By Keith Lobdell keith@denpubs.com ELIZABETHTOWN — Essex County Budget Officer Thomas “T om” Scozzafava said everyone should be ready for a budget that fits within the parameters of the state’s 2 percent tax cap.

“We are going to present a budget with the 2 per cent cap in place, so buckle your seatbelts,” said Scozzafava, who is also the town of Moriah supervisor . “The services that we have a whole lot of control over ar e the ones that are going to have to go.

The mandate things that we do not have control over are going to have to stay . There is going to be a lot of pain with this budget and a lot of tough decisions.”

T

he movies just don’t stop coming at the grange. That’s the Whallonsburg Grange, and this Saturday’s movie is “Incendies”, at 8. This one is an award winning, cold blooded suspense thriller guaranteed to have you biting your nails and brought to you by the Champlain Valley Film Society.

The hill and dale trail society, CATS, ( properly known as Champlain Area Trail Society) recently announced a contest with a $500 top prize. They are looking for a piece of writing or a video involving real people and experiences on the trails and around the precincts. Their website has all the details, and it looks like you have a lot of latitude to work in, with boating, botany, the culinary arts, the theater, trail romances and zoology among the many possible topics.

Although Amy’s flower gardens are starting to senesce and shut down, we still haven’t had a deep killing frost and she keeps picking bouquets of zinnias and calendulas to put around the house. She also tends a big pot of nasturtiums on the front porch with long vines that trail down the steps, still with a few brave blooms.

Ginny and I took a ride around town on a cool and sunny morning, and with most

of the leaves down, we got a good sense of how beautiful the farmland of Essex really is. Back pastures are now more visible through the trees, glowing lush green from fall rains. We saw cattle in all corners of town, among the prettiest a group of Jersey heifers on Alden Road sunning themselves under a tall old sugar maple almost devoid of its orange leaves. There were also herds of big Holstein heifers on pasture, burgundy colored beef cattle grazing above the Boquet, milking herds, and cattle spotting distant hillsides. A custom harvester from Vermont was chopping field corn near Whallonsburg, the giant John Deere machine leaving water filled ruts on the very bottom edge of the field. We saw stacks of freshly cut pine logs and a yellow skidder drawing out fire wood near the town line with Lewis. The town’s mix of hills and fields, large open areas and forests, with mountains all around looked prosperous and well tended, a compelling mix.

Congratulations to Whallonsburg’s Tim Burke, who just competed in his first marathon and won his age group with a time of a little under four hours. He’s made great strides in his new-found career as a runner.

ongratulations to the Westport Lady Eagles soccer team on its 20 win over Keene last week. Both goals were scored by Delaney Sears with assists from Allison Sherman, a dynamic duo if ever there was one. But this is a team full of stars, and it's no surprise to me that they are currently leading their division (hopefully they still will be by the time you read this, with a win over Wells this week).

The school has put out a request to parents of preschool age children for assistance in doing a count for the district. If you live in the school district and have children aged four years or younger, you can help by calling Westport Central School at 962-8244 and letting them know.

In this era of tight budgets, I suppose, the more information the school district has the better they'll be able to plan for the future.

You can also help our students by going online to vote in the Power a Bright Future grant competition. The winning school get $50,000 and there are several runner-up categories that get $25,000 each. You can

Well I haven’t had any emails about events and with the exception of the Family Dollar construction I haven’t noticed much going on so it is definitely a quiet week for me. I have to make sure to get down to Mac’s Ice Cream before they close for the season, but beyond that I’m enjoying the fall and my neighbourhood birds and chipmunks as usual. I’m trying to put out more seed and heartier stuff out as they are storing up for the winter themselves. I do consider my Keeseville home a wonderful sanctuary from the normal daily grind. Now to just get my dry well fixed before the ground freezes and I’ll be a very happy Keeseville resident. Take care everyone.

he autumn leaves are at their peak and last weeks sunny weather made some of us forget about all the rain we’ve had. A number of golfers took advantage of the balmy weather to get in their last rounds on the Cobble Hill Course before it closes for the season. Fall clean up means more runs to the dump.

Linda Martin is selling dump stickers at the Town Hall on Saturdays starting Oct .15, from 9am to noon.

Church of the Good Shepherd’s “Country Fair,” gave folks looking for handmade gifts a chance to start their holiday shopping. The Harvest Dinner at St. Elizabeth’s was also a success, and Wilba Strong’s banana cream pie was the best I’ve ever tasted. Hildegard Moore reported that 276 dinners were served.

Thrift shop collection day brought in new donations of winter clothing, holiday gifts, and toys. Janet (MacDougal) Cross organized the collection day with the help of many volunteers. The donations were sorted, ironed and tagged for the shop.

The State, County and Town highway workers have been busy this fall preparing

roads for winter and cleaning up from Tropical Storm Irene. The NYS DOT will close US Route 9 at the foot of Split Rock Falls from Oct. 19 to Nov. 4. They are replacing a culvert beneath Route 9 to prevent future flooding and damage to the state highway.

This means that for over two weeks drivers in Elizabethtown heading for Exit 30 on I-87 will have to get on I-87 at Exit 31 (the Westport Road). Those who live South of the village will have to drive North to go South. Mail carrier, Becky Remington, will have 70 extra miles added to her daily route.

