Essex discourages travel by visitors County lacks resources to handle influx By Tim Rowland STAFF WRITER

ELIZABETHTOWN | Citing an “alarming influx of travelers from outside the county who are staying at second homes and short-term rentals,” Essex County has asked visitors to stay away, and the owners of short-term rentals to shut down until the coronavirus pandemic has subsided. Warren and Washington counties to the south followed suit shortly thereafter, but the requests have been criticized by Gov. Andrew Cuomo for effectively pitting one part of the state against another. “I don’t like it socially or culturally,” Cuomo said in an interview on WAMC public radio. “I don’t like what it says of us as one state.” It’s also an awkward position for the Adirondacks, telling people to stay away from an area that for generations officials have been promoting as a welcoming tourist destination. But Shaun Gillilland, chairman of the Essex County Board of Supervisors, noted in a statement that these are not normal times, and that the exceedingly rural

county, whose health network struggles to keep up with the influx of vacationers in the best of times, is incapable of handling an influx during a pandemic. New arrivals “should not have an expectation that resources will be available to you here that are not available to you in your hometown,” Gillilland wrote. “Essex County has a limited number of healthcare resources and hospital beds and there is no testing.” As of the weekend, Essex County had five confirmed cases of COVID19, although health officials acknowledge that due to the paucity of testing there are likely more cases that have flown under the radar. As the county noted, many summer residents have already returned, coming earlier than usual to avoid being trapped in their winter quarters should any lockdown restrictions on travel be enacted. But along with them has come a surge of people from the cities looking for remote locales where they believe they can hide out from the virus. Essex County officials worry that this could strain the local supply chain. “As a rural county, most small businesses are closed, services are severely strained and grocery stores, while still open to the public, are experiencing a shortage of food and basic supplies,” Gillilland wrote. The county has limited ability to

TENTS ARE UP BUT SUPPLIES ARE DOWN By Laurel Carroll STAFF WRITER

NORTHERN NEW YORK | To help accommodate the increasing need for coronavirus screenings and testing, Hudson Headwaters Health Network (HHHN) has set up two large tents—one at the West Mountain 2 Health Center in Queensbury, and the other in Champlain—with other HHHN sites utilizing smaller tents. In the last week and a half, HHHN providers have ordered or performed roughly 500 COVID-19 tests, some returning with positive results. Unfortunately, due to the statewide shortage of testing supplies, tests have now been restricted to symptomatic network health care providers. Working closely with HHHN, the University of Vermont, Elizabethtow n Communit y Hospital’s

enforce its directive, although there are typically fewer vacationers in April, which in the Adirondacks goes by the inelegant sobriquet of “mud season.” But groups may, theoretically at least, be open to regulation. Nonessential social gatherings have been prohibited under a state executive order through April 22, and the county considers multi-family short-term rentals subject to this order.

Ticonderoga and Elizabethtown campuses will help out by performing COVID-19 tests for Hudson Headwaters patients who are ill enough to require hospitalization. ■

Smaller rentals are being asked to shut down as well, although compliance is voluntary. “As we work together to minimize the spread of this virus across our most vulnerable populations, we respectfully ask that property owners comply with this request to limit new exposures and protect the health and welfare of all by removing short-term rental listings from services such as Airbnb and Vrbo,

and not renting their short-term rentals,” Gillilland wrote. Regarding the outdoors, the Department of Environmental Conservation is urging hikers to wait for better conditions, or find nearby hikes instead of traveling to popular trailheads. “While it can be disappointing, the best thing to do might be to stay home,” the DEC encouraged readers in its weekly trails report. ■

By not taking steps to prevent the transmission of COVID-19 within FCI Ray Brook, we are placing the community around us in greater danger of contacting the virus.” There is one case of COVID-19 at Clinton

