ELIZABETHTOWN — The statewide two-percent

tax cap recently passed caused frustration at the Essex County board of supervisors meeting July 5.

“We fear that it will have a devastating effect on our budget process,” Chairman Randy Douglas said.

A resolution was passed at the meeting to investigate the

possibility of including, by local law or resolution, information on the county tax bill regarding state mandated costs to the county.

Douglas said he had appointed a two-percent tax cap committee to deal with the issue. It will include County Manager Daniel Palmer, him-

TL village wants Big Tupper as priority

No CPU for you K E E N E VA L L E Y — T h e Keene Central School Board will not be pursuing a contract postal unit (CPU) at the school, as was previously planned, due to safety concerns regarding having strangers on campus.

“I would be inclined to think it would be difficult to resolve this issue to everybody’s satisfaction,” School Board President Jim Marlatt said. “Therefore it would preclude moving forward with the CPU.” Housing a CPU in the Keene Valley library or installing an array of clusterboxes have emerged as possible ways forward.

A CPU is a privately operated facility under contract with USPS. It can provide nearly the full range of window services one can find at USPS office.

The School Board’s decision came following the June 28 regular meeting at which a group of people expressed concern over allowing strangers on school property. This group numbered around 10 people, Marlatt said, out of an estimated total audience of 50 people. A number of those who raised these concerns

TUPPER LAKE — The village of Tupper Lake wants a guarantee that developers of a resort on Mount Morris will open the ski area this winter.

The Village Board unanimously agreed during an executive session last week to ask Adirondack Club & Resort developer Michael Foxman and his partners to sign a written agreement to open Big Tupper.

“We want a written guarantee, a warrantee all documented,” village Mayor Mickey Desmarais said.

He said that after seven years of supporting the project and accommodating the needs of the developer, the community needs to be reassured that the developer will hold good on its plans for Big Tupper.

“What we want to do is we want to make sure the ski area is up and running first and foremost as the developer promised,” Desmarais said. “But what we’ve heard for the past year and a half is great camps, great camps, great CONTINUED ON PAGE 15

Blades said that he is in support of anything that allows more access for people to get active outside.

“I have felt for a while that too many kids are living on the couch,” Blades said. “We feel that this is a best way to provide a safe environment for kids to play in and for everyone to access so they can get outside and go biking or hiking or even playing

baseball.”

Jessica Darney Buehler of the Public Health Department said that the Complete Streets Program is designed to provide more outdoors access for all.

“It is a program that works to enable safe access for all users and encourage people to be active where they live,” Buehler said. “We want to improve access for all modes of transportation for all users from motorists to bikers, walkers, joggers and hikers, children through seniors.”

Buehler said that the program is being run at a county level along with support from the state.

“We are very happy to be able to work with the town in supporting their efforts to enhance the health and livability of the community,” Buehler said. “We have been partnering with them as a part of the Creating Healthy Places in Essex County grant that was received from the New York State Department of Health.”

Buehler said that Complete Streets is a “national movement of communities that will enable them to continue to improve the environment for their residents and visitors encouraging active living and overall health.”

Running for Leukemia society in San Fransisco marathon

keith@denpubs.com ELIZABETHTOWN — Brianne Weber and Erin Doyle will not only be running for themselves, but for their friends and family who have been affected by cancer.

The duo are planning to take part in the Leukemia and Lymphoma Society Team in Training and will be running a marathon in San Francisco in October to raise funds for the organization.

“I was interested in the Team in Training and went to a meeting and that is how we got involved,” Weber said.

As part of their preparation and goal to raise $6,400 in sponsorships, the duo will be holding a giant yard sale during E-town Day, Saturday, July 16.

“We held a yard sale as part of Minerva Day and we have two garages full of items for this one,” Weber said. “The support for the community has been great and we have gotten a lot of items for the sale, including a Dolce purse that has hardly been used.”

The yard sale will be held on Court Street, at the top of the town hill. Weber said that in terms of total items,

“there’s so many, I do not know where to start.”

Weber said that she and Doyle will be running for Ryley Cushing and Mason Snider.

“Also, in response to one of our posters, we were asked to run in honor of Colin Fink, which we are glad to do,” Weber said. “We are also running for someone who is very near and dear to us but who wishes not to be named.”

The duo are also planning other fundraising events.

“We are also doing a raffle,” Weber said. “We are raffling off a graphite portrait drawn by Shelley Weber and a framed print from D&D photography. The drawing is Aug. 1. We are also having a Dine To Donate at Applebees on July 20.”

Weber said that both she and Doyle have personal reasons for preparing for and running in the marathon to support the Leukemia and Lymphoma Society.

“My cousin Erin just graduated nursing school and will soon be taking her

boards to become an RN,” Weber said. “Through her schooling, she has really grown a need to help people and what better way than to raise money and grow awareness?

“For me, ever since my mom was diagnosed with breast cancer in 2007 and several other people in the community I know who have had different cancers, I have tried to take every opportunity to raise awareness about all cancers and help out the best I can,” Weber added.

“Running a marathon is a personal goal because I've lost over 35 pounds since January and I have struggled with my weight my entire life. To be able to run and really enjoy it is a great accomplishment.”

Weber said that, through this event, she can promote healthy lifestyles for people and raise money for a great cause at the same time.

uly always seems the busy month here in Keeseville. First up the Chesterfield Fish and Game Club is hosting a 3-D Bow Shoot to benefit Hunt-Of- A-Lifetime Foundation. Much like Make-A-Wish foundation this program provides fishing and hunting trips to children 21 and younger with lifethreatening diseases. The Club welcomes anyone to enjoy the competition, novelty shooting, on-site camping and spaghetti dinner. I don’t know the specific times of events, but you can contact the Club via its website at www.chesterfieldshootingrange.com.

The times weren’t posted online either but direct contact information is available.

The library is now running both its photography/pottery exhibition as well as the children’s summer reading program on Mondays. Be sure to check them out as I find all programs at the library are always very well done.

At the end of the month July 29 and 30, the downtown Summer Festival next to the Methodist Church on Main Street will be happening. Again this is a gala big event with a lot of food and activities. The Festival runs from 8 to 2 p.m.

