Together We Are Stronger, Stronger

Together, Together We Can… All of these phrases are used and perhaps overused in today’s political climate. The words sound good, but the reality is that working together (i.e., collaborating) is not as easy as it sounds. Why is that?

Just this week, I facilitated a coalition discussion on this very subject. The participants shared their perspectives. Obvious responses included language and cultural differences. Another response identified that a scarcity mindset particularly shades the objective of working together among community organizations, meaning there may not be enough to go around. Enough of what – money to ensure that organizations can meet the needs of the people and purpose they serve?

Another divisive perspective is that a certain group of people belong to a specific organization. I have personally heard nonprofit leaders talk about “their kids,” or “their people.” The concern is that if they refer their participants to another organization, that will detract from their participants’ reliance on their program and that can translate into loss of identity, loss of revenue, and so on.

One other perspective that actually underscores the perspectives above is that funders (whether foundation, corpo-

rate, government) actually divide com community organizations and cause them to compete against each other for meager dollars. The inherently divisive process of requiring organizations to compete year after year for a chance to operate for another 365 days is at the heart of this situation. Many funders speak a value of collaborating and partnerships, but when the rubber meets the road, their primary objective is spreading the dollars to as many different entities as possible rather than adequately funding the true collaborative entity that authentically brings partners together around a shared mission of creating an integrated, comprehensive solution to the challenges that plague communities like our beloved Montbello.

If we believe that our collective efforts and intentions can address the many challenges our community faces, then we must be intentional in those ef-

forts. We must start with a shared vision and from there identify what each of us can/will bring to the table to bring about effective and long-lasting change. We must dialogue with the funders and poli policymakers to change their mindset of promoting competition rather than col collaboration. Most importantly, as com community partners we must stay the course, collecting the evidence that by creating integrated systems of care we can make a dent in growing issues such as mental unwellness, hunger, violence, homelessness, poor education, and the list goes on.

The respected anthropologist, Margaret Mead once said, “Never doubt that a small group of thoughtful, committed citizens can change the world; indeed, it’s the only thing that ever has.” The key words there are group, thoughtful, and committed - other words for TOGETHER.

ORGS OF MONTBELLO: Working Together to Launch A Call To Action

June 5th marked the fifth

time in recent years that dozens of Montbello organizations came together to hear what neighborhood residents are saying about the challenges they face in today’s chaotic economic and political environment. The results of the 2025 Montbello Biannual Survey were shared with participants and set the stage for community leaders in conjunction with City of Denver agencies and funders to begin a four-month planning process to ensure that a shared vision for a healthy, vibrant Montbello will be brought to bear.

Key 2025 Biannual Survey Findings Persistent Concerns Over Cost of Living and Economic Stability.

The most immediate challenge is the rising cost of living, particularly for food and housing.

This financial stress is pervasive, with many residents making difficult trade-offs for essential expenses.

Systemic Inequity, Safety, and Distrust. Woven throughout the findings are explicit experiences of bigotry and discrimination, coupled with a profound distrust of the justice system (including fear of ICE) and concerns about the quality and equity of school services.

Safety remains a top issue, with gun violence, dangerous dogs, and the need for better public lighting frequently mentioned.

Critical Need for Targeted Infrastructure and Services. Connectivity and accessibility remain significant barriers.

Residents seek reliable and safe public transit, safer pedestrian paths (sidewalks, crosswalks, lighting), and diverse services—specifically more grocery stores for fresh, affordable food; accessible dental and diverse healthcare options; and culturally competent mental health services.

Desire for Holistic Well-being and Engagement. There is high demand for diverse mental health services (including peerled and holistic approaches)

and community-led environmental initiatives (tree planting, community gardening, and recycling).

Underutilized Community Assets. A significant gap in awareness of resources was noted, necessitating marketing efforts to ensure all residents know about and can access the desired resources.

More than 60 community leaders spent the day sharing their organizations’ perspectives on the survey findings as they relate to their constituents’ experiences, discussing the

barriers to a healthy, productive, and sustainable life, and finally generating a menu of tasks. Among those are small listening sessions with residents to identify actions that would contribute to the health, economic prosperity, and wellbeing they envision for themselves and their families.

Through a grant from The Colorado Trust, community organizations can access mini grants that would enable them to host listening sessions with their constituents.

By mid-fall, a steering committee will take feedback provided by participating community organizations and compile a Two-year Plan of Action to inform funders and policymakers on communityled and informed initiatives and help to leverage the resources needed. A similar 2023 plan of action led to an investment of $71M into the Montbello community between 2023 and 2025 in the form of jobs created, affordable housing constructed, and municipal, state, and federal funding for programs and services.

