Willsboro Supervisor Edward Hatch said officials of the state Department of Transportation have dropped the ball in saying they will not be doing any more roadwork on the eight-mile stretch of New York State Route 22 between the hamlet and Interstate 87.

ELIZABETHTOWN — It started out as rain, or there could have been even more wet, heavy snow to dig out.

However, the rain that fell in the morning hours of Sunday, March 6, did not help matters, as rivers overran their banks, snow piled up on top of slushy roadways and many roads in the region became impassable during the biggest snowstorm of the season and the third largest recorded, according to reports.

The first official State of Emergency related to the storm happened in Jay, where the Au Sable River ran over its banks due to the heavy rain and snow, leading to ice jams.

A number of homes were evacuated around 6 p.m. on March 6, as rising waters threatened homes and electrical supplies in

the area.

The town of Jay Community Center, in conjunction with the American Red Cross and the Au Sable Forks Fire Department, opened its doors as an emergency shelter for several families who were displaced by the flooding. Some remained for two days, while others were able to find shelter with family.

The town also held an informative meeting with residents to help learn about the extensiveness of the damage and to provide those in need with information to find help.

The town and Red Cross also provided those displaced with referral lists of resources, client services, personal hygiene kits and clean-up kits.

As the storm persisted through the night, dumping as much as 30-inches of snow in places, both Clinton and Essex Counties declared states of emergency, as work continued throughout the next three days to clear the roads and the massive piles of snow created by the clearing.

his week I'd like to tell you just a little bit about a tall, athletic young man named Brian Dougan, who lived in Westport for several years before enlisting in the Navy in 2009. While he was living here, he served as a volunteer firefighter and EMT, while working as a paid EMT for CVPH. There he partnered with Chuck Bertsche, another Westport volunteer EMT, who passed away last year and whose leadership in our squad I've written about in this column.

Last December, Brian was visiting with family in Baltimore and noticed a growing pain in his right testicle. Any guy is likely to ignore that sort of thing as long as possible, but Brian's wife Ellon persuaded him to go the ER. As he put it in the blog he started writing soon after, "In less than four hours I had gone from arriving at the ER with testicular pain to finding out I was less than 48 hours away from having my right testicle removed and that I most likely have cancer."

cancer.blogspot.com. I highly recommend it. In addition to being an exemplary human being, Brian is also a wonderful writer who is determined to share his experiences as a cancer patient without sentimentality or self-dramatization (but with a healthy dose of humor).

An avid cyclist, Brian had already ridden in Lance Armstrong's 100-mile LiveStrong Challenge several years before his diagnosis. Now he's determined to ride again this summer. Brian is just starting his second round of chemo as I write this. In a few weeks, doctors will be able to tell him whether the tumors, which had spread to other places in his body, have been knocked back. he calendar tells us spring is only a week away, but nature tells us not to put the snow removal items away, we have been blessed with a lot more snow. Our biggest worry is with all the snow we have and we know that it will turn into water soon, hopeful that we do not have a lot of flooding. Ash Wednesday starts us off into the Lenten season. This was kicked off with an ecumenical service on Wednesday. This past weekend we also had a day or two of high winds, on Friday March 4 our community experienced a bad house fire. The home of Melinda & Matthew Gay was completely destroyed; fortunately they were able to have shelter with family members. The winds also did some other minor damage around the community.

The big dinner theater event at the Methodist church is fast approaching, “March Madness” a real evening of fun and laughter, these events will take place on March 19 and March 26. The first night is sold out, but there are still some tickets

he term blizzard gets overused, but today it looks like the genuine article is upon us. To be a true blizzard, you need winds of 35 miles per hour or better, visibility of less than a quarter mile, and snow fall lasting more than three hours. I would add the cabin fever factor, which coops one up in the house unwillingly and leads to crankiness, excessive television viewing and four wheel drive envy.

An avid reader commented on all the robins around town, and wondered why there seem to be so many. I did a little research and found it’s not unusual for them to overwinter in this latitude, although they sensibly and more commonly are found in the Bahamas and Florida. They are among the earliest birds to return in the spring, and subsist on invertebrates, fruits and seeds. Since last summer was nearly perfect for plant growth, I suspect there’s a lot of feed to sustain their numbers. The birds we’re seeing may be waiting here until the weather improves and they can continue northward to breeding grounds, which stretch up to the Arctic tundra.

My new career is that of museum docent, at the Champlain Valley Transportation Museum on the old base in Plattsburgh. It’s mostly a collection of cars, featuring two Loziers. The Lozier family was from Ohio and made a fortune building high quality bicycles and sewing machines. Friends in Saranac Lake suggested Plattsburgh as the perfect site for their next endeavor, pleasure boats and marine engines. They built a factory where Georgia Pacific now stands and made beautiful, expensive and reliable water craft. After the patriarch died, younger family members turned to car building and in 1905 sold their first one, an aluminum bodied touring model that went for $4,400. In 1905 the average annual income was about $800, a house cost $2000, and the finest Mercedes Benz went for $2,400. The cars were hand built to irrationally high standards, used 24 carat gold for the pin striping, and were road tested for 500 miles around the Adirondacks before delivery. have just finished shoveling more snow. Unbelievable, what a winter this has turned out to be. Please double check and make sure you have enough clearance for the poor mail carrier to navigate in even though I don’t know where to put all this snow.

This storm has brought quite a bit of flooding. Make sure you keep an eye on your basements and, while maybe not prone to getting water in, this is a year with a lot more snow near the foundations of the houses. While renting an apartment I had a dry basement for three years and the fourth year after a heavy snowfall I ended up losing my entire vinyl collection and am spending a small fortune now to replace them all. Better safe than sorry and maybe put perishables or valuables off the ground. Make sure you have easy access to the circuit box as this is the concern of firemen with this level of flooding – water and electricity are not a good combination. If any of you are hearing odd noises in

your plumbing that is a sign that the pipes venting the air out (in?) are covered on your roof. Hopefully a couple of good sunny days will clear the roofs off a bit.

Make sure your pets have enough clearance to navigate outside. I noticed that the snow is up to the top of my fence so I had to use snow to build a block so my dog doesn’t get any ideas.

Now is a great time to put out bread, vegetables and birdseed as our animal neighbours are going to have a very difficult time finding any food until we get a good thaw.

I know our neighbours in Jay and AuSable Forks were hit quite badly and some damage has occurred from the flooding.

Now would be a great time to see if you have any unwanted but still good furniture or furnishings and donate them to the Red Cross or the Methodist Church.

So they are available to people who need them.

Stay safe and well and keep your chins up – spring is coming.

Parking Lot of Horrors

reaking bones is all in a day’s work for stuntmen and extreme athletes, but seeing how I was neither a stuntman nor an extreme athlete when I broke my arm – or ever – I didn’t see it coming. Indeed, at age 13 the worst injury I’d ever suffered was a paper cut (I won’t say it was such a severe paper cut that I almost lost my index finger, because it wasn’t, but it definitely stung for a few seconds). The last thing I expected when I set out one Sunday afternoon to buy a Batman comic, then, was to return home not only with said comic, but also with a cast running from my wrist to my shoulder – keeping my elbow bent at a 90-degree angle – and a crippling fear of parking lots that persists to this day.

But I’m getting ahead of myself. To understand what transpired that late-spring afternoon at the old Kinney Drugs in Saranac Lake – the site of my accident – you have to remember what was going on in the larger world in June of 1996. I don’t have a clue (as a 13-year-old Batman enthusiast, I didn’t have time to follow the news), but according to Wikipedia, there was a bunch of boring and irrelevant political stuff happening – which goes to show, I guess, that you actually don’t need to remember what was going on in the larger world to understand how I broke my arm.

Frankly, it was pretty simple: I bought my comic book at Kinney’s then made the classic mistake of trying to read it as I rode my bike across the uneven parking lot. I figured I could get through the first and last pages before reaching the street – allowing me to spend the rest of the ride imagining what happened in the middle pages – but, alas, I figured wrong.

As you can imagine, the rest of the story consists almost entirely of me weeping and demanding more morphine, but in the end I was richly rewarded for my trouble: I finally had a legitimate excuse for spending all summer lying around the house reading comics instead of playing outside.

people come from all over the world to access care in some of our specialty hospitals.

Recently, the tragic events in Tucson, including the head wound suffered by Congresswoman Gifford, David G. Welch, M.D. showed the abiliThoughts from ty to save a life Behind the Stethoscope from what we would all consider a devastating injury. Not only did Ms. Gifford survive the gunshot wound, but all indications are that she is making significant progress in her current rehabilitation program. Certainly that story demonstrates amazing medical technology and care.

The case of Ms. Gifford, however, makes a good case study. There are several factors that came together that allowed for the excellent outcome in that case.

First of all, the incident occurred in a very public location with many people around, some of whom had first-aid experience and were able to provide immediate care. Second, there was rapid response by a welltrained EMT service, and she was transported rapidly to a major university hospital with a tertiary care trauma center. At that facility, there were physicians and teams trained in dealing with head trauma of the type she suffered. Third, she had excellent insurance. These factors create the perfect scenario.

or millions of Americans, prayer—public or private— is an important part of their lives. It’s a form of intimate communications between self and deity.

Americans of faith pray and worship in many ways and places— churches, mosques, synagogues, or ashrams, to name a few. Yet, for a vocal number of Americans, prayer does not belong in the public sphere; it belongs behind closed doors.

Last week’s Vermont Town Meeti n g D a y e v e n t i n t h e To w n o f Franklin produced one of the more interesting happenings to occur in years.

It took only one resident, a voter, to get a town and an entire state talking about the issue of public prayer.

With a single action, one meeting attendee placed this controversial topic front and center in Vermont.

