ELIZABETHTOWN — The Essex County Board of Supervisors is narrowing down the field for its soon to be formed ethics board.

“We are still in the interview stages of selecting an ethics board,” said county board chairman Randy Douglas. “We had 27 people apply.”

Douglas said the interview committee included Westport supervisor Daniel Connell, Ticonderoga supervisor Debra Malaney and Lewis supervisor David Blades, along with county personnel director Monica Feeley and county attorney Dan Manning. ...See ETHICS on page 16

Ag Society announces fair dates, music event WESTPORT — The Essex County Agricultural Society has set the 2011 Essex County Fair dates as Aug. 10-14. They have been busy planning the fair.

The Ag Society sent several members to the New York Agricultural Fairs convention in Rochester. They went looking for some new entertainment and updates on Agricultural Awareness programs and fair regulations. It was a packed weekend of workshops, entertainment and brainstorming with other county fair boards.

One of the new shows will be Allan Scott as Tim McGraw and band coming to the grandstand on Aug. 11. at 7 pm.

The Agricultural Society is also planning a benefit weekend May 13-15 for the American Cancer Society and Fair Buildings improvement. The weekend will be filled with a Music Festival, Car Show and Motor Cycle Rally. There will be vendors, parts swap and craft show. This article appeared last week in most of our publications, and if you didn’t get a chance to read it, please go online, take look and put yourself in their shoes. It’s one of those unique life experiences they will forever carry with them.

I thought to myself several weeks ago, given the severity of the financial woes in the United States, that we might begin to see such large protests erupt here as our government begins to tackle the decisions that must be made to correct our looming debt. Perhaps like you, I was taken aback last week when we saw thousands of protesters storming the capital in Madison, Wisc. over Republican Gov. Walker ’s proposed budget cuts. Now I wonder how soon until we start seeing similar events evolve here in New York and the North Country.

In Wisconsin, the battle lines are clearly drawn between the two political parties; Republican and Democratic. The Tea Party has thrown its support behind Republicans, and I just read that a group of licensed Wisconsin doctors visited the Capitol saying they would write a physician’s note for anyone

• “A new job description was drawn up for a family member who did not place in the top three on the Civil Service Examination.”

• “A family member got hired ‘provisionally,’ before an exam for the position was posted, which sent a message to other applicants that the position had been filled, making it easier for (this person) to place in the top three on the exam.”

• “An employee that would have been fired from any other job is just being moved from one department to another to another because of who they know.”

• “Positions that do not require a civil service examination are almost always given to those with political pull.”

• “People here are afraid they’ll lose their job if they step forward about our abusive department head.”

• “A department head bent the county’s hiring policy to hire someone without a high school diploma.”

ne year ago at this time Denton Publications took on the sensitive issue of Essex County’s hiring practices — more specifically, if nepotism plays a part in the process.

Through news articles and editorials, we shined light on the fact that some families seem to be better represented in the county’s hallowed halls, and that hiring practices may have played a role in that.

Or, at least, that some taxpayers seem to think so.

Specific allegations of abuse — some of which are printed above — began pouring in from readers, perhaps more than we’ve ever received about a given topic.

Apparently fearing retribution, many of these comments were posted online by anonymous authors like “disgruntled,” “seen it all” and “tired of it.”

True or untrue, county leaders seemed to take notice, and they pledged to create an ethics board to remove public perception that political or family bias exists in the county’s hiring procedures.

It now appears the county is finally poised to follow through on its promise and appoint a five-member ethics board at its March meeting.

As we did one year ago, we’d like to applaud supervisors for this initiative.

At the same time, we’d like to go on record as saying the devil will most definitely be in the details if the ethics board is going to have the desired effect.

Since it will be governed by the state’s Open Meetings Law, the board, in our

opinion, should be open to the press and public scrutiny whenever possible. If for nothing else, than to dispel the rumors that propagate when government exists behind closed doors.

It also must be allowed to operate without regard to political influence. A tall order in a county the size of Essex with its history of small-town power politicians and back-room caucuses.

At the same time, county employees must be comfortable with approaching the ethics board without concern for retribution or loss of livelihood.

Those concerns are evident in the statements printed above that we received online following our coverage of potential nepotism.

In these instances, Robert Freeman of the state Committee on Open Government, said the law allows the board to enter into executive session, in the interest of an employee’s anonymity.

Then, board members must be comfortable recommending policy changes that stem from these conversations in open session — even if those recommendations directly impact friends and family of the officials they report to.

Lastly, we encourage the board to divulge to the public what others have successfully kept quiet — when a new employee is a direct relative of a county supervisor or other county official in an influential position.

We say err on the side of transparency, every time.

The fact is there is a lot of skepticism among taxpayers that the creation of this board was nothing more than a knee-jerk reaction to the press coverage that occurred a year ago.

Many feel the ethics board is simply more smoke screen and mirrors, created to appease inquiring minds — perhaps even make it easier to perpetuate questionable practices, under a system ruled by a few.

It is therefore incumbent on supervisors to prove the naysayers wrong. To make the tough changes recommended by the board in an unbiased manner, and to do it in the public eye.

Otherwise, the statements made one year ago by those who actually had a legitimate gripe will again fall on deaf ears.

And it will be back to business as usual.

In my opinion, it’s wrong for teachers to put their self interest before their students, and I believe it is unethical for physicians to issue fake sick notices. To what level will things escalate when both sides dig in their heels? Is winning at all cost the lesson we really want to teach our young?

I fear this is only the beginning of what is shaping up as a season of protests and marches as more groups weigh in on the cuts that must be made across the land.

Here in New York, Democratic Gov. Cuomo, has called for shared cuts in his state budg-

et, but he has also made it clear that special interests groups will be applying significant pressure to the process. Who among us isn’t a “special interest”? How can spending cuts be made if we only cut those items that don’t affect one’s self interest? If you don’t think you are part of a special interest, you are only kidding yourself. Each of us has more than one, even if we aren’t active, and those groups speak for some position or point of view akin to you, your lifestyle or your family. We’ve become a nation of special interests.

Over this past week I’ve received several emails from groups and organizations I am associated with, all asking for my support of their (our) position. In each case, I’ve been very careful in crafting letters urging common sense, restrain and greater under-

standing. So many of the dollars spent by our governments have transitioned from support to entitlements and it’s that feeling of entitlement that now has us trapped in this “win at all cost” environment. At what point does tolerance and understanding enter the equation? Is the elimination of 100 percent of a program’s funding retribution or a wise choice of spending, and if the program was that much of a waste of funds, how has funding lasted this long?

