LETTER FROM THE MAYOR Gerard Hudspeth Mayor of Denton Hello Friends and Neighbors!

Our goal is to create a connected and healthy community, and Denton’s nationally recognized Parks and Recreation Department is leading the way. Whether you are interested in trying a new class, taking part in a fun experience with friends, or registering for a family-favorite activity, we have something for everyone. We offer a range of programs, and I invite you to explore these upcoming opportunities. The newest edition of our Play Guide outlines the available programming and can serve as a starting point for residents on their journey to enjoying an active lifestyle.

I am also proud to share with you two recent accomplishments within our parks system.

1. In early February, we dedicated the City’s first free-standing outdoor Automated External Defibrillator (AED) at South Lakes Park in partnership with the Dorrell Family and the #RunforDylan Foundation. This AED was installed in memory of Dylan Dorrell, a Guyer High School student who passed away of sudden cardiac arrest at the park in 2020. It is the goal of this project to increase safety within South Lakes Park and to create awareness of life-saving actions and the importance of heart health. The current installation is a pilot project, and Parks and Recreation staff hopes to install similar pedestals at other locations in the future.

2. The Parks and Recreation Department was recently notified of a series of significant grant awards. Last fall, they were awarded a $10.9 million TxDOT grant for the development of Pecan Creek Trail. More recently, the Department received two grants from the Texas Parks and Wildlife Department (TPWD) – a $750,000 grant for significant improvements to Briercliff Park that will include a new sprayground, improved playground, trail expansion, and other enhancements, and a subsequent planning grant to support kayak launches at South Lakes Park, North Lakes Park, and Lake Forest Park.

I commend our Parks and Recreation staff on their consistent hard work and dedication to delivering high-quality activities for all of Denton to enjoy. Join us for our 26th annual Liberty Run 5k and 1-mile walk. The entry fee includes a race t-shirt and race bag.

Participants who complete the 1-mile walk will receive a race medal; participants who complete the 5k will have a chance to win a 1st - 3rd place medal. Three awards to be given out during awards for the three most festive runners!

Yankee Doodle Parade

Join us this year for a live parade. Deck out in red, white, and blue for this patriotic occasion, or watch from your lawn chair on the Denton Square as the parade rolls out.

The parade route begins near the Wells Fargo building at Austin St. and Hickory St., continues around the square, then down McKinney St. to the Denton Civic Center.

Sign up your organization or business to be in the parade and choose one of the parade themes to win the decorating contest. Registration closes on June 24.

Special Event Permits are required for a temporary event, gathering, or organized activity that meets one of the following criteria: 1. 200 or more attendees 2. Closing or impacting a public street, sidewalk, or trail 3. Blocking or restricting city-owned property 4. Sale or distribution of merchandise, food, or beverages on city-owned property 5. Erection of a tent equal to or greater than 400 sq. ft. in area 6. Installation of a stage, or similar structure 7. Placement of portable toilets on city-owned property 8. NORTH LAKES RECREATION CENTER

North Lakes Recreation Center is a 17,417-square-foot facility with a cardio fitness equipment room, a weight room, an indoor basketball court, and three multi-purpose rooms that are available to rent.

OPERATING HOURS

The cardio fitness equipment room features treadmills, elliptical trainers, recumbent bikes, stair master, and a rowing machine. The weight room features Precor and commercial-grade strength training machines, Olympic weight bars, free weights, power racks, a smith machine, cable pulls, and incline and flat weight benches.

OPEN GYM HOURS

Visit North Lakes to use our fitness equipment, attend over 25 group exercise classes per week, play basketball or pickleball or learn a new skill. We offer classes in karate, dance, sports skills, CPR certification and more.

Denia Recreation Center is a 17,417-square-foot facility with a combined cardio-weight room, indoor basketball court, a game room with a public computer, an indoor rock climbing wall, eSports lounge, and three multi-purpose rooms that are available for rentals.

OPERATING HOURS

Denia Rec Center’s 20-foot rock wall uses top-rope climbing and offers free climbing or belay assistance. The person belaying must be certified through Denia Recreation Center.

HIGHLIGHT

Denton Teen Council is open to teens living within the City of Denton or attending Denton ISD schools and was developed to provide teen perspective regarding programming and community issues related to the Parks and Recreation Department. Teen Council runs September – May each year.

DENTON CIVIC CENTER The Historic Denton Civic Center was designed by renowned Texas Architect O’Neil Ford. It is centrally located near downtown Denton in beautiful Quakertown Park. The Civic Center is available for a variety of rentals. Schedule a time to tour the facility and to meet with a Civic Center team member who will help bring your event vison to life.