Barbara Racine from Plattsburgh’s Langlois-Racine Dance School would like to offer weekly Dance Classes for ages 3 to adult. Tap, ballet and jazz could be available in E-town, if enough people are interested in participating. A total of 30 students will be needed for classes to be offered. eople come from long distances to view the colored leaves this time of the year. I am hopeful that as locals we have taken notice throughout all of the season of the beauty of driving along the Route 22 between Essex Ferry to Noblewood area. The people that live along that stretch that maintain those beautiful stone walls and all of the great plantings. The DeNeals that have all the beautiful plants along the roadway, the holly hocks at the Bed and Breakfast, the owners of that great yellow house , Reggie and Jenny Bedell that had that beautiful natural flower garden next to their residents. You all do the community proud by keeping your road way so attractive to those of us that travel that route. Those great new homes in the Owens old apple orchard.

I still say that our North Country citizens sure show longevity with several reaching the high 90’s and now a special birthday greeting to Della Garvey who just celebrated her 100th Birthday. don’t know about any of you but I find that this is a strange autumn. I don’t see the consistent yellows and reds of the trees like usual. While I don’t have a lot of knowledge on the subject, I’m guessing that the trees are all waterlogged from so much rain which is keeping a lot of greens in the trees. Still it is a very beautiful time of the year.

Progress is happening quickly at the location of the new Family Dollar. Always nice to see business coming to our community.

I’m a very private person and consider my home my sanctuary from the real world.

Charity begins with a free gift Campaign reform is a must

I

’ll never understand the art of fundraising or the skill of some individuals to successfully solicit donations. Take the many non-profit organizations that give you something for a specified donation amount—like a public T.V. station giving you a gift of a Michael Bernard Beckwith motivational DVD for your money pledge.

Many years ago I donated a few dollars to a small, Catholic school in New Mexico.

It was doing God’s work by helping provide an education and moral training to young Native American members of the church. I was happy to mail a check for a few dollars to show my support. I hoped my few bucks would at least cover the costs of the mailing appeal (targeted at me) with a little extra for the kids.

In the coming months I received more mailings from the school: Pens, notepads, calendars, lapel pins, plastic glow-in-thedark crosses, prayer cards, personalized return address labels, and feathered medicine wheel wind chimes. Aside from the fact that all of this stuff was manufactured in China, not by the school children, I wondered why it was necessary to send me “free gifts” in the first place? Included with these free gifts were words of thanks and appeals to send more money.

Of course I have no problem sending the school a few dollars a few times a year to help with its good works, but now I have a top desk drawer at home stuffed with “free gifts.” I have been handing out Pueblo notepads and wind chimes to friends while I place the prayer cards and the plastic glow-in-the-dark crosses in a small basket at the entrance of a local church.

The local church, recognizing the same bounty of “free gifts” received by its parishioners donating to various church charities—yes, even my favorite Indian school—has a basket for churchgoers in which to clean out their desk drawers. In the little basket you’ll find unblessed rosaries, holy cards with pictures of saints, mini prayer books and yes, even a few of those plastic glow-in-the-dark crosses.

Why is it that fundraisers feel folks won’t donate money if they don’t receive

something in return? Shouldn’t charity be a one-way street?

Maybe charity does involve a little selfishness now and then—like the fact that giving something to those in need can make the giver feel good, even useful. But if giving is predicated only by what the giver receives, then I think we’ve missed the point.

I don’t fault the Indian school for mailing me trinket wind chimes and ultra-thin notepads, but I do wonder why its fundraisers spend the school’s hard-to-find money for such manipulative trinkets?

I know somewhere scientific data exists that shows that people are more likely to donate money to a non-profit organization or cause if they get something in return.

But I’d like to believe that, perhaps naively, this just isn’t so—that people like me actually donate money or volunteer time for the simple joy of giving and sharing personal bounty with others. Even the idea that some donations to charities are tax deductible appears to turn the entire process into something like a tawdry business transaction. Perhaps this kind of reciprocity was always the foundation of charitable giving?

Psychologists Anthony Pratkanis and Elliot Aronson, in their book titled “The Age of Propaganda: Everyday Use and Abuse of Persuasion,” write that “the norm of reciprocity is successful as a persuasion device because it directs our thoughts and carries its own motivation to act on those thoughts. We are directed to think ‘How can I repay my obligation?’ as opposed to ‘Is this a good deal?’ Our primary motivation is to avoid the uneasy feeling that comes from transgressing the norm.”

So my obligation is to repay the receipt of notepads and glow-in-the-dark crosses?

Admitting that Pratkanis and Aronson are likely correct in their assessment of the underlying motivations of reciprocity, it still doesn’t scratch the surface of why I personally feel good about sending a small Indian school in New Mexico a few dollars more.

To the Valley News: Dan Connell is r unning for r e-election as Westport Town Supervisor. This is very good news to me and I am sure to many other Westport citizens as well.

Dan has a special talent that is much needed in this ar ea of New York State that is inclined to be overlooked by thhe urban-oriented moguls in Albany. He has a tenacity and a personality that have enabled him to get the attention and eventually the cooperation of such official entities as the APA, the DEC, the Comptroller, the Secretary of State for Grants (presently three), the Dept of Health, to name a few, and as a result Westport and Wadhams have new water and sewer facilities that ar e as dependable, safe and ef ficient as any of their capacity in the State with one of the lowest tax rates in Essex County.