The solution to solve these difficult financial decisions should not rest with those who scream the loudest, threaten retribution or create work stoppages. Our democracy through our elected officials must rise to the occasion and give serious and honest debate to the merits of these programs and show the rest of the world how we can gov-

ern with openness and fairness to all. As citizens of this democracy, we have always known that the freedoms we enjoy come with a heavy price. Shared sacrifice, compassion for those less fortunate, and a return to the values that made this a nation of strength, understanding and opportunity must prevail in the days ahead. If we fail to reach shared compromise, I fear the days ahead are filled with disruptive discourse when we should be focused on constructive growth. Tough choices can’t always be at the other side’s expense.

*Editor’s Note: The following is in response to our editorial about the proposed Adirondack Club & Resort published in the Feb. 19 edition of our publications.

our editorial of Feb. 15 unfairly attacked the Adirondack Council for its participation in the Adirondack Park Agency’s review of the proposed Adirondack Club & Resort in Tupper Lake.

The Adirondack Council has done nothing to delay the review process for the proposed 700-unit resort. In fact, we have been waiting for, and urging, the applicant to bring his final plans to the Park Agency for years now.

In the meantime, we hired a consultant to find sustainable-development grants for the community – an effort that returned nearly $1 million in community development funds directly to Tupper Lake to date.

In 2009, the Adirondack Council spent weeks of its time and thousands of dollars sending a team to every major media outlet in the state. We urged the public to support a Constitutional Amendment that brought a new, reliable electric power supply to Tupper Lake, where blackouts had been common. We were the only private organization to do so. The amendment

was approved by more than a 2-to-1 margin statewide.

In 2007, it was the Adirondack Council that proposed a series of mediation sessions to settle the remaining issues identified by the Adirondack Park Agency as obstacles to obtaining a development permit for the Adirondack Club and Resort. It was the applicants who called a halt to those sessions, despite the progress being made.

If the Council were dead set against the project, we would have no interest in mediation. We would have sought to begin the formal, court-style hearing right away.

That would have ensured a long and costly review. Instead, the Council suggested informal meetings and off-the-record discussions to speed up the review and reduce costs.

We also encouraged the applicants to seek the permits they need from the NYS Department of Environmental Conservation and Department of Health. This, we hoped, would save time and money for both sides by eliminating some of those 10 unresolved issues before the APA’s formal public hearings began. The applicants refused. They still don’t have those permits, so even if the APA were to approve the project today, it could take a very long

Shortly after the mediation sessions started, however, the international economy slowed to a crawl. The bottom fell out of the real estate market. In the Adirondacks, the Front Street development planned for North Creek, which connected the Ski Bowl to Gore Mountain state-run ski center, has yet to get off the ground.

Front Street received all of its permits from the APA, DEC and DOH more than two years ago. Hundreds of homes and several hotels were approved near Route 28, but all remain unbuilt. So, don’t blame the Adirondack Council, or the Adirondack Park Agency, for delays in the permit review. Resort properties just aren’t selling right now.

The Adirondack Council has many members in Tupper Lake, all of whom are concerned for the future of the community.

'd just started a series of columns about life at the Town Shed when I got sidetracked last week by the prospective sale of the Treadwell estate. Check back here for future updates on that story, including a report on the planning board meeting on March 1.

In the meantime, here's a little more detail on my ride in a town plowtruck with Thad Tryon during the snow storm back on February 2. As I wrote a couple of weeks ago, it began with a call from DPW Superintendent Jerry Sherman at 5 a.m., when he called the drivers in to work. Again, school was already cancelled, otherwise the call would have come much earlier, so that the roads could be cleared for the schoolbuses. That may seem like more time than necessary, but keep in mind that each route takes about three hours.

So if plowing starts around 3:30, the roads won't be clear until 6:30 or so, just in time for the buses.

The first few minutes were taken up with

loading material (sand and salt), as the trucks lined up for the loader behind the shed. One recent development is that the material is spread in front of the rear wheels now, unlike the rear spreaders that most of us are used to seeing. This is a big improvement, since now the trucks themselves benefit from spreading the material. Another newer development is that the plow controls, including the wing, are now operated by the driver. Up to a few years ago, our drivers worked with a partner, which they still do in some towns.

Thad's route starts in the middle of town with Stevenson Road. On the way back we turned off for Napper Road and Dudley Road (including Barber Road), turning around at the north end of Dudley Road and retracing our steps to Stevenson and back into town.

Then out to Sherman Road and Merriam Forge Road and back again.

As I said, this took three hours and then I went home—but Thad and the other drivers kept right on going till the storm was over.

want to thank the Christian Women for putting on another great meal this past week on Thursday. I saw a sign advertising this event with dates for March and April so I will make a point of getting the information so I can be a little more proactive in this column about it.

I found that this has been an exciting week nature-wise. I have seen plenty of animals about as they are looking for food, deer, turkeys, fox and several more. Again it was a very conscious thought that brought me to live in Keeseville and such sights as this justify my decision. I want to urge people to be

cautious as animals are more extended now as they are looking for food as their normal sources are quite buried right now. Unless an animal is hurt or protecting young, they are more afraid of us than we are of them and will avoid us and run away if given the chance.

Now is a great time to put out food to help them, just remember that we can’t pick the recipients of our generosity, skunks and such are always a possibility.

For those who want to stay a safe distance yet still admire the local wildlife, I have seen some great illustrations for sale by local artist Speedy Arnold at his convenience store.

Thanks for making a 90 year old gentleman very happy, that would be Bud Cushing as he received many birthday cards and some special telephone calls. His family called to share just how much this was appreciated. Many of the summer people that have summer homes down near the bay area, have enjoyed seeing the animals at the Cushing farm over the years. I learned this past week the Willsboro & Essex Catholic churches could be some of the churches that will not be able to have a priest in the near future that would be a big loss for these two communities. Plans are starting to make some expansion to the community room area at the Senior Housing units. Reports are also around that work will be starting on the old school building this spring. So as the community is look positive in the days ahead, we really need many volunteers that can help us to keep our heritage places open. A great deal of the snow around here has gone down a lot, and that is a relief for many that their roofs will not cave in. It is hard to believe that the Lenten season will start in only a couple of weeks. Things remain busy around here, great movies every other week, all the special events at the Whallonsburg Grange Hall, events at school, the great Coffee House specials and so on.. The big spring event is the 6th annual Diner Theater and supper coming up at the Willsboro United Methodist Church on two weekends in March. A group of fun loving members of the church each year put together a great program that will keep you laughing, and you can also enjoy a good meat loaf meal all for only $10 per person. This is called “March Madness” and will be on the weekends of March 19 & 26 starting a 5 p.m..

his Saturday night, the 26th , Colonel Matthew Moten will give a talk on how the United States ends its wars.

