LETTER FROM THE MAYOR Gerard Hudspeth Mayor of Denton Greetings Denton!

Over the past several weeks, we’ve celebrated some important achievements as we continue to invest in and support our people! I am proud to recognize the recent efforts of our Parks and Recreation team. The City of Denton Parks and Recreation Department earned national accreditation for standards of excellence through the Commission for Accreditation of Parks and Recreation Agencies (CAPRA). The accreditation was awarded at the annual National Parks and Recreation Association (NRPA) conference.

CAPRA recognizes Parks and Recreation departments that: • Meet rigorous standards, • Prove their commitment to industry best-practices; and • Participate in a thorough review by CAPRA officials Denton joins approximately 200 agencies from across the country as recipients of this designation and they continue to elevate their standards and provide the highest quality programs and services to our community.

On April 8, 2024, the total solar eclipse will be visible. Denton is very close to the line of full totality. Be on the lookout for programming related to this unique astronomical event, as it will not occur again until 2045. Our partners at Discover Denton will be selling glasses while supplies last!

Lastly, I would like to extend my sincere gratitude to the Denton voters for exercising your right to vote. Every voter’s choice has an impact on the future of our city. Denton Holiday Lighting Festival Hosted by Denton Holiday Light Festival Association, Inc.

Wreaths Across America Ceremony

There will be live local music, food, pictures with Santa, rides, and much more! The event is free with some food and activities available for purchase. New this year, the event will be moved to Saturday, Dec. 2.

North Lakes Recreation Center is a 17,417-square-foot facility with a cardio fitness equipment room, a weight room, an indoor basketball court, and three multi-purpose rooms that are available to rent.

OPERATING HOURS

The cardio fitness equipment room features treadmills, elliptical trainers, recumbent bikes, stair master, and a rowing machine. The weight room features Precor and commercial-grade strength training machines, Olympic weight bars, free weights, power racks, a smith machine, cable pulls, and incline and flat weight benches.

OPEN GYM HOURS

Visit North Lakes to use our fitness equipment, attend over 25 group exercise classes per week, play basketball or pickleball, or learn a new skill. We also have karate classes, CPR certification classes, sports skills classes, and more.

Denia Recreation Center is a 17,417-square-foot facility with a combined cardio-weight room, indoor basketball court, a game room with a public computer, an indoor rock climbing wall, eSports lounge, and three multi-purpose rooms that are available for rentals.

OPERATING HOURS

Denia Rec Center’s 20-foot rock wall uses top-rope climbing and offers free climbing or belay assistance.

The person belaying must be certified through Denia Recreation Center. Contact the center to inquire about upcoming classes.

DENTON CIVIC CENTER The Historic Denton Civic Center was designed by renowned Texas Architect O’Neil Ford. It is centrally located near downtown Denton in beautiful Quakertown Park. The Civic Center is available for a variety of rentals. Schedule a time to tour the facility and to meet with a Civic Center team member who will help bring your event vison to life.

ROTUNDA

The focal-point of the Denton Civic Center, the 9,000-square-foot indoor rotunda, is the perfect venue for a wide range of events, such as trade shows, banquets, conferences, town halls, conventions, community events, wedding receptions, quinceañeras, live performances, reunions, proms, and social events.

The rotunda can accommodate up to 1,000 guests or 600 seated.

We offer a variety of health and fitness programs throughout each of our recreation centers. From Group Exercise to running to personal training, there is something for everyone. Stop by any of our recreation centers and find your fit!

Bring your children while you work out! North Lakes Gym Child Watch offers a clean and safe environment for your kids to socialize, interact, use their creativity, and most importantly, have fun. For children ages 8-weeks to 11 years old. Free with a parent’s three-month or oneyear gym membership. $10 per month, per family with parent’s one-month gym or group exercise membership.

Drop-in $5 per child.

Smart Start

Smart Start is a one-time, 90-minute personal training session designed to set you on the right path to using the weight room and cardio equipment independently, with a personalized workout plan.

The session will include an individual fitness assessment. The assessment is a recommended starting point for any fitness or weight-loss program. It is used to gauge your current fitness level, identify any health problems that may manifest during exercise, and set benchmark “before” body measurements to compare against future body measurements as you progress.

The results of this assessment will assist your Personal Trainer in developing a customized workout plan. During this assessment a trainer will administer a questionnaire to help establish your goals and expectations, as well as discuss any health issues that need special attention.