While more of an Essex event, on July 16, at the Essex Fairgrounds warming up for the Gibson Brothers will be our own Speedy Arnold providing wonderful musical entertainment. Speedy goes on at 7 p.m. The evening entertainment is a benefit for MHA, Mental Health Association.

It’s great to have so many events and all of them not only provide wonderful entertainment but also a means to raise funding for worthy organizations. Definitely a win-win situation.

Another thing to mark in the calendars is the upcoming Garden Tour. The tour runs noon until 3 p.m. at which time there will be refreshments, live music and a silent auction at the last garden. The quilt, which is part of the auction, is on display now at the library.

Hopefully I will have a lot more information about this event next week.

hat a wonderful July Fourth we enjoyed this year! The parade was lively and festive, the Ice Cream Social and Magic Show in Ballard Park pleased everyone, and the fireworks looked and sounded unusually spectacular. Thanks to all who helped put the celebration together.

Other people have been working hard for us, too, and also deserve our thanks.

One group that’s been putting in a lot of “overtime” lately is the planning board, which has gone above and beyond the call of duty in laboring long hours over the special permit application for the proposed Rolling Hills project. They are all volunteers, of course, and this project has put major demands on their time and attention.

Watching this process unfold under the careful leadership of planning board chairman Bill Johnston has been a real education. We are very lucky to have such knowledgeable and dedicated people looking out for our long-term interests. Thank you, Bill, and thank you other members of the board as well for

It has a seed head like garden dill, but in a yellowy green, and it grows along roadsides and in disturbed areas. The plant’s juice is sort of like poison ivy’s, except it can leave long lasting and disfiguring scars. Wash it off immediately with strong soap, and never take a weed eater to this demon.

Lots of bicyclists are out on town roads, enjoying some of the finest riding in the Champlain Valley. Last summer ’s gigantic bike tour from Quebec that came through town last August opened a lot of eyes to our wide, lightly traveled roads, exceptional views, and courteous local drivers. This is a bicycling paradise, so watch out for them, and bikers, please stay to the right. While I’m at it, be patient with out of towners who may be confused or downright lost, because I’ve certainly done some unorthodox driving in strange towns. And please make sure to be careful around loads of hay going down the road.

town Day on Saturday, July 16. What started as a Bicentennial event in 1998 has evolved into a weekend of music, yard sales, a parade and fireworks. The weekend begins with a Block Party on Friday night, July 15, at the Cobble Hill Golf Course where there will be live music by E-Town Express. The Block Party has also become a great place for ELCS alumni and families to gather and hold impromptu reunions.

The Chamber of Commerce is creating a map for Saturday’s yard sale, and bargain hunters can get copies at the Town Hall and at the bank or credit union. On Saturday, July 16 at 3 p.m., the parade will head down Court Street, from the Museum to the Golf Course. When the sun sets, the Fire Department will put on an exceptional display of pyrotechnics. On Sunday, July 17, it will be a much calmer day. A slide show, “The Historic Churches of Elizabethtown and Lewis,” will be held at the museum at 4 p.m. E-town Day is the highlight of our summer; let’s hope it doesn’t rain.

I’m honored to follow in the footsteps of earlier E-town scribes. Some longtime residents may remember Billie Allen who wrote the “Mountain Laurel” column in the 1970s. There may be a few people who remember Harry McDougal. He wrote under the pseudonym, “Pete Pequoix,” delighting his readers with tall tales of the Adirondacks. Gay Olcott, Olga Martin, Sarah Burres and Bev “Tilly” Ward were just some of our neighbors who also wrote columns for the newspaper.

Long before any of us were even a twinkle in our parents’ eyes, the Elizabethtown Post, (granddaddy of the Valley News) ran stories by George Levi Brown, and Midas Bishop. Their accounts of life, legends and history in Elizabethtown make for fascinating reading, even today. I wonder what our grandchildren will think of our news if they read it 50 years from now.

t would seem like the Fourth of July went on for days, as the celebrations in the area started on Friday evening in some towns, and the usual celebrations were held on Saturday. Then there were some towns that did celebrate on Monday, the real holiday.

I did not get to witness any of these celebrations, as my family got together to celebrate a granddaughter ’s graduation from college and a grandson turning 16. We had a great family get-together on Saturday. More and more of our summer families have arrived back for the summer vacation time — welcome back. I hear reports that big crowds are gathering at the bowling alley for their open mic Tuesday evening events. The local restaurants seem to also be attracting larger crowds; good to learn that the Old Dock opened this last weekend.

The Willsboro-Westport Ecumenical Youth Group is reaching out to offer assistance to area residents in doing cleanup of property damage after the recent high water. If you have a need for youth assistance make a list and leave word at the “Neighbor Helping Neigh-

aymaking is in full swing all over town, with lots of tractors running the roads and pickups slowly pulling heavily loaded wagons. The newly mowed fields form a patchwork of light tans, intermixed with pale golden red blocks of uncut hay going to seed, and deep green alfalfa almost ready for a second cutting. The aroma of drying grass is especially strong and sweet in the early morning, before breezes disperse it. We wait until the middle of this month to mow some of our fields so that ground nesting birds like bobolinks can fledge their young.

I’d like to welcome young Hunter Stanley French to Jersey Street. He is the son of Michael and Lisa French, with grandparents Holly and Brad French next door. Congratulations and best wishes to all.

A lot of thought has gone into this project, which represents a decade or more of planning by the town board, the fire district, the school board, and other community members.

This broad-based group fought hard to win a $600,000 grant from the state to develop a project that shared facilities between our most essential public services — an unusually large amount of money that reflects the state’s special interest in the future of our little town.

They have come up with a plan to bring us significant savings as well as significant benefits. The last public meeting before we vote on that plan will be Monday, July 11, at 6 p.m. at the town hall.

Children need friendships Several months ago, I encountered two gentlemen in their 80s. They showed me a picture of them together in the fall of 1944. They posed in their Army uniforms, young, handsome, with that forever look on their faces that only 18-year-old can express.

One of them said that they saw each other through WWII and through the many personal wars that followed over the next seventy odd years of their friendship.

