MORIAH | An altercation that began in the bar at the Moriah Eagles Club on Sunday night ended with one person dead in the parking lot outside.

Derek J. “Boomer” Sprague, 44, of Witherbee, was located deceased from an apparent gunshot wound to the head in the parking area of the Eagles Club, state police said on Monday.

The suspect has been identified as Cody Cutting, 30, of Moriah.

This is the Fraternal Order of Eagles Adirondack Aerie 4410 in Moriah Center, where a patron was shot to death Sunday night. The club was closed on Monday.

He was arraigned in the Moriah Town Court before Town Justice Brian Venne, and remanded to the Essex County Jail without bail, state police said.

The responding troopers and Essex County Sheriff ’s

TICONDEROGA | Ticonderoga High School Principal John Donohue was part of the U.S. Air Force Distinguished Educator Tour Program during spring break recently.

The Air Force Recruiting Service sponsored trip is a way to see how the U.S. Air Force recruits, trains, educates and employs active-duty airmen.

The principal met with the Flying Training Squadron at Randolph Air Force Base at Universal City, Texas and spoke with a pilot about his training and education.

Donohue said he was shown one of the training jet fighters and learned how both beginning pilots and instructors were trained.

“I was particularly interested and impressed with the emphasis the Air Force places on further education,” he said. “It was very important to every person I met to continue their education.

He said the Air Force has developed partnerships with different colleges and universities for airmen to earn many different degrees of study.

“It is amazing,” Donohue said. “It is a great opportunity that I believe is often overlooked by our students.”

Another stop was the Fort Sam Houston Military Medical Center, to see how individuals are trained as medical personnel for all branches of the military at the shared facility.

A preliminary investigation revealed the altercation in the bar resulted in Cutting being ejected, and continued into the parking lot, where Cutting retrieved a handgun and shot Sprague, state police said.

New York State Police were called to the club, Fraternal Order of Eagles Adirondack Aerie 4410, about 8:30 p.m. on Sunday for a report of a shooting.

The Eagles Club is located on County Route 7 (2787 Center Road), and opened in a former coin-operated laundry in 2016 after moving to Moriah Center hamlet from Ticonderoga.

but did not transport anyone. Essex County Coroner Francis Whitelaw was summoned to the site later and authorized removal of the body to the Albany Medical Center for an autopsy to be performed by Dr. Michael Sikirica later Monday.

Police had fire police from nearby Moriah Fire Department called to close the road in front of the club. The investigation continued overnight, including taking witness statements from patrons of the bar. The road reopened Monday morning.

Cutting was a 2005 graduate of Moriah Central School, and worked in operation vehicle maintenance for the Essex County Department of Public Works for the last two years.

Sprague was employed by Luck Brothers construction of Plattsburgh as an equipment operator.

Sprague is the younger brother of Essex County District Attorney Kristy Sprague. First Assistant DA Michael Langey was at the scene Sunday assisting with the investigation.

The investigation is continuing and anyone with information is asked to contact the New York State Police at 518-873-2750.

The last murder in Moriah was 22 years ago.

Paul J. Taylor, was convicted of killing Marcus Chadwick of Pittsford, Vt. on May 3, 1996, by placing a tree on Chadwick’s chest and leaving him on a trail off the Tracy Road in Moriah. Chadwick died of chest compression and exposure.

Taylor was paroled in 2010, but convicted of killing a man in Keeseville in 2012, and is serving a life sentence for that murder.

Many of Mr. Sprague’s friends and family members took to social media after the murder to express their grief.

“So very sorry for you loss, heartbroken by the senselessness of it and saddened that the whole community grieves for the loss of more of our hometown tranquility,” Gail O’Dell wrote on Facebook. “Thoughts and prayers for you all. R.I.P. Boomer.” ■

Donohue also visited the facility that trains the pilots of Remotely Piloted Aircraft, commonly referred to as drones.

He met with the instructors and discussed what is now a growing field, and was able to fly a drone simulator with the help of the instructors.

The pilots perform surveillance and reconnaissance and provide close air support for missions using Remotely Piloted Aircraft.

The tour concluded with watching an Air Force Basic Military Training graduation ceremony at Lackland Air Force Base at San Antonio, Texas.

Following the ceremony, Donohue had the opportunity to congratulate the graduates and speak to them about their choice to enlist.

Community plot will expand in Ti New gardeners sought for Ti Community Garden

TICONDEROGA | The Community Garden at the First United Methodist Church in Ticonderoga is seeking new gardeners.

The gardening season is almost upon us, so now is the time to seriously consider growing healthy foods, enjoying the exercise and also the camaraderie of other gardeners, garden manager Betty Rettig said.

A fenced-in area and water are provided. A few plots are available: a 10’ x 10’ for $12.50, a 10’ x 20’ for $25 or a 10’ x 40’ for $50.

Organic gardening methods using no chemicals are expected.

“Just imagine that fresh ripe tomato or a bunch of fresh green beans ready to enjoy,”

said Rettig. “Or, perhaps you want to grow some pretty flowers or some pumpkins or squash that just won’t grow in your own yard.

“The Community Garden behind the church could be just the right place for you.

It has plenty of sunshine, water and room within a fenced-in area. The Community Garden may be the place to teach gardening techniques to the next generation, too.”

The Community Garden was initially installed by Kevin Densmore, who earned his Boy Scout Eagle Award with the project.

“Many wonderful harvests have since been enjoyed,” Rettig said.

The trustees of the church oversee the garden along with Rettig, who manages the activities.

Crown Point committee seeks volunteers for Memorial Day festivities Upcoming commemoration marks 150 years

CROWN POINT | The Crown Point Memorial Day Committee is seeking volunteers to help out with this year’s festivities.

This year will mark the Town of Crown Point’s 150th commemoration, and more manpower is needed for the Monday, May 28 parade and celebration.

“Our committee may be small, but we are mighty,” said com-

mittee chairperson Jodi Gibbs. “If you are looking for a way to give back to your community, please consider joining us.”

The Town of Crown Point sponsors the six-member committee, whose sole mission is to commemorate and celebrate the Memorial Day holiday each year.

The committee receives a modest budget each year which is supplemented with fundraisers.

As with everything, expenses are continually increasing while donations and budgets remain flush, according to a news release from the committee.

Crown Point Town Supervisor Charlie Harrington is

working with the committee on behalf of the town.

“We are grateful for this dedicated group who goes above and beyond their means each year to honor the fallen and their families,” he said.

This year’s event will honor the men and women from Crown Point who have given their lives in service to our country. The theme is “Crown Point’s Honor Roll.” The parade rolls at 2 p.m., and there is a carnival in the town park May 27 and 28.

Adirondack Jazz returns to Ticonderoga The Festival Guild released its summer schedule

TICONDEROGA | Popular demand will return the Adirondack Jazz Orchestra to Ticonderoga on Saturday, June 9 for an evening of dinner, dancing and music.

This evening “Dinner, Dancing and All That Jazz” is sponsored by the Ticonderoga Festival Guild and will be held at the Best Western Inn and Suites in Ticonderoga, with dinner at 5:30 p.m. and the concert at 7 p.m.

The guild has also released its summer schedule of performances.

Judy Walker, executive director of the Festival Guild, said many people wanted the repeat concert.

“Last year was a terrific success and many people requested that we schedule it again this year,” she said. “We wanted to offer our community an evening of big city entertainment here in Ticonderoga at a price everyone could afford.