The focal-point of the Denton Civic Center, the 9,000-square-foot indoor rotunda, is the perfect venue for a wide range of events, such as trade shows, banquets, conferences, town halls, conventions, community events, wedding receptions, quinceañeras, live performances, reunions, proms, and social events.

The rotunda can accommodate up to 1,000 guests or 600 seated.

INSTRUCTOR SPOTLIGHT Meet Yvonne Kendricks

Yvonne has been teaching classes for Denton Parks and Recreation since February 2022 and currently teaches Silver Sneakers Fundamentals at the American Legion Hall Senior Center. Yvonne decided to become a group exercise instructor because she wanted to better the health and strength of active adult patrons. One thing she loves about teaching for Denton Parks and Recreation is the positive feedback from the patrons that they feel healthier, stronger, and more energized. Yvonne certifications include: Silver Sneakers Nutrition as We Age Member Engagement Workshop, Silver Sneakers Muscular Power, Silver Sneakers Osteoporosis and Exercise, Silver Sneakers Classic, and Silver Sneakers Foundations.

UNITE with Parks and Recreation

United In Play For All In August 2020, the Denton community experienced a profound loss when 17-year-old Dylan Dorrell tragically passed away due to sudden cardiac arrest during a cross-country practice at South Lakes Park. Turning this heart-wrenching incident into a catalyst for change, Dylan’s parents established the Run for Dylan Foundation, with a mission to prevent such tragedies from happening to another child.

Since its inception, the Run for Dylan Foundation has raised funds to install AED Save Stations in Denton parks and offer free heart screenings. The aim is not only to honor Dylan’s memory but also to ensure the safety of other young athletes and community members. The foundation’s dedication has touched the hearts of many, and their efforts have gained momentum over the years.

In a momentous event on Feb. 2, 2024, the City of Denton, and Run for Dylan Foundation celebrated the installation of the first free-standing AED Station at South Lakes Park. This AED station represents a lifeline for the community, providing immediate assistance in case of cardiac-related emergencies and exemplifying the power of collective action.

The city of Denton has played a pivotal role in this community-driven initiative, collaborating closely with the Run for Dylan Foundation for four years. This new partnership showcases the city's commitment to the well-being of the community and its ability to unite residents in times of need. The installation of the first AED Save Station at South Lakes Park marks a significant step toward creating a safer environment for all, reflecting the strength that emerges when a community unites for a common cause.

In JCTP players will learn how to build a point, how to manage their emotions, develop different levels of conditioning (strength, endurance, and cardio) and develop leadership skills.

Adult and Pediatric First Aid/CPR/AED blended learning or in-person course equips students to recognize and care for a variety of first aid, breathing, and cardiac emergencies involving adults, children, and infants.

It is designed for students who need a certification that satisfies OSHA, workplace, or other regulatory requirements. Upon successful completion, a valid 2-year digital certificate for Adult and Pediatric First Aid/CPR/AED is issued.

Whether it’s a holiday, winter break, or teacher workday, we’ve got you covered! We are jam-packed each day with physical activities, creativity, and play. We offer a variety of fun and enriching activities as well as field trips. Our team has site supervisors and staff that recieve in-service and defensive driving training, and are required to pass a drug test and a criminal background check. Your kiddos are sure to have fun and make memories!

Summer Camps will be viewable in our online catalog in March 2024. Registration will begin April 8 at 8 a.m. We will offer a variety of summer camps including but not limited to sports camps, day camps, outdoor camps, and STEM camps. This is a great opportunity for your kiddos this summer!

Registration for free summer camp will open April 1 for ages 3-15. Applications for partial scholarships are accepted year round.

Kids must be dropped off by 9 a.m. each day and need to pack drinks, snacks, and a lunch. The fee includes all activities, field trips, and transportation. Preregistration is required two days prior to each date, and we’ll cancel any date that has not met minimum enrollment. We accept walk-ins only if there is space available.

Each month, kids enjoy a night out while parents enjoy the night off. Of course, it’s never a party without a DJ and dance contests! No need to buy dinner on the way, because two slices of pizza and a drink are included in the $25 registration fee. Concessions and glow novelties are available for purchase. Prices range from $1-$5.

Tree Rebate Program

Increase the value of your property and improve the livability of our city by planting trees! Denton utility customers can apply for a rebate for each qualifying native or adapted tree purchased. Visit www. dentontreerebates.com for step-by-step instructions, an updated list of qualifying trees, and to apply. Tree Rebate applications are accepted Oct. 1, 2023 through May 15, 2024 while funds are available.

