TICONDEROGA — Ticonderoga residents still have time to comment on a proposed revision of the town’s zoning law.

About two dozen people attended a public hearing on the measure Dec. 8, most expressing concerns with the changes. Many of the complaints centered on the process, which included a residents committee, a paid consultant and a series of public information meetings. Others voiced concerns about their individual situations.

That’s the concern of Maria Burke,

director of the Literacy Volunteers of Essex/Franklin Counties.

The New York GED test program is scheduled to make some major changes in 2014. The test will become more intellectually challenging as it its aligned with increased high school graduation requirements, it will be administered online only, there will be fewer testing sites

and students will have to pay $120 to take the exam.

“It’s no longer a paper and pen exam, everything is online,” said Burke, who is based in Port Henry.

“A lot of people sitting for the GED may not know how to properly use a computer. The exam is timed, but if they don’t know how to type, it will hurt their overall score.”

Warren County bids farewell to Belden

thom@denpubs.com HAGUE — Six years before Elvis expired and only two years after man landed on the moon, a worker at International Paper Co.’s Ticonderoga mill decided to run for Hague highway superintendent.

In a town that is a Republican stronghold, the young man ran as an Independent, and he beat both a GOP and Democratic candidate.

This November 1971 election started the long tenure of public service for Dan Belden, who 20 years later became the supervisor of the town of Hague. His service in this post extends through Dec. 31.

Belden and four other outgoing Warren County supervisors were praised Dec. 16 for their service to area citizens. Besides Belden, recognized were Queensbury supervisors Fred Champagne and William VanNess, Johnsburg Supervisor Sterling Goodspeed and Lake George Supervisor Frank McCoy. Belden, due to his length of service and deep knowledge of public works issues, was in the spotlight at the county meeting, the final session of the year.

After the meeting, Belden reflected on his career. He said he was proud of his 20 years as Hague superintendent of highways, upgrading roads and keeping town equipment in top shape.

enterprise about six years ago. In recent years, he’s continued a property care and monitoring business, opening and closing camps, and he’s taken on light repair work.

Belden said he chose to retire at the close of 2011 because it coincides with landmark year for him. Two months ago, he celebrated his 50th wedding anniversary.

Following Belden in the Supervisor post will be Edna Frasier, who has served as Hague deputy supervisor for four years.

Following Richard Bolton as town supervisor, Belden pursued an approach of accomplishing as much as he could while keeping the budget lean.

To that end, he routinely pursued all the grant money he could, Belden said.

“I brought in $20 million for the town of Hague citizens,” he said.

In that vein, Belden identified his top accomplishment during his tenure as developing a sewer system in Hague with federal and state money.

Also a leading accomplishment, he said, was not only building a new town hall in 1988, but paying it off not long afterwards.

Projects like these were accomplished while keeping taxes low, he said, noting that Hague has not levied a town general tax in five years, a tradition that’s to be continued for 2012.

But his premier accomplishment, he said, was reaching out to townspeople.

He said that during all his 40 years of public service, he’d take time to listen to local citizens’ needs and respond to their concerns.

“I always answered questions and returned phone calls from day one, and that was 24-7 including weekends.”

During his years in office, he ran D.D. Belden Construction, which concentrated on dock construction and home building.

ward to taking on a more relaxing schedule and spending some time with his six children and four grandchildren, as well as vacationing in North Carolina.

This spring, he may work time in the consulting business, perhaps pursuing grants for individuals and organizations, he said.

“I think I’ve done my work for the town,” he said.

“But I’ll be keeping active.”

Horicon Supervisor Ralph Bentley said he and other area citizens wish Belden well in his retirement.

“We’re all going to miss his expertise — he’s so knowledgeable about highways and public works,” he said.

Warren County Board of Supervisors Chairman Dan Stec said Belden had for decades worked hard to bring county leaders together to achieve progress.

“Dan’s a statesman and consensus builder,” he said.

“He’s always had the best interests of all of Warren County at heart.”

Holiday season to end with Twelfth Night Ti Festival Guild event Jan. 6

By Fred Herbst fred@denpubs.com TICONDEROGA — Twelfth Night will again be celebrated by the Ticonderoga Festival Guild.

The annual event will be held Friday, Jan. 6, at 7 p.m. at the Cornerstone Alliance Church on Montcalm Street across from Bicentennial Park.

Area choirs will perform their favorite Christmas music.

Light refreshments will follow the program.

The program is free to all, but donations will be accepted following the program.

The Ticonderoga Festival Guild, Inc., was established in 1980 as a non-profit organization dedicated to the advancement of the performing arts in the Ticonderoga area.

