The program provides education to help patients and their families learn how to successfully self-manage diabetes and its related conditions.

Diabetes self-management education (DSME) classes are developed to help people with both type 1 and type 2 diabetes achieve optimal health and a better quality of life through healthy eating, exercise, glucose monitoring, medication, and understanding how to make adjustments to medications and meals, when necessary.

The program offers a great deal of information in regard to nutrition. Patients learn how carbohydrate counting, eating healthy fats, controlling sodium intake, and achieving a healthy weight all con-

tribute to successful diabetes control.

At Elizabethtown Community Hospital, diabetes self-management education is offered by a team of healthcare professionals including a certified diabetes educator, registered nurse, pharmacist, dietitian and exercise specialist. Physician referral is required; and most health insurance plans cover patient participation.

Essex County Stop DWI program under the direction of Michael Mascarenas held a student assembly at Elizabethtown-Lewis Central School, along with Essex County District Attorney Kristy Sprague, New York State Police Captain John Tibbitts and Deann Bronson from Mountain Lake Services. Students also met Dallas Norrell, who lives in Westport now, but hails from Tennessee. As a 17-year-old, Dallas was involved in a car accident involving alcohol. He and his cousin were going on a beer run during a party they were already at. The presenters shared real life stories as well as video clips to grades 9-12 student to help them understand how quick an accident can occur.

ake Champlain dropped quickly last week, although the water is still very high and it seems to never stop raining. The ferry dock will soon be back to normal, with any luck.

The ice cream shop will opening on June 21, according to Wayne Gryk, the affable owner. He’s awaiting the arrival of some new coolers and is doing a lot of carpentry work inside, including the installation of several classy chandeliers. In other downtown news, I omitted Pantouf from my recent rundown of businesses. It’s an art gallery on the west side of Main Street, next to the post office.

Next week, on Tuesday, June 21, Yvonne Sayward will be speaking at the Belden Noble Library on her family’s experience in Cairo, Egypt during the Arab Spring uprisings. Their trip went awry, regrettably, but the story is fascinating. The talk is at 7:30, and although it wasn’t specified, I bet there will be refreshments.

Diane Lansing let me know that Amanda Eads, granddaughter of the late Mary Oliver, is now a professor at Texas A & M University. Mary was a longtime resident of

Essex, and Amanda spent her summer vacations here. Although I don’t know her, Amanda seems to be one of those people remembered with great fondness.

This is an election year, and November is a long way off, but a couple of candidates for local office have made their intentions known. Supervisor Sharon Boisen will be running for a second term, and current Planning Board secretary Cathy de Wolff is going to run for town clerk. Audrey Hoskins, the current clerk, is retiring. Besides these two positions, the town judge, two of the three assessors, two of the four town board members and the highway superintendent will be all be up for election.

There’s going to be a fund raiser for the Bouquet River Association on Friday, June 24, at the farmers’ market in Elizabethtown. A nursery that specializes in Champlain Valley and Adirondack native plants will be offering their wares to benefit the association. Plants to be on sale include ferns, grasses, shrubs, stream and lakeshore buffer plants, rain garden plants, and regular old landscape plants.

I received feedback that the Flag Service by the Elks Lodge was very well attended this year, and that was wonderful to hear.

I love that there are events going on for us to attend but it takes an audience to make it work and worth doing again. So thank you to the Elks and to all who attended.

The Elks will be at it again this weekend on Father ’s Day with the third annual Pig and Swig. Car registration for the car show runs from 9 a.m. until noon and the motorcycle registration goes from 10 to 11 a.m.

The motorcycles will leave the lodge around 11:15 and ride to the West Plattsburgh 1619 Elks Lodge and then return.

People are welcome to start arriving but as it is Sunday only soda will be served until noon when the event officially starts for the public. Food will be served at 3 p.m. which will include pork and chicken but a

In the meantime, come enjoy the Strawberry Festival in Wadhams on Sunday, June 19, from 1 to 4 p.m. at the Wadhams UCC Church, where volunteers have been working hard to renovate the beautiful old 1831 building.

Works by local artists will be on display and will be raffled off to a lucky winner. There will be live music by the Wannabes and Staber & Chasnoff, and a book sale by the Wadhams Free Library. And the Wadhams Volunteer Fire Company will hold the first annual Boquet River Duck Derby starting at the bridge at 3 p.m., with a grand prize of $250.

Finally, readers might enjoy hearing about the scholarly efforts WCS student Scarlett Moore, who has been researching the impact of the Inquisition on the scientific work of Galileo in the early 1600s. Scarlett’s work will be part of a presentation given at Oxford University’s Oxford Round Table conference this summer by Westport’s Dr. John Roemischer, and Scarlett will be cited as a contributor to the conference. How cool is that?

Chilton McPheeters recently attend the United Methodist Annual Conference in Rochester, a very stimulating gathering. Sorry to learn of the death of Ada Sharrow. We send our condolences to her family.

Many families will soon be celebrating graduations and many alumni come back to celebrate anniversary years with special gatherings. North Country: it’s up to everyone to keep borders safe

O

n an almost daily basis, our inboxes receive reports of yet another idiot being nabbed for trying to sneak drugs or illegal aliens across the U.S.-Canada border. So, it begs the question: What makes these people think they’re so smart?

