Elizabethtown Social Center heads to 42nd Street April 7-10 at ELCS ELIZABETHTOWN — The Elizabethtown Social Center is working on a show within the show.

Elizabethtown-Lewis students and community members have come together for the annual Social Center musical, which will be “42nd Street,” a show based on a 1930s movie that details the production of a show from auditions to curtain.

“Everything has gone very well,” Susan Forney Hughes, director, said. “You always get to that point where you don’t know if it’s going to happen, and then you know it will. We are at the point where we know it is going to happen. We have a great cast that is very talented from sixthgrade students through adults.”

The show will run starting on Thursday, April 7, at 7 p.m., with tickets for the preview performance costing $5 for adults and $2 for students.

There will be 7 p.m. performances on Friday and Saturday, April 8 and 9, with tickets costing

and musical accompaniment by Kerry Mero, Hans Himelein, Warren Gallic and Brad Egglefield.

The players are looking forward to the curtain.

“It has been pretty cool,” senior Paul Burdo, who plays Julian Marsh, said.

“We have had a great time working on it.”

“It’s really fun,” senior Scott Drew, who plays Mac the Stage Manager, said.

Diversity of opinion is not something to be feared but rather something to be celebrated and affirmed. But it's also good to affirm what we share and hold in common: pride in our school and in our town, along with a strong determination to uphold the character and high quality of both. That everyone at these well-attended meetings seems to share this conviction, whatever their views on the specific issues, is itself something to be proud of.

It's hard to resist a shout out to Ben Sudduth, who walks the walk like no one else I know. In between giving up a kidney, charging into burning buildings, keeping sick patients alive long enough to reach the hospital, and serving his country in the National Guard, Ben is the father of two WCS students, Mallory and Megan Sudduth. "If you don't have the arts," he was quoted on the subject of budget cuts, "then we're just hyenas. If it costs more, pay it." That would have been worth the price of admission right there.

here was a celebration recently to honor Norma Goff at the Essex Community Church for all the work she does on behalf of the church and community.

Her grandsons provided the music, son Todd called in from Afghanistan, and a nice check was presented for the Charlie Goff Fund.

For you movie buffs, the film society’s next offering is Academy Award winner “The Fighter”, which will be shown this Sunday evening at 8 at the Whallonsburg Grange.

On Saturday, the Grange will host the acoustic band “Molasses Creek” from Ocracoke, North Carolina. The group formed in 1993, has released 10 albums, and features great harmonies, hot instrumentals and a fine sense of humor. You and your family are encouraged to meet the band at 1 p.m. at the Grange, where they will put on a program aimed at young people to acquaint them with the instruments and music. At 7:30 p.m., Molasses Creek will give a concert, with tickets going at only $6.

My neighbor Holly French reports that the maple syrup season has been slow so far, but

they’re hoping later this week the sap will be flowing better.

The big news in Essex is the New York State Board of Place Names has finally approved the change in the spelling of Whallonsburg. Visitors usually incorrectly pronounce it “wall uns berg” , embarrassing themselves and irritating the locals. The new spelling will be the phonetically superior “Waylonsburg” which is easy to say correctly and has the added benefit of honoring the late great country singer and North Country favorite, Waylon Jennings. Mr. Jennings, although a proud Texan, adored the Champlain Valley and had a camp on Willsboro Point. It was there he wrote his most famous song, “Too Dumb for New York City, Too Ugly for LA, Just Right for Essex.” The Grange is planning a major celebration of Jennings’ life with a dance and barbecue later this summer, featuring Texas two-stepping and a group sing along. A six part lecture series will follow next winter on Jennings's local connections and his impact on country music as a whole.

I recently enjoyed a television program from Vermont featuring a former Willsboro School teacher William Lange, he is such a great storyteller and has the great Vermont language.

It is time to start looking for Visitor Center Volunteer’s, our goal is to be open each of the seven days of the week with two, three hour shifts each day. This is a very nice building to spend time in and you meet many interesting people. I will be calling some of the volunteers that have served in the past, but if you think you would like to give it a try call Janice Allen and explore the details. The features of visiting Willsboro are now being displayed in one of the cases at the North bound Northway visitors rest stop, if you get a chance stop in when you are traveling on your way home from a visit down the line. Several more volunteers are going to be needed at the other Historical sites here in town, so please really give it some thought and lend a hand.

kay, it is still frigidly cold but a very dear friend has sent me a good reason not to complain. I try to be a very positive person and complain as little as possible, as I’ve learned that it seems every time I complain about something someone else has a tale of woe far greater than mine which makes me look like a jerk for complaining about something so petty. Easier to keep my mouth shut I’ve learned. Anyways, it seems the Tahoe – Donner area of California has been hit with over six hundred inches of snow this one season – that’s over fifty feet.

The Weather Channel online has a slideshow of some impressive snow scenes that make me forever glad to live in the North Country on THIS side of the United States.

Next up, I was very intrigued to hear about the paving stone contest that is debuting this summer as well as about the fate of the flower/garden contest. After talking to the wonderful village office, and I mean that very sincerely and not sarcastically – we have a

great village office that I find very personable and easy to work with on anything, it seems that things are still being worked out about both contests. Please give the office time to work out the kinks. Keep checking here as I promise to keep up to date on the information as the village is worried about the phones going off the hook. When things are worked out information will be sent out to the public. I am also in contact with Adirondack Hardware to see if they will be able to supply materials for this contest – why buy elsewhere when it is all available right here in Keeseville. Money that you spend in our community stays in our community. I would suggest that people start looking around our community and get ideas for what they can put on these paving stones.

Once again I also want to mention to any of you about to roll up your sleeves and take on spring cleaning if you come across anything that is still usable but not something you want any more consider giving it to the United Methodist Church.

houts of joy, the snow is going fast and we can now begin to see the grass areas. I have heard many say they have water in their basements, but I guess all of these are part of the season called spring.

Things seem to be busy around town. The new “Freeform Center for the Art” was open again this past weekend, the Willsboro United Methodist Church group put on their second showing of the March Madness to another full house this past Saturday. The New Beginnings had 14 come together for supper last Sunday at Pasquali’s. Their new addition to the restaurant is wonderful and everyone enjoyed their food choices.

This coming week there will be a Mud Season Card Party at the St. Philip’s Church on Sunday, April 3 from 2:30 to 5 p.m. with several card games available. So come bring your friends and enjoy a afternoon of games and refreshments will be served. 'm sorry to have missed the recent budget and public comment meetings of the school board, where it sounds like some interesting issues were raised and discussed.

It also sounds as if, whatever our individual views on these issues, everyone agrees that our school is something we can all be very proud of. Year after year, our little school reaches a standard of excellence far beyond its size and resources. So I say bravo to Westport Central—to the teachers, to the students, and to the staff (who often go unrecognized but who play a vital role in the life of the school).

Bravo also to school board members past and present, for this has got to be one of the most frustrating and thankless ways of serving the public ever devised by humankind. On one side, they're squeezed by unfunded mandates, rising costs, and ever-shrinking state support; on the other, by hard-pressed taxpayers with hard-eyed questions, strong passions, and high expectations.

