Search curtailed for missing Lake Placid man

ORDA spokesman Jon Lundin said the agency was aware of last week’s rally.

Lundin said a mediator has been called in on the contract talks, so his hands are tied in regards to commenting on the situation with the union.

“To be perfectly honest, we do have great workers,” he said. “And we’re really appreciative of what our workers do, not only at Whiteface but at all of our Olympic venues. They’re talented and they’re hard working. What we’re trying to do is provide employees with a realistic contract while offering the public and our visitors the great services we offer.”

WILMINGTON — A small group of unionized workers employed at the state Olympic Regional Development Authority gathered at the entrance to Whiteface Mountain last week to rally support for contract negotiations.

Union officials say ORDA needs to grant raises for its blue collar workers, who are responsible for the day-to-day operations at the Olympic venues in and around Lake Placid.

Last Friday’s rally was scheduled to coincide with Whiteface Mountain’s opening day.

Kathy Garrison is regional president for the Civil Service Employees Association. She says ORDA’s board of trustees has been unwilling to negotiate any kind of contract package for its unionized workers.

“Our people make very little money here,” Garrison said. “Many of them earn just slightly more than minimum wage. Many of them are eligibly for public assistance, and many of them work two or three jobs. It’s a bunch of millionaires who sit on the board and they won’t even come back and bring 50 cents to them. They have the ability to do that and we think it’s time they be fair to the people who do the work here. They’re bragging about how much money they’re bringing into the area and how much money they’re making, well it’s time to give these workers their fair share.”

Garrison noted that ORDA workers do get health insurance through their jobs, but with many employees earning less than nine dollars an hour, the union is looking for wage increases.

She noted lift operators and ski patrol make just over eight dollars an hour on average, while some of the more skilled workers – like mechanics – as well as long-term employees make slightly more.

But Garrison said they still deserve more.

“There’s people that work here that can’t afford to go home because they can’t live in the area, and they don’t make enough money to pay for the gas to go home,” she said. “Some of these people sleep in their cars after work because they can’t afford to go home.”

Garrison says ORDA was told in advance about Friday’s rally, but the board didn’t indicate it was ready to discuss contract talks. She adds that the contract situation has been dragging on for some two years now.

New York’s ongoing fiscal crisis has many taxpayers calling for unions to make concessions, while service workers at North Country Community College were recently denied four percent rais-

es by county leaders in Franklin and Essex.

Whiteface Mountain has enjoyed some good press this year, having been named the east’s top resort by readers of SKI Magazine. It was also dubbed the east’s favorite resort by SnowEast Magazine. And Garrison said without its lift operators, maintenance crews and ski patrol, those glowing reviews wouldn’t be possible.

“They certainly deserve a raise – they are the reason Whiteface is so successful,” she said. “They have very important jobs – and if you want to talk about safety issues, you want a skilled workforce doing these jobs. You don’t want just anybody.”

Garrison says she understand the tough fiscal realities faced by New Yorkers, noting that for the most part, CSEA isn’t demanding raises.

I

f all goes well, by the time you read this Molly Rascoe will have a new, fully functioning kidney. That will allow her to end, at last, the grueling trips to Fletcher Allen for dialysis that she’s been enduring three times a week for the last couple of years. It will be a triumphant moment for Molly, her family, and her many friends in town. It will also be a triumph for the community as a whole, which rallied so enthusiastically to her support.

Transplant Day, as the hospital calls it, is Wednesday, Dec. 1. Arriving at the hospital for the 6 a.m. start to the process will be not only Molly and her family, but also my friend Ben Sudduth and his family. Ben, whose daughters attend WCS with Molly and her sister, is the donor who will be giving up a kidney for Molly.

There are a lot of things about this process I find inspiring. First, there’s the fact that Ben was one of several people in town who went through the arduous screening process

to see if their kidneys would be compatible with Molly. Ben “won” this contest, but he wasn’t the only one in the mix. As far as I’m concerned, this says everything you need to know about the kind of people who live around here.

As for Ben, he’s thrilled. “This is the most exciting thing I’ve ever done,” he told me last Monday, two days before Transplant Day. I’d told him I was interested in giving readers a look into the process, and he’d invited me to accompany him to Fletcher Allen for the final round of checks. First stop was the lab on the 2nd floor, where he had blood drawn for yet another crosscheck. Then up to the 5th floor a pre-operative physical.