You and your trainer will go through a weight room orientation to get familiar with the machines and get the proper settings and weight for your custom program.

Your program will be built and emailed to you so you can get started comfortably on your own.

GROW with Parks and Recreation

Denton Urban Forestry Program Growth in 2023 During this past year Denton was recertified for the 32nd consecutive year as a Tree City USA and received our 13th Growth Award. Having received more than ten growth awards, the City of Denton joins an elect group of cities who have been recognized as a Sterling Tree City USA. To learn more about the standards that cities must meet to attain Tree City USA standards and to receive Growth Awards, please visit www.arborday.org/programs/treecityusa.

This year, Parks and Recreation also completed the first comprehensive inventory of trees in maintained areas of parks, city properties, and public rights-of-way, as required by the 2020 Urban Forest Master Plan (UFMP). The inventory was performed using a NASA-grade mobile lidar system mounted to a vehicle. This system uses lasers to build a three-dimensional image of each tree and determines the trees diameter, crown height, tree height, species, condition, GPS location, and environmental value Denton is the first city in Texas and one of the first in the United States to inventory trees using this method. We also continue to plant trees in parks, and center medians with an emphasis on providing additional shade to patrons, particularly over paved areas. Planting shade trees also helps to grow our tree canopy. Creating a larger and more comprehensive tree canopy helps mitigate the Urban Heat Island Effect, a phenomenon caused by the radiation of heat from unshaded concrete surfaces across urban areas.

American Red Cross Adult & Pediatric First Aid/CPR/AED Course

Adult and Pediatric First Aid/CPR/AED blended learning or in-person course equips students to recognize and care for a variety of first aid, breathing, and cardiac emergencies involving adults, children, and infants.

It is designed for students who need a certification that satisfies OSHA, workplace, or other regulatory requirements. This class can be taught in a blended learning format and the online portion (accessed via mobile, desktop, or tablet) must be completed prior to attending the instructor-led skills session. Upon successful completion, a valid 2-year digital certificate for Adult and Pediatric First Aid/CPR/AED is issued.

Students, grades 4-6, are empowered with safety training that that will help them be prepared to stay home alone.

Parents can use this class to help students practice safe habits such as how to handle common household emergencies or how to address illness or injury as this class helps prepare students to be safe while home alone, watching younger siblings, babysitting other children, and includes information and skills practice related to safety skills, first aid and rescue skills, as well as life and business skills.

Whether it’s a holiday, winter break, or teacher workday, we’ve got you covered! We are jam-packed each day with physical activities, creativity, and play. We offer a variety of fun and enriching activities as well as field trips. Our team has site supervisors and staff that recieve in-service and defensive driving training, and are required to pass a drug test and a criminal background check. Your kiddos are sure to have fun and make memories!

Summer Camps will be viewable in our online catalog in March 2024. Registration will begin April 8 at 8 a.m. We will offer a variety of summer camps including but not limited to sports camps, day camps, outdoor camps, and STEM camps. This is a great opportunity for your kiddos this summer!

Free Camp Scholarship Application In-Person Help

This scholarship offers up to 10 weeks of full-time childcare for ages 3-15. There are eight options of camps in the City and all include field trips.

We’re the perfect balance between extended learning and fun. In addition to homework supervision, we offer recreational activities, intramural leagues, arts and crafts, field trips, “brainy bowl” and more. Of course, it’s never a party without a DJ and dance contests! No need to buy dinner on the way, because two slices of pizza and a drink are included in the $25 registration fee. Concessions and glow novelties are available for purchase. Prices range from $1-$5.

Great American Cleanup

Each year, KDB mobilizes more than 1,000 volunteers improve the beauty and health of the Denton community.

Denton’s 36th Annual GAC begins with litter cleanups at assigned locations throughout the city. Followed by a Volunteer Appreciation Party including free lunch for volunteers, music, kids’ bounce houses, family-friendly activities, and educational booths. Tree Rebate Program

Increase the value of your property and improve the livability of our city by planting trees! Denton utility customers can apply for a rebate for each qualifying native or adapted tree purchased. Visit www. dentontreerebates.com for step-by-step instructions, an updated list of qualifying trees, and to apply. Tree Rebate applications are accepted Oct. 1, 2023 through May 15, 2024 while funds are available.