Westport’s sewer plant procedures effluent below State phosphorous levels to the extent that the plant capacity is being legally increased by 50,000 gallons per day . Since startup, it has had zero citations for effluent problems. This kind of performance that gets the attention of those who might want to locate their homes or businesses in our Town. I myself worked on Lake Champlain for twenty two years. I think I appreciate the importance of a clean, healthy Lake to the economic future of us all. Shirley and I ar e delighted to have retired to Westport in 1998.

Westport still has certain pr oblems ahead.

The Fir e House and DPW garage will soon need to be replaced. Everyone is aware of the difficulties and tensions that have been generated. But I truly believe the job can be done by the team pr esently in place which has worked over 10 years for a proper solution.

To the Valley News: How long can we af ford stagnant, misguided leadership and an attempt to take away our right to vote? Without the slightest attempt to work with the Essex County IDA for grants, Willsboro’s Industrial Park project was stopped. There has not been one mention during the council meetings about filling our empty buildings or applying for grants to aid our infrastructure. Yet $20,000 was spent without question on a oad r by the supervisor ’s house. Was that really the best place to spend it? No one asked.A grant for a youth ball park pr oduced only a "tennis court" with a $20,000 overrun.

The Compr ehensive Plan is under way but $7,500 was spent to look at how our town should look? T wenty-plus r esidents are doing just that under a curr ent grant.

Seems like duplication with our tax dollars.

Mr. Hatch wants to appoint our Highway Superintendent. Mr. Hatch stated that, “under an appointment, the town board would have contr ol over the operations.” New York State law states; “Whether elected or appointed, the superintendent is an independent town of ficer with powers independent of the town boar d to employ and direct employees to carry out his statutory responsibilities.”

Mr. Hatch, what is next, an appointed Town Clerk?

I want my right to vote, not give it to you.

I want my tax dollar spent wisely . I want our public buildings to have sewer and our residents to have mor e places to shop and work.

I will vote for our future, Lane Sayward, Susan Swir es and Shaun Gillilland, you should too.

To the Valley News: I would like to thank Ben Morris, Mike Doyle, Evelyn Hatch and Jim Phillips for throwing their hats into the political ar ena running for Elizabethtown Town Board. Their potential commitment to Elizabethtown is appreciated, but mor e importantly, giving us a choice.

Margaret Bartley is r unning for Elizabethtown Supervisor. Maggie would bring transparency to Elizabethtown government. She would continue to film the Town Board meetings and publish the monthly summary . As supervisor, she would appoint liaisons to the various organizations and expect their report at the town boar d meetings. Pr esently, we have little to no communication with these various or ganizations and by expecting dialog, we all can move forward collectively in a positive manner for the betterment of Elizabethtown.

Maggie has worked tirelessly on countless organizations and committees in Elizabethtown. She is consistent, fair and able to process while looking forward.

Maggie and I ar e not always on the same side of issues, however , it’s been my experience that she is able to listen to all opinions, process the facts, and come up with a intelligent decision agreeable to most. This is a gr eat attribute given today’s political climate.

Maggie is bright, responsible, generous, organized, pr ofessional and somewhat bossy .

Warm and cuddly is not my per ception of Maggie, but by the same token others who perceive kindness as a weakness won’t intimate her. She will run a tight ship and at the County level, Elizabethtown will be first and foremost.

Electing the right candidate shouldn’t be a personality contest. Maggie has the time to devote and mor eover the wher ewithal to make a dif ference. No longer should politicians be allowed to favor a few at the expense of the rest. This is the opportunity for a positive change.

Brent Vosburg, candidate for Essex County clerk, is the epitome of that scenario.

Brent graduated fr om T iconderoga High School then attended Adirondack Community College and later North Carolina State University, majoring in accounting. Mr .

Vosburg established a r ecord of integrity and skill at managing finances while employed at several prestigious banking institutions, including First National Bank of Glens Falls, Ever green Bank, Champlain National Bank and T iconderoga Federal Credit Union. He also worked for the Essex County government center in Elizabethtown.

If elected, Mr . Vosburg will devote himself to the position of county clerk and Department of Motor Vehicles supervisor. He will not take on other county positions or duties just to increase his pay.

Right now, the curr ent County Clerk attempts to be: Commissioner of Jur ors, Commissioner of Youth and community services, DWI Coor dinator, Mail r oom and central supply, Recor ds Management Of ficer, Stop DWI Dir ector and T raffic Safety Coordinator, Department of Motor Vehicles Supervisor.

The curr ent County Clerk is paid additional stipends not only fr om the county , but from the state of NewYork as well! With so many titles and other duties, it's no wonder the office is overstaffed.

- One in every four women will experience domestic violence in her lifetime; - An estimated 1.3 million women in the United States are victims of physical assault by an intimate partner each year; - Most cases of domestic violence are never reported to police; - Approximately 20 percent of the 1.5 million people who experience intimate partner violence annually obtain civil protection orders. GUESTVIEWPOINT Healthcare vital to economic health of community, also As of August of this year , ther e wer e 756,400 New Yorkers without jobs, and unemployment numbers are at levels not seen since 1982. But while other sectors struggle to retain workers, health care is the one sector of the U.S. economy actually cr eating jobs. Hospitals are adding jobs right here in the Empire State.