Then back down to the 3rd floor for a pre-op visit with the anesthesiologist. “What a great chance to do something real for somebody,” he told me along the way with a big grin. “I feel really lucky to have the opportunity.” Hats off to you, Ben. More on Ben and Molly next week.

nd of the year holiday’s come much too close together. Our family of a possible 21 in number, had 19 and went out to eat at Guma’s Restaurant for our dinner. Thanksgiving is also another departing time for some of our locals to leave for warmer climates. Many other locals travel to visit family it did cut our attendance down in church this past Sunday. Eight of our New Beginning’s group went to Rick’s Place for Sunday’s supper. Happy to see many doing their outside Christmas decorations, the lights are very impressive. The local Garden Club is once again sponsoring the Willsboro‘s annual town wide outdoor decorating contest. The categories they will judge on will be Best of Show, Spiritual, Magical, and Traditional themes. They will judge Sunday, Dec. 19, so be sure your lights are turned on. There is one change this year if you plan to enter you need to register at the town hall (963-8668) prior to Dec. 19. The contest is open to all interested persons of Willsboro.

The old Crowningsield house on Main Street is really shaping up now with the new white siding, most of that Main Street block has shown much improvement. Still hopeful we can find tenants for the couple of empty stores. The Schrieber family enjoyed a baby shower this past Sunday held at the Willsboro United Methodist Church. The upcoming weekend will be busy with more holiday events both here in Willsboro and also in Essex. The next movie shown by the Champlain Valley Film Society will be Saturday, Dec. 4 at the Willsboro School starting at 7:30 p.m., showing “Winter ’s Bone.” This was a winner of Best Picture at the Sundance Film Festival. It is a great treat to have movies close to home every other week and a low price.

Our sympathy to the family of Mary Jane Lee, she will be missed by many and her husband was a great care giver over a long illness.

Ginny, jealous of the praise Bailey received, imitated this efficient behavior but, now that Bailey is back home, has returned to her slow, meditative, freezing cold ways.

Don’t forget the Christmas hoopla in Essex this weekend, especially the breakfast at the firehouse with Mr. and Mrs. Santa Claus.

They’re coming to town on the ferry, which reminds me of a Christmas we had in the Caribbean when Santa arrived in a speed boat, towing a rather young and bikini-clad Mrs. Claus on waterskis. They circled around once, then came ashore with enough rum punch for the crowd, leaving at least one visitor from the north to consider permanently relocating.

ecember is here. I found from writing this column that Keeseville really perks up and has a lot to offer during the summer but fall can be fairly quiet. I had a lot of walks in the area trying to figure out what to put in this column that would be worth reading. Well, it seems December is a pretty busy month with a lot to do again. I’ll still be doing laps anyways.

First I would like to acknowledge AuSable Chasm which had a free Facebook Fan weekend. I’m guilty of being one of those people who live somewhere but never go to local tourist attractions. Well, my family and I did go to the Chasm this past Sunday and it was a great experience. Very much worth the time and even if it hadn’t been free it would be very much worth what is normally charged — locals get a half deal everyday don’t forget. The Chasm is open year round and definitely worth visiting. I imagine the ice would be spectacular. I’ll let you know as I’m definitely going back.

e kicked off our Thanksgiving Day with a hike up South Bouquet Mountain, starting from a trail head on Brookfield Road. The path follows a skidder road for a bit, then goes through a forest of saplings to deliver you to a rock outcropping with a splendid view of the fields around Whallonsburg, the hills in Westport and the lake and mountains of Vermont. The path itself is in excellent condition, thanks to a crew of hard-working volunteer trail builders. By most standards, this hike would be rated as “easy,” but the rewarding views and exercise in the wintry air were good preparation for a quiet turkey dinner. Neither Amy nor I have any family within several hundred miles, but we are lucky to have a large group of good friends here to share the holidays with.

1869 Elizabethtown Post ELIZABETHTOWN— Arrangements have been made with the Montreal Telegraph Co., to put up another wire between this place and Westport, thereby putting us on the main circuit and obviating the necessity of having our mes-sages repeated at Westport.

Some of our citizens are entitled to much credit for their liberality and enterprising spirit in securing this needed improvement.

1897 Essex County Republican MORIAH— On Wednesday evening, Novem-ber 34, when the door bell of the parsonage of Rev. O. H. Boughton, pastor of the Baptist church, of Moriah, rang and was responded to, there were discovered to the happy astonish-ment of the pastor and family, a large company of members and friends, who without cere-mony entered and took possession of the domicile.