Sure, there’s probably a percentage that get by undetected. That’s inevitable.

There’s really no way to make any system 100 percent foolproof. But how stupid — or desperate — do you have to be to risk charges that could land you in federal prison? In our opinion, very stupid, and apparently the number of stupid people out there isn’t decreasing.

U.S. Customs and Border Protection recently nabbed a Canadian woman at the Champlain Port of Entry for attempting to bring approximately 70,000 tablets of methylene-dioxymethamphetamine, better known as “ecstasy,” across the border.

these pills — which weighed about 49 pounds altogether and valued at about $1.4 million — just sitting in plain sight.

No, she “allegedly” had them stashed away within her vehicle’s gas tank (sure, she could argue they were planted there and she had no idea that she was carrying more than unleaded gas in her tank, but that’s an argument for another day). The point is, people will go to great lengths to pull one over on border guards. But is it really worth the risk?

Across the state, at the Buffalo Port of Entry, another woman apparently thought so. There, a 25-year-old Georgia woman tried in March to conceal about 34,000 ecstasy pills. This time, it wasn’t in her car.

She was a little more innovative and decided she was going to pass herself off as an expectant mother, with the drugs being her little bundle of joy. Amazing.

Rewind back to February and back on our side of the state, a 37-year-old Canadian man created a false floor in his vehicle to hide about 40 pounds of ecstasy pills. Earlier that month, another Canadian man, this time a 54-year-old from Ontario, tried to sneak about 50,000 ecstasy pills through the St. Regis Mohawk Reservation. No such luck on both counts.

These are just a few of the cases that

have been reported since the beginning of the year. And, that’s just ecstasy. Marijuana, cocaine, and illegal aliens (yes, we’re getting to that part), are being smuggled across the world’s longest and most unsecured border on a routine basis.

When speaking to officials with the U.S. Attorney’s Office, getting a clear picture of what consequences face perpetrators can be a little difficult. It all depends on things like the severity of the crime, whether it’s a first-time offense, or if payment is involved for trafficking the contraband or persons. Fines could be levied in the tens of thousands if not hundreds of thousands of dollars range and jail-time could amount to five to 10 years or more — again, based on the details of the case.

Either way, you’d better hope it’s worth doing the time for doing the crime.

What’s the solution to this ever-growing problem? Eternal vigilance. And, though Andrew Jackson said that’s the price of liberty, it’s our belief it’s the key to eternal security.

We have to face facts. In a nation emerging from one of the most devastating financial crises the world has ever seen — and arguably still in the middle of it with no end in sight — we don’t have the money or the resources to properly secure our

border. There simply isn’t enough cash in our coffers to do it. Even with federally funded programs like Operation Stonegarden — which provides money for departments to purchase necessary equipment such as vehicles, license plate readers and cameras to enhance security along the U.S.-Canada border — it’s just a drop in the bucket compared to what it would really cost to properly combat illegal cross-border activity.

What we need is community-active citizens who keep their eyes peeled for suspicious activity and report it. We need more neighborhood watch groups boasting their presence in not just communities along the border, but communities everywhere. It’s only with more eyes and ears out there that we’re going to reduce the criminal element.

Bottom line: If you see something suspicious, report it!

We all can name hundreds, if not thousands, of people who have many fringes that accompany that elite status. Alexander from page 6 successful excesses. But was it all their doing, or our doing or is it simply just part of our human DNA that we are so susceptible to fall into this trap? How can we temper our desire to want to emulate, appreciate, and be a part of someone else’s success without letting it go to their head?

I think it starts at home with us and the things we value as a society. Do we place our faith and trust in a supreme being or do we become overly obsessed by a race car driver or golfer or some other sports star whose number we’ve tattooed to our body, picture we’ve got hanging all over our rooms or on the screensaver and who’s Facebook/Twitter page we can’t survive without viewing every few minutes?

Even within the religious culture, we see these addictive abuses. Priests, preachers and elders who lost sight of their true purpose. They end up becoming more important than the people they were given the job to help guide. But again was it entirely them to blame or did we give them the license to go astray? The authority that they used to commit their offenses ultimately came from the position, faith and blind trust we placed in them. I fear we too are culpable for their failures.

The same holds true with the status given to our elected officials. We must not grant them some superstar, above the crowd status. We elected a person to an office to do an important

job representing the people. When we allow them to stay in that role too long, grant them the authority to pass laws that do not apply to themselves, give them benefits and opportunities to accumulate riches not afforded the average person, and treat them like royalty, is it any wonder they are bewildered when we suddenly question their actions or even expect them to stand up to their mistakes?

Unless we want more of the same, we must hold them accountable for their actions and they must understand just who they work for.

They have serious business to conduct, and we must maintain a tight but respectful rein on their actions and never be willing to give them a free pass for lack of commitment or indiscretions to their role.

That is why Congressman Weiner should, without pressure from his constituents or peers, understand that he has violated the people’s trust and can no longer hold public office. He must step down. Unfortunately, he is blinded by his own power and authority and is most likely blaming the majority of his problems on everyone but himself. And that, in itself, is the root problem for much of what ails our society today. Blame starts at home. We’ve put people into positions that sooner or later will result in a meltdown. It’s up to us to shoulder some of the blame and seek solutions that will help others avoid a similar fate in the future.

