Regional $39 million broadband grant application denied Six-county fiber-optic link now in limbo

By Thom Randall thom@denpubs.com A six-county effort to extend broadband into rural towns in the Adirondacks and elsewhere in northern New York was dealt a substantial setback Monday, as federal officials announced the counties' pending $39 million grant application through CBN Connect was not approved.

In their announcement, the federal authorities gave no reason for their denial of the stimulus-funds grant application that would have bankrolled a sprawling fiberoptic network. Area officials last year characterized this proposed broadband circuit as vital to the economic survival of Adirondack communities. The giant fiber-optic loop would have brought telecommunication and high-speed Internet service to vast regions of Essex, Clinton, Franklin, Warren, Hamilton and Washington counties.

The network was envisioned to help boost job opportunities in the region and prompt extensive improvements in services related to education, health care, public service and commerce. The proposed broadband infrastructure was to include high-speed Internet connections, wireless phone, television, and data transmission — serving hospitals and

health clinics, colleges and secondary schools and law enforcement authorities as well as businesses and residents.

Warren County Board of Supervisors chairman Fred Monroe said the news of the grant denial, which he received Monday morning, was "distressing."

"This is a huge disappointment, and the consequences are enormous," he said. "This broadband initiative was vital to the greater Adirondack region — it was the number-one priority of Congressman Murphy's office."

Monroe said he received an e-mail announcing the grant denial from Howard Lowe of CBN Connect, which is affiliated with SUNY Plattsburgh.

Lowe said Monday the broadband application was ranked second in the state.

CBN applied for first round stimulus monies last year, but was denied. Backed by local and state officials – as well as federal representatives – the organization reapplied this year with a significantly improved application.

Lowe cited stiff competition as the reason for its second-round demise.

"We know our application was very competitive, but there is a limited amount of funds and many good applications from all over the country," he said. "They don't share their ranking process with us, but we think it's probably a fair one."

The 203 successful federal broadband grants, announced Monday by the U.S. Com-

merce Dept., can be found at www.commerce.gov/news/press-releases. The website cites that the successful grants are the "final awards" under the American Recovery & Reinvestment Act's broadband initiative.

The grant denial was a surprise to local officials, who had attended regional broadband forums at which federal officials, who were slated to review the grants, listened intently to the North Country's critical communication needs and depressed economies — and these officials had expressed positivism about the grant application's prospects.

Murphy and various regional economic development officials could not be reached Monday evening for comment.

A total of $206.8 million in broadband grant awards announced Monday include grants supporting similar projects in California and Colorado.

The broadband network, as proposed in the grant application, was to feature fiberoptic hubs in Glens Falls, Chestertown and Ticonderoga.

The plans called for constructing a 425mile loop through Essex, Franklin and Clinton counties, serving 22 communities. This optic-cable circuit would stretch in an arch across northern New York from the St. Regis Mohawk reservation eastward through Malone and Rouses Point, then south to Plattsburgh and Ticonderoga. This circuit was expected to be extended through rural

Warren, Hamilton and Washington counties in a second phase of the proposed buildout.

A northern portion of the loop was funded late last year in a $39.7 million grant award to a partnership headed up by the Development Authority of the North Country.

The award funded broadband access in New York's western and far-north counties.

The CBN Connect's broadband network for Clinton, Franklin, Essex, Warren, Hamilton and Washington counties was expected to be constructed and active within two years.

Lowe said late Monday that his organization would be seeking other sources of funding for their six-county broadband plans.

Northern New York wasn't entirely ignored in the most recent federal broadband awards doling out stimulus funds.

The grants announced Monday included a $642,000 award to the Saint Regis Mohawk Tribe to fund five new public computer centers with 60 workstations to provide career training to about 500 users each week.

Lowe said CBN Connect's board of directors, at their upcoming October meeting, will be discussing the prospects of broadband in the North Country in light of the grant denial.

"We're still assessing what our next steps are," he said.

wo nights a week since mid-June, I’ve been heading up to the Public Safety Building in Lewis for EMS class, which is being taught by Essex County EMS coordinator Patty Bashaw. The classes run till mid-November, when, if we pass our tests, my classmates and I will become Basic Level EMT’s. In addition to us beginners, there are also a number of people who are coming to selected classes as refreshers or to recertify.

It’s an outstanding group, and also a relatively diverse one. My classmates in Firefighter 1, the basic firefighting course I took last summer after joining the volunteer fire department, were mostly young men in their early 20s.

There were a couple of young women, and one or two veterans looking to refresh their skills and knowledge, but otherwise it was mostly younger guys. My EMS classmates are more equally balanced between men and women and on average a bit older, though we’ve got a good number of young men and women, too.

The classes are lively and enjoyable, which is

good, because there’s a lot to learn. Patty’s favorite way to open the class is to drill us on the movement of blood through the heart. We learned early on to get our ventricles and atriums straight. We’ve learned how to open an airway and stabilize a possible spine injury. We’ve learned how to take vitals (blood pressure, pulse, respiration) and how to interpret what they tell us. Patty has also taught us that providing care is about more than science — it’s also about offering comfort and emotional support, which can make a huge difference in helping a patient through a crisis.

Another thing that can make a huge difference, by the way, is a little timely intervention from bystanders. It takes responders at least a few minutes to get there. In the case of cardiac arrest, those minutes can be crucial. What’s the solution? CPR. Everyone should know the basics. That’s a subject for a future column, perhaps. But it’s funny how the world of emergency response always comes back to the idea of community.

ctober is here and another season winding down. This is one of my favorite times of year and a big part of the reason for my living in the North Country. I love the spectacular colors that occur for a brief time during the fall. So many vibrant oranges and deep reds are already appearing everywhere we look.