Colonel Moten is a professor of history at the US Military Academy, commonly known as West Point, and is a graduate of that school.

He holds a PhD in history from Rice University and specializes in the history of American military and political relations. The talk starts at 7:30, costs $5 for adults, and will have a question and answer session afterwards. Copies of the colonel’s latest book, “Between War and Peace” will be offered for sale.

My home grown garlic, onions and potatoes are all starting to sprout. I don’t store them at the correct temperatures, which should be cold but not freezing. Some mice managed to get into the potato bin and took a bite here and there, so the whole mess went into the compost pile.

Champlain recently, including a pair that put on a wild aerial courtship display featuring chasing, talon clasping and acrobatic flying.

At first it looked like a pair of ravens, which have a similar display, but the wide white tails identified them as eagles. I did a little reading on eagles, and learned that the female is about 25 per cent larger than the male. Eagles range over most of North America, with the largest birds found in Alaska and the smallest in Florida. They prefer fish as their main food, and will grab them right out of the water with their powerful talons.

They will also scavenge carrion and have been known to carry off deer fawns.

Amy tells me that maple syrup producers in Clinton County are starting to tap their trees, but so far the only activity I see at my neighbor’s is a growing pile of fire wood by their sugar house. The longer days, sprouting vegetables and birds engaging in courtship behavior all mean that spring is on its way.

very parent is looking for experiences that will enrich and protect their children.

Would you believe that one of the best things that you can do to protect your children is to have regular meals with them?

The National Center on Substance Abuse and Addiction at Columbia University conducted a 10-year study of how eating five or meals a week with parents or guardians affected risk taking behaviors among youth.

The study found that youth that did not have frequent meals with their family were three-and-a-half times more likely to have used prescription drugs; three-and-a-half times more likely to have used an illegal drug other than marijuana or prescription drugs, three times more likely to have used marijuana, two-and-a-half more times more likely to have used tobacco products and one and a half times likelier to have used alcohol.

When age is factored into the risk calculus, younger children are at the highest risk when not experiencing frequent family meals together. Twelve- and 13-year-olds who have infrequent dinners with family are six times likelier to have used marijuana, more than four-and-a-half times likelier to have used tobacco and two-and-a-half times likelier to have used alcohol. Fourteen- and 15-year-olds who have infrequent dinners are three times likelier to have used marijuana and two-and-a-half times likelier to have used tobacco. Sixteen- and 17-year-olds who have infrequent family dinners are twice as likely to have used marijuana. Most people’s lives are busy and many children have schedules that would rival an IBM executive.

Still, having at least one meal, five times a week is not impossible. Cooking with my family and friends is one of my favorite things to do.

Cooking offers the chance for everyone to be involved. If you have young children, consider letting them mix up some Bisquick or make some flour based dough.

Let them mix the dough with their hands.

The possibilities are endless with this one bowl of dough. How about rolling out the dough and putting a hot dog inside and then popping it in the oven at 325 degrees for about 10 minutes?

Make it healthy by using chicken hot dogs or a variety of vegetarian, healthy and tasty hot dogs. Or take the Bisquick dough and season it with garlic, cayenne pepper and cook on a baking

The point is that your family can make meals together and even the smallest hands can be part of the action. It doesn’t have to be expensive or unhealthy. In fact, while you’re preparing the meal you can discuss making healthy food choices and why those choices are so important. It can also be a time to discuss what is going on with everyone in the family.

Family meals are definitely not a time to fight or to discuss controversial topics, preserve this time for pleasant discussions, the enjoyment of the meal and the satisfaction in having created something together.

It won’t be easy to manage everyone’s schedules so that regular family meals are possible, but it is a goal worth fighting for.

Yes, you will be protecting your children from higher levels of risk taking but you will also be creating important and indelible family memories. When my daughter was very young, I made Leek soup and in a pinch, used a purple ribbon to tie the leeks together and the soup turned purple. The soup was delicious and my daughter still remembers the day that I served her delicious purple soup.

Youth that do not abuse alcohol, tobacco or drugs before the age of 21 almost never become abusers of these substances later on. If having regular meals with your children could help to protect them from abusing substances, wouldn’t it be worth it?

Ethics Continued from page 1 Douglas said he committee was down to their last few interviews in the process.

“They have one more day left of interviews,” Douglas said. “The day is not scheduled yet, but there are still three candidates that they have to do.”

As for the formation of the board, Douglas said he is hoping for the recommended names to be submitted by the March 7 regular board meeting.

“I’m hoping that they will be able to give us the names to approve at the March meeting,” Douglas said. “That is the plan. If not, then definitely in April.”

At the January ways and means meeting,

Douglas said the county had received applications for the board after local media reported that few people had stepped forward.

The county ethics board will consist of a five member panel who will be charged with overseeing ethics complaints and issuing opinions, according to Manning.

“It will hold hearings regarding ethics violations and issue advisory opinions on ethics issues,” Manning said. “They will field complaints and look into allegations in complaints.

If the board determines merit or probable cause, they will initiate a hearing and make any recommendations regarding county code.”

Manning said the board will have no members who are currently tied to the county.

“No county government official or anyone employed will be on the board,” Manning said.

“As for once the board is appointed, any meeting that can be held legally for public viewing, including the press, will be,” Douglas said. “There may be times they are reviewing possible recommendations for disciplinary actions against a county employee that I would anticipate would have to be held in some sort of executive session.”

KEENE — The Keene Valley Fire Department and local community will come together to help raise funds for a 12-year-old girl in need of a multiple transplants.

A Night For Mikaela will be held this Saturday, Feb. 26, from 4 p.m. until 8 p.m. at the Keene Community Center.

The purpose of the event is to help raise funds for Mikaela Sienkiewicz and her family. Sienkiewicz is in need of a liver and kidney transplant.

“We are looking to spread the word to make this a huge event to help a family in need,” said Beth Pelkey, one of the KVFD members who helped organize the event. “If you personally come and partake you will see what this town is made of, you'll have a blast and you will learn the importance of organ donation.”