Some folks got riled up when Essex C o u n t y C l e r k J o e P ro v o n c h a , a Catholic lay minister, led the Essex County Board of Supervisors in public prayer. In that case, the board cited the U.S. Supreme Court’s Marsh v. Chambers case of 1983. The Court ru l e d t h a t b e g i n n i n g a l e g i s l a t i v e meeting with a prayer is protected by the U.S. Constitution. Last week, it was Marilyn Hackett of Franklin, Vt., who challenged public prayer.

She decided that—after warning To w n M o d e r a t o r Ti m M a g n a n t t o stop leading a prayer before the start of every town meeting—it was time to call in the big guns. With the help of the Vermont chapter of the ACLU, Hackett is suing the town and Magnant.

“Article 3 of the Vermont Constitution guarantees that no one may be compelled to attend or support religious worship,” said Julie Kalish, an ACLU attorney representing Hackett. “The problem is that the defendants insist upon including prayer as part of town meeting even though voters like Ms. Hackett must attend town meeting in order to vote on all the warned items.”

As we have seen in a variety of case s a c ro s s t h e n a t i o n , d e f i n i t i o n s about free speech and religious expression in America have been shifting for more than 200 years.

C o n s e r v a t i v e v o i c e s h a v e f re quently accused the ACLU of selective reasoning—turning a deaf ear to religious people when their civil liberties are abused.

While the ACLU is a liberal organi z a t i o n a n d a s t ro n g d e f e n d e r o f church-state separation, it has also been a friend of churches and people of faith under assault. Yet we never hear about these kinds of ACLU cases.

Here’s an abridged list, courtesy of blogger Sean Aqui, that supports a side of the ACLU we rarely hear about: 2004: The Indiana ACLU defended the rights of a Baptist minister to preach his message on public streets.

2003: The ACLU of Rhode Island supported the rights of carolers to sing outside a women’s prison on Christmas Eve. The prison officials backed down and agreed to let the caroling take place.

2002: The ACLU of Massachusetts filed a brief supporting the right of the Church of the Good News to run highly visible advertisements criticizing the secularization of Christmas, and promoting Christianity as t h e “ o n e t ru e re l i g i o n , ” a f t e r t h e M a s s a c h u s e t t s B a y Tr a n s p o r t a t i o n Agency refused to allow the ads on subways.

There may never be a final solution to the 200-year-old plus battle over defining freedom of speech and relig i o u s e x p re s s i o n i n t h e p u b l i c square in America. And maybe that’s as the Founders intended. For as P re s i d e n t U . S . All the same To the Valley News: The residents and elected officials of the Adirondack Park should be outraged that the Adirondack Council would have the audacity to accuse Fred Monroe of conflict of interest, and that the Adirondack Council is seeking an investigation of the Local Government Review Board on ethics. The Council has three former leaders of the Council on the Adirondack Park Agency board. Do you want to talk about a conflict of interest!

The fact is that the Adirondack Council, Protect the Adirondacks and The Nature Conservancy are all one in the same. The paid employees and their Board members regularly discuss what their next step is in the shutdown of the Adirondack Park. They have been steadily trying to kill the Adirondack Club project since its beginning. They work together — encouraging each other, taking the ball back and forth, in a collaborative effort to stall this project until it dies — which will be at the expense of the livelihood of all who live, work and love it here.

When will these Board members and special interest groups realize the damages they are creating — to real human beings? When there are no more clothing stores, food stores, restaurants, caretakers, gas stations or medical offices?

Do we need to, as residents of this Park, stand up and tell all these preservationist members that they are no longer welcome in our town? That you are starving us out of our town, our homes, our businesses and if you continue you won't be able to find a place to eat, to shop or to buy gas to get back to your home. Please listen to us — you are not invested in our town, you do not employ or pay taxes in our town. You have had your say — let our boards and agencies do the jobs that they certainly can do. No one wants our Adirondacks to stay beautiful and to take care of it as we do. We do not need any more outside, special interest groups having their way at the expense of all of us who live, raise families, and look to have future generations enjoy our beautiful Adirondack home. You have no right to deny us this by starving us out. It is a sad thing that a few people with lots of money can dictate to the rest of us what we have to do and live with.

To the Valley News: To: An unnamed representative of the U.S. Postal Service: The very fact that I do not know who I am writing to points out how impersonal human relations in our country have become.

My wife and I are in our 70s now, and we have lived in small towns all our lives. In every case we have known the identities of many of our neighbors, and, like an extend-

ed family, shared their joys, disappointments, and tragedies.

The local post office in a small town is not just a postal service, it is a rallying point where friends and neighbors meet at a daily level, to collect the mail of course, but also to discuss local and sometimes, state and national concerns.

We have been told that there is no way the U.S. Postal Service can give us back what we have lost: our local post office. What we will get, most likely, is a bunch of cluster boxes with no personality or warmth of spirit whatsoever.

In my lifetime I have been a teacher and a volunteer fireman, constantly barraged by well-meaning politicians from the city who impose their impersonal ways of life upon us, because they either don’t understand that the “one size fits all” approach is seriously flawed, or they just think we should learn to live like they do. They think we’d be better off.

In no case, we have been better off.

I would urge those in charge to think through the decision to never reinstate the local post office at 12943 again. There is enough anger in this town that the people will not be appeased easily.

Will press also show respect To the Valley News: I address this to each of the editors that contributed to the Editorial "Will the ethics board be the answer?" I thank you, the individual who ranted about it last year to the Board of Supervisors and the Board of Supervisors for attacking this issue of ethics.

While you said many good things in your editorial, you stressed much about openness and to little on individual privacy. I ask you, can you the press honestly be trusted not to reveal an employees name that reports a potential violation of ethics? I really hope so.

Your editorial mentions one must feel comfortable and without concern of retribution when approaching the ethics board but then you insist you want to publish names of direct relatives hired. What if a person is qualified and no rules were violated? You still want to start some controversy by pointing out relatives no mater the case?

If this board is to succeed it must operate “transparent on policy” and in “executive session on personnel matters.” In a county of this size I would bet 8 out of 10 times a relative is the best qualified for a job and that somewhere up the chain they have an influential relative.

First scenario: If the incident took place in the exact same location and circumstances, but instead of the congresswoman being the victim, it was a teenage male working part time at the grocery store and bringing carts in from the parking lot. In addition, let us assume he is the son of undocumented immigrants.

In such a case, he would probably have been attended to at the scene the same way and transported to the same hospital but from there on the situation would likely change.

Because he does not have insurance, he may or may not have gotten the same level of attention. His care would likely have been by the resident house staff and not the staff surgeons.

More importantly, once stable, there would have been a major effort to move him out of the hospital but not likely to a rehab facility since there was no way to pay for the rehab.

Is this the same quality of care?

Second scenario. Let us assume we have one of our local congressmen injured in the same way but that the incident occurred in a small upstate New York town such as Chestertown or Long Lake.

In such a situation, there may have been similar first-aid available at the scene, but after that everything is different.

In this scenario, we are dependent on parttime volunteer rescue squads to respond to the incident. In such a case, precious minutes

are lost getting the squad members to respond and get to the scene.

Of greater concern, however, is that once the squad has responded, we are now looking at a transport time of as much as two hours to get to a trauma center since the closest ones would be in Albany, Burlington or Syracuse.

In this scenario, the reality is that the patient may not have made it to the hospital alive or if they did there would have been substantially more permanent damage before definitive care could begin.

The lesson here is that while we may have outstanding medical care in this country, it is not universally available. From a moralistic point of view, shouldn’t we all have equal access to the same quality of care regardless of our station in life or our income? Why should a congressman get better care than an ordinary American? Likewise, should those of us who choose to live in a rural part of New York have more access to specialty care available closer to home?

As we consider the future of health care for this country there are two questions about our excellent care. Do we make it available equally to all, and can we afford to do that?

The reality is that much of the “best” care we have is not available to all and a lot of it is far too expensive to make it available to everyone. Ultimately, this means that there has to be some mechanism for rationing or allocating the care so that the most people can be provided to the most necessary care. This reality needs to be part of the dialog on health care reform.

The ethics board needs the freedom to operate in a manner to protect, not just those coming forward but those that are innocent of bias and false accusations through ignorance of policy. The statements you published are good examples of what should be addressed, if there is any substance to them and not just from a jealous non-relative who never qualified to begin with. Give the board a chance, give them the freedom they need to set up, operate, perform and recommend.

I, with no relatives in this county, would be pleased to read in your paper an article like; “The Essex County Ethics Board reviewed five cases this week involving hiring policies and workplace abuse. The specific infractions were...( these can be listed as 'a person was hired outside the policy', 'an individual was a victim of gender harassment' , etc).

The board recommended to the Board of Supervisors, the following actions be taken to prevent further violations in these situations...”

The ethics board does not need to use names or even the specific department but they must address factual violation of standards and recommended corrections to the Board of Supervisors. The Board of Supervisors needs to be the main ones in the spotlight and equally transparent. Should they find a department head or another individual has knowingly violated policy they need to act openly (when appropriate) on the recommendations and report those corrective actions taken.

I ask each of you as members of your communities and editors not to handicap what can be a good thing for this county by printing what has not been substantiated just to call the attention to an individual or their families.

No regrets for getting paid To the Valley News: I’m certain the nine journalists from the Valley News editorial of March 5 were hoping for a response and I’ll happily oblige them since I’m one of these “ self servants getting fat on the public dime.” I’m a Councilman in Elizabethtown, but I will only speak for myself with regard to this issue.

