

The Heritage Trust grant enabled exploratory work to be carried out which showed most of the tongue-and-groove matai timber was still intact.

The plywood floor was probably laid in 1989 and was pulled up last week to reveal the 90-year-old timber beneath.

“It was really exciting to find that so much of it is still there, and it is in good condition.

We think it dates from 1929, when the theatre was enlarged, and the matai was laid on top of the original 1912 stage,” said Victoria Theatre Trust co-chair Margot McRae. The floor will be sanded and oiled and recycled matai used to extend the stage over

“It has been on our wish-list to restore the stage for a long time, but the grant from the North Shore Heritage Trust made it happen and we can’t thank them enough,” said McRae. She said it was really important to uncover any elements of the Vic’s early days in order to showcase the history of the theatre.

The club really enjoyed participating in this community project and it is a great example of what Rotary is all about.

New bollards anger locals and boaties Bollards that appeared on a corner of Woodall Park, blocking off boaties who park there with trailers, have inflamed locals.

Bollards have all been replaced all over the park in recent weeks, but new bollards and signs banning parking on the patch of reserve at the intersection of Wairoa and Old Lake roads have caused a stir.

Locals believe it is safer for cars with trailers to park on the grass there on busy summer days than on narrow Wairoa Rd. But Auckland Council says the parking damages the grass and obstructs mowing.

Sue Claridge, whose husband goes fishing from the beach and who walks her dog there daily, says she has never seen any damage to the grass.

“Over summer, there are heaps of people down at Narrow Neck from all over Auckland. People park down both sides of Wairoa Rd, which narrows the road and it becomes dangerous,” she says.

“The council has blocked it off without any consultation at all,” Claridge says. “It has created a hazard by trying to solve a problem that doesn’t exist.”

Damon Heath has launched his boat from Narrow Neck for 20 years. “It has always amazed me how orderly it’s been there,” he says.

The adjacent car park is not big enough

for today’s 4WDs and trailers, Heath says. His car and trailer have both been hit by other vehicles while parked in the car park.

Heath believes the council should ensure there is sufficient parking and is angry there was no consultation about the new restriction.

The issue has been brought to the attention of the Devonport-Takapuna Local Board, which is investigating.

No information about the bollards had come across the board’s desk, member Mike Cohen said at the board’s meeting last week.

Agnes McCormack, the council’s head of operational management and maintenance, said the bollards were to prevent the public from parking on the park, “damaging the grass and making it hard for our contractors to keep the park serviced and mown”.

She said the matter was operational and “not one the council would typically consult on, since we are just adding a few additional bollards which have been installed in the same manner as the rest of the bollards in the area”.

Adding the additional bollards was part of a wider Devonport-Takapuna “furniture renewal” project.

Belmont neighbourhood stars in music video Former Navy housing on Hillary Crescent provides the background for a new music video with a message about the Auckland housing crisis.

In the soulful single War on the Street, singer-songwriter Ed Waaka strolls along the street to where houses have been removed for Ngati Whatua’s Hillary Block development.

“I wanted to talk about gentrification and the housing crisis, then the producer said there’s a place that’s being bowled down and I said I used to live there,” says Waaka.

“Our house was at 1 Hillary Crescent.

It was gone and it was a poignant part of making the video.

“A whole lot of people are scrambling for housing. It’s the most important thing – having somewhere to live.”

Waaka said he had been reading about how people in the community feel about almost 350 homes going in, and about how the developer will manage traffic and wastewater.

There’s also the impact on the families who have lost their homes, who have to figure out where to live.

His family moved into Hillary Crescent when he was three years old. Both his parents are in the Navy, and Waaka says having the Navy house helped them get ahead.

Waaka went to Bayswater Kohanga Reo, then Belmont Primary, before his parents

One for the road... Ed Waaka shot a video for his new single on the Belmont street where he lived as a child moved a little north and he went to Rangitoto College. He now lives in Albany.

Waaka received $10,000 of New Zealand on Air funding for the video, which he says barely covered the costs.

He has previously “lent his voice” to

electronic producers, but is now working on his own material.