The Sienkiewicz family are friends of Lisa

Hudson, a KVFD member who helped organize the event along with Pelkey.

The event will begin at 4 p.m. on Feb. 26 with a snow sculpting contest and prizes.

From 5 p.m. until 6 p.m., there will be hotdogs, hot chocolate, S’mores and music.

From 6 p.m. until 7 p.m., the firemen of the KVFD will have a snowshoe baseball game, with the members being dressed in full turnout gear. That will be followed by sledding, skating and snowshoeing from 7 p.m. until 8 p.m.

“This fundraiser is by donation,” Pelkey said. “Anywhere that you see a fire boot, you can make a donation or share some kind words for this child, and all donations will go directly to Mikaela and her family.”

The boots will be located in the community center and throughout the athletic fields where the snowshoeing and outdoors events will be taking place.

lose your eyes and take a deep breath. Feel a calm fall over your body. Now open your eyes and imagine the beauty you’ll encounter when you cross-country ski through the scenic wilderness of New York State.

Cross-country skiing combines a spirited workout with the tranquility of nature.

Let the blank canvas of a snowy landscape clear your mind, freeing you to flex your imagination (along with some muscles) as you glide through the forest. Whether you go alone or with friends, you’ll see how wonderful and soothing even exercise can be when set in the right atmosphere.

As varied as the people who embrace the pastime, cross-country skiing trails are found everywhere, from rail trails and parks to ski resorts and country clubs.

While there’s a thrill to making the first imprint on fresh snow, beginners usually benefit from learning on groomed trails, which have packed snow and are easier to ski on. In many areas a small fee entitles you to follow an extensive system of trails leading you through a snow-laden landscape, and most areas offer rentals and instruction as well.

Intermediate and advanced skiers, or anyone open to adventure, may prefer ungroomed trails. Ungroomed trails do present some challenges, but when the conditions are good, the opportunities are endless. Most downhill ski areas also have extensive cross-country systems, so downhill and cross-country skiers can enjoy different sports the same day or visit.

Ski centers usually offer equipment rental and other services like certified instruction, which lets you get the most out of your excursion. A one-hour class with a ski instructor provides you with the basic techniques: the classic gripping-and-gliding movement, how to turn, go down a hill and slow down.

Mt. Van Hoevenberg Olympic Nordic Center, part of the Adirondack State Park in Lake Placid, is the flagship center of Nordic skiing. It offers 31 miles of groomed trails and childcare facilities in the lodge.

So, pack a snack, wax the bottom of your skis for a good grip, step onto the snowy carpet, and hit the trails as you glide quietly into a beautiful New York winter!

urling was introduced to North America from Scotland during the French and Indian War when Scottish Highlander troops besieging Quebec spent their idle hours curling on the St. Lawrence River. The Canadians readily took to the game and today Canada is the curling capital of the world with more than one million active participants. The first U.S. curling club was established in 1831 and during the mid-1800’s curling was a regular activity on Central Park Lake in New York City. In the early 1900’s curling began to come indoors

from the lakes as permanent indoor rinks were built throughout the U.S. and Canada.

Elizabethtown-Lewis school board bemoans state, federal cuts

By Keith Lobdell keith@denpubs.com ELIZABETHTOWN — It’s not good, but they are working on it.

While every school board throughout the state of New York is saying just that, the Elizabethtown-Lewis board took time to look at the figures and brainstorm cost-saving ideas at its Feb. 10 meeting.

“It is crazy this year with the money that is coming, or not coming, from the state and federal level,” school superintendent Gail Else said. “The people working on the budgets need all the time they can have to make the decisions that will be needed to be made.”

Under the proposed executive budget of Gov. Andrew Cuomo, the ELCS district stands to lose $393,902 in state aid and an additional $111,806 in federal stimulus funding, which is running out after a two-year program.

“We are not saying that this is what the tax levy increase will be,” Else said. “We are saying that, if we did not spend one more dime than we did last year, this is the situation that we find ourselves in. We are in a dire situation financially, as are a lot of schools.”

“We just wanted to show how the revenues would affect the budget at this point,” business manager Cindy Moody said.

“We are looking at a levy increase of over

15-percent just with the losses in revenue,” board president Bob Wagner said. “We may not have everything at our March meeting, but we should have some kind of accurate if not fully realistic picture that we can work even more with.”

“This is not even looking at the items in the budget that will have to go up this year,” board member Brett Sicola said.

Else said the school is still looking at early options and getting advice and opinions from all sides.

“We still have to gather a lot of information,” Else said. “We are currently negotiating with the teachers on what they see for the

coming year, and BOCES is a big chunk of the budget and one where you have to allow for some elbow room.”

“All the constituents need to write down their suggestions to tell us where they are willing to give and what they need in the budget,” board member Karen Hooper said.

“All the ideas that we get will start to add up eventually.”

Else said the school would start with a pure roll-over budget and see where they needed to go from there.

“It’s not a wonderful picture for us, but it is far better then some of my colleagues are looking at,” she said.

LPCS looks for ways to trim budget

By Keith Lobdell keith@denpubs.com LAKE PLACID — The bleak budget outlook may mean more job losses in the Lake Placid Central School District.

“You have got to look at some human resources,” LPCS Superintendent Dr. Randy Richards said. “I don’t see how we can do this without making those decisions.”

Dr. Richards said last year, the school district cut 13 positions out of the 2010-11 budget, with some leaving by way of attrition and retirements.

“We really can’t afford to cut that many more positions,” Richards said. “There were a few positions that were left on the table after last years negotiations, so we will just have to continue with last year’s work.”

The Lake Placid district is looking at a loss of $220,524 in state aid for the 2011-12 budget year, a decrease of 9.17-percent from 2010-11 levels.

The district is also losing $418,220 in revenue that came through the federal stimulus funding act.

Couple that with increases to health insurance ($299,000), employee retirement system ($32,000) and the teachers retirement system ($74,000) and preliminary figures show that the district is looking at a 4.49-percent increase in expenses (totaling $16,719,888) and a 6.79-percent increase in the tax levy ($14,205,758).

“We are really still defining the direction we want to go in,” Richards said about the budget process. “We will look to bring a recommendation to the board at our next meeting on March 1 and we will look to bring as good of a number as we can to the board and taxpayers.”

Richards said that 75.2-percent of the school budget deals with human resources, but fears that too many more cuts would start to compromise academic integrity.

