Hard water in Ti Residents complain, but soft water would have been unaffordable, town says By Tim Rowland STAFF WRITER

TICONDEROGA | Ticonderoga’s new $14 million water system produces water of such pH hardness that it is damaging machinery and making it difficult for residents to lather up, a town sewer and water committee was told last week. Measuring pH determines the acidity (softness) or alkalinity (hardness) of drinking water. Mark Barber, owner of Burleigh’s Luncheonette, said he noticed a white film developing on his machines shortly after the town threw the valve on its new water source. The water played havoc with an ice machine, soda fountain and dishwasher before Barber installed a water softener. All told, the costs to his business exceeded $5,000. That’s on top of the higher water rates customers will have to pay for the new system itself. “I don’t know how that’s reasonable,” Barber said. See HARD WATER » pg. 7

TICONDEROGA | Essex County continued to mop up from a significant flood this week, as state officials surveyed the damage to help determine if the region would be eligible for disaster aid. Town and county officials said they feel confident that the 11 affected New York counties will break through the $30 million damage threshold to qualify for federal help. There is also a chance that individual home and business owners could get assistance, even if they were not covered by insurance. Donald Jaquish, director at Essex County Emergency Services, said about 50 homes were significantly damaged by the rising waters, which most agreed were the highest

since Irene in 2011. He said federal money is not guaranteed at this point, but the state is surveying the damage this week and if it’s deemed severe enough the governor will petition the Federal Emergency Management Agency for help. The volume of water was illustrated in Ticonderoga where, on a dry day, the sewer plant handles flows of 1 million gallons a day. But on the day of the flood it handled 50 million gallons, said sewer and water superintendent Derrick Fleury. Much of the more serious damage was in the Schroon River valley. “We are recovering,” said North Hudson Supervisor Stephanie DeZalia. “The highway crew and the fi re department worked hard, and the roads are open and people have power.” But she said permanent repairs to the roads will have to wait until warm weather next year, when asphalt plants resume production. North Hudson was still assessing the damage, but DeZalia said it appeared that between 20 and 30 homes had suffered damage from the rising waters. See STORM DAMAGE » pg. 7

Tax rates down in Moriah 2020 budget includes 3 percent pay raise for employees By Tim Rowland STAFF WRITER

PORT HENRY | Town tax rates will be down in Moriah next year, after the board agreed to a 2020 budget that largely maintains that status quo. The combined general fund and highway budget for next year is $3.7 million, up from last year’s $3.6 million spending plan. Even though the budget is up, an increase in assessed value on Moriah property allowed the town to lower the tax rate. The budget stays within the 2% tax cap. Employees of the town will receive a 3% pay raise, and the budget includes a $70,000 investment in its waterfront campgrounds, which the town believes can be leveraged into more tourism and commercial revenue. The budget also anticipates the purchase of a front-end loader for the highway department, although the cost will be incurred in 2021. “It’s a good budget. There’s nothing really outstanding in it except for the campsites,” said Supervisor Tom Scozzafava. The town’s waterfront committee is expected to present ideas for campground improvements at the board’s regular monthly meeting Nov. 14. At the public hearing, Moriah Police Chief Stephen Stahl asked for an additional raise for his two-man department, but board members did not approve the request, fearing other town employees would feel slighted. Classy compendium opens its doors By Laurel Carroll STAFF WRITER

TICONDEROGA | Looking for a special gift for that special someone—or perhaps just yourself? Now locals no longer have to drive to Lake Placid or Middlebury to find it. Friends and co-owners Lynne Reale and Mariann Rapple have filled the Fox and Fern with rare and hard-to-find items, and though a stroll through their shop may make you feel like a sophisticated world traveler on vacation, the two are dedicated to sourcing their goods as locally as possible. For instance, the hand-etched glassware, stenciled T-shirts and Adirondack Great Camp–style lighting are all crafted by three Ticonderoga High School grads. The alpaca men’s and women’s socks and gloves come from a New England fiber co-operative that includes “wool” from Reale’s own pet alpacas. (For those unacquainted with the luxurious feel of alpaca, Lynne describes it as “the other cashmere.”) A rotating display rack near the checkout desk holds a collection of original watercolors of Vermont landscapes by Tom Ryan that

