TICONDEROGA — Shortly after the preliminary results were announced, someone remarked to Joseph Giordano, “You really should write a book about this.”

Giordano, 38, who had been volunteering and serving with several different organizations two months ago, will now be the chief executive for the Town of Ticonderoga after defeating incumbent Bill Grinnell in a write-in campaign.

In the victory, Giordano became the youngest elected supervisor since Moriah’s Tom Scozzafava, who was 28 when first elected in 1985.

North Country Christmas opens holiday season in Ti 10-day event turns community into holiday wonderland Nov. 27 - Dec. 6

TICONDEROGA — The 10 days of festivities and community celebrations kick off this Thursday, as the Ticonderoga Area Chamber of Commerce and community celebrate a North Country Christmas.

Created in conjunction with the Small Business Saturday initiative six years ago, North Country Christmas brings the business and social communities together to celebrate the season and promote the local economy.

“You look at everything that happens over these 10 days and it really is a total partnership of the community,” TACC Executive Director Matthew Courtright said. “It is about celebrating the holidays as a community, along with supporting local businesses and organizations.”

Events start Friday, Nov. 27, with Black Friday shopping specials at local stores throughout the town.

The specials continue the following day, as the chamber joins with American Express to promote the national Small Business Saturday program in the community.

“It has become one of the biggest days of the year for our businesses,” Courtright said.

As part of the day, the EMA Club will host its annual craft fair from 9 a.m. to 5 p.m. with handmade items, local vendors and more.

The events start Sunday, Nov. 29, with be the arrival of the Canadian-Pacific Holiday train on its annual voyage north, making stops at the Ticonderoga station at 3 p.m. and the Port Henry station at 4:45 p.m.

Following the train, there will be an outdoor winter barbecue at the Ticonderoga Community Building from 4:30 until 6:30 p.m., put on in partnership with Bodette’s Barbecue with hamburgers, hot dogs, chips and beverages.

During the barbecue, the annual tree lighting will take place at the community center at 5:30 p.m., with music provided by DJ Cruz. There will be free refreshments sponsored

by Libby’s Bakery Café and the first 20 people will receive a candy cane and special gift.

The night will conclude with holiday hay rides starting at the Ticonderoga Heritage Museum from 6 until 8 p.m., sponsored by the Ticonderoga Youth Commission and Sawyer Family.

Monday, Nov. 30 will feature a designs for your home workshop at Country Florist and Gifts at 4 p.m. with a demonstration of three simple sample floral designs for the home.

A family holiday book reading will take place at the Black Watch Library Tuesday, Dec. 1, from 6:30 until 7:30 p.m.

Families are welcome to attend and children are encouraged to come in their pajamas. Snacks will be provided to go following story time. All children must be accompanied by an adult.

Sugar & Spice will host a kids sip and create event Wednesday, Dec. 2, with workshops held at 5 and 6 p.m. Along with bringing their letters to Santa to place in the store’s North Pole mailbox, children will have the chance to create their own Christmas ornament. Refreshments will be served. PreRegistration required by calling 585-7727. All children must be accompanied by an adult.

Also on Dec. 2, there will be a Ti’Coustics concert session at the Burleigh House starting at 7 p.m. with ;ive music featuring Terrina Cook and Brad Peria. Donations accepted to benefit the Ticonderoga Montcalm Street Partnership.

The Best Fourth in the North committee will host a Fourth of July barbecue in December Thursday, Dec. 3, at the Knights of Columbus hall starting at 5 p.m. Take out available.

Starting at 6:30 p.m., there will be live music from Terrina Cook and Brad Peria along with treats at Libby’s Bakery.

The annual Holiday Shopping and Dining Night will take place Friday, Dec. 4, at various businesses and eateries throughout the town until 9 p.m.

There will be free raffles throughout downtown Ticonderoga in coordination with TMSP, live Christmas music throughout town provided by the Ticonderoga School Music Department and the Ticonderoga Community Band. Tiny Tim donations will also be accepted at music locations.

In conjunction with the shopping and dining night, there will also be a Holiday Farmers’ Market at the Ticonderoga Area Chamber of Commerce offices from 5 until 9 p.m.

During the day, there will be a museum and arts co-op holiday gift shop at the Hancock House from 10 a.m. until 4 p.m. with offerings from the Ticonderoga Historical Society, Ticonderoga Heritage Museum, Ticonderoga Arts and Fort Ticonderoga Gift Shops, along with Carillon Garden Club holiday wreaths and Ti Festival Guild raffle tickets will also be available at the Hancock House.

In the evening, there will be horse-drawn wagon rides starting at the Heritage Museum from 6 until 8 p.m., sponsored by Gin’s Redemption Center.

The Holiday Movie Night showing of “Santa Paws,” will take place at the Best Western Plus at 5 p.m. Saturday, Dec. 5, Youth are encouraged to wear pajamas and bring a blanket.

Pizza, hot chocolate and soda will be available, along with free popcorn for all. Donations for the Tiny Tim Program will be accepted. Proceeds of food sales to benefit the Ticonderoga Festival Guild and the Tiny Tim Program. All children must be accompanied by an adult.

The Holiday gift shop will also continue at the Hancock House Dec. 5 from 10 a.m. until 2 p.m., while Fort Ticonderoga will present The Noble Train Begins - Living History event from 10 a.m. until 4 p.m. and Holiday in Hague will take place starting at 10 a.m. in Hague with a Christmas Tree decorating contest, tree lighting, Christmas party and shopping.

