Trustees unsure losing village is right move; metting set for July 31

By Christopher Pratt christopher@denpubs.com PORT HENRY Ñ Village trustees gave the OK Monday evening to seek bids from firms interested in handling the governmentÕ s potential dissolution, although they raised concerns about whether ending the village is in the best interest of residents. Board members unanimously voted at their regular meeting to approve seeking requests of qualifications from firms interested in handling Port HenryÕ s consolidation of services. The state awards grants to provide local governments with funding and technical support to implement reorganizations. Board member Matt Brassard said heÕ s been contacted by two firms who have conducted consolidation studies for other communities. Ò I think itÕ s in our best interest to at least throw it out there and see what we get back,Ó Brassard told board members and about 15 residents in attendance. A group of residents filed a petition in June to force a vote on whether to dissolve the village. Proponents of ending the village structure have raised concerns about a recent property take rate hike and fire department expenditures. CONTINUED ON PAGE 13

Crown Point Central School SADD Members recently hosted their annual lock-in. The theme of this year’s event was “Destructive/Distracted Driving” with the goal of opening the eyes of the students to how their actions behind the wheel can alter not only their lives, but the lives of those around them. Students participated in a substance-free event, learned about SADD’s mission, the dangers of distracted driving, and had fun. This was a great opportunity for all students to feel safe and comfortable at a party, without the added peer pressure that often comes with high school. The SADD Members would like to thank the following contributors for their generous support in this event: International Paper Company, Stewart’s Holiday Match and Essex County Stop DWI. assistant da comes to aid of defendant in need By Keith Lobdell keith@denpubs.com TICONDEROGA Ñ It is a very rare sight to see the prosecutor trying to help the defendant in the courtroom. On June 24, Essex County Assistant District Attorney Jamie Martineau was at his usual assignment in Ticonderoga Town Court, standing in front of a judge across from a female defendant and Essex County Public Defender Brian Boutelle. However, the role of prosecutor and defendant disappeared when the lady started to complain she was
not felling well, according to Boutelle. Ò She didnÕ t look well, either,Ó he said. Ò Right after, she stumbled and fell down. At the time, she was still talking and told Jamie she had a seizure earlier in the day.Ó That is when Martineau, who is from Black Brook and had recently received his certification as an EMT (he serves as the Rescue Captain for the Wilmington Fire and Rescue Company), went from A.D.A. to first responder. Ò As we were standing in front of the judge, her arms started to flail and then she fell,” Martineau
said. Ò I took her into the judgesÕ chambers to let her lie down and that is when she went into a full grand mal seizure.Ó A grand mal seizure includes a loss of consciousness and violent muscle contractions and can be caused by abnormal electrical activity throughout the brain, a main cause being epilepsy, which Martineau said the defendant-turned-patient had. Ò I rolled her onto her side and made sure the airway was open,Ó he said. Ò I asked the clerk to call 911 and request and ambulance. CONTINUED ON PAGE 8