Washington, D.C. confirmed the case, referencing a daily update. “Due to the rapidly evolving nature of this public health crisis, the BOP will update this dashboard daily at 3 p.m. based on the most recently available data from across the agency as reported by the BOP’s Office of Occupational Health and Safety.” As of Monday afternoon, the federal agency reported 19 inmates across the U.S. and 19 staff members, including one at Ray Brook, are COVID positive. County Correctional Center, a state facility, in Dannemora. As of late Thursday, there are five confirmed COVID-19 cases in Essex County under mandatory isolation. Another 19 people are in quarantine. A total 61 people have been tested. “The lower number of confi rmed cases in Essex County is very likely the result of reduced access to tests, which is occurring throughout the region,” Public Health Director Linda Beers said. “We know that we are now facing community spread, so the potential for exposure is a reality for everyone, regardless of travel or other risk factors. The best way to protect yourself, your family, and your neighbors is to stay home as much as possible, minimize your interactions with others by practicing social distancing, and maintain hand hygiene.” Guidelines for COVID-19 testing are changing, becoming more stringent, Beers said. “Because testing may be delayed, it’s important that everyone follow the recommendations from the Department of Health and the Essex County Health Department to work together to stay home, ‘flatten the curve’, and ensure our healthcare system isn’t stretched beyond capacity.” Residents who are showing symptoms of COVID-19 should follow the directions of their doctor, which may include: staying home and self-isolating; using a separate bathroom from household members; staying at least six feet away from other household members; resting; staying hydrated and refraining from having any visitors into the home. PLATTSBURGH | ‘Even at a distance, we’re still by your side. That’s the message several area fire departments hoped to spread recently when they hit the roads for an impromptu parade to lift community spirits. “We want people to know we’re still here for them in their times of need,” District 3 Fire Department Chief Scott Ewing said of the March 28 social-distancing parade when departments in all the Town of Plattsburgh fire-district areas rolled out their trucks and toured nearby streets and cul-de-sacs to bring a little extra lights, sounds and cheer to those indoors. “And that we’ll still be there for them in these trying times.” Like others in the region, the five fire

departments in the Town of Plattsburgh coverage areas -District 3, South Plattsburgh, Cumberland Head, Morrisonville and Cadyville-have prepared for emergencies of all kinds, and Ewing said they have responded to the current social crisis with volunteer and public safety a continued priority. Amid the social-distancing and changing health mandates, volunteers have restructured their response systems with fewer firefighters allowed inside emergency vehicles during responses, daily health screenings and a pause on all group trainings and meetings. But, Ewing said, the changes were implemented quickly and efficiently to ensure that community safety and response continues through the uncertain times. Recently, District 3 Fire Department has seen a drop in emergency calls, and Ewing said the department is prioritizing firefighter safety, staying healthy and operating at full strength. “We have to make sure our department stays healthy so we can respond to calls in our district,” he said of the evolving procedures to optimize volunteer health, such as an increased use of personal-protection equipment, individual health checks and new staging area for calls. Ewing said area fire officials continue to collaborate remotely on a daily basis and adjust their strategies to help one another continue their safe and unfaltering responses. “Our five departments working together have planned for this,” Ewing assured. “If you need us, we’ll be there.” ■

ESSEX FAIR PLANNING AUGUST RETURN the feel of starting over. When drawing up the new summer budget, the board used to cut and paste from the previous year. “This year we took the old budget and threw it out the window,” he said.

Sponsors help bring fair back from the brink By Tim Rowland

“The fair is unique, because we have what people are looking for in terms of agriculture,” Christian said. “Most of them have never had the opportunity to go down to Uncle Joe’s farm. They’ve never seen a calf

STAFF WRITER

WESTPORT | There’s been an Essex County Fair for 171 years. It almost didn’t live to see its 172nd. But, as things stand now, the fair will go on as usual this year, after financial problems and board resignations this winter put its future in doubt. “It was hard going for a while, but we’re back on track,” said fair director Scott Christian, before the coronavirus added another layer of uncertainty to the event. The fair, whose theme will be Christmas in August, will be held Aug. 19-23, and will include a freshened lineup of shows and events, while cutting out big expenses that sometimes did more harm than good. The fair is still in critical need of volunteers, however, and even helpers who can only spare an hour or two staffing a ticket booth would be appreciated, Christian said. Like just about every other country fair in the state, Essex County’s had been operating in the red for years. But new sponsorships and an aggressive schedule of fundraisers, including bowling and golf tournaments and barbecues have raised enough cash to go forward — but not before a number of board members left, at least in part, because they were discouraged about finances. “Every year they would work so hard, and at the end of the year it was depressing, wondering what we were going to do with all these bills,” Christian said. This year has

After reaching a low point, Christian said the fair has bounced back with new, energetic blood on the board and a slate of events that he believes will be popular this year. For traditional crowds, there are events that have transpired at fairs immemorial, including demolition derby and tractor pull. But with a number of summer visitors from the cities, it is also a chance to see how things work on a farm.