According to the Bur eau of Labor Statistics, nationally hospitals have added mor e than 84,000 private sector jobs over the past year. That adds to the mor e than 5 million people alr eady working in hospitals - over 370,000 in New York - caring for patients at the bedside, coor dinating car e in hospital pharmacies and labs and keeping the lights on, and caring for those in need.

Health car e is r esponsible for 1 in 5 new jobs. Despite the economy, health car e employs 36 percent more people than it did 10 years ago.

And yet, a "Super Committee" in W ashington, tasked with cutting America's daunting $1.3 trillion deficit, is considering changes that may take these new jobs away.

Hospital leaders recognize the fiscal challenges our country faces and by no means believe we should shirk r esponsibility to reign in our nation's spending. Personally , our hospital has tightened its belt repeatedly. Nationally , hospitals have done mor e than tighten belts - we have made significant commitments in r educing health car e costs over the next 10 years.

But I want our community - and r espectfully, the congr essional Super Committee to have a full understanding of the impact potential cuts to hospital care would have in the North Country.

Medicare and Medicaid are under the Super Committee's micr oscope. The notion that cuts to hospital care can be made without impact on beneficiaries or the communities in which they live is misguided.

Hospital care is a labor-intensive endeavor. Wages and benefits account for the majority of our hospital's spending. Every hospital job supports two or mor e jobs as our hospitals and our employees pur chase goods and services fr om other businesses mostly local.

It's estimated that a 2 per cent cut to Medicare alone would eliminate about 200,000 direct and indir ect hospital jobs by 2021. These ar e not just new , needed jobs; but existing jobs that families rely on.

For years, hospitals have been paid less than it costs to care for Medicare and Medicaid patients. Further underfunding these programs could do r eal harm. And 23 percent of New York r esidents r ely on one or both of these pr ograms. Their need for health car e won't go away simply because the pr ogram can't af ford them. You don't need super-powers to recognize that the Super Committee has a gr eat opportunity to protect our local hospitals.

The health field is hiring based on every community's gr owing demand for health services. Hospitals ar e caring for patients who are living longer with more chronic disease requiring greater levels of health car e.

As we continue a shift to wellness and pr evention, early health interventions will become more essential - r equiring more regular access to care and more health care workers. Cutting jobs handicaps our ability to plan for and provide this needed care.

I'm certain that the Super Committee is taking her/his debt-fighting task seriously .

But as our country struggles between recession and recovery, we must do what we can to save the jobs we have. We need forwardlooking solutions rather than har d-to-take, but easier-to-craft cuts.

Supers urged to pass cap override Essex County employees prep

keith@denpubs.com ELIZABETHTOWN — Even if a town is planning to be below the 2 per cent tax levy limit allowed by the state of New York, it would be a good idea to pass a local law overriding the limit.

That was what Essex County Attorney Daniel Manning and County Manager Daniel Palmer told members of the Essex County Board of Supervisors who were in attendance during the Oct. 17 block of committee meetings at the Elizabethtown Government Center.

“I recommend that you start the process now if you want to override the cap,” Manning said about the towns having the local override in place befor e town 2012 budgets wer e due to be passed next month. “Y ou have to intr oduce the law , then have a public hearing and a meeting to vote on the override.”

“I would think that this discussion on the tax cap alone would make people re alize that they should override the cap so

you can cover yourself in case mistakes are made in the math,” Palmer said. “The comptroller ’s office will not be looking at the final numbers for five years, so if you make that mistake in the first year, it will be compounded into all of your budgets that follow and you are on the hook unless you have the override in place.

“This is the third year that we have done this as a county gro up of employees,” Gerald Morrow, Chesterfield town supervisor and chairman of the 2012 United W ay fundraising campaign, said. “W e have a very active sub-committee at the county that is for the United Way and to help promote the or ganization and how it helps people here in the county.”

Morrow said that the committee is planning a kick of f event for the fundraiser , and that they ar e hoping to know mor e about their goals for the year in the next couple of weeks.

Scozzafava said that, either way, his intention was to have a budget that was inline with the state mandate.

“It’s our intention to put together a budget that is at the 2 per cent tax levy cap and you ar e going to see what is eliminated in this budget for 2012,” Scozzafava said. “We are all going to have a pet project that is going to be gone.”

katherine@denpubs.com TICONDEROGA — The Essex County Sheriff’s Of fice will be partnering with the U.S. Drug Enfor cement Administration (DEA) for Prescription Drug Take Back Day on Oct. 29 at six locations throughout Essex County.

The event will be taking place fr om 10 a.m. to 2 p.m. at the following locations: Kinney Drugs, 7550 Court St., Elizabethtown; W estport Town Hall, 22 Champlain Ave.; Chesterfield Town Hall, 1 V ine St., Keeseville; Lake Placid Police Department, 2693 Mirr or Lake Dr.; and the T iconderoga Police Department, 135 Burgoyne Road.

Ticonderoga Police Chief Mark Johns said this will be the thir d prescription drop off his department has held with DEA in the past two years. He said the event has been well eceived r

by the community of T iconderoga and allows for people to dispose of their pr escriptions, some of which could be consider ed a controlled substance, in a safe way.

