Road remake Bridge Road may be reconfigured for surroundings

CROWN POINT | A small section of Bridge Road near the Crown Point Historic Site may be reconfigured, depending on whether or not the project can get funding. The irony of the problem isn’t that the highway is too bad, it’s that it’s too good. Drivers crossing the Champlain Bridge, which has a speed limit of 45 mph, naturally accelerate on the New York side, where the road widens and is a straight shot into the Crown Point peninsula. It’s a productive area for police, who like to snag speeders who assume the speed limit is 55. In fact, the speed limit doesn’t increase, it actually drops to 30, which catches motorists heading in both directions unaware, said Christina Minkler, an engineer and vice president of JMT New York Inc. Residents say catching speeders in this stretch is like shooting fish in a barrel. The state says about 3,200 vehicles pass through the area each day. There as also a set of campground and visitor center entrances that can be confusing. The other problem is that Bridge Road, also known as Route 185, splits the Crown Point Historic Site in half, with a campground and historic lighthouse on one side, and the 18th century ruins of British and French forts on the other. Ideally, motorists will be less inclined to zip on by without realizing the importance of the ground they’re passing through.

Photo by Tim Rowland “We’re trying to give people a sense of place, that this is an important place to be,” Minkler said. At a public hearing sponsored this month by the nonprofit Lakes to Locks Passage, Minkler said there are three potential options for improving the half-mile stretch. One would simply narrow the road lanes from 12 feet to 11 feet and narrow the shoulders from 12 feet to five feet. The more narrow shoulder would still be accommodating to bicycles, Minkler said. The other two options would divide the highway as it goes through the historic site with either raised or lowered medians with plantings to create a parkway feel. The costs are $820,000 for the first

option, with the divided-highway options ranging from $1.6 million to $2.2 million. The speed limit would be unchanged, but there would be more posted warnings of a speed zone ahead. Ti Central School’s music program earns national recognition TICONDEROGA | The Ticonderoga Central School District has been honored with the Best Communities for Music Education designation from the NAMM Foundation for its outstanding commitment to music education. This is the fourth time in the past five years that Ticonderoga Central School District has received this distinction. Now in its 20th year, the Best Communities for Music Education designation is awarded to districts that demonstrate “outstanding achievement” in efforts to provide music access and education to all students. “This community has always supported music education.” said John McDonald Jr., former superintendent of Ticonderoga Central School. “I am extremely proud of the national recognition for our staff, students and community as a whole.” To qualify for the Best Communities designation, Ticonderoga Central School District answered detailed questions about funding, graduation requirements, music class participation, instruction time, facilities and support for the music programs. Responses were verified with school officials and reviewed by the Music Research Institute at the University of Kansas. Officials said this award recognizes that Ticonderoga Central School District is leading the way with learning opportunities

Crown Point has been selected as one of 50 rural schools to participate in a Harvard University program to improve rural education. The five-year program comes under the auspices of the National Center for Rural Education Research Networks (NCRERN), an initiative of the Center for Education Policy Research at Harvard. Funded by the Institute of Education Sciences at the U.S. Department of Education, districts will have the opportunity to apply the Proving Ground model of evidence-based improvement to address chronic absenteeism, college readiness and college enrollment.

Crown Point Superintendent Shari Brannock said between 60 percent and 90 percent of the system’s students go to college, but indications are that many don’t stay. “We’ve gotten them there, but we’re not keeping them there,” she said. “If we can change that it will give them a bigger and brighter future.” School systems stress the importance of getting into college, but once they are accepted it’s almost as if they think the goal has been achieved and they lose focus, Celotti said. Schools want to stress that graduating is every bit as important as getting there. The program also seeks to find solutions for chronic absenteeism. Crown Point was invited to participate in the program because it has demonstrated clear goals and has been adept at using data programs to reach them. Under this initiative, NCRERN will produce tools for identifying students most at risk for absenteeism and being unpre-

pared for college as well as offer management resources designed to guide rural schools in addressing chronic absenteeism, college readiness and college enrollment. “The districts selected to be part of the National Center for Rural Education Research Network deserve congratulations,” Capital Region BOCES District Superintendent Anita Murphy said in a statement. “Their selection represents a uniquely valuable opportunity for them to bring the power of evidence and the Proving Ground improvement model to bear on some of the most pressing issues facing rural districts.” The 50 selected schools are in New York and Ohio. “Our district hopes not only to learn from other rural districts but to share with them ideas for promising evidenced-based practices we have found success with,” Brannock said. “We look forward to this opportunity for our district.” ■