That is the goal again this year but we have added a small dance floor so people can dance. It is hard to sit still when the Adirondack Jazz Orchestra starts to play, so we wanted to give our audience a place to kick up their heels this year.”

The Best Western Inn will offer a variety of menu selections this year. The dinner will include appetizers, salad, entrée choices of chicken cordon blue, apple-stuffed roast pork, salmon in dill sauce, which can be served as a gluten-free entrée, or veggie lasagna, followed by dessert and coffee. A cash bar will be available.

Tickets for this evening are $30 per person and can be purchased at Libby’s Bakery Café or by calling Walker at 518 984-0088.

Ken was born March 12, 1926 in Ticonderoga, NY to the late Robert and Leona (Wells) Armstrong. After graduating Ticonderoga High School, he joined the US Army and was assigned to the U.S. Constabulary in Ulm, Germany, and honorably discharged as Sergeant.

He was a lifetime member of the Former New York State Troopers Association. He was elected Town Justice of the Town of Schroon in 1976 and served until he retired in 1993. He was Past President of the Essex County Magistrates Association. He was a former member of the Schroon Lake Emergency Squad. Ken was caretaker of Severance Cemetery, from 1993 until retiring in 2014.

ELIZABETHTOWN | There will be no Republican primary for the Essex County sheriff’s race.

Essex County Sheriff’s Office Deputy Major David Reynolds was endorsed by the Essex County Republican Committee in a 2-to-1 margin over his prospective primary opponent on Thursday.

Reynolds received 2,083 weighted votes compared to Essex County Undersheriff Michael Badger’s 996.5.

“The Republican candidate for the Essex County Republican Committee for sheriff will be Major Reynolds,” said Essex County GOP Chairman Shaun Gillilland.

Reynolds, 42, has been with the agency since 1999, serving as chief deputy since 2009.

“There’s a lot of work to do,” Reynolds said. “I want to thank Mr. Badger for running a clean campaign to this point.”

Reynolds said he placed a high value on collaboration and teamwork, including the relationship between local school districts, the county and the sheriff’s office.

He has also expressed the need to increase training and boost resources to combat drug abuse, domestic violence and child abuse.

“I will take an active role to make sure the sheriff’s office is proactive rather than reactive,” Reynolds said.

In comments ahead of the vote, Badger had called for Essex County to pair with school districts to provide resource officers and the need to grow the department without placing a burden on county taxpayers.

Badger said he will exit the race and not wage a primary challenge.

“I would like to thank the committee members who supported me and all of the members who found the time to meet with me over the last few months,” Badger said on Friday. “I wish the best of luck to my opponent in the future.”

I know what you’re thinking. We aren’t out of the woods just yet.

By Dan Alexander may still have an ace • PUBLISHER • or two up his sleeve, but there is nothing like that first day of a new season where it feels like it’s the right season.

It doesn’t really matter if it’s the first significant snowfall of the winter, one of those sizzling hot days of summer, a cold crisp fall day or the first spring day when you can spend the day outside cleaning up after a tough winter and not wearing a coat, hat or gloves.

Last weekend was one of those days where it just felt good to be outside after a long cold winter that doesn’t want to let go.

Cleaning the sand off the driveway, washing the cars, cleaning up a billion pine cones, straightening out the garage and playing with the grandkids — it was an all-around glorious day. In fact, just thinking about the upcoming nice weather that’s nearly here makes some of the more difficult spring tasks fly by.

Even after 60-some years on this earth, I can still remember the excitement of the changing season as a young child.

It never seems to get old, and only better as the seasons come back around faster and faster through the years.

It’s odd, but when you’re in the middle of a season, it feels like it will last forever but once it changes you wonder how it slipped by so fast.

While I appreciate all four seasons here in northern New York, I must confess I could do with a little less winter. Not so much the snow, but certainly the ice and the frigid cold, especially as I get older.

As the warmer weather sets in, the opportunity to get around and enjoy the outdoors without keeping an eye on the advanced weather forecast keeps life simple and on schedule without surprise or unexpected crises that always seem to arise during the winter months.

I know we live in a winter wonderland, but the economy up here seems to kick into gear once the days get longer and mother-earth gets closer to the sun. The region comes alive with more traffic, and the return of our southern snow-birds after seeking the warmer climate for a few months.

Winter is an important season, and I don’t know about you, but I’m ready for spring, summer and fall. ■

It’s a midterm election year.

As the weather warms along with the political calendar, it’s time for us to get on our high horse and tout the benefits of civic engagement.

While all the focus is on state and national politics, it’s shaping up to be a sleepy year at the local level.

Clinton County Sheriff David Favro is running unopposed.

Essex County Sheriff Richard Cutting is retiring at the end of this year. Two candidates were in the running to succeed him, but one dropped out last week after the Essex County Republican Committee endorsed the other, leaving the race uncontested.

Warren County has just two county coroner positions up for election.

In fact, the dearth of candidates at the local level is more of the norm than the exception.

While candidates and party brass are undoubtedly breathing a sigh of relief at what may appear to be an effortless glide to November, the voters are the ones who ultimately lose when races go uncontested.

The lack of subsequent debate and discussion is a disservice to the community.

House GOP eying balanced budget — but only after increasing the deficit

To the Editor: Th e House of Representatives has just endeavored to save its reputation as the party of fiscal responsibility by trying to pass a bill calling for a balanced federal budget.

This effort was supported by Rep. Elise Stefanik (R-Willsboro), among others, but did not pass the Republican-controlled House.

Why now?

Why didn’t the Republican Congress worry about deficits before it passed a $1.5 trillion tax-cut package last December?

Why were deficits not a concern when Congress passed a $1.3 trillion budget in March? These bills that blow up the deficit were signed into law by a Republican president.

Now, suddenly, the very people who voted to increase deficits and the debt in a big way get religion about deficits after taking actions to increase them.

Essex County, for instance, would benefit from a sustained community discussion if the sheriff ’s office should supplement local police departments with road patrols, especially as opiates continue to present considerable problems in the community, including an uptick in crime.

Or what about armed resource officers at schools?

Gun control is continuing to play a prominent role in our national discourse since a massacre at a Florida high school in February that killed 17.

Kids are leading the discussion. Shouldn’t they be joined by officials in a public setting?

Competitive sheriff ’s races across the North Country would foster a sense of discourse that so many are aching to have at the local level.

Just ask Rep. Elise Stefanik, who has been in the hotseat for her stance on gun control, with constituents pleading with the lawmaker to do more to combat the rash of violence.

Or Gov. Andrew Cuomo, who is fending off challenges from both his right and left flanks.

Speaking of Stefanik: While the secondterm lawmaker acknowledges re-applying for her job every two years is part of the solemn duties of Congress, we can’t imagine she’d be

Speaker Paul Ryan and others have made no secret of their intention to use growing deficits as an excuse for slashing programs like Social Security and Medicare.

If a Republican Congress is elected in November, it will lose no time cutting these programs, which working people need in retirement. That $1.50 per week cut in taxes that Mr. Ryan tweeted about on Feb. 3 while praising the tax bill won’t amount to much in the face of deep cuts in Social Security and Medicare.

terribly disappointed if she ran unopposed.

But from now until June, expect the crowd of Democrats to pummel the lawmaker as they seek to run against her in this November’s general election.

Republicans are lashing the f ield as “divided and in disarray.”

It’s an attack that needles Democrats, we suspect largely because they still haven’t fully regrouped after their biting 2016 losses and are still trying to figure out where to go as a party.