All this, no doubt, is as it should be. Life and politics are messy, and the process of

islators, and it improved our understanding of the new financial realities in Albany so we can best help our communities enhance their economic opDan Alexander portunities.

Thoughts from We told them Behind the Pressline all about the NCA, and we reminded legislators of the economic importance of tourism and prisons to the North Country. We suggested that, when deliberating on prison closures, resale and/or reuse of the property and the total economic impact should be given greater consideration. And we suggested they level the playing field for small, rural communities to the state’s Excelsior Job Program. All pretty mundane stuff.

If you’ve never paid a visit on your elected representatives in Albany, it’s an interesting experience and one every citizen should find the time to do. I’ve been to the capitol before on similar missions, but this year ’s visit impressed me in ways that previous years had not. Given the state’s financial issues, there was an odd air about the building that I had not seen in the past.

As you go from office to office, I was impressed with the age of the legislative staff members, most of whom are young and very articulate. Of course, it could be that as I get older, they keep looking younger, but the reality is that it’s the staff that accomplish a great deal of the work conducted in Albany.

They understand the issues, draft the opinions, keep their bosses on point while running interference when needed. When the See ALEXANDER, Page 7

he year was 1998, and our managing editor was floating placidly on Schroon Lake with his family, while the fireworks display they watched reflected brightly off the water like a mirror. He decided to moor the boat near the Word of Life Island and was shocked by what he found underwater.

After the fireworks, he reached for the anchor rope that held the boat in place, but it would not budge from the lake’s floor.

“I wasn’t sure if I had caught a log, or what, so I started to put my back into it and it slowly, painstakingly made its way up,” he recalled.

What the family saw rise to the surface attached to the anchor was no log. Instead, it was a six-inch thick green cable with the words “Danger: High Voltage” printed on the side.

It was the electricity source feeding the island — which had been long ago buried on the lake bottom by the power company.

Are recreational users of Lake Champlain in for a similar fate some day soon?

A proposal is now in the approval phase that would lay two five-inch power lines underwater along the length of Lake Champlain, the Champlain Canal and Hudson River.

The concept is to feed New York City with “clean, renewable power” from Montreal to offset a growing demand there and help lower some of the highest electricity rates in the country.

But at what cost to the North Country?

The company charged with building the line — Canadian-based Transmission Developers Inc. (TDI) — says the environmental impacts will be minimal.

They say the line will be monitored by a special fiber-optic coating that will automatically switch the power off should the line become untangled or penetrated.

They say the electro-magnetic field surrounding the 1,000-Megawatt line (that is 100 times more powerful than the one that feeds Word of Life Island) will have no detriment to fish or plant life.

Let’s face it. This power line is unprecedented. It would be the largest undertaking of its kind in the region

and it deserves tremendous scrutiny before utility companies are allowed to reap the financial rewards from its existence in our waterways.

And, as Mike Winslow of the Lake Champlain Committee pointed out, the people of this region should see more of a benefit than watching a cable reel boat float by from Ballard Park in Westport.

An economic analysis filed on behalf of the promoter to the New York Public Service Commission in July 2010 estimates that the projected line would save New York customers $8.1 billion on their electricity bills over the first 10 years of operations, between 2015 and 2024.

If that’s truly the case, than utility companies surely stand to gain many times that amount. Certainly they will have the ability to afford cleanup efforts in the areas where they will benefit from using the region’s natural resources for their personal gain, both before and after they are here.

While it is nice that our neighbors to the south will benefit from this project, the reality is it will do nothing for the local population.

TDI says it will provide annual financial assistance for environmental projects in the Lake Champlain Basin.

But that assistance needs to be appreciable and it needs to be long-lasting.

Moreover, part of the approval should be a requirement that money be put away to monitor, repair or even remove the line should it be deemed in any way an environmental hazard.

Residents would have been better served if officials had as much foresight with past environmental disasters such as the PCB pollution in the Hudson River, instead of listening to politicians whose jobs are too intrinsically linked to deep-pocketed business interests.

Let’s think very hard before we leave another environmental anchor in our lake for future generations to deal with.

The funding for the Hamlets 3 Project resulted in an instructive booklet to teach local planners how to apply Smart Growth principles. I was also struck by the warm camaraderie between those who work closely within the capitol confines. Much like a fraternity, there is a sense of “insiderness” that is apparent among those who are current or former members of the inner workings. I overheard conversations about being in the trenches together and saw current and former members warmly welcomed.

There also didn’t appear to any political animosity among elected officials or their staff, regardless of which side of the aisle they may be seated. I was put back, but not surprised, when I learned that many had recently relocated their offices. When the Democrats took control of the Senate, they “earned the right” to move into the bigger and better offices, but once the Republicans regained control, many of those moves had to be reversed. I understand there are advantages to being part of the majority, but don't legislators have more important things to do than play musical office suites?

I also overheard and saw what I assumed were professional lobbyists, various union groups, school children and everyday citizens who looked like they were bussed in to perhaps represent those who might be affected by pending issues. Some wore names tags, group representation stickers or themed identical T-shirts. Others carried signs, and still others were passing out position fliers. Overall, there was a complete mix of the state’s melting pot.

As we waited to see some Assembly and

Senate members, you could hear through the walls both happy and certainly more than a few unhappy constituents who — in heated language — made their concerns known.

Some of the officials we spoke with were engaging, some entertaining and others not very engaged at all.

I observed many different emotions during my day’s stay in Albany. As I drove home and reflected on what I had heard and observed, it dawned on me that nobody expressed the emotion of fear. I came away with the feeling that no one there seemed overly distraught about the many financial problems facing the state. It was more a sense of business as usual, problems to face, positions to defend, turf to protect, but I never saw the face of fear. Was the reason because we have too many safety nets in our society? Or is it because folks, as they look at the massive state budget, figure if they argue, scream and threaten loud enough, they’ll get what they want? You can't blame them; those tactics have worked in the past.

I did sense that the winds of change are blowing in Albany. We can only hope our elected officials have the backbone and courage (because they sure don't have the money) to stand up to those who want to maintain the status quo. If my business were in debt comparable to the state of New York, I know many things would be handled differently than they are today. Unfortunately, I did not sense that the movers and shakers at the state capitol are in a “crisis management mode” yet. At least many seem to be aware that a day of reckoning is on the horizon.

e may be somewhat unique in the local business community.

We are “twenty-something” entrepreneurs who have decided to stay in the Adirondacks instead of fleeing the area for better opportunities. We are the owners of Stacked Graphics in Tupper Lake. We are graphic designers who produce vinyl signage, screen printing, and embroidered apparel to include “Ski Big Tupper” clothing. We were honored this year by the Tupper Lake Chamber of Commerce as the 2010 Entrepreneurs of the Year. That’s our background, but we are more concerned about our future and that is the purpose of this letter.

Up until now, we haven’t heard the voice of young business owners in regards to the proposed Adirondack Club and Resort (ACR) project. We have read the editorials, all the blogs and we attended the public hearing in Tupper Lake last week and now we want to lend our say to the discussion.

It’s probably assumed that young adults are better educated in terms of “green” living and that we embrace that better than older generations. That maybe so, but simply stated we enjoyed growing up here, we took advantage of all that this Park offered and we want to continue to do so. We believe strongly in protecting the environment but we also strongly support the ACR because we believe that it can be built with

minimal impact on the landscape while having a significant impact on our economy.