Essex County EMS welcoming new faces Coordinator Patty Bashaw to get helping hand from new deputy coordinator By Laura Achouatte STA FF W RITER

ELIZABETHTOWN | Matt Watts is one of the first additions to the new countywide EMS program and started his new position early this July. As the county’s deputy EMS coordinator under Coordinator Patty Bashaw, who had been handling the supervisory role solely, Watts will be sharing in the department’s duties. “Matt will be a great help,” Bashaw said. “Matt has gotten on board now and we will have all our interviews completed for the other EMS positions by Friday.” Positions that were added as part of legislation last month resulted from the push from the board of supervisors in the past several months regarding the need for expanded coverage in the county. The go-ahead to do so came with passage of the Essex County EMS bill signed by Gov. Andrew Cuomo in June.

Left to fill are five advanced critical care paramedics, or AEMTs, and three basic EMTs.

MANY YEARS

Watts has served with the Ticonderoga Volunteer Fire Department for roughly 17 years and was recently Ticonderoga Fire Chief. He also was the manager for the Vermont-based LaMoille Ambulance Service that also has a station and serves Ticonderoga and surrounding areas. Watts has many years experience in emergency services, starting in 1986 as a junior member and becoming an EMT in 1988. “I am really excited to be getting to work here,” Watts said. “I have a long history working as an EMT and started as a junior member, a long time ago.” Bashaw said that Watts will be assisting at the county level — going to county board meetings and working on several grant tasks that keep the department afloat. ■ Matt Watts, pictured in front of a Ticonderoga Fire Engine, is known by one of his previous gigs as fire chief in Ticonderoga. Respect and understanding for the rule of law

From New York to California, Iowa to Louisiana, high-profile shootings have robbed America of the By Dan Alexander men and women that • PUBLISHER • have sworn to protect their communities. What seems like daily news reports of officers being shot and ambushed must never become just another daily occurrence and something that we hear so often we become immune to the shock of it. Recently we learned of a new level of disrespect, when individuals were throwing buckets of water on officers when they arrive to do their jobs. A uniform soaked in water in one respect is better than soaked in blood and loss of life, but the overall eff ect still breeds a heightened state of civil unrest. Those who choose to commit these acts have no respect for themselves, our laws and certainly no respect for life nor common decency. We must get to the root issues that cause these events and seek solutions for the good of all. Fear, as we all know, is a powerful motivator, and for those who feel oppressed, perhaps this seems like a way of getting attention or even a noble act, but nothing could be further from the truth. Fear works on both sides of these issues to create doubt and anxiety and only serves to make matters far worse. The world is dangerous enough but these senseless attacks here in this country seem to be more than random or isolated displays of brutality aff ecting not only law enforcement officers, but EMTs firefighters and other public servants, who fearlessly answer the call to duty each day. More deaths nor acts of disrespect will not solve a thing. Until we come together out of mutual understanding, these events will continue to occur, and the more that do will only serve to encourage others to do the same while placing our public servants in the position of overreacting. The cycle needs to be broken and the best place to start is with the disrespect being shown by our nation’s leaders … one and all. The last few years have proven that increased disrespect only brings about a greater level of disrespect and violence. Those who encourage, condone or support it in any way must be made to recognize the negative impact they are creating. We can only hope and pray that understanding, respect and a new appreciation for common decency and moral acceptance begins to infect the hearts and minds of us all as we seek peace and brotherly love for all God’s people. ■