They both agreed that they could count their best friends on one hand with a few fingers missing.

“It is easy to be a friend to someone whose life is easy, for most of us, life isn’t always easy.”

“Knowing that there is someone who will support you no matter what, is worth more than a fat bank account.”

Now, fast forward to 2011 and the thinking around best friend relationships has shifted in some corners of our culture. Some researchers are concerned about exclusive friendships

Blood drive planned at ECH ELIZABETHTOWN — There will be a blood drive at the Elizabethtown Community Hospital on Tuesday, July 12, from 4 to 7 p.m.

The blood drive is being managed by the North Country Regional Blood Center which provides blood and blood products throughout the local area.

Some researchers have sometimes described “best friend” relationships as “destructive,” “possessive,” or “problematic.” Ironically, “best friends” have sometimes been identified as part of the bullying paradigm.

While these concerns are not supported by every part of the youth supporting community, some adults are actively discouraging exclusive friendships much as they would a clique.

In my opinion, cliques are different than best friend relationships. Cliques often seek to marginalize other students or worse. Though having a best friend can hurt sometimes, the rewards usually far outweigh the hurt. Friendships are like life, they are not always perfect. Friendships, even the bad ones, help to teach and to prepare children for adulthood roles.

Almost everyone has been betrayed by a best friend and most of us did not give up on friendship but rather we learned to be more aware of who is trustworthy and who is not. Sometimes a close friend gets closer to another friend than you and all of a sudden you feel like a “fifth wheel.”

This experience teaches us that it is possible to have more than one close friend at the same time. Having a best friend can help to prepare us for more mature relationship commitments later in life that will require the ability to maintain a close relationship over time.

Having worked with bullied children and children that have been pushed to the margins of their circumstance, I feel nothing but compassion and concern for them. Having said that, I don’t think that discouraging “best friend” relationships will alleviate the suf-

fering of the victims of bullying.

I am not convinced that friendships can be engineered or developed by adults. Adults, especially adults that work with young people can do their collective best to ensure that everyone is treated with justice and fairness.

No surprise that children do very well within these equitable circumstances. In fact, all humans of every age do well within these much desired circumstances.

Youth will always look to adults to model how they should comport themselves relationally.

Important change will almost always be driven by adults as they have the greatest opportunity to create change.

The bad news is that children will adopt the less desirable role modeling that adults impress upon them when interacting with them.

The good news is that when adults do set healthy models of behavior for interacting with each other for children to learn from, children readily adopt those behaviors.

Remember, all kids count.

Westport’s shared community building could be a state model

I

t’s time to bring things together in the town of Westport.

Since 2002, a committee made up of members of the Town of Westport and Department of Public Works, Westport Central School District and Westport Volunteer Fire Department have been working to find a way to upgrade their buildings while keeping taxes down for members of the municipalities.

Their proposal is a new municipal center, which will house all four entities in one form or another, from town offices, courthouse, garage bays and repair facilities.

After a failed vote over a year ago, the committee has sent the proposed bond resolution back before the voters, hoping that the second time and an increase of public information sessions and communication will reverse a seven-vote defeat.

Voting in favor of this measure is the right way to go, not only for the future of Westport but for the future of the North Country.

For years, the New York State Comptroller ’s office, as well as state lawmakers like Elizabeth “Betty” Little and Teresa Sayward, have been advocating shared services among municipalities, and a combined building to house multiple entities is the perfect example of how these groups can work together to save taxpayers money.

Westport could be an example for the state to use, showing others how to work together.

While three smaller buildings may cost less in terms of construction, you are going to pay three times as much for engineering studies, planning, zoning process, permitting, labor, heating, maintenance and general costs incurred by running a municipal building. That puts an added long-term burden on the taxpayers of the community that is not needed or wanted.

In short, we feel that a vote against this project would be a vote for increased taxes over the long term, which is something no one wants to face, anywhere.

Many municipalities in the North Country are faced with this issue. Buildings do not last as long because of the harsh weather conditions. Vehicles cannot be left

outside in the cold months, either because the water in a fire truck would freeze or the stress of starting vehicles in cold weather would severely decrease the life of the vehicles, adding more on the backs of the taxpayers.

Most towns are facing the same decisions with multiple properties, and, as Westport School Board member Dwayne Stevens said at a recent meeting, four walls to take care of is better than 12 or more.

This plan would also get two pieces of property back onto the tax rolls in the WADA building and the current site of the firehouse. Even if the worst-case scenario is realized and these buildings have to be taken down, they are both properties in the heart of the downtown area and would be profitable on the tax rolls.

It also doesn’t take any more property off the tax rolls, since the site would be built on the current town shed property.

Building elsewhere — like the Westport Industrial Park, would mean a loss in revenue for the town, even with no one currently building there.

Every municipality knows that the more money they can get on the tax rolls, the less impact it will have on all. If you have three pieces of tax-exempt property and you can add even just one of those parcels back onto the rolls — building or not — you do it.

We do empathize with the loss of a town hall near what is considered the town center, but, in all honesty, we now live in an automotive society where it is not a hardship to travel an extra mile for services.

For sentimental reasons, it should stay.

However, the WADA building in Westport used to be a hub of teenage activity from community center nights to dances and other events. None of that happens there now.

Times change. In order to keep up with the times, we must as well.

Keep butts away from where we play To the Valley News: New York State Tobacco Control Program has launched a new campaign to educate New Yorkers about the benefits of tobacco free outdoor recreational areas. The campaign raises awareness of the environmental impact of tobacco litter, dangers of second-hand smoke and influence on children when tobacco use is not restricted. Billboards with a “Keep Butts Away From Where We Play” can be seen throughout the tri-county area this summer.

Tobacco litter is poisonous to children and wildlife. Discarded cigarette butts are the most common form of litter. Studies show they are toxic, slow to decompose, and costly to remove. Cigarette butts have been found in the stomachs of fish, whales, birds and other marine animals and can cause digestive blockages. Children routinely pick up these toxic butts and try to place them in their mouths.