After listening to the environmental groups speak and after reading their letters and articles, we do not truly think that the environmental groups are here to look after our best interests. We think they are here to look after their own. We must admit that they all seem to be one in the same- the Adirondack Council, Protect the Adirondacks, the Nature Conservancy, and now Adirondack Wild. All we know is that they seem to be working together in collusion to try to kill this project and we take great objection to that. We started our business in anticipation of the ACR gaining a permit and we are not alone. That project will be the shot in the arm that small business around the Tri Lakes needs. New businesses will take the same risk that we did, and that will create new opportunities to sell our products. Without the ACR our economic outlook is bleak.

The claim that the ACR will fragment the back country is just plain false- that property has been logged for years. We don’t think there are any endangered species of animal or plants on the property and the developer plans to install state of the art sewage treatment. We haven’t heard a significant objection that can’t be overcome.

We say that because Protect lacked the nerve to speak in front of us during the public hearing last week.

Did Protect the Adirondacks, led by Niskayuna lawyer John Caffry, simply lack the courage to show up? If they really were looking out for us, why wouldn’t they show up to explain how? Perhaps Protect the Adirondacks was too busy trying to raise $100K to buy expert witnesses to tell the experts at the APA and DEC how to do their job. We’d like to hear the other green groups call them out on this because Protect does a disservice to true protection the Park.

“The candidates were all excellent,” said County Attorney Daniel Manning, who helped lead the interview process. “There was not a weak one in the bunch. The vetting process was thorough, and we went through great pains to come up with a board that would be fair.”

Manning said that there were some restrictions on the naming of the board, including how many people from one political party could be represented.

“You could have no more than two members of

one party on the board, so we came up with a board that has two Republicans, two Democrats and one Independent,” Manning said.

The alternate for the ethics board was proposed as James Herrmann of Westport.

Manning said that once the names are accepted by the board, there would be some time needed for training and policy institution.

“There is plenty of work still to be done,’ Manning said. “We will have to go through policy and procedures and get some education on those things for the members. Then, away we will go with some good, quality people.”

County board chairman Randy Douglas said that he hopes to get the board together soon after they are approved to start the learning process.

“I think that we should have them ready to start by early May,” Douglas said. “I am sure that Dan will want them to be up to par on everything before they start.”

Protect the Adirondacks is the group that seems to lack the most common understanding of the Park Agency Act. So here is our final point. If Protect the Adirondacks and other environmental groups refuse to work with the ACR developers, the APA and DEC to create a viable permit then we ask them to leave the hearings because they simply intend on hurting Tupper Lake rather than helping it. During hearings on March 22, Caffry from Protect called the resort the "largest threat" to the ecological integrity of the park. We think that Protect is the “largest threat” to the economic integrity of the park.

s far as I remember, the most appalling crime I’ve ever committed is parking in a 15-minute spot for 17 minutes – and that only happened because I’m a hero. Indeed, had I not seen a three-legged, one-eared puppy tumble into the Saranac River just before I started my car, I would have vacated the spot with two minutes to spare.

Instead, disregarding the risk to both my safety and my pristine legal record, I leapt into the raging waters to rescue the poor beast. Neither the dog nor I drowned, and I returned the pet to its owner, a wealthy old lady who offered me a hefty monetary reward – which I turned down, of course, because heroes don’t accept payment for their heroics.

No good deed goes unpublished, though, and the story – including my tearful admission that I’d broken the law to save the puppy – appeared in the papers. The police didn’t ticket me, but the whole world knew I’d over-parked,

Despite this, our North Country communities have recognized the vital nature of hospice services in an enlightened world and continue to respond with great generosity.

By Dan Leonidas when, during my junior year of college, I received a letter claiming not only that I’d hosted an all-night, drug-fueled rock-and-roll party in my dorm room the previous weekend (when I could have sworn I’d been visiting home), but that I’d been caught red-handed, and was due before the disciplinary board the next week. The only explanation I could come up with – that I’d forgotten the party and imagined going home for the weekend – seemed improbable.

When I finished hyperventilating, I reread the letter – and the truth suddenly became clear. My dorm neighbor, a drug-fueled rock-

I went to the head of campus security the first chance I got and explained what I thought had happened (dropping the phrase “shoddy police work” several times). I didn’t expect him to buy it, but he took me at my word, telling me he’d fix everything. And he must have, because I never heard about the matter again.

Despite stressing me out, the experience taught me a couple of valuable lessons. For one, never trust your neighbors. More importantly, though, I realized that – at least at my school – anyone could get out of any trouble, no matter how deep, simply by saying they didn’t do it.

WESTPORT — Residents in Westport had their chance to offer advice to the school board during a special hearing March 15.

The hearing was called by the school board as a way to get ideas from the district’s taxpayers on how to look at the 2011-12 budget, which is fraught with state and federal cuts as well as increases in mandated spending.

“The purpose of this evening was to list rather than debate,” superintendent Dr. John Gallagher said. “We wanted to hear the public’s suggestions on the matter.”

Gallagher also had some of his most pointed comments to date about the current state of education funding at the state level.

“Education in New York state has been put under attack as a means to help a state in a difficult budget year,” he said. “The governor has said that the cuts are about 7 percent, but Westport’s cut is more significant than the state average because that is the way the numbers are run.”

Several residents offered comments to the board.

“I’d like to thank the board for the initiative to go with a part-time supervisor,” Robert Rice said.

“If he (Gallagher) decides to leave any time in the future, I hope that the board will continue to go in this direction.”

Rick Hoffman addressed the issue of whether or not out-of-district students should start being charged a tuition for attending school in Westport.

“I think that this is a plain economic issue and you have to start charging some costs for the outof-district students,” Hoffman said.

“It seems to me that the one of the only ways to cut into this tax gap is a tuition for out-of-district students, and I don’t think the parents of these kids would object to paying something,” John Ferree said.

Others brought up the possibility of cuts to the faculty and staff at the school.

“Why do we need so many employees at the school,” Nancy Montville asked. “It was quoted that there are 52 employees for 249 overall students. I think that is extreme. I couldn’t be more proud of the education that I received here in Westport and I commend all on the board for their work, but I think that things are too expensive right now.”

“I would urge the board to take to heart the things that they hear from the taxpayers,” Bruce Ware said. “If you can only get a two or 2-1/2 percent increase in spending, then we have to look at how we can do more with less, but we also have an obligation to do right by our kids first and foremost.”

At the end of the meeting, school board president Alice LaRock said that she felt the forum was a good thing.

“I have found this quite rewarding to see the turnout,” LaRock said. “We are here for the students above all else, and even though there are some things that have been brought up that may be seen as negative, I feel that this board has the support of the community.”

Super suggests cuts to co-curricular activities

Some people attending the event were upset at where the cuts were coming from.

“I would respectfully disagree with y o u r p re s e n t a t i o n , ” s a i d N i k k i S u d duth. “Doing away with co-curricular activities and field trips is not the way to go.”

“I know that my son was able to get a scholarship through his participation in the FBLA (Future Business Leaders of America) Program to Quinnipiac and also get accepted into their business s c h o o l , ” b o a rd m e m b e r S u e R u s s e l l said. “That would not have happen with this program. These show our students on different stages than just in the classroom, so I share that concern.”