It would seem that sly arrangements had been made to take the establishment by surprise, and the plans were so well laid and carried out, that the parsonage and inmates were captured with little difficulty. It was a well provided army that came and they showered upon the aston-ished and good minister many useful and valu-able presents, in the shape of every necessary for winter supply to the larder. Each member and friend brought a bountiful offering-slippers being barred.

fowls, soap, dry goods and clothing were piled in every convenient place in the house. And the jolly givers were not unmindful of the fact that man cannot live by raw food alone, so some of them filled the shed with good wood fitted for the stove.

It was indeed a surprise and such an one as only the good Moriah people can encompass. Deacon S. B. Sprague acted as spokesman for the raiders, and in a happy speech, for everyone was happy, presented the presents and supplies to the pastor and his wife. The good parson was equal to the occasion and responded in a witty speech in accepting the offerings and excusing the intruders, and also had many kind words of praise for all. From the sumptuous repast fur-nished, of which all partook, it would seem that the ladies of the church were the prime movers of the scheme.

After refreshments, good old Baptist ancient days were played and As the clock tolled the hour purse was made up and presented for pin money, and good byes were company departed as quietly as good wishes and blessings on all, old Baptist parsonage, which many such gatherings, was left quiet, well filled with plenty.

“Appreciation is a wonderful thing,” wrote Voltaire. “It makes what is good in others belong to us as well.” If you have ever been at a wedding or retirement party, you may have heard someone give a memorable toast that gave voice to panegyric expressions or kindly expressions of approbation. Funerals provide another opportunity for people to come together to appreciate the best in a person at their passing. Even those seen as a pariah, at their passing, will be given the blessings of those in attendance. Outside of these events, the opportunity to speak well or in praise of others can be sparse unless we work at it.

Everyone craves praise so why is it so difficult to offer or receive praise?

Experiences within your family may have also colored your feelings about praise. If you were you raised in a family where there was a favorite and no matter how great your accomplishments were, they always fell just short of the favored child in your family, it wouldn’t be hard to see why praise might be viewed with mixed feelings. Some managers run the workplace based on the “favored child” principle. While it is a disastrously ineffective management strategy, it may be nonetheless familiar, albeit uncomfortable, based on previous life experience.

Prospect for less obvious things to praise that may not have been heard before. Don’t hesitate to offer praise to people that already get a lot of praise. Don’t offer backhanded praise like, “you were really awful before

Area chamber of commerce activities To the Valley News: The Elizabethtown-Lewis Chamber of Commerce has been working diligently since it’s conception to support the local businesses and towns by working on their behalf in advertising, promotion, website publicity and town enhancement. A byproduct of this activity has been a win-win situation for all citizens as the organized involvement of our businesses has added to the community in many ways.

The Chamber of Commerce has donated funds for the new Lewis playground and Ambulance Department, as well as, sponsored the entertainment for area fundraisers, parades and local events. Chamber members have put in a countless number of hours volunteering at local events by attending planning meetings and staffing events.

The banner project promoting businesses, the golf course and town government, was two years in the making. Designed by area artist Becki Pushee of the Old Mill, the banners were purchased by area businesses to be hung on utility poles to decorate the town.

Funding from the Quadricentennial Grant secured by Margaret Gibbs of the Adirondack Museum for the town, more then covered the cost of the installation and removal of the banners (for several years), which is being handled by the county workers, due to negotiations by Joe Martin.

Area information binders were created and distributed to business, motels and B&B’s so visitors and area residents could keep informed of local business offerings. Welcome baskets were filled with area business information and are distributed to new area residents and business in the community. An area brochure with a map and listings of Chamber Business Members was designed and distributed to enhance tourism and help the summer resident or visitor find their way around town.

The Chamber has also been active in beautification with the bridge flower baskets purchased, and maintained by the chamber. The Chamber website promotes area events, activities, services, and town government.

The power of prayer To the Valley News: October 8th, I fell backwards onto blacktop at the local funeral home! I bruised my head and my elbow. Because I was on plavix, I devloped two blood clots in my brain and spent a month at Fletcher Allen and Fannie Allen. I slept about 20 hours a day for the first two weeks and then started rehab. The initial reports were not very good but I have recovered and I am back in the parish (part time). Why? Because of the power of prayer!

I want to thank my family, parishioners, former parishioners, friends and strangers for their prayers! I received over 100 “get well” cards! I heard from former parishioners from 30 years ago! Thank you all.

A small fraction of a small fraction

T

he older I get, the more I begin to think that I might not be the invincible android from the future that I always suspected — and, yes, hoped — I was. For instance, until a couple years ago, I could run a small fraction of a marathon without breaking a sweat (probably because I suffered from a glandular disorder that prevented me from sweating).