The mission of the Ticonderoga Festival Guild is to promote, develop, sustain, present, and advance a diverse program of performing arts in the Ticonderoga area.

The Twelfth Night tradition dates to the Middle Ages.

In early times, Christmas was 12 days of celebration, starting on Dec. 25 and culminating on the 12th night, which was considered “Christmas Day.” Hence, the song “Twelve Days of Christmas” and the play “Twelfth Night” by William Shakespeare.

In 529, Roman Emperor Justinian named Christmas to be a civic holiday. Work and public business not associated with the celebration of the holiday was strictly forbidden. In 563, a decree from the Council of Braga declared that fasting on Christmas was prohibited and in 567 the Council of Tours elected the 12 days from Dec. 25 to Epiphany to be sacred.

As a result, in the Middle Ages Christmas was not one day to take off work and spend with family, but 12 days of celebration. In older times, the “Twelfth Night” brought great festivities.

In some areas of the world, it is still proper to erect a Christmas tree on Christmas Eve and leave it up until a week after New Year for this reason.

Ticonderoga highway chief asks for help of public

By Fred Herbst fred@denpubs.com TICONDEROGA — With winter weather approaching, the Ticonderoga highway department is asking for help with snow removal.

“People can help us help them,” said Mike Parent, Ti highway superintendent. “Winter weather is a challenge, but we’re as prepared as we can be. Still, we could use some help from the public.”

Parent asked people to: — remember a town-wide parking ban is in place through April 1. The ban prohibits parking on all town streets and roads from 1 to 6 a.m. to facilitate plowing. Violators will be ticketed and/or towed. The town is not responsible for any damage to a vehicle parked in a town right-of-way; — avoid plowing and shoveling snow from driveways onto sidewalks and keep

trash cans out of sidewalks. In Ticonderoga the town highway department maintains and clears sidewalks; and — not plow or snowblow snow into the street or road. People who place snow in a road can be ticketed by local police.

“It’s a big job,” Parent said of snow removal.

Ticonderoga’s highway department clears snow from 173 lane miles of roads and streets — town, county and state roadways.

It also clears snow from 17 miles of sidewalks.

The department operates seven different snowplows and seven different routes during each storm, Parent explained. Each route takes 2 1/2 to 3 hours to complete, depending on the weather.

Ticonderoga follows the state Department of Transportation “clear road” policy. That means snowplows roll as soon as there is a coating of snow on the road. The goal is to

keep roads clear of all snow.

“That’s the goal, but it’s not realistic,” Parent said. “It takes our guys 2 1/2 to 3 hours to complete their routes, so by the time a route is done there’s a good chance snow has already come down on the road they just plowed. We do the best we can.”

Plows place salt on the roads as they cover their routes on state highways and in the hamlet area. In the rest of the town a 50-50 mixture of salt and sand is used to save money, Parent said.

The reason the hamlet gets pure salt is because of storm drains that connect to the town wastewater treatment plant. If sand from streets were to reach the wastewater treatment plant, trustee Jeff Cook explained, it would require costly clean up and maintenance.

“It’s cheaper is use pure salt than to clean up the wastewater treatment plant,” Cook said.

A 6-inch snowstorm requires about 30 tons of salt for Ticonderoga’s roadways, Parent said. The town now has 500 tons on hand, the maximum amount it can store.

The Ticonderoga highway department has 10 people — Parent, a mechanic and eight workers. They all respond during storms. In the event of a major storm, the highway department can utilize workers from the town water and sewer departments as well as the transfer station.

Parent, who worked in the highway department for 35 years before becoming superintendent last year, said a major storm can stress his department.

“We understand it’s our job to do the very best we can at the least cost to taxpayers,” he said. “Believe me, we do a lot more with a lot less than we used to.”

When the village and town of Ticonderoga merged the combined highway department had 26 employees. Now there are nine.

Let 2012 be about ‘hope’ F

or our New Year ’s Eve edition, we’d rather focus less on the term “resolution” and more on the term “hope” when looking ahead to 2012.

First of all, we hope politicians can work together more to accomplish the greater good, not just in this area but throughout the country.

This statement probably caused you to do a spit-take with your hot chocolate or beverage of choice, but hear us out. In Essex County, the supervisors did just that, approving a budget that was rich in compromise.

At the end of the process, each of the 18 town administrators came away with something that they liked about the budget, but also came away from the table frustrated. A lot of times, their frustration came from different sides of the same coin. Some were frustrated the tax levy increase did not meet the state’s 2 percent cap, and others were upset the levy was too low. Some were upset that 10 positions had to be cut right after the holidays, and others were upset there were not more layoffs.