The U.S. Surgeon General has declared that there is no safe level of exposure to secondhand smoke. Children have smaller lungs than adults and consequently breathe in 50 percent more air pollution which is why it is

important to expand smoke-free outdoor areas to reduce exposure and prevent tobacco-caused disease.

Public support for outdoor tobacco use restrictions is growing. Currently outdoor tobacco use policies have been enacted in over 290 local municipalities throughout New York State. Locally, 16 municipalities in the tri-county area have adopted policies. Community Partnerships can provide sample policies, signage and/or assistance in creating outdoor tobacco use policies. Disagree with samesex marriage law To the Valley News: Few clear-thinking people would argue with the wisdom of not glorifying smoking through various avenues in popular culture. We see nothing wrong with rating TV shows and movies “objectional,” for younger viewers if smoking is glorified or presented as a

desirable activity. We make laws to protect the minds of our pre-pubescent, impressionable children from age inappropriate content; be it language, violence, sexual, etc. We recognize the harm that can be done to our young by exposing them to circumstances and ideas before they are ready to process them with an adult mind.

We do all of this to protect our innocents, yet we are about to condemn the malleable minds of all future generations of our children to a “popular,” culture filled with same-sex imagery.

Mass media has already begun providing our youth with same-sex “expressions of love,” and now that our state has decreed that same-sex relationships are “normal,” we can expect an onslaught of same-sex imagery that will desensitize and indoctrinate all of our future generations.

What two adults do in the privacy of their home is their business, but when it involves bringing it out into the open and shaping the minds of our children, then, we all have the obligation to stand up.

Assemblyperson Janet Duprey said there “will always be bigots” who oppose gay rights. The gay-marriage vote was not about “rights,” it was about redefining what is “right.” And it was about the very souls of our children.

Living in a democracy To the Valley News: Americans are proud of the fact that we live in a democracy. Over 200 years ago we rejected monarchy and chose freedom. Each November, we exercise our right to choose or remove our leaders with our vote, not our guns. But in order to choose, we need more than one candidate to vote for. All too often the idea of choice has taken on a negative tone. Many local elections offer only one candidate. People are afraid to sign a candidate’s petition or put a sign in their yard because it might put their job in jeopardy.

If John Smith runs against the incumbent for town supervisor or county clerk, does it mean they hate their opponent? They may be neighbors, or old schoolmates, but suddenly the community is divided and angry. Ugly politics at the national level has tricked down to our towns.

We are entering another election season. I want to thank every Republican, Democrat or Independent, who takes the time and energy to run for elected office. One of my friends is 96 years old and was born before women had the right to vote. On Election Day she always goes to the polls. “I don’t vote when a candidate is running unopposed,” she said. “ It’s not a democracy if we don’t have a choice.”

Every county and town in New York will have candidates running in 2011. Anyone who cares about their community, who believes in the principals of democracy and wants to keep America strong, should consider running for office or supporting a candidate who is running.

No one should be intimidated or criticized for taking part in the Democratic process. We don’t live in old world Europe or a third world dictatorship, do we?

It would be great to have two or three candidates for every office. Everyone who runs should thank their fellow candidates, and promise to run a clean campaign. Having a choice is at the very heart of what it means to be American. We don’t have just one restaurant or one kind of car, so why should we have just one candidate? And we don’t live in a monarchy or a dictatorship, where one person, family or group makes all the rules. Only when we have a choice on Election Day are we truly free. Fear has NO place in a democracy.

Fraud bill should be passed To the Valley News: The state Legislature accomplished a lot this year, but one important reform was conspicuously left out — passage of the legislation know as the “Fraud Tax Bill” that would crack down on crisis-level auto insurance fraud in New York state.

No fault auto accident fraud is one of the fastest growing crimes in New York state, yet it is not expressly illegal. It is one of the reasons New Yorkers pay 53 percent more for auto insurance than drivers in other states. Almost $1 billion has been stolen from New Yorkers in the past five years alone, according to studies, by organized criminal enterprises that stage accidents and run up phony bills with the help of a handful of crooked doctors. But the Legislature refused to do anything about it this year.

The state didn’t even pass a common-sense measure called “Alice’s Bill” that would make staging an auto accident in New York a standalone crime. The bill was named after a 71-yearold New York grandmother who was killed when her was struck during a staged accident.

The state Legislature is rumored to be returning this summer to clean up unfinished business from the 2011 legislative session. Auto insurance fraud reform must be on that list.

SCHROON LAKE — 20th District Congressman Chris Gibson spoke on several issues when he met with local community members in the new Schroon Lake Central School auditorium June 29.

Gibson was joined by state Assemblywoman Teresa Sayward and Schroon Town Supervisor Cathy Moses at the meeting, which was attended by about 30 people ranging from within town to Albany County.

Gibson started his remarks by addressing the recent federal disaster declared by the president, and said that he supports Gov. Andrew Cuomo in extending the timeline for relief.

“The governor is trying to make an effort to extend the federal disaster declaration, which will allow it to include May 30, which is very important,” Gibson said after a lady introduced herself as being from the town of Thurman, which receive its heaviest damage during the end-of-May storms.

“My interactions with FEMA have been very positive to date and I am very hopeful that an extension is coming,” Gibson added.

Gibson said that he was there to bring people up-to-date on the political happenings in Washington, D.C., and talk about his three goals — job creation, deficit reduction and protecting freedoms.

We all know that won’t happen, but clearly something needs to change the trend or I fear we are in for more of the same as we zigzag from one election to another and the divide once again threatens the Union.

Still, the Planning Board visited the Willsboro, Keeseville and Duanesburg wastewater treatment plants and no members of the Town Board came along, Pushee said.

During the hearings, Pushee also said he knew of better-suited locations, according to the supervisor.

When Merrihew asked Pushee for specific sites over the coming weeks, the realtor provided none, according to Merrihew.

“I was in the office a lot arguing with him (Merrihew), trying to convince him that there were better sites,” Pushee said.

ELIZABETHTOWN — Controversy is brewing surrounding the Elizabethtown Town Board’s defeat of a motion to appoint local realtor Bruce Pushee as chairperson of the Planning Board during the town’s May 17 meeting.

