LETTER FROM CPRA
75 Years in the Making
Celebrating the People, Progress and Legacy of CPRA Seventy-five years is an incredible milestone, and one that belongs to everyone who has helped shape the Colorado Parks and Recreation Association and the profession we serve. Since 1951, CPRA has brought together people who believe in the power of parks and recreation to make our communities better places to live, work and play. The profession has evolved enormously over those 75 years, but our mission to promote excellence has not. Ali Rhodes, CPRA Board President, describes parks and recreation as the Swiss Army knife of community services. Parks and recreation professionals are called on to be planners, problem-solvers, educators, environmental stewards, coaches and community builders— sometimes all of those things and more before lunch. That work looks different across Colorado. Our members serve large and small communities, urban, rural, suburban and exurban, through a wide range of agencies and organizations. What connects them is a commitment to creating

places, programs and experiences where people can belong, connect, play, learn and thrive. Parks and recreation are essential community services. Neighborhood parks, trails, recreation centers, public lands and programs support physical and mental health and well-being. They give kids places to play and grow, adults ways to stay active and connected, and people of every age and ability opportunities to participate in community life. They also help protect and care for the lands and places that make Colorado such an extraordinary place to live. Our staff—Dede, Rachel, and Jillian - experience every day the knowledge, generosity and commitment our members bring to their work, to one another, and to CPRA. Members and volunteers are the engine of this organization. Our industry partners, some of whom have supported CPRA for many years, are an important part of our community as well.
2026 gives us much to celebrate. CPRA turns 75, Colorado is 150, and our nation marks 250 years. Ultimately, CPRA’s history is a history of people and communities. It’s the generations of professionals, volunteers, board members, staff and partners who built this association, and the people doing that work today. To everyone who has been part of these first 75 years, thank you. To those who will shape what comes next, we’re glad you’re here. Sincerely, Ali Rhodes, CPRA Board President Dede de Percin, CPRA Interim Executive Director

Opening the Fairway: Apex Adaptive Golf Creates New Opportunities for Recreation By Monica Bowser, Community Services Manager, Apex Park and Recreation District
For many people living with disabilities, golf can seem out of reach. This fall, that changes at Indian Tree Golf Club as Apex Park and Recreation District partners with Adaptive Golf Solutions to introduce an adaptive golf program that expands access to one of the world’s most lifelong sports. The program is built on the internationally recognized EDGA D3 Golf model and is believed to be the first of its kind in Colorado, making Indian Tree Golf Club the only facility in the state currently offering this specialized approach to adaptive golf instruction. By removing many of the traditional barriers to participation, individuals with physical, cognitive, sensory, or developmental disabilities can learn the game through instruction that meets them where they are and allows them to progress at their own pace. One of the program’s greatest strengths is its simplicity. No golf experience is required, equipment is provided, and participation is free. Small class sizes allow instructors to focus on each golfer’s goals while adaptive equipment helps participants build confidence from their very first swings.
Beyond learning golf fundamentals, participants gain opportunities to build independence, improve coordination, increase physical activity, and connect with others who share similar experiences. The partnership between Apex Park and Recreation District, Indian Tree Golf Club, and Adaptive Golf Solutions represents more than the launch of a new program—it demonstrates how collaboration can expand access to recreation for communities that have historically had limited opportunities. Rather than expecting participants to adapt to the sport, the program adapts the game to the individual. Beyond learning golf fundamentals, participants gain opportunities to build independence, improve coordination, increase physical activity, and connect with others who share similar experiences. Families also discover a recreation activity that can be enjoyed together for years to come.
By removing many of the traditional barriers to participation, individuals with physical, cognitive, sensory, or developmental disabilities can learn the game through instruction that meets them where they are and allows them to progress at their own pace. 6 • Colorado Byline | Fall 2026
As interest in adaptive recreation continues to grow nationwide, programs like this provide a blueprint for how parks and recreation agencies can lead through innovation, partnership, and accessibility. By bringing Colorado’s first EDGA D3 Golf program to Indian Tree Golf Club, Apex Park and Recreation District is helping redefine who gets to experience the game and opening the fairway to more people than ever before. The inaugural sessions begin this September at Indian Tree Golf Club for participants ages 16 and older, creating new opportunities for lifelong participation in golf and demonstrating what’s possible when inclusion becomes a priority.