Sadly, the beautiful leaves don’t stay on the trees and we have the piles of leaves to deal with. This is the first fall since the new laws have been started regarding what can be burned, so make sure to check, as I believe leaves are not to be burned. The new laws make sense as fire is a devastating problem the costs much in time, money, and resources.

Now is also the perfect time to have chimneys and stoves professionally cleaned before the cold season is upon us. I look at my stove and realize I could probably do it myself very easily saving quite a bit of money, but the experience and thoroughness of professionals gives

The best show in town right now is the sewer line installation on Main Street. The man running the excavator digs with great precision and economy of movement, avoiding traffic, gawkers and overhead wires with aplomb. He’s part of an experienced team that also includes the men in the trench who actually lay the pipe and the other equipment operators with massive dump trucks, loaders, rollers and even a street sweeper. I find it wholly engrossing to watch, as

me that extra sense of confidence that it really is all clean and in working order. The same goes for my snow blower as I certainly don’t want that to quit on me when I’m knee deep in snow.

Also, this is the time to turn off and wrap or otherwise insulate pipes as the winter is a lousy time to be digging up and dealing with burst pipes. Getting septic tanks flushed as well may be a thought as again the cost goes up tremendously in the winter due to all the additional labor issues brought on by the cold and frozen ground.

So while I have truly enjoyed watching a chipmunk scurry around my birdfeeder stuffing his cheeks to bursting point with seed before scampering off to return empty cheeked for more, he does make me realize that it is the time to scurry around and take care of things before the snow hits when I really don’t want to be moving out of my warm chair to deal with preventable emergencies.

At the end of each work day the street is cleared of traffic cones and yellow machines, and the trench is neatly leveled off. One of the flagmen directing traffic told me he had a lot of complaints from post office patrons who were slightly inconvenienced for several hours one morning, but otherwise most people are impressed with the speed and quality of the job.

By the way, traffic flaggers don’t have to take rudeness from the public — they can report license plates to the police, and fines are doubled because it’s a work area.

I’ve been visiting lots of local farms this past week, going on tours sponsored by Adirondack Harvest of beef operations and large vegetable farms. The farmers are thoughtful people, generous with their time, and they never send you home empty-handed. I received a pie pumpkin, a cob of field corn, several leeks, a bag of delicious carrots and a pound of Angus burger just for showing up to learn more about agriculture.

his has been a most amazing week for me here in this community. Every day, I was able to experience another great reason to live here in Willsboro.

Last Tuesday late afternoon, my sister and I went to the new bowling lanes to listen to the musical group “The Green Beans,” which consists of two brothers, Vinny and Joey Ferris.

They write much of their own music, and Joey has even made some of the guitars they use. It was very enjoyable, and I am so proud of our local young men.

Before we left, the bowling alley filled up with many of the residents who receive services from the five group homes here in Willsboro.

They were having such an enjoyable time together.

On Wednesday, some 25 of us went down on the point area to watch Marty Straton and her horse do a dancing routine of horse and ride.

This also was a joy to watch. Watching the trees begin to change colors is always a thrill for me.

There were two local families that enjoyed weddings this past Saturday. Karen Ashline and Gary Lindsay were married, and their wedding party consisted of their children and grandchildren. Matt and Jessica Sayward joined together

in marriage, also on Saturday. Congratulations to both couples.

Our community celebrated two big birthdays. Ethel Doyle was treated to a large gathering at the Senior Housing unit as she turned 96.

Then, on Sunday, the United Methodist Church celebrated Florence LaMountain’s 95th birthday. We were pleased to have her son, Reginald and his wife also join us.

The primary election has settled down some with the top vote going to Darren Darrah, and we have now learned that Robert Ashline, Scott Hommes and Lane Sayward have all dropped out of this year’s running for town supervisor.

Reminder: it is important for us to exercise our rights and get out to vote Nov. 2.

The last United Methodist Public supper for this season will be held Oct. 6, and will start serving its roast pork dinner at 4:30 p.m. There were so many great events in the Adirondack area this past weekend one would have to be a super person even to take in a few of the events.

Staying money-wise in Wilmington

By Matt Bosley matt@denpubs.com WILMINGTON — Residents of the greater Whiteface region have a new place to go to learn how they can make the most from their money.

Susan Hockert owns and operates Whiteface Insurance and Investment Services. The firm opened in Wilmington late last year and provides customers with a wide range of insurance and other financial products.

Having started her career in the financial and insurance industry, Hockert worked in the New York City area for 25 years for various financial agencies and institutions, including a major insurance data provider.

In 1997, she and her husband Bob built a second home in Wilmington where they would spend their weekends and vacation time.

“We realized after doing it for four years, we had to find a way to stay up here permanently,” she said.

Hockert started an insurance and investment agency in nearby Lake Placid in 2004, but soon realized she could make just as good a living operating her business in Wilmington.

Last fall, she opened her new office on NYS Route 86, right next to The Little Supermarket.

“For the first time in my life, all my time and effort is spent working for my business instead of someone else’s, and it’s very satisfying,” she said.

When she’s not providing financial advice to her clients, Hockert serves as secretary of the local Kiwanis club, president of the Whiteface Regional Business and Tourism Center, and volunteers at afterschool programs as a Cornell Cooperative Extension Master Gardener.

Hockert said being able to work with people who live right in her community is an added incentive.

“My clients become my friends,”she said. “They know I truly care about them. If i can’t find a better solution, I tell them, ‘Keep it; don’t touch what you have.’”