Pushee said he believes he was denied the appointment because of his opposition to a 2010 sewer plan.

Town Supervisor Noel Merrihew said he voted against Pushee’s appointment because of the realtor ’s allegedly inaccurate statements and perceived business impropriety.

“That’s my real issue: ethics,” Merrihew said.

The motion to appoint Pushee had been defeated 1-4 with Councilperson Joseph Martin casting the sole affirmative vote.

At the Town Board’s June 21 meeting, Planning Board member Evelyn Hatch said her organization had appointed Pushee its interim chairperson until the Town Board appoints someone else.

Pushee himself delivered an emotional speech lasting roughly five minutes which received applause from mem-

During the public hearings on the issue, Pushee said the Town Board had not conducted adequate research into alternate sites, Merrihew said.

“We did go through a methodical process of identifying and acquiring other sites down-river from the village,” the supervisor said.

“If I were guilty of the perceived allegations stated at the last Town Board meeting, I would lose my license,” Pushee said.

Merrihew said he is now considering curtailing the public comment period at Town Board meetings because he feels he doesn’t get an opportunity to respond.

He said that New York state law does not mandate such a period.

“I will not much longer allow the crucifixions, the reading into the record of these long dissertations,” Merrihew said.

Pushee said he couldn’t understand why Town Board members might curtail the public comment period.

“We pay them,” Pushee said. “They represent us. Why can’t we get up and speak?”

Allegations of Pushee’s perceived business impropriety stem from his sale of a Water Street commercial duplex in the fall of 2010 while he was on the Planning Board.

The duplex did not appear to have the legally required parking space, Merrihew said. The available parking did not receive the same level of scrutiny from the Planning Board that the Family Dollar

Aerial show attracts miniature plane fans to Westport airfield

keith@denpubs.com WESTPORT— The sky was filled with all sorts of miniature planes over the past weekend, as the Westport Airfield became home to the “Valley of Giants.”

T h e C h a m p l a i n Va l l e y F l y e r s h o s t e d over 40 pilots and their model airplanes at the RC air show, which was held July 2 and 3 at the field just south of the hamlet.

“Last Labor Day I got it into my head that I wanted to put an event on here and get something like this going again here,” said Clarence Owen on the Flyers. “I met with the airport owner, Harry Cox, and he jumped up and down with joy at the idea.”

Owen said that most of the preparation that went into the air show had to do with making sure that the grounds were ready to host the pilots, planes and spectators.

“I have been mowing up here since May 10,” Owen said. “It is a lot of work to keep u p t h i s m u c h g ro u n d , b u t n e x t y e a r, I hope to make it even bigger. Next year, I

The show was also sanctioned by the

International Miniature Aircraft Association, which Owen said deals with higherlevel model craft.

“There are some planes out here that can range up to $5,000,” Owen said.

Owen said that the response to the air s h o w f ro m b o t h t h e m i n i a t u re a i r p l a n e community and the spectators was positive.

“I’m tickled pink over it,” he said. “I wasn’t sure on the reception, but this has met my expectations. The weather has been cooperative, so this has been perfect.”

Owen said that the air show also will bring a few people to him and other members of the Flyers, asking how to fly.

“It does not take a lot of work to get s t a r t e d w i t h , ” O w e n s a i d . “ We w i l l s e t people up with a test flight and see where it goes from there.”

Along with the Flyers, the North Country SPCA was also a beneficiary from the air show, with half of the proceeds from the 50/50 raffles held each day going toward the organization.

“It’s a nice way to give back to this community,” Owen said.

Addressing the question of noise, Johnston said that the studio area downstairs was well insulated, a n d h a d a i r- c o n d i t i o n i n g and double-glazed windows that could not be opened.

Several neighbors suggested that they might welcome the sounds of Chancler ’s piano. Judith M o o re , w h o l i v e s a c ro s s t h e s t re e t , s a i d , “ I ’ m a b solutely delighted that such a beautiful building can be used for this good cultural purpose.”

Johnston said that his intention is to have the conditions ready well before a s p e c i a l p l a n n i n g b o a rd meeting on July 13, when the board will vote on the special permit.

keith@denpubs.com SCHROON LAKE — New York State Assemblywoman Teresa Sayward had some flattering words for her colleagues and the still-fresh governor during a town hall meeting in Schroon Lake June 29.

“I think that this was the most successful session that has happened in my terms in the Assembly,” Sayward said.

“We are working to get back to the core mission of the state of New York.”

Sayward said that the Legislature was able to tackle everything on Gov. Andrew Cuomo’s agenda for the term, and that she was looking forward to a “more aggressive” agenda in the new year.

“We are looking in to getting rid of regulations that hamstring local businesses and get rid of those to help growth in the state,” Sayward said.

“I feel that the governor is listening and is mindful of the concerns of the district,” said Congressman Chris Gibson, who was the main guest at the town hall meeting.

Sayward and Gibson were asked one question about regulating the Adirondack Park Agency by Bob Olsen of Horicon, who asked if there were going to be measures to “reign in the APA.” “They took a big step back with this (Sandy) Lewis case,” Olsen said. “Is there anything more that can be done?”

“It has been a long, hard fight to get a balance between the economy and the environment,” Sayward said. “I do think that we have seen some change coming. For instance, the governor is looking into ways to change the appointment procedure to the APA and has taken lists from local leaders within the park.”

“If you look at the charter of the APA, their mission is to do exactly what was said in striking a balance,” Gibson added.

Sayward also addressed the correctional facility closure list, in which Gov. Cuomo announced June 30, saying that she was assured by state leaders that no one part of the corrections program would be affected more than another, and that she had received several assurances that no shock facilities would be closed, which the Moriah facility falls under. No facilities in the Adirondack Park were in the list.

“The musical, ‘Rent,’ is arguably the most influential musical of the ’90s. It seems that every decade a musical comes along and represents the social climate of that time,” said Hopkins. “I have been very conscious of trying to inform my cast of the social climate during the late ’80s/early ’90s towards the AIDS epidemic and the discrimination of homosexuals in addition to the ostracized community of people struggling with addiction. This generation is very tolerant and accepting of all people and the idea of discrimination due to race, religion, addiction, and sexual orientation is a very foreign concept to them. I am so grateful to my talented cast and crew for having the energy and intelligence to take on this controversial show.”