To prioritize plantings in response to tree loss due to winter storms and the Emerald Ash Borer (EAB), Keep Denton Beautiful and the City of Denton are encouraging residents to purchase and plant larger trees with more rebate options. A tree rebate will be available in the following gallon-size increments. Rebate amounts are per tree size and limited up to 2-5 trees with a maximum of $500 total per applicant/application period. g

United In Play For All In times like these, it’s the perfect time to unite. There are so many reasons for people to come together, yet, the small things continue to divide us. Aesop said, “United we stand and divide we fall.” It is this sentiment that should remind us that when we come together anything is possible.

There may be a million questions running through your head as to how you, an individual, can make a difference. The simple answer is one step at a time. Take a moment to do something out of the normal routine. This first step may seem uncomfortable, but it does not have to be. For example, if you like the outdoors, visit a different park or trail. Of course, the differences usually caused by anxiety will rush to the forefront of your mind. Just wait a moment and breathe, then allow yourself to see the similarities. The similarities normally far outweigh the differences. The great part is this exercise can be done anywhere.

As the world changes, so should we. After stepping out of your comfort zone, inventory what you hear and see. There is so much power in communication and art, music, dance, language, class, ethnicity, and food are a few cultural ways to unite. As with music, our lives are rhythmic and together we can create positive tapestries for everyone to see. The unique differences that are brought to the table breathe life into diversity.

With the proper movements, we create harmonies that show a united front and protect our neighborhoods and city. Our harmonies are driven by heartbeats of love, pride, and belonging. As we unite, our journey collides, and we have a syncopation that culminates in a measure of love.

Funding for our projects is received from various revenue sources provided by local, state, and federal levels of government. Here’s a little bit of information regarding each funding source.

Tax Revenues & Capital Funding

Parks and Recreation receives a specific amount of budget each fiscal year from General Fund allocations which mostly come from sales and property tax sources. Most of this funding mechanism is used for the operations which include maintenance of our parks system. In addition, every fiscal year a certain amount of capital funding is provided to various departments for infrastructure/asset improvements. This source helps fund existing maintenance/improvement projects within our parks system.

Hotel Occupancy Tax (HOT Funds)

This source is made up by Denton visitors, hotel rentals, or short-term rental in the city. State law requires that HOT funds be used to support and enhance local tourism. The Parks and Recreation Department uses HOT funds to support public art, a usage that is clearly supported by HOT fund guidelines developed by the Texas State Comptroller.

Development Fees

These fees are charged to developers to account for the additional parks amenities that residents in new neighborhoods will need. The Parkland Dedication Ordinance supports the opportunity for land dedication and supports charging developers a fee to offset the cost of transforming new or existing parkland to support additional users. Often, this funding source is referred to as 915/916 due to the respective accounts where the money is deposited.

Bond Initiatives

The City uses bond funds - essentially loans taken out against the value of the City’s continued ability to receive tax revenue and voted on by Denton residents to fund capital improvements that will have a long lifespan. In the Parks Department, bond funding often support land purchases, the construction of new recreation centers, and similar vertical construction programs. Sometimes, bond projects have a public art component attached to each specific construction project to enhance the aesthetic design associated with that project.

Grants

Staff is constantly assessing opportunities for various forms of funding to maximize resources and limit the burden of our city’s tax dollars by applying for various grant programs that are offered from local, state, and national organizations such as: Texas Parks and Wildlife, National Park Service, Texas Department of Transportation, North Central Texas Council of Governments, Texas Commission on the Arts, and U.S. Department of Housing and Urban Development.

Denton Parks Foundation

This organization occasionally receives private donations from individuals and foundations that can be identified for specific park projects. Past projects include the North Lakes dog park, Eureka 2 playground, and the Denia softball complex.

Other Funding Sources

The department receives funding from two separate trust funds. McKenna Trust Fund & the Parks Gas Well fund. The McKenna Trust Fund was established by George McKenna, and upon his death this bequest provided for the continued maintenance and improvements at McKenna Park. The Parks Gas Well fund includes revenues accruing to the City for natural resource extraction from park properties. It is important to note that this does not mean that there are active gas wells on Parks properties, but instead that the Parks and Recreation department is receiving royalties for resources that lie beneath park lands.

Sometimes the Parks and Recreation department receives funding from the federal government for specific purposes. This was the case when Parks received funding through the American Rescue Plan Act (ARPA), to encourage economic recovery after COVID-19.

Master Plan Projects Librada “Lily” Cantu Inclusive Playground

Summer 2023, the project commenced with public engagement set to begin soon. It focuses on creating a universally accessible, sensory-rich play space for children of all ages and abilities, including those with physical, mental, vision, and hearing disabilities. The project includes master planning, design, and construction plans.