can be used as greeting cards or framed and hung as art. In descending order of sourcing preference, the shop’s goods come from Ticonderoga, Essex County, the Adirondacks, New York State, Vermont, New England, and the USA—with actually very few imports from overseas wholesalers. “Just about everything we sell has a story.” With evident enthusiasm, Mariann Rapple moves from one display to another, revealing the backstory of each. Taking me to a grouping of Duke Cannon soaps, she tells me that this is the soap used by American GIs stationed in Korea during that war. Lynne guides me back to the alpaca area, and picking up a hat made in Peru, she tells me of the reverent relationship these breeders have for their animals. Though their doors are already open for business, the Fox and Fern will celebrate with a Grand Opening and Ribbon Cutting Celebration in coordination with the Ti Area Chamber of Commerce on Thursday, Nov. 14, at 4:30 p.m. Light refreshments and product samplings will follow. Just about The Fox and Fern is located at 119 Montcalm everything we sell Street. They may be reached at 518-558-1191. ■ has a story.” Owners Lynne Reale (left) and Mariann Rapple (right) stand in front of their newly opened shop, the Fox and Fern. Photo by Laurel Carroll

The Trail Break is a Schroon Lake institution as well, from when it was known as Drake’s. “Long-time residents still call it Drake’s, and they always will,” Pitkin said. He was not able to keep the old name, because in its final years it had been leased out to restaurateurs who were unsuccessful, and the Drake’s name had a bad and probably unredeemable presence on internet review sites. But Pitkin, who grew up in an oft-moving military family, remembers coming to Drake’s in the ’80s “when this was the nicest place in town.” Pitkin wants to recapture that glory. Drake’s was a classic steak-and-seafood restaurant decorated in early American lobster trap, and it had been that way for a half-century. Pitkin redid the interior, giving it more of an Adirondack feel. “We wanted it to be a comfortable, warm, inviting place to come,” he said. As he was tearing off a wall veneer he discovered a massive old storefront from when the building was an automobile dealership selling Fords and Overlands, a brand from the early 1900s. That marquee is now part of the Trail Break dining room decor. Trail Break’s menu is fresh as well, reflecting more diverse tastes and the incorporation of fresh ingredients and unprocessed meals made from scratch. It stays true to Drake’s steak, seafood and pasta dishes, but adds vegetarian and vegan choices. Desserts are made from scratch, and there’s a full bar with a lengthy list of craft beers on tap. Adirondack visitors and residents are a diverse lot, and the menu reflects that. “We tried to come up with a wide menu selection that will appeal to a lot of people,” Pitken said.

Pitkin said he’s always been fascinated with cooking, from the time his mother — who was better at singing than cooking — signed up for classes and brought her pre-school boy along. In the Navy, Pitkin said he shared for a time an apartment with a roommate who was a sous chef and taught him how to make cream sauces and a good demi glace. But his culinary skills were relegated to the back burner for much of his career, which was spent in electronics and software in the Washington suburbs, where the commute from Manassas, Virginia. to Germantown, Maryland, would take an hour and a half. The Adirondacks were looking better and better. Pitkin said his wife Teal loved the area, and they started looking for a restaurant to buy. Pitkin had owned franchises where “everything is set” and creativity is limited. “It’s the difference between buying a Betty Crocker cake mix and making a cake from scratch,” he said. Now, there is nothing to stop him from adding an Adirondack touch to traditional dishes, such as a dash of maple syrup in a pecan pie. He’s enjoyed the freedom, and has incorporated some of his science background into the marketing, establishing a solid Google dining presence and installing a universal electric vehicle charger, which makes Trail Break a standout for diners with EVs. Trail Break is also on a popular snowmobile circuit, which hints at another attraction — the restaurant will be open year-round in a region where many establishments shut their doors for the winter. Trail Break is open Monday through Thursday from 3 p.m. to 8 p.m., Friday and Saturday from 11:30 a.m. to 9 p.m. and Sunday from 11:30 a.m. to 8 p.m. ■

screenings. We want as many women in our community as possible to have access to these exams because we have seen just how important they can be in saving lives.” From 5 p.m. to 6 p.m., Laura DeAngelis, breast health educator, “previvor,” and board certified patient advocate, will share her personal journey. Vendors, free refreshments, giveaways, and prize drawings will be available throughout the evening. This year’s raffle prizes include dinner for two at The View, part of the award-winning Mirror Lake Inn Resort and Spa in Lake Placid. The United States Preventive Task Force (USPSTF) recommends that women with no family or personal history of breast cancer, or no genetic risk, have a mammogram every two years between the ages of 50 and 74. However, some women may need to be screened younger than age 50 or more often based on their risk factors or symptoms. For women who are at average risk of colorectal cancer, the USPSTF recommends women at average risk of colorectal cancer start regular screening at age 50. Women with a family history of colorectal cancer should talk to their primary care physician to see if screening should begin at an earlier age. Opinion