The annual SantaFest will take place Sunday, Dec. 6, at the Ticonderoga Community Building from 11 a.m. until 1 p.m. with music, games, crafts, photos with Santa and other events sponsored by Silver Bay YMCA Leaders Club, Glens Falls National Bank, Patrick Ida, CPA, Nancy Frasier Photography, Ticonderoga Arts/The Downtown Gallery and Kiwanis.

Complimentary refreshments sponsored by Wal-Mart and McDonalds.

The celebration is capped off with the Festival of Trees Open House at the Hancock House from 1 until 3 p.m.

Stan and Shelley Young of Ticonderoga completed their first Ironman event in Louisville, Kent., Oct. 11. The Ironman consists of a 2.4 mile swim, followed by 112 mile bike ride then running a full marathon of 26.2 miles. They each finished together with a time of 15 hours and 42 minutes.

he Schroon Lake Senior Citizens Club will hold a general meeting Wednesday, Dec. 2, at 4 p.m. Dinner follows at Buttino’s Restaurant in Chestertown.

On Saturday, Dec. 5, the Club will hold it’s annual Christmas party. The festivities begin at 1 p.m. Members are asked to provide a finger food and bring a $10 gift for the gift exchange.

The theme this year is “A Candyland Christmas.”

On Tuesday, Dec. 8, the bus leaves the Club at 6 p.m. to attend the Adirondack Voices concert at the Christ Church

United Methodist in Glens Falls. On Friday, Dec. 11 is game night at the Club. It begins at 6 p.m. and there will be no food served.

Saturday, Dec. 12 is the annual Christmas celebration throughout the town of Schroon Lake. The Senior Club will serve hot chocolate and cookies, provided by the Schroon Lake Chamber of Commerce beginning at 5 p.m. For more information, call the Schroon Lake Chamber of Commerce. On Sunday, Dec. 13, the bus leaves the Club at 2:30 p.m. to attend the Glens Falls Symphony North County Christmas concert.

Tuesday, Dec. 15, the popular adult coloring group will be held at the Club. This event begins at 9:30 a.m. Thursday, Dec. 17, the Events Committee will meet to plan activities for January. Friday, Dec. 18, Have ‘U’ Heard will meet at the Club at 12:30 p.m. to visit the Giant Mountain Studio Art Gallery in Schroon Lake. Monday, Dec. 28 is the quarterly trip to Wilton and the Saratoga Springs casino. Club activities end with the Board of Directors meeting Thursday, Dec. 30, beginning at 4 p.m.

Festival Guild to present ‘A Christmas Carol’ TICONDEROGA — Rehearsals are in full swing for the Festival Guild Player’s modern day version of Christmas Carol. The production is a wonderful example of a community effort. The cast members come from Silver Bay, Hague, Crown Point, Putnam and Ticonderoga. The age of cast members ranges from preschool to retirees and in some cases entire families are in the play. The venue for the play will be the beautiful theater on the second floor of the Community Building at 132 Montcalm Street.

Vincent Smith is directing the play he has written. It is an updated version of Christmas Carol to make it more accessible for a 21st century audience and to include new twists in the script, such as “Scrooge” being played by a female. He

has written the play to encompass a large cast with speaking and non-speaking parts to provide theatrical opportunities for both experienced and non-experienced actors. The cast is a lively group who are excited about performing this modern version of the Christmas classic.

Odd reversals

ur world felt a seismic shift last week after the terrorist raid in Paris that killed far too many. Couple that event with the definite proof that terrorists in fact did down the Russian airliner a few weeks ago, killing all 224 on board.

Finally we are seeing nations taking significant steps to put an end to the unspeakable terror we’ve witnessed with increasing regularity throughout the world.

During my life time, I’ve known the United States of America to be the world’s leader in addressing hotspots around the world. We learned the hard way many years ago, we could not turn our back on world issues as, sooner or later they would land on our shores and it was always more prudent to face them on our terms and before they became too large to handle.

Such is not the case currently despite the threats and attacks we’ve seen both at home and abroad.

Perhaps our reluctance to fully engage is just not how we view our role any longer.

Perhaps politics have driven our nation so far beyond common sense and finding common ground that we no longer have the ability nor the stomach to lead as we once did.

Consider this: Gun violence in this country, not committed by criminals or gangs, but by a few deranged, unstable, or suicidal individuals has caused many in this country to seek the banishment of guns and ammunition ownership by private law biding citizens.

The fear being what the guns and ammo may do to innocent citizens.

Now as we consider allowing Syrian refugees a free pass into the nation another group of many fear a few among the refugees are terrorists in disguise who seek to conduct their rein of terror within our midst.

Just like the guns, we are told by leading law enforcement officials there is no way to verify the intention of every refugee no more than they can predetermine the few already among us who might choose to kill innocent men, women and children.

It seems to me both of these groups are making the same argument but in opposite directions strictly for political gain.

Gov. Pataki should call it a day H

ere come the holidays. We’re thrilled not only for the obvious reasons — food, family and football — but also because it’s a time when the ever-present political drone becomes slightly muted and the jabber of the presidential race fades into the holiday landscape.

