ELIZABETHTOWN — Several members of the Essex County Boar d of Supervisors applaud ed North Country Community College for no incr eases in the amount the county would have to pay for its services. The W ays and Means Committee passed the pr oposed $13,193,000 budget, with the county picking up the tab for $1,190,000 of that amount during the July 25 meeting. The number has remained the same for the past two, if not three, years, according to Moriah supervisor and finance chairman Thomas Scozzafava. “They have not asked for an increase again for the second, and I believe, thir d year in a r ow,” Scozzafava said. “I do not think that we can af ford not to have this college here. You are seeing the enr ollment of community colleges start to expand,