Widening the divide

To the Editor: As an actuary who spent most of my career in support of federal pension regulation, I am never comfortable with those who wish to use tax policy to turn much-needed pension provision into estate-building vehicles. My father died at 54 prior to the passage the Employee Retirement Income Security Act (ERISA), having no vesting in 20+ years of working for the Bell Laboratories. As a result, my mother had to fend for herself. That is why ERISA and similar legislation and regulation created a corporate pension system to supplement social security and protect both workers and their surviving spouses. Mr. Fenimore would like to use tax-advantaged pension plans to build an estate for his heirs. That would have a cost to all taxpayers and one that deserves close scrutiny. Even a national program like social security does not create a pot of money that can later be inherited. Provisions to mandate the expiration of tax advantages over a reasonable time after the death of the pensioner are meant to stress that these are pension funds, not estate-building vehicles. And I would add a comment to Mr. Alexander: I would encourage you to read the history of reconstruction after the Civil War. Every time a city council debates the merits of removing another confederate memorial erected to the “lost cause,” we are still fighting the Civil War. Every time the president and his supporters chant “Send them back,” we are not finding “ways to unite.” Whether or not one believes in reparations to the descendants of past victims of slavery, the discussion itself indicates the extent to which

the causes of the Civil War are still festering sores in our body politic. I agree with you that I would like the “great melting pot” to return, but using racial politics and divisive rhetoric is only widening the divide. — Richard Barney, Ticonderoga ■

Becoming climate smart community

To the Editor: June 6 the City of Plattsburgh Common Council appointed a task force to become a climate smart community focusing on reducing recourses and energy consumption. You can’t be serious? This is the same city that lifted the moratorium on Bitcoin business operations that will drain the city of its electric reserves and force higher rates on its citizens in the process. Not to mention Bitcoin operations originated with criminal operations to hide money and pay for clandestine operations all over the world. Someone is blowing smoke somewhere and getting paid off in the process. I strongly suggest that the people throw out their city council and just hire the mob. The city would get better and faster results. Becoming a climate smart community has to start with honest city officials and an involved public or the local government pats us on the back with one hand and picks our pockets with the other. — Michael Calitri, Peru ■

To the Editor: Donald Trump loves to go to the Carolinas for his rallies, he knows that he can “Gin Up” the southerners with his xenophobic remarks. He knows that they love it, and they will stroke his ego. I wonder if he has the courage to go to New York, Massachusetts, Vermont, New Jersey or California, and spout off his racism

to see the reception he would receive if he made those same racism taunts in front of those people, I wonder. We know that he wouldn’t dare go to those states for fear of being booed off the stage. That leads to one conclusion, he is president only to his racist base, not to the rest of the United States. In the past 243 years, all past presidents took an oath to join all the citizens of the United States and work for the betterment of all of its citizens. Now we for the first time in our history, we have a president who truly believes that his first priority is to divide our people and favor only the ones who “stroke his ego” and disparage all others. With the warm weather, stream fishing for trout has come to an end for now. That means it’s time for bass, sunnys, bluegills and other warmwater fishing. By Richard Redman I don’t have a boat, so I do other things, such as cut firewood, make house and • COLUMNIST • vehicle repairs, and all those other chores while waiting for the waters to cool come fall. The one fishing thing I did this past spring, was attend the Spey Nation event in the Altmar/Pulaski area. The Spey Nation event started in 2008 by Dan Burnside, Dave Lenhard and Geoff Schaake, who simply wanted to get the word out about two-handed Spey and switch rods. With the efforts of these three guys, the tribe is growing. Spey Nation is named for the tribe of folks who like to fish with two-handed fly rods. A typical fly rod is cast using one hand and is usually within six to 10 feet long. Spey rods or switch rods could be 13 feet or more. These long rods give you momentum and heavy power behind the cast, allowing great distances to be covered. Named after the River Spey in the northeast Scotland, twohanded rods were used on the river to increase the casting distance, plus to cover more area from a single spot. American salmon and steel headers are seeing the value in using these