Once the presidential hopefuls emerge from their turkey-padded cocoons, the candidates can look forward to another six weeks on the stump before voters in Iowa and New Hampshire kick off the nation’s first nominating contests.

The GOP field is showing signs of winnowing, the most recent dropout being Louisiana Gov. Bobby Jindal, whose campaign failed to gain traction and was languishing at 1 percent in national polls when he exited the race earlier this month.

“This is not my time,” Jindal said.

Neither is it Gov. George Pataki’s. But despite having virtually zero support — the latest Washington Post-ABC News poll has the former New York chief executive polling at less than a half-percent — Pataki remains in the race.

Governor, you’ve made a noble effort, but it’s time to drop out.

The three-term governor launched his candidacy in May as a moderate Republican, one who presided over the state during 9/11 and could appeal to the broad center of the American electorate.

But with the rise of other candidates who have occupied this niche — Ohio Gov. John Kasich as the moderate can-do governor; Chris Christie, of New Jersey, as the red warrior in the deep-blue state — the basis for his candidacy, if that was even a viable one at all, has evaporated.

Pataki has now resorted to tossing plutonium-grade bombs from his perch in New Hampshire in a game of one-upmanship as to who can issue the most hawkish remarks.

The left has an “agenda of victimhood,” he has said. He’s called Team Obama a “disgrace” and says the administration is “holding the military hostage” — “The Obama-Clinton-Kerry axis of evasion, equivocation & error has left America at the mercy of ISIS cowards,” he wrote on Twitter.

Jeez. Sure, we know it’s all just red meat for the party base, much of which may be forgotten by the general election. But it just comes across as increasingly desperate and ill-fitting on the governor, who has never seemed like much of an ideologue.

Fear mongering only pays short-term political dividends.

It’s never a good sign when you have to constantly remind voters who you are. Even worse is when your campaign is only notable for its invisibility.

But harming your legacy with this sharp tack to the right, attempting to leverage unreasonable fear into political gain, is the icing on the cake — It doesn’t make you sound tough, but rather like an opportunist.

At 70, it seems like Pataki has no real need to reshape his legacy or carve out another career as a cable commentator, author or cabinet member, like the other long-shot candidates. Nor would he be in contention for a veep spot on the eventual ticket.

It all just seems like an exercise in futility (and a wee bit of narcissism).

We’d be remiss if we didn’t mention the governor has a home right here in our backyard, a working cattle farm on the shores on Lake Champlain he purchased in 2003.

While charting the country’s future doesn’t appear to be in the cards for the governor, it’s not too late to make the world a better place on a smaller scale.

Perhaps he can start in this hotbed of the farm-to-table movement.

Plenty of emerging farmers in Essex County, we think, would benefit from the governor’s expertise in public policy and agriculture.

It’s just too bad that he’s spending his days focused on the wrong type of bull.

SupportÊ theÊ UnitedÊ Way To the Editor: I represent the United Way Campaign Team for the Adirondack Region.

United Way funds 42 different agencies in Clinton, Essex and Franklin Counties. I co-lead one of these agencies: The Champlain Valley Chapter of The Compassionate Friends. This is a self help bereavement support group for families who have had children, grandchildren or a sibling die. This is run by volunteers only. With the funds from United Way we can send out newsletters, run meetings, host a memorial walk and candle lighting ceremony, and also do other fun events for our members.

The United Way Campaign is in full swing this Holiday Season and with everyone hustling around to make sure we check everyone off our Holiday lists, I would like for you to consider giving a gift in honor or memory of a loved one to this year’s United Way Campaign. Holiday shopping is exhausting, so why not save some time and drop off a donation to The United Way Office on the Tom Miller Road in Plattsburgh. There are always gifts to purchase for those hard to buy for people on our lists. Why not five a gift that will keep on giving. One gift will help 42 partner agencies.

If you have already done your shopping for this season, think about other times of the year when you are invited to anniversary and birthday parties, retirement parties and you just don’t know what to get. A gift to the United Way will take the guessing out of what to get them. Imagine how proud the honoree would feel opening a card with a message inside saying where the gift when in their name. Times are challenging in our world today. Please help our neighbors and together we will reach our goal. Last year alone, our 42 partner agencies helped over 80,000 individuals collectively.

PublicÊ needsÊ toÊ becomeÊ awareÊ To the Editor: The Advocacy & Resource Center provides supports to over 500 people with developmental disabilities. We have committed to advocate and protect people with developmental disabilities. It is critical for the community to be aware of how changes in funding are reducing services to the people we support.

Workshops can no longer accept new people. Changes must be made so that people will not be displaced.

The ARC has 22 residential homes in Clinton County. Unfortunately, the development of new homes is lagging behind the demand for them. This is true for adult children living at home with parents who have lost their ability to adequately care for them and provide for their future needs. Statewide, there are 6000 people living at home with developmental disabilities waiting for placement.

The ARC provides Respite Services for 80 families. With the projected funding cuts, respite services may be eliminated in the future.

Direct Support Professionals (DSPs), our frontline staff, are the backbone of services for people with intellectual and other developmental disabilities.

The NYS Labor Commissioner has approved a plan to enact a $15 minimum wage for fast food workers. We are advocating that frontline works receive at least the same as fast food workers.