“I became familiar with this show in High School when the movie came out and immediately fell in love,” Brittany Leigh Glenn, who plays Mimi, said. “Then, when I was 18, my parents got me tickets to see the show on tour and that was when I got to see how spectacular this show really was.

I am thrilled to be a part of this production. Not only are my fellow cast members extremely talented, but they have so much passion for theatre and portraying these characters and that’s what I think makes this production so special.”

“I have wanted to participate in a production of ‘Rent’ since I watched the movie many years ago,” Dana McLaughlin, who plays Mark, said. “I came into this cast knowing a few members but I really feel like we all have grown to know each other and make this such a great experience.”

CCE helps students in the garden

keith@denpubs.com WESTPORT — A program to get children in the garden started before the end of the school year.

Cornell Cooperative Extension in Essex County recently helped students involved in the 4-H and CCE After School Youth and Families program in starting a “Garden to Table Project” by planting the ingredients for spaghetti sauce.

“The planting went really well,” Mary Breyette, Issue Leader at CCE. “I am tracking one of the buckets and they are just growing and growing.”

Breyette said that the groups planted the ingredients for “Ready Spaghetti Sauce” in 5-gallon buckets and have been asked to track the progress of the growth over the summer months.

“We want them to take pictures and send us emails with the updates on the progress,” she said. “This way, they are also learning about the science of the project, keeping a

detailed record and are learning caretaking skills.”

Breyette said that there will be a preliminary batch of sauce made on Friday, July 8, as part of a CCE program starting at 7 p.m. at the CCE headquarters in Westport.

“We are going to show them how to make the sauce so when it comes time to harvest their own crops, they will know what to do,” Breyette said.

Breyette said harvesting will take place when the new school year begins, and that the group is working on the next growing event for the Garden to Table Project.

She added that the project was partially funded with help from a New York State Department of Health grant which was obtained with the assistance of the Essex County Department of Public Health, along with the Essex County Adirondack Garden Club Ellen Lea Paine Memorial Nature Fund and CCE of Essex County.

CCE will be providing canning/food preservation of harvest crop later in the year.

“We will begin meeting rather shortly in the next few weeks,” Douglas said. “This committee is going to come back with some recommendations for the full board.”

The property tax cap can be overridden by a 60-percent vote of the board, Palmer said. Such an action would not make the board popular, Scozzafava said.

The board won’t be popular, though, if it cuts unmandated services, such as library, parks and museum funding, Morrow said.

“We’re between a rock and a hard place,” He said.

Under the new state legislation, taxes are capped at two-percent or the consumer price index, whichever is lower. What the CPI will be is not yet clear, Palmer said.

“The interesting thing was that when they defined CPI, they didn’t define which CPI to use,” Palmer said. “They didn’t say whether it’s the urban or whether it’s the worker’s. They just said CPI.” It hasn’t been worked out yet whether it’s going to be an average of the CPIs or a specific CPI, Palmer said.

“From my perspective, you’re going to see cuts in services that the majority of our con-

stituents depend on, such as your senior programs, your meals, your public health —those areas where we do have some discretion,” Scozzafava said.

Scozzafava said he thinks the county should implement a hiring freeze, and some workers should retire.

Providing services will be difficult, Douglas said.

“They reduced our funding for our home healthcare by $300,000,” Douglas said. “How do you still provide those services and stay under the tax cap?”

Westport supervisor Dan Connell struck a similar note.

“At the town level, just the increased cost of health insurance and retirement could put us over the two-percent cap before we do anything else,” Connell said.

In other regular business: Individual assistance to those who suffered property damage from the flooding earlier this year was not approved by the Federal Emergency Management Agency, Douglas said.

“It’s unacceptable,” Douglas said.

Congressman Bill Owens told Douglas that a large state, such as New York, requires approximately 800 homes to qualify.

This wasn’t fair to New York state’s rural counties, Douglas said.

denpubs@denpubs.com TUPPER LAKE — Environmental groups have used a lot of ammunition fighting a large-scale development planned for Tupper Lake.

After 19 days of sessions held over the last three months, state Adirondack Park Agency hearings over the proposed Adirondack Club & Resort ended June 24.

The developer, Preserve Associates, and the project’s supporters say they’re still standing strong. They told the Adirondack Daily Enterprise that they expect the APA to approve the project and begin building the largest resort in the history of the Adirondack Park by spring.

But if the environmental groups have their way, the resort will have to be redesigned to mitigate its impact on the environment.

After spending more than $100,000 to fight the 6,000-acre resort proposed for Mount Morris and the Big Tupper Ski Area, green groups say they punched some serious holes in the developer ’s plans.

John Sheehan is spokesman for the Adirondack Council, an environmental group that has been quite critical of the project.

He said the Council’s expert witnesses at the hearings made it clear that the developers didn’t adequately consider impacts to wildlife.

“We think the developer could have done a huge amount more than was done in the seven years that he had to prepare this application,” Sheehan said. “Frankly, he didn’t do the minimum that is generally required. So I think the Park Agency has a tough decision on their hands: to send this back to a hearing or somehow find out what the impact on wildlife is going to be.”

Some critics have been even more outspoken. Protect the Adirondacks attorney John Caffry said the project shouldn’t be issued a permit at all.

Jim LaValley is chairman of ARISE, a local economic advocacy group that has backed the resort project since day one. He said all the “huffing and puffing” on the part of the environmental groups has been a distraction.

“The opportunity allows [environmentalists] to go down a path that’s really a distraction, rather than really focusing on the subject at hand,” LaValley said. “That’s one of the most frustrating things. One [person] can belabor certain points that have already been discussed ad nauseam.”

LaValley said the hearing process needs to be revised.

“The adjudicatory hearing process is one that needs to be looked at from top to bottom,” LaValley said. “There needs to be some way of creating a focus that does not drag things out for an indefinite amount of time.”

Keith McKeever is spokesman for the APA. He said there are no current plans to revise the hearing process. He added that the additional scrutiny was relevant because the project is unusually large.