Richards said that while this year will be difficult, there is no sign that the future outlook will be any brighter.

“Every year from here on in is a big year,” he said. “We expect the next couple of years to be nasty, as well. That’s the problem, and the most upsetting is the themes and finger-pointing that are coming out of Albany.”

Westport FBLA students fare well WESTPORT — The 2011 Future Business Leaders of America (FBLA) Spring District Meeting and Competition was held at the Lake George Forum on Feb. 8.

Ten schools, including 119 students attended the event, including students from Westport Central School, Ticonderoga High School, Plattsburgh High School, Saranac Lake High School and Seton Catholic.

NSA student named finalist for ELCS student makes most of national merit scholarship award model UN experience

By Keith Lobdell keith@denpubs.com LAKE PLACID — Balancing school work and after school activities can be a challenge for any high school student.

For Kathryn Dawson, that includes full days of ski practice and preparation.

Dawson, a senior at the National Sports Academy in Lake Placid, has found the perfect balance, as she has been named as a finalist for the National Merit Scholarship Program.

“I am excited because it comes with the opportunity to get a lot of scholarship money,” Dawson, who is looking at several Ivy League schools, said. “I have everything turned in that I need to have to the committee, now we just wait and see. I’m happy that this would give me the opportunity to pursue the things that I love.”

The National Merit Scholarship is awarded to the top four-tenth of one-percent of students in the country and is based on PSAT and SAT scores, recommendations from a school principal and a personal essay.

Dawson started her schooling at NSA during the winter term of her sophomore year, and then became a full year student for her junior year.

Dawson said that balancing academics with skiing has been a challenge that has come down to learning how to spend time wisely.

“The primary thing is just time management,” Dawson said. “Since the school is oriented around the student-athlete, most of the time that we have is scheduled out. The school does a good job helping us to manage our time and get our school work done as well as practice time and time to work on my skis.”

Dawson said that she enjoys learning languages, including French and Turkish, and is a fan of “anything but history” when it comes to school subjects.

“In college, I want to study the mind,” Dawson said. “I do not know in which way I want to go, but that is definitely the course I want to take.”

Thanks to two years at the Harvard University Model United Nations in Boston, he now has options.

“I was always into politics, but I didn’t know how to deal with the interest until I went to the model UN,” Denton said. “Because of this experience, I have thought more about doing something with government or political science when I go to college.”

Denton, a senior at ELCS, said that the experience has opened his eyes to other students and other cultures.

“There were kids there from at least 12 other countries,” Denton said. “I was interested because the Egypt situation really developed while we were there, and there were delegates there from Egypt, and I am sure that they were very concerned even if they were going to be able to get home.”

This year, Denton was a delegate for the World Wildlife Federation, as a non-government organization delegate. For his work during the event, he was awarded with the Most Outstanding NGO Delegate of the event.

“It is a tremendous experience,” Denton said. “I have learned so much and met so many intelligent people, I am just amazed that I was able to come away with an award.”

Zach Denton Denton said that the level of students at the model UN helped him to work harder.

“There are so many smart and intelligent students there that you have to work together with to get things accomplished,” said Denton. “It really makes you work to get up to their level and it is really eye-opening.”

Along with getting to know delegates from around the country and the world, Denton said that the event was also a chance to learn about delegates from his own back yard.

“We drive down with students from Chazy, so we get to know them a lot more,” Denton said. “A lot of times, the first thing anyone asks them is if they play soccer.”

Perna opens practice in E-town ELIZABETHTOWN — A psychologist with 18 years of experience has opened a practice in Elizabethtown.

Phyllis Perna is now open at her new office located at 107 Hand Ave. in Elizabethtown. Perna and her husband moved to the area four years ago and have been renovating a house in Westport.

Centenarian reflects on the brighter side of turning 100 years old

By Jeremiah S. Papineau jeremiah@denpubs.com PLATTSBURGH — Marion Biesemeyer has witnessed a lot of history in her 100 years of life and she plans to witness a lot more.

Biesemeyer — who spent most of her adult life in Keene and today resides at Meadowbrook Healthcare in Plattsburgh — was born Marion Hempel Feb. 22, 1911 in Germany, where she grew up and completed medical school. Though she grew up in Germany during a time of political turmoil and persecution, Biesemeyer likes to look back at the fond memories of her earlier years.

“I had a very happy youth,” said Biesemeyer, who recalled the simpler times of growing up before inventions like televisions and washing machines became common household fixtures.

“We didn’t have any,” Biesemeyer said of many of the modern conveniences seen today.

Even the automobile — then still very new to the world — was considered more a luxury than a given for families. However, that was of no importance to Biesemeyer.

“I always liked to walk,” she said. “I could outwalk the cars with the many stops they made.”

Biesemeyer said she doesn’t remember her family owning a car when she was growing up, let alone going through the rite of passage many teenagers go through today — driving the family car to practice for a driver license test.

“It cost money,” Biesemeyer said of owning

“And, I think fuel was too expensive to waste on a little girl who didn’t know what she was doing,” said added, laughing.

It wasn’t until she moved to the United States several years later with her now late husband, Walter, that she owned her first automobile.

However, that wasn’t the only major change in Biesemeyer’s life. During the beginning of the Nazi occupation of Germany in 1939, Biesemeyer and her husband, a Swiss architect, fled

to France, and eventually to the United States.

It was a time in her life that Biesemeyer doesn’t like to talk about but one that also saw the denial of her German medical degree because her mother was Jewish — something that wasn’t rectified until she was 90 years old.

Biesemeyer does like to reflect on her voyage to America, however, crossing the Atlantic Ocean on a huge oceanliner.

“It was like living in another house and looking out at nothing but water,” said Biesemeyer, laughing again.

The country that seemed like another world away held much promise for Biesemeyer and her husband, who eventually settled in Keene and purchased an old house and two guest cottages on East Hill which they established as “The Mountain House.”

“I never tired of the old mountain house,” said Biesemeyer. “It stood at the end of a great

meadow ... I always liked the meadow, with lots of flowers in it.”

The house doubled as both the Biesemeyer family home and as a lodging business which still exists today, run by Biesemeyer ’s son, Robert. After the unexpected death of her husband from a brain tumor in 1953, the family matriarch found herself solely operating the lodging business for a number of years. Though, it was something that didn’t feel like a business to her, said Biesemeyer’s daughter, Anne Bailey of Plattsburgh.