We want to make people aware of the issues and how they will impact people with developmental disabilities and their families. It matters to us. If it matters to you please write Governor Cuomo, call or email your Senators,

HolidayÊ ToteÊ DriveÊ inÊ session To the Editor: Seasons Greetings North Country Residents; It’s that time of the year when I bestow upon the generosity of community members, businesses and organizations to contribute to the Annual Holiday Meal (Christmas) Tote Drive.

Last holiday season, I delivered approximately 60 Meal Totes to families enduring financial difficulties, community members enduring health issues as well as senior citizens within the Townships of Jay and Black Brook. With the rising food costs this year, I anticipate the number of meals will surpass the amount from last holiday season.

Knowing community members will have a warm and delicious meal on Christmas day is a wonderful feeling. However, over the past four years of coordinating the Annual Meal Tote Drive, I have developed a rapport with so many of the recipients to the point where several of them are comfortable coming to my home to pick up their Tote or stop me on the street and ask to have his/her name placed on my confidentiality list.

I can prepare and deliver the Meal Totes but it is the generosity of the North Country community who truly make the Annual Meal Tote Drive a continued success.

against their own countrymen. But during this rein of terror we are seeing just that across the world landscape as young men and women are being radicalized and turning their anger on their own people.

Their is no rationale or legitimacy that makes any form of deadly violence committed against innocent victims acceptable. That should be the common sense and common ground we should all be able to agree on.

Yet political alliances in our governing bodies seems to take precedence before citizen safety and good judgment.

There was a time in this nation when, threatened by outside forces, we were able to set aside political differences and act for the good of the country making the safety of our citizens and the nation’s future our highest priority.

Those of us old enough to remember those days can only hope our leaders haven’t placed their interests before ours and a lesson once learned the hard way, need not be learned again.

Historical Society to host annual Festival of Trees TICONDEROGA — The Ticonderoga Historical Society will host its 25th annual Festival of Trees Sunday, Dec. 6, at the Hancock House, from 1 to 3 p.m. This tradition of filling the building with trees decorated by the society and local businesses, organizations, families and individuals, and inviting the public to gather together, is the society’s yearly thank you gift to the community. This event is free to the public and refreshments will be served.

Each year the Ticonderoga Historical Society decorates all the nicks and crannies of the Hancock House, top to bottom, creating a magical environment for Christmas, with the month-long event highlight being the Festival of Trees. Santa has accepted our invitation to join the festivities and listen to each child tell their wish for Christmas.

The society’s Ye Olde Book and Gift Shop, filled with historical area maps and pictures, books for young and old, cuddle toys, Staffordshire china, and much more will also be open. The society’s annual raffle winner will be picked at the festival, and there will also be a raffle for baskets of goodies.

his is Thanksgiving week--time for being grateful. It’s also a time to talk about sharing. I’m grateful for my family and friends and for being given the opportunity to live and work here for well over half a century. Kaye often says, “We have no secrets. You tell everybody everything.” I share what I have, except for pumpkin pie and turkey sandwiches.

I believe I was supposed to share my life and I’ve taken that obligation seriously. I began sharing good news and bad with people who listened to local radio in this region.

I knew early I should adopt a humble persona and decided to use a kind of radio nick name: Gordie Little, Who’s He? In other words, I’m nobody. What I do, such as playing records, interviewing people, reading news and weather and sports and sharing all of this with all with you, is the most important part.

That’s how it began and that’s how it continues, long after the radio career ended. I’ve been given the opportunity of doing a regular television program with Calvin Castine. I have written for this newspaper and another.

I’m allowed to write regular features for magazines. I’m happy to write and tell ghost stories, write children’s books and now—an adult coloring book.

For almost 36 years on the radio and during my tenure as a Crime Victims Advocate in Plattsburgh, I doodled while interviewing people. My doodles are odd, strange and very different. I signed and dated every one and Kaye saved them in boxes and drawers. The youngest of the Baker-Little offspring is Dr. Kirk Little, a psychologist in Ohio and Kentucky. He thrilled me by asking permission to “archive” those drawings—well over 5,000 of them. I agreed. He hauled them home and took many months to scan, photograph, categorize and catalogue every image and whatever news story, weather forecast or sports score might be on the other side of the paper they were drawn on.

Along came the adult coloring book phenomenon. It was a wave. I was led to grab my surfboard and ride. Those drawings, each signed “G.Little” and dated, revealed themselves as objects ripe for coloring. The signature looks like “Gittle,” thus the name “Gordie Little Gittles.” The book was printed and the fun began.

Who knows where this “Gittles” thing will lead? I’ll simply follow the yellow brick road or whatever color you choose to make it. Special thanks to Kim Mason, first to add her personal touch to a Gittle and post it on Facebook. Kaye says it should be framed.

I love to share everything about our “Little” house on the Saranac River and I am forever grateful for everyone who cares about what we do. Kaye and I hope you had the best Thanksgiving ever and that each day is better than the day before.

“It all started within the last couple of weeks of September from talking with different people in town,” Giordano said of his meteoric rise into the political world. “When I decided to do it, it was with the understanding there would be a good chance I would be the supervisor. Some people had said they were writing my name in anyway, or other names, but they wanted a choice.”

Giordano said he was still on the fence as to if he wanted to move more into the political arena. He had dipped his toe in the water as a member of a group of citizens against the town’s proposal to move the Ticonderoga Police Department from its current location to a former maintenance shed on the site of the Ticonderoga Armory.