To prioritize plantings in response to tree loss due to winter storms and the Emerald Ash Borer (EAB), Keep Denton Beautiful and the City of Denton are encouraging residents to purchase and plant larger trees with more rebate options. A tree rebate will be available in the following gallon-size increments. Rebate amounts are per tree size and limited up to 2-5 trees with a maximum of $500 total per applicant/application period. g

Children’s Arbor Day

After being on hiatus since 2019, Children’s Arbor Day is coming back this year! We are eager for the return of this fun and educational program available to all Denton ISD schools that register. To celebrate national Arbor Day, KDB provides a tree presentation and free Redbud seedlings to registered pre-K and third grade classes in Denton-area schools. In past years we’ve distributed more than 1,000 seedlings!

Trees shade buildings and decrease ambient temperatures. Strategically placed trees can save you up to 56 percent on your annual air conditioning costs.

Trees provide aesthetic benefits and increase property values. Healthy, mature trees add an average of 10 percent to a property’s value.

Trees filter pollution out of the air and reduce greenhouse gases. Each year, 100 trees remove 53 tons of carbon dioxide and 430 pounds of other pollutants.

Trees help manage stormwater and prevent flooding.

At maturity, 100 trees can catch about 139,000 gallons of rainwater each year.

The Tree Rebate Program is part of the Denton Tree Initiative, a campaign from Keep Denton Beautiful and the City of Denton designed to increase Denton’s tree canopy by offering free trees, forestry education, and tree planting incentives to Denton residents, businesses, neighborhoods, and schools.

GROW with Parks and Recreation

Leave No Trace 2024 began with Clear Creek Natural Heritage Area highlighted as a Spotlight with the Leave No Trace organization.

The Spotlight highlights outdoor spaces across the country to focus on preservation, conservation, and education. The three-day Leave No Trace (LNT) Spotlight on Clear Creek began on Thursday, Jan. 25 with a well-attended workshop on Effective Communication of Leave No Trace presented by LNT teams from Boulder and Minneapolis. The workshop is additional training for educators, guides, and staff and introduced some new tools and perspectives that are transferable to guiding and interpreting while at Clear Creek.

Friday, Jan. 26 was a stewardship workday with volunteer crews picking up trash along Collins Rd. since most trails were quite muddy and wet from the recent rains and became more so after Friday night’s rain. The Litter Clean Up crew collected approximately 200 pounds of litter. The Koan School (https://www.koanschool.org/about) brought out a sizable group of middle and high-school-aged kids who were participating that day as a school service project. The high schoolers worked on the privet removal from the Wetlands where they doubled the area that had already been removed. Privet is an invasive species we manage to allow natural plant life to flourish. We also got a chance to work with the new chipper that took care of privet remains on the spot.

Saturday, Jan. 27 was the first Outdoor Expo. Approximately 50 people attended in addition to the organizations exhibited at the Expo. The Expo generated a lot of energy and enthusiasm for collaboration between the represented groups. Mayor Gerard Hudspeth came to observe the event and read a mayoral proclamation for Leave No Trace Day at Clear Creek. Volunteers and community members were highly engaged as we promoted conservation, ecotourism, and recreational aspects of these natural spaces.

In addition to Leave No Trace, other organizations that tabled at the expo included Denton Parks, City of Denton Watershed, Sustainable Denton, Texas Parks and Wildlife, Wildscapers, The Petal Project, Explore DFW, 4-H, and of course Elm Fork Chapter of Texas Master Naturalists and Clear Creek itself. Numerous conversations and connections between these groups will lead to collaborations and a synergistic momentum for our common interests.

Now, we take the time to reflect on the experiences and lessons of these past three days and carry this momentum forward; there is so much more we can do, and we’ve seen the community we can partner with and support each other’s missions.

Open Rock Climbing

Denia Rec Center’s 20-foot wall uses top-rope climbing and offers five courses, each varying in degree of difficulty. With the completion of the annual safety course, members and nonmembers can access the wall for a small hourly fee during open hours without requiring staff belay.

Funding for our projects is received from various revenue sources provided by local, state, and federal levels of government. Here’s a little bit of information regarding each funding source.

Tax Revenues & Capital Funding

Parks and Recreation receives a specific amount of budget each fiscal year from General Fund allocations which mostly come from sales and property tax sources. Most of this funding mechanism is used for the operations which include maintenance of our parks system. In addition, every fiscal year a certain amount of capital funding is provided to various departments for infrastructure/asset improvements. This source helps fund existing maintenance/improvement projects within our parks system.