The new song, which he describes as soul/ folk, will become part of an EP or album.

Rockfall closes North Head walkway

Slippery slope... A popular coastal walkway on Maungauika/North Head has been closed following a rockfall, due to concerns more rocks could come down. The slip on 15 July followed wet weather. Tupuna Maunga Authority management has been working with Auckland Council geotechnical engineers to assess the rock face, clear the slip and make it safe to reopen the path, as soon as possible, Nick Turoa, Tupuna Maunga Authority operations manager, says. The public is advised to use other tracks and avoid the coastal path until it is reopened.

That’s in line with our core iwi values and ties into the mahi (work) we are doing in other parts of Auckland, including on our land at Takaparawhau (Bastion Point).

For the houses we are building at the Hillary Block, we are aiming to get at least a Homestar 6 rating from the NZ Green Building Council. A Homestar 6 rating provides assurance a house will be better quality - warmer, drier, healthier and cost less to run - than a typical new house built to building code.

Our Stage 1 Hillary houses, now being built, include a range of sustainable and environment-friendly processes and components. These include the obvious initial steps like recycling and separating the waste generated by the construction process.

The houses themselves will have extra insulation added to the walls and ceilings to make them warmer and drier and we are also including additional insulation around all the steel work.

The window glazing is up-specced from the code requirements, the plumbing will feature water-saving taps and we are building

with natural timbers throughout. The paint and glue being used are certified low in VOCs (volatile organic compounds).

We have also been working with Auckland Council to improve the stormwater treatment in the area using innovative stormwater treatment and also treating stormwater from the surrounding untreated catchment.

These homes will set a new benchmark for housing in Auckland and we look forward to welcoming the new families who will move into them early next year.

Patience required: When juicing up is a waiting game

The take-up of Auckland Transport’s electric-car powering stations outside the Devonport ferry terminal has been underwhelming. User Karleen Reeve dropped into the Flagstaff to explain why.

Devonport apartment owner Karleen Reeve had high hopes when electric charging stations arrived outside the ferry terminal, meaning she could juice up her Nissan Leaf.

“I was hoping for a fast-charging unit. It did not matter if I had to pay for [the electricity].”

Auckland Transport instead installed a German machine with many barriers to use. It needed a special cable costing $300 to attach to

the car (Reeve found one on TradeMe), a card (obtained from Devon on the Wharf across the road) to operate it. And worst of all, it took three hours to charge a car.

When Reeve first tried to use the machine she ended up contacting the Germany manufacturer, who referred her to Auckland Transport. A friendly parking warden explained about the need for the card.

Other charging machines offered by commercial company ChargeNet have an electric bowser which attaches straight to her car, with charging taking around 40 minutes.

While most Devonport electric car users charge overnight at home, visitors would find the ferry terminal units frustrating or unworkable, she said.

The nearest public charging stations to Devonport are in Hobson St and Constellation Drive.

“What should have been provided was something convenient and quick.”

Reeve hopes AT will learn a lesson from the Devonport chargers, and look at different options when introducing others at Takapuna, elsewhere on the the North Shore and across Auckland.

Schoolgirls promote a better world

Sea change... From left: Grace Moore, 10, Ava Fitzgerald, 10, Emily Brunton, 11, and Anna Longley, 11, created a website to raise awareness of sea pollution A website to educate the community on water pollution has been set up by four Vauxhall Primary School girls who are determined to make a change.

Grace Moore, Ava Fitzgerald, Emily Brunton and Anna Longley are Year 6 classmates who have set up Life Underwater as part of a school project.

The website serves as a resource for information on topics such as the amount of plastic entering our oceans and what causes sea pollution and how we can help.

“We felt that if we had a website, something that’s public, people might realise what’s go-

ing on around the world,” says Grace. “Our sea life is in danger and people are treating our earth like it’s a trash can,” says Anna.

The girls have uploaded all the information to the website themselves, conducting all of their own research. They have started making sustainable changes within their own homes.

“We have started using biodegradable bags at home,” says Grace. “I’ve been teaching my mum a lot of things.

“It’s not just sea animals that will get harmed, it’s also us. The pollution is not giving us proper oxygen and there’s micro-plastics in the air.”