From the Archives The Essex County Republican, June, 1938 MORIAH — Five Witherbee residents were injured Saturday morning at about 4 a.m. DST, when an automobile in which they were riding left the Port Henry-Crown Point highway, near the home of William Stanton, about 3 1-2 miles south of Port Henry, and turned over.

Injured were John Glebus, 24; Jos. Glebus, 22; Anthony Lahendru, 29; Joseph Marcell, 21, and John Gorolvyk, 26. John Glebus, suffered a ruptured intestine, and had to be operated upon at the Mineville Hospital. Glebus died on Tuesday morning. His brother, Joseph, had the tendons of his right hand severed and suffered other lac-

Raising our own food To the Valley News: The rising cost of fuel should force us to take a hard look at our food supply and how vulnerable it is to instable prices. The shift in prices and availability of fuel is likely to hit places harder where discretionary income is more limited, particularly rural regions such as ours.

These pressing problems create opportunities to change our attitudes toward the food we eat and where it comes from. As backyard gardens have grown in popularity, so has a resurgence of hobbyists keeping a small number of hens to supply a family with eggs and the entertainment that pet chickens provide.

This new movement is being adopted by cities across the country. In Rochester, for example, residents who want to keep chickens

Sensible policies such as this would not be difficult to enact in Plattsburgh. And while I live out in the country, where I keep six birds in a coop and enclosed run, I believe through thoughtful, well-crafted policy, chickens can be introduced to urban areas with minimal impact. Everyone should have the right to make decisions that aim to strengthen food security and I urge city residents to consider a change to ordinances that prohibit pet chickens.

GUESTVIEWPOINT Will the new bridge be as beautiful?

By Allyson White My eyes were drawn instinctively to it as my husband and I stood beside our new home high above the sparkling blue waters on that autumn day. As I looked eastward over the lake, the structure glowed silverywhite, its lattice surface reflecting the sun’s rays during those final moments before the orb sank behind the hills that formed our western backdrop.

Stretching from Crown Point, across the narrow neck of Lake Champlain to the town of Addison, Vt., on the opposite shore stood the Champlain Bridge, one of three connections between the two states along the entire 130 mile long lake. The bridge’s configuration, along with the slopes of Mount Killington 60 miles farther to the east making their appearance above its shapely arch, joined together to form an impressive picture.

Over the next half-dozen or so years, whether seated in our enclosed porch or in a chair before our picture window or perched on the rocks in our side-yard, I spent many hours mesmerized by the beauty created in the combination of bridge, lake, mountains, colors and light.

In autumn, the golden hues of orange and rust melded with bright reds and a few remaining greens on the Vermont hillsides and were mirrored in the gray-green of the lake’s water as it began to lose its summer warmth.

In winter, the trees were bare and brown, while the whiteness of the snow-covered skiruns of Killington stood stark against the blackness of the forests. The water, now an even deeper shade of gray, reflected specks of silver in the rippling waves that flowed over its surface before eventually succumbing to the frigid white-ice of January and February.

As springtime approached, new growth shimmered in soft yellows and deep greens, and the still-cold, blackish-green water lapped the shoreline of the beach beneath our escarpment. By summer, the foliage was in riotous bloom on both sides of the lake and the blue-green water, still containing some of its mountain-fed chill, beckoned swimmers, sailors, boaters, and water-worshippers alike. And the bridge stood majestically above it all, decade after decade, season after season, reflecting its surroundings, protect-

ing its domain, and providing a means of traversing from state to state. The monument was there. All was right with the world.

Opened in August of 1929 by then New York State Gov. Franklin D. Roosevelt, the Champlain Bridge was the first long-span, continuous-truss structure to be used for highway traffic in the nation and became the model for many steel-girder bridges erected throughout our country.

But in December 2009 locals from both states came together to watch the demolition of this beautiful monument due to decay of the super-structure that held it in place. This was not a decision taken lightly, but one precipitated by a concern for the safety of those using the bridge to travel for work, or for play or merely to expeditiously get from one side of the lake to the other. The implosive force observed by those who gathered on that cold, December day removed forever from sight the delicate lattice-arch framework and supporting piers of that age-old bridge. A part of me remains enveloped in the sadness of a lost friend, while another part gives thanks that I was unable to be present to watch it die.

Several times during these intervening 15 months, I’ve had occasion to sit on my exneighbor’s porch and survey the emptiness left in that space between the two shores, remembering the beautiful structure that captivated my imagination 25 years ago.

I’ve been told recently that a new construction is under way in the hopes of making it possible to again move freely by automobile between New York and Vermont, something much needed in that part of the world. I’ve also been informed that the replacement will be one of stability, serviceability, and longevity — perhaps even lasting another 80 years, as did its predecessor.

But I’ll wait to see, until such time as the structure is completed and I have the opportunity to behold it in its glory. Will it be as beautiful as the one in my memory? Will it hold my attention or capture my imagination? Time will tell, but I think it will have be something quite amazing to surpass the picture of beauty and serenity that already exists within my mind.

The Collateralized Debt Structure of Old Adirondack, Inc., as of Oct. 1, 2008, stated that the town of Willsboro had a mortgage of $730,000 on the property, which Hatch said was paid through grant funds.