It was the reaction of the current supervisor after the board voted to no longer look at the Armory site as an option for the department, Giordano said, which pushed him off the fence and into the election as a write-in candidate.

“When the supervisor had asked for a petition to reinstate the referendum on moving the police department, it kind of turned in my stomach,” he said.

“People really started talking to me after that. It came down to if I wanted to be on the powerless side or be in the office where I could do something more constructive and open.”

While serving as a member of the multi-purpose building committee earlier this year, Giordano said he had thought about a run for town council, but said the petitioning deadlines had passed.

“After the vote (not to move to the armory) we met a couple times as a committee and I started asking some basic questions to pursue other options,” he said. “There was a lot of energy and time put in just to stop the move to the Armory and get the information out, I wanted to make sure we continued to

Once Giordano decided he was going to challenge as a write-in candidate, he did so knowing he had people on his side.

“I already had a group of people willing to support me in different initiatives,” he said. “If I had done this as an individual, I probably would not have been able to do it.”

Giordano set off on his “Write-in Joe” campaign with fliers and materials telling people about his stances on issues as well as the proper way to vote for him on the ballot.

County zeroes in on 8 percent tax levy hike While wary of increase, lawmakers say adherence to five-year spending plan is necessary

ELIZABETHTOWN — Lawmakers sailed through budget hearings on Monday as they moved closer to approving a spending plan.

The 2016 recommended tax levy is $21.6 million, up 8 percent from last year.

These shifts are not the result of unpredictable economic swings or poor fiscal planning — It’s all part of County Manager Dan Palmer’s five-year budget plan designed to reduce reliance on fund balance.

At one point, the state spanked them for over reliance in order to hold taxes artificially low.

Three years after the plan’s implementation, the county is right on track, he said.

“We’re fairly close to what we talked about,” said Palmer, who spent nearly three hours presenting the plan to lawmakers.

Total appropriations are $96.9 million, 4.6 percent more than this year.

The tentative net budget clocks in at $23.7 million, up $1.7 million over last year. That figure, the difference between appropriations and revenue, is the true measure of the county’s fiscal health, said Palmer.

“We’re not in fiscal stress,” he said, referring to the county’s score from the state comptroller’s office.

Essex County is ranked 19.2 percent.

In comparison, Franklin County scored 69.2 percent, indicating “significant” stress. Clinton clocks in at 29.2 percent and Warren, 18.8 percent.

Proposed fund balance use has dropped to $2.03 million, down from a high of $6.8 million in 2013, the year before the plan was implemented.

Essex County has $8 million in available cash, with coffers still flush with proceeds from the sale of the nursing home in Feb. 2014.

Palmer warned lawmakers not to stick their hands in the cookie jar.

“You don’t have extra cash,” he said.

In addition for planning purposes and unexpected expenses, the county needs to have cash on hand to fill town, village and school warrants, said Palmer.

In April, the county spent $4.3 million recouping those costs.

It’s also important to safeguard against sharp fluctuations in sales tax revenues, said Palmer, citing a $600,000 shortfall this year.

Failure to abide would drag out the plan to six or seven years, he said.

“What we’re really asking you to do is the fiscally responsible thing.”

DISSENTING VOICES Some lawmakers called for more liberal use of fund balance.

Vice Chairman Randy Preston (I-Wilmington) said he voted to override the .73 percent cap because that number is “ridiculous.”

But eight percent is still too high, he said.

Without getting into specifics, Preston said he could think of at least one program that could be privatized.

Doing so would reduce the levy to 3 or 4 percent.

Preston also recommended using more fund balance towards equipment costs. But he also understood Palmer’s position.

“Dan and I are getting much better at agreeing to disagree,” said Preston. “I understand Dan’s part of the equation much better than before.”

Moriah Supervisor Thomas Scozzafava (R-Moriah) argued that the county, like others, should use $400,000 in tobacco remediation funds to offset costs.

“We can do better than eight percent,” he said.

Palmer said doing so would reduce the amount of funds the county had to work with while drafting the next spending plan.

“When you reduce the levy with a one-time shot, that means you are now short the following year,” Palmer said. “It’s a one-time cut that’s just going to come back to haunt you.”

Chesterfield Supervisor Gerald Morrow (D-Chesterfield), who supports the plan, said lawmakers shouldn’t compare their situations to their counterparts elsewhere because the

backgrounds are significantly different.

“We just have to get back to reality here,” said Morrow.

Palmer again stressed just trying to get board back to net budget.

What really needs to be reformed is the Medicaid system, he said.

New York is one of two states that requires counties to kick in Medicaid costs.

Essex County will chip in $6.9 million next year.

In the state absorbed those costs, the levy would plummet 32 percent, to $14 million, and tax rate would drop to 2.19 percent.

“Will it happen? Not probably in our lifetime,” said Palmer.

“The state of New York can talk all they want about property tax reform, but they still pass on costs that no other state does.”

Additional spending increases include health insurance (up 10 percent) and wages (all employees will see 3 percent bumps).

The budget is not final. Lawmakers will meet again on Monday for the public hearing. Any changes will have to be made through resolutions.

Palmers stressed cuts have to be real and lasting.

“If you cut something that is going to come back, you haven’t done anything,” he said.

The process was significantly smoother than last year, a rocky process that did not have a formal procedure for weighing salary requests from department heads.

Requests this year went through a salary sub-committee.

