“My aunt Molly was talking about doing some kind of music fundraiser and we finally said, well, let’s do it,” said Dennie Westover of the Essex County Fair Board. “The board was interested in the idea and it took off from there. From the one idea, it then grew into the car show and bike rally.”

Events kick off with the opening of the Music Festival and clam bake on Friday, May 13, from 6 until 10 p.m.

Daily admission is $10 per person,

with the clam bake dinner costing $3 per dozen, which will be held at M u r p h y ’ s D i n e r, l o c a t e d n e a r t h e grandstand on the fairgrounds.

Etown Xpress will play the opening night. “ T h e re w i l l b e a t o t a l o f s e v e n b a n d s t h ro u g h o u t t h e w e e k e n d , ” Westover said.

The music will continue on Saturday, May 14, along with the classic car show from 9 a.m. until 3 p.m.

Westover said that the board has b e e n c o n t a c t e d b y o t h e r g ro u p s about the event, as well. “ T h e re i s a f o u r- w h e e l drive truck club that is int e re s t e d i n c o m i n g d o w n since an event they previously went to was canceled,” Westover said. “We told them all that they were invited to come down and join us.”

The motorcycle rally will take place from 8 a.m. until 6 p.m. on Sunday, May 15, along with music from Just Us. Proceeds from the threed a y e v e n t w i l l g o t o w a rd the American Cancer Society and the Essex County Fair Building Fund.

ere’s an update on the aftermath of that rainstorm last week, the one that did so much damage to our neighbors in Port Henry and Moriah. We were comparatively lucky, coming out of it with bridges and major roadways intact. “All the roads are passable, but they may not be beautiful,” was how acting Highway Superintendent Dennie Westover put it.

They were able to keep everything open for the school buses so school went on without a hitch.

The sewer system is holding its own, too, though it’s been running at maximum capacity. Route 22 was closed for a few hours Friday morning down by the boat launch, where record high lake levels still have the site closed. The worst road damage was on Taylor, Mountain Spring, McMahon, and Goff roads, where significant erosion had to be repaired. Decker Road and Merriam Forge Road each flooded several times and some repairs were needed on Merriam Forge. And the road down by the marina

flooded, too, where the high lake level is going to make the beginning of this season a challenge. All we can do is wish them good luck, and dry weather.

Dennie, who’s on the Fair Board as well, was also excited about the Classic Car Show/Music Festival/Motorcycle Rally coming up at the Fair Grounds May 13-15. It’s been organized by the Fair Board and the proceeds will be split between the American Cancer Society and maintenance of the Fair Grounds.

“If you like good music, cars, motorcycles, and great food, it’s going to be the place to be that weekend,” he told me.

It’s only the first time this event has been held, but Dennie said they’re already getting a lot of feedback on it from interested parties. If you’d like to get in on the action as a vendor, or for more information, call the Fair Board at 962-8650.

The Chamber of Commerce is sponsoring Career Day at the school on May 12, and from 5 to 7:30 p.m. the event will be open to the public. If you would like to represent your business, call 962-4750.

ater, water everywhere, people feel we have had enough.

Property owners along the Lake and Bay areas are really dealing with rising water and for some damage. The Essex Ferry is still unable to operate due to high water. It was good to see our Highway Department out doing the spring road side cleanup these past several days. Hope you noticed the bright yellow daffodils in front of the Willsboro United Methodist Church; this is thanks to Pastor McPheeters. The Pastor recently visited some of his family and attended a family wedding.

We are glad to learn that Doris Collins has returned home after a short hospital visit. Nice to see that Larry Lee has returned home after spending some time in Florida with his son Larry. Some pleasant news that I learned this week is that our school superintendent, Steve Broadwell will be staying with us for the upcoming school year, after the scare that he might be moving on. A reminder that the School Budget vote is coming up soon and everyone should have received the information

letter in the mail. It is a good budget, and we need to take the time to come out and support their hard work by our vote. Also two seats on the school board are up for vote. Kyle Russell now in the Marines has been home on a leave to be with his family, he will be returning to his base soon.

I recently learned that we should be more careful about leaving our homes, cars and etc. unlocked when we are not home.

Possible threats are lurking here in the community and they really love unlocked doors, and owners not home to walk in and take what they desire.

Hope you enjoyed the TV coverage of the Royal Wedding; they seemed to have covered every angle, also sad to see the coverage of all the storm struck communities.

he Belden Noble Library is now on summer hours, which are: Monday, Tuesday and Thursday, 2 to 4 p.m.; Wednesday and Friday, noon to 5 p.m., and Saturday from 10 a.m. to 5 p.m.

This Saturday, May 7, there’s going to be a pancake breakfast at the Reber Church Hall, starting at 8 a.m. and going to 11 a.m. The menu features maple syrup made by my neighbors here on Jersey Street, the hard-working French family.

Mrs. French reported that the maple season was a good one this year, in spite of heavy snow and a stretch of cold weather in the middle. Mrs. French and I use formal forms of address when talking to each other, she out of respect for my age and I for her unflappable good nature. I believe the entire French family will be working at this breakfast, so get there early because it’s going to be well attended.

The forecast looks like more rain, which is not good news for lake shore properties. I’ve seen Lake Champlain up this

high before, but it’s not dropping the way it usually does. While some businesses in town are suffering from all the water, others are gearing up for the season. Although the restaurant and bar aren’t open yet, the Essex Inn has rooms available for overnight guests. The chef has been hired, the liquor license is on its way, and soon the place will be hopping. The Neighborhood Nest is open, and down the street, much activity is evident at the ice cream shop. I spied John Doyle working at the stone store, so perhaps that will be open this summer. I hope the lake starts dropping soon, to let people clean up and dry out, and get the ferry back in business.