long stiff rods to shoot a large fly out across a long stretch of water, then allowing the fly to float/sink downstream and swing back in the current to hopefully entice a salmon or steelhead. Steelheaders in the Pacific Northwest on rivers like the Klamath, Umpqua, Deschutes and Stillagaumish have been using these rods for years. Eastern rivers like the Salmon, Cattaraugus, the mouth of the Saranac, and Delaware are now drawing fishermen who use these long rods. Held at the Pineville area on the Salmon River, the Spey Nation clan once again did a great job. Numerous rod manufacturers were there displaying their equipment. Orvis, Hardy, Echo, Rio and many others all had displays of rods, reels, line and, of course, flies. How to fish with a Spey rod or switch rod was the main reason for attending. Casting demonstrations were given by top-notch spey rodders. Walt Geryk, the world famous “Spey Doctor,” was there along with numerous other professionals who demonstrated the various long-range casts. The river was high due to a previous night’s storm, so it prevented everyone from getting a personal hands-on experience, but we did get to see the masters demonstrate their skills. “Relax,” “stay in the box,” “keep your eye on the anchor” and “cast inside the fly” were terms showered on us all. It’s a lot easier watching someone cast a 13-foot two-hander than to actually do it. The daylong program raised money for the Fish Creek Atlantic Salmon Hatchery. Raising the native Atlantic salmon is the goal to stock the once-abundant spawning waters of Fish Creek, the

Of the transition, TFCU President/ CEO Shawn Hayes stated, “David Baird did a tremendous job through his association with the credit union. I appreciated his leadership ability and many accomplishments, and wish him the best. I am confident Rick will excel as our new board chairman, and look forward to working under his leadership. Francine Burke was a tremendous asset during her long service to our board, and I wish her well in her retirement.” The TFCU Board has also launched an Associate Director Program, with Anthony Anselmo as their first appointment. His credentials include an education in financial economics and a background in investment banking and business ownership. As an associate director, Anselmo will be part of a group of individuals who collectively govern “one of the area’s best appreciated and progressive financial institutions.” ■

If you have a hankering to cast a two-fisted rod, hopefully maybe I’ll see you there next June. By then I’ll be able to cast my own, owner-built, 13-foot Spey rod, maybe! With the warm weather we have had, trout streams have reached temperatures where no one should be out fishing them. Warm water holds less oxygen than cold water, and if you catch a trout in warm water, you could be signing its death sentence. Carroll joins Sun staff Will handle press releases, briefs, announcements

TICONDEROGA | Laurel Carroll has joined Sun Community News & Printing as a news clerk working out of the Ticonderoga office. Carroll organizes press releases and briefs and serves people in need of making announcements or publicizing events in the Adirondack Journal/News Enterprise and Times of Ti editions of The Sun. An artist and professional copy editor, Carroll moved to Chilson in 2000. A native of Brooklyn, she fell in love with country living after visiting her grandparents in the Berkshires, who were adherents of Maurice Kains’ seminal book “Five Acres and Independence.” Carroll has showed her art at the Cathedral of St. Johns the Divine, and curated a show in SoHo. “Now I just sort of sketch my cats,” she said. Following the ecologically disastrous wreck of the Exxon Valdez, Carroll thought about a career in science. “But I didn’t become a restoration ecologist, I became a woods bum,” she said. Carroll said her new job gives her special insight into the southern Essex region, and that “I’m surprised at how much interesting stuff is going on.” She has also worked as a copy editor for

a number of organizations, including the American Museum of Natural History, the New York State Museum in Albany and the Brooklyn Botanical Gardens. For the 2019 Essex County Fair, there are some added bonuses and some shifting of venues for certain exhibits due to the Cornell Cooperative Extension renovations. The fair will kick off Aug. 14 and finalize Aug. 18 at the county fairgrounds in Westport.