Crown Point remembers Gregg Trask

CROWN POINT — The Crown Point community has suffered a tragic loss with the unexpected passing of the Rev. Gregg L. Trask at the young age of fifty.

Trask died Monday, Nov. 16, of an apparent heart attack.

He had been feeling poorly for several days, and missed the Sunday service at the United Methodist Church, where he was serving as interim pastor.

The following day, the Rev. David Hirtle, pastor of the First Congregational Church, went to see if he needed anything and to take him a bulletin. When Trask did not answer the door, Rev. Hirtle became concerned and entered to discover that his friend had died.

Trask, a well-known and well-loved figure in the community, contributed to many different programs in the Crown Point area throughout his life.

In addition to taking on the pastorate of the United Methodist Church on an interim basis, Trask was also associate pastor of the First Congregational Church in Crown Point.

The two congregations united at a service Sunday, Nov. 22, to honor him and to support one another following his loss.

Tearful hugs and words of comfort were exchanged between attendees as they arrived and settled in for the service. A note in the bulletin read, “We are all struggling to understand the death of our beloved Gregg… a fine Christian man. Together, let us remember Gregg’s family in our prayers, as their road will be a struggle.”

In her opening announcements, Chairman of Trustees, Kathy Hyatt stated, “I knew no matter how many times I told myself he wouldn’t be here when I came up the road, I knew I’d be looking for his car.”

The congregation will miss seeing him sitting in the back of the church every Sunday morning, as it was his habit to greet each person as they came in, Hyatt said.

“We’re all kind of reeling,” said church member Marilyn Crossman.

Throughout the service, Rev. Hirtle spoke much of Trask.

“He worked for a community that perhaps had its differences in polity, but he shared the love of Christ,” he said.

“Though physically, Gregg is not here, spiritually, the mission of our faith communities is stronger because of him.”

Hirtle acknowledged that it will not be easy for Trask’s friends or parishioners in the next few weeks and months.

“There are voids everywhere.”

Trask held a variety of jobs throughout his life. He completed projects for the state of Vermont as an information technology and telecommunications senior business analyst, he was a published author, and he owned and operated the local radio station, WIPS, from 2005 to 2008. Eventually, he was also ordained as a minister. Trask had been an acolyte in his youth as well as a member of the choir, but it was only nine years ago that he was ordained. He said in his book, “Learning the Lessons: 25 Messages for Remembering God in your Modern Life,” that he did not set out in life to be a minister and he took a wandering path to arrive at the pulpit, not hearing God’s call until later in his life. His parishioners, however, were not surprised when he assumed the ministerial mantle and spoke well of his ability as a pastor.

“He loved to preach, loved to be a part of what the church stood for,” said Hirtle.

Aside from his ministry, Trask was a dedicated volunteer and devoted much of his free time to the Crown Point Fire Department and Rescue Squad. He served in several capacities at different times, including volunteer fireman, assistant fire chief, and captain of the ambulance squad. He was also the current chairman of the Crown Point Fire District Board of Commissioners.

Trask was also a member of the U.S. Coast Guard Auxiliary. He served as personnel director there for a time, and had just been elected Flotilla Commander, according to fellow Auxiliary member and longtime friend, Deanna Joiner.

Joiner stated that it had been a great shock to hear of Trask’s untimely passing.

“The last time I saw him, I was congratulating him on winning and we were talking about trying to get out on the water,” Joiner said. “I don’t know where we will go from here. Gregg was a great man and a great friend.”

Trask’s death has left others trying to fill the gap, as well.

“The biggest challenge for us will be finding a new pastor,” said Hyatt of the United Methodist Church. “It’s really hard to find someone who is willing to come or even travel long distance to this area.”

Hirtle agreed that it would be challenging to rearrange all the things in which Trask was involved.

“We’ll be able to work it out, but it will be a process.”

Trask’s contributions to the community have been abundant, and he will be sorely missed by all who knew him and whose lives were touched by his.

New Whitehall Marina ends first season

WHITEHALL— The first season was a decent one and next summer is showing even more promise for the New Whitehall Marina.

More exciting than the success of the business, for owner Robert “Lynn” Wagemann and manager Justin Clark, is what it could mean for Whitehall.

“I envision we’re on the forefront of what could be the revitalization of Whitehall,” said Wagemann in a phone interview last week.

“This is a great community with strong roots. Whitehall has suffered like a lot of places with the disappearance of employment opportunities, but it’s still a town rich with history,” he said.

Sharing that history is part of what they are already doing.

When boaters arrive, they’ll often ask what’s there to see in Whitehall.

“We offer rides to Skene Manor and (Skenesborough) Museum,” said Wagemann.

Clark said the history portion is something he believes strongly could attract more tourists.

Just 40 miles south, Schuylerville also sits on the Champlain Canal and has conducted a successful downtown revitalization project hinging on local historic sites to attract tourists.

“It’s something we could do here, if we work together and market it properly,” said Clark, noting while the “Birthplace of the U.S. Navy” is often the tagline for the town, there are many other historical pieces left untold.

For now, the pair who have been friends for a decade, are focusing on what they know best and what brought them together: the boating community.

Wagemann settled in the area in 2003, when he purchased Hacker Boat Company, selling his ownership in the successful business in 2011. Clark grew up in the Thousand Islands region, with his family’s business Vintage Boat Works. He sold his interest in that company in 2013.