Ginny, usually a dog without odors, had a surprise encounter with a skunk recently, and when that had pretty much gone away, found an old tub in the woods full of fetid water. She jumped in, splashed around, and covered herself with greenish goo. She endured a cold garden hose shower without complaint, but her hair is so thick the smell never really goes away.

cannot believe the amazing force of water that has hit our community.

I’ve been making daily stops at Ausable Chasm so I can silently gape at the tremendous deluge of water crashing down the chasm. Incredibly beautiful and incredibly scary, as is borne witness further in town by the water treatment plant. My heartfelt congratulations to all the wonderful souls who acted so quickly to erect the sandbags and cement pylons to blockade as much of the water from spilling over as was possible. I’ve been waiting for the Keeseville office to notify me of names of the individuals known for helping out during our time of need so I could acknowledge them here but have not heard back yet. If anyone knows of those who deserve recognition or have needs as a result of this flooding please e-mail me so I can present them here in my column. I was informed that the water supply was very safe and there was no need to boil water or take any other steps to protect our water.

All residents like me that have septic

tanks might want to have them checked as I found via my washing machine that the ground was so saturated that it filled my drywell and backed up into my tank filling it — which in turn backed into my washing machine. Upon calling Shingle Street Septic, I was informed that this has been very common this week from this particular storm cycle. I had quite a mess on my hands but I’ll have you know that I still found time to actually work on my yard finally.

I received an e-mail from Chesterfield Rod and Gun Club. They have updated their Web site and promise to have some new events planned very soon. I will keep you posted as I hear of them.

With more storms coming this week make sure you keep an eye on the Ausable River as well as the lake. With flooding there is no such thing as time. Things can happen amazingly fast and as we all witnessed this past week there is no stopping the water once it gets going. Stay safe, well and dry everyone.

Next stop: Tupper Lake - or tear up the tracks N

ow that Warren County has attracted a railroad company to operate train service — freight hauling and tourist excursions — along its tracks through the Upper Hudson Valley, it’s time to find a solution for the rail line between Lake Placid and Tupper Lake.

The choices?

1) Invest in the railroad by fixing and maintaining 34 miles of tracks, extending the tourist train from Lake Placid to Tupper Lake.

2) Tear up the tracks and build a multi-use recreational trail from Lake Placid to Tupper Lake.

3) Do nothing.

Right now, nothing is being done. That would be okay if a comprehensive study, detailing the projected costs and economic impacts of — 1) investing in the tracks versus 2) investing in a recreation trail — needed to be compiled. But we’re past that stage. A

Now it’s time for the state of New York to make a decision, as it is the state Department of Transportation that owns the rail line.

Our opinion: If New York state doesn’t sign a railroad contract with a private company — offering freight hauling and tourist excursions — by next spring, the tracks should be torn up, and a multi-use recreational trail should be built from Lake Placid to Tupper Lake. That would offer more recreational options for residents and the traveling public at a better price for the user.

The Adirondack Scenic Railroad (ASR) currently operates tourist excursions out of Utica, Thendara, and between the Saranac Lake and Lake Placid train stations on a seasonal basis. Trains use the tracks to transport rolling stock between Thendara and Lake Placid in the spring and fall, yet most of the line is unused during the warm months. In the winter, when the snow is deep enough, snowmobiles use the corridor, yet the season for good snow coverage is relatively short. For most of the year, it is wasted space, and taxpayers foot the bill for maintenance.

A group of Tupper Lakers — Next Stop!

Tupper Lake — wants the ASR to extend its tourist train service from Saranac Lake to Tupper Lake. In the Tupper Lake Junction a few years ago, local volunteers re-built a replica of the old train station. Tupper Lake is ready for the train, and it seems the train is ready for Tupper Lake. But the tracks are not ready; they need an expensive overhaul.

Let’s weigh the costs and benefits.

Rail line Construction cost: $10.6 million Annual maintenance: $45,000 Net new regional spending: $758,000 Permanent jobs created: 13 User cost to the public: A round-trip ticket from Lake Placid to Saranac Lake currently costs $19 per adult, and tickets to Tupper Lake may be more expensive.

Recreation trail (permanent) Construction cost: $14.6 million Annual maintenance: $51,000 Net new regional spending: $1.2 million Permanent jobs created: 20 User cost to the public: It would be free for the public to use.

It’s simply not worth the taxpayer dollars

to renovate and maintain a tourist excursion train from Lake Placid to Tupper Lake unless a private rail company — not a not-forprofit group of railfans such as the Adirondack Scenic Railroad — invests in the rail line, like Iowa Pacific Holdings, Inc. is doing in Warren County.

The newly named Saratoga and North Creek Railway will soon re-open to freight, and Iowa Pacific has agreed to operate tourist excursions from North Creek, including ski trains in the winter. The company will pay for track repairs up to $50,000, insurance and taxes. And the county will receive at least $82,000 during the first year.

Adirondack Scenic Railroad officials and local politicians have been lobbying for freight service to the Tri-Lakes for several years, unsuccessfully, and no contract has been signed. It’s time to move forward. Get a contract now, or tear up the tracks.

Need accurate ‘service’ To the Valley News: Some things just never change and Malcolm Martin’s letter to the editor of April 30 is a good example of this. Malcolm called me a liar by saying that I’d previously stated that I’d never write another letter. Four years ago I wrote a letter indicating I’d take a break from letter writing, “at least for now.“ The reason given was that I couldn’t compete with the spin and deceit being utilized by Malcolm and his friends in their letter writing. It’s a disadvantage to try to be truthful when others regularly take things out of context and misrepresent facts. It’s no different today.

Malcolm believes that he and Margaret Bartley enjoy the First Amendment privilege to write and publish whatever they wish.