At Whiteface Insurance and Investment Services, Hockert offers a full range of options for home, auto and life insurance. Policies are also available in the realm of disability income insurance or long-term care insurance. She is certified by the Corporation for Long Term Care and is a Chartered Property Casualty Underwriter.

“So far I’ve had a lot of success saving people a lot of money and still getting them very solid coverage,” she said.

Hockert said about half of the business she does is in financial advice and services. She offers her clients various products such as fixed and variable annuities and mutual funds. She can also help set up retirement accounts and assist with rolling over funds from previous accounts.

“I think the difference is, when I sit down and talk to someone, I listen to everything they say,” said Hockert, noting how she doesn’t try to pressure clients into using certain products. “I’m explaining to them and educating them so they can make an educated choice. I’m there to fill a need, but not until they understand their options.”

Though Hockert has more than 30 years experience in financial services and is licensed in five different states, she continues to pursue training and licenses to continually expand the products and services she can offer.

“I believe in keeping current with everything,” she said.

Perspectives changing on marijuana use

N

ot too many years ago, a politician who admitted to illicit drug use could find their political future doomed. Now, the list of marijuana users reads like a political “Who’s Who.” President Bill Clinton, Vice President Al Gore, Congressman Newt Gingrich, Mayor Michael Bloomberg, Governor David Paterson, Governor Arnold Schwarzenegger, Governor Sarah Palin and President Obama all admitted using pot at some point in their lives. More recently, popular Texas Republican Ron Paul has stated his support of the legalization of marijuana. These disclosures are truly a departure from the political pedigree that was once needed to emerge on the national political scene.

In spite of nearly 70 years of marijuana prohibition, marijuana use remains a national habitual preoccupation. The Depart of Health and Human Services survey numbers reveal 44 percent of Americans under 65 admit having used marijuana.

I only knew a couple of people in high school that used it. Then, in late adolescence, I was at a party where a girl smoked pot, fell on the ground, convulsed, and her eyes rolled up in her head. This experience detoured me from experimenting with pot or any other drug, unless you include tobacco and alcohol on the drug list — and, of course, they are drugs. From an

I am not an advocate of marijuana. Many concerns remain, especially pot use among young people. Just as alcohol affects the adolescent mind more profoundly, so does pot. Like tobacco, the smoke from marijuana does irritate the lungs, though there doesn’t seem to be a correlation with cancer. I am puzzled as to why so many Americans use pot in spite of laws that provide for harsh jail sentences.

Public opinion polls are changing around marijuana use. Some polls suggest more and more Americans do not feel marijuana users should be put in jail. Still, many Americans oppose legalization.

Many states have and others areconsidering medical marijuana as a legal use for pot. Some Americans believe medical marijuana will lead to the legalization of marijuana. Apparently, the verdict is still out on wide spread marijuana use. Remember all kids count.

his week, the NCSPCA would like to correct some common misconceptions about the personalities of two breeds of dogs who tend to have a reputation for being aggressive.

These are the Staffordshire Terrier (a.k.a. “Pit Bull”) and the Rottweiler. In truth, neither of these breeds are natural fighters, and much of the stereotypes surrounding them relate to the way many of these dogs have been raised.

Pit Bulls were, at one time, one of the most popular family dogs in the United States, but use of them for dogfighting led to an image Samantha of an aggressive and dangerous nature. Rottweilers have a natural herding instinct and can be excellent dogs to guard family and children. Rottweilers have a history of often being mistreated and encouraged to be aggressive.

For these two breeds, as in all dogs, much of their personality and behavior is determined by how they are raised and the treatment they receive.

Like a child, the dog learns the behavior that will gain the most desired result. A mistreated dog will learn to be aggressive or fearful in order to protect itself. The NCSPCA often has Rotties and Pit Bulls available for adoption, and many of these dogs have a perfect personality for families with children or other pets. Most of these dogs who do come to us from abusive homes learn more positive behavior and will adapt well to the right owners.

Our featured pet today is Samantha, a Rottweiler-mix who needs someone to shower her with love. Her living conditions before she arrived here were horrendous. However, she has an unsinkable optimism that she will find a forever home where she will be appreciated and loved. Samantha is friendly toward both adults and children; however, she would do best in a home without other cats and dogs. If you bring Samantha into your home, you will surely be rewarded with years of unselfish devotion.

Ruckus and Caesar are two Staffordshire Terriers (Pit Bulls) who are also much friendlier than their reputation might suggest. Both of these fellows do very well with adults, but do not like other pets and would do best in a home without children. Ruckus was found as an undernourished stray, and is currently being fostered outside the shelter. If you are looking for a larger dog who will be both affectionate and protective, you will want to meet these two. We are sure you will find that the stereotypes about their breed are truly unfounded.

Book sparks local climate change discussion

By Matt Bosley matt@denpubs.com WHALLONSBURG — Hundreds packed the Whallonsburg Grange Hall Sept. 24, to hear some of the latest research regarding climate change and how it could impact the Adirondack region.

The main speaker, Jerry Jenkins, is the author of several books about the Adirondack landscape and the environmental issues that threaten its fragile ecology.

His latest book, “Climate Change in the Adirondacks: The Path to Sustainability,” takes a close look at the local effects of global climate change that are expected to occur as carbon dioxide accumulates in the atmosphere.

The presentation and discussion was sponsored by the Adirondack Council, Champlain Valley Conservation Partnership and the Wildlife Conservation Society, the organization through which Jenkins does much of his research.

“I think the goal tonight was to increase awareness about what people can do to affect change on an individual basis,” said Chris Maron, executive director of CVCP, “and also to listen to people and start a discussion about some of the challenges they face in trying to make improvements in their life in that way.”

