WILLSBORO Ñ Two North Country lawmakers are defending their decision to take pension payments.

Earlier this week, it was reported that Assemblywomen Teresa Sayward and Janet Duprey will retire from office effective Dec. 31 and then go back on the state payroll Jan. 1.

That allows them to collect pension from the State Retirement System while also receiving their pay as members of the state Assembly.

ELIZABETHTOWN — Essex County board of supervisors chairman Randy Douglas said while the county is still looking to create a board of ethics, there has not been enough interest in the form of applications or letters of interest.

Douglas said the county wants to make sure that the committee does not include people who are officially affiliated with a county political party or have business dealings within the county.

The ethics committee would be a five-person board who would investigate possible violations of the new county ethics laws and assign penalties for breaking the laws.

WILLSBORO — The Champlain Valley Film Society will present the film “Easy A,” at Willsboro Central School on Saturday, Jan. 8 at 7:30 p.m. in the school auditorium. Admission for the film is $5 for adults and $2 for those under 18.

Pension From page 1 with watchdog groups like the New York State Public Interest Research Group say constituents have the right to be angry. But Teresa Sayward is defending her decision.

“It’s incorrect in to say our pension diminishes — it does not,” she said. “What diminishes is our death benefit. After you reach 60years-old, your death benefit keeps decreasing every single year. It was also incorrect to use the $75,000 figure — I’ve lost nearly $50,000 in my death benefit. If I die while I’m in office, my husband just gets the death benefit; he’ll never get any of my retirement.”

Sayward says she’s worked more than 20 years for her retirement, both as an Assemblywoman and as supervisor for the Essex County town of Willsboro.

She notes that her pension won’t be very large — less than $40,000 annually. She says she took her pension to protect her husband.

“We were dairy farmers,” Sayward said.

“All he has is social security and the little bit we were able to put aside.”

Sayward says taxpayers may not realize how much personal money she puts into her job as a legislator.

Noting that she covers a large geographical district, Sayward says most of her gas money comes from her own pocket. She also maintains a residence in Glens Falls so she doesn’t have to drive home to the North Country in between legislative sessions.

“It simply was a decision I made to protect my husband,” she said. “And I think families

make decisions like that as you start looking at how you’re going to maintain for the rest of your lives when in fact I do decide that I want to get out of the business and have a few years left.”

Duprey notes that she could have retired from her post as a treasurer 10 years ago.

She also notes that while she’s been criticized for accepting a state pension, both of her opponents in this fall’s election – Democrat Rudy Johnson and Conservative David Kimmel — collect a federal pension.

She too says she filed for the retirement loophole in the best interest of her family.

“Already, my pension is reduced 20 percent, and I looked at that and thought that’s just not much money,” she said. “By retiring — and I took a reduced retirement rate – he will receive a monthly income if I die first. I’ve been married 40 years and elected 35 years of them, my husband deserves something. He’s worked very hard, he worked for the state for 22 years, his state retirement is less than $20,000 a year.”

Sayward notes that accepting a pension and still working isn’t uncommon.

“How many New York State Troopers retire and go back and work as a sheriff?” she asked.

“When a trooper retires and goes back to work, their pension can still increase. Our pensions stop, the state ends its liability. We had a supervisor here in my hometown who was supervisor here before and he worked at the county, he retired and went back to work.

It happens all the time.”

She says whether it is right or wrong, the voters will let her know in two years.

e kinda sorta dodged the big blizzard that hit NYC the day after Christmas, but that howling north wind made an inch or two pile up into a foot or two in places (like the top of my driveway). And some of the town roads were drifting over, too. Even with just a little snow, when it's blowing like that it can be quite a challenge keeping things running smoothly out there.

So here's a timely reminder about the parking ban, which is in effect in town every night from 11 p.m. to 6 a.m. until April 15. I would imagine that keeping the roads clear during and after a snowstorm is hard enough without having to navigate around your vehicle. So, hey, don't forget the guys who drive the plowtrucks for us.

A neighbor who worked for the county once described driving a plowtruck during a snowstorm at night as being "like having the eyeballs sucked out of your head." If you've ever driven at night while it's snow-

ing, you'll have some idea of what he meant, but only some. You've got nice low headlights, after all, and it's still an eyegrinder to drive any distance in falling or blowing snow. The truck lights are high off the ground, which makes the visibility much, much worse. So if driving for a few minutes in your comfy car with low headlights is a challenge, imagine twelve hours in a big truck like that with a massive blade on the front and a heavy wing to worry about.

You've gotta figure the least we can do is keep the way clear for our dedicated town employees to do their job. It's already hard enough, in other words. We don't need to make it harder.

If all this interests you, stay tuned. In future columns, I plan to write a little about life and work up at the Town Shed, or (as it's officially known, the Department of Public Works). It's an important part of our community, and the work that goes on there is all too easy to take for granted.

ow that it's winter, the rattlesnakes of last summer are deep underground in crevasses on Split Rock Mountain, They prefer to be ten or fifteen feet down, where they entwine with one another, often in the company of black snakes (Elaphe obsoleta), which are not venomous. Bluebirds get through the cold nights by huddling together in protected thickets, and wild turkeys separate themselves into groups of males and females. There have been a lot of hawks in Reber lately, but they are probably just passing through on their way further south.

In my mother's hometown in Alabama, there's a small, independent bookstore where I was browsing, and came upon a copy of Kristin Kimball's excellent new book, "The Dirty Life" about her experiences on Essex Farm. I was surprised to see it, but the store manager told me they've sold three copies since it came out. This is not a farming town, let alone a place where

people concern themselves with good vegetables. The produce sections in Alabama grocery stores are tiny by our standards, and CSA's are unheard of. If "The Dirty Life" is selling here, it must be doing well all over.

We observed a family tradition on Christmas Day, which is to attend a movie.