That is certainly true, but that doesn’t mean what they write is accurate.

Margaret Bartley may well be providing a public service with her Town Board Summary, but that doesn’t mean it’s accurate. Misrepresentations of a public meeting and the business that occurred can be a problem for

a Town Board. If a Town Council member can’t be free to challenge the accuracy, then who?

In my opinion there is indeed animosity between some elected officials and some community members. During the past four years, there has been a concerted effort by a few to discredit local government. Not an attempt to help, but an effort to destroy for personal gain. That is what must change.

■ Local school boards have adopted their spending plans for the 2011-12 school year, which will be presented to district taxpayers over the next week in public hearings. The budget vote is set by the state to take place on Tuesday, May 17, from noon to 8 p.m.

■ Tax levy is determined by the amount of money needed by the district once the estimated revenues are subtracted from the overall budget. Many local school saw a sharp decrease in revenues due to a reduction in state aid.

■ Two schools, Tupper Lake and Saranac Lake, said that they had not calculated an estimated tax rate.

Few contests in local school board elections

keith@denpubs.com ELIZABETHTOWN — While taxpayers will head to the polls on Tuesday, May 17 to decide whether to approve the adopted spending plan presented by schools throughout the region, they will also have the chance to choose the men and women who will help shape those plans in the future.

Each of the eight local school districts will be holding school board elections for at least one seat. Most schools, however, only have the same number of candidates as seats open. Also, several veteran members of school boards have decided to not run for another term on their respective boards.

AuSable Valley The AuSable Valley School District voters will be voting to fill one seat on the board, with James Martineau Jr., as the only person who submitted a petition to run.

Incumbent school board member Robert Douglas, whose seat is open, did not file a petition.

Elizabethtown-Lewis ELCS voters will have two contested races and three board seats to fill when they go to the polls May 17.

For the remainder of an un-expired one-

year term, current member Tammy Apthorp will be opposed by Paul Fenton, a former member of the school board.

Current board president Robert Wagner will run to serve for another three years against Adirondack Community Action Programs CEO Alan Jones.

Current board member Karen Hooper will run unopposed, also for a three-year term.

Keene There are two seats that will be chosen by voters in the Keene Central School District, with one incumbent board member seeking to be voted back onto the board.

Current board vice president Teresa Cheetam-Palen will seek another term on the board, while David Craig has also filed to run for the second position.

Current board member Matthew Donahue did not file a petition.

Saranac Lake The Saranac Lake school board has two seats that are up for election.

Tom Kohler will seek re-election to the school board as the only candidate who filed a petition for the seat that he currently holds.

Willsboro

Tupper Lake

Two seats are up for election in Willsboro, where current board president Andrea Robare did not file a petition to be re-elected to her seat.

Vice president Craig Jackson will seek reelection to the board, while John Steeves will seek to be elected to the second seat.

Current board members Michael Deshene and Mark Yamrick will seek another term on the school board, with both filing petitions to return to one of the two board seats up for election.

School district votes on the 2011-12 budget and school board positions will take place on Tuesday, May 17, from noon until 8 p.m.

Lake Placid The Lake Placid School Board of Education has three seats that are up for election, which are currently held by board president Phil Baumbach, Ujju Mahatme and Dan Nardiello.

Obituaries Jesse Walter Dayton, 61 Jan. 25, 1950 - April 28, 2011 WESTPORT — Jesse Walter Dayton, 61, of Westport, died at the Elizabethtown Community Hospital, on April 28, 2011 after a long illness.

He was born on Jan. 25, 1950 in Liberty, N.Y. to Joseph and Margaret (Lewis) Dayton. The youngest of four children, Jesse grew up in Livingston Manor, N.Y., where he graduated from high school in 1969. After graduation, Jesse attended the Syracuse University School of Forestry for two years before returning home to care for his ailing father. After working in construction and for the Sullivan County Highway Department, Jesse entered the NY State Police Academy in 1977. He married Barbara Schultz in 1969. He and Barbara decided to move to Westport in 1985 because it was where, “... the snow didn’t get rained on.” Together, they built their own home and raised three children. Jesse worked for the NY State Police for 23 years retiring as an investigator with the Bureau of Criminal Investigation (BCI). He retired in 2001, but returned to work in the aftermath of September 11, 2001.

Jesse will be remembered for his love of hard work and his unparalleled passion for lively discourse. He was an avid sailor and handler for his wife’s athletic pursuits. Jesse and Barb bicycled across the United States on several occasions and also cycled through Ireland with friends. Jesse appreciated good food and a good story; he loved his family and any and all projects, building and designing two houses for his family, raising and training animals large and small. He was a curious, intelligent and engaged citizen of the world who loved to take out a map and plan adventures. Jesse was extremely well known and admired.

He is survived by his wife of 42 years and their three children, Rebecca Dayton of Keene Valley, N.Y.; Joe Dayton and his wife, Hannah Barnes, of Deland, Fla. and Morgan Gibson and her son, Jesse’s grandson, Henry Gibson of Westport, N.Y. Jesse is also survived by his sisters, Mary and her husband Merritt Madison, and Nancy and her husband Harold Madison, and his brother Joseph and his wife Candy Dayton, as well as many extended family and friends. A beloved stepson, Jon, pre-deceased Jesse.

Carol grew up in New Rochelle and married Ray Albert Gibbs, her high school sweetheart, in 1947. She gave birth to her three children on the move, as Ray’s engineering position with DuPont transferred their family from state to state until his death in 1962.

In 1964, Carol married William Reid Buchanan, the love of her life, and moved to Westport where they enjoyed much happiness until Bill’s death in 1987. Together they operated several Westport businesses including the Montgomery Ward catalog store, the Westport Hotel, and the restaurant at the Westport Carol Buchanan Country Club.

