Place pan in oven. Preheat oven to 350° F. When butter is melted, swirl pan to coat bottom. Sprinkle brown sugar over melted butter and stir to coat pan bottom evenly. Top with orange slices. Sprinkle almonds mostly between orange slices.

Combine flour, grated orange peel, baking powder and salt in small bowl. With electric mixer, beat remaining 4 tablespoons butter and granulated sugar in large mixer bowl until crumbly. Beat in egg. Alternately beat in flour mixture and milk.

Spoon over orange slices, spreading evenly.