“She really liked living upstairs, because there was a balcony where she had a great view,” said Bailey. “When the guests would come over from the other cottages, she would know she needed to go to the kitchen and get their meals or just come down to say hello.”

“It was an easy way to earn a little extra money and keep the house in top shape,” Biesemeyer said of running the business.

Having the mountains all around her also led her to discover a passion for skiing and mountain climbing, both of which she did well into her eighties and credits toward her longevity.

And, just as she enveloped herself in the natural beauty of the Adirondacks, Biesemeyer also immersed herself in the local community, teaching French and Latin for the Keene Central School District, serving on the district’s board of education and being on the boards of directors for the local library and hospital.

“I just enjoyed it,” Biesemeyer said humbly of her service.

“She always tried to help wherever she could,” said Bailey.

Though she felt much reward from serving her community, Biesemeyer credited the love and support of her children — which also include her eldest son, Peter, who lives in Malone — for the happiness in her long life.

“I have a great family around who has watched me to make sure I don’t get into mischief. And, I could easily get into mischief,” said Biesemeyer, smiling.

Moten to speak at Grange WHALLONSBURG — The Grange Lyceum series announces a talk by Colonel Matthew Moten, author/editor of a new book, “Between War and Peace: How America Ends Its Wars,” a collection of essays by 15 of the country’s leading military historians — including Andrew Bacevich, Ira Gruber, Roger Spiller, and Theodore Wilson.

Col. Moten will speak at 7:30 p.m. on Saturday, Feb. 26, at the Whallonsburg Grange Hall, 1610 NYS Route 22, at the corner of Whallons Bay Road. Moten will answer questions after his talk and sign copies of his book, published last month by the Free Press, a division of Simon & Schuster.

Tickets are $5 for adults and free for those under 18; the admission fee will go to support future programs at the Grange.

“Library stacks bulge with treatments about particular wars, battles, generals, and armies,” Moten explains in his Introduction, “yet historians have largely neglected the

course of events leading to a given war ’s conclusion and its consequences for the peace that followed.”

Moten’s book examines conflicts from the American Revolution to the Gulf War of 1991.

“For most of its history, America has been successful in its wars,” he said, “but the endings of those conflicts have brought about unforeseen and unwanted consequences.”

Colonel Matthew Moten is currently Deputy Head of the History Department at the U.S. Military Academy at West Point, where he has been teaching since 2002. A West Point graduate, he servedabroad in Germany, Kuwait, and in Iraq in 2005. While assigned to the Pentagon, Moten was aspeechwriter and legislative advisor to General Eric Shinseki, then Army Chief of Staff.

SARANAC LAKE — On Saturday, February 12, at the Saranac Lake Winter Carnival the Mountaineers Rugby Football Club hosted its 43rd annual Snow Bowl. Participants included members from Mountaineers Men’s club, Mountaineers Old Boys (MOB), Paul Smiths College, Plattsburgh State University, and the Adirondack Barkeaters U19 Boys RFC. Despite knee deep snow, a spirited contest was held ending in sudden with a breakaway try by Joe Hockey during injury time.

First time rugby experiences were enjoyed by Barkeater rookies Wesley Gay, Atlas Manning, and Jake Hubbard of Willsboro, along with Louis Scaglione of Elizabethtown.

Barkeaters rugby practice begins this Wednesday and Thursday evening at the Willsboro Central School gymnasium at 7 p.m.

SUNY-Environmental Science and Forestry keeps Newcomb VIC open Name, mission changed at former APA center

NEWCOMB — A couple dozen people crowded the R.W. Sage Jr. Memorial Trail sign on Sept. 24, 2006. Rays of sunshine penetrated the rustling fall foliage, and the wind howled through the forest while Adirondack Ecological Center (AEC) Director William Porter and Adirondack Park Agency (APA) Chairman Ross Whaley welcomed the public to the newest trail at the APA Visitor Interpretive Center (VIC).

This was a shining example of the close bond between the APA and the State University of New York (SUNY) College of Environmental Science and Forestry (ESF).

The VIC was built on 236 acres in the Huntington Wildlife Forest, managed by the college, which also owns and operates the AEC less than 2 miles away. Whaley is a past president of SUNY-ESF, based in Syracuse. And the man they were honoring on Sept. 24, 2006 — Richard “Dick” Sage — was the AEC’s associate director until his death in August 2002. He was the person who picked the location for the APA’s Newcomb VIC in 1985.

But has Dick Sage really left the building?

As Porter was finishing his comments at the 2006 ribbon-cutting ceremony, a small tree crashed to the ground in front of him. As they removed the tree, many nervously commented that Dick Sage was watching over them that day — the heart and soul of the Adirondack Ecological Center making his presence known at the interpretive center he helped build. The VIC opened in October 1990.

Vision for the AIC The APA transferred the building to SUNYESF on July 1, 2010 and handed over programming on Jan. 1, 2011. With the transition now complete, it’s the job of AEC Program Coordinator Paul Hai to lead the interpretive center through its new life as an ESF facility. That means a new mission and a new name.

“This center is not just for visitors, it’s for everybody, including residents of the Adirondack Park,” Hai said, defending the name change. Hai wanted the name communicate new ownership of the facility, and he wanted people to know that ESF is still at the interpretive center and committed to serving the public with educational programs.

Under the auspices of the Northern Forest Institute — managed by SUNY-ESF and based at the Huntington Wildlife Forest — the AIC will focus less on visitor-information services and more on interpretation. Moreover, Hai and his crew will expand the interpretive mission beyond the natural resources of the Adirondack Park to include programs that will explore science, recreation, natural history and culture.

“We are able to consider a new suite of programs that the APA couldn't do,” Hai said. “We have an opportunity to reach beyond nature …

There are many complex issues in the Adirondack Park, and we want to offer programs to address that complexity.”

Through school field trips, workshops, conferences, programs and special events, the AIC will continue to offer public programming and serve upwards of 30,000 people a year. Yet the flavor of the programs will be more diversified.

Regular programs such as bird walks, packbasket workshops and the summer Huntington Lecture Series will also be teamed with new programs such as a professional development series, gardening series, fly fishing workshops, a “Working Forests Working for You” series, a fall series on animal species that are harvested during hunting season, and a trapping program.

The Adirondack Park Institute — the friends group of the two VICs since 1989 — will continue to offer programs there as well.

In addition, the 3.6-mile trail system has remained open throughout the transition from the APA to SUNY-ESF. The hiking trails are open for snowshoeing and cross-country skiing in the winter. People can borrow the AIC’s snowshoes for free. And there is a connector trail from the Sage Trail to the Great Camp Santanoni trail.