Aquatics Master Plan

Last fall 2022, Parks and Recreation staff began gathering information from residents, aquatics users, and community partners (DISD, UNT, and TWU) to plan for the future. The purpose of the plan is to identify opportunities to outline and prioritize the capital needs in the area of aquatics for the community over the next 10 years.

Hickory Creek Trail Master Plan

The trail length is estimated to be between 12-16 miles. The trail’s starting point is from Old Alton Bridge/Guyer HS with the endpoint being at US 380. The path is proposed to go through various City land, Cole Ranch Development, and other private developments. This project is currently underway.

Chairy Orchard

City of Denton Parks and Recreation staff swiftly secured key Chairy Orchard pieces, such as the “Very Big Chair,” sculptural chair archway, love lock display, and more, recognizing their significance as Denton landmarks. We’re now working on plans to make these elements accessible for public enjoyment.

Audra Oaks Park

In 2021, we acquired a 5.19-acre lot for Audra Oaks Park through a local partnership. This winter, we’ll begin the master planning process in collaboration with the community. While we’re still seeking funding for the construction phase, the park is envisioned to feature a playground, trail, pond, and open play spaces.

Bonnie Brae Sculpture & Sycamore Street Bridge Mural

The Bonnie Brae Sculpture will be placed at the corner of Bonnie Brae Street and Old Bonnie Brae Street, north of Vintage Boulevard, with a theme centered on North Texas wildlife. Also, the Sycamore St. Mural, on the walls of a bridge near S. Crawford St. will feature monarch butterflies and appealing flowers to catch the eye of pedestrians, cyclists, and drivers. Both projects have been awarded to artists, and they are expected to be completed in spring 2024.

Joe Skiles Park

Construction is underway and the proposed project improvements consist of a loop trail around the perimeter of the property, irrigation, installation of trees and turf, new 2-5-year-old play structure, court fencing replacement. It is anticipated that the full completion of this project would conclude by early summer 2024.

Carl Young Sr. Sprayground Phase 2

The expansion of the sprayground is officially underway and will feature new elements that were selected by the Denton community. We’re aiming to have the splash pad up and running in time for the summer of 2024!

Eagle Creek Trail

The City of Denton obtained parkland through a collaboration with a developer near Denia Park. As part of the agreement, the developer is constructing a trail connecting Parvin Rd. to Roselawn Dr., which is currently under construction and anticipated to be finished by this winter.

Fred Moore Park Improvements

The Parks and Recreation department received a Community Development Block Grant (CDBG) for several improvements at Fred Moore Park. These include adding a sidewalk from the park to the softball field to improve ADA access, replacing a pavilion near the basketball court, and installing a pergola at the American Legion Hall.

These improvements are scheduled to begin this winter/spring 2024.

Texas Parks and Wildlife Grants

Parks and Recreation staff has submitted two grants to Texas Parks and Wildlife and is expected to be notified by spring 2024. The applications will help fund the installation of two new fishing and ADA kayak launch docks at North Lakes Park and Lake Forest Park, as well as an ADA kayak launch at the existing fishing dock in South Lakes Park. In addition, the improvements of Briercliff Park which include the construction of a new splash-pad, enhanced trail, and new playground structure.

Denia Park Improvements

Anticipated park enhancements include a loop trail, connection to Eagle Creek neighborhood, irrigation, tree planting, softball field improvements, and ADA accessibility. These plans are currently under design and expect for the construction to immediately follow the completion of the plans which is expected to begin spring/summer 2024.

Villages of Carmel Park Construction

In 2022, Parks received a $621,563 grant for the future construction of Villages of Carmel Park. The park features a loop trail, lighting, playground, and refurbished barn pavilion. Staff is finalizing the details to begin the construction process and anticipates starting spring/summer 2024.

Pecan Creek Grant - TxDOT Grant Application

On June 5, 2023, staff officially submitted a grant application to secure funding for 3.1 miles of vital segments on the Pecan Creek Trail. On Oct. 26, 2023, the Texas Transportation Commission approved a historic $345 million for various pedestrian and bicycle projects throughout the state, awarding a total of 83 projects. The application submitted was among the 83 and we are set to receive a $10.9M grant towards the construction and design of phases 1, 3, and 4a within the Pecan Creek Trail.

Lake Forest Park Improvements

In spring 2021, the City began upgrading Lake Forest Park, completing dam rehabilitation and other work in July 2023.