“We have the largest amount that is owed on it,” Hatch said. “Our amount is more than the other four names listed above us.”

www.thevalleynews.org Parishioners of St. Philip Neri Church in Westport gathered Sunday afternoon, June 12, to celebrate and give thanks for the return of two priceless stained glass windows. The windows made of opalescent stained glass were originally installed in the church in 1910 when it was built. The church suffered a devastating fire in the 1980s, but the windows survived the fire and were used as focal points in the reconstruction of the new building. Last fall the windows were removed from the church by Willet Hauser Architectural Glass and underwent a painstaking restoration at a cost of nearly $50,000.

Pastor Peter Riani conducted the service, blessing the windows and remarking how the two windows represented a transition in the life of Christ from child to shepherd.

The end: Lewis Family Farm, state finally reach deal over APA suit

keith@denpubs.com ESSEX — Salim B. “Sandy” Lewis said that he wanted it this way, signing the final pieces of paperwork in a long-running court battle in the Essex County Clerk’s office.

“They wanted me to come down to Albany to do this, but I insisted that this take place where it happened,” Lewis, who finally received settlement in his court victory over the Adirondack Park Agency in 2008.

Lewis said that the settlement in the amount of $71,690.28, represented “closure” to this chapter which started when the APA cited him for houses built on his property for workers on the Lewis Family Farm in 2007.

“Some say that it is not over until the fat lady sings,” Lewis said as he awaited the check from clerk Joseph Provoncha and Assistant Solicitor General Julie M. Sheridan.

“In this case, it’s over when you sign the papers.”

Lewis added that he was hopeful that both sides would be able to put this matter in the

past.

“Personally, I feel that it is time for the healing to begin and the fighting to end,” Lewis said. “I hope that the government feels that same way.”

Two members of the state government, Assemblywoman Teresa Sayward and Sen. Betty Little, were present at the settlement signing.

“This is good for agriculture in Essex County and in the Adirondack Park,” Little said. “All of the farmers in the county and in the park are going to be grateful for what

(Lewis) has done for them.”

“There is every right given to agencies like the APA to enforce the law,” Sayward said.

“But when they overstep their bounds, they need to be held accountable, and today, they were.”

Sheridan, when asked about the settlement, was not as willing to speak on the matter.

“It says what it says,” Sheridan replied when asked about the finalized document.

“I’m sure Sandy would forward you a copy if you requested.”

CHESTERFIELD — The Chesterfield town board is ready to bring in 1,000 asian carp from a hatchery in Oklahoma once the water levels of Augur Lake are back to normal and a fish barrier is installed.

The carp, which will cost the town about $7,000, will be paid for by the special Aquatic Plant Growth Control District.

“The district includes the Augur Lake waterfront and anyone with right-aways to the lake,” town councilman Russell Blaise said.

“They pay a special tax that helps to stock the lake with the carp.”

Gordon Howard, former president of the Augur Lake Association, said that stocking the lake with carp started 15 years ago as a way to get rid of milfoil that he said covered about one-third of the lake.

“It was terrible,” Howard said. “We had over one-third of the lake where the surface could not be used. You couldn’t boat on it and you couldn’t swim in it.”

Howard said that, unlike other methods that have been used throughout the region, placing carp in the lake appears to have solved the problem.

“We started stocking, and almost all of the lake now is usable and free of plants except for the traditional march areas. This is about as environmentally friendly as you can get, and it is way more effective then pulling the weeds out.”

Howard said that originally, the carp were paid for by private donations to the Augur Lake Association.

“People were enjoying the lake but not paying for the expenses,” Howard said.

Third-graders pay tribute to the flag in Willsboro on Flag Day

renee@denpubs.com WILLSBORO — Third graders taught by Sherree Ford and Lorilee Sheehan presented a Flag Day Ceremony in the auditorium of Willsboro Central School (WCS) on June 14.

“I have to give Mrs. Sheehan all the credit,” Ford said. “She did all of the practicing and rehearsing.”

Ford said Sheehan teaches social studies to the third grade classes and had been rehearsing the songs and poems during class time.

“It supported the curriculum, and they had a lot of fun doing it,” Ford said.

The students quickly practiced their lines with Sheehan right before the ceremony.

Then, they all hastily gathered in a single file and walked to the auditorium.

The students came out on stage and asked the audience to stand. The third graders started off the ceremony with a recital of the Pledge of Allegiance followed by the “Star Spangled Banner.” Next the students read two poems, “Americans and Strength” and “Of the Nation.” Each student held two stars with a states name written on it. This is not the only time her students have put on this particular ceremony; however, this was the first time she had put together this performance in five years.

“I didn’t know they have been practicing, (and) a lot of them memorized their lines.” said Kristy Sprague, parent to third grader Hayden Tow. “It’s a great event to commemorate history.”

Melissa Huff, who also joined the audience, said the kids did a wonderful job with the ceremony. She said the students have gained educational value in the experience.

“The kids love going up on stage and showing off,” Huff said. “Mrs. Sheehan does an excellent job.”

The third grade students will hit the auditorium stage again when they join the first and second grade classes for the WCS award ceremony on Thursday, June 23 at 11:45 a.m.