This being Austin, Texas, the theater was not a conventional type with rows of seats, but instead a combination restaurant/ movie house. Low tables take up every other row, and a full menu is offered, along with bar service. Unlike regular restaurants however, , no talking is allowed. In fact, there’s a long warning with the previews that anyone talking or texting will be kicked out without a second chance or refund. Having just observed another tradition, a breakfast of sticky buns and Jones Farm sausages, we were not too hungry, but I love the idea of a theater where beer is served, and the other patrons are absolutely silent.

found it hard to keep my sense of just what day it was over these two ends of the year holidays, especially when the main holiday falls on Saturday. It was hard to get into the routine of the very next day was a regular Sunday, two such weekends in a row and it will take some of us a little time to get back on track. Do hope the youth with a week off can make good use of the hockey rank here on Mountain View Drive. The town crew has done a great job of replacing the old boards around the rank and a few other improvements. As you prepare to turn the calendar for 2011, you are reminded that the Willsboro Heritage calendars are available with some great old pictures of our local history. They are available at the drug store and Village Meat Market for $9 each.

The New Beginnings group treated themselves to a great supper last Sunday evening at the Turtle Island Café. Chief David Martin serves a very attractive and delicious plate, our group found this to be a most enjoyable outing. Reminder that this group welcomes anyone that would like to join us, we are basically at a point in our lives without a spouse, but we still enjoy going out to eat with others. The town wide Holiday decorating contest winners have been announced, the 1st place for $100 went to Mr. & Mrs. Ron Dashau, there were three runner ups, each getting $50 each went to Mr. & Mrs. John Heinemann, Mr. & Mrs. Greg Mitchell, Mr. & Mrs. Richard Lindsay, great job ever one.

This is also a season that we really appreciate a new addition to families, one such pleasure has come for a second time to Jolene & Peter Sayward as they have adopted a second son, he was born Oct. 17th and is named Kevin Joseph, congratulations, we are sure it was a very joyous household this Christmas.

I was pleased to meet Lindsay (Garvey) Gaines and her husband Justin, they were spending the holiday with her parents, a new experience with the North Country weather for Justin, both are doing very well.

I also received a surprise telephone call from a Library student patron from the old school house days, it was Kathryn Preston, she lived with Rona Hams. She is working in the theater world; and has traveled around a great deal, great to hear from her.

McGinn: no concessions from us

denpubs@denpubs.com ELIZABETHTOWN — The chief of the Essex County chapter of the Civil Service Employees Association said Monday that there is absolutely no chance the union will agree to pay freezes or other concessions.

Essex County Chairman Randy Douglas has been calling for the union’s 400 county employees to except a pay freeze for months.

But local CSEA President Mike McGinn told WNBZ that any officials’ dream that includes pay freezes or concessions is nothing more than fantasy.

“I know they’re upset because I won’t come to the table, but I don’t feel I have to,” he said.

“I don’t want to see them freeze it because it’s only going to create hard feelings later in life and it will go to court and they will have to pay us.”

The county had sought to use the passage of national health care as justification to reopen the entire contract. But the argument was defeated in court earlier this year.

Brokered in 2008, the four-year deal between Essex County and the CSEA includes annual 4 percent raises. Officials repeatedly note the

raises equate to an annual $700,000 increase to the county budget.

While county brass has hammered on the union on a weekly basis for refusing to come to the table, McGinn has remained silent.

He said that he can no longer remain quiet and continue to let the county’s lowest-paid employees get pummeled in the press.

“The general membership is upset that they are even asking us to give back out raises,” he said. “4 percent of $30,000 isn’t a lot of money.

Some of the department heads are in the $80,000 range and some are more.”

And the longtime Department of Public Works employee said that pointing the finger at rank-and-file employees is simply a method of avoiding tackling the real waste that is pervasive in county government.

“I feel as a county employee, that if the supervisors just look a little deeper they could find millions of dollars they could save. That’s my stand and it always has been,” he said. “For example, they did a bridge in Keene Valley for $370,000 with only two accesses. For what reason? Because somebody in the neighborhood wanted a bridge.”

Douglas renewed his calls for a union pay freeze Dec. 27.

E-town looks at fiber-optic hook-up

By Keith Lobdell keith@denpubs.com ELIZABETHTOWN — The Elizabethtown town board discussed a number of topics at its Dec. 21 meeting, including whether they would be connecting to the fiber-optic system that is now in place for the Elizabethtown Community Hospital.

The board reviewed and tabled a consideration that would have the town change their Internet, IT and phone services to Chazy Westport Communications/Westelcom, which recently installed fiber-optic technology in town for the hospital and may extend the service to businesses in town.

Town supervisor Noel Merrihew said that the technology, which was put in place for ECH, will also be available to businesses along and near Main Street.

After discussion, the board decided to table

the matter pending further review and discussion.

The town board also tabled a proposed Local Law for a new dog ordinance after the state mandated that towns take over the dog licensing process. The town board had the public hearing on hue Local Law before the regular meeting Dec. 21, and during the regular meeting there lengthy discussion on the matter, after which the ordinance was tabled. The ordinance will be discussed more at the next meeting.

The board moved on a plan to conduct re-assessments on town property on once every two years.

The plan, which is part of a Coordinated Assessment Program (CAP) between the towns of Elizabethtown, Westport and Willsboro, will put all three municipalities on the same timeline for re-assessments and allow them to stay at 100-percent equalization.

“O little town of Bethlehem, How still we see thee lie!” Yet this peaceful setting also applies to Lake Placid this Christmas day. In the center of this village the community is invited to a calm celebration of this long ago occasion.

This is the 14th year Claire Thayer has assembled a team of food preparers and servers to delight the appetites of those gathered for a tasty array of treats provided mostly by the Food Pantry and cooked in the Community Church’s Erdman Hall.