“We will accept anyone’s pr escriptions, no questions asked, and then the pr escriptions will be turned over to the DEA for destr uction,” Johns said.

The Prevention Team of Ticonderoga is helping to get information out to the public about the event and to educate r esidents about the dangers of prescriptions drug abuse.

“The prevention team is working with law enforcement to get the word out,” Mac MacDevitt, community pr evention coordinator, said in a press release. “The event is an opportunity to send a larger message about the growing dangers of Rx drug misuse and abuse for kids, teens, for adults and also for seniors. This includes accidental poisoning for little kids, and crimes committed to obtain drugs. Rx drug disposal is a pr oblem statewide, especially for controlled substances.”

keith@denpubs.com KEENE — Travel between Elizabethtown and the Adirondack Northway will be limited to the Exit 31 ramp starting next week, as state road crews prepare to work on a portion of the road between the town and Route 73 in Keene.

The New York State Department of T ransportation has set up signage notifying travel-

ers that Route 9 will be closed to traffic starting Monday, Oct. 24, and lasting thro ugh Nov. 4.

Carol Breen, Press Information Officer with the DOT, said that the work is being done to replace a culvert located one-half mile south Split Rock falls of the Boquet River.

"They will need to rip up the road to do the work," Breen said. "The road will be closed to traffic for that time period, but local traf fic will be able to get in and out in both dir ections."

Chesterfield, Keeseville Knights to host benefit dinner for United Way

LPCS announces new teacher LAKE PLACID — At their Aug. 30 meeting, the Lake Placid Central School District Board of Education appointed Mrs. Erin Esposito as Math T eacher (7-12) for the Lake Placid Middle/High School, ef fective Sept.

1.

The position became open when another teacher r esigned to accept an engineering position in the private sector . The district advertised br oadly and conducted interviews for the position befor e agreeing that Esposito, previously a long-term substitute in the District, was the best choice.

Esposito, a native of Syracuse, now makes Saranac Lake her home. She r eceived her bachelor ’s degr ee in Mathematics Education fr om Siena College and is curr ently completing her master ’s degr ee in Special Education (Grades 7-12) at the State University of New York College at Plattsburgh.

In her spare time, Esposito enjoys hiking, biking, and reading.

Portion of tickets for meal donated to Irene victims

keith@denpubs.com KEESEVILLE — The Knights of Columbus will host a fundraising meal for the United Way this Saturday, Oct. 22.

The meal starts at 4 p.m. and continues through 7 p.m.

“It will be a buffet-style dinner and there is going to be plenty of food,” Gerald Morrow, town of Chesterfield supervisor and chairman of the 2012 United Way fundraising campaign, said. “It will be a turkey dinner with all of the fixings, and we have 280 pounds of turkey that we need to get carved up and r eady to go. W e will also have pies for desserts, and takeouts will be available.”

Morrow said that there will also be raffles as part of the dinner.

“It’s a chance to enjoy a meal and support an or ganization that helps their community,” Morrow said.

Morrow added that, thanks to some donations, the event r eceived 100 meal tickets that will be given away for fr ee to people who wer e af fected by the r ecent flooding caused by Tropical Storm Irene.

The tickets will be distributed thr ough the Town of Jay Supervisor and Essex County Board of Supervisors Chairman Randall “Randy” Douglas, who said that people who were interested in the tickets can contact the Jay town offices at 647-2204.

PLATTSBURGH — The United Way of the Adirondack Region, Inc. is of fering mini grants to or ganizations that help individuals and families with disaster assistance. At the r equest of business and individual donors fr om thr oughout the r egion, the agency has established a fund to aid in the recovery efforts from Tropical Storm Ir ene.

The fund was established initially at the request of New York’s North Country For d Automobile Dealers in the r egion, who seeded the fund. Numerous other businesses, gr oups and individuals have also contributed to the special fund, including the organizers and patr ons of the Battle of Plattsburgh.

The disaster r elief mini-grants ar e available to organizations providing direct service to individuals and families that have been affected by the recent disaster in Clinton, Essex, and Franklin Counties. 9-11 for the 24th Annual Rustic Furniture Fair. Each year, artisans are honored with the Maker's and People's Choice awards. Members of the ESG committee met with members of the press during an Oct. 12 con-

ference to announce the dates for the event as well as the involvement of Behan Communications out of Glens Falls, which will be charged with selling games sponsorship opportunities.

“We are in the very early stages of r eaching out to sponsorship candidates,” said Bill Callen, project manager with Behan. “We are looking for people who will pr ovide a statewide r each. The passion and commitment of the people who now put these games together is contagious, and we are hoping to build off that.”

“We have special assets here that we have cultivated over the past 100 years in winter sports,” McKenna said. “We want to expand the marketing of these games statewide and we have a goal to double our revenues, and that is why we br ought Behan Communications on board.”

Jim Gof f, ORDA director of events, said that there would also be new events coming to the 2012 version of the games, including

slopestyle skiing, snowboar ding and long track speed skating.

“That is something that people have wanted to see for a while,” Goff said, adding that the games would also featur e the r eturn of ski jumping, the second tor ch r un and the second year of the adaptive cro ss country ski event.