Board member Thomas Kohler asked if there would be any type of field trips under the new budget.

“Any that they can walk to,” Gallagher said.

“So your saying no more field trips,” Kohler replied.

“There are a few things that the stu-

dents do in the community that do not require transportation,” board member Jim Carroll said.

Gallagher said that the final decision on which co-curricular activities would lose funding would not be made until the administration had more information on their funding figures.

“Right now, everything points to an on-time state budget,” Gallagher said.

“There has been a lot of talk that there will be some funding restored, but it’s not going to be a lot.”

G a l l a g h e r a l s o re c o m m e n d e d t h e trimming of a music teacher position from a 60 percent job to a 40 percent job.

“We would be cutting that position b a c k f ro m t h re e d a y s a w e e k t o t w o days a week,” Gallagher said. “We have looked over the schedule, and there is a w a y t o m a k e s u re t h a t t h e s a m e a m o u n t o f c l a s s e s a re b e i n g t a u g h t even with the decrease in the position.”

Gallagher stressed that there would be no impact on the core educational programs as a result of his proposals.

Gallagher said that these, along with several other cuts and the use of fund balance, would lead to a tax levy of $3,130,156 under his proposal, an increase of 3.85 percent over the 2010-11 budget. The school is currently looking at a loss of $185,820 in state aid funding.

T h e b i g g e s t i n c re a s e i n re v e n u e s would come from using $282,676 from the Employee Benefits Accrued Liabilities Reserve to offset aid and other increases.

“The state Comptroller ’s office has opened one of the fund balances up for u s t o h e l p o ff s e t b u d g e t c u t s , ” G a l lagher said.”We do have fund balance that we can use to help with the process.”

The school board will meet to adopt a proposed budget on Thursday, April 7, at 5:30 p.m. in the school library. The budget will then be sent to the voters for approval on May 17.

Local schools take to the stage Plays this weekend in Keene, Willsboro

KEENE — A pair of local schools will take their talents to the stage this weekend as students and fellow thespians in Keene and Willsboro will take part in annual drama club presentations.

‘Into the Woods’ The Keene Central School Drama Club is presenting “Into the Woods” on Friday, April 1, and Saturday, April 2, at 7 p.m. in the KCS auditorium. Admission is $8.

Nineteen students make up the cast and crew, along with three adults who are helping us in the play. The play is co-directed by Lynn DeWalt and Robin Jaques.

‘Rabbit Hole’ The Willsboro Drama Club is proud to present “Rabbit Hole,” a play by David Lindsay-Abaire, April 1-3 at the Willsboro Central School Auditorium.

Friday’s and Saturday’s performances will be at 7:30 p.m. and Sunday’s performance will be at 2 p.m. Doors open 30 minutes prior to the start time.

Tickets for the Willsboro showing will be sold at the door and are $5 general admission. Seating is on the stage and is limited to 80. Question-and-answer sessions will follow each performance. All proceeds benefit the Willsboro Drama Club and Willsboro Drama Club Scholarship.

On Saturday, March 5, the Willsboro Methodist Church congregation celebrated Flora June Doyle’s 100th prayer shawl. These shawls are made by Doyle and then blessed and have been sent all over the country. Doyle said that she never gets tired of making them, and feels that it is her calling. Currently, Doyle is working on three more to add to the 100 she has already created.

Film series talks about education CFES president opens ‘Waiting for Superman’

keith@denpubs.com WILLSBORO — In the midst of a fight over funding for education, the president of College For Every Student took time to examine the plight of low-income students with the help of the Champlain Valley Film Society.

Herbert F. “Rick” Dalton introduced the documentary, “Waiting For Superman” to an audience at Willsboro Central School March 19 as part of the Film Society’s movie series.

“This topic will determine our place in history,” Dalton said. “How do we deal with kids in low-income situations and how do we help them find a place in this world and workforce. I believe that college is the key.”

Dalton said that CFES currently works with students in 150 schools in 22 states, totaling over 15,000 students.

Dalton said that he appreciated the documentary because it dealt with the situation in a real way.

“With a documentary, we’re dealing with not illusion, but reality,” Dalton said. “Like all movies, there are some good guys in this film and there are some demons as well.

What we want to do is get people to pay attention to the low income students and make sure that they get to college.”

Dalton said that the biggest thing that any student needs is a chance.

“The difference between a graduate and a drop out is not a building or materials, it’s opportunity,” Dalton said.

After the movie, Dalton and Willsboro Central School Superintendent Stephen Broadwell talked with those who attended the film.

Town, county balk at peak name change

ELIZABETHTOWN — A proposal by a Vermont man to change the name of an Elizabethtown mountain has drawn the ire of local officials.

“I think that the whole thing is backwards,” Elizabethtown supervisor Noel Merrihew said about a proposal submitted to the United States Geological Survey (USGS) to change the name of Bald Peak in the Giant Mountain Wilderness area to Twisted Cedar Peak because there is a Bald Peak in Vermont as well.

“I think that the agency should be the one that comes to us with a recommendation, instead of acting on someone else’s,” Merrihew said. “In this process, you could have

someone writing in every week asking for a name change.”

Both the Elizabethtown town board and Essex County Board of Supervisors have sent resolutions into the USGS strongly against the name change, but Merrihew said that the most convincing argument against the change came from the Adirondack Mountain Club.

“They gave a representation of the cost burden that would be involved with a name change,” Merrihew said. “We would have to change roughly 30,000 pieces of literature when it comes to mapping publications and other publications.”

Merrihew said that the USGS will most likely rule on the matter in the next week.

“They meet on a regular basis and April 4 is the next day that they meet,” he said. “It should be taken care of then.”

Bowling, golf part of hospital fundraisers

ELIZABETHTOWN — While there are still flakes falling from the sky some days and the temperature fights to get higher, some are already thinking about greens and fairways.

At Elizabethtown Community Hospital, plans are already in the works for the annual ECH Golf Tournament fundraiser, to be held in Lake Placid this season at the Craig Wood Golf Course in Lake Placid.

But before that, the ECH Auxiliary is presenting the first Bowl-A-Thon fundraising event at the Willsborough Lanes on Saturday, April 2 from noon until 6 p.m.

“Our fabulous auxiliary is hosting a fundraiser for the hospital at the Lanes, “

Jane Hooper, Director of Community Relations at Elizabethtown Community Hospital, said. “This is their first stab at a bowl a thon and we are really excited. People are able to still register for a day of bowling and raffles.”

The donation cost for the bowl-a-thon is $20 a bowler.

Also, Hooper said that the plans are in the works for the annual golf tournament fundraiser, which is going through a couple of changes in its 11th year.

“This year, were having 11th annual at Craig Wood in Lake Placid on Thursday, Aug. 11,” Hooper said. “The planning committee working very hard already and we know there is grass under the snow somewhere.”

ELIZABETHTOWN — Essex County is looking at a $1.5 million hit in state aid if the state budget deal that was struck Sunday is the one that is accepted by Friday.

Members of the Board of Supervisors reacted to word that a deal over a state budget had been struck between Gov. Andrew Cuomo and legislative leaders March 27.