Thoughts from Behind the Pressline

Their service shall never be forgotten

suncommunitynews.com/opinions

By Dan Alexander PUBLISHER

As we honored those who served in the military earlier this week on Veterans Day, we were reminded of a task not yet completed. Several years ago, The Sun joined with the New York Press Association and newspapers in a nationwide effort to support the Vietnam Veterans Memorial Fund “Wall of Faces” Program. The Vietnam Veterans Memorial Fund is dedicated to honoring and remembering every person whose name is inscribed on the Vietnam Veterans Memorial in Washington, D.C. The Wall of Faces campaign is an effort to preserve the legacy of those who sacrificed all in Vietnam by finding a photo to go with each of the more than 58,000 names on The Wall. Since 2013, newspapers from around the country have participated in the effort with the Vietnam Veterans Memorial Faces Project to find the missing photos of those listed on the WALL. When we joined the effort, only one state had found all its photos and more than 16,000 were missing. It looked like an impossible task at that time. Today, more than 40 states have found all their photos and there are only approximately 400 left to find. The Vietnam Veterans Memorial Fund is now asking every newspaper and newspaper organization to join the “Wall of Faces Program” to find the remaining missing photos to forever honor our heroes from Vietnam who gave their all for us. We encourage you to check out the website vvmf. org/Wall-of-Faces and share the link with others who might have information for one of the missing faces in an attempt to help bring the project to a successful completion. If you have any information we ask you to contact Latosha Adams, manager of online communications for the Vietnam Veterans Memorial Fund, at: 1235 South Clark St., Suite 910, Arlington, VA 22202; 202-765-3774 (phone); 202-330-0960 (fax); or ladams@vvmf.org. ■

Pre-existing conditions

To the Editor: The Affordable Care Act, Republicans hate it and many Democrats don’t understand it! Republicans call it “Obama Care” because anything President Obama did was wrong in their eyes. The truth is before the Affordable Care Act Americans with “Pre-Existing Conditions” had to pay unbelievable premiums for Health Insurance. Both young and old had to pay these high premiums and companies like Mutual of Omaha, Travelers, Blue Shield and many others were making profits that were over the top. In my own case my wife and I after retiring found that because we had minor Pre-Existing Conditions, we had to pay upwards of $10,000.00 in premiums and each of us had a $5,000.00 deductible before the insurance kicked in! Many of our friends were in the same boat once they stopped working. Many worked for companies that paid for their Health Insurance and Unionized workers received — Dan Alexander is the publisher of the Sun Community News. theirs through their Unions Insurance and Pension Funds. From BUDGET » pg. 1 From STORM DAMAGE » pg. 1

Residents were also finding out that their homeowners insurance did not cover flooding, she said. And those that did have flood insurance weren’t always covered for the full damage. “I talked with one business that had $300,000 to $400,000 in damage and $150,000 in coverage,” DeZalia said. “Hopefully we’ll be getting some help from FEMA.” In Moriah, Tracy Road was still closed as of late last week. “That creates a real hardship for the community because it’s the main route to the Interstate,” said Moriah Supervisor Tom Scozzafava. The beach at Port Henry also received major damage and could cost up to $500,000. Scozzafava said the state, power companies, fire companies and highway departments have all been “very responsive” to community needs. But repair crews often found themselves cut off from the locations in need of help by rising waters. “Getting from Point A to Point B was a struggle,” Scozzafava said. Finding equipment for repairs is also difficult because the town has to outfit its tandem trucks with sanders and plows in anticipation

From HONOR FLIGHT » pg. 1

There were a number of poignant, lumpy-throat moments, fed by a silent understanding that the World War II generation, the Greatest Generation, has scant time left, and it will be up to the young to ensure that their valiant struggles were not in vain. Navy veteran John Sweet and Army vet John Neggia described their time in the war, respectively mending equipment in Alaska’s desolate Aleutian Islands and racing across Europe under Gen. George Patton in the Allies’ final push against Hitler. “Do you know what General Patton’s nickname was?” Neggia asked. “It was ‘Blood and Guts.’ We were the blood and he was the guts.” He described what it was like repulsing the German’s last offensive in the Battle of the Bulge, then crossing Central Europe, liberating town after town in Central Europe and delivering the final blow to the Nazis in the Rhine, six weeks before the German surrender. They lived in foxholes, went weeks in between showers and slept four men to a two-man pup tent to ward off the cold. Their K-rations included cheese, Spam and three cigarettes, Lucky Strikes, Chesterfields, Camels or Old Golds. Since the war, “I have not had any Spam in my house,” Neggia said.