Carol took great pride and pleasure in her community. She was most proud of founding the Depot Theatre in 1979 as a project of the Westport Historical Society and was president of that board from 1985 - 1991. As president of the Westport Historical Society, she was instrumental in having a portion of Westport Village listed on the National Register of Historic Places. She was a onetime member of the Elizabethtown Community Hospital board, the Westport Village Planning Board, Secretary of the Essex County Historical Society, a member of the Ballard Park Foundation board, and active in the Chamber of Commerce serving as vice president and as a director. In 1992, she was the recipient of the Chamber ’s Citizen of the Year award. Carol was active in Girl Scouts and a member of the Westport Craft Shop where she was admired for her quilts.

Carol loved people from all walks of life and took great pleasure in bringing people together whether it was working on a project, welcoming newcomers to town, or planning a social event. She was energetic, gracious, humorous, and somewhat eccentric, living many years in a geodesic dome. She enjoyed challenging games of bridge, reading, baking, golf, and was a most valued customer of L.L. Bean. She loved traveling, her pets through the years, the arts, and her many delightful friends. Most of all she loved her family, especially in her later years she was most happy at family gatherings surrounded by her grandchildren.

She is survived by two sons, Scott Gibbs and his wife Margaret, and Roy Gibbs of Westport N.Y. and a daughter, Mary Mead Gibbs and her husband Stephen Smith of Willsboro, N.Y. She has seven beloved grandchildren, Gerrit Gibbs and his companion Sita Sanders of Hood River, OR; Emma Gibbs and her husband Matthew Brankman of Grayling, AK; Tyler Rathbun and his wife Megan of Cary, N.C.; Owen Gibbs of Asheville, N.C.; Chris Gibbs of Westport, N.Y.; Liza Rathbun of New Haven, CT; and Sarah Gibbs of Westport. N.Y. She has one extraordinary great-grand daughter, Sophie Louise Brankman Gibbs of Grayling, AK. Carol also is survived by two sisters, Ruth Skinner of St. Johnsbury, VT, and Janet and her husband Thomas Stone of Tryon, N.C. and several nieces and nephews. She was predeceased by her husbands Ray Gibbs and William Buchanan and her brother John P. Coleman.

Calling hours will be Friday, May 6 from 4 to 6 p.m. at the Westport Heritage House. Per her request, a celebration of her life will be held this summer at the Depot Theatre, date to be announced at a future time.

School, chamber to host job fair WESTPORT — Westport Central School will host a Career Day on Thursday, May 12, and will present businesses from Westport and surrounding areas.

During the day, Westport Central School children will visit with the businesses and learn about the different industries represented and receive guidance about the path to these particular careers. The students will have the opportunity to make great contacts in the area.

“We are so proud of the combined efforts of the Westport Chamber of Commerce and Westport Central School to bring such a valuable event to our community,” Michelle Friedman, principal at Westport Central School, said. “We are excited about the endless possibilities that this partnership holds for all involved.”

Career Day is a culmination of a semesterlong class taught by Adam Facteau where students have learned each step in the process of applying for jobs. This class has hosted guest speakers from businesses throughout Westport, giving the students exposure to expertise in addition to that of

their teacher.

“It has been a great pleasure to work with the Chamber of Commerce and local businesses to offer a fully authentic business experience for the students of Westport Central School,” Facteau said. “It is truly an honor to be a part of such a collaborative and supportive community that recognizes the importance of business skills for the 21st century learner.”

Businesses will gather in the auditorium and present literature about their businesses and recruit staff for any positions that they might have open for applicants.

The evening hours of 5 to 7:30 p.m. will open up to the public of all ages. Businesses will be able to recruit staff of all ages as well as sharing information about what they have to offer in services to the community.

“In this way, it is a win/win situation,” Molly Kasriels, president of Westport’s Chamber, said. “It gives us businesses an opportunity to spotlight our services while recruiting staff at the same time. The attendees will leave with lots of information and hopefully a job if they are in the market.”

Governor declares Essex County flooding disaster, tours area

MORIAH — After Gov. Andrew Cuomo landed in a helicopter at the Moriah Central School April 29, he declared a State Disaster Emergency in Essex County in the wake of a storm that left roadways and homes flooded throughout the region.

Cuomo gave a press conference in the town of Moriah, one of the hardest hit areas, at the site of the Moriah Broad Street Bridge, which collapsed after a flash flood on April 27. The bridge is located on one of the busiest roads in the county, County Route 4 between the hamlet of Moriah and the village of Port Henry on Lake Champlain.

“I am going to declare a disaster in the county of Essex,” Cuomo said. “While that doesn’t sound like goods news, it actually is good news. What the declaration of emergency does is it allows the state to deploy resources to assist local governments all throughout the county. Meaning that the state resources, state equipment, state funds aren’t just used on ” Cuomo said this would mean state funds, equipment and resources could be used on local roads and facilities, as opposed to simply state roads and facilities. He said he would continue to deploy the state Department of Environmental Conservation and the state Department of Transportation. He said he would also be taking an assessment of damages across the state; if New York qualifies he will apply for federal disaster emergency help.

Moriah Supervisor Tom Scozzafava, Essex County Board of Supervisors Chairman Randy Douglas, state Sen. Betty Little, state DEC Commissioner Joe Martens, and state DOT Commissioner Joan McDonald had spoken before Cuomo at the event.

Scozzafava thanked Cuomo for providing state support.

“We have the state of New York DOT equipment and some employees on this site, today, helping this municipality make these emergency repairs. And I want you to know, a year ago, that would have been unheard of. This is the man we owe it to,” Scozzafava said, referring to Cuomo.