Jenkins summarized his book and some of its many diagrams and charts to highlight the unique ecosystem found in the Adirondacks and a few of the many species of birds and other animals that rely on the moderate conditions and the blend of forests and wetlands.

“Our landscape is a very strange mosaic of north and south,” said Jenkins. “It is the farthest south in North America where you find this type of landscape.”

According to Jenkins, there are a few different scenarios climate scientists predict could take place during the next 200 years depending on how much the world can reduce its carbon emissions.

“If their estimates are right, having the Adirondacks that we have now in this century 150-200 years from now is not on the table,” Jenkins said.

If left unchecked, the steady increase in atmospheric carbon dioxide would cause the climate of the Adirondack region to resemble those found further south along the Appalachian chain. In the long term, conditions would become much like the Gulf coast of the Florida Panhandle, threatening every recognizable part of the cur-

rent ecosystem and way of life.

“In the long run, it’s everything,” said Jenkins. “In the short run, it’s winter sports and the boreal communities. The winter economy of the winter tourist season is very threatened right now.”

Just like in his book, Jenkins spent a good deal of time discussing ways to counteract the acceleration of climate change through reduced energy use.

The first step, he said, is being aware of how much energy a household needs and how much it uses. From there, families can find ways to reduce their carbon footprint.

“A great deal of our energy and carbon use is just in the stuff we buy,” he explained, noting how the pollution produced by the production of household goods ultimately accounts for roughly a third of every household’s carbon footprint. Home heating is a close second at about 14 percent. Comparatively, electricity represents only about three percent of an average household’s carbon footprint.

A big first step, Jenkins said, is to be conscious about the things we buy and to focus on easy ways to prevent homes from wasting heat.

Jenkins said he wrote the book in its local context because it’s the best way he knows to affect change.

“Local is what can be done tomorrow and today,” he said, stressing the global problem has to be solved first at the local level.

A question and answer session following Jenkins’ presentation drew several comments from audience members about how they could encourage energy efficiency within their families and communities.

“I think the reality with a lot of people here is that they want to consider how much energy they use and try to get a number so they can make a positive impact,” said Maron.

“I don’t think the book is going to have that much impact,” said Jenkins. “It’s people that have the impact. If the book is one of the tools they use, I’ll be happy.”

Doheny wins, Hoffman stays

By Matt Bosley matt@denpubs.com PLATTSBURGH — The race for New York’s 23rd Congressional district remains a three-way competition as the runner-up in the Republican primary has pledged to continue his campaign.

Doug Hoffman conceded defeat to his opponent, Watertown investor Matt Doheny, Sept. 23, after results from absentee ballots confirmed Doheny’s victory in the Republican primary by a margin of less than 800 votes throughout the 11-county district.

But Hoffman, a Saranac Lake-based accounting firm owner, pledged to “keep his word to the New York State Conservative Party and to all those who believe in conservative principles, honesty and integrity” by staying in the race on the Conservative Party line.

Doheny and Hoffman will now face incumbent Democrat Bill Owens, a Plattsburgh attorney, in the general election Nov. 2.

At a Sept. 23 press conference at his Plattsburgh campaign office, Doheny repeatedly claimed to be unphased by Hoffman’s decision, virtually ignoring his presence in the race.

“I’m focused on Bill Owens,” Doheny said repeatedly, “and our strategy for the past nine months is going to be the same in the next 40 days: go out and spread our message... and make sure people understand that I am the clear choice.”

Hoffman’s decision calls to mind his 2009 campaign where, running as a Conservative,

he cut down Republican candidate Dede Scozzafava, whom many considered too liberal-leaning.

Hoffman ended up finishing a close second to Owens, but many saw the split among Republican and Conservative voters as the major factor in Owens’ win in a district held

by Republicans since the Civil War. Clinton County Republican Party chairman Donald Lee, who was present at Doheny’s press conference, said Hoffman should drop out of the race.

“I will issue a call for him to step down right now,” said Lee. “I think, to me, that would be the only ethical thing to do.”

Conversely, Hoffman said he will continue his candidacy with a new resolve, noting Doheny out-spent him 12-to-1 and had the support of all 11 party chairmen, yet only won by “a few hundred votes.”

“Understand, I do not continue this race out of spite or because of self-conceived virtues,” said Hoffman. “I continue in this race because of the failings of my opponents to be truthful with the voters.”

Hoffman won the endorsement of Conservative Party leaders early in the race and is guaranteed that line on the ballot. Doheny will appear on both the Republican and Independence Party lines.

Doheny said his win in the primary “sends a clear message,” and by uniting people in each of the three parties, he “will be the clear and chosen winner on Nov. 2.”

Echoing Doheny, Lee said right-leaning voters will be wise enough to unite behind one candidate in order to reduce government spending and Hoffman’s run in the

general election isn’t likely to have the same splitting effect it did in 2009.

“I don’t think that’s going to happen,” said Lee. “I think the Conservative voters are going to say, ‘Yeah, if we stay with Mr. Hoffman, we’re just going to be right where we are right now ... and we don’t want that.’”

Doheny conceded a lack of votes in Clinton, Essex, and Franklin counties, and suggested the Upstate New York TEA Party’s endorsement of Hoffman may have played a role in that. Still, he expressed intent to concentrate his efforts more in this part of the district.

“We’ll be back here as much as humanly possible between now and Nov. 2 to make sure the public has an opportunity to see me and to hear our message and to understand I am the one candidate who can change the direction in the 23rd District.”

Doheny said he would welcome a UNYTEA endorsement should the group choose

to change its stance. UNYTEA chairman Mark Barie has indicated a desire for that to happen following Doheny’s victory in the primary.