being born — anyone who comes here from the city can’t believe it.” Vacationers “are not there for the demolition derby or the truck pulls,” Christian said, but do share a growing interest in agriculture and knowing where their food comes from. But serving two distinct audiences can have its drawbacks. Last year the fair paid $14,000 for a caged tiger exhibit, which

drew the ire of Adirondack conservationists. This year there will be no tigers. Instead, a featured attraction will be the Great Lakes Timber Show which, according to its website, “features chainsaw carving, axe throwing, wood chopping, one and two-man crosscut sawing, modified chainsawing, log rolling and loads of clean family humor.” The demolition derby will be run by the professional group Spinning Wheels Productions this year, which means it will attract more participants. There will be PAC wrestling, a rodeo, a rubber duck chucking contest and all the standard truck and tractor pulls, 4-H exhibits and farm animals. Still, fairs acknowledge that old-time agriculture is vanishing. There are only three remaining dairies in Essex County that sell to a co-op, when “there used to be seven on my road alone,” Christian said. In their place, younger farmers are popping up, selling meat, cheese, yogurt, fruits and vegetables to a progressive demographic interested in wholesome, locally sourced food. The fair wants to welcome this group of farmers into the fold, but it’s been difficult. “Fairs started out as competitions, but they’re not really into ‘my squash is bigger than your squash,’” Christian said. “But we need to get that group and their energy.” Along with that, the fair board would like to convince travel and tourism agencies that they are an attraction to vacationers — which could potentially open up another revenue stream. “I don’t think they realize we attract people from outside Essex County, but we do,” Christian said. The fair draws about 10,000 people a year, more than half of whom are from out of the area, he said. ■

Cars lined the side of Route 9 in Plattsburgh during the mid-day hours, as customers placed and picked up takeout orders from mask-clad servers. It was the opening day of Clare and Carl’s “Texas Red Hots” stand, on March 28. Takeout business at the popular Michigan hot-dog hot spot was steady enough to result in a wait time of up to 90 minutes, according to a post from the seasonal restaurant’s Facebook page. Dance studio launches first-time video instruction during closure

The Plattsburgh dance studio Center Stage, located in Plattsburgh Plaza on Route 3, is currently closed for in-studio classes, said Owner/Creative Director Heather Van Arsdel, in accordance with the governor’s efforts to limit face-toface interactions and encourage “social distancing”. Known for its performance presence at events throughout the area, the studio is adopting new ways of keeping students active and involved. Amidst closure, the studio will be offering a virtual dance program online for the first time. This experimental trial launched on March 24, with a schedule of classes for three days during the week. Van Arsdel said if the trial goes well, the studio will consider putting a permanent schedule in place during school closures. “Crossing my fingers it goes well so that the studio can stay afloat and ride this storm out,” she told The Sun. Wilmington forms Community Cares Committee Simple tasks, reassurances, phone calls By Kim Dedam STAFF WRITER

ELIZABETHTOWN |Coordination of volunteer helpers are working together here with a Community Cares Committee. Wilmington Supervisor Roy Holzer said Monday the group formed in response to coronavirus pandemic and the state PAUSE with its stay-at-home mission. Residents and neighbors will be able to assist in many ways. “We are seeking volunteers for a wide variety of needs. It could be something as simple as calling a neighbor by phone for social interaction, picking up medications or making food deliveries. A new database will be made up of ‘Community Cares’ participants with a job that each volunteer could help out with,” Holzer said via email. “All tasks assigned will be in total compliance with the standards of social and physical distancing. We want to keep everyone safe and healthy.” The supervisor’s office is also working on a special Easter project with a festive theme for Wilmington youth. “It really is an all-out effort to make life seem just a little more normal to our youth in a very scary time in our history,” Holzer told the Sun. “It is in times like this when our community shines the brightest. Many, many people have asked how they can help. We are simply organizing those efforts as a town.” Anyone wishing to help or looking for a little assistance can contact the Wilmington

Residents with questions for any department, such as the Town Clerk, can please leave a message, Holzer said, and the appropriate officer will call back. ■