While a slugfest is necessary — and is entertaining to watch — what the GOP probably should acknowledge is that the unruly field is generating a valuable discussion of the issues.

It’s nice to see so many people engaged in the political process, discussing with a remarkable degree of fluency concerns from across the ideological spectrum, from the cost of prescription drugs to environmental safeguards.

Despite wherever you stand from a political standpoint, this discourse is the foundation of our civil society, and makes us all the smarter, more educated and informed as a result — even if it is messy.

maddening — fluctuating temperatures rocked our region all winter long, with periods of 50 and 60-degree weather wreaking havoc on the Saranac Lake Winter Carnival Ice Palace back in February (luckily, not until after the carnival itself had ended).

My local volunteer fire department was deployed to the Hogansburg area during that warm period. A lot of homes were flooded by an ice jam on the river. Our volunteers were there for about a week trying to help. It’s the instability that’s wreaking havoc, and it’s alarming to say the least.

With that said, I am glad to see that climate change is a hot topic among the New York 21st Congressional District’s Democratic candidates.

It seems that all of them are on board with fighting climate change and considering that one of them will hopefully unseat Rep. Elise Stefanik, we should expect no less.

“Energy” page and has been outspoken about climate change for years.

In a time when the EPA is being systematically dismantled, we need a strong debate among Democratic contenders for how to adequately address climate change and care for our precious environment.

Let’s hope that we can turn this scenario around for the better and invest in renewable energies for our future.

Police make multiple arrests

TICONDEROGA |Ticonderoga Town Police took four people to jail after a fight.

On April 21, Ticonderoga Police responded to a duplex residence at 67 Montcalm St. for a reported fight involving multiple persons with a possible knife involved.

During the incident four arrests were made: Cody W. Hinds was arrested for misdemeanor obstructing governmental administration in the second degree and resisting arrest. Hinds was arraigned and remanded to Essex County Jail on $5,000 bail/$10,000 bond.

Jaime L. Shaw was arrested for disorderly conduct, a violation. Shaw was arraigned and remanded to Essex County Jail on $1,000 bail/$2,000 bond.

Dustin R. Smith was arrested for disorderly conduct and unlawful possession of marijuana, both violations. Smith was arraigned and sent to Essex County Jail on $1,000 bail/$2,000 bond.

Gabriella K. Huntington was arrested for disorderly conduct and unlawful possession of marijuana, both violations. Huntington was arraigned and went to the jail on $1,000 bail/$2,000 bond.

Here in Hamilton County, “early voting” would require the purchase of at least one additional voting machine at a cost of $11,000 and then securing trained personnel to man the poll site for at least 13 days.

The voting machine site would need to be manned, bi-partisan, eight hours per day weekdays and five hours on Saturday, Sunday and legal holidays.

This labor cost would exceed another $7,000. All this and then residents in some parts of Hamilton County would still have to commute close to an hour just to reach the polling location.

And then there is the cost of all the required legal advertising. All this cost for a county with under 5,000 residents.

How much will it cost statewide?

We already have a mechanism to allow “early voting” — it is called “absentee ballot.”

Just contact the Board of Elections office in Lake Pleasant and ask them to mail you the absentee ballot application. For the cost of a stamp all of the time, energy and additional tax dollars can be avoided.

If Trump fires Mueller, we’re ready to hit the streets

To the Editor: We are so fortunate to live in this democracy, where we are free to voice our opinions without fear of a knock on the door in the middle of the night.

We can hold peaceful public rallies for or against government actions or inactions without fear of facing riot police.

We can walk our talk when we decide it’s necessary. And if President Trump does anything to obstruct the completion of the Mueller investigation, it is our right and duty as freedom-loving citizens to send a strong message to Washington that obstruction of justice is as unacceptable for a President as it is for any American.

To that end, many individuals and organizations around the country are working to coordinate timely rallies in the event the president, despite statements to the contrary, commits some act to interrupt the investigation.

There are many rallies planned regionally (including Plattsburgh, Glens Falls, Canton, Saratoga Springs, Watertown, and Burlington) and now there will be one in Saranac Lake for those interested.

Pre-K and Kindergarten must register Putnam Central School sets registration day

PUTNAM | Putnam Central School District pre-K and Kindergarten registration/screening will be held on Wednesday, May 9, from 9 a.m. to 10:30 a.m. at the school, with no appointment necessary.

For a student to enter the pre-k program, the student must be 4 years old by Dec. 1, 2018, and for a student to enter kindergarten, the student must be 5 years old by Dec. 1, 2018.

The district is asking parents/guardians to contact the school prior to May 1, with the students’ names who will be registering for the 2018-2019 school year.

Baffled by Elizabethtown intersection solution

To the Editor: I am 100 percent baffled by the proposed solution to the Elizabethtown traffic pattern.

I cannot imagine anything more annoying or dangerous to motorists than a four-way stop at the current blinker light intersection.

Even a bona fide traffic light has real issues due to “the hill” situation that is unique to this intersection. A four-way stop will do nothing to make that intersection safer, especially in slippery conditions.

I can just imagine the winter chain-reaction crashes on that hill as the lead car tries to come to a full stop.

I agree with another writer who says that the best solution is the current blinker light that gives the hillside motorists the right of way.

If necessary, put up new signage for the blinker light, but I cannot understand the thinking that a confusing four-way stop will solve any problems whatsoever. Please don’t even consider making this dangerous mistake.

I was proud to lead the legislative effort to reauthorize funding for Community Health Centers that support over 95,000 patients in our district, and I worked to pass a 10-year authorization of the Children’s Health Insurance Program that supports over 21,000 vulnerable children across the North Country.

These were major bipartisan victories and results that will have an immediate, significant impact on our district.

At my recent town halls in South Glens Falls and Moriah, one issue raised by constituents was the high cost of prescription drugs.

North Country families continue to struggle with expensive prescription drugs, and in fact, one in four people across the country have reported difficulty affording their medications.

In his State of the Union address in January, President Trump said addressing prescription drug costs is one of his highest priorities, and he is preparing a major speech on the issue later this week.

I wanted to take this opportunity to address constituents with the details on my efforts in Congress to tackle high prescription drug costs.

One of the major obstacles to accessing affordable drugs is a slow approval process at the Food and Drug Administration (FDA).

On average, it takes about 12 years for an experimental drug to move from the laboratory to your local pharmacy. Last Congress, I was pleased to support the 21st Century Cures Act that was signed into law. This legislation made many reforms to our healthcare system, including streamlining our FDA approval process so that patients can receive affordable, generic treatments in a timelier manner.

Additionally, it increases accessibility to clinical trials and improves the FDA’s ability to hire scientific experts.

We also must address the tremendous costs associated with research and development (R&D).

One way to help reduce R&D costs is by supporting this innovation at the

federal level so these costs are not borne by the drug manufacturers, and thus passed down to consumers.

Since I arrived in Congress, I have consistently voted and advocated in support of increased funding for the National Institutes of Health (NIH), the world’s premier institute for medical and public health research.

In fact, in the last government funding bill, I supported a $3 billion spending increase, bringing NIH’s total budget for 2018 up to $37 billion.

In rural districts like ours, the 340B program is another important component of reducing prescription drug costs. The 340B program allows drug manufacturers participating in Medicaid to help safety-net hospitals and community health centers provide their patients with 25 to 50 percent discounts on medicines and other life-saving services. This drug pricing program enables vulnerable and uninsured patients to access prescription drugs and other treatments that they otherwise would not be able to afford.