ELIZABETHTOWN — The Elizabethtown-Lewis Youth Commission Ski & Ride Club is excited to kick of f this season’s pr ogram at Whiteface Mountain. Based on last year ’s success, this year ’s club is looking to r eally grow its membership. The program is a six-week program that will take place on six selected Sundays for student’s ages 7-18. The pr ogram starts Jan. 8 and r uns through March 4.

Registration dates are set for Nov. 4 and Dec. 2 at the Town Hall from 6 to 7 p.m. A Ski and snowboard swap is being planned for the end of November as a fundraising and registration event. More details to follow.

KEENE — Excitement peaked as students and new mentors checked in to the “Meet the Mentors” event Thursday, Oct. 13, at the Keene Central School.

Sixteen Keene students from grades 5 and 6 met with members of the community who will be their mentors for the rest of the school year.

The students applied in June for their mentor, and over the last few months, school of ficials have taken on the challenge of finding the right student and mentor match for the past six years. The committee members wer e Alice Bouttee, mentor coor dinator; Harry Fine, dean of students; and Cynthia Johnson, superintendent and principal of the Keene Central School.

“We are so fortunate to have a superintendent and principal who is very familiar with the students and par ents, and I know the community members,” Boutte said. “Mrs. Johnson started the pr ogram, and we have successfully matched kids with mentors who have formed long-term friendships

new things,” Boutte said.”W e have kids who have had the same mentor for five years and we have seen about an 80 percent success rate in the mentor mentee relationships we’ve set up.”

During the second part of the meeting session, the staf f created a boar d wher e they brainstormed with the students about trip ideas for them to take, and they outlined different goals students had about what they would like to get out of their mentor.

Through the mentor pr ogram, students and their mentors agree to meet for one hour once a week for the entir e school year. As a gr oup, students and their mentors go on trips during the year. Last year,

Westport holds meet the candidates forum with super, council candidates

katherine@denpubs.com WESTPORT — Five candidates went head to head at the Meet the Candidates night at the Westport Town Hall on Thursday, Oct. 13 in a for um pr esented by the League of Woman Voters of Plattsburgh.

The thr ee candidates r unning for T own Council: Dan McCormick, Michael T yler, and Nancy Page.

McCormick is r unning under the Fair Deal ballot, Tyler is running under the Republican and People’s Party ballots, and Page r unning under the Common Sense ballot.

Running for the town supervisor position, Daniel Connell is running for re-election under the Democratic and Squar e Deal ballots against Councilman Br uce Ware, who is running on the Future Common Sense ballot.

Attending r esidents and voters wer e able to anonymously submit questions to perspective candidates with the use of flash cards.

Audience members asked the candidates questions about supporting local business, potential business gr owth, how the candidates felt about the statewide 2 percent tax cap, the candidates’ stance on extending the town’s sewer line, party choice, and what the candidates thought were the best and worst parts of the Westport population.

“I think our focus should be on small business growth and Internet marketing to bring mor e young people into the ar ea,” Page said.

Tyler said he would encourage alr eady established businesses to spur economic growth.

they can be the best advocacy to bring people into this town,” Tyler said.

Residents also wanted to know what the candidates thought about improving town structures such as the town hall, firehouse and the possibility of a new town shed that would not overload the town budget. Page and McCormick said the plans should wait until after the election to be put in place.

“Plans and ideas have been explored for 10 years,” McCormick said. “The plans that have been put befor e the r esidents were not af fordable. What we need to do is look for the most economical and pragmatical plans to improve this towns build-

ing projects.”

While T yler said the boar d should not wait until after election but act now to avoid fines in the future from zoning violations.

All candidates said importance of businesses in the area were crucial to building a str onger community. Connell said if r eelected as town supervisor , he would focus on str engthening the towns cor e to support growth.

“The town can’t bring people into the community but can cr eate an atmospher e to bring them in,” Connell said. “Our real job in supporting tourism in our community is to cr eate an infrastr ucture to pr epare the community . W e ar e curr ently looking at a grant with crafts and would like to see this place just like another Woodstock.”

Ware said if elected as town supervisor he would use his experience as a r eal estate agent to help “sell” the town.

“The most important thing we can do for this town is support the businesses,” Ware said. “If we don’t support them with our money, they will fail. W e cannot bring in new business if our curr ent businesses fail.”

Candidates r unning unopposed this election are Town Justice William LaHendro and Town Clerk Sheila Borden.

The election will take place on Nov. 8 at the W estport Community Center , 22 Champlain Ave.

“The communities have come together as a working gr oup to help put these games on,” Rabideau said. “W e ar e very thankful to be part of this team.”

McKenna added that, with the possibility of mor e sports in the futur e years, ther e was also the possibility that venues could also be found in other communities, including Tupper Lake and Keene.

Overall, 17 sporting disciplines will be a part of the 2012 Empire State Winter Games, which will also have a new logo.

Olympic bobsledder John Napier and luge slider Erin Hamlin both found their way to the United States Olympic team through a similar path - the Empire State Winter Games.

Both members of the 2010 U.S. Winter OlympicTeam were part of a press conference announcing the dates for the 2012 ESWG, and both talked about the impact that the games had on their careers.

“At first, it was heartbreaking to hear that the legacy of the games may not happen,” Napier said upon learning last year that the state was cutting funding to the event.