Meanwhile, Owens is preparing for what he expects to be yet another three-way race.

“I have fought hard for tax breaks for rural businesses that create jobs here at home, support strengthening Social Security for current and future generations, and want to move our economy forward,” said Owens in a released statement. “Both of my opponents take a different approach that doesn’t serve as a plan to move our communities forward.

They both support tax breaks for companies that outsource American jobs overseas, support privatizing Social Security which will put the benefits guaranteed to our seniors at risk, and want a return to the failed economic policies of the past that got us into this mess in the first place.”

“Recognizing their duty to safeguard the public’s interest in the agency, the board conducted a review of Mr. Basu’s status and they have assured the agency that they found no concerns with the fiscal management or viability of the agency,” the statement said. “They also found no issues impacting on the quality of services provided at Mountain Lake Services.”

Beth McKenna has been acting director and will remain in the capacity while a search for a new director takes place.

“During this transitional period Beth McKenna continues as acting executive director,” according to the statement. “Mountain Lake Services has a highly experienced executive management team, and directors of the agency have taken on new responsibilities to ensure there are experienced leaders to oversee all services of the agency.”

Basu became executive director in 2001, after the death of founder Chuck Hayes. Basu had been associate director.

His annual salary as executive director is listed as $186,000 in public filings with the IRS. Basu’s compensation, with benefits, is listed at $211,000.

Also placed on administrative leave in August was Mary Savage, the northern regional director for Mountain Lake Services. She remains on leave.

Headquartered in Port Henry, Mountain Lake Services works with more than 500 people with developmental disabilities throughout Essex County.

The agency is one of the county’s leading employers with about 600 workers. It has an annual budget of about $35 million, most of it from state and federal sources.

But Palmer said most of those suggestions were not practical for various reasons, and union rules precluded county officials from meeting with employees individually about ways to reduce staff. He called for union representatives to step forward and offer their ideas to cut staffing costs.

Ultimately, the committee voted unanimously on two resolutions: to seek a broker to market Horace Nye to private companies, and for Palmer to provide a list of recommendations regarding operations at the home.

Palmer later said such a study, once initiated, would likely take about a month to complete.

Adk Museum to close Lake Placid Store

By Matt Bosley matt@denpubs.com LAKE PLACID — Blaming continued effects of the recent recession, officials at The Adirondack Museum have decided to scale back an attempt to expand their presence in the region.

On Sept. 23, The Blue Mountain Lake-based nonprofit announced the closing of Adirondack Museum on Main Store and Gallery, its satellite retail facility in Lake Placid, effective Oct. 30.

Susan Dineen, the museum’s director of marketing, said the store, which opened at 75 Main St. in 2003, was an initial step in the museum’s long-range plan to reach out to communities in the Adirondack Park. As the region’s premier resort destination, Lake Placid was considered the optimal location to begin this endeavor.

“The subsequent and continuing economic downturn have forced a strategic re-thinking of the museum’s plans,” said Dineen. “At the present time, it is no longer feasible to operate two retail operations and maintain a growing on-line sales presence. The Adirondack Museum will now concentrate staff effort and monetary resources on the Blue Mountain

Lake campus.”

Adirondack Museum director Caroline M. Welsh expressed gratitude for ongoing support for the museum from Lake Placid residents and elected officials, and pledged to maintain ties with the community through programs and collaborations.

Invasive species? It won’t happen to me

A

merican society is becoming increasingly global, due to the instant communications and the ever-increasing mobility that has become necessary to satisfy the global marketplace. Never in the history of mankind has a society been so adept at redistributing species across the face of the earth. The threats and challenges presented by this steady redistribution have the potential to become one of the greatest environmental challenges of the years ahead.

It seems that nearly every week brings another announcement regarding the discovery of a new “invasive species,” a Spiny Water Flea in Sacandaga Lake, a Round Gobi in the St. Lawrence, or alewives in Lake Champlain.

The pace of redistribution is alarming, whether it is the arrival of rock snot in Kayaderosseras Creek or the challenge of preventing Asian “flying” carp from reaching the Great Lakes, the march moves inexorably forward.

Unfortunately, the results of this steady invasion will result in the alteration of our ecosystems, and of our way of life. It will be a factor in our lifestyles and in our economy, and it will change the way we live and the places where we play. Unfortunately, current efforts to halt the onslaught of invasive species have proven to be woefully inefficient. With few

laws, and the lack of adequate funding or enforcement mechanisms, the future of our “home waters” is in jeopardy.

Lock it up and throw away the key Despite continued efforts of DEC, numerous advocacy groups and the public at large, the introduction of invasive species will surely continue.

They will arrive via container ships and in shipping containers. They will be introduced to our lakes and streams via bait buckets, bilge water, live wells, boats, canoes, kayaks, trailers and fishing equipment. They will be spread from the wheel wells of automobiles or in the empty boxes of tractor trailers. They will be smuggled in to sell to collectors, while others will be escapees from an aquarium. They may be hitchhikers on a traveler’s shoe or stuck to the wing of a duck.

The sooner we realize that we can’t contain them, the sooner we can begin efforts to eradicate them.

Action taken The town of Harrietstown in Franklin County, which encompasses the Saranac Lakes, the St. Regis Lakes as well as a major portion of the St. Regis Canoe Area and the Raquette Riv-

er, recently announced a proposed town law that is intended to address the threat of invasive species.

A hearing on the proposed law will be held at 6:50 p.m. on Oct. 28 in the board room of Harrietstown Town Hall. The Town of Harrietstown Aquatic Invasive Species Prevention Law, if enacted, will require all boaters to inspect their equipment and boats for signs of invasive plants or animals.