These days, however, not only does running a small fraction of a small fraction of a marathon make me perspire as if I were hopelessly addicted to a cocktail of sweat-inducing prescription drugs (probably because I’m hopelessly addicted to a cocktail of sweatinducing prescription drugs), it also occasionally makes my ankle ache.

By Dan Leonidas My question, then, is this: What kind of invincible android from the future suffers the occasional ankle ache a mere 28 years after rolling off the assembly line? Seems obvious: the kind whose brilliant (yet unspeakably cruel) creator designed him to fully experience the human condition — including the slow descent into decrepitude.

Because I refuse to accept that such a deranged android-designing genius exists, I have to admit that I’m not really an android. I came face to face with this sad fact a few weeks ago, during my annual physical.

After giving me a brief once-over — many orders of magnitude briefer, in fact, than the wait that preceded it — my doctor suggested I have my cholesterol checked. I balked at this idea for thousands of reasons, but — due to “space constraints” (by which I mean “statesponsored censorship”) — I’ll only elaborate on one: having my cholesterol checked meant having my blood drawn, and I like keeping my blood where nature intended — inside me.

Nonetheless, because I’d never had my cholesterol tested before (it hadn’t seemed important when I thought I was an android), my curiosity got the best of me, and I found myself in the hospital’s bloodletting chamber a week later.

The bloodletting procedure proved anticlimactic — I looked the other way and barely felt a pinch when the technician needled me. I thought I was pretty tough! Indeed, if I hadn’t fainted when I accidentally glimpsed the vial of my blood, I might have second-guessed the whole “I’m not really an android” thing.

AU SABLE FORKS — The sixth annual Christmas in the Forks, an old fashioned Town Yuletide Christmas will include the highlight of the day, the tree lighting ceremony at 6 p.m., Saturday, Dec. 4, at the Town of Black Brook Town Clock.

Many hands help to make Christmas in the Forks bigger and better each year. The Au Sable Forks downtown merchants, the Au Sable Forks Fire Department, the Au Sable Forks Free Library, Plattsburgh’s Media Central, the Clock Project Committee, the Towns of Jay and Black Brook employees, the Au Sable Forks Revitalization Committee, the Hollywood Theatre, Clinton and Essex County Sherriff ’s Departments and especially the Tree Lighting Committee Chaired by Helen Wirt-Kennedy have all collaborated as sponsors to make Dec. 4 a magical night for children of all ages.

The Au Sable Forks Clock Park Christmas Tree will be donated this year by Noel and Doree Jacobsen and will be lit at 6 p.m., proceeded by the Holy Name School and Au Sable Forks Elementary School Choirs. The Jacobsen’s had the perfect tree in their yard and their removal of it would help them to be a part of this year ’s celebration, as they have enjoyed this special evening in the past. WESTPORT — The Westport Chamber of Commerce recognized their cadre of Heritage House Visitor Center Ambassadors at their annual dinner, catered by DaCy Meadows Farm, Nov. 11. Volunteers in attendance received a certificate of appreciation for their role in greeting Westport’s 2010 summer guests, providing them with a people-to-people experience, answering questions about what to do in Westport, and what it is like living in our rural Lake Champlain-Adirondack Region.

Certificate recipients included: Sandy Goodroe, Linda Rockefellar,* Melanie Spadafora, and Carolyn Ware. Recognized for their special roles were Debbie Frisbie, ambassador captain, Athena Roth and Caroline Thompson, Arts Council resident ambassadors, and Nancy Decker, Heritage House manager.

Juanita Napper was the most active volunteer with 16 sessions serving as an ambassador.

Lake Placid Students earn AP Scholar Awards LAKE PLACID — Thirteen students at Lake Placid High School have earned AP Scholar Awards in recognition of their exceptional achievement on the Spring 2010 AP Exams.

The College Board’s Advanced Placement Programprovides willing and academically prepared students with the opportunity to take rigorous college-level courses while still in high school, and to earn college credit, advanced placement, or both for successful performance on the AP Exams. About 18 percent of the more than 1.8 million students worldwide who took AP Exams performed at a sufficiently high level to also earn an AP Scholar Award. The College Board recog-

nizes several levels of achievement based on students’ performance on AP Exams.

At Lake Placid High School: Jessica Boyer ’10 qualified for the AP Scholar with Distinction Award by earning an average score of at least 3.5 on all AP Exams taken, and scores of 3 or higher on five or more of these exams.