I am an outspoken supporter of this program and have cosponsored legislation (H.R. 4392) that would fight back against proposed cuts to certain drugs that are covered under the 340B program.

I have also cosponsored legislation, the Prescription Drug Price Transparency Act, which imposes greater transparency standards on pharmacy benefit managers to ensure that drug pricing information is better passed along to consumers and incentivizes pharmacists to promote more affordable, generic drugs.

In addition, I recently cosponsored the Prescription Transparency Act, which protects a patient’s right to know about lower-cost drugs when visiting their local pharmacies.

Currently, pharmacy benefit managers can include “gag clauses” in contracts preventing pharmacists from alerting consumers at the counter when there is a medication available that may be cheaper if they pay for it out-of-pocket. This bill prohibits the use of “gag clauses,” which I believe can lower costs for many constituents.

There is still much more work to do to bring down the costs of prescription drugs for families in our district.

As President Trump details his ideas and plans to address this important issue, I will be listening intently and look forward to continuing to lead on this issue in Congress. ■ — Rep. Elise Stefanik (R-Willsboro) represents New York’s 21st Congressional District

TICONDEROGA | Thirty-nine middle and high school students from the North Country won top prizes with 17 projects at North Country History Day at Fort Ticonderoga recently.

“The National History Day program develops a passion for history,” said Rich Strum, Fort Ticonderoga’s director of academic programs and North Country regional coordinator for New York State History Day. “History Day provides students with an opportunity to explore a topic which interests them while relating to an annual theme.

This year’s theme was ‘Conflict and Compromise in History’ and projects spanned centuries of topics from the Salem Witch Trials to World War I.” The top two projects in each category won the right to represent the North Country at New York State History Day in Cooperstown. Winners at the state level go on to compete in National History Day in Maryland in June.

TICONDEROGA | It’s almost time for Ticonderoga Beautification and Clean Up Week from May 7 – 13 with a theme of “Show Your Community Pride.”

The big event will see area businesses, organizations, and residents sprucing up their properties and buildings with help from the Ticonderoga Montcalm Street Partnership, the Ticonderoga Area Chamber of Commerce, and the Town of Ticonderoga.

“We want to put a fresh face on Ticonderoga and the community as a whole,” said Partnership Promotions Committee Chair John Bartlett. “We encourage other groups and organizations to join us in enhancing our community and the Ticonderoga area before the summer season starts.

Ticonderoga is blessed with many strengths and qualities which we can build upon.”

A variety of clean-up activities and enhancement projects will happening throughout the week by the town, organizations, businesses, and community members, including work at information center locations, a garden project at Libby’s Bakery Café with support from the Silver Bay YMCA Leaders Club, plantings, additional garbage cans placed on Montcalm Street and more.

Bartlett said other Clean-Up Day activities will include: sweeping, trash pick-up, refreshing of natural areas and landscaping, painting, weed pulling, flower planting, LaChute Trail clean-up and maintenance, as well as a number of community projects and tasks.

There will be free disposal at the Solid-Waste Transfer Station on Tuesday, May 8, Wednesday, May 9, and Thursday, May 10 from 8 a.m. to 4 p.m.

The Town of Ticonderoga will open its transfer station to Ticonderoga residents only, with proof of residency required.

There will be free disposal with the exception of hazardous waste, or items containing hazardous waste, tires, food waste, brush, construction and demolition debris, shingles and electronics. Restrictions may apply.

There will be curbside pick-up for seniors age 65 or older and qualified disabled only, who can contact the Ticonderoga Town Highway Department at (518) 585-7317 with a list of items to be picked up. This must be arranged, and for more

This year, students made a pit stop in Greenwich Village to visit Washington Square Park before watching Broadway’s hit musical, “The Lion King.” Following the play, students explored Times Square and enjoyed dinner at 5 Napkin Burger.

The Ticonderoga Middle School has Community Give Back Day on Friday, May 11 from 9 a.m. to noon with a variety of clean-up activities and community enhancement projects.

Students from the Ticonderoga Middle School will be working on a number of clean-up activities and community enhancement projects as part of their Annual Community Give Back Day, with support from the Town of Ticonderoga Highway Department, Chamber of Commerce, and the partnership.

Low-cost electronics recycling is on Saturday, May 12 from 10 a.m. to 2 p.m.

“As part of the community clean-up effort, an opportunity to recycle your old electronics equipment will be available in the back of the old Rite Aid parking lot near the LaChute Trail in downtown Ticonderoga,” Bartlett said.

Good Point Recycling from Middlebury, Vt. will be available to take TVs, microwaves, small kitchen appliances, small electronics, VCRs, stereo, DVD players, CD players, computers, computer accessories, air conditioners and phones.

The cost will range from $2 - $20. Certain items may be free.

Good Point does not accept white-goods appliances such as washers, dryers, refrigerators, and stoves.

Organizers are also working with the Ticonderoga Highway Department to have Montcalm Street hosed down and cleaned.

The Country Florist and Gifts, in coordination with the Ticonderoga Area Chamber of Commerce, partnership and Ticonderoga Kiwanis, will be filling the wooden planter boxes on the bridge located next to florist, as well as the flower boxes at the chamber office and information booth. In addition, other flower pots and planters will be filled throughout town.

Thomas M. James

SILVER BAY | Lt. Col. (Ret.) Thomas M. James, 86, passed away on Monday, April 2, 2018 at CVPH Medical Center in Plattsburgh after a short illness.

He was born on Sept. 1, 1931 in Buffalo, the son of Evelyn and Gordon P. James.

He entered the U.S. Air Force in 1955 after graduating from the University of Buffalo with a BS degree. In 1967 he received his MBA degree from George Washington University, Washington, D.C. After serving in Germany and at Shaw Air Force Base, South Carolina, he was assigned to a special projects program at the General Dynamics facility in Fort Worth, Texas. Subsequent assignments included a combat flying tour in Southeast Asia during the Vietnam War, and a Pentagon Air Staff assignment in the Research and Development Directorate.

His last tour, prior to retirement, in early 1977, was the AFLC System Manager for the C-141B transport at Warner-Robins Air Force Base, Georgia.

In addition to flying training, his in-service schools included the Squadron Officer School, the Air Command and Staff College and the Industrial College of the Armed Forces.

His decorations include the Meritorious Service Medal, the Distinguished Flying Cross, the Air Medal with seven oak leaf clusters, the Air Force Commendation Medal with an oak leaf cluster, the National Defense Service Medal, the Armed Forces Expeditionary Medal, the Vietnam Service Medal with three battle stars, the Republic of Vietnam Campaign Medal and the Air Force Outstanding Unit Citation with an oak leaf cluster.

Lt. Col. James left the Air Force after serving 22 years, to retire in Silver Bay. During his post-retirement years he owned Prop and Sail Marine Service and the Silver Bay Guideboat and Canoe Company. He was active in local community affairs, serving as the president of the Hague Chamber of Commerce, chairman of the Hague Zoning Board of Appeals, vice president of the Hague Fish and Game Club and was an active member of the Hague Winter Carnival Committee.

He also served on the steering committee for the Mary C. Beste Scholarship Fund for over 20 years. He was a driver for the local “Meals on Wheels” program for several years. He was also active as a member of the Northern Lake George Rotary Club, serving as president in 2001-2002.

He was the originator and webmaster of hagueticonderoga.com, the Hague-on-Lake George Chamber of Commerce website.