KEENE VALLEY — Local residents may soon be able to pick up their mail at Keene Central School (KCS), keeping their old zip code of 12943.

Henrietta Jordan is a member of an informal group of three people, including Marcy Neville and David Thomas-Train, which is seeking a replacement for the hamlet post office which was closed last October. The group formed more than a month ago, Jordan said.

“The idea is to replace the former Keene Valley post office with a facility that looks and feels much like the old one,” Jordan said.

The current plan is that a “contract postal unit” (CPU) will be placed at KCS. A CPU is a privately operated facility under contract with USPS, Jordan said. It can provide nearly the full range of window services one can find at USPS office. For instance, it might not be able to provide money orders, Jordan said.

KCS Superintendent Cynthia FordJohnston said KCS volunteered its space since it seemed there was no other suitable spaces available.

“This is more of a community service,” Ford-Johnston said.

The school CPU may offer mailbox keyaccess 24 hours a day and seven days a week.

Security concerns stemming from having residents at the school were something the group had “thought long and hard

about,” Jordan said.

The CPU could be constructed so it was entirely cut off from the school, Cynthia Ford Johnston said. One would enter and exit the CPU through a door separate from the school and never encroach on student areas. Only the subcontractor of the CPU might be able to enter these student areas.

Additionally, a security camera at the entrance of the CPU would be installed, Jordan said.

Increased traffic in the parking lot was an additional concern. This would be resolved, Ford-Johnston said, by closing the CPU window during high traffic times, such as when students arrive and depart school. Temporary speed bumps, to ensure people stayed within safe speeds, would also be installed.

The school was expected to submit its CPU application by the June 15 deadline.

There were “still a lot of hoops to jump through,” Ford-Johnston said, noting that submitting the application did not necessarily mean it would be approved.

Were the application approved, it was her understanding, that the school would then have to enter into a negotiation process with the USPS. She said she had no idea when the school might hear back as to whether the application was to accepted or when the CPU might be up and running at KCS. In the meantime, Keene Valley residents are still picking up their mail at the Keene post office.

Comptroller not pleased with Essex accounting practices of 2009

keith@denpubs.com ESSEX — The New York State Comptroller ’s Office had some harsh words for the town of Essex and their accounting practices between 2009 and 2010.

In the report that was made public on June 13, the office of Thomas DiNapoli stated that during the time between Jan. 1, 2009 and Dec. 31, 2010, there were numerous reporting errors on the part of former clerk to the supervisor, Lois Sayward, and former town supervisor, Ronald Jackson.

“The supervisor ’s lack of effective oversight over the clerk’s maintenance of records has resulted in the town’s accounting records being incomplete, inaccurate and unreliable,” the report found. “Without a reliable basis for town officials to monitor financial activity and make informed financial decisions, the town is at risk of having financial inefficiencies and fiscal stress that are not identified and addressed in a timely

Fed declares disaster for local counties

chris@denpubs.com ELIZABETHTOWN — President Barack Obama declared late last week that 21 upstate New York counties suffered a major disaster as a result of widespread flooding earlier this spring, freeing up federal funds to pay for cleanup and repairs.

Franklin, Essex, and Clinton counties are among those designated as a federal disaster area. In the North Country alone, damage to public property is estimated at well over $25 million, the minimum level to qualify for disaster relief through the Federal Emergency Management Agency.

In his declaration Friday, Obama said severe weather that began April 26 and continued throughout May battered North Country homes and businesses and wreaked havoc on infrastructure.

Bill Owens, the Democrat representing New York’s 23rd Congressional District, said he’s pleased with the federal declaration.

“I continue to stand ready to help local leaders as we enter the next stage in the rebuilding process,” he said in an emailed statement.

Heavy rains and snowmelt in late April triggered flooding across northern New York. Floodwaters have receded here in the Tri-Lakes, but many communities along Lake Champlain are still struggling with high waters.

The report found several discrepancies in the general fund, as well as cash receipts at the Essex Transfer Station and the Essex Water District, costing the town over $22,000 in revenues that were owed to them.

“The town lacked comprehensive written policies and procedures to provide adequate guidance and internal controls over transfer station cash receipts and water rents,” the report states. “As a result, town officials did not maintain an accurate inventory of transfer station tickets or properly account for transfer station cash receipts. Therefore, the town did not receive $22,000 in payments for transfer station tickets that it sold to the town of Willsboro. In addition, Town officials could not ensure that all customers were being billed and paying for water services or that all delinquent water accounts were re-levied … We found 19 delinquent accounts totaling $999 that Town officials failed to include on the list of re-levied water accounts for the 2009 fiscal year.”

The report stated that several interfund advances and reserve fund transactions were not accounted for properly by the clerk to the supervisor and not monitored properly by the supervisor.

“As a result, we determined that for the 2009 fiscal year, the general fund’s revenues and expenditures were overstated by $367,715 and $400,606, respectively; the highway fund’s revenues and expenditures were overstated by $15,000; and the sewer district # 1 capital project revenues and expenditures were overstated by $389,606 and $361,715, respectively,” the report states.

Sayward was not re-appointed by current town Supervisor Sharon Boisen, while Jackson was defeated by Boisen in the 2009 race for town supervisor.

A call to Jackson was not returned at press time.