Morgan Caudill ‘10 qualified for the AP Scholar with Honor Award by earning an average score of at least 3.25 on all AP Exams taken, and scores of 3 or higher on four or more of these exams.

Lake Placid, North Elba need APA help for housing initiative

By Jon Alexander denpubs@denpubs.com RAYBROOK — The town of North Elba and the village of Lake Placid need help from the Adirondack Park Agency in order to institute an affordable housing initiative that is included within the communities’ proposed joint zoning regulations.

Within the proposed local regulations – expected to be adopted before year ’s end – is a provision requiring all developers that subdivide 10 or more lots to build at least one home that costs no more than $220,000.

To incentivize the regulation and avoid a rush of high-end, nine-lot subdivisions, the code would increase the number of buildings that would be permitted on a given parcel.

Dean Dietrich chairs the steering commit-

tee that has overseen the redrafting of the comprehensive land use regulations.

“We were very concerned that we’d end up with a lot of nine-lot subdivisions. So if you got 10 lots, we’re going to give you a bonus. We’re not going to count the mandatory housing plus we’re going to give you a bonus. Basically, the guy goes from 10 to 12,” he said. “We also say you can play with setbacks and other things to make sure you can get your densities in there.”

Dietrich notes that if the APA doesn’t get on board, the proposed plan would only work within the hamlet.

“The other area where the density bonuses might be a problem is outside of the hamlet because the APA has their own restrictions,” he said. “They seem to be on board.

They have the ability, but they’ve never done it.”

Density restrictions outside of the hamlet areas of Adirondack towns without an adopted Master Plan are regulated by the agency. In North Elba’s case, the park agency would have to be on board with the incentive plan in order for it to actually be in effect outside of the downtown area.

Under typical APA requirements, in an area classified as moderate use, for example, each house must sit on at least 1.3 acres. The local land-use code would exceed the APA’s regulations.

If a developer opts not to build the lowcost housing they must then contribute around $65,000 to a community-specific housing fund that would be managed by the Adirondack Housing Trust.

Dietrich told the boards of both the town and the village that he has been consulting with APA planning staff and characterized

their current stance as supportive.

The park agency is currently reviewing the plan.

APA spokesman Keith McKeever said it’s something the state regulatory body will give serious consideration.

“We are very supportive of their affordable housing efforts,” he said.

The agency itself is currently championing its own affordable housing bill in the state legislature that would allow for a fourfor-one density bonus for affordable housing projects.

The lack of affordable housing in Lake Placid is especially stark. It’s one of the primary reasons the county runs a busing service from surrounding towns into the village.

The busses carry much of the tourist-community’s hospitality workforce.

Keeseville-Peru Ecumenical Choir celebrates 45th annual concert

By Jeremiah S. Papineau jeremiah@denpubs.com PERU — The Keeseville-Peru Ecumenical Choir’s annual holiday performance is a hallmark sign of the holiday season for many and it’s been that way for the past 45 years.

The choir’s roots stem back to the early 1960s, said choir director Jeanette Woodruff, starting with the Keeseville Men’s Glee Club. The group was invited to sing with the Keeseville Methodist Church’s choir in 1964, blending the all-male group’s voices with those of the men and women of the choir.

“That formed the Keeseville-Peru Ecumenical Choir at that point in time,” said Woodruff, who has been a member of the choir for the past 19 years.

The following Christmas season, the choir performed its first concert under its new moniker, beginning its path to becoming a long-standing holiday tradition in the community. Though the choir continues to perform its “standards” each year like O Come All Ye Faithful, O Holy Night, Hark! The Herald Angels Sing, and the Hallelujah Chorus, Woodruff said the group prides itself on introducing new selections into its repertoire.

“We have a variety of sacred and secular music that we sing,” explained Woodruff. “It’s not just the same music year after year.”

The combination of a fresh arrangement from year to year and the fact many members of the choir have been with the group for several years has led to the longevity of the Keeseville-Peru Ecumenical Choir, said Woodruff.

“Many people say that their Christmas is not complete unless they attend our concert,” said Woodruff. “And, we have many members in our choir say their Christmas is not complete unless they sing in our choir. People just enjoy it.”

The Keeseville-Peru Ecumenical Choir will perform their holiday concert Saturday, Dec. 11, at St. Augustine’s Church in Peru beginning at 7:30 p.m. and Sunday, Dec. 12, at St. John the Baptist Church in Keeseville, also at 7:30 p.m.