Tom leaves his sister, Elizabeth James McCredie of New Hampshire, a nephew, two nieces, two grandnieces and many close friends.

A memorial service will be held on May 19 at 3 p.m. at the Helen Hughes Memorial Chapel, Silver Bay YMCA Conference Center, 87 Silver Bay Rd. In lieu of flowers, the family suggests memorial donations be made to the Mary C. Beste Scholarship Fund, P.O. Michael George Shaughnessy

SCHROON LAKE | Michael George Shaughnessy Sr., 77, passed away peacefully on April 18, 2018 at Glens Falls Hospital.

He was born March 26, 1941 in Ticonderoga, the son of the late George E. and Gladys Litts Shaughnessy. He grew up in Newcomb.

He was predeceased by his wife Gloria Boudreau Shaughnessy, his brother William Shaughnessy and his sisters, Patricia LaRocque and Linda Taylor.

Mike was a graduate of Newcomb Central School. After meeting Gloria in Long Lake, they moved to Schroon Lake and raised their family of three boys. Mike worked construction on the Northway as a teamster. He later drove a log truck. Mike worked at the Schroon Lake branch of New York State Department of Transportation and retired after 21 years of service.

Mike was a drumming legend known throughout the Adirondacks. He played with the Matadors and Mike Leddick’s band for many years. After retiring Mike picked up the drumsticks again and enjoyed drumming a song or two with local musicians. Mike also got great joy out of watching his grandsons play sports. Mike is survived by his sons Michael G. Derek J. Sprague “Boomer” 3/10/74-4/22/18

MORIAH | Boomer Sprague left this world unexpectedly on April 22, 2018, leaving behind a life he lived fully and passionately. Boomer was born in Burlington, VT on March 10, 1974, to the parents of Derek and Leilani Sprague. At a whopping 11 pounds plus, he entered this world in a grand manner, the same way he lived his 44 years.

Boomer also leaves behind his grandmother, Jean Sprague who will turn 95 years young this summer. He was a the sibling to three: Jason Sprague and his wife Tracy and their three children, Kaylee, Taylor and McKenzie, his sister, Kristy Sprague and her husband Steve and their two children, Hayden and Jayde, and his sister, Sharlee Keyworth and her husband James and their five children, Katie, Ashley, Phidahlia, Braylynn and Raiffe. Most heartbreakingly, he leaves behind his two children, Bryce and Alli, the stars of his universe and the most cherished two people he loved with all of his heart. Their mother, Melissa, now responsible for raising their children without their dad. Boomer left being loved by his girlfriend, Crystal Thompson and her two young children Lydia and Natalie. He also leaves behind a large family of aunts, uncles and cousins.

His life was full of people who adored him and will truly miss his commanding presence in their lives.

Boomer made a career out of operating large machinery and worked for Luck Bros.,Inc., where he was an experienced heavy equipment operator. He could maneuver tons of metal with ease and grace. His work ethic was paramount and his co-workers like family. He had little or no boundaries when it came to friendship, as he was friends with people he knew his entire life and people he knew for minutes. It was not uncommon to run into people long distances away from home that knew Boomer. He was loyal, generous and large as life when it came to showing his love for you. He had the ability to see the good in everyone, even when they wronged him. He was and is an unforgettable soul.

During his free time, Boomer loved to hunt, fish, attend sporting events, golf and spend time with his family and friends. He also coached his daughter’s AAU basketball team who recently won a tournament championship with his leadership and guidance. It was humorous to see this tall, boisterous man coach so softly, but sternly to young, sensitive female athletes. He was strong and rigid, but soft in the center and his love for those girls and the game of basketball was evident in every practice and game he coached. He was his son’s, Bryce #1 fan and his place on the bottom bleacher was where you would find him so he could coach from

the crowd and be known he was there. His presence will be missed, but his spirit in those gyms will remain strong.

Boomer has become synonymous with fun-loving and high-spirited. He has had many things named after him.

When he would walk into a room you would certainly know he was there and by the end of the night, he would have everyone in stitches with his one liners or his lengthy detailed stories he would explain with his hands and his contagious laugh. Social settings and holidays will never be the same.

Many of us measure our success by wealth, material things such as careers, houses, cars and the like. Boomer had no care for such things, he lived his life the way he wanted and didn’t accumulate material objects. He always said “You can’t take it with you!” Over the last few days, it is evident that he was the most successful man we know from the friends that have poured in, the stories that have been shared...he was loved and revered by so many. If you measure success in love, he was the richest of us all. Rest in peace, Boomer, we will love you forever and miss you greatly and you will certainly never be forgotten.

A wake service will be held Thursday, April 26, 2018, 5pm to 8 pm at Harland’s Funeral Home in Port Henry, NY, and a service and celebration of Boomer’s life will be held at the Moriah Golf Course on Friday, April 27, 2018, at noon. Casual attire, camouflage or your favorite football (preferably Pittsburgh Steelers as Boomer would suggest) shirts is suggested for Friday’s event. ■

CROWN POINT | Edward S. Wadsworth, 83, a former resident of Crown Point, returned to his heavenly home on April 12, 2018. His and his firm belief ,._\\:-. family in God supported him in t' his f inal years at an Assisted Living Facility in Sarasota, Florida.

Edward was born in Benson to the late Charles and Blanche (Wescott) Wadsworth. He was the oldest child in a family of seven children.

Edward served four years in the Air Force as a medic during the Korean War. Edward married Rhoda Osier of Chilson in 1957. (She was deceased in 2008.) Together they had eight children.

Edward spent a career at International Paper Mill in Ticonderoga as a forklift driver in the warehouse, retiring in 1999. He also volunteered many years with the Crown Point Fire Department.

Edward’s Christian faith meant so much to him during retirement years, becoming very active in church. He was known for passing out many Christian books to people that he met, his favorite being “Prayers that Prevail,” we think he may have purchased all that were in print.

Edward is survived by his daughters Cindy (David) Hannon, Laura (Gary) Childs, Rhonda (Randy) Sargent, Valarie (Lee) DeLieto and sons Jay (Erika), John (Cathy), Darryl, and Craig, 12 grandchildren and many great-grandchildren. Two brothers, Daniel and Ronald; three sisters, Evelyn Brown, Dorothy Parker and Beverly Blowers. He is preceded in death by his brother, Richard, and his parents.

There will be a celebration of life on June 17 at 2:30 p.m. at Ticonderoga Assembly of God, 32 Water St., Ticonderoga with a light reception to follow. Internment will be June 18 at 11:30 a.m. at Saratoga National Cemetery, 200 Duell Rd., Schuylerville. North Country reps hammer Cuomo order to allow parolees right to vote “Where we will draw the line?” asks Stec

State lawmakers in the prison-heavy North Country are critical of the decision.

Assemblyman Dan Stec (R-Queensbury) hammered Cuomo on Thursday for bypassing the legislature.

“It is outright unacceptable that the governor would circumvent the legislature and disrespect the democratic process by allowing all parolees to vote,” said Stec. “This is a slap in the face to law-abiding citizens and the very legislators who represent them.”

Stec said “these individuals made a choice to break the law, they forfeited their right to vote until their entire sentence is served — parole included.”

Those on probation are allowed to vote. But prior to the order, convicted felons did not have their voting rights restored until completing their parole.

“To treat all parolees in this manner is just illogical,” Stec said. “First it was tablets for prisoners, now we are granting all parolees the right to vote. Where will we draw the line?”