A great variety of meats, fruits and vegetables, salads, desserts and beverages is provided to those gathered in from near and far.

She has a half dozen helpers including small group from Schroon Lake assembled to present an array of their Christmas feast vittles.

Some of those gathered in are 3 generations of a Family gathered for this commemoration from many years ago. It can also be a time of getting better acquainted with neighbors of a century ago while also welcoming new arrivals to the community.

Among the Socialites are a fair number of community Senior Citizens while one may also meet young Folk who left their homes far across the continent in order capture the life and scenery of this little Olympic sports town. One such person is very involved in providing video memories for athletes coming to participate intensely in their sports visit among us.

This year the Birthday of a King occurred on a weekend. That date allowed some celebrants from past occasions to more conveniently journey elsewhere to be with family and friends. The afternoon meeting time also interfered with the plans of some Lady Sliders to participate because their mountain sports event was taking place at the same time of the day.

Pastor Becky Sweet enlightened the gathering of about 65 people with inspiring comments regarding this great celebration. She spoke of our modern life of “plastic” including angels in contrast to the great “glow” of the birth of a boy who is will always be our great King. This brings the feeling of love and warmth to be felt in this gathering and she encouraged us to go out from here sharing all of this with those we meet around the community or on our travels out from here.

Is not this the spirit of Bethlehem in which we gather “And praises sing to God the King , And peace to men on earth!”

Thank you Ladies Claire and Becky for orchestrating this wonderful community gathering on Christmas day.

Dumb book, idea

J

ust when I thought I had already read the most egregious criticisms of youth today, I have again been unpleasantly surprised. A new marksman has young people in his crosshairs. This time, it is not the vitriolic youth speak that might be explained by cross generational differences. This time the attacks are highly personal and they are directed at youth.

Sadly, youth are often the target of unfair and unfounded criticism.

Emory University professor, Mark Bauerlein is the author of “The Dumbest Generation.” The sardonic title, like most monolithic generalizations is ridiculously false.

All elderly people are infirmed, all women talk too much or all politicians are crooked are other examples of meritless generalizations that are patently false. I cannot imagine an authentic reason for penning such a puerile book. Perhaps the author simply sought to provoke readers like me that would then create energy around the book, albeit an acerbic energy, that might translate into book sales. The essential treatise of the book is that young people today are bereft. The author describes youth as “50 million minds diverted, distracted and devoured.”

For every issue, there will always be people at the mean periphery. Especially for those who feel threatened by change that will impact them in ways that are unpalatable. No matter how many detractors

line up against the technology that has changed our world, we will never go back to the days of the buggy whip, nor will we ever return to a time when

By Scot Hurlburt the internet does not play a crucial role in our lives. In fact, youth that are now departing from more traditional learning will in turn, make the internet obsolete one day.

I would suggest that the author should write a book about his generation, if he wants to make a sweeping generalization about a population in America. If he does, he should write about the people that have caused most of the serious problems that we are now confronting. Many people from his generation were savers and were always concerned with making things better for the next generation of Americans. That book wouldn’t be about everyone from his generation but rather the few extremely wealthy Americans that have taken advantage at the average American’s expense.

Given the author ’s obvious bias, I wouldn’t expect that book anytime soon.

Remember, all kids count.

GUESTVIEWPOINT An experiment involving people further troubles me is that these groups have been given special party status against the ACR in legal proceedings. Why do they get special treatment in their attempt to halt the project? Is it because they live and work in Tupper Lake? No. Is it because they pay taxes or raise families here? No. Is it because they are well funded (by contributors who do not realize that they are contributing to repress the North Country economy)? Possibly. Do they really care more about the environment than we do? They think so. Are they more capable of deciding what's best for our future?

Ditto. Tupper Lakers remember when we were promised that a prison was going to be built in town. That meant needed jobs.

Environmentalists said that a prison would not fit our character and that we should try to attract a resort instead. A decade later we have a resort knocking at the door but these same environmental groups now say that it's too big, it's "too" this or “too” that.

Even as the ACR proceeds to the final step of an adjudicatory hearing, environmental groups continue to bring up new issues and objections to the seven year old project with the intent to delay and derail. One such group states that they favor the ACR but just after their terms are met. Sanctimonious is the word that comes to mind.

It's time for more “home rule.” It's time

n last weekend's Adirondack Daily Enterprise (Dec. 18), NCPR columnist Brian Mann made several important observations about the neglected and fragile economy inside the Blue Line. In his piece entitled A vision of an Adirondack Wilderness, with people, he highlights an obvious but often overlooked point that many environmental groups forget or choose to ignore about our Park: it is an experiment that involves people. The central premise around the creation of the Adirondack Park was that people and nature could co-exist and prosper within the boundary penned in blue. Fast forward and most would agree that nature has faired well but those of us who live and work up here are struggling. Communities around the Park are failing and it's time to wrestle control away from paid lobbyists, also known as professional environmentalists, who stifle economic development in the guise of protecting us from ourselves.

I will admit up front that I fully support the proposed Adirondack Club and Resort (ACR) in Tupper Lake. I will not restate the many reasons why I believe that the ACR is the right project for our town. But this project has been through an overly drawn out process. As I studied the ACR issues from the very beginning, I became disillusioned about the motives of the environmental groups as they said one thing in public but did another in private. What

Keene Valley postal meeting set for Jan. 4

By Keith Lobdell keith@denpubs.com KEENE — Businesses and residents in Keene Valley will have the chance to meet with postal representatives Tuesday, Jan. 4.

At the Dec. 14 meeting of the Keene town board, supervisor William Ferebee said the planned community meeting with representatives from the United States Postal Service was postponed for December and would instead be held Jan. 4.

The meeting will start at 4 p.m. for businesses who are interested in gathering information on contract postal units and will continue at 5 p.m. as a public meeting.