The Comptroller ’s report was presented to the current town board and responded to by Boisen.

“The audit was scheduled after my many

requests, beginning November 2009, with concerns that the town had significant compliance issues,” Boisen said. “The results of the audit reveal numerous such issues, similar or identical to findings in past audits.”

Boisen said that the report also gives the town guidance in order to bring their books and policies into compliance.

“Action has been taken on several of the many issues identified in the report and I expect the town to be in full compliance within the next 18 months,” Boisen said. “I am also in close communication with the Office of State Comptroller to expedite this procedure.”

Boisen said that the town of Willsboro had repayed $20,000 of the $22,000 that was found to be owed, and that the rest would be repaid soon.

Great Adirondack Trail Run set KEENE VALLEY — The Mountaineer in Keene Valley will be hosting the Seventh Great Adirondack Trail Run on Saturday, June 18.

Event proceeds will support the Ausable River Association (AsRA) and the Boquet River Association (BRASS).

Ferebee responds to audit report

denpubs@denpubs.com KEENE — The Keene town supervisor says recent media reports surrounding an audit into the town’s financial practices were misleading and didn’t paint the full picture.

The state Comptroller ’s Office reported in a March audit that eight of the town’s 23 active bank accounts were unnecessary.

Keene Town Supervisor Bill Ferebee says the audit made it sound like the town had 23 separate checking accounts.

“The general public does not understand municipal accounting, and the way our accounting practices were set up at that time, there were savings accounts for [all the departments],” Ferebee said. “The general public, by reading 23 accounts, thinks that there’s 23 checkbooks in the town hall, which is a misconcep-

tion.”

Auditors also reported that not all of the town’s accounts required the supervisor ’s signature, and that three accounts contained signatures from individuals not authorized to sign.

“The bank that we use should not have allowed that to happen. It has been corrected and they do not open any more accounts by anybody from in the town of Keene other than myself and the deputy supervisor,” Ferebee said. “It was just an ongoing practice, it was the way it’s always been done. So you know it just gives that whole misconception of things just going crazy in the town hall, which it’s not.”

Ferebee emphasized that the audit did not find a single instance where funds were misappropriated.

In an April 26 letter to the state Comptroller ’s Office, Ferebee said that the town had corrected the deficiencies found in the audit.

Ferebee says the town now uses a new accounting system, among other changes.

“Basically what we did was we implemented a new accounting program that puts all the funds into one account, it’s called a multi-funds account,” Ferebee said, “The new computer program tracks all of the different [departments], while keeping all the actual money in one account.”

Ferebee said he asked the state to conduct an audit on the town when he first took office in 2006, but the state turned down the request.

“At that time the Comptroller ’s Office said the focus was to audit school districts and that they didn’t have the staff to just reply to a request for an audit,” he said.

Now that the state has finally conducted an audit, Ferebee said the town has been able to get into conformance with the standards of the Comptroller ’s Office.

Saranac Lake hires firms to assess, rebuild after flooding damage

denpubs@denpubs.com S A R A N A C L A K E — T h e S a r a n a c L a k e Vi l l a g e Board of Trustees will hire two firms to complete the official assessment of flood damage to public infrastructure earlier this spring.

During the June 13 regular meeting, the board voted unanimously to hire AES Northeast and Barton & Loguidice to assess the damage caused by high waters in late April and early May. The village issued a request for proposals late last month in hopes of finding a firm that could estimate the cost of damages.

Village Manager John Sweeney said AES and Barton & Loguidice teamed up with their proposal and w i l l c o v e r a s s e s s m e n t , a s w e l l a s re c o m m e n d a course of action for the village — especially as it pertains to either repairing or replacing infrastructure.

Sweeney said the village needs an engineer to do a more accurate analysis of flood damage.

“We didn’t have an engineer here to establish a re a l d o l l a r a m o u n t , ” h e s a i d . “ We re l i e d u p o n Franklin County’s highway superintendent, John Hutchins, and his best estimate based upon what we knew at that point in time, remembering that the water levels were still at flood stage.”

“We were trying to submit something to both the state Office of Emergency Management and the Fede r a l E m e rg e n c y M a n a g e m e n t A g e n c y, ” S w e e n e y added. “They came in and did the public assessment side of it in reference to what the damages were that we estimated at that point in time.”

According to Sweeney, the two firms will also assist the village in its communications with emergency management officials.

Sweeney says flooding caused about $6 million in d a m a g e t o v i l l a g e i n f r a s t ru c t u re i n a n d a ro u n d Saranac Lake. He’s particularly concerned with Hydro Point Park below the Lake Flower Dam, which he believes must be repaired before winter sets in.

Elsewhere, high waters damaged the River Walk,

retaining walls above and below the dam, the wastewater treatment plant, sewer lines, and at least two bridges.

Sweeney added that engineers have a better opportunity to assess flood damage now, because water levels have receded significantly.

“The hiring of the combination of B & L and AES, they teamed up on the submittal to do really what we thought were initially what our problems were,” he said. “They’re going to come back with a dollar amount.”

AES and Barton & Loguidice will be paid approximately $44,000 for their work. A third firm, Bernier Carr and Associates, submitted a proposal costing about $26,000.