Opinion

Thoughts from behind the pressline

And so it continues

Taxpayer of Clinton County

To the Editor: As a resident taxpayer of Clinton County, I am requesting a reply to how the Clinton County Legislators and Legislature is addressing the unemployment and shortfall in sales tax revenue as a result of the COVID virus. Specifically, the Legislators are requested to address the financial shortfalls in operating budget incomes now and reassess the operating budgets. Consider: 1. Cancel any further CCIDA PILOT relief and cancel grants to “The Development Corporation” are in order until the virus is under control and economic recovery is positive and/or the new economic reality of the North Country is known. 2. Cancel the planned “International Air Cargo Facility” as not viable. This is an irresponsible progressive waste of taxpayer money and is not economically viable for numerous reasons the Legislators are well aware of 3. Shutter the “International Arrivals Facility” until International air traffic is deemed profitable with respect to the cost structure. 4. Lease out the renovated hangers or shutter to cut operating expenses. 5. Re-access Plattsburgh International Airport lease and utility fees charged to airport vendors to include the parking facility. Brace for potential loss of airline service and revenue. 6. Redirect or cancel county “pork” budgeted items to help maintain core businesses in the area. This is not the major manufacturing jobs that Governor Cuomo overspent in his aggressive economic development programs that we are now tasked to pay for. “Cut costs and live within our means” should be your new moto. 7. Brace for tasking to pay locally for a large increase in Medicaid mandates. 8. Plan for possible unpopular increases in realty taxes and state income taxes that the residents will mostly be unable or unwilling to support. PUBLISHER

I had hoped to find a new subject this week to write about other than the COVID-19 virus, but it remains the one common denominator in our lives right now. It also was just announced that the President and his team have chosen to extend the national guidelines for curbing the virus by keeping all non-essential businesses, schools, and events closed through the month of April. It remains to be seen how the nation will respond to another four weeks of staying and/ or working at home. While no one should question the impact the virus is having on those who contract the virus nor the overall goal to lessen its effect on the population, we can only hope and pray that this valuable time does save many lives. We are told every day if we stay hunkered down in our homes and avoid all unnecessary social contact, we are preventing the spread of the virus and thus saving lives—possibly our own or even those of our loved ones. Only time will tell if we are successful in controlling the death rate until a viable remedy or vaccine can be created. One thing we know for sure, give American entrepreneurs a challenge, and they will find multiple ways to solve it. In the meantime, can we have a little fun to contemplate some of the inadvertent consequences the pandemic will have on the world and our lifestyle? Is social distancing here to stay? Are hugs, handshakes, kisses, and high-fives a thing of the past? Will this be the beginning of a new meaning to the “Me too movement”? Are masks, gloves, and perhaps even fashionable respirators going to be the hot new Christmas gifts 2020? Will the kids ever go back to school or is virtual teaching with parental support than then next pandemic? Can adults really be productive working from home (without the kids, of course,) wearing their jammies all day long? Can the NBA or NFL survive with the six-foot separation rule still intact? Will next season’s new TV hit be “Celebrity Handwashing”? Will white toilet paper go out of style now that everyone has so much and be replaced by designer colors? And lastly, can this all just be a bad dream, and when we wake up in the morning, will life be as it was? Come on, smile. All this will be over before you know it, and we’ll be back to our old routines before you can say Supercalifragilisticexpialidocious. (You mean after all TV binge-watching you did, you didn’t watch Marry Poppins?) Take care, hang in there, be safe, and keep washing those hands. ■

garding older adults who reside in longterm care facilities. I am requesting that this letter to the editor be published in your upcoming issue. The New York State Long Term Care Ombudsman Program is a resident-centered and resident-directed advocacy program available to anyone residing in a nursing home, adult care facility or family-type home across the state. The Long Term Care Ombudsman Program sponsored by North Country Center for Independence covers Clinton, Essex and Franklin counties. Ombudsmen advocate for residents to address quality of life and quality of care issues along with resident’s rights concerns. At this time when visitation to facilities has been restricted, we would like families and residents to know that the Ombudsman Program must also abide by the Centers for Disease Control and Prevention (CDC) and New York State Department of Health (NYSDOH) guidelines for no in-person visitation. With that said, our office remains fully able to accept and receive phone calls regarding any concerns or questions you may have about care. Please call 518-562-1732 to contact us. Our Certified Ombudsman volunteers will be ready to return to their weekly commitment once the visitation restriction has been lifted. As you can imagine, residents are in much need of an advocacy program during this unprecedented time. We will be scheduling our next training session when social distancing protocols are lifted, at which time we will be looking for new volunteers to become Ombudsmen and help us advocate on behalf of our long-term care residents. Thank you. Sincerely, — Amy L Gehrig, Regional Program Coordinator, Region 7— Champlain, NY ■