Admission to the concerts is free, though donations will be welcome to defray the choir's expenses.

The Keeseville-Peru Ecumenical Choir, seen in a past performance, will host its 45th annual holiday performance at St. Augustine’s Church in Peru and St. John the Baptist Church in Keeseville next weekend.

‘Winter Holidays of Light & Joy’ concert Dec. 11 SARANAC LAKE — On Saturday, Dec. 11, at 7:30 p.m., members of the public are invited to a holiday concert at Saranac Village at Will Rogers. This program will feature professional, amateur, college and high school musicians from the local area and will be presented in four groups.

Anne Paulson and Lynn Waickman will entertain with Christmas duets on the recorder while Zack Jakub and his School Band from Northwood School will play holiday songs.

The third group of performers is the Backwater Recorder Ensemble. Founded in 1995, this year, they will present music for Chanukah, Christmas and excerpts from the Nutcracker Suite. The members include Sue Grimm, Ginny West, Lynne Waickman, Marty Lawthers and Dorit Gaedtke.

The final performance will be the Tri-Lakes Community Orchestra who will join the Recorder Ensemble in the presentation of Tchaikovsky’s, “Nutcracker Suite.” They will also perform a Chanukah and Christmas medley and will accompany a holiday sing-a-long at the end of the program. The Tri-Lakes Community Orchestra has been performing since 2006.

Paine Memorial to host annual craft show WILLSBORO — Paine Memorial Library will host its annual Craft Show & Sale from Dec. 6 to Dec. 23. Back by popular demand will be the “Basket of Goodies” raffle. The well-stuffed basket includes treats for everyone.

This year the crafters and artists have been working long hours to bring shoppers a local selection of delightful crafts such as functional pottery, holiday cards, decorations, baskets, jewelry, quilting, toys, photography and artworks. Also a fine selection of jams, jellies and herbs.

A giant way to say ‘Merry Christmas’ Ticonderoga Federal Credit Union to raffle three, 6-foot Christmas stockings to children TICONDEROGA — The Ticonderoga Federal Credit Union will again mark the beginning of the Christmas season by hanging giant, toy-filled Christmas stockings to be raffled to children, in their three branch locations — Ticonderoga, Port Henry and Elizabethtown.

The giant stockings are currently on display in the branch lobbies. Members may register their child or grandchild for a chance to win by completing an official entry form in the branches, now through Monday, Dec. 20. Limit one entry per child.

Financial aid information night Dec. 13 LAKE PLACID — Lake Placid High School has scheduled a Financial Aid Information Night for juniors and seniors and their parents Monday, Dec. 13, at 6:30 p.m. in the high school cafeteria.

Patricia Farmer, director of financial aid officer from St. Lawrence University, will be talking about all aspects of the financial aid process in general. She will also be explaining the “ins and outs” of the FAFSA form.

Enforcement cases on decline at APA

RAYBROOK — The number of Adirondack Park Agency enforcement cases against property owners is in decline and the agency is pointing to a better use of technology.

In 2008, the regional zoning authority opened 496 costly enforcement cases against landowners seeking to subdivide their property without APA input.

That number dropped to 467 in 2009 and – as of the end of October – just 392 cases have been opened this year.

APA spokesman Keith McKeever said the decline in enforcement actions is a result of the agency’s use of subdivision data collected by the state Office of Real Property Services.

“We’re working with the Office of Real Property Services. They have a computer system that we have access to so that we see when subdivisions occur,” he said. “We are able to get to people before they move to far along and put in roads and the kinds of land use and development that are expensive.”

The agency has had access to the massive ORPS database since 2005.

And with the ORPS data, McKeever said the APA is getting to landowners before the violation occurs. Landowners can then apply for an after-the-fact permit before a pricey violation occurs.

“We’re finding we’re able to go to them now before any of that type of land use development occurs,” he said. “It’s better for the land owner and it’s better for the agency.”

The most common enforcement action at the agency occurs when landowners subdivide property into substandard lots – particularly lots with soil not deemed suitable for septic systems.

And McKeever said another factor in the decline is a greater awareness of APA jurisdiction among landowners and developers.

“People in real estate and development professionals are becoming aware and maybe doing a bit more due diligence to get people in here for jurisdictional determinations,” he said.

But with environmental agencies shouldering a significant share of the state’s budget crisis, other factors could be at play in the decline.

According to a memo released in advance of this week’s monthly meeting, APA enforcement staff has only conducted 216 site visits so far in 2010. That’s down from 426 the previous year.