Senate Majority Leader John Flanagan said the governor had never raised the issue during recently-wrapped budget negotiations.

“But Flanagan did say Republicans would have strenuously opposed it,” the newspaper reported, noting Flanagan questioned the legality of the order and accused Cuomo of running an “end-around on the legislature.”

“This will give rapists and murderers voting privileges that they shouldn’t have and they don’t deserve,” Flanagan said.

Sen. Betty Little (R-Queensbury) said the New York State Parole Board has the authority to conditionally release prisoners and place them under supervision.

But parole can be revoked if it has been determined a parolee has violated the conditions of their release, which could include their return to state prison.

The executive order got high marks from John Brown Lives!, an Essex County-based education and human rights project which has frequently called for prison reform.

The group called the order “encouraging.”

“This is another positive step to make the parole system work,” said Martha Swan, executive director. “When someone has completed their sentence and been released from prison, regaining the right to vote helps reintegrate them back into society. It’s a win-win result, both for society and the parolee.”

New York joins 14 other states and Washington, D.C. that restore the right to vote upon release from incarceration.

Cuomo also touted his record of prison closures since taking office in 2011 — more than in any other period under one governor in state history, according to his office.

Under his leadership, the state has closed 24 prisons and juvenile detention centers, decreasing the prison population by more than 6,000. ■

ALBANY |Gov. Andrew Cuomo last week signed an executive order granting parolees the right to vote in New York.

“We’re trying to re-integrate a person into society, we’re trying to find them a job, we’re trying to get them re-enfranchised. We work against it as a government,” Cuomo said. “In this state, when you’re released from prison and you’re on parole, you still don’t have the right to vote.”

The governor announced the decision at a convention of Rev. Al Sharpton’s National Action Network.

At least 35,000 parolees statewide cannot vote, said Cuomo, who pinned civic engagement to reduced recidivism and improved public safety.

The restrictions have a disproportionate impact on minorities, with African Americans and Hispanics comprising 71 percent of the affected population, according to his office.

The governor, who is up for re-election this year, said the Republican-controlled state Senate voted down a legislative solution, “which is another reason why we need a new legislature this November.”

Cuomo also blamed GOP lawmakers for spiking a proposed bill to eliminate cash bail, and pointed towards the need for more criminal justice reforms.

Food Pantry gets a boost Moriah student helps collect for food shelf

MORIAH | Moriah Central School student Jay Strieble did his senior project helping the Town of Moriah Food Pantry.

“Jay organized a food drive and everything he collected benefited the Food Pantry,” said pantry Coordinator Melinda Morin. “Jay worked with us every Saturday for several months stocking shelves and rotating stock.”

Morin said Strieble’s help was invaluable and she and her volunteers appreciated it very much.

To keep food coming in to the pantry, Stewart’s Shops donated $800 from its Holiday Match program. Half the money received in the Holiday Match comes from the people and store employees who donate to the drive, which is held in stores between Thanksgiving and Christmas.

Amy Potter, Holiday Match Program director for Stewart’s, told Morin that

1,800 organizations requested $3 million in support, while the donation pot only contained $1.89 million.

That meant Stewart’s was forced to make difficult decisions on who would receive funds, Morin said.

“While the Food Pantry received the same amount as we had the previous year, $800, that money goes a long way for us because we spend it wisely ordering from the Regional Food Bank of Northeastern New York,” she said. “Every year when I sit down to write grants to request funding for the coming year one of the steps is to list funding we expect to receive.

“It’s amazing to see it written in a list, with the sources that we no longer receive in one column. Then the column beside it lists new sources to close those gaps.”

She said the community also supports the Moriah Food Pantry with many donations.

“The gifts that come in, in memory of someone who has passed away, the gifts from those who just support us, and those for all the other reasons people and organizations donate, add up to just what we need,” she said. ■

MORIAH | Saturday, April 28 is set to be Double Play Day in Moriah.

First, The Baker’y in Mineville will be hosting the Spring Shop and Share market from 10 a.m. to 2 p.m.

The event will feature products from local crafters and vendors, and will also benefit the Town of Moriah Food Pantry. Attendees are asked to bring a canned or nonperishable food item to donate. Anyone who brings an item to donate will be entered into a drawing for a custom cake from The Baker’y.

“We all regret what happened at the Eagles,” Sprague said. “Because of that, they have decided not to hold the barbecue.” ■

Trombley back atop best players in the state CLASS C

Evan Graney, Ticonderoga: Fourth team A senior, Graney was named Co-MVP of the CVAC alongside Moriah’s Dylan Trombley. Graney averaged 19.9 points per game this season and in a year where six boy’s players made the 1,000-point scoring list, Graney led them all with 1,415, the most since Adam Jaquish in 2016 and good enough for 13th on the Section VII all-time list.

The team went 53-34 with Graney, with their only losses over the past two season coming to teams that were in the finals both years in Moriah (Class D) and Lake George (Class C).

Joel Martineau, AuSable Valley: Eighth team The Patriot senior guard was one of the last members (Dalton McDonald) of the 2015-16 Class C final four team.

Martineau averaged 23.9 points per game and finished with 115 three pointers, 332 rebounds and 130 assists. The team compiled a 39-26 record with Martineau as a member.

Brett Juntunen, Northern Adirondack: Ninth team In his junior season, Juntunen averaged 17.1 points per game in helping lead the Bobcats to another Class C sectional final. In two varsity years, Juntunen helped the team to a 28-16 record.

ELIZABETHTOWN | Moriah’s Dylan Trombley once again sits atop the Class D list of best players in the state according to the New York State Sportswriter’s Association.

Trombley was again named the NYSSWA Class D coplayer of the year for the 2017-18 season, sharing the honor with East High’s Willard Anderson, whose team defeated Moriah in the Class D title game.

Joey Stahl was named to the Class D first team, while Ticonderoga’s Evan Graney was named to the Class C fourth team and Jacob Casey led Section VII as a member of the Class B 14th team.

The following are the Section VII members of the NYSSWA’s all state lists:

Joey Stahl Jay Streible, Moriah: Sixth team The third starting senior on the state finalist team, Streible averaged 6.9 points per game this season, but was a key contributor in many of the Vikings key wins during their run to three straight championship games. Streible compiled a 76-3 record in his career, with 377 points, 257 rebounds and 75 assists.

Honorable mention: Trevor Bigelow (Willsboro), Antonio Finsterer (Keene), Azriel Finsterer (Keene), Andrew Pelkey (Schroon Lake) and Zach Spaulding (Crown Point)

Dylan Trombley

CLASS D

Dylan Trombley, Moriah: Co-Player of the Year A senior, this is Dylan’s second year being named as a tandem best player in the state by the sportswriter’s association.

Trombley averaged 22.3 points per game in leading the Vikings to their third straight Class D championship game and fifth straight final four appearance.

For his career, Trombley compiled 99-4 career record as a Viking, bringing the first state championship to Section VII since 1930 (Mineville). He totaled 1,412 career points (123 three-pointers), 486 rebounds, 460 assists and 179 steals Joey Stahl, Moriah: First team The Moriah senior was recognized as one of the seven best players in the state for Class D, helping the team reach the Class D championship game of the third straight year.

With a career record of 99-4, Stahl finished with 1,195 career points (193 three-pointers), 479 rebounds, 298 assists and 165 steals. Stahl averaged 17.1 points per game this season.

Jay Streible Honorable mention: Colton Huestis (Ticonderoga), Cody Peryea (NAC), Neil Yang (Seton Catholic).