Agriculture an essential service

To the Editor: Farmers know adversity well. Dealing with the unknown is part of the very nature of what we do every day. Whether it is the weather, fluctuating commodity prices or the issues that come with running a small business, we take what we are dealt and make the best of it. Therefore, New Yorkers should be confident that farmers will help get us through these uncertain times as we confront the COVID-19 pandemic. People rushed to the grocery stores to stock up, but they shouldn’t worry that we will run out of food. Americans are blessed with a productive agricultural community that makes food safety a priority. We have an

To the Editor: It seems the current dictatorial administration in Washington D.C. is making exceptional decisions in the face of the devastating pandemic going on with little constructive input or help from the State leaders. Take our State leader for example. He has his hand out to cover his failures to properly prepare for such an occurrence. Though travel was cut off from the source of the problem, China, he failed to try to contain it in his own state by restricting travel to other areas of his state or other states spreading the virus far and wide even into our area. It seems when decisions are left to lower level leaders with some guidelines to help there is no common sense used. An example, we are told to not congregate to keep distance from others as much as possible so much so that our seating in these ruling chambers has been separated by 6 to 10 feet. Everyone doing the safe thing. Now I hear in our rural areas, the dumps or landfill open times have been reduced instead of expanded. That seems counterproductive. Instead of people, many overtime when doing their chores are now funneled into many at once in restricted time and area. Does the seating arrangement reduce our ability to think? Even in war we have to use common sense and not follow blindly when given a mission that involves our own awareness of the landscape. Perhaps this is another warning of things down the road. Thank God, He is in control. — Carl Thomas, Stony Creek, NY ■

abundant food supply in this country, and farmers and their employees are currently on the job to keep it that way. New York Farm Bureau urged the state to make agriculture an essential service, keeping us open for business and the supply chain moving. You can also rest assured that farms are taking special precautions to keep the workplaces clean and our employees as safe as possible to mitigate the spread of the coronavirus. Food security is national security. Today’s world is reminding us of that in a big way. Keeping farms in business must remain a priority. As we marked National Agriculture Day on March 24, let’s all give thanks to the food on our tables and the men and women who help put it there all along the food chain. Division of Consumer Protection tips on outsmarting the bad guys

ALBANY | The New York State Division of Consumer Protection (DCP) is alerting consumers about scammers taking advantage of the novel coronavirus. Scammers are using techniques that typically arise with a major global event such as falsely claiming to be online sellers of popular goods; setting up fake charities; sending fake emails and texts that contain harmful links designed to steal your personal information; and using robocalls to pitch novel coronavirus treatments and work at home schemes. People should be on the lookout for scammers looking to take advantage of public fears surrounding this issue.

“Unscrupulous scammers never take a break and they are now trying to cash in on the news of the novel coronavirus by trying to lure people into unknowingly providing their personal information,” said Secretary of State Rossana Rosado. “During this public health emergency, there are simple steps you can take to avoid novel coronavirus scams that can help protect your hard-earned money and your identity.” “New York State’s coordinated multi-agency response to managing the novel coronavirus includes raising awareness about deceptive and dishonest attempts to take advantage of people during this outbreak,” said Commissioner of the New York State Department of Health Dr. Howard Zucker. “The best ways to prevent the spread of COVID-19 and other respiratory illnesses involve proven precautions, like washing your hands, sneezing or coughing into your elbow and staying indoors when you feel sick to help prevent the spread of infection all year.” Below are tips to protect yourself

from novel coronavirus scams: • Research online sellers before placing an order. Check out the seller by searching online for the person or company’s name, phone number and email address, plus words like “review,” “complaint” or “scam.” If everything checks out, pay by credit card and keep a record of your transaction. • Don’t click on links from sources you don’t know. It could download a virus onto your computer or device. Make sure the anti-malware and anti-virus software on your computer is up-to-date. • Be aware of emails coming from unknown senders. Watch for emails claiming to be from the Centers for Disease Control and Prevention (CDC) or experts claiming to have information about the virus. For the most up-to-date information about the coronavirus in New York State, visit the New York State Department of Health website. • Ignore online offers for vaccinations. If you see ads touting