The next step is for interested parties to submit their closing arguments, according to McKeever. That process could take as many as 60 days. After that process is complete, the APA has 60 days to review the application, agree on any final conditions, and render a decision.

McKeever acknowledged that APA commissioners will need to wade through a mountain of information, but said staff would help them move through it in an orderly fashion.

SARANAC LAKE — A pair of biotech companies from Lake Placid plan to relocate to Saranac Lake as part of a landmark deal that officials say was 14 months in the making.

The news was announced June 30 during a well-attended press conference in Riverside Park.

Myriad RBM and Active Motif — two Lake Placid-based biotech companies formerly involved with Upstate Biotechnology — will move into village-owned buildings on Main Street.

Under the agreement with the village, Myriad will take over the village offices at 3 Main St. Meanwhile, Active Motif will take over part of the village water building next door.

Saranac Lake Mayor Clyde Rabideau told a large crowd of onlookers that the relocation of the two firms represents a major economic expansion for the village and surrounding communities.

“They will bring with them 30 good-paying jobs right here to downtown and within the next one to five years that number will increase anywhere from 40 to 70 percent,” he said.

Rabideau adds that this will translate to greater economic development for Saranac Lake in the future.

“A lot of people talk about economic development, they talk about growth — the formula is this: jobs, people, then retail,” he said. “It does not go the other way around.”

The addition of two biotech firms coupled with the existence of Trudeau Institute solidifies Saranac Lake’s status as a major player in the field of science, Rabideau said.

“When we think about sustainable jobs, all one would have to do is reflect upon Saranac Lake’s proud and glorious history of health and wellness and life science,” he said.

“Right from the first, Dr. Trudeau and his research facility that’s blossomed into a great employer and a mainstay of immunology research and development — Trudeau Institute. And when we couple that with for-profit enterprise, we have got something really good going for us — a solid, critical mass of job development that’s sustainable right here in the Adirondack Park.”

“I think the parents who spoke out were sincere and truly concerned with the safety of their children,” Jordan said. “But they wildly overstated any potential risk.”

Dominic Eisinger is director of strategic development for Myriad RBM. His company brings more than 20 jobs to Saranac Lake and also hopes to expand.

Myriad provides biomarker testing services that are used around the world by clinical and pre-clinical researchers. Eisinger says officials from Saranac Lake made a bold move by bringing in his company.

“At a time when our country faces many extreme economic challenges and politicians in Washington are playing chicken in an extremely dangerous battle over raising the national debt ceiling, we can all be proud that we are a small part of the solution to our country’s vast challenges,” he said. “I encourage you all to be open-minded in thinking of innovative, non-conventional solutions to our Adirondack economic challenges. Unearth them, make them happen, and help them grow and prosper.”

Officials with Trudeau Institute — which earlier this year decided to remain in Saranac Lake — were also thrilled with the relocation of the two firms.

“This is a really positive thing for science in Saranac Lake,” Pearce said. “We now have a cluster of enterprises interested in biomedical research and the application of discoveries from that process. This is really the way of the future — the clustering of institutes and companies interested in these things together in one place. It really opens up marvelous opportunities for synergy and future development.”

Following the press conference, Jeff Branch said this week’s announcement represents a milestone for village government in Saranac Lake.

Branch, a long-time trustee and Rabideau’s deputy mayor, said the amount of cooperative legwork that went in to bringing the two biotech firms to Saranac Lake was unlike anything he’s ever seen.

Hinds to hold lecture July 10 WILMINGTON — There will be a lecture and book signing by Harold Hinds on Sunday, July 10, at 4 p.m.

Hinds is a Distinguished Research Professor of history at the University of Minnesota-Morris, and will present “Lessons Learned from Researching and Writing a Personal Family History,” about a three-generation Adirondack family. He will sign his new book, “Crafting a Personal Family History: A Guide Plus a Case Study, Three Generations of the Hinds Family in New York’s Adirondack Mountains.” All proceeds from the sale of the book benefit the museum. Dr. Hinds will be donating all of his research materials from this project to the Wilmington Historical Society. $5 members, $8 non-members.

Library Karen Glass said she was open to the idea of using her space as a CPU, an idea which was mentioned at the School Board meeting. But it would have to be approved by the library board of trustees. Additionally, someone besides Glass would have to work on it as her job is very busy in the summer, she said.

Prior to the School Board’s decision, Jordan’s group, which includes Marcy Neville and David Thomas-Train, had been working on three potential solutions to the postal service dilemna, Jordan said.

The first was creating a CPU at Keene Central School.

The second was retrofitting a vacant building within the hamlet to be a CPU, as well as a retail space unrelated to mail service. This was abandoned primarily because of the high start-up costs involved, Jordan said.

The third, and only remaining one, was creating a centralized array of key-operated cluster-

He said the community and volunteers can’t run the ski area indefinitely, and that they deserve to know exactly when it will be opened.

“That’s what he’s promised everybody for seven years,” Desmarais said. “So the ball is in their court.”

The school had tried to address potential security concerns in its plans for the CPU, school Superintendent Cynthia Ford-Johnston said in an interview with the Valley News earlier this year. The CPU would have been entirely cut-off from the school. One would have entered and exited the CPU through a door separate from the school and never have encroached on student areas. Only the subcontractor of the CPU might have been able to enter these student areas, Ford-Johnston said. Additionally, a security camera at the entrance of the CPU would have been installed.

Desmarais noted that ARISE ran the ski hill on a shoestring budget. That means the developer has no excuse for not taking over its operation immediately, according to the mayor.

Desmarais made it clear that the village supports the mountain project.

“We’re going to ask the APA to issue a permit,” Desmarais said. “The Village Board wants developers to

get a permit. But that permit has got to say you’re opening that ski area.”

Desmarais said he’s not opposed to Foxman’s plan to sell the large great camp lots before rebuilding the lodge and redeveloping the ski area. He says his board would submit its recommendations in its closing arguments before the APA. Foxman could not be reached for comment.