Winchell said searchers were hampered Sunday by steep, rough terrain; cold, wet weather; and eight inches of fresh snow over the weekend.

Some 100 volunteers from the New York State Federation of Search and Rescue Teams, as well as local volunteers, have assisted DEC forest rangers and State Police in the search for Wamsganz.

Captain John Streiff is a forest ranger with DEC in Ray Brook.

“We will continue searching for Mr. Wamsganz through local ranger patrols and training initiatives here in the High Peaks from his last known point, where we found the article of clothing last week,” he said.

He explained witnesses saw Wamsganz on trails near Marcy Dam in the High Peaks

Wilderness Area.

“Farther up the trail is where we located the Carhart Jacket, which was positively identified as being Mr. Wamsganz’s — that’s where we concentrated the search area, about a half mile out from there,” Streiff said.

“We’ve covered the whole trail system in the majority of the High Peaks, as well as all of the lean-tos. It’s been an intensive search and we’re running out of places where we can search safely. We’ll search more with aviation later this week if the weather cooperates.”

Police said Wamsganz left his place of employment, the Downtown Diner on Main Street in Lake Placid, last Saturday afternoon before family members reported him missing.

Streiff said officials won’t know why Wamsganz elected to head into the High Peaks, unless the young man is eventually located.

“At this point, there’s still conjecture as to

why he chose to leave work Saturday and head into the High Peaks,” he said. “If we ever get that information, we’ll have to get it from Wes himself.”

Streiff thanked all rescue personnel and volunteers who have participated in the search to this point.

“Even though this is not the outcome we hoped for, we did conduct a well-organized effort with no injuries,” he said. “The local community has once again been great with their efforts and donations. The effort has been great.”

The Lake Placid Village Police Department is leading the missing person investigation with the cooperation and assistance

from Saranac Lake police, the State Police Bureau of Criminal Investigation, and DEC Forest Rangers.

Winchell said forest rangers patrolling the High Peaks will continue to be alert for any signs of Wamsganz, as will the State Police Aviation Unit whenever missions take them into the general area of the search.

Search and rescue training by agencies and volunteer organizations will be conducted in the area.

Adirondack youth explore history of slavery in upstate New York

By Lindsay Yandon lindsay@denpubs.com LAKE PLACID — An anti-slavery convention in the Adirondacks will put slavery “on the map” as a reality not solely of the South, but of northern states Saturday, Dec. 4 - Sunday, Dec. 5 in various locations in Lake Placid.

“We hope to point out that slavery is not a bygone crime against humanity, but a legacy and a blight still with us today,” said Martha Swan of Newcomb Central School and contributor to the anti-slavery convention.

During the two-day convention, experts on contemporary slavery and human trafficking will be joined by scholars, historians, victims advocates, lawyers, investigative reporters, musicians, and the general public to examine historical and contemporary slavery and trafficking in New York State and ways to end it.

The weekend includes an educators workshop at Heaven Hill Farm Dec. 4, 8 a.m. - 3 p.m.

Activities Dec. 4 include Slavery, Film & the Shaping of an American Conscience at Lake Placid Center for the Arts, 7 - 9 p.m., a conference at High Peaks Resort, 8 a.m. - 5 p.m., a wreath-laying ceremony at John Brown Farm State Historic Site, 5 - 6 p.m. and a closing reception at Northwoods Inn. The event is co-sponsored by the freedom education project John Brown Lives, John Brown Coming Home, the New York State Archives Partnership Trust, the National Abolition Hall of Fame, and the Center for Diversity, Pluralism & Inclusion at SUNY Plattsburgh.

Recent research has begun to reveal the rich history that slavery holds in New York State as the country approached the 150th anniversary of the Civil War. “New Yorkers have long regarded slavery as a southern institution,” said Swan. “However, the 1991 discovery of the African Burial Ground in Lower Manhattan offered irrefutable evidence that New York was a veritable slave society for hundreds of years.”

Every year Stewart’s customers rise to the challenge and we are also pleased to have all of our media partners with us again to help spread the news,” said Stewart’s Foundation president Susan Dake. “Last season the Holiday Match funds were given to 1,349 organizations. We are expecting another big year for applications because of the economy.”

The goal of Holiday Match is to encourage individual giving and broaden the base of support for local charities. Stewart’s Holiday Match is a 501(c)(3) foundation; all donations are tax-deductible. Stewart’s gladly accepts funds from groups or businesses, but only matches individual donations.