Windsor Expands Open Space System with 70-Acre Acquisition By Town of Windsor
projects that would benefit the public and improve the overall quality of life. This property, which was selected after careful consideration by staff, elected officials and guidance from the Strategic Plan, is a significant step towards Windsor’s goal of acquiring 1,290 acres of open space within the community.
The Town of Windsor has officially acquired 70 acres of property to be used as open space, including historic structures and associated water rights. The $6.2 million purchase— located adjacent to the Windsor Wastewater Treatment Facility and Kodak Open Space near the intersection of CO 257 and Crossroads Blvd.—will ensure that the land remains undeveloped, preserving a historic farm and homestead, green spaces, wildlife habitat and waterfront access to the Cache la Poudre River. The homestead includes what is believed to be the original house of Aaron Eaton, the brother of Benjamin Eaton, an individual instrumental in settling the area and establishing some of the earliest farms in this area. This investment was authorized by the Town Board in late July and marks an important milestone towards preserving valuable open space in Windsor. The acquisition
also reflects both the intent of voters and the vision laid out for community separators, active agriculture, wildlife habitats and scenic view sheds. In November 2022, Windsor voters approved a 0.25% sales tax increase to fund the acquisition and upkeep of open space within the town. The total cost of this acquisition, which will be partially financed by this fund, includes approximately $3.2 million for the land purchase and an additional $3 million for the water rights linked to the property. By passing this tax, residents voted in favor of investments in
With accessibility, historic preservation, environmental sustainability and community engagement at the forefront, this project will serve as a model for future initiatives supported by Open Space Tax revenue. The community will be actively involved in shaping the final plans for the site to ensure that its development aligns with public interest. Ask the Expert
The importance of
adventure play
Sarah Lisiecki Communications & Education Manager
Q: Why is adventure play so important for children’s development? A: Adventure is about trying something different, challenging your mind and body and exploring what you’re capable of — and it’s an important part of how children learn about the world, set boundaries and develop resilience. It means something different to every child…for some kids it’s climbing higher than they have before, racing down a slide or navigating an obstacle course. For others it’s making music or playing a game or creating a world all their own through imaginative play. Whatever it looks like to children, adventurous play encourages them to explore, solve problems and build confidence in themselves and their abilities. The best adventure play environments recognize that every child experiences adventure differently. Thoughtful design creates opportunities for children of diverse ages, abilities and preferences to challenge themselves in ways that are exciting, achievable and rewarding to them.
Q: How does adventure play support healthy development? A: It helps children manage emotions. Adventure play encourages active movement, which supports the release of endorphins and serotonin — brain chemicals associated with improved mood and stress management. Fast-paced activities like sliding, swinging and spinning give children healthy outlets to process emotions, build selfregulation and develop coping skills they can carry into everyday life. Inclusive design features, such as zero-entry access and transfer opportunities, help more children experience these benefits independently. It creates moments of awe. Awe inspires curiosity, creativity and a deeper connection to the world around us. Whether it’s reaching the top of a climbing structure, discovering nature from a new perspective or exploring a pollinator playspace, these moments encourage children to ask questions, notice details and see familiar environments in new ways.
It builds confidence and resilience. Every challenge a child chooses to navigate helps develop perseverance and self-confidence. Climbing, balancing, spinning, imagining or completing an obstacle course encourages children to test their abilities, celebrate accomplishments and embrace new challenges. Outdoor obstacle courses also extend adventure beyond traditional playgrounds, creating opportunities for children, teens and adults to get and stay active together. It strengthens social skills. Adventures often happen together. Whether children are encouraging each other through a climbing challenge or community members are working together through an obstacle course, adventurous play helps develop communication, cooperation and problem-solving skills. These shared experiences foster friendships while teaching valuable lessons about teamwork and perseverance.
Q: What should communities look for when designing adventurous outdoor spaces? A: The most successful adventure play environments offer a variety of experiences that welcome people of diverse ages, abilities and interests. By balancing challenge with accessibility and creating opportunities for exploration, movement, imagination and discovery, communities can build outdoor destinations that encourage children and adults to return again and again. Adventure is fun in the moment and has lasting positive effects for people of all ages and abilities. Adding adventure to public outdoor spaces creates equity in access and gives more people the opportunity and drive to get outside.