Hotel Occupancy Tax (HOT Funds)

This source is made up by Denton visitors, hotel rentals, or short-term rental in the city. State law requires that HOT funds be used to support and enhance local tourism. The Parks and Recreation Department uses HOT funds to support public art, a usage that is clearly supported by HOT fund guidelines developed by the Texas State Comptroller.

Development Fees

These fees are charged to developers to account for the additional parks amenities that residents in new neighborhoods will need. The Parkland Dedication Ordinance supports the opportunity for land dedication and supports charging developers a fee to offset the cost of transforming new or existing parkland to support additional users.

Often, this funding source is referred to as 915/916 due to the respective accounts where the money is deposited.

Bond Initiatives

The City uses bond funds - essentially loans taken out against the value of the City’s continued ability to receive tax revenue and voted on by Denton residents to fund capital improvements that will have a long lifespan. In the Parks Department, bond funding often support land purchases, the construction of new recreation centers, and similar vertical construction programs. Sometimes, bond projects have a public art component attached to each specific construction project to enhance the aesthetic design associated with that project.

Grants

Staff is constantly assessing opportunities for various forms of funding to maximize resources and limit the burden of our city’s tax dollars by applying for various grant programs that are offered from local, state, and national organizations such as: Texas Parks and Wildlife, National Park Service, Texas Department of Transportation, North Central Texas Council of Governments, Texas Commission on the Arts, and U.S. Department of Housing and Urban Development.

Denton Parks Foundation

This organization occasionally receives private donations from individuals and foundations that can be identified for specific park projects. Past projects include the North Lakes dog park, Eureka 2 playground, and the Denia softball complex.

Other Funding Sources

The department receives funding from two separate trust funds. McKenna Trust Fund & the Parks Gas Well fund. The McKenna Trust Fund was established by George McKenna, and upon his death this bequest provided for the continued maintenance and improvements at McKenna Park. The Parks Gas Well fund includes revenues accruing to the City for natural resource extraction from park properties. It is important to note that this does not mean that there are active gas wells on Parks properties, but instead that the Parks and Recreation department is receiving royalties for resources that lie beneath park lands.

Sometimes the Parks and Recreation department receives funding from the federal government for specific purposes. This was the case when Parks received funding through the American Rescue Plan Act (ARPA), to encourage economic recovery after COVID-19.

DENTON PARK PLANNING PROJECTS 2024

The Park Planning Division had a particularly exciting Winter and Spring and expect an equally productive Summer.

Planning staff helped finalize and open major projects to public use and received a record-breaking amount of external grant funding. The passage of parks-focused bond propositions in November 2023 was deeply encouraging as it demonstrates Denton’s commitment to robustly supporting the continued expansion and improvement of our parks system.

Denton Tennis and Pickleball Center

The brand new Denton Tennis and Pickleball Center opened in October of 2023. The center includes twelve tennis courts, eight pickleball courts, and pro shop.

Additionally, the grounds of the Denton Tennis and Pickleball Center hosts “Serve,” the latest addition to Denton’s Public Art inventory, created by local artist Christine Sanders.

Joe Skiles Park

In Nov. 2023 staff began a project to renovate Joe Skiles Park and transform it to a much more usable and functional parks space. The scope includes new irrigation, regrading of the soccer field, shade structure over the existing playground, the addition of a 2-5 playground structure, addition of a loop trail, and newly planted trees, irrigation, and landscaping. Additional lighting changes are scheduled for a separate, future phase when funding is available. The grand reopening ceremony is anticipated to take place this summer.

Carl Young Sr. Sprayground Phase 2

Construction on the expanded sprayground at Carl Young began in late December and is proceeding at a good pace. Following the installation of trenching and piping and a new holding tank, workers poured the concrete surface of the expanded splashpad, marking a major milestone in the project. Overall, this project will add approximately 1,250 square feet and together with the existing splashpad area will feature a total of five vertical spraying elements and eleven inground sprayers! Essentially, the area of the splashpad will almost double.

Parks planning staff expect the park to be ready for patrons to enjoy this summer season.

Librada “Lily” Cantú Inclusive Playground

Proposition C provides $3.45 million for the construction of an inclusive playground. Building an inclusive playground reflects the Parks and Recreation Department’s commitment included in our Parks, Recreation, and Trails System Master Plan to create a parks system that is “complete, equitable, and easily accessible” for all parks users. The Inclusive Playground will be located at North Lakes Park and named in honor of Lily Rose Cantú, for more information about her story, please visit www.discussdenton.com/parks. The playground will offer special, inclusive features and will be built with principles of universal design in mind in order to cater to individuals of all physical and cognitive abilities.