prevention, treatment or cure claims for the novel coronavirus, ask yourself If there had been a medical breakthrough, would I be hearing about it for the fi rst time through an ad or sales pitch? • Be aware of emails asking for donations. Do your homework when it comes to donations, whether through charities or crowdfunding. Don’t let anyone rush you into donating. If someone wants donations in cash, by gift card or by wiring money, don’t do it. • Be alert to high prices on critical goods. Any New Yorker who sees excessively priced consumer goods and services that are used primarily for personal, family or household purposes to prevent or respond to novel coronavirus should file a complaint with DCP. New Yorkers can now report sudden and unexpected increases in consumer goods such as hand sanitizer, cleaning supplies or other health- and sanitation-related products by calling the consumer hotline toll free at 800-697-1220.

• Hang up on illegal robocallers. If you receive a call about scam novel coronavirus treatments to work-athome schemes, hang up. Don’t press any numbers. The recording might say that pressing a number will let you speak to a live operator or remove you from their call list, but it might lead to more robocalls instead. • Be alert to “investment opportunities.” The Securities and Exchange Commission (SEC) is warning people about online promotions, including on social media, claiming that the products or services of publicly traded companies can prevent, detect or cure coronavirus and that the stock of these companies will dramatically increase in value as a result. For more consumer protection information, call the DCP Helpline at 800-697-1220, Monday through Friday, 8:30 a.m. to 4:30 p.m., or visit the DCP website at dos.ny.gov/ consumerprotection. The Division can also be reached via Twitter at @ NYSConsumer or Facebook at www. facebook.com/nysconsumer. ■

Current state mandates have changed how the nutrition services are provided, and staff are asking for patron’s support with the changes to help protect both volunteers and the public. Lunches, along with healthy snacks, will be put into open vehicle trunks. For those who must walk, they’re asked to be vigilant in standing 10 feet apart on the sidewalk only, avoid all congregating and not arrive early or remain on the premises after pickup in an effort to practice safe social distancing in light of ongoing illnesses, Majors Mark and Robin Hager said recently. The food pantry also remains open Monday, Wednesday and Fridays 11:30 p.m. to 1:30 p.m. and Thursdays 10 a.m. to 1:30 p.m. by appointment only. Those requesting assistance must call ahead, make an appointment, provide ID of everyone residing in the home and proof of registry and arrive on time for scheduled pick up. PLATTSBURGH | City of Plattsburgh officials are warning the public to beware of an apparent scam targeting Municipal Lighting customers. Recently, several residents came forward saying they received calls from people claiming to work for the city and asking for personal information, including home addresses and bank account information. Mayor Colin Read said municipallighting staff will never ask customers for personal information and advised residents to be aware of potential scams during the ongoing public-health crisis. Residents should not provide personal information by phone as scammers can use that data to infiltrate identity and personal credit accounts. City residents who may have been subject to a phone scam should contact their bank and credit-card companies and contact Plattsburgh City Police. ■

shy kitty who is also skittish around people and prefers the company of cats. Evanna’s attention can be bought easier than Lauer’s with treats, she’s always in the mood for a tasty snack! Evanna came to the shelter with her front paw broken and useless, the injury already healed incorrectly. However, this doesn’t stop Evanna for a second, and she has no issues at all with running, jumping and playing like any other cat. Both Lauer and Evanna love to play with the laser pointer and can be engaged in play with other toys at times, too. In warmer weather, both cat s would likely make excellent barn cats. For more information on one or both of these great cats, please visit “Adopt a Pet” on our website or call the shelter at (518)873-5000. We are closed to the public until further notice. Please call the shelter regarding adoptions, surrenders or any other questions that you may have. Please direct any questions to Pam Rock, Shelter Manager. ■

LAKE PLACID | Authorities say complaints about an erratic driver recently led to a local man’s arrest for aggravated driving while intoxicated. Lake Placid Village Police said the calls came in March 26 at 8 p.m. when Zachary Horrocks, 32, was allegedly spotted weaving in traffic and driving on a sidewalk. Though Horrocks, of Lake Placid, reportedly refused a breath test after being stopped, subsequent chemical testing found that he was allegedly driving with a blood-alcohol content above .18 percent. Horrocks is now facing charges of aggravated DWI, misdemeanor DWI, refusing a breath test and open container. He was also cited with a traffic infraction. Horrocks will appear in Lake Placid Village Court at a later date to face the allegations. ■