SCHROON LAKE | Derrick Denteh knows a thing or two about changing cultures. When he was 3, his parents felt he needed to spend some of his formative years in his ancestral homeland of Ghana, so then sent him from his home in the Bronx across the Atlantic to West Africa, where he spent his next seven years learning the language, the cuisine and his grandparents’ way of life. Because he was so young, he did not find the change to be disruptive. “You know how it is at that age; you just go with the flow,” he said. It was this next cultural change that was in

some ways more of a contrast. Denteh went to school at Potsdam and came to Schroon Central Schools by way of Plattsburgh as a guidance counselor. “When I first came here I got a lot of stares,” Denteh said, speaking to the lack of racial diversity. But Denteh had found a way to take advantage of the fact that he stood out in a crowd. At Potsdam, Denteh said he had gotten together athletes from various sports and put on a fundraiser for Building Blocks Day Care, as “a chance for young black men to give back to the community.” It worked. Kids had a blast, playing games with the athletes and “running all around being goofy,” Denteh said. He has brought the formula to Schroon Lake, forming the group Vox Populi, or “voice of the people,” to accomplish the dual roles of encouraging racial understanding while raising money for a good cause. Denteh felt uniquely qualified to be the intermediary. “All the kids up here are white and all the kids back home are black,” he said. “I’m glad

Sixty-five years ago, libraries in Clinton and Essex counties figured out that some of their costs could be defrayed through the creation of a central location that could provide services that all libraries needed, but few individual libraries could afford. Franklin County joined in a few years later, and the Clinton-Essex-Franklin Library System (CEFLS) was born. This August, CEFLS is celebrating its 65th birthday with affairs at the Schroon Lake beach Aug. 6; Trinity Park in Plattsburgh Aug. 13; and the Adirondack Carousel in Saranac Lake Aug. 20. Activities will take place from 2 to 4 p.m. with gifts, cupcakes and ice cream while supplies last. There will be an inflatable waterslide at Schroon Lake, face painting/balloon sculptures with Pipsqueak the Clown and karaoke at Plattsburgh and carousel rides at Saranac Lake.

Through Denteh and friends, children of different races team up and, whether it is a day-care center, a church or a foreign culture, work for something that is greater than themselves. Denteh said their response has been heartwarming. “Kids run around and have fun, but it gives them greater roles,” Denteh said. Sharing is an economic principle to take advantage of economies of scale,” said Steve Kenworthy, executive director of CEFLS. “In 1954 the public libraries in Clinton and Essex counties hit upon the idea that if they shared certain costs, they could stretch their dollars to provide more materials and better service.” The idea was so good that it spread. There are now 23 public library systems covering the entire state, based on the CEFLS model. Kenworthy said that CEFLS is the “silent partner” of 30 libraries and three reading centers in the three counties it serves. “They are our customers, and the local libraries pass the benefits along to their patrons and communities,” he said.

Libraries, if anything, are becoming even more current in a digital world. “Computers were supposed to be the death knell of print materials. Nothing could be further from the truth,” Kenworthy said. “At first, only the people on the cutting edge of technology touted eBooks. Now, they have moved solidly into the mainstream. But, guess what? People still read inkand-paper books. In fact, the drop in print readership is less than the uptick in electronic reading materials. By having both available, more reading is being done.” ■

CCE gains new director Sean Connin heads Essex, Franklin chapters

LEWIS | Cornell Cooperative Extension of Essex and Franklin Counties has welcomed into the fold a new executive director after nearly a year of running with an interim director.

Sean Connin, a resident of Rainbow Lake, grew up off and on in the Adirondacks and has worked in its communities with environmental conservation as a focus during his adult life. “One of the prime interests for me that attracted me to the position with Cornell Cooperative was to work within the community where I live and to help the communities that I am a part of to recognize and accomplish goals,” Connin said. Connin’s career started in the 1990s when he began as an organismal biologist, adding to that studies from Yale’s School of Forestry and Environmental Studies and Dartmouth’s Doctoral Program in Earth Science.

In the early 2000s, Connin served as founding director for the Adirondack Park Aquatic Invasive Plant Program – and was instrumental at implementing the program policies that are in place today. Connin traveled across the United States from Arkansas to Texas to Oregon, conducting ecological research, teaching at several colleges and participating in field practice. His previous position was with the Adirondack North Country Association of Saranac Lake in which he was director of the Clean Energy Program that was designed to incorporate and develop plans of renewable energy into local communities. “I worked with stakeholders in the Adirondacks to develop energy programs in the community and I bring those connections from that side of things to what I can do here,” Connin said while addressing the Essex County Board of Supervisors recently. “We are working towards aligning the counties’ resources and local businesses involved in the programs to meet the needs of the community. We will be collaborating with St. Lawrence County Extension to see how we can work together and gather our strengths across four counties as one of the first objectives on the list since I’ve started.”