“Based on the numbers that I saw on Friday (March 25), the county would be down about $1.5 million,” County Manager Daniel Palmer said. “Their 2 percent cut at the state level would basically represent a 10 percent increase in our county tax levy.”

Palmer also said that he was under the impression that the proposed 2 percent tax cap for local municipalities and schools was off the table, with board chairman Randy Douglas confirming that statement.

“The tax cap was removed after a push in the statehouse because there is no relief from the unfunded mandates that have been placed on us,” Douglas said. “But we need to hold on because this debate will be coming back.”

After state leaders agreed to a budget proposal March 27, it was expected that the state budget would be adopted by the assembly and senate by the April 1 deadline.

Adult Center could get village axe

keith@denpubs.com SARANAC LAKE — A proposal to discontinue funding for a senior citizens’ organization dominated the discourse at Monday night’s public hearing on the tentative Saranac Lake Village Budget for 2011-2012.

In its current form, the budget features $4.8 million in general fund expenditures and carries a 3.7 percent increase to the tax levy.

Trustees, however, say they plan to whittle that down to a zero percent increase.

The preliminary budget plan aims to cut $5,000 in funding for the Saranac Lake Adult Center, which represents the total village contribution to the organization in last year’s budget.

Other civic groups, like the Saranac Lake Civic Center and the Robert Louis Stevenson Society, would also lose funding under the current proposal.

Village officials said funding for the adult center represents the kind of double-taxation that needs to stop. Opponents of the plan say the funding supports one of the community’s most important resources.

Treasurer Paul Ellis began the hearing by outlining the village’s policy on ending double-taxation. Ellis noted that the towns of Harrietstown, North Elba, and St. Armand contribute

more than $20,000 to the Adult Center.

“All of these contributions come from the general fund tax base, meaning that the village residents pay their share of these contributions through their town’s tax base,” he said. “Should the village continue to contribute on its own, and not through the underlying towns, it will be double-taxing its taxpayers. No other municipality double-taxes its taxpayers for the support of the adult center — only Saranac Lake taxpayers are double-taxed for their support of the Adult Center.”

But taxpayers in attendance, like Alton Beideck of Saranac Lake, disagreed. He blasted the board for its decision to leave out Adult Center funding.

“I think you’re probably the only board that is going on record in Franklin County — maybe in the whole North Country — for not supporting an Adult Center; it’s going to be a great honor for you, I know,” he said, with more than a hint of sarcasm.

Gina Norton is director of the Saranac Lake Adult Center. She said the organization represents those individuals who are most in need of assistance.

“These seniors worry each day how to pay their bills, pay for food, and be able to continue to afford to remain in their homes,” Norton said.

According to Norton, 300 seniors belong to the Adult Center — 75-percent in the village.

Au SABLE FORKS — On March 4, five of the members of the Rotary Club of the AuSable Valley met with the Principal, Mrs. Christine Reynolds, and the children of Holy Name School in Ausable Forks. The purpose of the meeting was to explain to the children and others the intent of starting an EarlyAct Club at the school.

The club will be made up of all the children who attend Holy Name School. They will elect their own officers to run the club meetings along with school and Rotary advisors. The EarlyAct Club will be involved in local, national and international projects. At the present time the students collect food for the localfood shelves twice a year, they collect change for the missions, they have participated in collecting items to send to the troops overseas and do fund raising for their own school.

At the present time there is no other EarlyAct Club in Northern New York District #7040,

which includes upstate New York, Part of the Provinces of Ontario and Quebec. The Rotary members present were, Linda Dubay, President' Sue Nolan, Secretary, Tami Bushey, EaryAci Project Chair. SLACC looks into high-speed Internet

denpubs@denpubs.com SARANAC LAKE — The Saranac Lake Area Chamber of Commerce hopes to assess highspeed Internet limitations faced by local businesses.

The chamber’s executive director, Sylvie Nelson, says a survey has been sent out to local businesses, the goal of which is to identify broadband needs in the Tri-Lakes area.

The project is being conducted in partnership with the Google the Adirondacks group, Nelson said.

A similar survey was conducted earlier this year, with some 93 percent of households in the Saranac Lake Central School District responding that they had some form of Internet access. And 85 percent of those respondents had access to high-speed services like cable, DSL, and wireless.

The goal of the latest survey, Nelson said, is to continue an effort to expand broadband access in rural areas.

“What we want to know is what kind of service our businesses have,” she said. “Do they need an upgraded service that they don’t currently have access to? That’s what this survey is about.”

According to Nelson, boosting the area’s high speed Internet capabilities helps organizations like the Trudeau Institute or the Adirondack Medical Center, who rely on broadband for a fluid exchange of information.

The Google the Adirondacks project was

launched in response to Google’s Fiber for Communities competition. The effort aims to equip communities with ultra high speed broadband access.

Google expected to announce the winners in December of last year, but extended its deadline in order to process the more than 1,000 applications it received, according to Nelson.

“It’s been a year now since we submitted our application, so we’re still waiting,” she said.

The chamber survey will be distributed electronically to members, who Nelson hopes will respond quickly. Non-members are urged to contact the chamber if they wish to participate.

Chamber seeks events for summer calendar SARANAC LAKE — Planning to host an event this summer?

The Saranac Lake Area Chamber of Commerce is asking community groups to forward events they will be hosting and/or organizing to the chamber to be entered into various community calendars around the region.

Adirondack Club hearings bring testimony, payment questions Early ACR hearings focus in on ‘simulations’

keith@denpubs.com RAY BROOK — Questions over visual simulations were raised during the first round of adjudicatory hearings for the proposed Adirondack Club and Resort on Thursday, March 24, with the scheduled four-day hearing wrapping up after only one.

During the March 24 hearing, much of talk focused around simulation images created by landscape architect Harry Dobson from Ashfield, Mass. The designs were created to show visual impacts of the ACR project during winter and nighttime hours of the proposed housing structures near or on Mount Morris.

“It only takes a small glimpse of a roofline, a glance at a new road heading up a steep hill, house lights glowing from a formerly

dark hillside or a new home seen through winter trees to fundamentally change the visual character of a place as visually fragile as the undeveloped Adirondack Landscape,” Dobson said in pre-filed testimony, which all sides agreed had made the process more effective by offering witnesses the chance to give their testimony before taking the stand in a hearing environment.

Dobson’s findings were questioned by attorney Thomas Ulasewicz, who represented Preserve Associates, the project developer.

Ulasewicz questioned Dobson’s use of creating simulations that showed views mostly from Big Tupper Lake, that used a different roof color (brown) from the one that was listed under the developers plan (green) and the use of Vermont landscapes to compare to the local landscape.

Due to the speed of the hearing, additional hearing days for March 25 and March 29 through April 1 were cancelled.

The next batch of adjudicatory hearings are scheduled to start on Tuesday, April 26.

ACR developers look to pay back taxes

denpubs@denpubs.com TUPPER LAKE — Developers behind the Adirondack Club & Resort planned for Tupper Lake owe Franklin County nearly $39,000 in back taxes, according to the county treasurer.

Preserve Associates, Inc. had previously entered into an installment agreement to pay Franklin County $149,553.15 for more than two years worth of unpaid taxes on a tract of land the group intends to turn into a large resort complex.