Currently, Ferebee said there is a drop box for outgoing mail near the municipal parking lot in Keene Valley, which is currently being picked up twice a day.

As far as measures that the town acted upon, the board opted to change its insurance coverage, but not provider.

The town board voted to change the municipal insurance coverage from Excellus BCBS to Excellus BCBS Simply Blue PPO with the addition of dental coverage at its Dec. 14 meeting.

Mark Crawford, from Burnham Financial, gave a presentation to the board on optional health insurance, comparing the new alternative policy by the Excellus to the town’s current coverage.

Upon review, board members found that

there was a potential to save the town $40,000 in insurance coverage.

A motion to also add dental coverage to the plan was brought forth by town councilman Paul Martin, which concluded with the town still realizing a $30,000 savings over the previous policy.

The board then passed the resolution to change coverage policies by a 2-0 vote.

The town board also passed a resolution that set forth the new town Dog Licensing and Control Law. The law, which was adopted by a 4-0 vote, set forth the town’s practices when it came to licensing and dog control within the town.

All towns in New York State have had to enact new dog licensing procedures after the state said it would no longer be involved in the licensing process, and that it would become the responsibility of towns to oversee their own licensing procedures.

The board additionally extended a resolution of appreciation to Ron Hall of New York State Electric and Gas, after he charged the town $275 for the installation of lighting at the Keene Veteran’s Memorial site.

As part of the project, NYSEG supplied and installed a pole, while the highway department dug a trench for wiring.

Ferebee reported that Hall previously estimated $500 for labor and $100 for the electrical inspection. When the project was finished, Hall submitted a bill of $450 for labor plus the $100, but then said he would donate half his bill to the cause and only charge $275.

Barnes added that she always feels a sense of gratitude from the dogs when they do pull them out of a potentially fateful end.

“They have a special appreciation when you rescue them, you can just tell,” Barnes said.

Once they have taken care of the dog, they will look for a potential adoptive home, which Munoz said is the most enjoyable part of the job.

“The people that we meet that come back with a story about their new dog or a picture and say thank you for helping the, find a dog is the real reward in all of this,” Munoz said.

WESTPORT — Plenty of open spaces are just what these dogs needed.

It is just what Jessica Munoz and Brandy Barnes needed, too, which is why they moved their business, Throwaway Pups, a rescue shelter for dogs, from Rhode Island to Lewis.

“We started branching out on our own and wanted to expand our business, and we just couldn’t do that in Rhode Island,” Munoz said. “We moved here in November of 2009 and after an vehicle accident that held us up for a while, we started fully with the business last spring.”

Munoz said the location and size of the property their shelter is located on in Lewis was perfect for their needs.

“There was some work that needed to be done, but there were already barns and buildings here that we could work with,” said Munoz. “We were able to re-fence the entire back yard and work on the barns to get them to where we needed them to be.”

Munoz said the company has worked with about 200 dogs in the past year, and has worked with even more through their transportation services.

“We help to bring in dogs that shelters are set to get rid of and work to find them adoptive homes,” Munoz said. “We also transport dogs to several other rescues up and down the east coast.”

Sheriff supports new law

PORT HENRY — After over a decade as the head of Literacy Volunteers, director Charlie Gibson will be moving on.

Gibson, who will step down at the start of 2011, said he is doing so in order to move closer to family.

“It’s a difficult decision,” Gibson said. “I have been here for over 10 years, but we have decided to move to Oregon so we can be closer to our family. It’s kind of a life change, but I leave knowing that this is a great opportunity and a great chance for the right person to come into this position.”

Gibson said he is pleased with the work that Literacy Volunteers of Essex and Franklin Counties has done while he has been the director, including the combination of the two counties.

“That is one of the first things that we did when I got here in 2001,” Gibson said. “The ability to combine with Franklin County made it easier to get materials that we needed and to do our reporting to the state. It made everything a little more streamlined for the delivery of our services.”

Gibson said he was also happy with the variety of programs that Literacy Volunteers have been able to offer, including special events like the annual spelling bee in Saranac Lake and the Scrabble tournaments that are held throughout their coverage area.

“We have increased the number of events and we have been able to help more and more people ever year,” Gibson said.

ELIZABETHTOWN — In Essex County, incidents involving moving vehicles and officers on patrol hit close to home.

Now, a new law, which will be enacted on New Year ’s Day, is drawing praise from the county’s head officer.

“Obviously this is something that has been a problem for us because one of our officers was killed during a situation that is now addressed with the Move Over Act,” Richard Cutting, Essex County Sheriff, said.

In 2005, Deputy Sheriff Eric Peter Loiselle was killed alongside the Northway when he was struck after stopping a vehicle for a traffic matter.

Loiselle, along with State Trooper Robert Ambrose and Onondaga County Deputy Sheriff Glenn M. Searles, were used by proponents of the bill to show why the act needed to be passed. The official name of the law is the Ambrose-Searles Move Over Act. “The act basically says that as you are approaching an emergency vehicle that is stopped for whatever reason, you are required to slow down and move over,” Cutting said. “The act states that drivers should use due care when they are going past an authorized emergency vehicle that is topped with its lights on.”

Cutting said the main area of concern for deputies has always been along the Northway.

“As a rule, the Northway traffic is just tremendous,” Cutting said.

“The vehicles are traveling at a high rate of speed and they do not see that parked car as a problem. We owe it to those line officers to do everything that we can do to get the word out and keep them safe.”

Cutting said motorists are now mandated to give stopped emergency vehicles one full lane of room on multi-lane highways, like the Northway.

“You need to move over one full lane,” he said. “Unfortunately, a lot of people feel that if the lane is not free for them, they can just keep going at the same rate of speed and not slow down to take advantage of an opening in the far lane.”

Cutting said the act also extends to two-lane state and county routes.

“On two-lane highways, there is not enough room to give as much space,” Cutting said. “It requires much more caution and drivers need to slow down and give as much space as required, acknowledge the officer is there and try to protect them.”