I’ve been a volunteer in this town for over 28 years as a volunteer fireman, as a Fire Commissioner, as a School Board member, and now five years as a paid Town Councilman. I have no regrets about being paid to be a Councilman. Contrary to the editorial, I do not believe the pay to be exorbitant. However, it depends on just how much time an individual puts into the job. If an individual only attends the monthly meetings and does little else, then yes, the pay is exorbitant. Our 4 councilman are paid $3822.00 per year and the impact of that on our budget is 1%. There have been no raises in several years, nor should there be.

The nine journalists believe town boards should work for free like school boards, but I disagree. I think school boards should receive a stipend for their time. I was a school board member for 5 ½ years and it was very difficult. More difficult than any other public service I’ve been involved in and there are out of pocket expenses involved such as travel to meetings, both local and county. In my case there was a loss of extra work time on my regular job.

Perhaps journalists should work for free. The press never tires of telling us they represent the public’s right to know, so, if its our right why should it cost money?

John Kennedy and Thomas Jefferson, the two examples put forth who served for free, happened to be very wealthy individuals and presumably had no need for compensation. There is rarely a shortage of persons willing to be President, but the line of folks willing to be a school board or town board member is short. I found myself wondering if any of the nine journalists are in the line.

o, this column was supposed to be singing the praises of our local hoops hero, Jimmer Fredette.

The Glens Falls graduate is the best player in college basketball, and on Feb. 26, he and his Brigham Young University teammates knocked off San Diego State and moved to third in the rankings.

But, that’s not what this column is about.

After perhaps the greatest moment in BYU Cougars hoops history came perhaps the two worst moments.

First, center Brandon Davies was kicked off the team for an Honor Code violation, later reported as having relations with his girlfriend, a violation of the rules at the school run by the Church of Jesus Christ of Latter-Day Saints.

Then, the Cougs lost by almost 20 to New Mexico, sending them from the penthouse to the outhouse in just over 48 hours.

Around here, the Honor Code and the violation have been met with mocking and confusion. How can a kid get kicked off the team for a little loving?

Isn’t boozing and debauchery part of college life?

He’s young, what’s the harm in that? He shouldn’t be suspended.

Actually, he’s lucky to still be in school.

Full disclosure time. In case you don’t know, I am a Mormon. I served a two-year mission in California and lived in accordance with the Honor Code while going to school, not at BYU, at school in Orem, Ut. The Honor Code is a way of life, and everyone who goes to BYU or lives in BYU housing (what I did) knows that - member or non-member. Davies is not a member of the church, but he lived in Provo and knew very well what he was getting into. He made a choice against those rules, and now he (and his teammates and fans) are paying for it.

The Honor Code is based on the church’s beliefs and moral standards. A local radio guy called the rules “archaic” during a radio show recently. I call them eternal.

here are many ways to describe life circumstance. At one end of the spectrum is a welcoming oasis where most of the inhabitants are thriving and in the bloom of vitality and life satisfaction. At the other end of the spectrum is a malignant swamp.

These divergent circumstances can sometimes be found in communities, organizations, schools, the workplace and famiBy Scot Hurlburt lies. While the oasis is characterized by openness, transparency, frequent and comprehensive communication and safety, the swamp is replete with dangerous secrets, sudden unforeseen crises and unprovoked attack.

Live a chaste and virtuous lifestyle (what Davies’ folly falls under); Obey the law and all campus policies; Use clean language; Respect others; Abstain from alcoholic beverages, tobacco, tea, coffee and substance abuse; Participate in regular church service; Observe dress and

grooming standards; Encourage others in their commitment to comply with the Honor Code.

This comes down to a couple things. The first one is a lot like the moral of another column I wrote recently: if you can’t live the standards, don’t go there.

It’s that simple.

The other is not telling me that the way I live my life is archaic. I still strive to live by the standards I have learned in church, on my mission, in school and throughout my life. If you can’t live by the principals listed above, that’s fine and I wish you all the best on your personal path. But don’t tell me the way I live my life is “ridiculous,” and should be “thrown out like all other archaic rules.”

Also, when you make a commitment and you do not live up to it, you’re not just hurting yourself.

You hurt your teammates, your school or organization, your family, your friends and your reputation.

This is on Davies. He signed the Code and committed to live the standards of the Mormon Faith. He made the decision he did, and he has to live with the consequences while BYU fans like myself may be left to wonder, “what if.”

It’s a lesson in being responsible for your actions and for your responsibilities. I applaud BYU for holding to their standards and Davies for stepping up, being a man and doing what he has to to get back on the court next season - sans Jimmer.

And maybe next week I can give Jimmer his due when BYU is advancing in the tourney. Go Cougs!

The swamp is inhabited by many life forms; however, the alligator is the alpha predator in the swamp. The swamp is rich in toxic, self defeating competition, back biting, hostility and silence. The swamp relies heavily on silence to keep the other inhabitants at a state of hyper vigilance and insecurity.

The alligators withhold information so as to keep everyone in the dark; others in the swamp never really know where they stand or what tomorrow might bring which is exactly where the alligators want them to be.

Alligators know that if they can keep information below the surface where only a few other alligators know what is going on, they can totally control what happens in the swamp.

Plans for renovated Noblewood recreation park moving forward Development will add athletic fields, tennis courts over next three years

keith@denpubs.com WILLSBORO — The clearing work has been done, and the town of Willsboro is ready to start work on the new recreation park located at Noblewood.

“We have between 20 and 30 acres that are ready to be used for this project,” Willsboro Supervisor Ed Hatch said. “This will be the beginning of our first phase of the new recreational park located on the Essex Road.”

The town is using a combination of inkind services and grants to help fund the majority of the project, which is estimated to cost $133,484, with $10,000 of that being paid by the town.

Work will begin in May with the renovation of the parking lot and the start of construction on a silt fence, 24-foot entrance to the park and culvert installation.

“Upon completion, the Town Department of Public Works will commence digging for the tennis court facility,” Hatch said. “We have been without quality tennis courts for a while, now, and this will be a great addition to the park.”

Further work includes the creation of a sports field, a baseball field, walking track, volleyball courts, horseshoe pits and a playground. That work will continued through the construction season of 2011.

Secondly, alligators can decide to attack the other immediately, especially if the alligator determines that their prospective prey can offer little defense or struggle.

And once blood is in the water, other alligators may come in to take their bite.

The third alligator response is to mate with another or with another ’s idea. Alligators are especially good at mating with other people’s ideas and then taking credit for them as their own. In doing so they make the ideas of others disappear and with the disappearance of the ideas of others comes the disappearance of the originators of the ideas.

Alligators rely on a well founded propaganda principal which is, if you tell a lie long enough it will become truth.

Given what we know about alligators, we understand their behavior. Explaining alligator behavior among humans is much

shed, timber barrier, benches and signage.

“The park will be available for complete use in September of 2012,” Hatch said.

Hatch added that the town is looking into a second phase for the park, which will include a trail system for nature walks, exercise, cross country skiing and snow shoeing.

“We are currently seeking additional grant funds to aid in the fruition of this second phase,” Hatch said.

Children who find themselves in the swamp are in an especially disastrous situation as they don’t have the option of leaving their circumstance.

Adults can leave a toxic job, marriage or family, most children cannot. Alligator behavior in humans is as common as the rain.

The good news is that humans have the intellect to overcome selfish and cruel behavior.

If you find yourself in a swamp and you can get out, leave. Once you are out, remember what it was like to live in that unhappy selfish place.

If you find yourself discrediting other people’s ideas by isolating or ignoring them, if you find yourself trying to attack or kill others ideas or if you find yourself trying to mate with and to therefore steal the ideas of others remind yourself that these are all gator behaviors.

Take a deep breath and remind yourself, “Don’t be a gator.” Remember all kids count.

Westport developer presents plans to planning board

denpubs@denpubs.com WESTPORT—An attorney, an architect, and a contractor representing the prospective developer of the Treadwell estate in Westport presented their plans for the nearly 1,300-acre property during a regular planning board meeting March 1. The developer himself, Dave Mann of Westchester County, who had appeared in February before the town board, was not present.

Both the planning board meeting and the earlier town board meeting at which Mann introduced himself to the community were wellattended by curious local residents. After the presentation to the planning board, Mann's representatives answered questions from the audience.

Mann's architect, Mr. Dave Carr of the LA Group, displayed plans for the development, "Rolling Hills Farm," which he described as a private recreational club centered around a working farm. He said that development would be limited to the 61.8 acres lying east of Route 9N/22 and north of Camp Dudley Road.

The remaining land, which is protected through easements held by the Nature Conservancy, would be left for farming.

The plans call for 37 new buildings, which together would contain 99 living units, including 33 cottage duplexes and a large three-wing "Manor House" with 10 units in each wing. In

addition, a centrally-located educational center would offer members instruction in maple sugaring and baking as well as a supply depot where members could pick up farm products.

In opening remarks, planning board chairman Bill Johnston emphasized that no application for a special permit had yet been made, and that the town board would have to amend the town's land use law before any application could be made. Pending the amendment, Carr's attorney, Timothy R. Smith of Lake Placid, said he hoped to have a draft application ready for the planning board meeting at the end of March.

Once the planning board deems the application complete, the board has 20 days to determine whether the project will have significant environmental impact. If the board decides there will be no significant impact, they then have up to 62 days to hold a public hearing on the project, and then another period of up to 62 days after the public hearing to approve or deny the permit, or to approve it with conditions.

If all goes well, Johnston said, he and the planning board would hope to proceed with these steps long before the 62-day time limits are up. He also said that Smith, who has served as attorney for the Lake Placid-North Elba joint planning board, “has expressed his intention to deposit funds in escrow to cover legal and other technical costs to the town associated with reviewing the project.”