The group has paid the county $106,908 but still owes seven months in arrears with interest totaling $38,999.

Franklin County Treasurer Bryon Varin said in an email that the group’s representative, Michael Foxman, contacted his office recently and indicated that he is working on getting upto-date on the payments.

Varin pointed out that the group has already paid over 70 percent of its back taxes.

“I have no doubt that they will get caught up with so much invested,” Varin said.

Varin was referring to the multimillion-dollar purchase price of the land in question, a 500-acre tract that includes the Big Tupper ski area.

Foxman said that his company is doing its best to keep up.

“We have tremendous expenses as a result of the requirements of the [state Adirondack Park Agency] process,” he said, adding that he has filed 13,000 pages of documents and pages of drawings.

“We’ve spent millions of dollars on [the project] and we are currently going through a hearing that’s going to occupy our professionals for months. We are only human.”

The developer is up-to-date on town taxes, according to Varin.

Foxman did not put a timetable on when his group would pay the back taxes, saying only that capital would be freed up after the APA permitting process is complete.

LPCS to focus on core classes

denpubs@denpubs.com LAKE PLACID — Administrators from the Lake Placid Central School District last week announced some major curriculum changes slated to begin next semester.

Many of the expected changes, including more math and science requirements, are being driven by Albany.

State Education Commissioner David Steiner has emphasized the need to beef up students’ math and science skills — words that echo President Barack Obama’s insistence that math and science education is essential in helping the U.S. compete globally.

The school recently added another science teacher and plans to drop foreign language studies at the middle school.

All seven of the Advanced Placement courses will be retained and additional bridge courses with North Country Community College are being considered.

School administrators say these changes will help boost the school’s educational standards.

At the same time, elective science and math courses that give students an extra year to prepare for state Regents exams are being scrapped.

But a few parents attending the meeting took exception to this proposal.

Patty Gallagher said one of the courses being cut, called Introduction to Geometry, allowed her daughter to pass the state Regents exam.

“Teachers in this school developed these courses and they’re working,” Gallagher said.

“That’s why our [rankings] are so good.”

Meanwhile, Introductory Algebra, Introductory Journalism and Living Environment courses would also be cut.

The focus on core subjects comes with other trade-offs; about half of the school’s roughly 34 elective course options would be eliminated.

Superintendent Randy Richards pointed out that the district would still be offering twice as many electives as neighboring Saranac Lake, a district with far more students.

But Richards said non-core offerings would need to be slashed in order to keep the school on sound financial footing.

Richards also said he would work to reduce inefficiencies, noting that the school spends about $5,000 more per student than the state average for special education.

“Things are changing,” Richards said. “We’re dealing with increasing scarcity. Whiteface paramedic earns state award WILMINGTON — On the same day that American Heart Association volunteers from points far and wide in New York came to Albany to convince their legislators of the merits of CPR instruction in schools, they also honored a 30-plus-year volunteer with the organization.

“We named Bob Elling our New York State Advocate of the Year for his efforts to advance our public policy agenda,” Michael Weamer, executive vice president, Founders Affiliate, American Heart Association, said.

“This year, Bob is a driving force behind our efforts to make sure that all students learn CPR prior to graduation. Bob has been a tireless advocate for the AHA. He has met with lawmakers, recruited numerous volunteers and regularly been the face of the AHA in the media.”

Elling, who is a Clinical Instructor at Albany Medical Center working as a paramedic instructor at Hudson Valley Community College, also is a medic with Colonie EMS, and at Whiteface Mountain. He has au-

thored several textbooks for paramedic students, often collaborating with his wife, paramedic Kirt Elling.

Elling lives in Colonie and has a residence in Lake Placid.

“I’ve always enjoyed working with the AHA staff and volunteers,” Elling, who received the award on March 14, said. “We’re all in this to save lives. Teaching others to be EMTs and paramedics saves lives, but changing the laws will have the greatest impact on prevention. If everyone who graduates from high school learns CPR, we can be assured that the general public knows what to do if someone collapses with sudden cardiac arrest in front of them.”

Elling has volunteered with the American Heart Association for 35 years, as a CPR and Advanced Life Support instructor, on the regional faculty and national faculty. He serves on the Capital Region Advisory Board and the New York State Emergency Cardiovascular Care Committee of the American Heart Association.

News of the Week Suspect commits suicide after chase PLATTSBURGH — A wanted man led police on a high-speed chase for nearly an hour before taking his own life.

Reports indicate that the chase began at about 3:43 p.m. Tuesday on U.S. Route 11 in the town of Mooers after Border Patrol agents observed two occupants acting suspiciously inside a vehicle.

Police told media outlets that one agent recognized the male driver as a wanted man before he drove off at high speed.

The chase covered 25 miles of Interstate 87 near Plattsburgh, eventually ending in the parking lot of a gas station off State Route 3. But before sheriff ’s deputies could take the man into custody, he committed suicide with a firearm.

Officials have confirmed that no shots were fired by police.

The man has not been identified, but police say his vehicle is registered to a man wanted for robbery.

His passenger, an unidentified female, is being held

by Plattsburgh-based state police. A pound of marijuana was recovered from the vehicle.

Assault charges lodged after dispute PERU — Kelly M. Ledwith, 36, was charged with second-degree assault and third-degree criminal possession of a weapon, both felonies, after allegedly assaulting a man with a knife during a domestic dispute March 26.

State police allege Ledwith cut Bernard M. Furnia Jr., 42, AuSable Forks, during an argument at Ledwith’s residence. Furnia received multiple lacerations and was taken to CVPH Medical Center, Plattsburgh. He was later treated and released.

Ledwith was also charged with a misdemeanor count of fourth-degree criminal mischief, unlawful possession of marijuana and having a controlled substance in a non-original container.

She was arraigned in Black Brook Town Court and sent to Clinton County Jail on $2,500 cash or $5,000 bond.

Woman arrested for alleged assault MOOERS — Carol Ann Weckesser, 45, Mooers Forks, was charged with a felony count of assault with intent to cause injury with a weapon and two misdemeanors following a domestic dispute March 26.

State police allege Weckesser threatened her former boyfriend’s new girlfriend with a small kitchen knife.

Weckesser was reportedly staying at her former boyfriend’s Blackman Corners Road residence until she could find a new home.

Weckesser was further charged with misdemeanor charges of fourth-degree criminal possession of a weapon and second-degree menacing.

She was arraigned before in Mooers Town Court and sent to Clinton County Jail on $10,000 bail or $20,000 bond.

Injured falcon aided PLATTSBURGH — An injured peregrine falcon was aided by a local woman when found recently at the State University of New York at Plattsburgh campus.

Rosemary Maglienti reportedly found the endangered bird which had suffered a broken bone, making it unable to fly.

The falcon is now in Albany being monitored at a veterinarian’s office there before it can be released.

Legislators approve shuttle service for airport County to negotiate contract with New Windsor-based company

PLATTSBURGH — A new shuttle service is in the works for Plattsburgh International Airport.

The Clinton County Legislature approved a resolution during its regular meeting March 23 that will allow for the county to negotiate a contract with Republic Parking System, of Chattanooga, Tenn.