The town law, which is intended to prevent the introduction and spread of invasive species in local lakes, ponds and rivers will also prohibit the planting or introduction of invasive species into, on or around the shorelines of any water body in the town. Violations of the proposed law, which will be enforced by the state Department of Environmental Conservation, can result in a fine of up to $250.

Several Adirondack communities, including the town of Webb, and the village of Lake Placid, already have similar laws on the books.

There have also been several proposed laws drafted on the state level to prevent the spread of aquatic invasives.

In fact, numerous states including New York, have already enacted similar regulations to restrict the movement of firewood, for the purpose of containing the spread of invasives such as the Emerald Ash Borer. Regulations currently exist in Minnesota, Wisconsin, Michigan, Illinois, Indiana, Kentucky, Ohio, Pennsylvania and Maryland. Other States, including South Dakota, Missouri, West Virginia, New

Jersey and Vermont.

Invasive species, especially of the aquatic type, will continue to pose the greatest immediate threat to our local forests and lakes. They will infringe on our abilities to enjoy such traditional outdoor activities as hunting, hiking, boating and fishing.

If there is any hope of combating this threat, it is up to each of us to be conscientious. We will have to take matters into our own hands.

We will have to inspect and disinfect. We will have to respool and retool. Most of all, we will have to consider our grandchildren with every outing, for they are the ones that will inherit our treasured traditions, or not!

Rock snot, which has already been found in Saratoga county, is one of the most feared aquatic invasives. The single cell algae, which can carpet a stream with a wool like covering, can be transported with any moisture. It can be found on the felt soles of wading shoes, on a damp streamer fly that was tucked away safely in a flybox or even on a flyline coiled deep on a reel.

Despite the best intentions of industry executives, fly guides, river rats and a host of advocacy groups and government interests; there is only one sure method to ensure invasives don’t spread. It is up to individuals to inspect, collect and clean their own equipment with no excuse. It is a selfish task, which when employed, will benefit everyone. For the sake of your great-grandchildren, take matters into your own hands today!

Warriors down Lions 3-2 in OT thriller

By Matt Bosley matt@denpubs.com WILLSBORO — The Warriors were able to carry a 2-0 lead deep into the second half, but it would take a bit more to put away Elizabethtown-Lewis in MVAC boys soccer Sept. 24.

The Lions, despite presenting few scoring threats beforehand, exploded for two goals in a span of three and a half minutes late in the second half, erasing Willsboro’s lead and sending the tumultuous game into overtime.

Both teams were held scoreless in the first half of a physical match dominated by defense and midfield play. Willsboro held a shot advantage through much of the game, but were unable to find the net.

The Warriors finally broke through early in the second half, however, when Clay Sherman found Patrick Wells in good position out front. Wells added an unassisted goal a little more than three minutes later.

“It was a good E-town-Willsboro rivalry game,” said Willsboro head coach Andrew Lee, who said his team seemed to grow tired after going up 2-0. “We knew they would continue to battle because that’s the type of team Elizabethtown has.”

And battle they did.

Solid transition play allowed Connor Apthorp to cross to Tyler White, who cut the lead to one at the 26:20 mark. Apthorp broke loose three minutes later and left-footed one from 10 yards out that bounced off the right post and in for the equalizer.

“To come from a 2-0 deficit and come back showed a lot of character on my boys’ part,” said ELCS head coach Smitty Marvin, who said his team showed a good deal of improvement from earlier in the season.

The Lions’ defense, led by the efforts of fullbacks Jeremy Rushby, Charlie Huttig and Nate Allott, regrouped and held off Willsboro’s attack through the rest of regulation and the first overtime period.

“Those guys were up against guys that were much bigger than they were, and they still came out the victor on many of those individual battles,” said Marvin. “Willsboro has a great core of goal scorers, and for our guys to defend the

way they did was really top notch.”

Still, the Warriors proved stalwart on defense as well, benefiting from strong games from fullback Dakota Sayward and goalkeeper Cody Sayward, who recorded four saves for the win as Willsboro finished with a narrow 9-8 shot advantage.

Willsboro also demonstrated excellent passing on the offensive end. With 4:15 gone in the second overtime, Alex Hamel raced into the goal box and one-touched a chip shot by Sherman into the top-left corner for the sudden-death win.

“We just got a break,” said Lee. “It was just the roll of the ball that happened to do it. The ball happened to roll our way this game. Maybe next time it will roll their way.”

By Matt Bosley matt@denpubs.com CLINTONVILLE — The Patriots’ many weapons were on display Sept. 23 in their 5-0 victory against Lake Placid in CVAC girls soccer.

AuSable Valley used quick, precise passing and well-timed defense to out-shoot the Blue Bombers 10-1 on their home field.

“We knew coming in that they were going to be a very tough team,” said Lake Placid head coach Olaf Carlson. “They have a pretty high-powered offense.”

Lake Placid managed to hold off the Patriots until nearly 17 minutes into the first half when a corner kick by Megan Colby led to Liz Rennie tapping in a loose ball in the goal box.

Amanda Hamilton increased the lead 17 minutes later with an unassisted goal from 15 yards out.

AuSable Valley head coach Keith Raines said his team came out a bit sluggish after a tough match with NCCS, but eventually settled into their game.

“Once we started playing the way we normally play and played the ball to feet, we created chances and scored some good goals,” said Raines.

That momentum carried into the second half when Sam Ashline sent a nice cross in for Sidney Flint, who put the Patriots up 3-0 just 35 seconds after intermission.