School alums return for 32nd time to play in Tanneberger tourney WESTPORT — The 32nd annual Dr. Thomas Tanneberger Memorial Alumni Basketball Tournament will tip off Saturday, March 19, in the Westport Central School gymnasium.

The tournament brings together graduates of all ages, whether still living locally or around the country, to participate in the alumni basketball tournament and help raise funds for the Tom Tanneberger Memorial Scholarship Fund.

“This marks the 32nd anniversary of the Memorial Basketball and Golf Tournaments held each year in remembrance of Dr. Thomas Tanneberger,” according to the Web site, www.tanneberger.org. “Each year a graduating senior that has demonstrated academic and athletic excellence is awarded a $2,000 4-year scholarship in Tom's name. In

addition, an alternate receives a $250 award.

Tom excelled in academics as well as athletics. This scholarship fund and tournaments held each year to support the fund are a fitting tribute to Tom's memory.”

The tournament consists of four games featuring men’s teams consisting of alumnus from different graduating classes (previous years kept teams together by decades, and before that there was even a faculty/staff team). There is also a women’s game held between the men’s consolation and championship games.

The first men’s game will take place at 1 p.m., with a halftime skills and drills show by kindergarten-through-second-grade biddy basketball players.

The second game will take place at 2:15 p.m., with a halftime game feature third- and fourth-grade biddy basketball players.

The men’s consolation game will take place at 3:30 p.m., with a game between fifth-

and sixth-grade biddy basketball players at halftime.

The women’s game will start at 5 p.m., with a foul shooting contest for students in grades seven through nine at halftime.

The men’s championship game starts at 6:15 p.m., with a tenth through 12th grade three-point shooting contest taking place at halftime.

Along with the tournament, there will also be the annual Westport Volunteer Fire Department Spaghetti Dinner, which will take place in the school cafeteria starting at 5 p.m.

Admission for the tournament is a recommended donation of $4 for adults, $2 for students and free from preschool.

Run For Hope set for March 19 in Keene, Elizabethtown ELIZABETHTOWN — The 31st annual Doc Lopez Run for Hope to benefit the Cystic Fibrosis Foundation is scheduled for Saturday, March 19.

“This event was started in 1980 by Dr. Robert Lopez, a local veterinarian and running ‘guru,’” Sue Allott, event organizer, said. “Kick into spring with a run, walk or the spirit of volunteering and/or donating to the Cystic Fibrosis Foundation.”

The 12.1-mile course begins at the intersection of Route 9N and Route 73 in Keene at 9 a.m. and ends at Elizabethtown-Lewis Central School.

Registration starts at 8 a.m. at ELCS and 8:30 a.m. at the Keene Library.

Allott said that she hopes to have bus transportation available from registration in ELCS to the start of the race in Keene.

The 3.1-mile course and 1-mile walk begin at ELCS at 9:30 p.m., run west toward New Russia on route 9N and end at ELCS. Registration opens at 8:30 a.m. at ELCS. Medals will be awarded for the top three finishers in each of 10 categories for the 12.1-mile and 3.1-mile events. Certificates will be awarded to all finishers.

Water bottles are available for the first 100 entrants. A post-race buffet will be held at ELCS. The registration fee is $20 for adults, $10 for K-12 students and $50 for families. ELIZABETHTOWN — Elizabethtown Community Hospital’s auxiliary is accepting registrations for its upcoming bowl-a-thon.

The fundraising event is taking place at Willsboro Bowling Lanes on Saturday, April 2 from noon to 6 p.m.

Registration requires a $20 minimum donation and includes participation in two games, bowling shoes, eight tickets for the event’s prize raffle and a donation to the auxiliary. Participants who donate over $20 will receive two extra raffle tickets for each additional $5 donated. People are encouraged to solicit sponsorships from friends, family, co-workers or local businesses to increase their donation.

Individuals that register will be placed on a team.

Many local businesses have donated gift certificates or other prizes for the raffle. “Our local businesses, as always, have been very generous by donating items,” said Diane Bouchard, event organizer. “We have received some really nice prizes.”

Winners, losers in VIC transition Partners reflect on new ownership of former APA centers

andy@denpubs.com (Editor’s note: This is Part Five of a five-part series on the current status of the Visitor Interpretive Centers, which were operated by the Adirondack Park Agency from 1989 to 2010.)

RAY BROOK — When the state Adirondack Park Agency (APA) transferred ownership of its Visitor Interpretive Centers at Paul Smiths and Newcomb to two colleges on Jan. 1, not everyone escaped the transition unscathed. For the most part, however, many of the key players say there is a happy ending to this story.

During this five-part series, officials interviewed for these stories were asked one final question: “Who were the winners and losers of this transition?”

Answers were recorded from Paul Smith’s College, which now owns and operates the Paul Smiths VIC; the State University of New York College of Environmental Science and Forestry (SUNY-ESF), which now owns and operates the Adirondack Interpretive Center (formerly known as the Newcomb VIC); the Adirondack Park Institute, the VIC friends group since 1989; the Adirondack Center for Writing, a new tenant at the Paul Smiths VIC; and the APA. First the basics.

Government downsizing: Due to a multi-billion-dollar New York state budget deficit, the APA dissolved its Interpretive Programs Division and successfully transferred ownership of its Visitor Interpretive Centers to two colleges by Jan. 1, 2011. The move was expected to save the APA about $500,000 a year.

Staff: During the 11-month process, four jobs were cut at each facility. Two VIC employees transferred to the APA headquarters in Ray Brook (one of them “bumped” another employee out of his position). Since then, Paul Smith’s College has hired a full-time maintenance person for the VIC, and SUNYESF will hire one full-time staffer (a twoyear position) at the AIC. More seasonal jobs are expected to be created at each facility.

Facilities and programs: The trails remain open at both centers. The Newcomb building is still open to the public, and the Paul Smiths building is expected to be open to the public sometime this year. The API will continue to offer environmental education programs for schools and the public at each building.

Losers “There's no way to sugarcoat it,” said

Paul Hai, program coordinator for SUNYESF’s Adirondack Ecological Center and Northern Forest Institute, “The wonderful people who were doing the work for the Adirondack Park Agency at the VICs.” Hai said the out-of-work employees lost in the short-term and he hopes they will soon move on to other jobs. He had worked closely with these employees since 2003 and speaks highly of the APA and the staff who built the centers and operated them for more than 20 years.

“These places exist because of the people who did the work here,” Hai said. “What those guys created at the interpretive centers is a legacy, and they should be proud of it.”

At the same time, as New York agencies dealt with budget shortfalls by closing environmental education centers around the state in 2010, “environmental education lost,” he said, noting the workforce reduction at APA and Department of Environmental Conservation environmental education centers. “The APA made a tough choice …

We’re really hoping we can lessen that blow by keeping this center open.”

API Executive Director Dan Fitts agrees with Hai about the loss to employees and the legacy they created. He calls the APA’s decision “understandable,” yet he laments the loss to taxpayers who once learned about the wonders of the 6-million-acre Adirondack Park from state workers.

“I sure think the state of New York loses by not being able to fund those areas,” Fitts said. “It was real nice for the state to tell the story of the Adirondack Park.”

While Paul Smith’s College Communications Director Ken Aaron recognizes that the transition created hardship for the people who lost jobs, he sees the state of New York as a winner because the mission of the VICs will be continued under the college’s watch.

“There are no losers,” Aaron said, adding that if the building had gone dark, the story would have been different. “But we stepped forward and that didn’t happen.”

Winners All people interviewed for this story agreed that the communities of Paul Smiths (town of Brighton) and Newcomb both come out as clear winners because the facilities will be open to the public. That means roughly 100,000 visitors will still be making their way to these towns annually (about 70,000 at Paul Smiths and 30,000 at Newcomb), staying at inns, eating at restaurants and shopping. It was a good deal for the local economy, they said.

“The citizens of the Adirondacks are winners,” Hai said, referring to the residents' use of the centers as an educational and recreational resource.

What is the APA’s legacy of the VICs, building a foundation for the future of the VICs under new ownership?

APA legacy is more than two decades of the VICs showcasing the beauty and history of New York State’s Adirondack Park to approximately one-and-a-half million visitors.

Concurrently, the VICs provided environmental programs and services, which reached a multi-generational audience that included over 75,000 school children. The extensive trail systems combined with innovative interpretive services fostered a greater public appreciation for the value of the Adirondack Park to all New Yorkers and citizens of the world.

What is the APA most proud of in regard to its Interpretive Programs Division and operation of the VICs from 1989 to 2010?

We are most proud of the VIC staff for their years of engagement in educating generations of Park stewards and for their outstanding commitment to increasing environmental awareness. Their dedication and commitment enhanced the public’s awareness of Park resources and the Agency’s role in their protection. Staff played an important part in interpreting the Park Agency’s responsibilities for the public and private lands of the Park.

Now that the APA doesn’t have operate to the VICs, how has that benefitted the APA so far? Have you seen a direct financial impact in January? How much money will it save per year?

The Agency successfully transitioned the VICs and met all mandated budget saving mandates. This helped contribute to the overall state goal of reducing state spending.

The Agency did not have to cut back additional staff or resources in its regulatory and legal responsibilities and continues to effectively manage a demanding and complex workload.

In regard to the VIC transition from the APA to the new owners, who are the winners here?

The Agency’s handling of this downsizing is being discussed as a model for other state agencies. Therefore, we see the outcome as a win-win. Working in partnership with SUNY-ESF and Paul Smith’s College, we were able to navigate through complex legal requirements and reach an outcome that resulted in continued public access to outstanding trail systems, nature viewing opportunities and environmental programming.

Who are the losers?