“I give credit to George Boldt and his style of hospitality,” said Clark of his approach to customer service.

Boldt was a German immigrant and renowned hotelier, famous for creating luxury hotels with impeccable service. Later in his life, he built a castle in the region of Clark’s stomping grounds, where Clark says that hospitality still endures. >> Story Continued | pg. 21

Award for Girl Scouts, was given permission to start seeking donations from the community, which started with an in-school contest to see which elementary class could donate the most items for the program.

The winner was Heather Callahan’s kindergartners, who brought in 85 items for the program.

“I was amazed at how much the parents and the students gave,” Callahan said. “This is a very giving class, which is great for this time of year.”

Second place went to Ann Garnica’s second grade classroom, who brought in 79 items for the program.

“It’s great to help such a wonderful and worthwhile cause,” Garnica said. “The kids were so excited to be a part of this and we just wanted to bring is as much as we could.”

Both classes received a party Nov. 20 at school, with kindergarten having a juice and ice cream sundae party and second graders having a juice, cupcake and ice cream cup party.

“So many organizations have stepped up to help donate to the program,” Brooke’s mother, Val, said. “It is amazing how many community members have come in and given her stuff. We have collected enough for the Thanksgiving, Christmas and winter breaks, and are now looking to fill out the need for spring break.”

Area musicians attend Area All State concert in Peru

PERU — The talent of many local students were on display Saturday, Nov. 21, as youth who excel in the field of music were recognized as members of the Zone 6 Area All State concerts.

Area All State brings together the top musicians and vocalists from North Country schools for a two-day festival, where students rehearse new pieces with their selected conductors on the Friday before the concerts, followed with more practice and the performances.

This year, the concerts were held at Peru Central School.

PatriciaÊ AnnÊ Tumy TICONDEROGA — On November 12, 2015, Pat Tumy peacefully passed away at the age of 84. She was a devoted and loving wife to Donald Tumy since December 31, 1952. Her love and compassion will always be remembered by her daughter Pamela Neill, son Kevin Tumy and her three grandsons, Kevin Tumy, Nathan Neill and Raymond Tumy. Her presences in their lives will be profoundly missed.

She has touched the hearts of many friends and family who will never forget her sense of humor and kindness.

Patricia Ann Tumy was born in Ticonderoga, New York on September 10, 1931 to Henry and Mildred Lucier. Patricia graduated in 1951 from Ellis Hospital School of Nursing in Schenectady, New York. As a Registered Nurse, she had worked at many different facilities, her favorite being the original Delnor Hospital in St. Charles, Illinois. Throughout her journey she never stopped being a Nurse, always caring for others first.

She is preceded in death by her parents and her brother James Lucier. Patricia will always be in our hearts as she has been our example of how to live.

BettyÊ LeeÊ WanitaÊ Hall TICONDEROGA — Betty Lee Wanita Hall, 74, formerly of Ticonderoga, passed away peacefully, on Monday, November 16, 2015, at the Glens Falls Hospital, Floor 3 West.

Born in Athol, December 7, 1940, she was the daughter of the late Carl Lee and Blanche (Jacobson) Hall. Betty’s nickname was Peaches.

Through the years, Betty has lived in Stoney Creek, Indian Lake and Ticonderoga. She was a resident of Montcalm Manor of Ticonderoga for over 20 years. Most recently, she has been a resident of Indian River Rehabilitation and Nursing Center in Granville, New York.

Betty worked in the kitchen and as a cashier at the Airport Inn of Westport, NY for many years.

Betty attended church on Saturdays at the Seventh Day Adventist Church of Kingsbury. On Sundays, she attended Services at the the Indian River Nursing Home, with the Rev. D. Ranney of the Truthville Baptist Church, officiating.

Betty’s smiles and yodeling will be greatly missed by all.

“Lynn shares that mentality with me,” he said.

Like a lot of marinas, they pump gas for the boaters, but it’s their welcoming attitude on the dock, their manner of catching and tying boats for guests and their friendly introductions that, Clark says, have made ensured the new customers are repeat customers.

“We’re sure to let the boater know what we have to offer as well as being ready to accommodate any special request they have,” he said. “They don’t get to see that often. We wipe the boat off be sure they get hooked up to power and water if needed and invite them to come in for a drink or a bite to eat.”

Beautiful views from two-story dining are offered inside the restaurant and tavern. They are grateful to have secured Chef Robert Passalaqua, providing a menu that’s earning much praise.

There’s a vehicle to for visitors to drive to restock their boats at Green Mountain Marketplace and Putorti’s Broadway Market.

The service is quickly being made known in the boating community, as great reviews pour in on boating websites. Word of mouth among boaters spreads quickly, too, both factoring in to getting travelers to stop as the location had been closed for two years.

While other marinas charge up to $5 a gallon, they stuck with a price of $3.39 all summer. The lower price not only attracts customers, but leaves them more money to shop elsewhere in town. That money can quickly add up, as Clark explained of one group that was traveling with three 50-foot boats, each filling up with 400 gallons

of fuel. The price tag? More than $4,000 before docking and dining.

In 2014, the county was ranked last out of the 57 counties, excluding New York City, in the collection of sales tax per capita.

Clark and Wagemann are hopeful others will consider ventures in the town based on the audience they are attracting.

“We’re attracting multi-millionaires to Whitehall,” said Clark of the possibilities.