What Does Unity Look Like for Montbello?

W

hen most people think of Colorado, they think of the Broncos, the city of Denver,

the Rocky Mountains and the various activities that the Rockies provide. When they look deeper, they are often amazed to find that the people of this sunny state are the cement that holds everything together. One of the strongest examples of the cohesive strength of a community can be found in Montbello. To me, the heart of Montbello is the notion that everybody belongs.

While Montbello is growing and changing, its culture remains opening and welcoming.

From its diverse demographic to the prideful Montbello High School, the culture that Montbello provides is unique.

When I think of unity, I think of the FreshLo Residences and how much they have contributed to the community. The recent establishment has brought affordable housing to many individuals

within Montbello, creating a safe environment in which everyone belongs. I also think of the tireless efforts of the Montbello Organizing Committee (MOC) to make sure that neighbors are heard, taken care of and provided for. From youth violence to affordable housing, education and wage disparities, MOC rallies and works with the community to develop solutions to ensure a better life for all. And I think of the way the entire community bonded together to facilitate the reopening of Montbello High School – brighter and better than ever.

Perhaps the best illustration of Montbello’s welcoming spirit are the many festivals and celebrations at which the community comes together to enjoy art, music and performance from different cultures.

Unity in Montbello is the path to a brighter future with stronger schools, affordable housing, increased safety, a grocery store and public transit. Unity is the action of people graciously sharing a space and welcoming a variety of languages, foods, and traditions. Unity is at its strongest when people work together to accomplish a goal for the greater good, celebrate each other’s successes and support those who are struggling.Y

ur beautiful community of Montbello is so dynamic, strong, and full of powerful ideas. We have worked so hard together over the past 10 ½ years to bring together our neighbors, our community organizations, and the City of Denver to provide important resources and support for us to continue to prioritize our safety and wellbeing.

During these summer months, I encourage you to reach out and volunteer, attend a community registered neighborhood organization, or one of the numerous festivals we have planned as well. It’s a time to make connections, to discuss neighborhood issues, and work toward shared solutions.

I would ask that you also share your thoughts and ideas about transportation, safety, parks, small businesses, affordable housing, and food access with my Council office and me. We as a community already have so many of the answers to our issues, and by coming together and advocating we can make positive movements in Montbello and the entire District 11 council district.

This has been shown firsthand by Ms. Ann White and her tireless work on the Senior Technology Center at the AP Taylor Building in Montbello.

Twice a week, on Tuesdays and Thursdays, we have close to 25 elders who learn together about technology, access to information, and how to combat computer fraud as well. This concept came directly from the Montbello community and by working together with council people they continue to enact strong change.

The past couple of years have been so stressful and please always know that customer service is my most important priority. By taking care of yourself and your family and continuing to work together, we will soon see the fruits of our work. We are planting the seeds that will bring about big change and I’m excited to support you in the future with growing our dreams together.Y

Bearing Witness to Collective Action Councilwoman Shontel Lewis

T

o bear witness to such a beautiful display of love, collective humanity, collective action, and unity during a recent committee hearing here at Denver City Council was deeply moving. The topic before us was “Police Accountability and Safety” for a bill that my cosponsor and I named

“The Anti-Masking Bill.”

This bill was born out of the many sightings of ICE in our city — agents wearing masks and face coverings to conceal their identities. They have taken our neighbors from schools, jobs, doctors’ appointments, court hearings, and even grocery stores. The fear has settled into our communities like smoke. Parents are afraid to answer the door.

Children are watching their loved ones disappear. Entire neighborhoods are learning how to survive while holding their breath.

We drafted this legislation based on lessons learned from a Supreme Court case in California and brought it before our council colleagues through one-on-one meetings and eventually through committee.

Councilwoman Alvidrez and I had to force this conversation forward, despite efforts behind the scenes to quietly kill the bill before the public could fully engage with it.

And then something beautiful happened. Families of Black men killed in the streets of Aurora and Denver came to testify in support of the bill.

They powerfully articulated what it means to understand that our liberation is bound together — that no one is free until all of us are free.

These families spoke about the pain of never receiving justice for their loved ones and drew direct parallels to families being torn apart by ICE raids and kidnappings happening in our streets. What emerged was a shift from collaboration to collective action — communities coming together to demand policies rooted in transparency, accountability, and humanity instead of harm. None of this

would have been possible without communities choosing unity and recognizing our shared values and interconnected struggles.