Cutting said every driver is responsible for the safety of those around them on the roadways, including their own.

“We have a rabbi that comes to the jail that has always said that whether it is the driver or the police officer, you have people who are awaiting your safe return at home,” he said.

New York State passed the Ambrose-Searles Move Over Act on Dec. 22. Failure to abide by the law could result in fines up to $150 and a state surcharge of $85.

Gibson said another way that the organization has been able to showcase their people is through the annual dinner.

“I am very proud of our annual dinner,” he said. “That’s an event where we have the tutors and the students come to Lake Placid and have a night to recognize them and their accomplishments. We award our tutor and our student of the year, and just have a great evening. We had over 70 people at the one this year, and it is just a good event to recognize everyone for all that they have done and just have a good time.”

At the core, though, Gibson said the work could not be done without the volunteers who serve as tutors and mentors.

“They are the organization,” he said. “Without them, there would be no organization. I just want to thank them so much for their time that they give because these days, time is a valuable thing.

“It’s the greatest thing and the highest calling to help someone grow, and that is what these people do,” continued Gibson.

Literacy Volunteers is currently seeking applications and resumes for Gibson’s replacement.

Sears owners look to sell property

By Jon Alexander denpubs@denpubs.com SARANAC LAKE — The owners of Sears in Saranac Lake are seeking to sell their building, the business and the recently-barricaded Main Street parking lot that has roused non-stop controversy for months.

Adirondack Premier Properties owner Margie Philo said Dec. 21 that the owners of Sears, Larry Mullen and Phil Vivlamore, are looking to shed the property because of the fallout surrounding the parking lot’s August closure.

“The owners feel that at this time – with the business climate in village and their difficult experience over the last 16 months – they just felt unwelcome,” she said. “So they decided to list it.”

Vivlamore and Mullen have been locked in a test of wills with village officials for months.

They sought to sell the property to the village for at least $265,000 or negotiate a lease that far surpassed the previous agreement that they inherited when they bought the property 16 months ago.

But unwilling to match their price, the village balked at buying the 100-spot parking lot and it

has remained barricaded to a general public that had enjoyed access to the convenient location for years.

Philo said the 1.41-acre property and the building – including the existing leases with Nori’s Village Market and Edward Jones – are listed at $819,000.

The Sears business is also for sale, but is listed separately.

“They’re very busy with other properties and businesses – and this only being one of them and feeling it wasn’t going very positively – they decided it was in their best interest and probably in the best interest of the town and village, it would be best for a new owner to be there,” she said.

Unlike most local controversies, the Sears’ lot fallout has remained visceral and divisive. Many Saranac Lake residents have called for a community-wide boycott of the business.

Adirondack Premier Properties has received seven inquires since it was first listed early Monday morning. Philo said several site visits are scheduled for this week.

She characterized one of the interested parties as – quote – “a prominent” local business owner, but would not elaborate.

LAKE PLACID — The two Catholic schools in the Tri-Lakes will remain separate for now.

The joint education council of Lake Placid’s St. Agnes School and Saranac Lake’s St. Bernard’s School announced this week that the two religious institutions will not combine.

The education council has been researching a potential merger for months because of plum-

meting enrollments – an issue facing Catholic schools around the state and throughout the country.

“The council has concluded that each school must move forward independently with determination, focusing their energy, attention and resources on developing a model that will best suit their respective communities,” the announcement states.

Officials said parents of students from both schools were vehemently opposed to the proposed consolidation.

Village officials seek cell phone, car idoling rules TUPPER LAKE — The Tupper Lake village board wants to save gas and keep employees on task.

To do so, the board gave tentative approval to a pair of new policies Dec. 20, one that would prohibit village employees from using personal cell phones while on duty, and a second that would make it a violation to leave a village vehicle idoling while not in sight of the vehcle. Officials said employees would be able to communicate over village-owned cell phones and radios, but that they were concerned about personal calls and texting while on duty.

The village is awaiting further examination of the policy by village lawyers before moving on the matters further.

New wood boiler rules enacted ALBANY — A state environmental board has approved new rules to reduce pollution and adverse health impacts from new outdoor wood boilers, which are growing in popularity in rural areas.

State Department of Environmental Conservation Acting Commissioner Peter Iwanowicz likened the regulation of the wood-fired furnaces to switching to cleaner cars equipped with catalytic converters.

New York Farm Bureau President Dean Norton reacted to the news with anger. ! These regulations come at a time when fuel oil prices are skyrocketing and with a harsh winter forecast,” he said.

After a series of public hearings earlier this year, DEC shelved regulations that would apply to existing boilers.

Iwanowicz said revised rules for existing boilers would be presented in public meetings.

The Farm Bureau has pledged to fight the DEC as the agency works to pass the second phase of regulations.

Lower locks shut down by DEC SARANAC LAKE — Officials with the state Department of Environmental Conservation announced the closure of the Lower Locks this week.

Crews with DEC Region 5 in Ray Brook shutdown the locks on the Saranac Lake chain on Wednesday; the locks are closed around this time every year to avoid unsafe situations for users and to prevent damage to the locks.

Operation of the locks in icy conditions in the past was the cause of damage to hoses, hydraulic rams, and the hydraulic control mechanism.

Officials say repairing those damages was costly and prevented boater traffic during maintenance over the busy summer months.

DEC does not officially close the Upper Locks on the Saranac Lakes Chain. They are manually operated and become inoperable when ice forms. Unlike the Lower Locks, there is no hydraulic equipment that can be damaged.

The Lower Locks will be reopened after the ice goes out this spring.

Big Tupper hoping for white New Year to get skiers on the slopes

“I think that some of us may start going back to church here pretty quick,” White said, commenting about the lack of snow at the Big Tupper Ski Resort, which is anxiously awaiting the opening day for its second season under the leadership of Adirondack Residents Intent on Saving Their Economy (ARISE).