Wagemann said the low cost of commercial and residential space in Whitehall is especially attractive now.

When the water freezes, there should be no lack of customers either, as the marina will remain open for snowmobilers and ice fisherman. No firm schedule has been set for the winter months, though weekend hours at a minimum are planned.

Wagemann said they’d had a good partnership with other vendors who’ve now set up shop in their building, including Bill Pearo with Got It Covered Canvas and Leonard Field of Honey’s Bait Store.

WilliamÊ M.Ê Rafferty TICONDEROGA — William M. Rafferty, 82, of Ticonderoga, passed away suddenly, on Wednesday, November 18, 2015, at University of Vermont Medical Center of Burlington, Vermont.

Born in Ticonderoga, June 26, 1933, he was the son of the late Lewis and Elizabeth (Thatcher) Rafferty.

Mr. Rafferty was a lifelong resident of Ticonderoga. Prior to his retirement he was employed by the International Paper Company for 15 years. In his earlier years he was employed in Construction as a Heavy Equipment Operator. He was also employed by the Sunoco Station of Ticonderoga, the Ticonderoga Village Highway Department, and as Assistant Superintendent of Public Works.

He was a former member of the Fire, Ambulance and Police Departments of Ticonderoga, and was a life member of the Benevolent & Protective Order of Elks # 1494.

In addition to his parents, he was pre-deceased by three brothers, Glendon Rafferty, Walter Rafferty, and John Rafferty, and by two sisters, Blanche Yaw and Sharon Graves.

Survivors include his wife of 61 years, Aileen J. (Barber) Rafferty; one son, Brad W. Rafferty of Ticonderoga; one daughter, Kim A. Clark of Bloomfield, Indiana; three sisters, Devere Bofinger of Vero Beach Florida and Ticonderoga, Sandra Geiser of Ticonderoga, and Bonnie Bennett of Florida. He is also survived by five grandchildren, four great-grandchildren, and many nieces and nephews.

“Lynn is a super technician known far and wide for his abilities in the engine compartment coming from decades of shore racing,” said Clark.

Pinning the two down to an exact list of what they do is difficult.

“There’s not a sign that says what we do.” said Clark, “We are in the service business is my favorite line.

Whatever service they ask for is what we provide.” He recalled a time when a group arrived when the restaurant

was closed, so they took to cooking a meal for them. Another time, when guests arrived wanting fish that wasn’t on the menu, a quick trip to the store had the chef changing the menu.

While it’s a new location, boating is in their blood and both said they couldn’t imagine doing it any other way.

“I’m from the waterways that connect with this one,” said Clark. “What else would I do?”

KINGSTON — When you don’t have the ball, you can’t score.

That was the case Friday, Nov. 20, as Ticonderoga (11-1) forced six turnovers and piled up 34:05 of possession time (48 minute game) as the Sentinels scored their second straight 32-0 victory, this time over the Tickahoe Tigers.

Their reward: a trip to the NYSPHSAA Class D championship game Friday, Nov. 27, against more Tigers, this time in the form of top-ranked Tioga.

Trudeau leads the pool of receivers, coming out of the backfield to catch 10 passes for 182 yards and one touchdown. Hughes has been the biggest threat in the red zone, hauling in nine grabs for 147 yards and five scores. Jevyn Granger also has been strong out of the backfield, grabbing eight passes for 93 yards and three scores.

Jacob Spaulding (4-97), Collin Bressett (3-84) and Samuel DuShane (5-86) have all caught touchdown passes, while Rocque has caught nine balls for 34 yards and Bennett one for eight yards.

Overall, the Sentinels have recorded 3,652 yards, an average of 304.3 per game. They have outscored their opponents 371-107 (almost 31-9).

On defense, Jacob Spaulding has led a season-long assault on opponents backfields with 19 tackles for loss (TFL), three sacks and three fumble recoveries. Chase Dixon follows with 14.5 TFL to go with a pair of sacks and a fumble recovery, with Brandon McKeown adding 10 TFL and one sack.

Caleb Munson recorded 7.5 TFL to go with a pair of sacks, while Trudeau and DuShane (three sacks) each have seven TFL, Hayden Scuderi 4.5, Jevyn Granger four, Hamel three, Joe Wells 1.5, Huestis one and Chandler Whitford one.

Trudeau leads the defense with a pair of touchdowns off of forced turnovers, returning both of his interceptions in the season to the endzone. Trudeau has also recovered one fumble.

Brett Mosier has the other defensive touchdown, scoring on one of his three interceptions while also covering up on a trio of fumbles.

Hayden Scuderi has also put points on the board while the defense was on the field, recording a safety for two points against Tupper Lake. He has also forced a fumble.

Rocque has contributed with a pair of interceptions to go with two fumble recoveries on defense, while Hughes leads the team with five interceptions on the season along with a forced fumble with Wells adding a pair of fumble recoveries.

Graney, Whitford and Huestis also have fumble recoveries, while Huestis covered up on a kickoff, as well. Hamel has added a pair of interceptions, with Bressett and Alex Sharrow each adding one.

Overall, the Sentinels have recorded 84 TFL, 18 sacks, 11 recoveries, three defensive touchdowns and one safety. They have allowed 2,378 yards, and average of 198.2, while owning a plus/minus turnover ratio of +29, with their only negative turnover games coming against Moriah (-2 overall).