The idea for the website came about when teacher Jasmine Talbot gave her class a list of problems faced world-wide.

She let the students pick which issue they thought was most important and they chose sea pollution. Pupils wrote speeches and held baking sales to raise money for various organisations, but Talbot was particularly impressed with the girls’ idea for a website.

“It’s about giving the children a chance to see what’s important as well,” says Talbot.

Customer unhappy vege bags exempt from ban Devonport New World customer Kristina Dickens says she is shocked to see plastic produce bags back in abundance at the supermarket despite the ban on single-use bags coming into force on July 1.

But the Ministry for the Environment says that the produce bags, along with bin liners, pet-waste bags and nappy bags, are exempt from the ban for hygiene reasons.

“I think that is just semantics, as they are still potentially single-use plastic bags, just like the plastic carry bags were,” says

Dickens.

“For a brief time in early July, New World did not display plastic bags in the produce section and there were heaps of paper bags.

So, it can be done if there is a will to make it happen,” she says.

Devonport New World owner John Ashton said he had no comment.

Calliope Rd corner upgrade set back again The start of work on improvements to the intersection at the corner of Victoria and Calliope roads has been delayed due to its inclusion in a wider Auckland Transport safety audit of the Devonport town centre.

The redesign of the intersection, north of the Devonport shops, has been in the planning stages for several years.

The most recent delay was due to its inclusion in the safety audit, Auckland Transport local-board relationships manager Marilyn Nicholls told a meeting of the Devonport-Takapuna Local Board last week.

North Shore ward councillor Chris Darby said progress on the intersection was vital.

A local shop owner who was badly injured at the nearby crossing in July 2018 had yet to return to work, he said.

Devonport-Takapuna Local Board member Grant Gillon said the board had been blamed for delays in the intersection improvements and asked Nicholls to clarify the situation.

Nicholls said: “No, the board have not delayed it.”

He was also a prominent North Shore businessman, running Home Fabrics on Hurstmere Rd, Takapuna for many years.

Council staff recommended the application be declined as the Sheehys did not meet the criteria of “an important historical figure or important person associated with the area”.

However, board members disagreed.

Grant Gillon said when he moved to Bayswater in 1958, the Sheehys had already been prominent for many years.

Chair George Wood said the officers’ interpretation of the policy was forcing the board to make difficult decisions on who reached the historical figure criteria.

Member Mike Cohen described the officers’ recommendation as “another daft policy being generated on the other side of the harbour…who would not encourage people to donate park benches and seats?”

Council local-board relationship manager Eric Perry said the installation of the park bench was not the issue, but the memorialisation was.

Moore and Edwards set new world record

The pair flipped from midday Saturday 20 July to midday Sunday 21 July, reaching a longer distance of 24km with a larger 93kg tyre.

The world record wasn’t the only target the pair had taken on, they aimed to raise $10,000 for mental health charity the John Kirwan Foundation.

“We’ve both been in some pretty dark places so this is a cause that is extremely close to our hearts,” says Edwards.

“To look back on it it’s just such a surreal experience. We both entered the flow state to make the majority of time pass,” says Moore. “I hit the wall around 5 or 6am on Sunday morning when my lower back started flaring up.”

“It was a lot of really hard work. A lot of pain and a lot of suffering, but I’d do it all again for the money we raised for the cause.”

“It was immensely emotional at the end. Both Gareth and I cried.

It was the relief of getting through it. We did it.

“I’m tearing up just thinking about it. It’s just really humbling.”

Moore spent most of his life in Devonport. He also attended Takapuna Grammar School, where he was a sports prefect and a sports team captain. He later became a TGS rowing coach and fitness instructor at Just Workout Devonport and some ex-TGS students were there in support. He now works as a teacher at Macleans College.

Edwards works and lives in Forrest Hill where he is a personal trainer and business owner. The record was filmed by South Seas Television School, with a team of students to capturing the 24 hours for the official Guinness World Record submission.