“It is very frustrating, to say the least, when you have three straight weeks of coastal storms that go out to sea and miss you almost completely,” White said. “I was hoping I was going to wake up (on Dec. 27) and the forecast would have changed and we would have gotten a decent amount of snow here. We need it desperate-

“That is frustrating to see,” said Jim LaValley, chairman of ARISE. “You see those that do not want or need anymore snow getting it and those of us who want it are wishing that these storms will pull in a little

closer to the main land.”

White said the hill, which is now run as a non-profit by ARISE and does not have snow-making technology, was still six-to-eight-inches below where they need to be in order to open their 28 trails and three lifts

as of Dec. 27.

“I was out on the hill with the groomer this morning and we were still short,” White said. “We just need a little more snow.”

“We took a ride this morning and its thin in spots,” said LaValley.

Owens tours new medical facilites

By Chris Morris denpubs@denpubs.com TUPPER LAKE — Congressman Bill Owens made a brief stop in the North Country this week before heading back to Washington, D.C. for another legislative session.

The Democrat, who represents New York’s 23rd Congressional District, stopped in Tupper Lake, where he toured a pair of new facilities operated by the Adirondack Medical Center.

Before starting a tour of the new, $3.6 million Medical Office Building – located on Stetson Road – Owens quipped that he had enough time Monday morning to squeeze in some cross-country skiing.

AMC’s new medical office opened last February and allows the hospital to offer dialysis and urgent care services to Tupper Lake and its surrounding communities.

“Health care is a highly-regulated field and there was no exception with the dialysis center that we opened up in Tupper Lake,” said Joe Riccio is director of communications at AMC. “You want to make sure everything is running as perfectly as possible and in complete compliance with federal and state guidelines. Congressman Owens was able to help us move the process along on the federal level so that we could up the dialysis center in a timely fashion for our patients.”

Riccio notes Owens helped AMC navigate – quote – “a lot of the bureaucracy that exists within the federal government.”

For his part, Owens was quite pleased with what he saw at the freshly-minted Tupper Lake facilities.

“There certainly in excellent shape and it looks like they’ve got some really good programs they’re putting in place,” he said following the tour. “I think it’s tremendous that we’re seeing these – what I’m going to call – outpatient clinics that are able to bring people in from the local community rather than have them travel 30 to 35 minutes in bad weather like we have for much of the winter. This is a good idea, to have these community health care centers up and functioning in the district.”

During his tour, Owens saw a new medical office building that features nine exam rooms on the ground floor,

which are used for same-day appointments.

The facility also features a treatment room used for patients awaiting emergency room transport.

Patient privacy is a top priority for health care providers, which is why the new building has private registration rooms in the main lobby, Riccio said.

She says the Tupper Lake community has responded positively to the new facilities.

“I think it’s been a very positive response,” said Cythia McGuire is chief operating officer at the AMC. “It really does bring health care much closer to where some of our population is and prohibits them from having to come so far, which I think is excellent. If anything, I think they’d like some more services over here.”

McGuire says AMC is always looking for ways to provide more services to the Tri-Lakes communities, although she wouldn’t get too specific about any new initiatives.

“I feel we’ve been very successful,” McGuire said. “I’d say in the last 12 months we’ve recruited between 15 and 17 physicians. We have a full-time physician recruiter and we’ve been able to fill most of our vacancies. And we’re looking to recruit some more in 2011.”

McGuire notes that attracting physicians to rural areas is an ongoing challenge.

The new Tupper Lake Medical Office Building is also home to satellite offices for Adirondack Internal Medicine and Pediatrics, North Country Family Physicians, and the Adirondack Surgical Group.

‘Sir Zonker’ now available SARANAC LAKE — The 2011 Saranac Lake Winter Carnival buttons are now available. They feature “Doonesbury” cartoonist Garry Trudeau’s illustration of Sir Zonker, made special for this year ’s theme, “Medieval Times.”

The Committee will started distributing them to stores in Saranac Lake Dec. 22. The buttons are $3 each.

The Saranac Lake Winter Carnival Committee will meet at 6 p.m. Wednesday, Jan. 5, in the Board Room of North Country Community College. The public is encouraged to attend.

LaValley said the season is looking a lot like 2009-10, the first year as a re-opened ski area.

“It got off to a late start as well,” LaValley said. “January and February were good skiing months, though, so the season went very well. It looks like this year is shaping up to be a similar year.”

White said while the extended forecast may not be the best for seeing snow fall, the staff was remaining hopeful.

“It looks like there may be some mild stuff on the weekend, but then back to cold,” White said. “We are optimistic that it is going to stay cold and we are going to get the snow that we need.”

“We know it will come,” LaValley said. “It’s just the when that we’d like to know.”

Willsboro, Schroon Lake matchups to open new gym

By Keith Lobdell keith@denpubs.com WILLSBORO — The top two teams in Mountain and Valley boys basketball will take to the court Jan. 5, along with a rematch of a thrilling league opener in girls basketball.

It won’t be just any court, however. The Wildcats will officially cross the threshold into their new home that day.

“We wanted to have a special evening for the first night in our new gym, and this is a great chance to have two good varsity basketball games,” Mary Lou Shaughnessy, athletic director at Schroon Lake Central School, said about the Jan. 5 opening of the school’s new gym against the Willsboro Warriors.

“It’s going to be a competitive game for both our girls and boys varsity teams,” Shaughnessy added. “We will start at 4 p.m. with a girls modified game, followed by the varsity girls game and the varsity boys game. It’s going to be a great grand opening.”

Shaughnessy said the new gym has a new and fresh feel to it, and said the players are looking forward to stepping on the court.

