SCHROON — The town of Schroon’s spending plan for 2016 comes with a tax hike of nearly 12 percent. For homeowners with $100,000 homes, this amounts to an increase of $43 annually. Two big ticket items include refurbishment of the townowned tennis court and the formation of a new ambulance district. Like other emergency services squads in the region, volunteering rates have fallen off, which means Schroon Lake EMS needs to reorganize in order to start billing.
Reincorporating as a non-profit will allow the squad to hire paid staff for the new townwide district. The $130,000 in appropriations will cover two paid personnel: an EMT and another trained in advanced life support, said Schroon Supervisor Mike Marnell. Volunteers will continue to cover the graveyard shift, from 6 p.m. to 6 a.m. Procedures will be reviewed next year to determine their effectiveness, said the supervisor. “It’s working so far,” said Marnell. Earlier this year, the town was awarded a $197,000 grant to repair the surface of the tennis court, which is cracked and has been repeatedly patched. The town was required to kick in $87,000. Marnell said he understood the decision has generated some consternation in the community. But it’s important to
maintain facilities to attract visitors, he said. “A lot of people don’t play tennis, but a lot of people don’t play golf, either, but we have a golf course,” said Marnell. “If you want to promote a town, you have to have something for people to use and enjoy.” Other notable line items include a $26,315 increase in wages; $16,256 in retirement costs; $39,000 for airport improvements, a $7,000 contribution to a shared boat wash station, $35,000 for a new truck and $10,000 to the town’s medical center. The town also increased their share to the chamber of commerce $2,180 for a total of $20,000. The tax rate per $1,000 in assessed value will increase to $4.33 from $3.90. ELIZABETHTOWN — A local nursing home says they’ve switched administrators and have reviewed all protocols and procedures since they were reprimanded by the state for serious violations that put residents in “immediate jeopardy.” The violations at the Essex Center for Rehabilitation and Healthcare, which were noted in August during a site visit, were for having an ineffective resident elopement system, housing residents with inaccurate risk assessments and not having a quality assurance committee oversee such a system. The center was also dinged for failing to provide proper safeguards against wandering. “I’m saddened that it’s happened, but I’m not surprised,” said Moriah Supervisor Tom Scozzafava. The supervisor lauded the leadership shuffle. Perhaps the county, said Scozzafava, should have focused more on solving their own administration issues before they sold the facility in the wake of massive financial hemorrhages.