CLASS B

Jacob Casey, Peru: 14th team Casey helped to lead the Indians to the Section VII championship this season, averaging 11.9 points per game before falling to Canton in the regional semifinals.

Rylee Hollister, NCCS: 15th team Hollister surpassed the 1,000 career point mark this season in his senior year, averaging 21.5 points per game in the process.

Schroon Lake getting “True Grit” Big Read will feature classic Wild West novel and films

On Friday, April 27 at 6 p.m., Sandra Weber will present “Songs and Stories of Remarkable Adirondack Women” in the school. The presentation will be followed by a Lantern Walking Tour of Main Street at 7:30 p.m., starting at the school and ending at the Schroon Town Hall for refreshments.

In the novel and the films, an outlaw named Tom Chaney murders the father of independent 14-year-old farm girl Mattie Ross, who hires Rooster Cogburn, a hard-drinking, tough lawman, to help her find Chaney and avenge her father.

Schroon Lake has a connection with Frontier Town, the former Wild West amusement park in nearby North Hudson.

SCHROON LAKE | The classic Charles Portis Western novel, “True Grit,” is coming alive at Schroon Lake Central School.

The month-long project includes presentations, Adirondack animals, book discussions, a juggling show, stories about survival in the Adirondacks, and both “True Grit” movies.

The original film won an Oscar for star John Wayne as antihero Rooster Cogburn.

park in North Hudson, closed since 1998. Now owned by Essex County and a private owner, the state is remaking it into a welcome center for the Adirondack Park and the Boreas Ponds area.

The NEA Big Read will capitalize on that frontier heritage, Schroon Lake Central School Supt. Stephen Gratto said. The Frontier Town Festival on May 19 will reenact some of the theme-park’s best features and events.

The festival will include country/blue grass music, square dancing, a farm yard animal display, arts and crafts for children, horse rides, campfire sing-along and a frontier justice show, Gratto said.

The Schroon Lake Public Library will offer book discussions for adults and story hours for young children and their parents. Discussions will focus on pioneer life in the wild west and Adirondacks. The Schroon-North Hudson Historical Society has prepared an

exhibit on Adirondack women through the decades for display at the school.

Families will receive books at the events, and middle and high school students will read and study “True Grit” in their classes. Younger students will read a companion book with similar themes. All books and events will be free of charge.

Schroon Lake was one of only two school districts in the country to receive an NEA grant in 2017, Gratto said, and this one was for $8,600.

“NEA Big Read was created to broaden the understanding of our world, our communities, and ourselves through the joy of sharing a good book,” he said.

The project is funded through the National Endowment for the Arts in partnership with Arts Midwest.

Seagle Music Colony variety in 2018 season From “Candide” to “Mame,” “Julius Caesar” to “Gatsby”

SCHROON LAKE | The Seagle Music Colony organizers have a method to what they are offering as a season lineup, including something old, something newer, maybe something borrowed, and so on.

Now in its 103rd season, Seagle Music Colony is using “Old Friends and New” as a theme for its 2018 season starters. Taking the stage at the Oscar Seagle Memorial Theatre, June 23, at 8 p.m., will be the traditional opening concert, featuring songs and arias from all 32 emerging artists who will be at Seagle Music Colony this season.

“The singers who come to us are basically aspiring opera singers,” said Darren Woods, artistic director at the Seagle Music Colony.

In a sit-down interview with Woods at the SMC office in Schroon Lake, Woods said the colony generally offer two musical productions each season.

“This year ‘Candide’ is taking a place as one of the musicals,” Woods said.

Woods said SMC normally likes to include at lease one work by a 20th or 21st century American writer. “Candide,” based on a work by the French writer Voltaire, put to music

“It’s such a challenge doing it as an opera,” Woods said.

Following “Candide” is an opera version of “Julius Caesar,” which will be sung in Italian, with English subtitles projected above the stage.

“The Great Gatsby,” is an opera based on the novel by F. Scott Fitzgerald. According to Woods, the opera was commissioned for the New York Metropolitan Opera and made its premier in 1999.

“We want to give it a new life,” Woods said.

The mainstage season will end with, “Mame,” which Woods called SMC’s “blockbuster musical.” The title role was made famous by Rosalind Russell, and was also played by Patrice Munsel, who spent the last 10 years of her life as a resident of Schroon Lake. At 17, she was the youngest person every to debut at the Metropolitan Opera. She died in 2016 at the age of 91.

Boathouse Productions includes the free performance of the children’s opera “Billy Goats Gruff, July 14 at the Boathouse Theater in Schroon Lake. The show will also tour the North Country through July 28.

SMC will also hold various fundraising events through the summer, including its largest, the Seagle Music Colony Gala, July 14; a Piano Duo Concert, July 22, to benefit the Seagle Music Colony Guild Scholarship Fund; and the Guild Scholarship Luncheon, Aug. 8, in Bolton Landing.

A fall touring opera, “The Falling & The Rising,” explores the experiences of wounded U.S. veterans, and will be performed at locations in the North Country Sept. 23 through Oct. 6.

“If we have to go in and clean that property up, because of the asbestos, you’re looking at $100,000,” Scozzafava said.

Security Mutual Insurance Company of Ithaca was the insurance company of record, but won’t say if insurance was in effect, he said.

The town may have to hire legal counsel just to find out of the place was insured, he said.

“St. Patrick’s (Place) is closed because it is unsafe,” Town Highway Superintendent Jamie Wilson said. “There could be falling debris.”

Scozzafava praised Moriah Central School for furnishing school buses to evacuate the Lee House and sheltering them at the school, then taking them to a Ticonderoga motel.

“Everybody did a great job and we appreciate it,” Scozzafava said.

Town and state officials had a meeting at the site with the owner and a structural engineer to try and determine what course of action should be taken, he said.

PORT HENRY | Moriah Supervisor Thomas Scozzafava says everything possible is being done to clean up the commercial and apartment building at 4314 Main St. in Port Henry that a fire raged through recently.

The building owned by Greg Cunningham was being purchased from Jeff Wisell, and the entire top floor was destroyed by a fire than began when curtains caught fire in Apartment No. 3 on April 4.

Scozzafava said one plan is to remove the second story and convert it to a single floor structure.

The town is trying to determine who had insurance and if the plan would be feasible, he said.

“We’ve been working on the fire situation,” Scozzafava said at a recent Town Council meeting. “We have one road

“I realize that this is also a huge eyesore, and believe me that I want this situation resolved ASAP as much as anyone else. We have to stay within the boundaries of the law, as this is private property.”

He said some people have suggested the town clean up and secure the site, so St. Patrick’s Place can be reopened, but that is the property owner’s responsibility.

“Currently the owner has been working with us to resolve this, and at the end of the day, hopefully, be able to save at least the first floor of the existing structure,” the supervisor said. “I will keep the community updated as factual information is received.

“Once again, a big thank you to all of our firefighters, town employees, police agencies, Moriah Central School, Essex County, and all that were involved during the fire.

No one was injured, and no lives were lost and for that we are very thankful.”

The brick building contained five apartments and a second-hand store. ■

water sources. This report provides an overview of last years water quality. Included are details about where your water comes from, what it contains, and how it compares to State standards. The meetings are held on the second Thursday of each month at 6:00 p.m. at the town hall at 132 Montcalm Street, Ticonderoga.