The Parks Department used project savings to address ADA compliance, safety, and maintenance. This included adding spillway fencing, replacing a narrow sidewalk with a wider, more accessible one, addressing erosion, and adding benches. Collaborating with the Texas Parks and Wildlife Department improved the lake’s aquatic habitat. In August 2023, the Parks and Recreation Department replaced a narrow trail with a wider one, incorporating glow-in-the-dark stones, and applied for a grant to add a fishing dock.

McKenna Park Improvements

Improvements to McKenna Park were completed this fall and included. the addition of a performance boulder area located at the old playground footprint, installation of a retaining wall and drain inlets near the playground to assist with erosion issues, addition of concrete pads for the trash receptacles around the park, and replacement of fencing around the basketball court.

Denton Tennis and Pickleball Center & “Serve” Sculpture

The center had its grand opening on Oct. 14, offering 12 tennis and 8 pickleball courts for all ages. It also features a unique sculpture called “Serve,” created by local artist Christine Sanders in collaboration with 23 Design Co. The sculpture showcases two interlocked rackets with mosaic tilework, elegantly intertwined within a helix of tennis balls, adding a creative touch to the facility.

Sequoia Park Improvements

In Sept. 2023, the master plan for Sequoia Park was completed, adding a pavilion, picnic tables, and upgrading the playground. This project, initiated in 2021, involved community engagement and secured grant funding from the Community Development Block Grant (CDBG) program.

The project was split into two phases, with the first phase completed in July 2022, featuring a play structure for 2-5-year-olds and trail connections. The second phase, which included a playground for 5-12-year-olds and a pavilion with picnic tables, was finished in September 2023, with a grand opening on September 23.

PARK & PLAY Last fall, Denton Parks and Recreation launched a new mobile recreation unit called Park & Play. This program utilizes a retired Fire Department ambulance that was set to be auctioned and transformed it into an active recreational vehicle of fun and excitement! To match its new mission, the former ambulance has been wrapped with recreational themed vinyl designs promoting many of the aspects of what Parks and Recreation offers to the community along with a snap shot of “Reddy the Redbird”.

The vehicle has been filled with outdoor play equipment and is designed to provide recreational opportunities for children, adults, families and friends. This past fall, staff visited a number of parks and provided both drop-in and structured play activities for all in attendance. Pavilion Rentals

Pavilions are available at North Lakes, South Lakes, McKenna, Fred Moore, Avondale, Denia, Mack, Joe Skiles, Briercliff, Owsley, Nette Shultz, MIlam, and Lake Forest Parks.

Skate Park

The skate park is a public park and features a series of ramps and rails at varying heights, including a corner bowl, 3 foot and 5 foot half pipes, a fun box with a half pyramid, and a covered picnic area.

Disc Golf Courses

North Lakes Disc Golf Courses are located at the corner of Bonnie Brae Street and Windsor Drive. The courses are free and open to the public daily.

Aquatics Facility Rentals

We have three different facilities with available afterhours rentals depending on the season. Each facility offers different amenities that come along with the rental.

Civic Center Pool Various fields and courts are available for practice rentals. Available seasonally for after-hours rentals 515 N. CANCELLATION We reserve the right to cancel a class/activity that does not meet menimum registration.

REFUND A refund or credit equal to the registration fee will be given as long as the participant withdraws by the deadline. For special circumstances, please contact the activity’s supervisor. Memberships are nonrefundable.

PRIVACY By participating in Denton Parks and Recreation programming and events you consent to having your photograph taken for marketing purposes.

Scholarship Information

Through partnership with the Denton Parks Foundation, we offer a variety of scholarship options for the Denton community to enjoy all of our programs. Scholarships are available for low to moderately-low households. Each qualifying individual will recieve $150 per year to apply towards 50% off any program.

National Recreation and Park Association Gold Medal Winning the gold medal is the ultimate award for a parks and recreation department. Denton has been awarded the gold medal three times; 1985, 1989, and 2003. The department was a finalist in 1984, 1986, 1987. 1988. 2000, 2001, 2002. Today, an organization must wait three years before reapplying for the gold medal. Only a handful of departments have won the award more than three times since its inception.

Texas Recreation and Parks Society Gold Medal Winning the TRAPS Texas Gold Medal is the ultimate award in the State of Texas for a parks and recreation department. Denton has been awarded the gold medal two times; 1989 and 1994.

This accreditation also provides a platform for Denton’s park professionals to grow, learn, and inspire to be the best they can be.