Masked in Mystery: Takapuna After a busy and chaotic day of getting ready - from hair to makeup to outfits - Year 12 and 13 students from Takapuna Grammar School gathered at the Ellerslie Convention Centre on the 6th of July for the annual school ball, which consisted of dancing, dinner and photos with friends. Entering down the escalators, students were greeted with a venue decorated gorgeously to this year’s theme: masquerade. The night began as students filled the dance floor, showing off their moves as the music blasted. This was followed by a sitdown meal which allowed for enthusiastic chatter amongst friends and provided the energy for even more dancing. It was an enjoyable occasion for students and teachers. White and gold backdrops were set up for pictures as students posed with props in front of the cameras and photographers snapped hundreds of pictures. Student Josi Andres commented, ‘The ball was a highlight for me and a fun way to end the term - I had an amazing time with my friends and seeing everyone so glammed up was awesome’. To end the night, Ross Allot and Claudia Toxopeus were crowned the King and Queen of the ball, while Kazim Khan and Anya Christiansen took the title of Prince and Princess.

Awards were also handed out for best dressed, cutest couple and best dance moves - along with many more! Students left the ball content and exhausted; the blisters from shoes and dancing too hard were reflective of the amazing energy of the night. The success of the event can be credited to the ball committee and teachers who worked hard on the planning and organisation behind such a wonderful night.

Devonport United Friendly Society winding up The Devonport United Friendly Society is winding up after almost a century, dispersing $3.3 million to its four remaining member lodges.

The society was founded in 1924, before social welfare existed, to help members and their families in times of illness and death.

Members pooled money and opened their own pharmacy on the corner of Albert and Lake Rd, where they received discounted medicines and doctors’ visits.

“In 1924, there was no such thing as social security, but that has gradually been taken over by government social welfare,” says its secretary Maurice Handisides. Initially, the Devonport United Friendly Society had seven member lodges, but three have already wound up.

They did not receive any sort of pay-out when they withdrew from the society.

“If any lodge wound up they lost interest in this and didn’t get anything, their share went to others,” says Handisides.

“It’s quite unique. It’s the only Friendly Society in New Zealand that operated in this way.”

In more recent years, the society has been less active and, although dividends are still paid, the lack of members has sparked the decision to wind up.

“It [the friendly society] has been a very significant part of people’s lives and I feel very pleased with where I’ve been able to take them,” Handisides says.

One lodge, the Devonport Druids, will get the hall building at 91-93 Victoria Rd, which houses

the Friendly Society hall, Urban Kids retail shop and Mitchell Stout Architects.

The building is valued at $1.5m, equivalent to the Devonport Druids’ share, according to Handisides.

The other three lodges will get a share, paid in dividends, of the remaining $1.8m that is proportionate to the share they originally joined with.

Those three lodges are Manchester Unity, Star of Melrose (Independent Order of Oddfellows) and Lily of Devonport Rebekah Lodge (Independent Order of Oddfellows, female only).

They will then decide whether to carry on or wind up, with the Druids committed to continuing.

Ian Gray, board trustee of the Devonport Druids’ Lodge, says their lodge has around 20 members.

“We actually have a lot of young people joining, which is great,” he says.

Handisides became secretary to the society in 1976 aged 36, while working for a chartered accountant.

“I was responsible for the oversight of the pharmacy, accounting work, meetings, minutes and trustees. I kept all statutory records and advised the trustees of business matters,” says Handisides.

Each lodge appointed two members for a management board, which held monthly meetings of the secretary and board members.

The society sold the building last year for $2.51m, as Handisides felt that it was no longer a necessary asset and the board agreed.

The past 12 months have been a big year for KiwiSaver. Total funds under management have grown to nearly $55 billion from all 2.9 million New Zealanders in KiwiSaver and a number of significant changes have been introduced.

Included in these changes is the option to contribute 6% or 10% of your salary (in addition to the existing options of 3%, 4%, and 8%). Further changes from 1 July 2019 have enabled eligible people over the age of 65 to join or re-join if they previously were in KiwiSaver without being locked in for five years.

Being able to contribute more to KiwiSaver can have a significant impact on the value of a KiwiSaver account over the long term. However, not everyone is in a position to increase their contribution rate.