The ownership transition was fairly seamless.

News of the Week Female student attacked on campus PLATTSBURGH — A female student from the State University of New York at Plattsburgh recently reported she was sexually assaulted Feb. 2 by a man she didn’t know.

She reported to University Police she was assaulted while walking between Algonquin and Champlain Valley halls around 11 p.m.

According to the student, the man grabbed her by the arm and touched her breast, buttocks and pubic region through her clothings, before she was able to fight him off.

The attacker is described to be tall, white male, slight facial hair, wearing a black coat, dark-colored winter hat, jeans and work boots.

Anyone with information is asked to contac the University Police at 564-2022.

Police solicitation a hoax ALBANY — The New York State Police is warning the public of a telemarketing phone scam where the callers indicate they are calling from the Bureau of Criminal Investigation and request money to cover a bad debt or unpaid loan.

The callers have strong foreign accents, and represent themselves to be investigators or officers with the Bureau of Criminal Investigation or Cyber Crime Unit of the New York State Police. The callers request money, stating the money is needed to satisfy a loan, credit card, or cash advance debt owed to a collections company, usually called Advance Cash Net. The phone numbers from which these individuals are calling appear on caller ID as legitimate New York State area phone numbers.

They are not. Additonally, the callers will often provide a legitimate law enforcement address in an effort to gain credibility.

The New York State Police does not engage in any kind of collections practice nor does it solicit or request money be paid regarding any unpaid debts. Recipients of unsolicited phone calls (or e-mails) should not share any personal information, such as birthdates, home addresses, phone numbers, social security numbers, bank account numbers, credit card numbers, or other personal or financial information, without verifying it is a legitimate interest with whom they conduct business.

Reports to the New York State Police indicate these calls have been widely received New York State, as well as Colorado, Arkansas, North Carolina, South Carolina, Florida, California, and Ohio.

Mayor pledges support for Trudeau Institute

By Chris Morris denpubs@denpubs.com SARANAC LAKE — The mayor of the village of Saranac Lake is pledging his support for Trudeau Institute as the organization struggles with a 25 percent loss in revenue.

Reports surfaced this week that Trudeau Institute is beginning to cut scientists and support staff.

The revenue loss is partially due to evaporating federal stimulus monies received through the American Recovery and Reinvestment Act of 2009.

Late last month, Trudeau’s Board of Trustees opted to re m a i n i n S a r a n a c L a k e d e s p i t e ru m o r s t h e i n s t i t u t e would leave as part of a long-term strategic plan.

Mayor Clyde Rabideau said he’s worried about the staffing reductions. “ We ’ re v e r y c o n c e r n e d a b o u t t h o s e w h o l o s e t h e i r jobs,” he said. “We know that anyone who supports a family depends on a job, and we depend on people with jobs to make the community vibrant. Our hearts go out to the people affected.”

“I don’t know the severity of the layoffs, but in any

event the village stands ready to assist Trudeau in any way the village can,” Rabideau added.

Rabideau was among the many elected officials who pleaded with Trudeau to stay in the Adirondacks.

He also said the village can help Trudeau with at least two projects that have the potential to improve the institute’s economic standing – a new access road and an incubator building.

“Right now the access to Trudeau Institute goes right t h ro u g h a re s i d e n t i a l n e i g h b o rh o o d a l o n g A l g o n q u i n Avenue,” Rabideau said. “We thought, with Trudeau, they’d have better curb appeal and better access directly from state Route 3 and there is a way to do that just west of the village line – we’d have to annex some property to do that.”

“But we can also build an incubator building should Trudeau decide that’s the way they want to go and if t h e y w a n t t o s p i n - o ff a n y f o r- p ro f i t e n t e r p r i s e , ” h e added. “We stand ready to help.”

Trudeau’s president and director, Dr. David Woodland, has stated that the staffing reductions and the revenue loss are in no way related to the board’s decision to stay in Saranac Lake.

Redistricting to be subject of forum Saturday

By Jeremiah S. Papineau jeremiah@denpubs.com PLATTSBURGH — The League of Women Voters of New York State is inviting the public to learn more about how redistricting affects their lives.

The nonpartisan coalition is hosting forums across the state to discuss the timely issue of reforming how congressional and state legislative districts lines are drawn. On Feb. 17, Gov. Andrew Cuomo announced the creation of the Redistricting Reform Act of 2011, which establishes an Independent Redistricting Commission to permanently reform how congressional and state legislative districts lines are drawn in New York.

LWVNYS executive director Laura Ladd Bierman said the goal of the forums is to show how redistricting currently works and give attendees the nonpartisan information they need to decide whether they support the current process.

“The presentation is meant for people who know nothing about redistricting. We are going to run through a PowerPoint that we’ve created that explains how it works, what the problems are and what we propose as a league, for changes,” said Bierman.

According to Bierman, the way redistricting is handled currently is “whoever is in power in each of the houses — the Assembly and the Senate — basically draws the line.”

“What has happened, traditionally, is the Senate has been Republican, and the Assembly has been Democrat and they both don’t really care what the other one does,” said Bierman. “So, they pass their bills, even though in the Senate they draw the line to favor the republicans and in the Assembly they draw the line to favor the Democrats.”

“When the Assembly draws the line, they’re going to put a lot of the smaller districts population-wise down by the city, so they’ll

have a lot more districts down there, which is typically more Democratic,” explained Bierman. “If you look at the lines when they’re drawn by the Senate, they typically will put the smaller districts upstate, so they can have more districts upstate, which would mean more Republicans.”

Either body will also draw a line based on whether someone in the current district has challenged an incumbent legislator, said Bierman.

“If they got 46 percent of the vote in the last election, for example, there’s a line usually drawn to get that challenger out of that district,” she said. “What we say is that there’s an incumbency protection plan the way the redistricting plan is right now. It helps the incumbent and it helps the parties that are in power right now.”

The process is one that has been allowed to continue, said Bierman, however Cuomo has gone on record with his frustration for the broken system which “ has prioritized incumbency and partisan interests over democratic representation.”

Regardless of how both houses decide, if the governor finds their decisions are based on partisan politics, he has the ability to veto their decisions, which would then send the matter before the courts for an impartial decision.

“Which is something none of them really want because then it’s none of them deciding where to draw the line,” said Bierman. “We want it to be a totally independent nonpartisan plan.”