Douglas struck a similar note, before giving the governor a binder filled with pictures and articles from the media regarding the flooding, as well as preliminary cost estimates for fixing the damage.

“When I first contacted (Cuomo’s) office, the first response I got was ‘How can we help?’” Douglas said. “It wasn’t, ‘We don’t have the resources; we don’t have the money.’ It was ‘What do you need, and how quickly do you need it?’”

As of Monday, May 2, 13 of county’s 18 towns were under a state of emergency.

Little said Cuomo’s presence at the disaster site was a demonstration of his commitment to local people.

“I never cease to be amazed by the power of water,” Little said.

“But if you were going to write a book as to how to deal with a crisis, this would be it. Because what we have here is teamwork and leadership by the governor.”

Martens said the DEC had been quite busy over the prior 48 hours.

“As most of you know, along with this bridge went a sewer line, an 18-inch sewer line, that was ruptured,” Martens said. “Thanks to the fast work of the town and DEC, you can see the line has been shored up, repaired, patched. It obviously needs additional work, but if it wasn’t for the quick action of the local officials here, we’d be spewing raw sewage, eventually into Lake Champlain, because that’s where it would head from this spot.”

Martens said DEC inspectors had been monitoring regional dams, and DEC rangers had been laying sandbags and clearing debris.

McDonald stressed the importance of teamwork in the disaster response.

“I think one of the messages we’ve heard is the traveling public doesn’t distinguish between a state road, a county road, a town road,” McDonald said. “What’s important is that everybody came together to respond to an emergency situation.”

McDonald said that’s what DOT employees are best at. Cuomo toured other flood sites that day.

“The goal is not just to rebuild, the goal is to rebuild better than we were before,” he said. “And that’s what we’re going to do together. That’s what we do as New Yorkers.”

Saranac Lake assesses damage as more rain is expected through week

denpubs@denpubs.com SARANAC LAKE — Flood conditions across the North Country eased a bit early in the week as emergency personnel continued dealing with the damage caused by high waters.

In Saranac Lake, water levels receded some, providing officials with the chance to assess infrastructure above and below the Lake Flower Dam. Following five tense days, some volunteers are being sent home to rest. But with heavy rain forecasted for the rest of the week, the situation remains fluid.

Speaking May 2, Sweeney said volunteers were being sent home to dry out and rest up.

“What we’ve done across the board is we’ve kind of backed down a little bit on the amount of staff that’s coming in from a volunteer perspective,” he said. “The village has taken over more of it. Obviously, we’re trying to release some of the resources.”

Sweeney said the village has extended its emergency declaration for an additional five days. Meanwhile, Saranac Lake Fire Chief Brendan Keough says that an emergency command center will continue operating from the fire house downtown.

Keough says the response to the current

emergency is the longest and most sustained effort anyone can remember – that includes relief efforts following the ice storm of 1998.

“I think the flood is nothing that anybody has ever experienced to this magnitude, so it’s been a learning process for all of us,” he said. “The cooperation has been huge. Between the county and the state, DPW crews, DEC crews, sandbag crews – everybody has been phenomenal.”

So far, flooding has caused nearly $10 million in damage across Franklin County. Sweeney says that John Hutchinson with Franklin County is compiling numbers, but initial estimates only include damage to public property.

North Country Congressman Bill Owens has

been in constant contact with village and town officials and says he’ll do whatever he can to provide additional support.

“We’re trying to stay in touch while the evaluation of exactly how much damage has gone on is accomplished,” he said. “We also, obviously, are looking to see which counties, towns, and village have declared states of emergency and then we will help them with any requests they make to the federal government arising out of those declarations.”

Late last week, high water caused a partial spill at the village’s Wastewater Treatment Plant. Sweeney stresses that the facility is back in full compliance with health department.

“This does have a great shot to get a federal declaration. The preliminary numbers show that there could be $10 to $12 million in damages in Essex County.”

Douglas said that he has stayed in contact with Gov. Andrew Cuomo since he visited the town of Moriah April 29.

“We gave the governor a preliminary package at that time,” Douglas said. “Our situation is on their radar, and their communication with me was, ‘Forget about the red tape and we will do whatever we can to help these communities out.’”

Douglas said that the governor and federal

representatives would continue to monitor the situation. If the county reaches the $25 million plateau in terms of damages, then the area could be declared a federal emergency zone.

Several supervisors talked about the damages they have seen in their communities.

“We are losing a road at Port Douglas,” Chesterfield Supervisor Gerald Morrow said.

“There are things in our community that are now just showing up, so I am sure that the number needed for funding is going to rise.”

“We are still looking at numbers, but we are approaching $500,000 in damages,” Westport Supervisor Daniel Connell said. “We are looking at $200,000 to $400,000 for just one road.”

“We do have some damage in the area that is related to what is going on in the village of Saranac Lake,” St. Armand Supervisor Joyce Morency said. “There has been a breach at our sewer plant that brought a declaration from the state Department of Health.”

“It’s hard to tell private homeowners that we can’t do anything right now, but that is the way that it is at the moment,” Jaquish said. “What each homeowner needs to do is take pictures and keep track of all the expenses and losses that they have.”

Jaquish also gave county leaders places to look for further damages.

DOT replacing rail crossing in Saranac Lake

SARANAC LAKE— The state Department of Transportation is replacing the railroad crossing just outside of Saranac Lake on state Route 86.

DOT’s railroad corridor manager Dawn Klemm referred to the rebuild as an emergency project. She said frost heaving had forced up the rubber panels lining the crossing, and that they had become a hazard for snowplows and motor vehicles.

Snowplow operators reported this winter that their plows were catching on the rubber, something Klemm said could result in a serious accident.