But village Department of Public Works Superintendent Robert Martin notes that Bernier Carr left out at least two key items from their bid — those items would cost about $20,000, Martin says, bringing their total to about $46,000.

According to Sweeney, the village will use contingency funds to pay for the engineering. But the village should be able to recoup nearly 88 percent of that cost through the Federal Emergency Management Agency.

“Whatever dollar amount is that we end up having to outlay in terms of damaged sewer lines, collections lines, the River Walk, Hydro Point, scouring – anything we can find that’s public in nature, we’ll be able to directly attribute it to FEMA,” he said. “ P re v i o u s l y, i t ’ s b e e n 8 7 . 5 p e rc e n t i n t e r m s o f funding that comes back,” Sweeney added. “The village will be responsible, generally, for 12.5 percent of the total cost.”

Late last week, President Barack Obama signed an order designating 21 counties in upstate New York as a federal disaster area.

That action makes federal funds available for repairing and replacing public infrastructure. Individual assistance for homeowners and businesses impacted by flooding may be available later this summer.

Westport marina set to open as waters go down

keith@denpubs.com WESTPORT — As the water continued to approach the magic number of 100 feet, local businesses are starting to think about opening — a thought that seemed out of reach a month ago.

“We are hoping to have full operations going by the first of July,” Larry Carroll of the Westport Marina said. “Right now, we are open for some business. We are selling items out of the store and we started launching boats on June 14.”

A quite different story from when the marina, Ship’s Store and Galley Restaurant were covered by more than a foot of water at the height of the recent flooding.

Carroll said that once the water subsided in the buildings, the work began to completely gut and restore the facility.

“There has been a lot of hard work that has gone into this,” Carroll said. “We have had over 40 people volunteer from the community as well as 42 counselors from Camp Dudley. Boy Scouts, friends from church, friends from other towns — they have all helped us so much throughout the floods.”

Carroll said that while they missed out on the Memorial Day weekend income opportunity, they are hopeful that everything — including the restaurant, will be open in time for the first weekend of July, coupled with the opening of the Depot Theatre season and the Fourth of July Festivities planned for Saturday, July 2.

“This was the first time in 30 years that I did not work on Memorial Day weekend,” Carroll said. “There were no customers and no boats. That had never happened before.”

Carroll said that as he and others open, he hoped that the word would get out that the lakeshore community is back in business.

“I had workers that were being told in school that the marina was not opening,” Carroll said. “They had to argue that it was, so hopefully people will get the word out that we are going to be open soon.”

Strawberry Festival set in Wadhams

keith@denpubs.com WADHAMS — There will be a few new events and surprises at a Wadhams tradition for over 100 years.

The annual Strawberry Festival will take place on Father ’s Day, June 19, from 1 to 4 p.m. at the Wadhams United Church of Christ.

“It is a historic tradition in this town,” Carole Harsh said. “We are not exactly sure the year that it started, but we have found evidence that it was taking place in the early 1900s.”

Events at the festival include an art auction, bake sale, yard sale, strawberry deserts and the Wadhams Library book sale.

One new event will be the Rubber Duck Race, which will benefit the Wadhams Volunteer Fire Department.

There will also be music throughout the day, as Staber and Chasnoff will perform at 1 p.m., followed by the Wannabees at 2 p.m. and Jordon’s Ventures at 3 p.m.

“It is a nice way to get out and celebrate Father ’s Day,” Harsh said. “Proceeds from the will go towards the completion of the renovations that we are doing to the church, and people can look around and see what has been accomplished so far.”

In her immediate family, Karen leaves: her husband, Jacques; her daughter, Melanie and granddaughter Jasmine, age 15; her son, Michael, his wife Evelyn and their son, Zackery, age 2 months; four sisters, Yvonne Mendez, Fla., Sheila Zelinsky, NY, Deborah Feinstein, Ca., Denise Martinez, Fla., and their family.

Karen also leaves behind many friends and relatives from both sides of the border.

WHALLONSBURG — Ada Charlotte Coonrod Sharrow, 89, of Whallonsburg, passed away on June 11, 2011, at the Horace Nye Nursing Home in Elizabethtown.

Ada was born on Sept. 4, 1921, in Willsboro, the daughter of Emmett and Mattie (Crowningshield) Coonrod. Ada grew up in Willsboro and graduated from Willsboro Central School in 1939. She married Leon A. Sharrow on Sept. 6, 1939.

Ada enjoyed sewing, knitting, crocheting, and other crafts, but quilting was her passion. She was an expert quilter who started quilting at age 7 with her grandmother, and was renowned for her perfect, tiny quilting stitches. She taught quilting throughout her life and founded the Lady Bug Quilters in Willsboro. She was also a member of the Pleasant Valley Quilt Guild in Elizabethtown and Champlain Valley Quilt Guild in Plattsburgh. Ada was a 4-H leader for over 40 years and was a life-long member of the Willsboro United Congregational Church. Ada’s faith was strong and she enjoyed reading her Bible, which was always close at hand. She worked at Grand Union in Willsboro and Keeseville for many years. Leon and Ada enjoyed square dancing with family and friends every Saturday night at the Whallonsburg Grange Hall.