Napier said that the games provide a competition for athletes before they make it to the national and international level, himself having competed in what he said was five-to-seven games.

“It is very important to have a competition like this that people can come and af ford to compete in,” Napier said. “I know the impact that it had on my career to come here at 8 years old and be racing competitively. It was the competition that I looked forward to every year and it got me started on the path to racing internationally.”

“When you are developing athletes, it is important to have competition,” Hamlin, the 2009 W orld Luge Champion, said. “Having this race when we were on the developmental teams was great.

Having the experience of the opening ceremonies and everything that went with it was something that drove you to feel that again at the international level.”

The Pr evention Team, otherwise known as the Substance Abuse Prevention Team of Essex County Inc., is an or ganization that began 25 years ago out as the Moses Ludington Hospital for SubstanceAbuse in Ticonderoga. The organization now has expanded to work with 13 school districts thr oughout Essex County and surrounding areas.

The event featur ed Moriah students involved with On Common Ground, a performance gr oup of students fr om Moriah Central School who write, coor dinate and perform their own plays to raise awareness. The group performed a play about the dangers of gambling and the ef fects on the individuals, families and friends associated with problem gambling.

Mike Nerney, an internationally known lectur er and consultant for the Prevention Team who has been featured on such television shows as 20/20, spoke to the audience about the complexities of educating

teenagers and younger students.

“The young brain cannot begin to be able to realize the consequences of their actions until the age of 25,” Nerney said to the audience members. “This is why learning the best way to educate them is crucial.”

Nerney also gave an overview on how educational practices have changed over the time as people learn more about the science of how teenagers and younger students perceive messages about their personal health and well being.

The event was also attended by local politicians coming out to show support for the organization, including Essex County DistrictAttorney Kristy Sprague, Jay T own Supervisor Randall “Randy” Douglas, former T iconderoga supervisor Robert Dedrick, and Mark W estcott, deputy district dir ector for Rep. Chris Gibson.

Prevention T eam Pr esident Michael Diskin and Pr evention Team Executive Director Doug Terbeek spoke about the changes and growth of the organization over the past 25 years and thanked everyone involved with its progress.

Postcard display show slated WILMINGTON — The Wilmington Historical Society invites you to attend a slide show entitled “W ilmington in Postcar ds” prepared by Bob and Kar en Peters on Saturday, Oct. 22, from 10 a.m. to 2 p.m. at the Wilmington Community Center on Springfield Road in Wilmington.

The slide show of Wilmington postcards dating from about 1900 to the pr esent will be shown every half hour , beginning at 10 a.m., with the last show beginning at 1:30 p.m. In addition there will be time and opportunity for those with W ilmington postcard collections to enter them into the Wilmington Historical Society’s collection through digitization. Willsboro closes in on Division II title with second win over Chazy CHAZY — The W illsboro varsity boys soccer team has become the answer to a lot of trivia questions involving the last time something happened to the Chazy Eagles.

The most r ecent: who was the last school to beat the two-time defending state champions twice in the er gular season, as the Warriors scored a 2-0 win against the Eagles Oct. 13.

“We knew that we were going to be facing a consistent attack fr om Chazy tonight and we were waiting for something to happen,” Willsboro head coach Andy Lee said, who got that something when Clay Sherman connected on a knuckling direct kick in the 59th minute for the first goal and then hit the post one minute later , with Jef f Bigelow collecting the rebound and giving the Warriors the 2-0 lead.

The Eagles started the game aggr essively on of fense, with Brandon Laurin br eaking away for a scoring chance against W arriors goalie Cody Sayward in the second minute.

Sayward made the save, the first of 10 in the opening 40 minutes alone, as the Eagles outshot Willsboro 20-2.

“We had our chances, and we just could not finish,” Eagles head coach Rob McAuliffe said. “We outplayed Willsboro in the first half, it was just an unfortunate first 40 minutes because we could not get anything to go into the net and in the second, Clay hit a great ball.”

“That first half was something that every other minute it seemed, I just kept shaking my head and br eathing a sigh of r elief because we dodged another one,” Lee said.

“They were very good in the first half, and I didn’t know how good we had played in the second until I saw the stats.”

The Warriors out-shot the Eagles 9-7 in the second 40 minutes, Including the two scoring chances 1:17 apart.

“I wanted to put the ball har d on net,” Sherman said. “I knew that it would knuckle if I hit it har d. We didn’t gat a lot of opportunities on the net, so we wanted to make sure that we made them count.”

Sherman said that he had thought he scored a second goal in the 60th minute but then watched as the ball deflected of f the crossbar and onto the foot of Bigelow.

“That is the way that I have played all year,” Bigelow said. “The shot looked like it could have gone in, but I just crashed the net and was there for the rebound.”

Sayward finished the game with 12 saves for the Warriors.

“I can’t take the cr edit alone,” Saywar d said after the game. “The defense played a great game and I made the saves when I had to.”

The win out the W arriors four points ahead of the Eagles in Division II with two games left to play. The team could clinch the title with a win against Westport Oct. 18.

The Willsboro Warriors won their second straight over Chazy Oct. 13, taking a big advantage in the Division II standings.