Celebrating 75 Years of Building Stronger Colorado Communities
For 75 years, the Colorado Parks & Recreation Association (CPRA) has served as the voice, resource, and professional home for the people who make Colorado’s communities healthier, stronger, and more connected.
Colorado Byline | Fall 2026 • 17
Editor’s Note:
Seventy-five years of CPRA have produced a remarkable collection of newsletters, conference programs, photographs and other pieces of history—far more than we could feature in these pages. Rather than attempt to tell every story, we have gathered a selection of memorable images and moments that offer a glimpse into CPRA’s journey. Together, they reflect the people, programs, friendships and shared dedication that have shaped the association and strengthened parks and recreation throughout Colorado. We hope these pages bring back fond memories while inspiring new ones for generations to come. Agency or member stories featured in this issue were submitted by CPRA members. 18 • Colorado Byline | Fall 2026
As CPRA celebrates its 75th Anniversary in 2026, it is an opportunity not only to reflect on the association’s remarkable history, but also to recognize the lasting impact parks and recreation professionals have had—and continue to have—on communities across the state. Since its founding, CPRA has championed the belief that parks and recreation are essential public services. From neighborhood parks and trail systems to recreation centers, aquatics facilities, cultural arts, environmental stewardship, therapeutic recreation, and community events, CPRA members create places and programs that improve quality of life for millions of Coloradans. The association has grown alongside Colorado itself, supporting professionals through education, advocacy, networking, certification, leadership development, and the sharing of innovative ideas. As communities have evolved, CPRA has helped members meet new challenges— from rapid population growth and changing recreation trends to sustainability, accessibility, public health, and equity. Throughout every decade, one constant has remained: dedicated professionals committed to serving their communities. Behind every successful park improvement, youth sports league, summer camp, trail expansion, special event, senior wellness program, or environmental initiative are passionate individuals working to enrich the lives of residents. Their work often happens behind the scenes, but its impact is visible everywhere. Parks
and recreation departments strengthen local economies, preserve natural resources, promote healthy lifestyles, foster social connections, and create gathering places where communities come together. The 75th Anniversary is also a celebration of partnership. CPRA’s success has been built through the collaboration of park and recreation agencies, elected officials, industry partners, nonprofit organizations, educators, volunteers, and countless professionals who have shared their knowledge and passion over the years. Together, they have helped establish Colorado as a national leader in parks and recreation innovation and excellence. As CPRA celebrates this milestone in 2026, communities across Colorado are also preparing for two historic commemorations: America’s 250th Anniversary and Colorado’s 150th Anniversary. Throughout 2026, cities, towns, and special districts are planning festivals, concerts, historical exhibits, public art projects, educational programs, and community celebrations that will honor both our nation’s founding and Colorado’s rich heritage. Parks and recreation agencies will play a central role in bringing these celebrations to life. From coordinating signature
events and preserving historic sites to activating parks, trails, and public gathering spaces, CPRA members will help create meaningful experiences that celebrate community pride, history, and civic engagement. Their leadership will ensure these milestone anniversaries leave a lasting legacy while strengthening the connections that make Colorado communities so special. Anniversaries invite us to celebrate accomplishments, but they also remind us to invest in what comes next. As CPRA begins its next chapter, the association remains committed to supporting the professionals who shape vibrant communities through innovation, collaboration, and service. The challenges facing parks and recreation will continue to evolve, but so too will the creativity, resilience, and dedication of those who serve. For 75 years, CPRA has helped strengthen Colorado communities through leadership, education, and advocacy. As the association celebrates this milestone alongside preparations for America’s 250th Anniversary and Colorado’s 150th Anniversary, one thing is certain: the work of parks and recreation professionals will continue to leave a lasting legacy for generations to come.