Historical Society expands Summer A’Fair TICONDEROGA | The Ticonderoga Historical Society (THS) has expanded the offerings of its annual Summer A’Fair, which will take place at the Hancock House from 10 a.m. to 3 p.m. Saturday, Aug. 10. Each year, the Historical Society presents a bake sale featuring an array of home-baked treats, as well as a white elephant sale of gently used goods, along with a vendor area featuring highquality craft, household and one-of-a-kind items. “This year, we have some special vendors who have raised our profile above that of a simple yard sale,” THS President Bill Dolback said. “Joining us will be a vendor with a fine collection of American history books that highlight the French and Indian and Revolutionary Wars.” Also on hand will be regional history writer

Maury Thompson, who will conduct a political collectible show and sale. “Come to buy or simply to look and talk about political history with Thompson, who covered 12 area congressional races during his career as a reporter for the Post-Star,” according to Dolback. Thompson also will have a sampling of old Adirondack postcards and vintage theater programs for sale. Fifty percent of proceeds from the sale will be contributed to the Ticonderoga Historical Society. TICONDEROGA | The Prevention Team of Essex County based in Ticonderoga — a New York state entity focused on prevention of alcohol and substance abuse and youth — wrapped up its annual Girl Strong program this past May. The program was previously known as Girls Run 4 Fun/GR4F. “The Prevention Team works with families, schools and communities to reduce high risk youth behaviors by decreasing risk factors and increasing protective factors related to such behaviors,” Nancy Paquette, Prevention Team CFO, said about the organization. “We were established in 1986 and currently have 10 employees. We have contracts with county schools to provide prevention education and student support counseling to students. We currently have a coalition in one community trying to deal with heroin/Rx opiate abuse and recovery. Essex County is one of the largest and most rural counties in NY and it also has a very high poverty level.”

SELF-AWARENESS, COMMUNICATION

Girl Strong pairs fourth- through sixth-grade girls with mentors and coaches during the months of March through May twice a week to participate in structured activities that help to “improve girls sense of self and self-efficacy, and selfcare through physical activity and education, as well as selfawareness and communication,” states the program flyer. In 2012, Girls Run 4 Fun program started with three schools and about 30 girls. This spring, there were seven county schools; Ticonderoga, St. Mary’s, Crown Point, Moriah, Westport, Keene and Willsboro; with more than 150 girls participating in the program. The program teaches girls about self-image, cooperation with others for success, knowing what to do when being bullied, how to set and achieve goals, and provides information on healthy eating and an opportunity to exercise. At the end of the 10-week program, usually in May or June, a culminating team-build-

ing event is planned for the girls and coaches. The two-month program is sponsored and thrives off contributions and donors. This 2019 season, the program was funded by The Adirondack Foundation Generous Acts Grant Program, Stewart’s Holiday Match, United Way of the Adirondack Region, Excellus BlueCross BlueShield Healthy Community Grant, Time Warp Treasures and Camp Dudley. Time Warp Treasures provided each girl with a T-shirt to color at the start of the program.

CULMINATING EVENT

Camp Dudley in Westport sponsored Girl Strong activities but was also the site of the 2019 Girl Strong Culminating Event where the girls played a series of four games to build positive communication skills, teamwork and trust. The girls were divided into eight groups with girls from

each of the schools together. The coaches and the 70 girls attending Camp Dudley spent four and a half hours participating in teamwork and trust activities. “The groups were mixed so you had the ability to meet some new friends. We enjoyed a sunny lunch and then in the afternoon, everyone participated in a trust walk, which was an exercise to use the skills developed in the morning sessions, to lead a partner blindfolded through a series of obstacles in a silent environment, honing our nonverbal communication skills and ability to trust our peers. We had plenty of time to debrief about the activities and talk about the communication skills we learned, things that got in the way of good communication and teamwork, and ways we needed to trust our peers even if we didn’t know them well,” Anita Johnson of Camp Dudley told The Sun. ■