The move will give the not-for-profit group the opportunity to be more accessible and use the theater space for programs, such as the April 19 program with celebrated author Sapphire, according to ACW Executive Director Nathalie Thill.

keith@denpubs.com WESTPORT — Students in Adam Facteau’s business communications class at Westport Central School are getting a chance to learn from the community that may eventually employ them.

The Westport Chamber of Commerce is partnering with Westport Central School to add real-world experience to high school business classes thanks to local business and community leaders.

“They know who the people are that are presenting, and it keeps them engaged in the conversation,” Facteau said. “We had Bruce Ware in here talking about business presentations and I was concerned because it was on the Friday before vacation at 9 in the morning, but the kids were absolutely glues to what he was telling them.”

Facteau said he and Westport Chamber of Commerce President Molly Kasriels of Normandie Beach Club had been talking about incorporating the local business community into the classroom, but it was Dawn Gay who got the ball moving.

“She was the one who said that we needed to sit down and get things rolling,” Facteau said.

“I have always had the idea of working with the students and having a job fair for the students here in the back of my mind,” Gay said.

“There is a tremendous amount of talent in the school, and there are plenty of people in the community who are willing to help and also businesses that are looking for help. This is something that can tie the two together.”

“I am surprised that it is going this well so quickly,” Facteau said. “The conversations that the students are having with the presenters are just taking off, and they are excited to work on the job fair.”

The idea began as a job-fair at the school for

the students and the community to help connect local business with seasonal employees.

“We found that there were certain things that kids were missing in the job world and they happen to fall in line with what we need to teach in this class,” Facteau said.

The goal of the program is to prepare the students for the workforce, connect them to businesses with openings, and give the students a competitive edge for future employment and college applications. Westport businesses are also offering internships through the program.

Presentations on topics ranging from cover letters and resumes to mock interviews and 21st century job skills, with the job fair scheduled for May 12.

“The students will help put on the fair,” Facteau said.

“It’s important for the businesses to reach out to the school and share this knowledge,” Kasriels said. “It benefits the whole community. It raises everyone’s expectations of themselves, and makes our students and our businesses better.”

Ethics board New Dr. at Smith House interviews set Board will vote on members next month

keith@denpubs.com ELIZABETHTOWN — The Essex County Ethics Board is one step closer to reality.

At the Feb. 28 ways and means committee meeting of the Essex County Board of Supervisors, chairman Randy Douglas of Jay said the committee selected to interview candidates for the five-member board would have its reccomendations soon.

“By the time we hold our personnel meeting in March, we should have those reccomendations,” Douglas said.

“We are meeting with the lasy candidate today,” County Attorney Daniel Manning said Feb. 28. “We will have the reccomendations to you soon.”

Board vice-chairman Robert Politi of North Elba said the board was also in the process of hiring the county’s next real property director.

“We have five candidates at this time and we are continuing with those interviews,” Politi said.

WILLSBORO — The Smith House board of directors is pleased to announce the addition of Dr. Anita Vigorito to its staff.

Dr. Vigorito will begin seeing patients at the end of March. In the interim, Elizabethtown Community Hospital Medical Director Dr. Rob DeMuro will hold office hours at Smith House on Fridays for the next six weeks.

Dr. Vigorito will offer patient appointments Monday through Friday beginning April 4. Until now, Smith House has only offered appointments Monday through Thursday.

Dr. Vigorito will be providing primary care services to currently-established Smith House patients. She hails from the Albany area where she has worked a family practitioner for a number of years.

"Smith House is a small, rural healthcare organization serving our local families,” said Nick Muller, board chair.

“We are excited to have Dr. Vigorito join our organization. Her expertise as a family practice physician will help to ensure that Smith House can continue to provide important healthcare services to the families within our community.”

Dr. Vigorito completed her residency training at the University of Virginia Medical Center Department of Family Medicine and is board certified by the American Board of Family Practice. She received her medical degree from the SUNY Buffalo School of Medicine.

When asked about Dr. DeMuro’s involvement in Smith House, ECH Administrator Rod Boula pointed to the organizations’ past collaborative efforts.

“Our board members have a very congenial relationship,” he said. “Dr. DeMuro has worked with Smith House in the past. Our organizations operate with the same mission: providing healthcare to the Essex County area.”

Maroun: Adk Council is “elitist” in its efforts to block ARC development denpubs@denpubs.com RAY BROOK — The fallout of a resolution opposing the fee acquisition of nearly 75,000 acres of land near Tupper Lake and in the southern Adirondacks continues, with one area lawmaker blasting an environmental group’s supposed “elitism.”

Earlier this year, the Adirondack Local Government Review Board unanimously adopted a resolution opposing the state’s impending purchase of former Finch Pruyn lands and acreage near Follensby Pond.

The resolution prompted outcry from one of the region’s largest environmental groups, the Adirondack Council. The group’s executive director, Brian Houseal, said the review board resolution was out of line, alleging the taxpayerfunded organization stepped outside its mandate under the state Adirondack Park Agency Act. But last week, APA Chairman Curt Stiles said the review board was free to comment on issues pertaining to state land acquisitions.

The Adirondack Council also said review board Exectuive Director Fred Monroe should recuse himself from voting on such resolutions, noting that he belongs to an exclusive hunting club that would be removed from the Finch lands should the state follow through with the land purchase.

Monroe has since noted that as executive director, he doesn’t actively vote on review board

Then, late last week, Franklin County Legislator Paul Maroun got into the mix. The Republican lawmaker called the Adirondack Council “elitist.”

“Someone has to start opposing the Adirondack Council’s representatives for the way they treat local governments and local government officials,” Maroun said in a statement sent to area news outlets.

The council had called the review board resolution “shameful” and “baseless.”

Maroun disagrees, noting that he challenges Brian Houseal to put him “out of office” in his next election. Maroun adamantly opposes the state purchase of more land for the forest preserve.

“I am elected to represent my district and the only thing I have heard from most of the constituents from my district is that the state already owns too much land,” he said.

Maroun claims that the state already fails in its duty to properly manage the lands it currently owns. He says there should be no discussion of purchasing additional lands due to the state’s ongoing fiscal crisis.

Additionally, Maroun blasted the region’s environmental organizations for doing “nothing to foster economic growth or prosperity” in the Tupper Lake area.

Maroun says he isn’t against the procurement of “small, unique” parcels – but not “80,000 some acres.”

Meanwhile, Adirondack Council spokesman

John Sheehan said the organization respectfully disagrees with APA Chairman Curt Stiles, who last week said the Adirondack Local Government Review Board can, legally, comment on state land issues.

Sheehan says the council is on “solid ground” in its belief that the review board stepped out of line in issuing its resolution of opposition.

“However, if the chairman believes that the review board is doing something that they’re entitled to do, I don’t think that we need to do anything but disagree on that particular front,” he said.

“It’s something that I think, ultimately, will have to be decided by an independent third party,” Sheehan added. “I don’t think it’s any reflection on Mr. Stiles that the review board has done what it’s done – even though we don’t think they consulted with him in the first place. We respect his opinion, even though we disagree with it.”

Maroun says taxpayers in Franklin County have contributed money to the review board to aid in efforts to lobby Gov. Andrew Cuomo and lawmakers, the goal being to halt the impending fee acquisitions.

The land is currently held by the Adirondack Chapter of the Nature Conservancy. Officials with the organization note that some 90 percent of the lands in question are located in towns that previously approved the state’s purchase.

Maroun, in the interest of being “totally transparent,” revealed that he belongs to the River Ridge Hunting Club, located on the Follensby tract of land.

keith@denpubs.com CLINTONVILLE — For the 19th year, students at AuSable Valley Central School will take to the stage for three evenings of music, drama and entertainment.

The AuSable Valley Players will present “Bye, Bye Birdie” in the AuSable Valley High School auditorium at 7:30 p.m. on Thursday, March 17, Friday, March 18 and Saturday, March 19; with an additional performance on Sunday, March 20, at 2 p.m.

“This is the 19th musical production for the AuSable Valley Players,” Diane White, advisor for the production said. “The 50-

plus cast and crew is comprised of AVCS students in grades three through 12.”

White said the rehearsals are going well, and that the cast and crew are anxious for opening night.

“Rehearsals are in full swing and all aspects of the show are coming together,” White said. “This years show is directed by Matthew Stanley, with vocal direction by Steven Collier, music direction by Dr. Karen Becker, and I am working with the choreography. The show is sure to be sensational.”

ST ARMAND — Multiple fire departments were on the scene of a structure fire in the town of St. Armand yesterday.

Firefighters from the Bloomingdale, Paul Smiths-Gabriels, and Saranac Lake volunteer fire departments were called to the scene at about 7:30 a.m. Tuesday.

Soon after, more than 30 volunteers arrived at a log cabin on Dinsmore Way, not far from the River Road in Bloomingdale.

Fire officials say radiant heat from a wood stove sparked the blaze. But the swift response of local fire departments is credited for saving the home, which received minor damage to the floor.

Gerald Willette owns the home, but was away yesterday when the fire started.

Fire departments received assistance from the St. Armand Town Highway Department and Trudeau Sand & Gravel Co. Firefighters were also able to rescue two cats from inside the home.

The Lake Placid and St. Regis Falls volunteer fire departments provided standby assistance.

State Senator Betty Little belongs to the Mandate Redesign Team. She saID the task force is recommending a constitutional amendment to prohibit new mandates.

“The report says first, let’s do no more harm,” she said, adding that a constitutional amendment prohibiting new mandates will “give assurance” to school districts and local governments that the state will no longer pass down the “financial burden of new mandates.”

Little says the report also acknowledges that the “one-size-fits-all” regulatory approach in Albany is outdated and inefficient, creating inequalities among local governments.