The motion was made by Legislator Dr. Robert Heins, R-Area 10, and seconded

by Legislator Harry McManus, D-Area 1. Legislators Sara E. Rowden, D-Area 4, and Jacqueline A. Walker, R-Area 8, were absent.

According to Heins, who chairs the Legislature’s Airport Committee, the need for a shuttle service has increased as the amount of parking space has grown at the property.

“We’ve reach critical mass, to be honest with you, at the airport,” said Heins.

“We’ve grown to a point where we’ve got to do some emergency measures to try to continue to do what we’re doing.”

The shuttle service would be one such measure, which would be provided free for airport visitors, said Heins. The cost of the service — for which the county was authorized to contract at a cost not to exceed $21,000 a year — would be covered by revenue generated from parking fees established at the facility March 1. Heins stated the county had already collected approximately $59,000 in fees in the first three weeks of charging for parking. It’s estimated the fees could result in $720,000 to $1 million collected per year.

“There’s a greater turnover out there than we thought there’d be,” Heins said, referring to the number of people using and paying for parking services at the airport.

That has led the Legislature to examine an expansion of airport parking facilities, which have begun to exceed their 1,250vehicle capacity.

“We really maxed out with the parking. There really is no place to park,” said Heins, who added creating an additional lot is being eyed near the former Plattsburgh Air Force Base Alert Facility.

The need for more parking is expected to grow as airlines flying in and out of the airport are expected to increase their air service this month, said Heins. That has also led to an increased focus on providing additional Transportation Security Administration checkpoints for the facility and, as a result, reduce congestion within the terminal.

According to County Administrator Michael E. Zurlo, the airport meets TSA criteria for a second checkpoint.

“The fact is the physical space needs to be expanded to allow for that, which would mean eliminating some of the walls and office space currently occupied by TSA,” said Zurlo, adding air-

port manager Thomas D. Long has been in contact with TSA regarding the matter.

The county recently wrapped up a nearly year-long feasibility study that determined the projected number of passengers over the next 20 years warrants an expansion of the airport terminal and its services. The improvement project, recently approved by the Legislature, will expand the baggage carousel system, increase the number of TSA checkpoints from one to at least three, and increase the number of ticket counters from one to three, all by approximately 2013. The project would also add an additional jet bridge to help with the loading and unloading of passengers.

The study also revealed that the number of people who use the airport has grown steadily over the past three years. This year, more than 100,000 people are estimated to use the facility.

“Just in the months of January and February, we have already emplaned 20,000 people,” said Heins. “That’s a 42 percent increase over last year.”

Push on to name county building after Hommes

keith@denpubs.com ELIZABETHTOWN — Essex County is looking into a name change at the Public Safety building.

The change would be made to honor the late Henry Hommes, who served as Essex County Sheriff from 1998 until his death in 2010.

“His life was all about public service from the Army to the State Police to the Bureau of Criminal Investigation (BCI) to finally taking this position as sheriff,” current Essex County Sheriff Richard Cutting said about the proposal. “I am behind this 100 percent.”

Cutting said that he had been looking into the costs that surround a potential name change of the building.

“I do not think that this will entail anything more than changing the signs and having a re-dedication ceremony,” Cutting said. “I am still looking into getting estimates on how much it would cost to change the lettering.”

Hommes was the Essex County Sheriff when the Public Safety Building and Essex County Correctional Facility was built and dedicated in 2007.

The Essex County Board of Supervisors unanimously seconded a resolution to look into the costs associated with the change during their ways and means committee meeting March 28.

“I know that this is something that Gerry (Gerald Morrow of Chesterfield) has been looking into,” board chairman Randy Douglas said. “I think that we will have this matter determined

by June or July.”

The building would be renamed the Henry H. Hommes Memorial Jail and Public Safety Building.

Schroon Lake seeks funds for July 4 celebration

fred@denpubs.com SCHROON LAKE — Fundraising for the annual Schroon Lake Independence Day celebration is under way.

Kate Huston, event chairwoman, said money is needed to secure bands for the community July 4th parade and to plan other activities.

“I am, once again, asking for early donations to help get the parade started again this year,” Huston said. “I am definitely in better shape starting out this year than I was last year, but I still need donations to come in early so we can secure the bands and other activities that we put on each year.”

Huston said people were very generous in their support last year. She said donations came from local residents as well as summer residents living as far away as California.

“Everyone was so wonderful last year and the money just started coming in,” Huston said. “It enabled me, with the help of many other people, to put on the great parade we had.”

The town’s Independence Day celebration typically begins with The Schroon Lake Community Church’s annual chicken barbecue, rain or shine. The church is located on the corner of Main Street and Leland Avenue.

A highlight each July 4th is the presentation of awards in the annual Schroon Lake Chamber of Commerce Fishing Tournament. The awards are given in front of the chamber office on Main Street.

The 57th annual Schroon Lake July 4th parade will be held at 6 p.m. The parade will run from Hoffman Road to the town’s park area.

Police get $5,000 in federal forfeiture funds SARANAC LAKE — A local police department recently received federal asset forfeiture funds to purchase new equipment.

Appearing in Malone last Wednesday, Congressman William L. Owens, D-Plattsburgh, presented Saranac Lake Village Police Chief Bruce Nason with a check for $5,000.

The funds are presented regularly to law enforcement agencies belonging to the Franklin County Border Narcotics Task Force, which includes the county Sheriff ’s Department, the District Attorney’s office, and the Saranac Lake, Tupper Lake and Malone police departments.

Nason said the funds are compiled through regional drug and asset seizures and awarded to departments involved in specific investigations.

According to Nason, the most recent award will be used to outfit police cruisers with wireless internet capabilities.

MVP Christina Sherman leads three Lady Eagles on D-II All Stars

keith@denpubs.com WILLSBORO — The senior leaders of the best three girls basketball teams in the Mountain and Valley Athletic Conference were each honored by being named the MVP in their respective divisions.

In Division I, Jocelyn Bowen helped lead the Schroon Lake Lady Wildcats to the MVAC championship game and the Section VII semifinals, earning MVP honors. She was joined on the all-star squad by Wildcat teammate Rebecca Armstrong, along with Willsboro’s Hannah Bruno, Elizabethtown-Lewis’ Shonna Brooks and Lily Whalen and Chazy’s Olivia Seymour.

The Lady Lions were the recipient of the sportsmanship award.

In Division II, Christina Sherman was one of the key players in leading the Westport Lady Eagles to their third straight Section VII/Class D final, earning the top honor in the division.

Willa McKinley and Allison Sherman were also named to the Division II all-star team for the Eagles, who also earned the sportsmanship award.

Also on the Division II all star squad were Keene’s Anna Kowanko and Crown Point’s Marissa Titus and Amanda Wolf.

In Division III, the leader of the Section VII/Class D champions and regional finalist Indian Lake/Long Lake Orange, Carli Reynolds, earned the top honor, and was joined on the allstar team by fellow Orange Murphy Farrell and Allison Pine.

Minerva/Newcomb also landed a trio of players on the all star team, including Rebecca Bolan, Renna Yandon and Sabrielle McNally.

Johnsburg’s Mikayla Glode was also named to the all star team.

Trout season? What trout season?