Carlson said his team did find ways to disrupt AuSable Valley’s passing at times and adjusted to the pace of things as the match progressed, especially in the midfield, where they relied heavily on Ayla Thompson, Natalia Smith and Kendra Manning.

“All three of them did a good job with transitioning and finding ways to deal with a great passing team,” he said, also noting the strong effort of fullback Brooke Reid.

“I think we stepped up our game, and we were able to slow them down for most of the time,” Carlson said, “but 80 minutes is rough against a team like this.”

The Patriots’ defense, bolstered by Cammey Keyser, Haley Taylor and Alexis Coolidge stifled shot opportunities for Lake Placid. No saves were needed from goalkeeper Jenna Finnegan.

“We’ve only given up one goal this year and it was on a penalty kick,” said Raines. “That’s a real credit to our defense.”

Colby also had a strong game in Midfield for AuSable Valley. She connected on a shot from the 18 late in the second half off an assist from Bryce Allen. Hamilton added yet another long-range shot five minutes later to complete the scoring.

“We’ve worked on those types of shots in practice,” said Raines, “but this is the first time it’s really worked that well.”

Raines said the Blue Bombers proved to be a tough opponent, but it was his team’s depth that ultimately proved to be the difference.

“I think we wore them down and took advantage of our opportunities,” he said.

PLATTSBURGH — The Patriots improved to 3-1 with a victory against winless Seton Catholic in Northern Football Conference action Sept. 24.

Jordan Bouyea rushed for 221 yards and five touchdowns on 15 carries, leading an AuSable Valley ground attack that seemed unstoppable. AJ Parrow and Brennan Parrish each averaged about nine yards per carry with Parrow also adding a touchdown.

Meanwhile, the Patriots held the Knights to just 12 yards of total offense, allowing no play to go for more than seven yards from scrimmage.

PLATTSBURGH — AuSable Valley took an early lead, but it would be the Knights who would have the last word in CVAC boys soccer Sept. 22.

Seton freshman Ryan Lawrence scored once in each half to give his team a 2-1 lead following Adam Butler ’s score just six minutes into the match.

Jeremy Wood, normally the Patriots’ goalkeeper, came out of net for this game and assisted on the first goal. He would even the score with seven minutes left in regulation off an assist from Sean Pulsifer.

Adam Tedford put in the game-winner for the Knights, who out-shot AuSable Valley 2612. Nick Rhino had 12 saves in net for the Patriots.

Hunter Mowery tallied two goals and an assist to power Elizabethtown-Lewis to a 4-0 lead at intermission.

Tyler White added a goal and an assist as Zack Denton, Jeremy Rushby, and Connor Apthorp also scored for Elizabethtown-Lewis, who out-shot the Eagles 35-5.

SARANAC LAKE — A close game between two local rivals quickly turned into a rout as the Red Storm defeated Tupper Lake in Northern Football Conference play Sept. 25.

Saranac Lake quarterback Mike Phelan completed 11-of-15 passes for 270 yards and five touchdowns as the Red Storm maintained their claim on the Mayor ’s Cup trophy and their unbeaten record this season.

Phelan had plenty of options to throw to with Austin McDonough catching four passes for 127 yards and two touchdowns and Josh Quinn pulling down three for 90 yards and one touchdown.

The Red Storm also got the job done on the ground, led by Forrest Morgan with 67 yards and two touchdowns on eight carries.

The Lumberjacks relied heavily on their running game where they amassed 128 total yards. Jordan Garrow was the leading rusher with 55 yards on 16 carries.

Kiley Regan amassed two goals while Jess Huber and Bailey Waterbury each added a goal and an assist for Beekmantown, who out-shot the Red Storm 20-12.

AuSable Valley showed impeccable defense against one of the top threats in Section VII and patiently allowed their offense to find the net.

Amanda Hamilton opened the scoring mid-way through the first half with Savannah Douglas receiving credit for the assist.

Their lead would extend to 2-0 thanks to a Sidney Flint goal mid-way through the second half.

It was the Indians who would finish with a 12-10 shot advantage, but only found the net late in the second half with a goal by Ashley Carpenter.

Their Sept. 25 match against Plattsburgh showed improvement, however, as they limited the crafty Hornets to 12 shots on goal.

ACT awards scholarships to students of the region LAKE PLACID — The Adirondack Community Trust has announced the recipients of scholarships established to benefit students from the Adirondack North Country.

ACT distributed $160,000 in scholarship grants directly to students and specific schools serving the region.

The Frank Besau and Pauline Besau Wamsganz Scholarship awards graduates of AuSable Valley Central School. This year ’s recipients were: Michaela Bushey, Austin Davis, Christine Wemette and April Yeaney.

Several ACT scholarships benefitted graduates of Tupper Lake High School: The Alberta P. Moody Scholarship awarded 23 students from TLCS; the Patrick E. and Louise M. Quinn Scholarship supported Kelsey Amell and Henry Salamy; the Paul and Alice Grulich Memorial Scholarship recipients were Katelynne LaFrance, and Emily Sanford; the Mary Cote Humanitarian Scholarship also awarded Henry Salamy; and the Pearle Ness Clements Scholarship supported Ashley Rice, Karen Kentile, Amanda Merrihew and Cara-Jean Mathers.

The Nash Williams Founding Families Scholarship benefits students graduating from Lake Placid High School. The 2010 recipients were Andrew Baird, Kayla Begor and Elise Mellor. The Gerald K. Douglas Scholarship will support Alexandra McFaddin, also from Lake Placid Central School.