She said the protruding rubber slabs were not a threat to passing trains.

Wobblin’ all weekend

L

ike most of the other anxious Adirondack anglers, I spent most of the past week on the open water, or searching for it.

Although my success was limited, due primarily to feeding fish rather than a lack of effort, it certainly was good to be back in the saddle again.

Obviously, I wasn’t the only one. On a day trip through the St. Regis Canoe Area covering over nine bodies of water, I counted 27 boats. As is often the case in the first few days after ice out, the fishing was rather spotty, with hot action on one pond and nothing on the next.

However, the most consistent action I observed was the persistent and consistent action of the anglers. In nearly every instance, the boats were always in motion, with long lines trolling behind them.

If you ask most brook trout anglers what they’ve been up to, the common reply, “Just wobblin’ away the time.”

Some may confuse the response to indicate a weekend of heavy drinking, followed by a woozy trip home.

However, fellow anglers will readily understand, since a Lake Clear Wabbler is possibly the most popular method for fishing brook trout.

Although commonly pronounced with an “o”, as in wobbler, the proper pronunciation for the device is wabbler, as in Elmer Fudd’s ‘wabbits’.

Wabblers are not a lure, in the typical sense, rather they are an attractor, with a flash and action intended to attract fish to bait or other offerings such as streamer flies or nymphs.

Regardless of pronunciation, Lake Clear Wabblers are usually responsible for putting brookies in the boat.

Several Adirondack communities claim credit for their invention, which has been a point of contention for many years. Most can only agree that wabblers were designed by a local fishing guide, a very, long time ago.

Since 1957, the Delaney family has exclusively produced Lake Clear Wabblers in Gilbertsville, N.Y. They now come in three sizes, featuring an array of colors, including some that actually glow in the dark. Despite the colors, I still use traditional brass, copper or silver, according to a combination of water clarity, weather and the species of bait fish in the pond.

The largest wabbler, a Number 1 is the most popular size for trolling, while the medium size, Number 2 is either trolled or cast. The smaller, Number 3 is mostly used for casting.

Regardless of trolling speed, it remains difficult to achieve depths beyond 8 to 12 feet deep when using monofilament line. This is about the ideal depth for fishing trout in the early season.

However, when trout move into deeper waters seeking cooler, more oxygenated water during the summer ’s heat; experienced anglers will utilize lead core line to reach the proper depths.

The wabbler is intended to imitate a fleeing school of baitfish. The spoon’s steady beat also imparts a darting motion to the bait or fly trolled behind. Many believe it is the motion that provokes a ‘strike response’ which causes fish to attack.

Wabblers come packaged with an attached 0-ring used to connect a snelled hook. The opposite end is connected to the fishing line by a high quality, ball bearing snap swivel.

I use a 6-foot, medium action rod, with 8-12 lb. line. I prefer a 12 to 18 inch snelled hook tied with fluorocarbon tippet material. Tippet spools are available at most fly shops.

Fluorocarbon monofilament line is nearly invisible and its elasticity will absorb the shock of a hard strike.

For a number of reasons, I prefer to snell my hooks with tippet material that is roughly half the strength of line on the reel. If the rig gets snagged, I’ll only loose an inexpensive hook, rather than a $6 wabbler.

I don’t use this rig simply because I’m cheap. I once witnessed a gruesome scene where a kingfisher dove underwater for a wabbler that was snagged on a submerged tree.

The bird had likely mistaken the wabbler for the flash of fleeing baitfish. It was tangled in the line and could not escape. Despite efforts to free the ensnared bird, I could only watch as it struggled and drowned.

It could have easily been a loon or a bald eagle, and ever since, I’ve used light tippet for snells. I’ve lost a few wabblers, but fortunately, no birds.

Most anglers prefer to tip their hooks with a piece of nightcrawler or leeches, and some use streamer flies or a small lure.

On a fly rod, I like to use a Number 3 wabbler trailed by a large stonefly or dragonfly nymph. I’ve also had success using a tandem of Hexigenia mayfly emergers.

A key to fishing wabblers effectively, whether trolling or casting, is to determine the proper speed by trolling next the boat.

At proper speed, the rod tip will have a slight and steady cadence and the spoon will rotate only 180 degrees or less.

When casting, it is important to retrieve line by lifting the rod, and picking up the slack line with the reel. With this method, it is easy to detect a strike and avoid twisting the line.

I use the same method of retrieve to check my bait after a strike. The easiest way to ruin a day is to reel a wabbler directly.

Even the best snap swivel will not prevent line from becoming severely twisted. Line damaged in this manner will literally explode off the reel when the bail is opened and in an instant, it will be a bird’s nest of monofilament.

In traditional style, I row a guideboat to maintain a consistent trolling speed. Generally, I’ll run the wabbler about 75 feet back. I use a bungee cord stretched across the gunnels to hold my rod within easy reach. With a hard strike, the cord can actually set the hook.

When trolling with a rod in hand, I fight the instinct to set the hook on the first strike and allow the fish to get the bait.

On rare occasions, brookies have been foul hooked when they hit the wabbler and embed a fly in their tail. They put up quite a battle coming to the net backwards.

Lake Clear wabblers are also effective for rainbows, lakers, salmon and even for bass or pike. Essentially, wabblers are an attractor, but due to the natural cupping of the spoon; they also impart a regular darting action that most fish can’t resist.

News of the Week Sheriff warns about mail scams ELIZABETHTOWN — Sheriff Richard Cutting is again warning the public against recent e-mails and now, regular mail advising of a significant inheritance.

Recently, the Essex County Sheriff’s Office received a complaint concerning mail received advising of a multimillion dollar European inheritance. The writer claims to be an attorney representing an estate worth millions. He further states that he is unable to track any living relatives of the deceased and as the recipient has the same last name, he would like to present this person as the rightful heir.