For example, health care officials note that some mandates apply to inner-city hospitals but become burdensome when rural health care facilities are forced to implement them.

Likewise, what applies to a city of 100,000 doesn’t always make sense for a village of 7,000.

Little says flexibility is essential in responding to the state’s fiscal crisis.

Saranac Lake Mayor Clyde Rabideau, who previously served as mayor of the city of Plattsburgh, said the proposals put forth by the mandate relief task force don’t go far enough.

“It isn’t enough,” Rabideau said. “And not only that, but you’re not going to see a constitutional amendment on it. It does not, in my mind, make any practical sense given my experience with Albany – I’ll believe it when I see it.”

Prison sentence in abuse case

LAKE PLACID — Officials involved with a grassroots effort to host the Empire State Winter Games are pleased with the outcome of this year’s event.

This is the first time in the history of the games that it was not organized and funded by the state of New York. Instead, a regional coalition of local governments, organizations and private businesses hosted the event – and the results are being hailed as a success.

Jim McKenna is president and CEO of the Regional Office of Sustainable Tourism and the Lake Placid Convention and Visitors Bureau.

“We didn’t really here of too many areas where we had difficulties,” McKenna said.

“Right now, we can say ‘yes, things seemed to go off pretty well.’”

The state Office of Parks, Recreation and Historic Preservation announced late last year that New York could no longer afford to host the popular winter and summer games.

“We know that we had 909 registered athletes at this event,” McKenna said. “We can certainly project some numbers from there, but we have not done that yet.”

Meanwhile, an online auction of Olympic goods donated by area athletes like Billy Demong, Andrew Weibrecht, and Haley Johnson generated over $3,000 for the Empire State Winter Games.

SARANAC LAKE — A local man will serve time in state prison for fondling a young female victim last spring.

62-year-old Steven G. Northrop of Saranac Lake was in Franklin County Court earlier this week, where he was sentenced to three years in a state correctional facility.

Appearing before Judge Robert G. Main Jr. on Monday, Northrop was also sentenced to 10 years of post-release supervision.

Northrop was taken into custody in May 2010 by Saranac Lake Village Police after exposing himself to a 10-year-old girl and fondling her several times. He also barred the girl from leaving his residence and threatened her not to report the incident.

Northrop pleaded not guilty to all charges last September, but in January of this year he changed his plea to guilty on the sole count of first-degree sexual abuse.

Task force suggests halting mandates LAKE PLACID — A task force commissioned by New York Gov. Andrew Cuomo to investigate unfunded mandates has released

Sentences handed down TUPPER LAKE — Judge Robert G. Main sentenced a Tupper Lake man to five years of probation and 180 days in Franklin County Jail.

47-year-old Matthew Connor was charged with DWI in October 2009 following a traffic stop on state Route 3 in the town of Tupper Lake. He had been pulled over for changing lanes without signaling.

Connor pleaded guilty to felony DWI in December of last year. He’ll also pay a $5,000 fine.

Also, a Saranac Lake man will serve 180 days in county lock-up after pleading guilty late last year to fourth-degree criminal possession of stolen property.

25-year-old Gregory Hayward will also

serve five years of probation and pay restitution in the amount of approximately $3,100. He must also pay a fine totaling $2,500.

Lee finds Saranac Lake ‘delicious’ SARANAC LAKE — New York Gov. Andrew Cuomo’s girlfriend loves Saranac Lake.

Pay attention to new codes SARANAC LAKE — Spring is just around the corner and temperatures are slowly rising, which means building season is approaching.

Contractors across the North Country are getting ready for the snow to melt, and with that in mind, officials are reminding builders to take note of updates to the New York State Uniform Fire Prevention and Building Code and the New York State Energy Conservation Construction Code.

Saranac Lake Village Code Enforcement Officer Tom Worthington said all new construction and additions – as well as repairs and alterations to existing buildings – are subject to the newly-revised state codes, which took effect late last year.

“With building season on the way, we feel it is important for homeowners and contractors to understand and prepare for the changes to the Uniform Code and Energy Code,” he said in a prepared statement.

Worthington said contractors need to pay particular attention to the state’s new energy code.

The revised codes also affect roofing projects, Worthington adds.

The changes aim to increase the energy efficiency of existing buildings, saving owners money over the long haul. But, as Worthington notes, that also means higher up-front costs.

“While I support the goal of increasing energy efficiency of existing buildings, I am concerned about how this code change will affect building owners who need to make emergency repairs to roofs,” he said. “I would have liked to see some exception for emergencies.” Worthington added.

A letter to the President TUPPER LAKE — A Franklin County lawmaker reached out to President Barack Obama this week with a pair of recommendations on

Valley News - 25 how to hold the line on gasoline prices and make the country more energy efficient.

Paul Maroun, the Republican who represents Tupper Lake and Santa Clara on the Franklin County Board of Legislators, wrote a letter to President Obama containing to recommendations.

Maroun said increasing gasoline prices have a particularly negative effect on the North Country.

“In my rural upstate New York area people cannot get to work, health care facilities, places of worship or grocery stores with cars,” he wrote. “There is no mass transportation like the subway in New York or the metro in Washington, D.C.” In his letter, Maroun recommends that the country eliminate the three types of unleaded gasoline currently on the market – “regular,” “super,” and “premium” – and just sell one type.

Additionally, Maroun recommends that all American gasoline companies should be given three years to increase refinery capacities or face “an executive order of price control.”

Gas prices in the North Country have increased some 20 percent over the course of the last year.

Placid soldier dies in Texas LAKE PLACID — A Lake Placid man who served two tours in Iraq was found dead at his Texas home last month.

Officials with the Fort Hood Army Base say Sergeant First Class Shawn Michael Coolidge, 40, was found dead at his residence in Killeen, Texas on Feb. 17.

The cause of death is not yet known.

According to a release issued by the Army, Coolidge graduated from Lake Placid High School in 1989 and entered active-duty service in June 1991 as an MI armor crewman.

Coolidge received the Bronze Star and numerous other awards and decorations, including: the Joint Service Commendation medal; five Army Commendation medals; seven Army Achievement medals; the Southwest Asia Service Medal with two Bronze Stars; and many more.

Army officials say the circumstances surrounding Coolidge’s death are under investigation.

Magro talks to village SARANAC LAKE — The Saranac Lake Village Board of Trustees staged a public hearing on short notice March 7 to discuss the future of the Sears parking lot on Main Street.

Saranac Lake businessman Paolo Magro is finalizing a deal this week with the current owners of the Sears building and adjacent parking lot – Phil Vivlamore and Larry Mullen.

Magro said he’ll pay $885,000 when all is said and done.

The current owners are selling the building and lot after lengthy negotiations with the village fell through last year. Vivlamore and Mullen hoped to strike a new deal with the village regarding the parking lot, which had been open to public use for decades.

But the village balked at an offer to purchase the lot for some $265,000 after their own appraisal assessed its value at just $200,000.

Dawson pleads guilty to DWI charge WILTON — A Former Essex County State Supreme Court Judge plead guilty to the charge of driving while intoxicated last week in Wilton Town Court.

Judge James P. Dawson, 65, was in the Saratoga County town court and was fined $500, had his driver ’s license suspended and must install an alcohol-sensor ignition interlock after pleading guilty to the charge.

In addition to the other penalties, he must also attend a victim impact panel.

Dawson was stopped by state police on the Northway in September after another motorist reported that he was weaving back and forth. Police say his blood alcohol level was .27%, more than three times the legal limit.

He was originally charged with misdemeanor aggravated DWI because of the high blood alcohol level but was allowed to plead guilty to the lesser charge of DWI on the condition that he not get into additional trouble over the next year.

Dawson served as Essex County Court judge from 1992 to 1994 and as Supreme Court justice for the county from 1994 to 2008. He was working as a per diem judicial hearing officer for the state at the time of his arrest.

He has a law firm in Elizabethtown.

City ranks 25th in magazine analysis PLATTSBURGH — The city of Plattsburgh has been named one of the most successful small cities in the country by Site Selection Magazine.

Plattsburgh ranked 25th among the best micropolitan cities, all of which have populations of 10,000 to 50,000 people.

According to the publication, the ranking was based on new industrial facilities and significant investments.

Excluding Plattsburgh, the remaining New York small city in the top 25 was Batavia was the only other small city in the state to be ranked, which tied for ninth place. Thomasville/Lexington, N.C., was ranked number one.

Owens labeled ‘Centrist’ PLATTSBURGH — Congressman William L. Owens, DPlattsburgh, was recently identified by the National Journal as being 44 percent liberal and 56 percent conservative, making him the eighth-most conservative Democrat in Congress. The National Journal founded its ranking on a summation of 93 key votes in 2010, which labeled Owens a centrist.

Owens replaced Congressman John McHugh in a 2009 special election, filling the remainder of his term with the 23rd Congressional District. McHugh, a Republican, was appointed the new secretary of the Army, by Democratic President Barack Obama.

Sex offender denied appeal PLATTSBURGH — Joseph Reynolds, 32, formerly of Delaware, has held a sex abuse conviction against him upheld for the repeated abuse of a young girl following an appeal.

Reynolds is serving a maximum sentence of 25 years to life following his 2009 conviction for repeatedly sexually abusing and raping a 9-year-old. One charge of first-degree course of sexual misconduct against a child was removed as it was acknowledged by justices as already included in the top charge of predatory sexual assault against a child.

However, the dismissal does not affect Reynolds’ 25-year prison term, which he is currently serving in Great Meadow Correctional Facility, Comstock.

Legislators discuss state budget woes over cereal Laurentian seen as sign of hope

PLATTSBURGH — The financial plight of New York may be bleak, but legislators are hopeful tightening of the purse strings in Albany will bring about much-needed change.