Antlered deer take up six percent DEC numbers show a good 2019-20 season for bowhunters By Kim Dedam STAFF WRITER

RAY BROOK |Hunters took more antlered buck during deer season than antlerless deer this past hunting season, up six percent over last year. The state Department of Environmental Conservation released the numbers this week, and hunters harvested an estimated total 224,190 deer, according to DEC Commissioner Basil Seggos. “Regulated hunting benefits all New Yorkers by reducing impacts of deer on forests, communities and crop producers, while also providing more than 10 million pounds of highquality, local protein to families and food pantries around the state every year,” he said. Hunters took 120,403 deer with antlers and 103,787 for doe or smaller bucks. According to DEC, these numbers show a six percent increase in buck harvest over last season and a nine percent decrease in antlerless harvest. Regionally, hunters took 30,236 deer in the Northern Zone and 193,954 deer in the Southern Zone.

“Across the state, hunters continued to voluntarily pass up young bucks. The portion of yearlings (1.5 years old) in the adult buck harvest dropped to 37 percent, the lowest level ever. And for the first time, harvest of 2.5-year-old bucks (41 percent) exceeded that of yearling bucks, demonstrating that New York hunters are adhering to the DEC campaign, Let Young Bucks Go and Watch Them Grow,” Seggos said. The 2019 season was also a good one for bowhunters. Bowhunters tooks 18 percent more deer than in 2018. Numbers of deer taken during the regular and muzzleloader seasons both dropped about six percent, DEC said. There were some other interesting statistics in the 2019-20 deer hunting season: - 65 percent of eligible junior hunters participated in the 2019 Youth Deer Hunt. - 15,574 hunter-harvested deer were checked by DEC staff in 2019 to determine hunter reporting rate and collect biological data (e.g., age, sex, antler data). - DEC tested 2,658 deer for Chronic Wasting Disease (CWD) in 2019-20, and none tested positive. The department has tested more than 54,000 deer for CWD since 2002. A full report of the 2019-20 deer harvest, along with prior deer and bear harvest numbers is available on DEC’s website. Sporting licenses may be purchased online at any time, and anglers may use their privileges immediately by simply carrying their transaction number (DEC-LS#) with them while afield. ■

BVCS holds teacher’s parade, spirit week at home By Keith Lobdell STAFF WRITER

ELIZABETHTOWN | For a district that has been experiencing a wide range of firsts this school, this is one nobody at Boquet Valley — or anywhere else in the world — would have seen coming. Entering the third week of regional and state-mandated closure due to the COVID-19 outbreak, the staff at BVCS has been working on distance learning and communicating with the student body. Sunday, March 29, the teachers of the school went out to see their students, taking part in a teacher’s parade “Tina Belzile and I heard that Peru did it and decided we wanted to do it,” said BVCS faculty member Marci Oliver. “We just miss ‘our kids’ and want them to know that we miss and are thinking of them.”

SPIRIT WEEK

Along with a teacher’s parade, the guidance office and school athletic director Paul Buehler have created a “Spirit Week At Home” event, running from March 30 through April 3. Tracey Cross-Baker, one of the school guidance counselors, said the school has been working hard over the past two weeks to adjust to the new normal and was receiving

a variety of feedback. “We have been hearing from our students and staff how very challenging the sudden move to a school closure has been,” CrossBaker said. “Social media has been full of suggestions for people to cope in this period of school closure — not just academic resources for families but also for ways to keep connected as a school community. We have also felt a very real sense of loss in not being able to simply see one another, to sit in a class together, or to share a lunch together.” She said the spirit week is an attempt to build on our Griffin pride and keep focus on the strong community. “Our students enjoyed the Spirit Week last fall as well as traditions such as Halloween and Winter Solstice,” she said. “This plan for next week is our attempt to nurture that Griffin spirit, even when we are so far apart.” Students and families are asked to send pictures from spirit week to counseling@ boquetvalleycsd.org to be shared with the school community. Monday was “We Are a Team day,” wearing garb from a favorite school, college or professional team. Tuesday was “Be a Hero” day, dressing as a favorite hero, which could be a superhero, COVID-19 hero or others. Wednesday was “Wacky Wednesday,” followed by “Find a Friend or Twin Day”