That is the power of collective liberation. When people understand their power, they do not only show up for themselves — they show up for others, even when those same people may not have shown up for them before. They do so because they understand the true power of the people.Y

ue profundamente conmovedor ser testigo de una demostración tan hermosa de amor, de la humanidad compartida, de la acción colectiva y de la unidad durante una reciente audiencia del comité en el Concejo Municipal de Denver. El tema que abordamos era “Responsabilidad policial y seguridad” para un proyecto de ley que mi copatrocinador y yo llamamos “el Proyecto de Ley Anti-enmascaramiento”.

Este proyecto de ley nació de los numerosos avistamientos de ICE en nuestra ciudad: agentes que usaban máscaras y cubiertas faciales para ocultar sus identidades. Entrepreneurship Center Opens at FreshLo Hub CBS Colorado recently covered the grand opening of the Montbello Business Accelerator at the FreshLo Hub, a new resource designed to help local entrepreneurs launch, grow and sustain their businesses. The facility provides co-working space, meeting areas and access to business development support, creating a dedicated environment for aspiring and established business owners alike.

The report highlights how the accelerator builds on years of investment in local entrepreneurship and economic development. Through training, mentorship and networking opportunities, the program is helping create pathways to business ownership while supporting job creation within the community. Leaders say the accelerator is designed not only to support individual entrepreneurs but also to strengthen the local economy by helping businesses grow

Hickenlooper Visits FreshLo Hub to Discuss Affordability

A Legacy Shaped on Community Safety and Engagement Denver Police Communications Bureau

Commander Marion Penn began his career with the Denver Police Department (DPD) in 1992. However, his commitment to safety started even before 1992. Prior to joining DPD, Commander Penn served the United States Air Force as a Law Enforcement Specialist.

Before being named Commander of Denver Police District Five in northeast Denver, Commander Penn served in many important roles within DPD, including as a lieutenant in the Gang Unit and Juvenile Unit, sergeant in Internal Affairs and District Six, and corporal/training officer in District Five where he helped shape the future of DPD. These various roles and responsibilities further instilled in him the importance of working with the community and meeting individuals where they are.

Known for his commitment to safety, collaboration, willingness to help, kind personality and genuine smile, Commander Penn was named the Commander of DPD Dis-

trict Five in 2022. There he continued his pursuit of connecting with members of the community, which he did through consistent and meaningful community meetings and events, making himself available to those he served, connecting with the various stakeholders that make up the great District Five, and much more.

“Marion Penn is truly one of the most unique individuals I have had the pleasure of serv-

ing beside,” said Denver Police Chief Ron Thomas. “Having been the Commander of District Five myself, I understand all the great things that make it exceptional. Therefore, when it was time to name a new commander, I knew that Marion would be the best person to oversee this amazing district.

He will be missed.”

Under his watch, northeast Denver received a new world-

class district station that allows for quality community engagement and a top-notch facility for those working at the district station.

started in 2011 with the goals of interrupting the cycle of violence, dismantling systems of inequity, and supporting cities and counties as they invest in new infrastructures that creates real opportunities that allow young people and the communities they live in to be safe, healthy, and hopeful. On March 18th, Cities United visited Denver, which is one of its Partner Cities, for a listening and learning session at the FreshLo building in Montbello.

“Attending the conference allowed me to gain a deeper understanding of youth safety and violence, and how important it is for young people to have a voice in shaping solutions within their communities.

I was able to connect with other youth and leaders who are passionate about creating change, which made me feel inspired and empowered. Partnerships like the one between MOC and Safeway demonstrate what is possible when organizations move beyond “What if they say no?” and consider a different question: “What if they say yes?”

As the Montbello Organizing Committee (MOC) worked to launch the Denver Table Fresh Food Market, the organization faced a common nonprofit challenge: securing the equipment and infrastructure needed to serve the community. Rather than viewing the need as a barrier, MOC explored potential partnerships with businesses that might have resources available.

One opportunity emerged through Safeway. With several stores closing throughout the Denver metro area, MOC reached out to inquire whether equipment, shelving, and other materials could be repurposed for community benefit instead of being discarded. The request required persistence and follow-up, but it ultimately

opened the door to a valuable partnership.

Because the ask was made, MOC gained access to equipment and resources that helped support the development of its community grocery initiative.