Ada was an exemplary cook and especially enjoyed gardening and flowers. Ada, her husband Leon, daughter Helen, granddaughter Jackie, and grandson-in-law, Bill, owned and operated Leon’s Flowerpot in Whallonsburg for over 20 years. After Leon’s death they organized a yearly holiday craft bazaar in his memory with proceeds donated to local organizations.

Ada was a loving wife, mother, grandmother, and sister. She instilled a strong sense of patriotism in her family and always had an appreciation for our military personnel. She loved her pets, especially her AKC registered West Highland White Terriers, Candy, Taffy, and Sambo, that she raised.

John Thomas Brant March 26, 1920 - June 9, 2011 ELIZABETHTOWN — John Thomas Brant, 91, of Lewis and formerly of Westport, passed away with family members by his side Thursday, June 9, 2011 at the Horace Nye Home in Elizabethtown.

He was born March 26, 1920 in Lewis, N.Y., the son of Earl and Mary Jane (Dougan) Brant.

John spent many years as a Bee Keeper and was known for the honey he produced.

He worked as a truck driver and was a veteran of the U.S. Army stationed in Panama during WWII. He is survived by his children and their spouses, Donna and Glenn Crowningshield of Lewis, Steve and Betty Brant of Meriden Conn., Brenda and Jeff Housouer of Clermont, Fla. Lenora and Mike Salzer of Utica, Tina and Robert Huber of Latham, one brother Brandon Brant of Westport, three sisters Mary Pierce of Saranac, Althea Crandall of Wheeling Ill., Jenny McCasland of Ogdensburg, 10 grandchildren, Jeremy and his wife Beth Brant, Ashley and Leandra Brant, Randy and Brian Salzer, Tiffany Charles, Christopher Housouer, James, Dylan and Brad Spooner, one great grandchild Tanner Brant, and several nieces and nephews.

He was predeceased by his parents, his wife Eleanor in 2004, a brother Ellis Brant in 1996, and a grandson Matthew Brant in 1987.

Heather Siedlecki, 63 Nov. 25, 1947 - June 9, 2011 Heather Siedlecki passed away on June 9, 2011 at her home in Lewis, N.Y. after living with cancer since 2007. She was 63.

Heather was born in Moncton, New Brunswick on Nov. 25, 1947, and as a child moved with her family across Canada and to Africa before arriving in Delaware, where she married John Siedlecki. They had three children.

Heather and John moved their family to Lewis, N.Y. in 1989.

Along with the time and energy Heather put into raising her family, she was also an educator.

She spent time working for the Vineland and Elizabethtown-Lewis School Districts and taught vegetarian cooking at the Vineland Adult Education Center. She also spent significant portions of her life as a full time Bible teacher, educating others about Jehovah God and his son, Jesus Christ.

Heather ’s other interests were varied; she was an accomplished quilter, garnering blue-ribbons for her work, she loved to hike, most recently with her sons on the Appalachian Trail and she enjoyed traveling with her husband. She was very happy in the peacefulness of her garden and her home.

She is survived and will be sorely missed by; her husband John, son Jerome and wife Karen of Millville, son Cameron and wife Jessica of Elizabethtown, N.Y., and daughter Molly and husband George Vernum of Ephrata, Pa., her father, Murray Speedie of Waikiki, Hawaii and brother Robin Speedie of Makawao, Hawaii. Sherman Miles, 67 Oct. 17, 1943 - June 6, 2011 Sherman Miles died June 6, 2011 wrapped in the love of his family and friends at Fletcher Allen Healthcare from complications of lung cancer.

Sherman was born Oct. 17, 1943 in Wellesley, Massachusetts to Nelson A. and Doris P. Miles. As a child, he loved his summers on Lake Champlain in Willsboro, New York at the family camp. Sherman spent years of his adult life in San Francisco where he hosted late night jazz on local radios stations. In 1979 he returned to the Northeast to settle the estate of the family property which he and his sisters donated to the State of New York and today is Noblewood State Park.

Sherman was a passionate car guy! He loved everything about cars and worked for many of the local dealerships. In his retirement years he was often called on by friends for advice with car purchases and Sherman always helped people make the right choice. Sherman was also a people person! He never met a stranger and always extended himself with understanding and compassion. Friends called Sherman their 'life coach" because he could always help you find the way.

In 2002 Sherman met his "Gwen" at Trinity Episcopal Church in Shelburne and they shared an amazing 9 years that was easily reflected in life changes for both of them. They were inseparable, and married on New Year's Day 2008 in a private ceremony at Trinity. Sherman formed lasting relationships with Gwen's four grown sons and friends often noted that Sherman behaved like the "fifth" son when they were all together.

We will gather to share our remembrances of Sherman at the Trinity Episcopal Church in Shelburne Thursday afternoon June 9 at 4:30pm. Spreading of Sherman's ashes will be private at a later date.

Sherman is survived by his wife and steadfast companion Gwen Miles of Shelburne, sister Sharon Wilkins and family from Portland, Oregon, sister Stephanie Campbell and family from Portsmouth, NH, and Gwen's four sons Matt, Chris, Nicholas, and Jeremy. And most importantly Sherman is survived by amazing friends too numerous to name who were privileged to be part of the final 24 hours of Sherman's life. In his usual generous way Sherman honored us by letting us take this journey with him. Sherman — you are LOVED!
