20. Describe how you plan to make use of the knowledge obtained during the Regional Course on your return home in relation to your current responsibilities or those you expect to assume. The main focus of regional law and international law is to reveal the common humanity of humans via their human rights. As someone who is an active member in Civil Society being the Co-Founder to Jo-JiKuM and REACH-MI and has a profound love of learning as an Educator and Scholar, it becomes increasingly evident that the need to disseminate international, regional, and national legal instruments to a language that is understandable to locals is ever so prevalent and in dire need of attention and priority. I believe that my experience with publication, media, and social justice reform in my past and ongoing work will add to the conversation. This regional program is said to focus on international treaty law amongst many things and as a citizen of the Republic of the Marshall Islands which is treaty bound by the Compact of Free Association; it becomes increasingly notable that there are severe limitations to the degree in which a citizen of the Marshall Islands can attain some modicum of social justice given the legal barriers from this treaty instrument with the United States of America. However, under the Compact of Free Association Preamble, it states vividly that the Governments of the Marshall Islands and the United States of America are founded upon respect for human rights and fundamental freedoms for all, and that the people of the Republic of the Marshall Islands have the right to enjoy self-government. It is with this underlying basis that my passion to make known human rights as a dual citizen cements my civic duty and my human right responsibility to any indigenous Marshallese resident and citizen that calls Marshall Islands their home. I believe that I as an indigenous islander will continue to play a duty to safeguard indigenous rights for Marshallese people through the avenue of human rights. Many international legal instruments pay reference to human rights but rarely are they applied in many localities such as the Marshall Islands because of people's lack of access to them. As a possible candidate to this legal training program, all I really would love to do is to share knowledge from this program to give access to those who aren't intellectually equipped with the proper legal trainings to give them the opportunities of freedom that they would otherwise choose and enjoy if they weren't so disenfrancised due to lack of access to these kinds of intellectual & economic resources. It is the duty of the privilege to raise the underprivilidged and that can come only through honest sharing. As this legal course organized by the Thailand government and UNESCAP is about helping develop contributions towards a better knowledge of international law as a means of strengthening international peace and security and promoting friendly relations and cooperation amongst states; I find myself uniquely positioned as a dual citizen from the Marshall Islands and the United States of America binded by the Compact of Free Association (COFA) Treaty to educate and further the human rights commitments etched in this legal treaty instrument alwhilst exploring avenues to attain the human rights values that came with the COFA's formation founded under high ideals of the United Nations when the Marshall Islands previously served as a United Nations Pacific Island Trust Territory formerly administered by the United States of America. In a nutshell, my main contribution would be to share the knowledge I learned by applying it through a wider context so average day people (even those who lack legal training) can fully benefit from regional and international law to its fullest possibility through its accessibility and that accessibility comes through education.

Comments on candidate’s educational qualifications, experience in international law and personality: Desmond is the type of person that quickly adapts to the situation to get the work done even when it is difficult for himself. He is not afraid to meet new challenges when the situation requires it alwhilst retaining his sense of self in the process so as to maintain his integrity so as to not be absorbed by other people's version of him especially on how he should be and what he can or cannot do. He has clearly demonstrated this trait in his studies in Undergrad and Grad having been awarded scholarships as well as taking the extra burden of concurring debt to meet his educational qualification proving to himself on several occassions his ability to succeed academically when the need arises where stressful conditions require sheer will of faith in one's self. His experience in international law is evident in his documented work above particularly in national, regional, and international affairs. He has clearly demonstrated his willingness to apply international human rights law in a wider context challenging his own National Government to uphold his own consitutional rights under the equal protection clause alwhilst being an employee of the Ministry of Education. He has also clearly demonsrated an innate ability to apply international law through civil society representation through his work with his Non Government Organizations giving much needed media attention to human rights concerns in the isolated Marshall Islands. The fact that he is is still able to give back to his community in the Marshall Islands landing press coverage while in school speaks for itself. This demonstrates his ability to adapt and situate himself to the needs of his circumstances particularly when he himself applies international human rights law readily in any context given to obtain his own international human rights in whatever avenue given. His work and academic history given above witnesses in black and white that He is one who has clearly worked with international legal treaty instruments and their effective maintanence and compliance (e.g. international human rights law, international humanitarian law, law of peace and security, and law protecting the environment and future generations).

Comments on the candidate’s linguistic ability: Desmond's linguistic ability is clearly demonstrated in his ability to do public speaking as is evident in the meetings, conferences, and forums he has attended some of which he was a presenter/speaker, guess educator, facilitator, student representative, and official delegate.
3. Comments on how the knowledge gained by the candidate during the Regional Course will be put to use upon his/her return: Desmond is a creative guy and I have no reservations that he will succeed in applying the regional course material in a wider context to adapt it to the current circumstances of the Marshall Islands and its ongoing limitations which require creative decision making. Desmond, as shown in his application, has already demonstrated this through his civic duty and social justice efforts done locally, nationally, regionally, and internationally as documented above.