This piece of mail went to an unoccupied address and was only sent by last name and first initial and had a Portuguese postmark.

Inquiries as to the bank holding these funds and the credentials of the alleged attorney were fruitless.

Again, be careful of any information you may share. As always, “if it looks too good to be true, it probably is.”

keith@denpubs.com ELIZABETHTOWN — Local lawmakers rushed to provide funding May 2 as the list of problems from last week’s flooding continued to grow.

The Essex County Board of Supervisors approved a resolution authorizing the use of up to $2.5 million from the unappropriated fund balance to help pay for repairs to roadways and infrastructure throughout the county during its regular monthly meeting.

“According to the lists that I have received, we are currently looking at about $2.2 million in damages,” County Manager Daniel Palmer said. “We would use the money to fund projects as they came down the road.”

Palmer said that the ideal situation would be that the funds would eventually be replenished through federal relief funding.

“If we end up with the federal funding, then we can repay

the fund balance,” Palmer said. “If we do not receive FEMA funding, then we are going to have to look at a long-term bond situation.”

“We feel that this is the way that we need to go right now,” County Chairman Randy Douglas said. “Everybody is working hard to get the numbers concerning the amount needed for repairs.”

The funding was immediately put to use, as County DPW Superintendent Anthony J. LaVigne asked for permission to start the reconstruction process of the Broad Street and Titus Road bridges in the town of Moriah.

“We have entered into an emergency contract with Kubricky Construction for Broad Street in Moriah,” LaVigne said. “We continue to complete assessments and are going out to do road and bridge inspections.”

LaVigne added that he did not feel that all the damages were known.

“The damages are widespread throughout the county,” LaVigne said. “I do anticipate more damages coming to light as time goes on.”

“Various towns got hit more than others,” New York State DOT resident engineer Mike Fayette said. “We are more formally working with the towns by the order of the Governor (Andrew Cuomo). We are willing to provide the equipment and the people to the towns.”

Flooding renews calls for Rte. 22 raising ‘Rock cuts’ flooded out, hampering route to Crown Point bridge

keith@denpubs.com ELIZABETHTOWN — Moriah Supervisor Thomas Scozzafava said that there was already enough hardship with the flooding that took place last week before April 29.

That was when the section of New York State Route 9N/22 known as the “rock cuts” between Crown Point and the village of Port Henry was closed down to traffic due to the rising waters on Lake Champlain, now at its highest levels in recorded history.

The roadway in the main route of transportation in eastern Essex County, and also is the main route used to get to the ferry crossing and bridge construction at Crown Point.

Now, with very few roadways open to vehicles, Scozzafava renewed calls to raise the roadway along the rock cuts.

“When it closes, it causes a hardship,” Scozzafava said

during the May 2 meeting of the Essex County Board of Supervisors. “The cars and trucks are then re-routed on to town roads that cannot handle the traffic — they were not designed to. The state needs to raise the road.”

New York State DOT residential engineer Mike Fayette agreed with Scozzafava’s assessment.

“When we have to close that road, it does create havoc,” Fayette said.

Scozzafava asked for a resolution to implore the state to raise the road through the rock cuts, which was unanimously passed by the board of supervisors.

Along with Scozzafava’s request, the board also entertained and passed a resolution by board chair and Jay Supervisor Randy Douglas for repairs to be done on the drainage system in Au Sable Forks.

“There are some serious drainage concerns along Main Street near the Hollywood Theater and other buildings, which is a state road,” Douglas said.

The county is currently under a State of Emergency order from the state and awaiting to see if it will be declared as a federal disaster area.

Churubusco border facility continues construction CHURUBUSCO — Construction of a $6.8 million dollar facility at the U.S. border crossing in Churubusco will continue, according to the U.S. Customs and Border Protection Buffalo Office. The Canada Border Services Agency effectively closed its side of Churbusco crossing April 1 due to low traffic. It is not expected to reopen. Once completed, the new crossing will be open seven days a week, 8 a.m. to 4 p.m.

Red Storm Lady Lax-ers get two wins The Saranac Lake girls lacrosse team notched their first win of the season against Heuvelton April 29, 10-6.

The Saranac Lake attack was led by Shannon Muldowney, who netted four goals and three assists. Rita Munn added three goals and one assist, with Jackie Dubee and Kylie Sapone each contributing two goals each.

Meadow Hackett added a goal for the storm and Alex Covert tipped in an assist for the storm.

The Storm’s great defense was led by Alex Covert, Marisa McDonough, Remy Orticelle, Kristy Duguay and Meg Turbridy. Regan Kieffer notched 15 saves in the victory.

Potsdam 12, Saranac Lake 10 The Lady Sandstoners edged the Saranac Lake Red Storm with two goals in the last three to pull out a victory April 30.

Shannon Muldowney led the storm attack with six goals and two assists. Jackie Dubee contributed three goals and Elena Beideck added a goal to round out the storm’s scoring. Kylie Sapone contributed an assist in the scoring effort. Regan Keiffer had eight saves in net for the storm.

Saranac Lake 11, Northwood 10, OT The Lady Red Storm overcame a 2-goal deficit at half time to win 11-10 over Northwood in overtime.

Kaileigh Woodruff came up big with the final two goals of regulation. Shannon Muldowney tallied the game winner for the storm.

Muldowney finished the game with five goals for the day. Jackie Dubee notched two goals and three assists. Alex Covert contributed to the offensive transition down the field and added a goal and an assist for the day. Meadow Hackett locked in a goal from a Marisa McDonough assist. Regan Kieffer kept the storm in the game with a big save at the end of regulation. She notched 12 saves for the day.