The benefits extended beyond MOC to other nonprofits throughout Montbello and the Denver metro area. The Struggle of Love Foundation, Southwest Food Coalition, Food in Communities, The Table Urban Farm and Clayton Food Pantry were also able to secure donated resources from the closed stores.

The experience highlights an important lesson for both nonprofits and businesses.

Nonprofits often have innovative ideas and pressing community needs but may lack the resources to fully realize their vision. Businesses frequently have expertise, materials, facil-

FreshLo Hub: Building Community, Opportunity, and Belonging in Montbello Michelle Mendoza In the 18 months since the first residents moved in, the FreshLo Hub has become a cornerstone of the Montbello community – a place to call home, connect, and build a stronger future together. What started as a bold vision has quickly grown into a vibrant community space that reflects the pride, culture, and resilience that have always defined Montbello. From the modern apartments to the welcoming shared spaces downstairs, the development represents something many residents say Montbello has deserved for a long time: intentional investment that centers on the people who already call the community home.

Ariel Elliott-Dawson, owner of Ariel’s Café and a Montbello resident, believes FreshLo represents the kind of investment residents have been requesting for years.

“It’s allowed people to see that this is possible and that investment dollars are going into and staying in the community,” Elliott-Dawson said. “I live in the community, I work in the community, I pay taxes in the community, and my kids go to school in the community.”

For years, the Montbello Organizing Committee (MOC) has worked to advance affordable housing, economic opportunity, and community-driven development. FreshLo is one of the clearest examples yet of what can happen when the

community leads the vision.

More than just a housing development, the space was created to support the whole person physically, emotionally, socially, and economically.

That vision extends directly into entrepreneurship and economic empowerment. FreshLo includes Business Accelerator spaces designed to help local entrepreneurs launch and grow businesses while remaining rooted in the community. For Shalone Bowen, owner of La La Fashions and one of FreshLo’s earliest residents, the opportunity to live and work in the same building has been transformative.

Living at FreshLo has also strengthened her connection to neighbors. Through her work and community involvement, Bowen has become a familiar face throughout the building,

“Moving into FreshLo Residences helped me save money,” Bowen said. “I save about $500 a month, and I budget. I take mentor classes, and they help me, even with the business.”

Bowen’s business, La La Fashions, began as an effort to help women leaving incarceration find clothing and confidence, and has grown into a business that supports families throughout the community.

“It’s not just fashion,” Bowen explained. “It’s about

helping connect residents with resources and support.

“I carry resources with me because I like to see families be successful,” she said. “We can work together to help families.”

The sense of connection Bowen describes can be felt throughout FreshLo. Residents regularly gather in common spaces, attend community events, and build relationships that extend beyond simply sharing the same address. The development was intentionally designed to foster those inter-

actions, creating opportunities for neighbors to support one another and grow together.

One of the spaces where those connections happen most naturally is Ariel’s Café on the first floor. Throughout the day, residents, students, professionals, and community leaders stop in for coffee, meetings, and conversation. The café has quickly become a gathering place where relationships are built and community connections continue to grow.

The FreshLo model has also helped remove barriers that often prevent entrepreneurs from opening businesses in their own communities. Affordable commercial space and community-centered support have made it possible for local business owners to invest in themselves without taking on overwhelming financial burdens.

“We’ve seen growth in ways where we wanted this type of development so that we don’t have to go outside the neighborhood,” Elliott-Dawson said.

For prospective residents, the most important thing to know is that FreshLo is far more than just an apartment building. It’s a place where housing, entrepreneurship, wellness, and community all come together under one roof.

Residents build relationships, support one another, and remain connected to something larger than themselves.

On February 28, more than 150 community members participated in a Community Clean-Up Day in partnership with Denver Police District 5.

Volunteers helped remove litter, beautify public spaces, and demonstrate the pride residents have in keeping Montbello clean and welcoming.

Efforts to expand and care for green spaces have continued throughout the neighborhood. Earlier this spring, students and volunteers gathered at Marie L. Greenwood Academy to mulch trees and improve landscaped areas, contributing to the long-term health of Montbello’s urban canopy while creating handson environmental learning opportunities for youth.

A special milestone was celebrated on May 20 with the official naming of the school’s Pocket Forest. Elementary students at Marie L. Greenwood helped select the name, “The Greenwood,” for the growing urban forest space. The Greenwood pocket forest serves as both an environmental asset and an outdoor classroom where students can connect with nature and learn about environmental stewardship.

Marie L. Greenwood students also recently participated in a Garden Discovery Adventure at the EOTO garden.