The Plattsburgh League of Women Voters will host a forum to discuss the redistricting process this Saturday, Feb. 26, at the Plattsburgh Town Office Building, 151 Banker Road, beginning at 1 p.m.

The meeting will include comments from LWVNYS legislative director Barbara Bartoletti, who will give further background on the political history of redistricting.

Olympians auctioning gear to support winter ESG

By Chris Morris denpubs@denpubs.com LAKE PLACID — A group of local Olympians have teamed up to auction off gear to raise money for the Empire State Winter Games.

During a press conference in Lake Placid Thursday, biathlete Haley Johnson and alpine skier Andrew Weibrecht announced an online auction aimed at collecting funds for the local effort to host the popular sporting event.

They were joined at the table by Jeff Byrne, vice president of the state Olympic Regional Development Authority, and Kris Cheney-Seymour, a former coach and co-founder of Demong Designs.

Byrne explained that local Olympians have donated things like racing suits, jackets, skis, and more to the online auction in hopes of garnering more financial support for the Empire State Winter Games.

"We have a number of local athletes who have provided us with some of their wears – hard goods and soft goods – that they've used in previous years and in the Olympics last year to an online auction site," Byrne said. "The money raised – 100 percent of it – will go to the Empire State Winter Games. We're very excited about it."

Last fall, the state Office of Parks, Recreation and Historic Preservation announced it would no longer be able to host the summer and winter games due to the state's financial constraints.

Less than 24 hours later, officials from across the Olympic region formed a coalition and saved the winter games, hosted annually in Lake Placid.

Municipalities, corporations and businesses have since stepped up to the tune of more than $90,000 to pay for the games, which begin next Friday with opening ceremonies at the 1980 Herb Brooks Arena.

"And really, in a short period of time, we came to the conclusion that an online auction site would be an exciting way to involve the athletes and provide them with the opportunity to give something back," Byrne said.

Haley Johnson, who competed with the U.S. Biathlon Team at the Vancouver Olympics last year, said she was relieved to hear the Empire States Games would be continued.

Johnson, a native of Lake Placid, competed in the games as a youngster – although her first appearance was not as a biathlete, but in downhill skiing.

"It's something I moved away from a little bit since I've been traveling and been on the national team," she said. "But I'm super psyched that it's coming back and it's staying – and that the communities have all come together to form a coalition to keep the Empire State Games going."

"For me, growing up, it was one more race," Johnson added. "As a developing athlete, one more race and every experience and opportunity was really important."

Andrew Weibrecht took the bronze medal in the Super G in the 2010 Winter Olympics.

He said being able to participate in a major event like the Empire State Winter Games was important to his development – and he adds that athletes get to compete on tough, Olympic-caliber courses and at internationally-renowned venues.

The online auction is currently up and running and will continue until the end of the Empire State Games at www.empirestatewintergames.com.

The auction features items donated by Tim Burke, Lowell Bailey and Haley Johnson, Billy Demong, John Napier, and Andrew Weibrecht.

News of the Week Keene town councilman ticketed for deer baiting KEENE — A member of the Keene town council was ticketed for baiting deer in November of last year, according to the New York State Department of Environmental Conservation.

Lawrence Jaques was issued the ticket after an investigaton a month prior found that he had been hunting deer over a pre-established bait pile on Airport Road during the hunting season.

Jaques pled guilty and paid the $25 fine and $75 court surcharge on Nov. 29.

Town supervisor William Ferebee said that he was concerned over the matter, and that it would be addressed at the next town board meeting, which was held on Feb. 22.

Hilz arrested for drug possession MOOERS — Mark R. Hilz, 49, Ballston Spa, was arrested Feb. 18 on Wood Falls Road for an immigration check, when state police reportedly found him to be in possession of morphine and methadone.

Hilz was charged with fifth-degree criminal possession of a controlled substance, a felony; third-degree aggravated unlicensed operation of a vehicle, a misdemeanor; and possessing a controlled substance not in its original container, a violation.

He is due back in court March 3.

Nolan arrested PERU — Casey J. Nolan, 18, Peru, was arrested Feb. 17 and charged with thirddegree criminal mischief, a felony; and second-degree harassment, a violation, in connection with harassment and damaging property.

Rodarte treated after accident BEEKMANTOWN — Victoria A. Rodarte, 28, Plattsburgh was injured and treated at CVPH Medical Center after an accident on Moffit Road, Feb. 17.

Holmes charged with grand larceny PLATTSBURGH — Crystal B. Holmes, 24, Ballston Spa, was arrested Feb. 18 for allegedly failing to return a U-Haul, which was supposed to be returned Feb. 5.

Holmes was charged with fourth-degree grand larceny, a felony. She is scheduled to appear in front of the Town of Plattsburgh Court Feb. 28.

In towns such as Newcomb, Indian Lake, Speculator or Inlet, the sight of moose is no longer considered an unusual occurrence, especially during the early fall when bull moose will cover upwards of 75 miles of territory in the search for a mate.

In fact, moose have become so common in New York State the department no longer tracks moose with radio collars, and they don’t even bother to collect reports of moose sightings. Since first reports began to trickle in back in 1980, the department has collected more than 3,000 sightings. However, the department does still conduct aerial surveys during the winter, when the budget allows.

Sadly, over the 30-plus years it has taken moose to reestablish a viable breeding population in the state, numerous animals have been involved in car accidents. Nearly 60 moose have died due to road kill, while more than 30 have been killed legally. The DEC estimates our moose population is increasing at about the same rate as Vermont’s, with an increase of about 10-15 percent per year.

Several advantageous factors can assist in

the search for moose during the winter. The snow covering serves to reveal their tracks and to expose their trails. The white background also highlights their dark silhouette, which when combined with a more open forest, serves to expose the big animals more than any other time of the year.

Frozen marshes and bogs, and a suitable crust can also provide skiers or snowshoers will easy travel opportunities to cover such terrain during the winter season.

With adequate snow cover, a competent cross-country skier can cover many miles of terrain in a day’s travel, which makes it is entirely possible to cut a moose track or find the heavily trafficked trails near a ‘yard.’ If you discover moose tracks during the winter, it is very likely you can follow them back to their owner.

However, it is important to remember these big animals yard up for both safety and ease of travel. Do not approach close enough to present a threat or otherwise disturb them, for your sake and for theirs.

If you are fortunate enough to locate a moose, it is recommended you observe it from a safe distance and depart before causing any alarm.