In the late 1950s, several civic leaders sparked the idea for a large public park when 273 acres became available for purchase at the former Fort Logan military base. They envisioned a large public park that would rival Denver’s City Park. Their vision expanded as they imagined a parks organization supported by citizens residing within its boundaries. This parks organization would plan and construct additional public parks and develop recreational programs for the enjoyment and benefit of the entire community.
In July of 1959, a citizens committee formed and circulated petitions to residents within the proposed district requesting support for a property tax for parks and recreation. They submitted the required signatures in early October. Today, South Suburban encompasses 46 square miles and serves more than 150,000 residents
in six cities and three counties. The special district’s mission aims to foster healthy living through stewardship of the environment, parks, trails, and open space and by providing recreational services and programs. It maintains more than 3,800 acres of natural open space and nearly 100 miles of trails. Nearly every District resident lives within a half-mile of a recreation opportunity. South Suburban continues to expand on its wide variety of facilities, including four golf courses, five sheets of ice, entertainment center, BMX track, batting cages, community hub and more. In the next few years, South Suburban is expected to add 10,000 new residents to the expanding territory within the City of Lone Tree.

The Connections That Shaped My Career
By Marc Rademacher, CPRE, Sr. Recreation Manager, City of Fort Collins Parks and Recreation
Seeing that CPRA is celebrating its 75th anniversary this year gave me some time to reflect on what the Colorado Parks and Recreation Association has meant to me personally and professionally. Over the past 30 years of my career in parks and recreation, CPRA has been a meaningful part of my professional development. When I began in the field more than three decades ago, the association had a logo with the tagline “Recreation on Top of the Nation.” I always felt that captured it perfectly— Colorado boasts an amazing parks and recreation system, with many departments setting national standards, and CPRA has always been right at the center! My involvement started in 1994 when I was hired as a sports coordinator in Fort Collins. My mentor and department manager, Terry Keith (rest his soul), encouraged me to attend the CPRA conference my first year. He told me, “If you want to get ahead in this field, build professional relationships across the state.” That was some of the most valuable advice I’ve ever received! Over the next several decades, I became deeply involved: serving on the board, becoming the Hershey Track State Chairman, and later the CARA Track State Chair. One of my favorite examples of how CPRA brings professionals together happened about 15 years ago. Brian Wallace (formerly with Broomfield and South Suburban Athletics) and I were chatting about how great it would be to add a Cross Country program to the CARA offerings. Today, that program is still going strong! This is just one illustration of how the association fosters collaboration to strengthen programs statewide.

CPRA has also provided tremendous value through every stage of my career. When a challenging issue arises in my agency, it’s incredibly easy to reach out to great colleagues like Bobby Warner, Reed Davis, Dana Redford, Rene Kingsley, Kristi Marosy, and so many others to ask, “How do you handle this?” These relationships are truly what make CPRA special.
Marc Rademacher, John Litel, Bob Adams, and Craig Forman at the 2011 golf event
Of course, CPRA has evolved over the years. Some beloved traditions have faded— like the annual golf tournament (including the CPRA conference golf outings). Yet CPRA continues to adapt while still offering meaningful professional development and fun activities that bring our statewide community together.

When I eventually retire and look back on my career, I’ll always be grateful for CPRA and the countless opportunities it has provided— not just for me, but for parks and recreation professionals across Colorado.
“Here we are, maybe it’s because in spite of all the work we do, It’s the child in us we really value.” – Jimmy Buffett Cheers to CPRA—happy 75th anniversary!
Closing Thought
“Life. Be in It.” — A Message That Still Resonates People and generations come and go, but the impact we make can endure. As CPRA celebrates 75 years, this simple message reminds us that life is not meant to be watched from the sidelines. It is meant to be experienced, shared, and enjoyed. Time waits for no one, so embrace every opportunity to connect, serve, play
and leave your community or business a little better than you found it. That is a legacy worth celebrating. 46 • Colorado Byline | Fall 2026