From HARD WATER » pg. 1

After decades of neglect that landed the town on hot water with the U.S. Justice Department and ultimately cost taxpayers $50,000 in fines for failing to comply with government orders, the town drilled a municipal well off of Street Road and shut down a system that tapped into Gooseneck Pond up in the mountains. But well water in the valley is notoriously hard, something the town should have seen coming, said Doug Trudeau, operator of a Ticonderoga car wash. Trudeau said he’s had to add extra soap to the system so that customers will see some suds. He predicted homeowners who do not add home softeners will experience failures in their appliances. “I know what’s going to happen to everyone who owns a home,” he said. But after what town attorney Matt Fuller called “50 years of neglect,” and the feds breathing down their necks, there was little choice. And the wells were the only

There was, said Sweet, fear of the unknown, tempered by the knowledge that thousands of men had gone before them. They would either survive or they wouldn’t. And there was occasional levity, including the time a seal snuck up behind a sailor and snorted, causing the man to fall off the pier into the icy water. The soldiers’ visit was arranged by CFES Brilliant Pathways, an Essex organization that prepares students for college and careers. It is part of a fundraising effort for the Honor Flight, which takes veterans to visit memorials in Washington, D.C. This year, the flight had even more meaning for Neggia and Sweet, two members of a band of Moriah World War II and Korean veterans known as Five Js, for the first letter in their first names. Missing this fall was John Harvish who died last month at the age of 98. Words caught in the throats of the two remaining World War II vets as they remembered their friend. For the students, born after the Twin Towers came down, events of 75 years ago would normally seem long lost to time. But after a video on the Honor Flight and a question and answer session, they pressed around the two men to hear more. Sweet said he was the age of some of the kids in the audience when World War II broke out, but like high school kids today, he was not particularly up on current events. But as stories kept filtering back about the war, Sweet, at age 17, said

cost-effective option. “Gooseneck just could not be saved; you couldn’t afford it,” he said. To combat the risk of disease, clean-water law demands that water from an open source such as a lake or a pond be fitted with a filtration system, something Gooseneck didn’t have. It also requires that water be stored in a capped tank or reservoir. The old system didn’t have that either. And finally, the dam on Gooseneck Pond was failing and would have taken a major financial outlay to fix. Superintendent Joe Giordano said it was also prohibitively expensive to install a softener at the new plant, not just at the front end but at the back end when the water is treated at the sewage plant where the softening elements that were added would have to be removed. In the end, the cost to customers was deemed to be prohibitive. “If we had done that we would be sitting here today hearing from people whose water rates had doubled or tripled,” Giordano said.

he wanted to do his part. His decision was met with stony silence by his dad, who had fought in World War I. “He said, ‘you have no idea what it’s like,’” Sweet said. “He told me. ‘You think about it for 30 days and we’ll see.’” While Sweet went to the Pacific, Neggia shipped out for Europe on a Thanksgiving Day and found himself, under Patton, in a race across Europe to try to get to Berlin before his bitter rival, British Field Marshal Bernard Montgomery. “When we liberated a town we didn’t stop, we just kept right on going,” he said. When Montgomery, with much fanfare, crossed the Rhine in late March 1945, Patton was already there. Six weeks later the war in Europe was over. Instead of basking in the moment, however, Neggia and his exhausted compatriots were crestfallen when they learned they were to be sent to the Pacific to fight the Japanese. On the way, Neggia heard all the ships in the convoy firing their thunderous guns. Startled, he asked what was going on. “Haven’t you heard?” a soldier replied. “The war (with Japan) is over. We were so happy.” Neggia and Sweet were also happy to look out on a crowd of young faces, whose freedom is the result of their desperate struggles so many years ago. “What we went trough was rough; when we got out, no one talked about it,” Neggia said. “But I would do it again so that you can live in a country that’s free.” ■

Fuller said homeowners can take “annoying” but effective measures to protect their appliances, such as draining their water heaters and pressure tanks once a year. Or they can install a water softener on their own. Those who do “will still be way ahead of what it would have cost you (if the town had obtained soft water),” he said. “It’s not even close.” Town officials acknowledged the water hardness is an issue. Tests indicate Ti water is at a hardness level of 11.7 grains per gallon. Water exceeding 10.5 gpg is considered “very hard.” “I don’t disagree with your hardship, and the town will do everything it can to mitigate that hardship,” Giordano said. “Unfortunately everything is crescendoing at this juncture.” Back when Ticonderoga was a village, it was known that the water system was running afoul of the law, but no action was taken. When the village dissolved in 1993, the town inherited the problem, but it failed