State Sen. Elizabeth O’C. Little, R-Queensbury; Assemblywoman Teresa R. Sayward, R-Willsboro; and Assemblywoman Janet L. Duprey, RPeru, shared their views of the $10 billion budget deficit facing the Empire State during the North Country Chamber of Commerce’s Legislative Forum Breakfast March 4.

New York State has to be fixed through tough actions, said Little during her address of nearly 200 people last week.

“Everyone knows that change has to happen,” Little said. “People are no longer talking about the high taxes in New York State. They’re using their feet to move out of New York State and to take their money, their business, their wealth elsewhere.”

One of the keys to turning the ship around will be to make state government more business-friendly, said the senator, reducing or eliminating state mandates that can have a devastating effect on businesses.

“Everybody always talks about the taxes in New York State and we do have a lot of taxes — we’re ranked right up there near the top when you combine income, property, sales tax and all of that,” said Little. “I actually think that for many businesses it’s the regulations that are the killer ... They may be good ideas, but they should not be a mandate. They should not be required.”

“Our business climate has to improve,” Little continued. “That’s the way we’ll make the businesses here more workable and happier to be here. And, that’s the way we’ll continue to attract new businesses.”

Making sure the North Country continues to be heard in discussions in Albany is also essential to ensuring funding reaches places north of the Capital District, she added.

“We have to really make sure we get the attention we need,” Little said.

“We have smaller numbers, but I think working together and working with our other North Country legislators we have tried to make our points. And, we will continue to do that.”

Though the legislators recognize now is a time where programs critical to the well-being of residents are facing potential cuts in funding, they underscored Gov. Andrew M. Cuomo’s message that the state’s cupboards are bare.

“We’re just beginning to realize there is no money and there are going to be programs we are not going to be able to help out with any more money than the governor has proposed,” Sayward said.

“We’re going to do the very best that we can,” Sayward said.

Duprey agreed, adding she and her colleagues understand the programs they received questions about regarding future funding “all serve a vital role.”

“We hope that we can find a way ... but there is no money. And for every program that gets funded, something has to come out.”

“The message is we cannot do business the way we’ve been doing it in New York State anymore,” Sayward said. “In order for the economy to grow, government has to get out of the way and let the private sector take over as much as possible.”

One good sign for the local economy, said Stephens M. Mundy, chief executive officer and president of CVPH Medical Center, underwriter for the legislative forum, has been the progress made with Laurentian Aerospace Corp. Following the announcement Laurentian has closed on financing for construction of $175 million maintenance, repair and overhaul facility, Mundy said he’s already begun to hear of people looking to relocate to the area, hopeful to land one of potentially 900 jobs over the next few years.

“This past week, we received a call from a cardiac surgery nurse who wanted to know if we had any opening because she was looking at moving here with her husband for Laurentian,” Mundy said. “So, it’s already happening. It’s a great thing.”

Chamber of commerce president Garry F. Douglas referred to a recent survey of the chamber’s membership, which noted 79 percent of businesses expect their business activity to be up this year compared to last year, with another 14 percent expecting business to be steady.

“There’s a continuing message there from the business community that what the economic development community is doing here in the North Country is the right recipe,” said Douglas, “and that while we may be in the midst of a national recession — and we’re simply not immune to that — there is an inherent desire to be optimistic in the North Country.”

Regional planning board gets $60,000 grant Ownes, Gibson pleased with funds

denpbs@denpubs.com LAKE PLACID — The Lake Champlain/Lake George Regional Planning Board received a grant this week from the U.S. Department of Commerce that will be used to establish a planning strategy for economic development in the North Country.

Officials say the $60,000 grant will fund an “economic development planning framework” aimed at supporting private capital investment and job creation throughout the region.

The grant covers roughly 50 percent of the planning investment.

Bill Owens, the Democrat who represents New York’s 23rd Congressional District, said the funding comes at a “critical moment” as the North Country continues revitalizing its economy.

“I am pleased to see funds allocated to support private capital investment and job creation,” he said.

Meanwhile, Chris Gibson from New York’s 20th Congressional District applauded the grant award, noting that the funding gives the regional planning board the necessary resources to foster more private investment in the North Country.

“While the federal government cannot create jobs, we can remove the impediments to growth and help make our region attractive to private job creators,” Gibson said. “I look forward to continuing to work with Congressman Owens on initiatives that will benefit the North Country.”

According to congressional staff, the Economic Development Authority grant supports the “development and implementation” of a comprehensive economic development strategy.

News of the Week Strand renovations OK’d PLATTSBURGH — A Historic Site Review for the exterior work at the Strand Theatre has been approved by the City of Plattsburgh Planning Board.

The North Country Cultural Center for the Arts Board of Trustees, which is directing the Strand project, also received approval for installation of a new membranestyle roof and fire-exit stairways.

Work is expected to be completed in the next few months.

After-school funding cut PLATTSBURGH — The 21st Century after-school program in the Plattsburgh City School District will no longer receive funding beginning in June.

The lack of funding, however, will not mean the end of the 21st Century Learning Center sites, according to local officials.

Pending the availability of any grants or the renewal of the 21st Century four-year grant funding, the district is expected to reapply.

The Learning Center sites include Bailey Avenue, Oak Street and Momot elementary schools, Stafford Middle School and the Ted K. Community Center.

Parent arrested for theft PERU — David M. Parent, 21, Plattsburgh, was arrested by state police March 1 for allegedly stealing $60 in cash from an individual’s shed.

Police allege Parent reportedly took the money from a shed located at 844 State Route 22B. The incident was reported Oct. 8.

Parent was charged with third-degree felony burglary and ordered to appear in Town of Schuyler Falls Court March 3.

Ellenburg Center man, others injured in accident ALTONA — Five people were injured when a vehicle driven by Zachary P. Tourville, 17, Ellenburg Center, entered oncoming traffic March 4.

State police report Tourville was driving westbound on Military Turnpike when he lost control of the vehicle, overcorrected and entered the eastbound lane, hitting a vehicle driven by Kristie A. Cook, 24, Plattsburgh.

Tourville and two young passengers were transported to CVPH Medical Center, Plattsburgh, where they were treated and later released. The names of Tourville’s passengers were not released due to being under the age of 8.

Cook was admitted to the hospital and later released. Tyler Pombrio, 18, Altona, who was a passenger in Cook’s vehicle, was also treated at the hospital and later released.

Tourville was ticketed for driving at an unreasonable and imprudent speed, and failure to keep right.

Lady Blue Bombers win first Class C title

keith@denpubs.com PLATTSBURGH — While it was not the best offensive night in the history of Lake Placid varsity girls basketball, it was the best night in the history of Lady Blue Bombers ball.

For the first time in the 15-year history of the Lake Placid girls basketball program, the Bombers hoisted the trophy as Section

“This team will go down in Lake Placid history,” senior Megan Riley, who scored 12 points to lead her team to the win, said. “We consider ourselves a family and work hard for each other.”

While Riley led the team in scoring, it was Mackenzie Kemmerer who kept the pace for the Bombers in the first half, including a three pointer off a long rebound.

“It was tough, but I jumped up and grabbed it out of the air,” Kemmerer said, who finished with nine points. “We have actually been to at least seven sectional finals in my varsity sports career and it is great to finally win won. We work well as a team and we are playing well, so I think we can make it far.”

“A lot of hard work paid off,” Riley said after the game. “It’s hard when you have so many turnovers, but we knew that we were going to do what we had to do and come out with the win.”

“We knew if we kept the pressure on them and didn’t let them shoot three’s, we had a good opportunity to win the game,” Bombers head coach Frank Johns said after the game. “We got some close shots that we scored on and a couple of breaks. I thought our inside defense was very good.”

“Megan controls the game whatever she does, and the rest of the girls stepped it up,“ Johns said. “Any of them can take over the game if Megan gets doubled or tripled. They

all can do it.”

Ashlee Fairchild and Kelsey Doorey scored four points each for the Lady Knights, while Megan Tedford and Stephanie Egan scored three points, Kerry Cannon and Cara Chapman scored two points and Lyndale Nephew scored one point.

Westport unable to score third straight title, downed by Orange

the rest of her Indian Lake/Long Lake teammates accomplished what they set out to do, scoring a 40-24 win over the two-time defending Westport Lady Eagles at the Plattsburgh State Field House March 4.

are so nice and they are such a great team. It feels great to beat them finally. They are great people and I love them all, too.”

“I think John has done a tremendous job,” Westport head coach Hokey McKinley said after the game. “They are great kids. It’s a joy for everyone involved to see success and share in that success to some minor degree. They have worked hard and they will represent us well from here on.”

Orange head coach John Reynolds said the win was not without having to get past the Westport pressure defense.

“Give them credit,” Reynolds said. “They’re plan was to wear us down and I have never seen my girls so tired. So it was a good plan but I was so glad they were able to keep going. Their pressure got us fatigued and made it hard to get into our sets. When we got into the sets, we were able to get what we wanted.”

The game started in a 0-0 defensive struggle, with the Eagles eventually taking a 5-4 lead.

However, an 11-0 run by the Orange quickly gave them an advantage they would not look back from.

McKinley said that overall, the game came down to the defense the Orange executed better.

“Little defensive lapses that we have were a big difference,” McKinley said. “Their defense was very tough. Every shot that we got was very contested and we didn’t finish well.”

For the Lady Eagles, Christina Sherman scored 10 points, with Willa McKinley adding seven points, Allison Sherman scoring six points and Brendee Russell scoring one point.

Semifinals In the Class D semifinals March 1, the Eagles battled down to the final minute again with the Schroon Lake Lady Wildcats, as Mallory Sudduth hit a bucket to pull the Eagles within one and Willa McKinley hit both ends of a one-andone to give her team a 35-34 lead, which would stand after the Eagles forced a turnover to win the game.