Obituaries James (Jim) R. LaVigne, 78 Sept. 26, 1932 - May 29, 2011 PALMYRA, Va. — Mr. James (Jim) R. LaVigne, 78, passed away on May 29, 2011 in Charlottesville, Va. He was born in Morrisonville, N.Y. on Sept. 26, 1932, the son of Donald (Patrick) and Mildred (Duesberg) LaVigne.

He was a graduate of Mineville High School in 1949 and enlisted in the U.S. Air Force, making it his career.

Jim served his country for 28 years, retiring with the rank of Chief Master Sergeant.

He served two tours of duty in Vietnam and was Sergeant Major at Mildenhall AFB in England.

Jim was an avid sports fan.

He particularly enjoyed NASCAR, Premier League Soccer, and NCAA Women’s basketball.

He loved to entertain family and friends at this home on Lake Monticello in Virginia, where he and Carol lived since 1988.

Jim is survived by his wife, Carol (Brown)LaVigne; two sons, James LaVigne Jr. of Las Vegas, Nev. and Anthony LaVigne and wife Martina of Moriah, N.Y.; two grandchildren, Martin and Katherine; four brothers; Gary of Wimberley, Texas, Donald and wife Becky of Lewisburg, W. Va., Michael and wife Sondra of Schenectady, N.Y., Robert and wife Anne of Clifton Park, N.Y., and one sister; Sharyl Wood and husband Timothy of Bristol, Conn.

He was predeceased by his first wife Dorothy (Putnam) LaVigne.

No funeral services were planned. The family asks those who knew Jim to remember him in your prayers.

PAUL SMITHS — The Paul Smith’s College VIC will host several naturalist led mushroom explorations on the trails and in the woods of the 3,000-acre VIC campus.

Come investigate “anything fungal” with mushroom specialist Susan Hopkins on Thursday, July 7 and the 21, and Aug. 4.

Participants will meet at the VIC Visitor ’s Building at 10 a.m. for an introduction on what you might expect to see at this time of year; followed by a two hour walk of identification and collection. After the walk we will return to the center and those interested can sort out and discuss the various fungi collected on the tour. Susan will explain the various field guides and simple keys she uses to identify the various local mushrooms.

Down a lazy river, on a hot and hazy day

I

recently returned to the Boquet River, to venture along the lower reaches, and cast a few flies for trout. I put my canoe in below the falls in Whallonsburg, and floated for miles, all the way to Willsboro. It was easy paddling, with only a few obstructions along the way, and they were easily avoided.

After the river departs from the highway, just below the bridge at Boquet Falls, it gets lonely, and I found complete solitude. The lower section also appeared to be loaded with fish, and I began flycasting dry flies. Eventually, I switched to streamers, and finally to nymphs.

Although I could see fish in the deeper pools, they never gave me so much as a look.

Finally, I took up my spinning rod in desperation, and began tossing a little, Rebel crayfish to a deep, river bend, pool.

I had a strike immediately, and a smallmouth bass rocketed out of the water. It provided plenty of tail walking, head shaking, acrobatic entertainment, before I released it.

I took four more bass, from the same pool.

As I continued to journey downstream, it appeared the whole lower section of river, was full of smallmouth bass. There was not a trout to be seen!

However, I didn’t mind at all, as river bass usually provide outstanding, angling opportunities when trout go off feed, as water temperatures warm up and oxygen levels drop off in midsummer.

Fishing for bass on the rivers is best accomplished from a canoe, as it permits anglers to cover more territory, access the deeper pools, and avoid the usual riverbank haz-

ards of poison ivy, beehives, snakes and a host of other assorted obstacles.

Canoe fishing is a very relaxing pursuit, and it permits anglers the ability to quietly meander off the beaten track, through the most difficult to reach areas, without frightening the fish.

I usually pack along a small anchor, which I drag behind the boat to slow the drift, as well as a stout pole, to maneuver easily by pushing off the riverbed.

I always combine a wide brimmed hat with dark, Polaroid glasses to improve my underwater visibility. At times, this combination has allowed me to sight cast to fish, which I may have otherwise passed right by.

Smallmouth bass are found in a majority of Adirondack lakes, and in the lower sections of their tributary rivers and streams, such as the Ausable, Saranac, Chazy, Little Salmon.

These bronzeback brawlers also inhabit many of region’s larger rivers, including the Raquette, Black, Oswagatchie, St Regis and the Grasse, which all flow into the St. Lawrence. They can also be found in the Schroon, Hudson, Indian, and Sacandaga.

Although river bass rarely attain the size of lake bass, they certainly provide good sport, especially if they utilize the river’s current to their advantage, when even a small fish can be a challenge to land.

The Raquette River, which is New York State’s second longest river, after the Hudson, offers outstanding opportunities for bass along its entire corridor.

Canoe the rivers to fish for smallmouth bass has become a summertime tradition, for many Adirondack anglers. junctions of the smaller, cooler tributary streams.

River bass also tend to have a different diet than lake bass. They will feed on minnows and bait fish if they are available, but smallmouth bass are uniquely suited for feeding on crayfish, which are not generally available to other predators. Smallmouth will also feed on insect larvae, flies, crickets, ‘hoppers, leeches and just about anything else that comes drifting along.

Often, bass will be found hanging tight to the riverbanks, in the morning’s shade. Later, as the heat of the day progresses, they will retreat to deeper waters, They will feed heavily under the protective cover of waterfalls, and in the turbulence of rapids, or they will seek out large boulders, submerged trees or underwater vegetation, where they can ambush prey, and be protected from predators.

known as ‘bassholes’ for good reason. They are always a safe bet to hold bass.

I often use poppers on a flyrod, but standard bass offerings, such as Rapalas, Rebels, Mepps spinners and frog imitations will work well with a spin-casting outfit. However, it will help to downsize such offerings, to the approximate size of baitfish in the stream.

Small rubber jigs and live minnows will also do the job, as will crawlers or live grasshoppers.

I’ve also had great success using Gary Yamamoto Senko worms. I cut them into lengths of about two inches, to use on a jig.

To make it weedless, and avoid hang-ups, I bury the jig hook into the Senko. The hot pink, bubblegum colored, worms are particularly effective, especially in the darker, tannin stained waters of most Adirondack rivers.