to act as well — even as increasingly threatening letters from the federal government began to pile up. With the exception of New York City, every other municipality in the state had complied with clean-water law except Ticonderoga. With the new system, Ti is now in compliance. But complying while keeping rates affordable was a struggle. Initial estimates came in at $32 million to rehab the old system. By drilling the wells, the town was able to nearly cut that cost in half, and was able to further soften the blow to ratepayers by obtaining grants and no-interest loans for the project. Even so, annual water rates are up $32 per unit next year, and will probably experience a similar increase in 2021. With rates already escalating just to pay for the basic project, water softening was considered an unaffordable option. “We capped (the project) at $14 million so it wouldn’t be a burden to the customers,” Giordano said. “This meets health standards, but changes what people are accustomed to in terms of softness.” ■

of winter storms — taking them out of service for hauling gravel. Scozzafava said he expects aid will be forthcoming eventually, but in the meantime towns have to figure out how to pay for the damage, either through special bonds or by tapping into their fund balances. Schroon Lake Supervisor Mike Marnell agreed that the damage, added up, will qualify Essex County for financial help. He said a number of homes were damaged, including one on the east side of the lake what was almost a total loss from a mudslide. “Things are getting back to normal,” he said. “We had a lot of roads washed out and some homes lost their foundations. As in other towns, permanent repairs cannot be made until spring, he said. Along with roads, power lines and homes, some agricultural operations were damaged; help may be available for those farmers as well. According to the Essex County Soil Conservation District, the Farm Service Agency has asked that if farms had “damages to ag land, buildings, crops, livestock, woodland/sugar bushes, etc. as a result of the storm/flooding Oct 31/Nov 1” to let them know, so they can be included in any statewide or regional disaster designation. Their number is 518-561-4616 x2. ■

Under the 2020 budget, annual taxes on a home assessed at $100,000 would range from $958 to $1,169, depending upon which district the house was located. That’s about $30 less than last year, except in the former village where it will decrease $86. That’s because residents will not be paying into the Village Legacy Debt this year because the fund still has money in it. To keep the other districts consistent, the town voted to contribute $10,000 of its fund balance to Water District 2. Across the town, water rates will remain at $290 next year, and sewer rates will remain at $420. Overall, the town’s tax rate in the general fund will be $5.53 per thousand, down from $5.89. In the highway fund, the rate will be up from $2.67 per thousand to $2.84. Total taxable value in the town will increase from $216 million to $231 million. ■

According to a press release from the fort, the grant project will include the preparation of contract documents for the repairs that will conform to all necessary historic preservation standards. The restoration work itself will prevent further wall movement and deterioration by using modern preservation methods that will safely stabilize this national treasure while preserving its historic integrity. Blue Bombers win D girls XC title By Keith Lobdell SPORTS EDITOR

ELIZABETHTOWN | The Lake Placid girls varsity cross country team was able to beat out Ticonderoga at the Cobble Hill Golf Course Nov. 8, earning the Section VII/Class D title. “They all ran exceptional today,” said coach Mel Frasier. “Even though we are a younger and smaller team, they work hard together and really enjoy each other. This is a group that has pushed each other in the running aspect.” “It was really amazing, I get really emotional thinking about this,” said captain Anya Morgan. “I had no inclination to believe we were going to do this at the beginning of the season. We are so young. We have an eighth grader and a couple of 10th graders. They really pushed themselves and I am so proud of them, especially Harley (Cohen).” Cohen was the top finisher for the Blue Bombers in the team championship win, and will be joined at the state meet by teammates Morgan, Alexa Harper, Kelly Le, Anisa Schmell and Erin Roth. Moriah/Boquet Valley’s Sophia McKiernan was the Class D individual champion, fi nishing third overall in 19:30.4 behind Saranac’s Rachael Woodruff and AuSable Valley’s Lily Potthast. “It was a good run today,” said McKiernan. “It was hard with the weather conditions — the wind was terrible — but on the second lap I started to feel better. Nora (Graves - PHS) is really good and she was right behind me so that pushed me.” Other Class D runners making the state team include Savannah DeJordy, Faline Yang and Lea DeJordy of Seton Catholic, along with Kathryn Morgan and Madison Flora of Ticonderoga. The runners will next compete at the NYSPHSAA state meet Saturday, Nov. 16, at Plattsburgh State. “It is going to be a bit chilly because we are in the North Country and its getting to be snow time,” said Morgan. “But we’re used to it.” McKiernan said she would miss competing against the Class C runners in her section. “Rachael and Lily are really fast and I use that to push me more, I will miss not running against them in states,” she said. ■