A season well completed L

ast Saturday, as the annual Trout Season came to an end, I set out in search of trout. Despite the fact that I had enjoyed a few good days of trout fishing over the course of the summer, by and large the trout season was a flop.

Sure, I had some good days, but I never had a gr eat day.

The local waters just weren’t as productive as they’ve been in the past; despite the many flies, lies and lures I regularly utilized.

Maybe it was the weather , the heavy rains, and the hot sun. It may also be that I’m losing my touch, or not paying the proper attention to detail.

On both rivers and ponds, the water temperatures spiked early in the season, and they never er ally cooled off. On Saturday afternoon, despite the stiff winds and autumn’s chill; water temperatures on most of the local ponds and streams remained in the high 50s or low 60s. Even a cool rain had no effect, and I retreated from the ponds by the early afternoon, to finish the season on a little brook, that is scattered with beaver dams.

My season finally came to an end, in the dim dusk of the late afternoon. I had managed to land just a single brookie, in six hours of steady angling. It was a handsome male, resplendent with a bright, crimson belly and a pr onounced hook jaw.

As I released the fish, and gently slipped it back into the stream, a flying wedge of Canada Geese flew over , just barely above the surrounding alders.

The flyby, which resembled a squadron of F-15’s passing over a stadium, pr ovided a most fitting conclusion to the Trout Season.

Change of seasons It was an abr upt change of seasons. Although the Muzzleloading Season for Big Game kicked off on the same day as tr out season concluded, the weather was not too conducive to the hunt, with stif f winds blowing a steady driz-

zle of cold rain. It was not the type of day to keep your powder dry, or to find deer on the move, as the weather kept them down.

This coming Saturday, Oct. 22, the Regular Deer Season kicks of f, and pickups will again line the back r oads, as hunters take to the woods in search of “Adirondack beef.”

The annual Opening Day , will set the stage for a gradual changing of the guard, as hunters begin to replace hikers as the primary woodland travelers.

As the transition occurs, it is important for both user groups to recognize the essential woodland courtesies necessary to safely and effectively “share the sandbox.”

It is important that both gr oups be considerate, and r espectful of each other . As a r ule, most hunters attempt to avoid high traffic areas, where hikers can be found. Too often sportsmen get a ‘black eye’ due to the car elessness and poor behavior of a few individuals.

The media does not report on the numerous safe and successful hunts that are conducted each season. Rather, we often hear about the few regrettable accidents that occur.

Hunters new to the sport should seek out experienced sportsmen to learn about the intricacies of the pursuit. It’s important to know all you can, about the animal, for on average, hunters/deer encounters typically last less than seven seconds.

New York State DEC adopts deer management plan Plan will guide deer management for five years ALBANY — The New York State Department of Environmental Conservation (DEC) officials Oct. 17 announced that they have adopted a five-year deer management plan.

The final plan, which has been r evised based on public comment on a pr eviously released draft version, is now available at www.dec.ny.gov/animals/7211.html.

“White-tailed deer ar e an important and valued natural r esource for New Yorkers,” Commissioner Joe Martens said. “DEC’s new deer management plan provides strategic direction for our staff over the next five years and will help us focus our ef forts where they can best meet the biological and social demands associated with deer . This plan emphasizes the importance of hunting for deer management, and we are particularly excited to cr eate new opportunities for young deer hunters,” Martens said. “We are also cognizant of the significant ecological impacts associated with deer, and we are eager to mor e fully bring our knowledge of these impacts into the population management process.”

The plan describes six primary goals that encompass the curr ent priorities for deer management and the values and issues expressed by the public: •Manage deer populations at levels that are appr opriate for human and ecological concerns; •Promote and enhance deer hunting as an important r ecreational activity , tradition, and population management tool in New York; •Reduce negative impacts caused by deer; •Foster public understanding and communication about deer ecology , deer management, economic aspects and recreational opportunities; •Manage deer to pr omote healthy and sustainable forests and enhance habitat conservation ef forts to benefit deer and other

species; and •Ensure that the necessary r esources ar e available to support sound management of white-tailed deer in New York.

Public comment on the draft deer management plan was reviewed by the Department, and several notable changes wer e made in the adopted plan, including: •Changing to a five-year cycle for evaluating deer population objectives; •DEC removed the proposal to completely discontinue either-sex and antlerless-only tags; DEC is committing to implementing a youth deer hunting opportunity. Details re-

lated to timing and structure of a youth hunt have been removed from the plan so as to allow continued discussion to identify the most appropriate option; and DEC clarified that a special antlerlessonly season for muzzleloader hunters will only occur as the 3rd phase of a multi-phase process, and only in WMUs where additional doe harvest is needed.

DEC intends to begin implementing strategies of the deer plan immediately .

While many strategies will take several years to develop, DEC expects to begin ru lemaking to implement a number of huntingrelated aspects of this plan prior to the 2012-

13 hunting seasons, including: •Establishing a youth deer hunt; •Starting the Southern Zone bow season Oct. 1; •Allowing DMPs to be used during the bow and early muzzleloader season in the Northern Zone; and •Expanding mandatory antler restrictions into 7 WMUs in southeastern New York.

DEC strives to pr ovide a deer management pr ogram that balances diverse public interests and values with the biological needs and ecological r elationships of deer , for the benefit of New York’s white-tailed deer herd and the people of New York.