A pril 1 trout season opener? More like a May 1 opener.

With the mercury barely breaking the freezing point as I write this and more frigid weather in the forecast, it appears the opening of this year ’s trout season is more symbolic than anything else.

What a difference a year makes.

Last year at this time we were hitting the links and trolling open water on back ponds. This year I’d need snowshoes to get to the Radisson behind my garage.

In the meantime, I made the mistake of uncovering my big boat last weekend. I bought a newer 24-footer to chase lakers and salmon with but have yet to outfit it with the equipment I salvaged from my old boat — the Laker Taker II. So, I decided to get a jump on that tedious task and accomplished a great deal last Sunday before crashing in my recliner next to the woodstove with a can of Genessee river water.

But before I could enjoy the first sip, smiling Tom the evereffervescent weatherman came on the tube and happily predicted half a foot of snow on the horizon.

I peaked out the window at the sun setting behind my fully exposed boat, and slowly pulled my soggy boots back on.

Trudging back out into the cold to cover the boat for the second time this winter, all I could think about was knocking out one of Tom’s pearly whites. I know the poor guy can’t control the weather — but does he have to be so dang perky about it?

Infamous Ticonderoga outdoorsman and marathoner Richard Johndrown — better known in hunting circles as SilverrrrrrrrrrrBulletttttttttttttt — dropped me a line re-

cently to let me know he had the pleasure of scoring Robert Lavergne’s 20-point buck shot last season.

For those who may have missed it, I wrote a column in November about this buck, which Lavergne shot Nov. 6 on land along the Cedar River outside Indian Lake.

The deer had become quite well known in the area, by residents who had spotted him wandering near town after deer season. He was easily identified by a split he had in one ear, presumably from fighting for dominance. His shed antlers had also been found, and local hunters were aware of the significant antler growth he possessed.

Johndrow, who serves as measurer chairman for the New York State Big Buck Club, Lavergne’s non-typical sported 20 countable points with 10 non-typical points totaling 37 1/8 inches resulting in a final score of 179 2/8.

The gross score of the rack is 191-1/8. That is enough to make it the fifth largest non-typical on record taken in Essex County.

Other notable racks from last season included a 16-point taken by Dave Edwards in Cortland County. The buck net scored 182-0 and grossed 206-0. It is the fourth largest typical buck ever shot in New York. The largest non-typical buck measured this year is a 15-pointer taken by Brandon Peters in Niagara County, Johndrow said. That buck net scored 194-0 with a gross score of 203.

Hunters have until May 1 to have their bucks scored for inclusion in the New York State Big Buck Club.

Johndrow is always more than happy to score a buck taken during last season or prior years and does not

Department of Environmental Conservation seeks waterfoul input RAY BROOK — New York State Departm e n t o f E n v i ro n m e n t a l C o n s e r v a t i o n (DEC) Commissioner Joe Martens today invited hunters to submit recommendations to regional Waterfowl Hunter Task Forces for the dates of the fall 2011 duck hunting seasons. DEC will evaluate the t a s k f o rc e re c o m m e n d a t i o n s i n s e t t i n g waterfowl seasons, which must comply with federal rules.

New York is divided into five waterfowl hunting zones: Western, Southeastern, Northeastern, Lake Champlain, and Long Island. DEC recently appointed task forces for each zone (except Lake Champ l a i n , s e e l i n k b e l o w ) t o s o l i c i t re c o m mendations for the fall 2011 hunting seasons, including opening and closing dates, split seasons and a special hunting

weekend for youths. Each task force includes representatives from the New York State Conservation Council, established waterfowl hunting organizations and ind i v i d u a l w a t e r f o w l h u n t e r s w h o w e re c h o s e n t o p ro v i d e i n p u t f ro m d i v e r s e points of view.

The recommended dates must be within federal guidelines established by the U.S. Fish and Wildlife Service (USFWS).

For fall 2011, DEC expects the USFWS to allow a 60-day duck season, split into no more than two segments per zone, openi n g n o e a r l i e r t h a n S e p t . 2 4 , 2 0 11 , a n d closing no later than Jan. 29, 2012.

Waterfowl hunters can participate by providing duck season suggestions to any task force member on or before April 15, 2011. Names and contact information for

However, due to greater uncertainty about federal regulations for those species, decisions and t e n t a t i v e d a t e s w i l l p ro b a b l y n o t b e known until later in the summer.

Waterfowl seasons in the Lake Champlain Zone will continue to be set by the Vermont Fish and Wildlife Management Board, with input from DEC and waterfowl hunters in New York and Vermont.

Although there is no formal task force for this zone, hunters can send their suggestions to any DEC season-setting team member.

New underwater power line through region moving closer to reality

johng@denpubs.com LAKE CHAMPLAIN — The plan to install an underwater power line on the bottom of Lake Champlain that will eventually feed New York City with Canadian power crossed another regulatory hurdle last week.

The developers of the system — Canadian-based Transmission Developers Inc. (TDI) — still have a number of approvals to obtain, but the company is hopeful it can begin work next year, entering the Lake Champlain phase in 2013, said Donald Jessome, president and CEO of the company.

At the same time, area lake preservation groups hope their concerns will be taken into consideration as the project moves forward.

The plan, dubbed the Champlain Hudson Power Express, received a green light March 21 from the New York Independent System Operators — a group that oversees the state’s electricity market.

It now faces a handful of other regulatory obstacles, including approval by the New York’s Public Service Commission and Army Corp of Engineers.

Under the plan, Transmission Developers would bury two 5-inch power lines from Montreal to New York City, mostly under waterways, including the bottom of Lake Champlain and the Champlain Canal.

The line would then exit the canal in Fort Edward and be buried inland along railroad right-of-ways for about 70 miles to avoid areas of PCB contamination in the Hudson River. The line would re-enter the river south of Albany, ending in a

year, Jessome said.

Mike Winslow, a staff scientist with the Lake Champlain Committee, said his group has identified a number of potential concerns with the plan, including disturbing historic wrecks and sensitive sediment areas on the bottom of the lake.

“Our greatest concerns were in the southern part of the lake where we anticipated wetlands impacts and perhaps greater sediment disturbance,” Winslow said.

In response, the company is considering altering its route in that area, though Jessome could not divulge the exact route

because the company is working that out with the New York’s Public Service Commission, in a process known as Article VII. “We are currently in settlement discussions in the Article VII process, and routing issues are deemed to be confidential.

We expect to have more detail in this regard by mid April,” Jessome said.

Winslow said the company should contribute to the cost of cleaning up Lake Champlain and keeping the watershed healthy if it is allowed to use the lake as its conduit. The company has said underwater installation is $2 million cheaper per mile than burying lines underground.

“There is so much work that needs to be done to clean Lake Champlain that it only seems fair if the company is going to be using the lake to benefit themselves and their stockholders that they make a substantial contribution to those clean up efforts,” Winslow said.

Jessome said it is the company’s intent to do just that.

“In projects of this type, funds to support studies and mitigation are typically part of the certification process,” he said.

TDI will also be providing annual financial assistance for environmental projects, he said.

In addition, Jessome said local labor will be used to help install the power line — which will be dredged three feet below the lake’s bottom. In total, the company hopes to create about 200 jobs during the installation process.