Staff are currently in the early phases of a public outreach effort that will give Denton residents the opportunity to provide input and help shape the future of the Lily Cantú Playground.

Denton Parks and Recreation Project Grants

As part of efforts to be excellent stewards of the public trust and taxpayers’ money, Parks and Recreation staff continually look for external grants that will help us multiply the impact of our budget. Recently, Parks and Recreation staff had a string of significant successful grant applications. Last fall, Parks and Recreation was awarded a transformational $10.9 million TxDOT grant that will help develop the Pecan Creek Trail. Additionally, a $750,000 grant from the Texas Parks and Wildlife (TPWD) will help fund significant improvements at Briercliff Park including a new sprayground, trail expansion, and shade structure. More recently, Park staff received word that they would be receiving a grant from TPWD to support kayak launches at South Lakes Park, North Lakes Park, and Lake Forest Park

Public Art

In addition to Christine Sanders’ sculpture at the Denton Tennis and Pickleball Center, several additional art pieces are in the works or nearing conclusion. Installation of additional traffic box wraps will conclude soon, featuring art by UNT and TWU students, artists from our Senior Center, and a design that honors the history of Quakertown.

Robert Barnum, a sculpture based in Maine, is currently working on milling large pieces of steel and aluminum for a sculpture that will grace South Bonnie Brae, north of Vintage Boulevard. “Dear Moon” will feature a graceful buck, arching tree, a hawk in flight, and a full moon. Planning staff anticipate the sculpture will be installed in late Summer.

The Sycamore Street Bridge Mural project awaits the completion of streets projects in the vicinity of the bridge. It is expected that these projects will conclude by April and that the artist on this project, Kirk Seese, can then begin to paint directly onto the bridge. His design features vibrant monarch butterflies against a backdrop of vivid foliage.

with Parks and Recreation May is National Water Safety Month!

Swimming season is here! Whether you are boating or floating, here are some things you need to know to ensure your summer season is safe around, in, or on the water.

Here are some tips from The National Drowning Prevention Alliance on Open water safety. Swim in the designated swimming area. There are usually borders set up to identify those safer places. Never swim alone!

Find a swim buddy who looks out for you. Know the weather and water conditions before heading out. Check water temperatures and take proper equipment.

Lifejackets save lives. When near open water, always wear a properly fitting lifejacket. The lifejacket should fit snuggly and not lift above the person’s ears. Buckle all latches. Check the label! A lifejacket should have the US Coast Guard-approved label on the inside. Choose the right jacket for your activity. Go to www.wearitlifejacket.com to learn more about proper lifejackets.

Sun safety is an important part of staying healthy. The American Red Cross suggests you apply sunscreen 15 minutes before going outdoors or entering water. Make sure to reapply sunscreen every 2 hours. Every sunscreen has a sun protection factor (SPF). The number is a rating indicating the amount of sun protection provided. The higher the SPF number, the longer you are protected from the sun. Sunscreen is not the only way to protect yourself from ultraviolet (UV) rays. You should wear a hat with wide brims to shade the face and neck. Put on long-sleeved shirts and pants to cover your skin. Always wear polarized sunglasses to protect your eyes. Avoid being outside when the UV is at the highest, 10 a.m. to 4 p.m.

According to swimming.org, learning to swim is an essential life-saving skill. It is the only sport that can save your child’s life. There is also many health benefits. Swimming can improve your strength, flexibility, and stamina while keeping your heart and lungs healthy. It provides plenty of opportunities for socializing and making new friends. Being a confident swimmer can open up a world of other water activities. Here are a few examples: kayaking, canoeing, scuba diving, and water polo.

Scholarship Information

Through partnership with the Denton Parks Foundation, we offer a variety of scholarship options for the Denton community to enjoy all of our programs. Scholarships are available for low to moderately-low households. Each qualifying individual will recieve $150 per year to apply towards 50% off any program.

National Recreation and Park Association Gold Medal Winning the gold medal is the ultimate award for a parks and recreation department. Denton has been awarded the gold medal three times; 1985, 1989, and 2003. The department was a finalist in 1984, 1986, 1987, 1988, 2000, 2001, 2002. Today, an organization must wait three years before reapplying for the gold medal. Only a handful of departments have won the award more than three times since its inception.

Texas Recreation and Parks Society Gold Medal Winning the TRAPS Texas Gold Medal is the ultimate award in the State of Texas for a parks and recreation department. Denton has been awarded the gold medal two times; 1989 and 1994.