Northwood’s was led by Tit Cianfearrano who notched six goals in the effort. Halie Kent knocked in two goals and one assist with Erin Brand added one goal and an assist. Emily Hazeldon added a goal to round out the scoring for Northwood.

Lady Lions start the season strong in softball Kylee Cassavaugh finished needing only a home run to complete the cycle.

However, she did wrap out three hits, including a single, double and triple on her way to driving in four runs in the Lady Lions 14-8 win over the Warriors April 26.

Hannah Bruno and Renee Marcotte each drove in three runs and hit triples for the Warriors, but a late inning surge was cut short by inclement weather, which ended the game after six of the scheduled seven innings.

Kearstin Ashline and Cheyenne Sousie also drove in three runs in the win for the Lions, while Andrea Le Vien struck out nine batters in picking up her second win of the season.

ELCS 13, Schroon Lake 8 The Lady Lions kept their trend of scoring early and often going, collecting 10 runs in the opening three innings to score a win against the Lady Wildcats April 27.

Kylee Cassavuagh continue to hit well, driving in four more runs for the Lions while hitting a double. Jen McGinn and Sierra Wimett each collected two hits for the Lions, while Kearstin Ashline picked up the win on the mound with six strikeouts.

The Knights, playing with only nine players at the start of the game, suffered an injury on the second pitch of the game, forcing them to play with only eight players for the duration.

Keene/Westport wins opener behind long ball, squeeze play It was long ball from Kevin Russell and Cooper Sayward that got the Eagles back into the game, and small ball that reclaimed the lead for the Beagles in beating the Panthers, 5-3, April 29.

Kevin Russell hit a solo home run after being brought back to the plate on a hit-not hit by pitch call in the bottom of the fourth, leading to a two-run inning after Sam Earle scored to tie the game at 2-2. Russell pitched the first five innings for the Beagles, striking out six and giving up two unearned runs.

Sayward then hit a solo shot in the bottom of the fifth inning to give the Beagles a 3-2 lead.

James Bell was unable to hold the lead in the top of the sixth as the Panthers were able to tie the game at 3-3.

Russell then led off the bottom of the sixth with a base hit, followed by a steal of second.

He then made it to third on a fly ball by Bell.

The Beagles then went for one of their staple moves — a suicide squeeze with two strikes on the batter — with Dylan Boyle driving in Russell, who it appeared would have been safe on a straight steal of home, taking a 4-3 lead. Boyle later scored to give the Beagles the insurance run.

Bell then retired the Panthers in order in the seventh to earn the win.

Schroon Lake 14, ELCS 3 Tim LaRock collected the lone hit for the Lions as they were beaten by the Wildcats April 27.

The Wildcats scored in all seven innings, while the Lions pushed across one run in the sixth and two more in the seventh.

Joe Sullivan started on the mound for the Lions, and was relieved by Austin Morris and Spencer Crowningshield.

Saranac 6, Lake Placid 0 The Blue Bombers’ Ryan Meyer broke up a no-hit bid by the Chiefs Ben Weightman in

the final inning of Saranac’s win April 27.

Weightman finished the game with a total of 11 strikeouts (including the final three batters after the Meyer hit) and walked only one Blue Bomber. Brady Burleigh collected three hits and was one of three Chiefs, along with Matt Terry and Andrew Petro, to it a double.

Meyer took the loss on the mound for the Blue Bombers, and was relieved by Chris Orsi.

Keene residents deal with flooding issues as waters continue to rise Roads damaged, school closed, residents stranded

KEENE — Route 73, by Marcy Field, was closed and flood waters had reached the doors of a number of houses in the town of Keene Thursday, April 28, according to Town Supervisor William Ferebee.

The Keene and Keene Valley fire departments helped shuttle seniors living by themselves in low-lying areas to safety. Ferebee was helping before his vehicle stalled.

“Right now my Jeep is siting in a lady’s driveway up to the hood in water,” he said that morning.

Students at Keene Central School were dismissed shortly after they arrived April 29. That was good news for the kids, and for some parents.

“I get to spend the day with my kids,” said Tasha Turan, mother of two children at KCS. “I’m psyched.”

School was back in session the next day.

Eastbound commuters heading to the Adirondack Northway (I-87) from Lake Placid were in for quite a detour. Usually, motorists drive from the hamlet of Keene, along Route 73, through the hamlet of Keene Valley, to get to the Northway. Not on April 28. New York State Department of Transportation employees were at the corner of Route 9N and Route 73, directing eastbound traffic from the hamlet of Keene to Elizabeth-

town.

Route 73 was closed from this corner to the hamlet of Keene Valley, as the East Branch of the Ausable River and its tributaries had flooded some roadways and bridges to the east. The wading pool, a popular family dayuse area across the highway from Marcy Field, was completely under water, and the river had covered one nearby lane of Route 73 for about 20 yards by 8:30 a.m.

About 1 mile east of the Route 9N/73 junction toward Keene Valley, Marcy Neville was kayaking to the highway from her home because her driveway was flooded. The East Branch of the Ausable River flows behind her house, and she said she’s used to springtime flooding. Since her house sits on a small hill, the structure has never been flooded,

Neville said. When the driveway is covered by water, and she’s stranded, her home looks like a castle surrounded by a moat.

Neville had kayaked to the road to retrieve a metal rowboat. After untangling the heavy boat from a thicket of cedar trees, she paddled the orange kayak back across the flooded driveway to her house, with the rowboat in tow. Why? “Just in case I have to evacuate my dogs,” she said.

A number of dirt roads, including Alstead Hill, Cavanaugh and Styles Brook, will need to be repaired, Ferebee said. Half a lane from Gilmore Hill, a paved road, washed out and will require major work.