Edie and Lila Goff brave the wet weather in order to get the chance to wave at their teachers during the March 29 teachers parade. Photo provided Thursday, taking pictures with pets or stuffed animals, as well as dressing as a twin with someone even though they are separated. Friday ends with a Griffin Pride day. In a flier for the event, Cross-Baker encouraged families to participate in other events. “We also thought it would be fun to

support the ‘Bear Hunt’ and ‘518 Rainbow Hunt,’ which many may have already heard of or have participated in,” she said. “We are asking families to consider putting a teddy bear and/or rainbow of some sort in their front window so children may see and look for them when out walking or driving around.” ■

Holiday driving concerns, community activities pre-COVID-19 Learning to “party with a purpose” during St. Patrick’s Day festivities By Alina Walentowicz STAFF WRITER

ELIZABETHTOWN | On some holidays, national incidences of “drunk driving” are known to increase based on a number of factors, including higher concentrations of traffic on roads due to irregular travel. In the City of Plattsburgh’s past, St. Patrick’s Day has been a holiday of concern when it comes to DWI and DUI incidences, as well as generally boisterous downtown behaviors related to drinking culture. For example, on the night of “St. Platty’s Day” in 2019, arson was committed on Clinton Street, causing damage to surrounding buildings and

a Clinton Community College nursing student’s street-parked vehicle.

campus on the actual day, according to an online article published by the college’s student newspaper.

CITY’S ST. PATRICK’S DAYS OF THE PAST

LOCALS CONSIDER WHAT IT MEANS TO “PARTY WITH A PURPOSE”

As recently as in 2018, Peter Kritziotis, owner of Aleka’s restaurant downtown, provided outdoor food service at the Plattsburgh Farmers’ Market during what used to be the City of Plattsburgh’s annual Irish Festival, complete with live music, food trucks and a beer tent. His restaurant was in charge of the event menu, and he said it was a fun time. “It’s not as busy as people think it is,” he said of St. Patrick’s Day in Plattsburgh over the years. “The college students are all kicked out the week before.” But, as a consolation, he referred to “St. Platty’s Day”. The traditional event was enacted by SUNY Plattsburgh students in the 1980s after a former city mayor and chief of police approached students about adjusting the dates of spring break so students wouldn’t be around

In collaboration with the City of Plattsburgh Police Department and Clinton County Stop DWI, Z1063 “Johnnie Sugar Show” host John Shearer had planned to knock back a 12 oz. brew each half hour on air Mar. 17 well in advance of COVID-19’s various restrictions on business. He said the event evolved positively into a “virtual party”. “Party with a purpose” was the message of the radio event seeking to demonstrate what a person’s behavior might be like when their blood alcohol content reaches a particular level depending on that individual’s weight, age and gender, which can impact the length of time necessary for an individual’s body to process certain amounts of alcohol. With his blood-alcohol content

increasing throughout the day, tests were conducted on Shearer regularly to demonstrate that not all individuals know when they’ve reached their limit for alcohol consumption; therefore, understanding measurement standards can be helpful in determining when it is and isn’t okay to drive. A blood alcohol content (BAC) level of .08 or higher mixed with driving can result in a DWI, while anything higher than .18 is considered an Aggravated DWI, according to the New York State DMV. “It was a unique, entertaining way to get the message out from all three partner agencies,” Shearer said. “It was a proactive attempt to show what can happen.”

ALCOHOL SALES “ESSENTIAL”, TRANSPORTATION LIMITED

A limit of convenient, affordable public transportation options throughout the rural North Country requires many individuals to drive in order to get where they need or

want to go, unless they live within walking distance of a more populous business neighborhood. Around 18 percent of costs for all motor vehicle crashes, according to most recent data from the National Highway Traffic Safety Administration, results from “alcohol impaired crashes”. Though, in general, there may currently be less drivers on the road at this time due to “social distancing” measures caused by COVID-19, alcohol sales continue in New York State without “indoor service” from area bars and restaurants, as well as from liquor and grocery stores—all deemed “essential” by New York State. Will locals and college-age individuals be clad in green T-shirts, temporary shamrock tattoos and plastic-beaded necklaces sloshing about business and residential city streets on weekends at the beginning of March in 2021? Only time (and luck) will tell. ■