“Everyone is geared up for the night,” she said. “It’s an exciting place for our kids to come out and we are going to have a pep rally in the afternoon of the game and put

Shaughnessy added that the experience will be just as unique for the opponents, starting with Willsboro, as it will for the home team.

“This is a great change for us as well as the visitor,” she said. “In a way, it is sad to see our games in the old gym come to an end, but as that door closes, this exciting new one opens for our program.”

As for the games, the evening will be highlighted by the top two boys teams in the MVAC taking to the floor as Schroon Lake will host Willsboro, who agreed to move the previously scheduled Jan. 4 contest in Willsboro to Schroon Lake for the opening night of the new gym.

Willsboro coach Jim Spring said even though the game was now on the road, that he was looking forward to playing Schroon Lake on a large - albeit their home - court.

“It will be nice to play them on a large floor down there,” Spring said. “I thought it always gave them a little bit of an advantage with that small floor.”

Both Spring and Schroon Lake head coach Dana Shaughnessy agree that defense will be the key to the game.

“The thing that we have taken pride in this year has been our defense,” Spring said. “When we get the turnovers and get the pressure we need, our offense feeds off that.

When we don’t, we just kind of wait on something to happen.”

“We need to keep up the pressure defense,” Shaughnessy said.

“We have a lot of subs, so we can keep the press and the pressure on for just about the whole game.”

“It’s going to be a tough game,” Spring said. “They have a very good team with some real good players. It has always been a good game when Willsboro and Schroon Lake play.”

Both coaches said they will continue to push their team hard leading up to the game.

“We are going to keep practicing hard over vacation and take advantage of any scrimmages we have,” Shaughnessy said.

“We are going to get a game and maybe a scrimmage in to help us prepare for Schroon Lake,” Spring said. “We just need to keep the tempo up and stay on track throughout the week.”

Last season, the teams split their two meetings, with both teams winning on their home floor.

The opening night for the Schroon Lake gymnasium will take place on Wednesday, Jan. 5, with the modified girls game at 4 p.m., followed by the varsity girls game between the Warriors and Wildcats and finished with the varsity boys game.

The week in Sports: girls varsity basketball Lake Placid 48, Peru 45 The Lady Blue Bombers took advantage of big runs in the first and third quarters to hold off the Lady Indians 48-45 Dec. 21.

The Bombers used a 11-9 first quarter and a 15-6 third quarter to help build up a lead.

Megan Riley scored 17 points to lead Lake Placid, while Stephanie Murphy scored 11 points, Danielle Balestrini added nine points and Mackenzie Kemmerer added eight points.

Shonna Brooks, 23, and Kearsten Ashline, 32, each scored 16 points as the ELCS came from behind to beat Crown Point Dec. 22.

Facing a fourth quarter deficit, the Lady Lions stormed back with a 23-12 rally in the final eight minutes to score a win against the Lady Panthers Dec. 22.

The Lady Eagles scored three goals in the first period and two in each of the next two in blanking the Lady Red Storm Dec. 22.

Katey Snyder collected 17 saves for the Red Storm, while Erin Urquhart added 12 saves in the loss.

Saranac Lake scored a goal in each of the first two quarters, then added two more in the third for insurance to beat Norwood-Norfolk Dec. 22.

Devin Darrah bookended the scoring for the Red Storm, scoring the opening goal and the final goal for the team both on assists from Dolan Riley.

Riley added a goal of his own, unassisted, to start the third period, while Matt Phelan added a goal in the second period, also unassisted.

Tyler O’Neill stopped 23 shots on the night to pick up the win.

S. Burlington 2, Saranac Lake 0 Erin Urquhart made save after save fro two periods, but was unable to keep the shutout going as South Burlington scored in the first 30 seconds of the third period on their way to a 2-0 win at the Duke Nelson/Wendy Forbes Memorial Tournament in Middlebury Dec. 27.

Urquhart finished with 34 saves in the game, as South Burlington held a 36-17 shots on goal advantage.

Adam Brown rolled a high game of 197 and a high series of 517 for the Warriors, but it was not enough as Willsboro was swept by Beekmantown Dec. 21.

Dakoda Latford rolled a 494 series with a high game of 188 high game for the boys, while Gabi Yaeger rolled a high game of 172 and a high series of 467 for the girls team, and Alyson Arnold added a 453 series with a high game of 172.

Johnsburg used a 20-9 fourth quarter to erase a Blue Bomber lead and score a victory Dec. 21.

Jacob Daniels scored 12 points for the Blue Bombers, while Will Gronlund added 11 points.

NCCS 7, AVCS 3 NCCS 4, AVCS 0

The Warriors used a 22-9 first quarter to score a Mountain and Valley Athletic Conference victory over the Eagles Dec. 21.

Alex Hamel connected from beyond the three-point arc four times for the second time in as many games as he scored 19 points to lead all scorers.

Clay Sherman added 11 points to the Warriors offensive attack, while Dakota Sayward scored eight points and Clayton Cross added six.

Sean Pulsifer rolled a team-high series of 478 with a 212 high game as the Patriots bowlers dropped a pair of matches to Northeastern Clinton Dec. 21.

For the girls, Katie Holland had a 369 series with a high game of 159.

AVCS 9, Willsboro 1 Willsboro 4, AVCS 0 It was a split night as the Patriot boys and Warrior girls each scored wins Dec. 22.

On the boys side, Jeremy Wood rolled a trio of 200-plus games, scoring a high game of 214 to roll a 618 series for the Patriots. Zach Snow posted a pair of 171 game scores to go with a 509 series, while Sean Pulsifer rolled a 469 series and Josh Taylor rolled a 468 series.

For the Warriors, Adam Robare had a high game of 173 to go with a 467 series, while Dakoda Latford rolled a 461 series.

In the girls match, Alyson Arnold rolled a 181 high game to cap a 464 series in the win for the Lady Warriors.

Emily Mero added a 415 series and Gabi Yaeger scored a 408 series.

