Understanding Economic Impact

Economic impact is how business growth benefits the entire community. When a company expands or relocates to Abilene, the investment creates direct impact through jobs and wages paid to employees.

Those paychecks are then spent locally at retailers, restaurants, and service providers, creating indirect impact as other businesses grow, hire more workers, and increase local spending.

This ripple effect helps expand the tax base and supports stronger schools, infrastructure, and public services. Economic impact is how one investment creates both immediate and long-term opportunities that improve quality of life and future prosperity for everyone in Abilene.

Direct & Indirect Economic Impact

DCOA Expansion Projects (FY 2020 - FY 2025) are estimated to create $29.57 billion of economic impact over the next 10 years.

Business Attraction

Abilene’s Target Industries

As part of its long-term growth strategy, DCOA partnered with Site Selection Group to conduct a Target Industry Assessment identifying the industries where Abilene holds a sustainable competitive advantage based on workforce, infrastructure, and market alignment.

These focus industries guide DCOA’s local business retention and expansion efforts, while also shaping targeted recruitment — ensuring resources are aligned with scalable job growth, capital investment, and long-term economic resilience.

Strategic Targets. Proven Results.

AEROSPACE & AVIATION

An established aviation hub with room to scale

Abilene’s aerospace and aviation competitiveness is driven by an existing operational footprint at Abilene Regional Airport and a proven track record in aviation services. Eagle Aviation Services, Inc. (EASI), the Maintenance, Repair, and Overhaul base for American Airlines, anchors this industry cluster, leasing four hangars, a parts and records facility, and additional managed space through the DCOA.

This established infrastructure positions Abilene to attract continued aviation investment and support industry expansion. In 2025, Abilene’s growth also helped secure expanded commercial air service with new routes to Houston, Denver, and Phoenix, reinforcing the region’s connectivity and long-term momentum in aerospace.

MILITARY & GOVERNMENT CONTRACTING

A mission-ready foundation for continued growth

Abilene’s largest single employer for more than 80 years, Dyess Air Force Base is home to the 7th Bomb Wing, one of only two B-1B Lancer bomber wings in the U.S. Air Force, and the 317th Airlift Wing, operating the C-130J Super Hercules. In 2023, the Texas Comptroller estimated Dyess contributed $3.6 billion to the Texas economy.

In the past ten years, the DCOA has committed more than $6 million in support of the Military Affairs Council and matching project grants to Dyess Air Force Base. Programs like the DCOA’s Active Duty to Active Career connect exiting service members with local employers. With more than $90 million in recent federal investment for base improvements, Dyess Air Force Base continues to strengthen Abilene’s workforce and economic foundation.

FOOD & BEVERAGE MANUFACTURING

A legacy industry base attracting new investment

Abilene’s food and beverage manufacturing sector continues to expand because the community supports a strong mix of local innovation and global production. From homegrown companies like Chike Nutrition to major employers such as Great Lakes Cheese, the world’s largest cheese packager, Abilene has demonstrated the workforce capacity and infrastructure needed for long-term growth.

Internationally-owned manufacturers like AbiMar Foods further highlight the region’s ability to attract private investment from around the world. With this established industry presence and room for continued development, Abilene remains highly competitive for both new projects and the expansion of existing food and beverage operations.

Promoting Abilene. Developing Opportunity.

Through business attraction initiatives and strategic marketing missions, the DCOA actively engages with corporate site selection consultants, developers, real estate executives, and business decision-makers across the globe.

Through targeted outreach and strategic marketing, the DCOA is securing new investment, creating opportunity for jobs, and fueling economic growth that benefits the entire community.

“The DCOA has built something special as an organization where excellence is the expectation and results speak for themselves. The level of dedication and strategic thinking this team brings to every initiative is why Abilene continues to stand out on a national stage.”

Developing the Future of Artificial Intelligence

OpenAI, Oracle, Crusoe & Lancium

In 2021, the Development Corporation of Abilene began advancing an opportunity that would position Abilene at the forefront of next-generation data center infrastructure. As the project took shape, DCOA worked in close coordination with the City of Abilene and Taylor County to align strategy and structure a historic incentive framework supporting the investment.

From that unified commitment emerged Stargate 1—an advanced artificial intelligence data center campus that places Abilene at the center of one of the nation’s most significant technological expansions. Spanning more than 1,000 acres and planned for over 4 million square feet, the campus reflects a strategic collaboration among Lancium, Crusoe, OpenAI, and Oracle.

As the project expanded in scale and complexity, so did DCOA’s leadership—aligning stakeholders, structuring agreements, refining incentive strategy, and facilitating the addition of new development partners. The result is a nationally recognized AI infrastructure hub anchored in Abilene, Texas.

A STRATEGIC PARTNERSHIP YEARS IN THE MAKING

FY 2021 - FY 2022

FY 2024

Crusoe joined the project, expanding the scale and scope of the planned development. DCOA worked alongside the City of Abilene and Taylor County to amend agreements reflecting increased capital investment, expanded square footage, and additional job creation.

FY 2025

Stargate 1 was formally announced in Abilene in partnership with OpenAI and Oracle, elevating the project to international prominence and reinforcing Abilene’s leadership in artificial intelligence data center infrastructure and strengthening secure, U.S.-based compute capacity critical to America’s economic and national security.

Information reflects project status as of October 2025

“The DCOA’s leadership and persistence over the last seven years have fundamentally changed the trajectory of this community. The partnerships and investments we are seeing today are the direct result of a team that refused to think small. It has been a privilege to watch that vision become reality.”

Real Estate

Strategic Real Estate. Sustainable Growth.

Available land and buildings are a competitive advantage for Abilene in attracting company expansions. The DCOA owns and manages more than 1,000 acres of land and over 700,000 square feet of facilities across its industrial parks and strategic properties throughout the community, ensuring companies can expand with speed and certainty. These assets reduce risk, accelerate timelines, and give companies the confidence to grow.

Multi-Year Capital Improvement Plan

Strategic investment in infrastructure remains a priority for sustained economic development growth. The DCOA continues to develop and execute a long-term planning initiative to ensure Abilene’s real estate assets remain competitive and capable of meeting future industry needs.

Rail-served land is a critical asset for Abilene’s business community. The DCOA vetted and engaged Freese & Nichols to develop a Rail Expansion Master Plan.

Through disciplined land acquisition and infrastructure development, the DCOA continues to position Abilene for sustainable growth and next-generation industry operations.

The DCOA contracted with the premier Foreign Trade Zone (FTZ) consulting firm, Ernst & Young, to assist the DCOA in the process to establish a Foreign Trade Zone in the Abilene Region.

Infrastructure that Supports Growth

DCOA committed $10 million over five years to the City of Abilene for targeted street improvements that enhance access to development sites and key business areas. The investment reinforces long-term growth for companies here today and enhances Abilene’s readiness for future opportunities.