“This is a two part program,” said Dake, “to bring donations in and get applications out to children’s groups in need of funds.”

Local children’s organizations can pick up an application throughout the holidays at any Stewart’s Shop; or-line at Stewartsshops.com. The deadline for submission is Jan. 31. All groups applying must be locally based, benefit children under 18, and be a qualified, charitable 501(c)(3) organization. A brochure will be available throughout the holidays at Stewart’s Shops which lists all 1,349 children’s organizations in their 30 county area that received funds last season.

OnCampus Lydia LaLonde receives scholars award POTSDAM — Lydia LaLonde of Tupper Lake, a first-year Clarkson School student at Clarkson University, is the recipient of the Clarkson School Scholars Award.

Walking through the moth-infested forest A

s I walked into the woods early last week, a heavy frost highlighted the intricate network of spiderwebs crisscrossing the forest floor. They had the appearance of a million, mini-laser beams guarding the woodland scene.

In the morning’s light, their webs seemed to be connecting every bush, tree and fern in the woods. Obviously, the spiders had been busy.

As I took my usual morning watch, I caught a flicker of something white, out of the corner of my eye. Was it a whitetail?

My heart rate went up, but I remained calm.

I was being careful not to startle a deer with the quick turn of my head, and I moved slowly to see what was there.

I saw no white, no movement, no whitetails, nothing but the woods. Again, I focused my attention on the edge of the swamp directly in front of my watch.

It was only a few minutes when the movement of something in the distance again captured my attention. I strained my eyes to see what it was, as I slowly raised my rifle.

Viewing through the 5X scope, I discovered what appeared to be a rabble of butterflies gathered on a large rock, located just at the edge of the swamp.

In my mind, I laughed at nature’s trick, where the flight of white can be mistaken for the flick of a tail.

By the time the sun was up, the nearby woods came alive with them. They were little, white and grey or brown in color. And, they weren’t butterflies — they were moths.

I was surprised to see them in the air, since it was such a cold morning and so late in the season. I also wondered how many other hunters had been fooled by the moth’s endless forest flickers. They certainly caught my eye!

Butterflies vs Moths My first call went out to Sue Grimm of Saranac Lake, the “Butterfly Lady” at the former Paul Smiths Visitors Center. I explained what I had seen and shared a photo of the specimen. I also told Sue the appearance of moths, flickering white in the deep, dark woods, might soon become the bane of deer hunters

She informed me moths belonged to the same family as butterflies — “Lepi doptera” — and continued, “Typically, moths are signaled to come out when both days and nights are warm. Perhaps they were tricked — it seems disastrous for them to come out now.”

Although, moths outnumber butterflies by a 10:1 ratio, they are the black sheep of the family. Little is known about moths and they are not highly regarded.

Butterflies are beautiful and gather in groups known as rabbles. They come out to frolic on sunny days and provide a whimsical and colorful addition to the scene. Kids make rhymes about butterflies Moths, on the other hand, are moth-eaten, and gather mostly at night around a back porch light. Moths are furry and dull, the overlooked cousins of the more popular butterfly. Spinning silk seems to be their only redeeming quality.

“But, why,” I asked her, “Are moths flying around at this time of year?”

“Moths hibernate under the leaves, and because they are furry, they are able to survive colder temperatures better than butterflies,” Sue explained. “The warmer air likely brought them out, or,” she joked, “they must get paid by the deer.”

More about moths Moths are more abundant than butterflies due primarily to their ability to exist in a wider range of conditions, and occupy more diverse habitats. And, unlike most butterflies, moths overwinter by finding shelter in leaves, debris or in a convenient closet.

As a result, moths are present year-round, and when air temperatures approach around 40 degrees, they can take to the air. Obviously, even the warmth of the morning sun on the forest floor is enough to make them stir.

Another big advantage in moth survival is the early start their caterpillars get on the leaves and grasses as they emerge in the spring, when there are fewer birds around to eat them.

Additionally, many moths have developed the same defensive colorations as butterflies, with “eye spots” on their wings to make them

look bigger to ward off predators. Several moth caterpillars have actually adapted coloration that resembles bird droppings, which serve to protect them from other winged predators seeking food.

Moths are highly adaptable survivors. Some species have even developed techniques that, in effect, help to jam the echolocation signals bats use to locate prey with radar-like precision.

Unfortunately, moths have not developed a

natural technology to deal with more modern technology. Bug zappers, those big blue lights used to control mosquitoes and other flying pests, kill a lot of moths. According to experts, “Ninety-five percent of what they attract are moths.”