McKinley led the Eagles with 10 points in the game, while Christina Sherman scored eight points, Allison Sherman scored seven points, Nancy Armitage scored four points and the trio of Karlee McGee, Brendee Russell and Sudduth scored two points each.

In the other semifinal, the Orange used a 166 opening half to get past the ElizabethtownLewis Lady Lions by a score of 37-22.

Carley Reynolds led the Orange with 17 points, while Allison Pine scored 16 points, Melony Pierson scored two points and Jessica Bain added two points.

Kearsten Ashline led the Lions with nine points, while Lily Whalen scored eight points, Ashli Canabush and Emily Morris scored two points and Shonna Brooks scored one point.

Red Storm take hockey title from undefeated Eagles Two goals early, one late seal victory for Saranac Lake

keith@denpubs.com LAKE PLACID — From December to February, the Beekmantown varsity boys hockey team was able to get through unscathed.

But it only took one day in March and a team that lived up to the saying: “It’s tough to beat the same team three times in one season,” to change all of that.

The Saranac Lake Red Storm scored two early goals - the first just over one minute into the game - and a third late in the third period to score a 3-2 win against the topseeded Eagles to capture the Section II/Division II title.

“We kept it simple out there tonight,” head coach Will Ellsworth said. “The first two goals, we got pucks to the net. They were the result of faceoffs won in the offensive zone. We wanted to get pucks inside in the offensive zone. We got pucks on the goalie and put pressure on him.”

With just over a minute in the opening period, Nicholas Magro won a faceoff for the Red Storm, which found the stick of Grant Strack.

“I just shot it,” Strack said. “It was great to get a goal early. We knew that if we scored early, we would have an advantage.”

“Just before the game started, I reminded them that if you score the first goal in a playoff hockey game, you are going to put pressure on the other team,” Ellsworth said.

“Got the puck on the net and good things happened,” said goalie Tyler O’Neill. “I think that really gave us some confidence.

Coming out and getting the first goal really helped.”

“I wanted to get it on net and look for someone to get a rebound,” Said McLean.

“It was fumbled a little so I’m thinking it might go in. I saw the light, and it was sweet.”

McLean said it was a great opportunity to get a chance to make an impact in the game.

“As the third line, we are out there to give the other lines a rest and get the puck in deep, and that was my thought,” he said.

Red Storm were then the hunted instead of the hunter and the Eagles were looking to strike.

Brenden Carnright drew first, collecting a rebound off a slapshot by Tavon Ford-Relation and putting it past O’Neill to cut the lead to 2-1 in the second period.

Then, Jordan Barriere and Dalton DeMarco worked the puck around the outside of the Saranac Lake zone, eventually finding Austin Bradish in the crease, who made several fakes and dekes before burying the puck at the 7:54 mark in the third to tie the game at 2-2.

“Austin is an impact player for us,” coach Justin Frechette said after the game.

“Austin can come out an dominate games when he wants to. I thought the boys did a great job battling back.”

With around three minutes to play in the period, Ellsworth called a timeout with the puck in the Red Storm zone to let his Red Storm players catch their breath.

We needed a well deserved rest at that time,” Ellsworth said. “I told them to not grip their sticks as hard, because you can panic in the final three minutes of a game like this.”

“We were working on the faceoff and covering it,” said Matt Phelan. “We had to tie it up and clear it.”

“Coach wanted everyone to drive toward the net, push on for the shot and try to get a rebound,” O’Neill said.

Marco pushed the puck into the Beekmantown zone. After strong forecheck by Barriere got the puck off DeMarco’s stick, it found its way to Phelan.

“I definitely knew he was going to shoot the puck,” Ellsworth said. “I could tell he was going to fire the puck and it was a great decision on his part.”

“I didn’t really think, I just shot,” Phelan said about the shot that would turn into the game winning goal. “I didn’t know it had went in until everyone started yelling.”

The Eagles used their timeout with just over one minute remaining, pulling goalie Kyle McCarthy for the final minute for the extra attacker.

However, the Red Storm were able to clear the puck each time to secure the win.

“It was going to be the little things that made the difference,” Frechette said. “ We just weren’t able to capitalize on all of our opportunities. I think the character of our team all year long has been to continue to battle for 45 minutes. We had the play, we had the shot, and it ended up two inches to the left and hit the goalie in the helmet.”

In the end, Frechette said he could not have asked his team for more.

“They gave me everything they had,” he said. “I asked them before the game to leave it all out on the ice and they did.”

AuSable Valley ladies fall in sectional semifinals to NCCS Cougars

keith@denpubs.com PLATTSBURGH — The shots were there, they just wouldn’t fall.

That was the problem facing Alexis Coolidge and her teammates as the AuSable Valley Lady Patriots dropped a 56-40 loss in the Section VII/Class B finals to the Northeastern Clinton Lady Cougars.

“We were very tentative offensively,” coach Roger Long said after the game. “We got shots, but we really didn’t execute our sets. We Didn’t make the right reads, and that would turn into turnovers. When we made the right decision and had the opportunity, we didn‘t finish.”

Coolidge, who finished the game with 11

points, was unable to connect on a field goal until the 6:50 mark of the third period. While she was able to hit several shots after that, it was a case of too late for the team.

After the game, Long commended his senior captain for doing everything he asked of her throughout the season.

“She really turned the corner in becoming a leader this year,” Long said. “They all had a great year, and every team will finish with a loss except for the state champion. They poured it all out on the court.”

Alexis Facteau added nine points for the Patriots. Savannah Douglas, known more for her defensive prowess, finished her varsity career by scoring eight points, while Kayla Taylor scored five points, eighthgrade point guard Meghan Strong scored four points and Hart scored three points.

Storm fall to Spartans L A K E G E O R G E — I n t h e re g i o n a l round in Lake George March 5, the Red Storm season came to an end with a 10-2 loss against the second ranked team in the state, Queensbury.

The Spartans scored two goals in the first and four in the next two period for the win, while the Storm scored their two tallies in the second 15 minutes.

Devin Darrah and Nicholas Magro each scored a goal with the other tallying the assist on each others goal.

Tyler O’Neill made 32 saves in the net for the Red Storm, while Blake Darrah came on to make 15 saves for a total of 47 saves on 57 shots. The Red Storm got off 21 shots against the Queesnbury defense.

Last week, the U.S. Fish and Wildlife Service declared the eastern cougar to be extinct, Shortly thereafter, our own Joe Hackett received an email from a couple in Mooers who asked to be identified only by their first names, Michelle and Matt. Attached was this picture of a large cat, taken behind their North Country home. This is what the couple had to say: “I took this photo about a week ago. It was taken behind my house in Mooers, NY. It is some sort of large cat that looked to weigh about 90 pounds. It was about 40 yards away from me. Some people that have looked at the picture have said that it is a mountain lion or cougar based on its long tail. What are your thoughts?”

Is the eastern cougar truly extinct?

I t’s a story that most North Country folks have heard, and it’s one that most of us truly want to believe. We want to believe it is true because it makes this place seem wilder, mysterious, and possibly even mythical.

Often, it is a secretive tale about a secretive beast, and yet it is talked about all across the Adirondacks from barrooms to board rooms, and from all points between. We want to believe the story, even though it often involves rumors about secret releases, green group conspiracies, missing radio collars, black-ops coverups and other such

nonsense.

It’s often at this point that the X-Files gets lost the woods; which is the reason why the NYSDEC had to issue a press release last summer to clear the air about a number of internet hoaxs and continued rumors about pictures of dead cougars and other suspicious evidences.

Unfortunately, most storytellers don't realize that no one would be happier than the DEC, to learn that cougars have returned to the Adirondacks.

For many, the presence of large predators such as wolves, bears and mountain lions validates the state of our wilderness. Even if the big cats are really out there, we are still brave enough to travel the woods. If we dare to deny they exist; we are in some odd fashion, denying our own toughness. We are wimps!

Fortunately, we’ll no longer have to worry about it. Last week, the U.S. Fish and Wildlife Service declared the eastern cougar to be extinct. The Ghost Cat can now be removed from the endangered species list.

And if the federal government says it’s true…what a relief! We can again sleep peacefully among the big pines and the rolling hills.

In fact, we haven’t had to worry for nearly 80 years according to government researchers. They claim the eastern cougar subspecies has likely been extinct since the last cat was shot in Maine, way back in1938.

However, what researchers can’t explain is the rash of sightings that are regularly reported from locations all across the northern forests, stretching from New Brunswick to New York and beyond.

"The Fish and Wildlife Service fully believes that some people have seen cougars, and that was an important part of the review that we did," explained Mark McCollough, a Fish and Wildlife Service biologist quoted in a press release.

McCollough headed up the agency’s five-year effort that searched for evidence of a breeding population of eastern cougars. If the big cats were around, there would have to be evidence, beyond blurry photos and stories of screams in the night.

There would have to be scratching poles, and scent mounds and dens, and kits and kills. The big cats are opportunists, surely they would be found in a trap, shot, or photographed by at least one of the thousands of game cameras out there.

Yet, the stories persist. My own family members claim to have seen them. So do many of my friends, and numerous credible woodsmen. Even a couple of the DEC’s own wildlife biologists have witnessed the cats in the wild.

I don’t doubt that all of these people were seeing something, and it obviously looked like a cougar, but where did they come from and where did they go?

Although the US Fish and Wildlife Department couldn’t locate a cougar after searching for five full years, it sure is nice to think that somebody still can. In some odd sort of way, it makes the local woods exciting... and we all need a little more excitement in our lives.