Saranac Lake Central School students receive support from the Brian Muldowney Memorial Scholarship Fund; this year ’s recipients were Hillary Pond and Ryan Farmer. ESSEX — Hal L. Hayes, 54, of Brookfield Road died Friday Aug. 20, 2010 at his home. He was born Sept. 29, 1955 in Malone, N.Y., the son of Richard and Ruby (Clary) Hayes.

He is survived by one sister, Connie Hayes of Wadhams; two brothers, Barry Hayes of Mineville and Gary Hayes of Wadhams; six nieces and nephews, Robert Howard, Robin Lamotte, Roger Howard, Joseph Hayes, Cory Hayes, Daimon Hayes; one aunt, Babe Hayes; a cousin, Scott Hayes; two greatnieces and two great-nephews.

Hal was an avid outdoorsman, enjoying hunting, fishing, and camping, but was most of all known for his enjoyment of life. Calling hours were held Aug. 24, 4-6 p.m. at W.M.Marvin’s Sons funeral home in Elizabethtown. Mrs. Aiken was born in Burlington, Vt., Feb. 26, 1974, the daughter of Frederic H. and Bonnie Ryder Flora. She graduated from T. I. High School in 1992 and received her associates degree in early childhood from SUNY Cobleskill in 1994.

On Oct. 8, 1994 she married Robert J. Aiken at St. Mary's Church with the Reverends Daniel Chapin and Martin Fisher co-officiating.

She was a teacher's aide at T. I. High School.

Mrs. Aiken was a communicant of St. Mary's Church, and was also an avid volunteer and lector for the church. She was the Ski Club advisor for the high school. She enjoyed boating, reading, traveling, drawing, shopping, and downhill skiing. Jeannette loved to be with family and friends and spending time on the River. She always had a smile on her face and loved swimming in the ocean.

Besides her husband, Robert, she is survived by her two daughters, Allyson F. and Lauren M., both at home; her father and his companion, Frederic H. Flora and Claudia Denison, Willsboro; her mother, Bonnie L. Flora, Clayton; her mother and father-in-law, Richard and Elaine Aiken, Ft. Edward; her brother and his wife, Phillip J. and Juliane Flora, Clayton; her sister and her husband, Michele J. and James Natali, Chester, N.H.; her brother-in-law and his wife, Richard and Michelle Aiken, Glens Falls; several aunts and uncles; three nieces, three nephews, and several cousins.

16, 2010, after being stricken at her home.

Calling hours were held on Sun., Sept. 19, from 2 - 6 PM at Cummings Funeral Service, Inc., 320 John St., Clayton. The funeral mass was celebrated at St. Mary's Church, Clayton, on Monday, Sept. 20, 10 a.m. with Rev. Arthur LaBaff officiating.

Burial in St. Mary's Cemetery will be at the convenience of the family.

Joanne R. Cogar, 80, passed away Sept. 1, 2010 in St. Petersburg, Fla. She was born Aug. 3, 1930, the daughter of Benjamin and Kitty (Lobdell) Rumney. Joanne grew up in Elizabethtown. She taught school in Pinellas County, Fla., for 23 years. She is survived by her son, Richard P., and his wife Pam; a daughter, Linda Cogar Stachowicz, and four grandchildren: Richard and Kalin Cogar and Stephanie and Sharlene Stachowicz. A memorial service was held Sept. 13 at Northside Baptist Church in St. Petersburg, Fla. Burial will be in the family lot in Elizabethtown, N.Y.

Sandra Kaye Murphy died at her home in Florham Park, N.J. Sept. 18, 2010 after battling brain cancer.

Born in Wewoka, Okla., June 12, 1946, to Jim West and Mildred Adams, Sandra was a courageous woman with tremendous strength of character. She had a gift for serving humanity, and she radiated love, gentleness, and intelligence in all of her pursuits.

As a single mother, she returned to college and earned her undergraduate degree from Western Illinois University (1983) and then her Masters of Social Work from the University of Iowa (1985). While residing in Iowa City, she worked as a social worker for Iowa City Hospice, served on the vestry of Trinity Episcopal Church, and was also the coordinator of the Free Lunch Program of Iowa City. In 1989, she and her partner, Winifred Thomas, moved to the Adirondacks to own and operate a bed and breakfast.

While in Elizabethtown, N.Y., she continued working as a social worker with North Country Hospice. She was also a driving force in the founding of Families First in Essex County, an organization that provides services to families who have children with emotional and behavioral challenges. Even upon completion of her eight years as president of its board of directors, Sandra remained an active volun-

teer and a tireless crusader for Families First. Of the many things she was involved in during her life, she considered her work with Families First to be her greatest achievement. She and her partner, Winifred, were also foster parents. In 2005, she retired from the bed and breakfast and pursued her dream of living in Paris.

In characteristic fashion, she committed herself fully to the community there and became an active member of the American Cathedral of Paris where she served on the vestry, was president of the St. Anne! s Guild, and participated in several outreach programs and service trips. Among this community of friends, she studied the French language, relished the lovely gardens and outdoor markets found throughout the city, shared the joys of good food and wine, and quickly developed a devoted following of friends. She resided in Paris until March 2010, when she returned to the United States with the hope of better treating her illness.

Sandra is survived by her partner of 26 years, Winifred Thomas of Florham Park, N.J.; daughter Melissa Murphy and her husband, Chris Martin, of North Liberty, IA; daughter Raïa Wielandy and her husband, Stephan, of Madison, N.J.; grandchildren Christopher, Elisabeth, and Madeline; two sisters; three nephews and one niece; and countless friends whom she loved and cared for as family.

Services celebrating her life will be held Oct. 9, 11 a.m. at St. John’s Episcopal Church in Essex, NY and Nov. 6, 4 p.m. at the American Cathedral in Paris.