WHERE DOES OUR WATER COME FROM? In general, the sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and can pick up substances resulting from the presence of animals or from human activities. Contaminants that may be present in source water include: microbial contaminants; inorganic contaminants; pesticides and herbicides; organic chemical contaminants; and radioactive contaminants.

In order to ensure that tap water is safe to drink, the State and the EPA prescribe regulations which limit the amount of certain contaminants in water provided by public water systems.

The State Health Departments and the FDAs regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

The Town of Ticonderoga water system has two interconnected sources of water, Gooseneck Pond and Lake George.

The Gooseneck Pond source is located approximately nine miles west of the former Village of Ticonderoga.

Water flows by gravity via a 14 transmission main from Gooseneck Pond to the Chilson Reservoir storage facility. Chilson Reservoir is a one million-gallon, uncovered concrete reservoir. Gooseneck Pond water is treated by redundant hypochlorination and a potable water corrosion control inhibitor (zinc orthophosphate). The treatment building is located below Gooseneck Pond adjacent to NYS Route 74.

Gooseneck Pond water is again disinfected by hypochlorination as it leaves Chilson Reservoir.

The Gooseneck Pond system is presently operating under filtration avoidance and meets all the required operating and monitoring criteria.

The second source of water is Lake George. An intake structure is located at a depth of 30 feet and approximately 1,800 feet from the shore of Lake George at Baldwin Landing, south of the former village. Raw water flows into a wet well below the filtration plant via a 16 diameter intake main.

Two variable drive pumps (300 to 1,000gpm) pump the raw water from the wet well through four diatomaceous earth (DE) filter units.

Filtered water exits the filter units and is disinfected with sodium hypochlorite before entering a finished water clear well. The clear well is baffled to provide adequate disinfection con-

tact time. Lake George water is filtered at the treatment plant at Baldwin Landing.

Water flows through the clear well to a high-lift pump station located adjacent to the new filter building. The high-lift pump station is equipped with two 75 h.p. pumps.

Each pump is capable of producing 750 gpm.

Lake George water is pumped from the pump station via a transmission main to a one million gallon, steel storage tank located on Mt. Defiance. Lake George water is treated with a corrosion control inhibitor (zinc orthophosphate) before it enters the transmission main.

FACTS AND FIGURES The Ticonderoga Water District serves approximately 3700 individuals through 2000 service connections. The total water produced in 2017 was 274 million-gallons.

The daily average volume of water that was produced during 2017 was 753,000 gallons per day from both sources combined. The Lake George source maximum day production was 817,000 gallons per day on January 1, 2017.

The Gooseneck Pond Source maximum day production was 625,000 gallons per day on September 13, 2017.

Last year, water customers were charged $372.00 per unit per year.

ARE THERE CONTAMINANTS IN OUR DRINKING WATER? As the State regulations require, we routinely test your drinking water for numerous contaminants. These contaminants include: total coliform, turbidity, inorganic compounds, nitrate, nitrite, lead and copper, volatile organic compounds, and synthetic organic compounds. The table presented below depicts which compounds were detected in your drinking water.

The State allows us to test for some contaminants less than once per year because the concentrations of these contaminants do not change frequently. Some of our data, though representative, are more than one year old.

It should be noted that all drinking water, including bottled drinking water, may be reasonably expected to contain at least small amounts of some contaminants.

The presence of contaminants does not necessarily indicate that water poses a health risk.

State regulations require that turbidity must always be below 5 NTU. The regulations require that 95% of the turbidity samples collected have measurements below 1.0 NTU for diatomaceous earth filtration.

Our highest single turbidity measurement last year at the Baldwin Landing filtration plant occurred on 8/4/2017 (0.35 NTU). All turbidity measurements taken last year at our Baldwin Landing filtration plant were below 1.0 NTU. Our highest single turbidity measurement last year from our Gooseneck Pond source occurred on 09/12/2017 (0.35 NTU). Last year, our system was in compliance with our treatment technique for turbidity.

3 - Water containing more than 20 mg/l of sodium should not be used for drinking by people on very restricted sodium diets. Water containing more than 270 mg/l of sodium should not be used for drinking by people on moderately restricted sodium diets.

4 - During 2017, 20 samples were collected and analyzed for lead and copper. The 90th percentile is equal to or greater than 90% of the lead or copper values detected at your water system. In this case, 20 samples were collected from your water system and the 90th percentile value was the third highest value for both lead and copper. The action level for lead was exceeded at two of the sites tested. The action level for copper was not exceeded at any of the sites tested. The range of lead samples taken was between ND to 0.035 mg/L. The range of copper samples taken was between ND to 0.38 mg/l.

LEGALS Definitions: Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible.

Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

Action Level (AL): The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow.

Treatment Technique (TT): A required process intended to reduce the level of a contaminant in drinking water.

Non-Detects (ND): Laboratory analysis indicates that the constituent is not present.

Nephelometric Turbidity Unit (NTU): A measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.

Milligrams per liter (mg/l): Corresponds to one part of liquid in one million parts of liquid (parts per million ppm).

Micrograms per liter (ug/l): Corresponds to one part of liquid in one billion parts of liquid (parts per billion â&#x20AC;&#x201C; ppb).

WHAT DOES THIS INFORMATION MEAN? As you can see by the table, our system had no water quality or monitoring violations. We have learned through our testing that some contaminants have been detected; however, these contaminants were detected below the level allowed by the State.

IS OUR WATER SYSTEM MEETING OTHER RULES THAT GOVERN OPERATIONS? The Ticonderoga Water District was required to provide treatment for the Gooseneck Reservoir source to inactivate Cryptosporidium before October 1, 2014. The Town is in violation of the Cryptosporidium inactivation requirement of the Long Term 2 Enhanced Surface Water Treatment Rule (LT2) and is required to cover or treat its uncovered finished water reservoir.

The US EPA has issued an Administrative Order which requires the Ticonderoga WD to comply with the regulations. In addition, the NYSDOH issued violations and took enforcement action for inadequate filtration treatment at the Lake George filer plant. We are required to include the following statement in this report: Inadequately treated water may contain diseasecausing organisms.

These organisms include bacteria, viruses, and parasites, which can cause symptoms such as nausea, cramps, diarrhea, and associated headaches.

The Town is working diligently with our engineering firm, the US EPA and the NYSDOH to achieve compliance with the enforcement actions.

We have drilled a production well in the Street Road hamlet area and anticipate that this groundwater source should be available in 2018.

SOURCE WATER ASSESSMENT SUMMARY The NYS Dept. of Health completed a source water assessment for this system based on available information.

This assessment for Lake George found an elevated susceptibility to contamination for this source of drinking water. Land cover and its associated activities

LEGALS within the assessment area does not increase the potential for contamination. While there are some facilities present, permitted discharges do not likely represent an important threat to source water quality.

There is noteworthy contamination susceptibility associated with other discrete contaminant sources.

The assessment area for Gooseneck Pond contains no discrete PCSs, and none of the land cover contaminant prevalence ratings are greater than low.

The health department will use this information to direct future source water protection activities. These may include water quality monitoring, resource management, planning, and education programs. A copy of the assessment, including a map of the assessment area, can be obtained by contacting us.

DO I NEED TO TAKE SPECIAL PRECAUTIONS? Some people may be more vulnerable to disease causing microorganisms or pathogens in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections.

These people should seek advice from their health care provider about their drinking water. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium, Giardia and other microbial pathogens are available from the Safe Drinking Water Hotline (800-426-4791).

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The Ticonderoga Water District is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components.

When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