For the Lady Patriots, Jamie Cross rolled a 392 series.

Dylan Smith scored a goal in each of the three periods as the Blue Bombers defeated South Glens Falls Dec. 27.

Smith scored on assists from Eddie Kane on all three goals. Kane then added a tally of his own later in the third period, on an unassisted score.

R.J. Reed also tallied an assist on the first goal of the game, while Noah Price made 28 saves in net for the win.

Zach Denton scored six points, with Tyler White adding five points and Andrew Mitchell and Charlie Huttig each scoring three points, while Mitchell collected a team-high six rebounds.

Saranac Lake 72, NAC 19 The Red Storm jumped out to a 41-12 lead at halftime and used a 19-0 third quarter to seal up a win against the Bobcats Dec. 22.

Austin McDonough led all scrorers with 21 points in the game, followed by Robert Bayruns 11 points and 10 points from Jamaal Tuthill.

While the Eagles outscored the Orange 33-27 in three quarters, Indian Lake/Long Lake used a 16-2 second quarter to give themselves enough room to score the win Dec. 21.David Quaglietta and Liam Davis paced Westport with 13 points each, with Will Adams adding seven points.

NCCS 56, AVCS 43 Steven Carder was a force for the Cougars, combining 25 points, 25 rebounds and five blocked shots in a 56-43 win against the Patriots Dec. 22.

The Patriots pulled out all the stops midway through the third quarter, using a full-court press to turn a 30-22 deficit into a 30-30 tie, but the Cougars used a 16-9 fourth quarter to secure the win.

Brody Douglass led the Patriots with 12 points, seven rebounds, four assists and four steals.

Jordan Coolidge added 11 points and five steals, with TJ Burl scoring 10 points to go with six rebounds and three blocked shots and Connor Manning scoring eight points to go with eight rebounds AuSable Valley’s TJ Burl goes for the basket.

Local players receive CVAC All Star status in football, soccer SLCS places five members of CVAC football first team Five members of the Saranac Lake varsity football were joined by four members of the AuSable Valley squad on the first team of the CVAC All-Star team.

Forrest Morgan, a senior for the Red Storm, garnered first team honors in two positions, as a running back and as a place kicker. While Morgan only connected on one field goal all season, it was a big one, a 34-yarder that sealed the regional championship against Section II power Hoosick Falls. Morgan was also named as a second team defensive back.

Senior Austin McDonough scored a first team nod as both a receiver and as a defensive back for the Red Storm along with being named to the second team as a return man, while senior Brian Fortune was named as a first team offensive lineman and defensive lineman.

Senior Sean Ryan joined Fortune as a first team defensive lineman, with senior Chris Dorman being named to the first team linebacker squad.

Senior quarterback Michael Phelan earned

second team offensive honors, while seniors Dalton Demarco and CJ Stewart were named as honorable mention all stars.

For the Patriots, senior Justin Hart was named to the first team as a offensive lineman and as a second team linebacker.

Senior David Thompson scored a first team nod as a defensive lineman, with senior Brennan Parrish being named as a first team linebacker and junior Austin House named as a first team defensive back.

Second team mentions went to senior running back Jordan Bouyea, senior offensive lineman James Braid and junior defensive lineman Chris Lafontaine.

The bridge is still out, but the forest remains

n an article published in the November 1925 issue of Outdoor Life magazine, the renowned naturalist Aldo Leopold wrote, “Our remnants of wilderness will yield bigger values to the nation's character and health than they will to its pocketbook, and to destroy them will be to admit that the latter are the only values that interest us.”

Leopold’s article, “A Plea for Wilderness Hunting Grounds, Outdoor Life,” written nearly a century ago, detailed the importance of preserving the wild character of public lands.

However, it remains as topical in the current day as it was in 1925. Despite massive state budget cuts, the curtailment of numerous programs, an exodus of DEC’s most experienced staffers, and the continued downturn in the national economy; the North Country’s economy has faired fairly well.

The doom and gloom scenarios that many forecasters had predicted did not strike our region as drastically as it has impacted many others.

Maybe all of our snow created a barrier that served to insulate the region from the severe economic swings that struck states

such as Michigan and California.

Last winter, about this time of year, a decision was made to replace the Crown Point Bridge. Following the ensuing explosion, which destroyed the structure, came predictions that the national economy would continue on a downward spiral. In many respects, the forecasts have proven true.

New Yorkers have had to cope with the closures of numerous parks and campgrounds, as school aid decreased dramatically, and roads, bridges and other important infrastructure was allowed to deteriorate.

But despite the economic downturn and possibly, even because of it, evidence indicates that travelers continue to gravitate to natural areas where the opportunities for recreation are inexpensive, readily avail-

However, wild places are also very restorative and can offer a host of benefits beyond the stated economic and recreational factors, including stress reduction, a healthy lifestyle and high quality family experiences.

According to a recent OIA press release, “We see the economy driving people back to nature. This has tremendous implications for health and wellness issues.,” explained Christine Fanning, executive director, “Outdoor recreation is finally being recognized as part of the solution. Our position is that nature should be the first prescription.”

OIA research has also documented a shift in the mindset of many outdoor travelers and identified the growing demand from travelers that are simply seeking peace and solitude, rather than being motivated by high adventure.

We live in a wild place that continues to get wilder, as the rest of the world becomes more domesticated. We have experienced the return of the moose and bald eagles.

Loons still dot the ponds, and peregrine falcons soar over the cliffs. Deer are plentiful, and heritage strains of brook trout remain in remote ponds. There are places where a man, or woman, can still become hopelessly lost. Such is the draw.

Certainly, there remains much to be done. However, from the viewpoint of someone that usually has his boots on the ground, an oar in the water, an eye on the sky, a flyrod in hand or pine needles underneath his mattress; there is no place I’d rather call home!