Guided by dedicated volunteers, first graders explored composting, planted Alaska pea seeds, created wildflower seed paper to take home, and enjoyed a collection of gardenthemed books. The activity provided hands-on opportunities for students to learn about gardening, nature, and caring for the environment while fostering curiosity and creativity.

Summer employment can be a powerful first step for young people as they build confidence, gain experience, and explore future career interests.

Whether applying for a first job or a summer internship, preparation can make all the difference.

A strong job search starts with identifying opportunities that match a young person’s interests and goals. Youth should look for openings at community organizations, local businesses, recreation centers, and summer programs, and apply early. Keeping track of deadlines, required documents, and follow-up steps is also important.

When completing applications, attention to detail matters. Youth should read

each question carefully, answer honestly, and make sure their contact information is correct.

Even if they have not had a formal job before, experiences such as volunteering, helping family, participating in school activities, or taking on leadership roles can demonstrate responsibility, initiative, and work ethic.

Preparing for interviews is just as important. Youth should be ready to talk about why they want the opportunity, what strengths they bring, and how they work with others. Practicing common interview ques-

tions ahead of time can help reduce nerves and build confidence.

Children’s Farms in Action offers a great example of how youth employment programs can make the hiring process more supportive and meaningful. For its 10-week paid summer garden internship, CFA uses a peer-led approach in which returning interns help facilitate and evaluate candidates. This helps applicants feel more at ease while giving them insight into the program from peers with lived experience.

At the same time, returning interns gain valuable professional development. By participating in interviews, they learn what employers look for, how candidates are assessed, and

how to ask thoughtful questions. Every application and interview is a chance for youth to learn, grow, and prepare for what comes next.Y

In the book, “The Four

Pivots: Reimagining Justice, Reimagining Ourselves,” Dr. Shawn Ginwright says, “Rest inequality is the gap in the quality, duration, and amount of rest we get. It is created and maintained by structural inequality and is not simply the result of personal choice as some would have you believe…We all have the right to restore ourselves, and rest can be an act of justice.” When we feel overwhelmed by what is happening in the world around us, whether that is community violence, worry about food and housing, or larger political issues, rest is essential to our ability to keep moving forward. It is not a reward that must be earned but a basic human need.

How Do We Cultivate Rest?

• Start small by building in brief pauses during the day, such as taking three deep breaths, stepping outside for fresh air, or sitting quietly for five minutes.

• Create routines that help signal when it is time to rest.

Dim the lights in your home, turn off screens, etc.

• Pay attention to what actually replenishes you. For some people this is sleep, for others it may be solitude, time with loved ones, gentle movement, or doing something creative without pressure.

• “No.” is a full sentence.

Set boundaries where you can by saying no to nonessential demands, taking breaks without apology, and remembering that constant availability is not the same as care.

• Practice shared rest by checking in with one another, encouraging breaks, and helping create spaces at home, work, and in community where people can pause and feel supported.

When we make room for rest, we create the conditions for healing, creativity, and resilience. We also send a powerful message to ourselves and to one another: that our wellbeing matters, that our humanity matters, and that we do not have to be depleted to be worthy.Y

Why Healthy Food for Denver’s Kids Matters More Than Ever Laine Cidlowski, Food Policy Consultant

Healthy Food for Denver’s Kids (HFDK) Initiative is a taxpayer funded program that gives grants to Denver schools and nonprofits for providing healthy meals and snacks and gardening and nutrition education to Denver’s youth. HFDK was approved in 2018 via a ballot measure, establishing a 0.08% sales and use tax that

generates $11-16 million annually. These funds are distributed as grants to nonprofits and schools to provide healthy food access, hands-on education in nutrition and gardening, and support for purchasing local Colorado food, primarily benefiting low-income youth. Since 2020, the initiative has granted $110 million to over 100 organizations.

The HFDK program is scheduled to end in 2029; however, rates of food insecurity remain high in Denver. Data from the Denver Department of Public Health and Environment’s recent survey from November 2025 show that food insecurity is widespread, with 37% of adults reporting cutting or skipping meals because they did not have enough money for food, and 19% of parents reporting the same for their chil-

A renewal coalition, led by groups like the Montbello Organizing Committee, and Southwest Food Coalition, and others is forming to propose a new ballot measure for 2027.

This effort involves collecting community feedback to determine potential changes to the current program, such as expanding the scope to serve additional populations (e.g., seniors, unhoused adults) or addressing root causes of hunger. The campaign is actively seeking partners and volunteers, anticipating a need for campaign funds or in-kind support, and is asking individuals