There were no temporary Band-Aid fixes until the political winds shift. It was compromise.

Congressman Bill Owens recently said he feels 2012 is going to be a terrible year in Washington, D.C. and nothing will get done because it is an election year with both sides of the aisle looking to blame each other.

We all know that is the truth. But are we just going to take it? If that truly is the motivation of our politicians, then the message needs to be sent that we want someone in office who is looking out for us, not their personal party interests.

With the upcoming election, we also hope that people will go to the polls and make an informed decision. Don’t just roll with the “what’s happening right now” mentality and look at candidates for local, state and federal positions, including president, as a whole.

Each candidate will have pros and cons.

What the informed voter does is weigh those options in total and then decide who they feel best represents their interests in government.

It seems that people want to have an “American Idol” conclusion to the presidential race, bringing a candidate up just to find out how fast they can chop them down. It has been done with each of the front-runners in the Republican Party (obviously not on the Democratic side because they have the incumbent, but it would be if the field were open).

When a candidate is shown to have weakness, it is almost as if that candidate has been “voted off” as a presidential hopeful. The sound bite has become more important than the platform, and that should not be the case.

Our next hope is for a safe and happy year ahead. While 2011 had many shining moments, it was also a year when the region saw massive spring flooding, only to be followed by a tropical storm that battered the region and left many properties and lives damaged. Some, including Essex County Board of Supervisors Chairman Randall “Randy” Douglas, are concerned that a new year could bring more problems, and we hope that is not the case.

Our final hope is that the steps taken by the North Country Regional Economic Development Council and the state will start to turn the economy around.

For a region that does not have a lot of trust in the name, the honeymoon period between it and Gov. Andrew Cuomo has appeared to extend throughout his first year in office. Cuomo has shown a concern for all parts of the state and has built trust with North Country delegates, which is something we hope will continue into the next year.

Letters to the Editor

A precious memory To the Times of Ti: Christmas at Grandma and Grandpa Cottrell's! Such a precious memory. Let me tell you about it.

We grandchildren always stayed all night Christmas Eve, sharing beds , and giggly excitement . My grandparents’ Christmas tree was never decorated until after we were tucked in. And how we put off going to bed! Every Christmas Eve, Grandpa would say, "Hark! I hear sleigh bells! You children hustle and get to bed. Santa must be almost here!”

Of course that did the trick. We certainly didn’t want to be caught by Santa Claus! So teeth were brushed at the old-fashioned marble corner sink, flannel pajamas donned, and into quilt-laden beds we popped. I never quite understood where my aunt and uncles slept those Christmas Eves since we occupied their beds, two children to a single bed.

I remember gazing out the big bedroom window in my uncles' room one crisp starry Christmas Eve, all cozy under the quilts. The twinkling city lay below. Santa’s reindeer were somewhere up there in that expanse of cold star-drenched sky.

I know I heard the tinkle of bells! Then I fell asleep.

“Merry Christmas!” The very rafters echoed the Quilts were tossed aside. (I remember the, cold linoleum floor.)

Grandpa Cottrell’s rule was that the children couldn’t come downstairs until they were fully clothed and until all the other relatives had arrived. Some of the longest moments I’ve known came those Christmas mornings as we waited at the top of the stairs in the hall. Always the first to arrive, as we strained at the top landing, were my father's parents, and my Grandmother Whyland began calling “Merry Christmas” even before she was out of the old Buick. The whole block resounded as she called her happy wishes all the way into the big front hall, those cold Christmas mornings Mother and Daddy were there at last, but what kept aunts and uncles so long?

When all had arrived, we were allowed to come down, the closed double parlor doors were pushed open to reveal a glittering tree. Santa had found time in his long journey to decorate it with all the favorite old ornaments. (When we returned home Christmas night, we always found that Santa had stopped there, too, to decorate the tree while we were gone.)

Each grown-up and each child kept the same gift “spot” through the years. We rushed to what we knew to be our own gifts. My sisters’ and mine were right in front of the fireplace.

"Oh, Mother, look! my sled,” I exclaimed the year I received my Flexible Flyer.

The mantel was of dark marble, so Grandpa had made a

board for the top, which he fastened on with screw clamps so that we might hang our stockings. Even the grown-ups had stockings-such a queer lumpy assortment of all sizes and colors, from black cotton hose to child-sized tan ribbed cotton.

The lumps, when spilled out, turned into nuts, an orange (the orange always stuck in the stocking) , candy cane and hard candies.

At last the red, green and white tissue (the prettiest had holly or Santa designs on it) and the tinsel cord had been cleared away. The tags were affixed in some way so that parents would know who had given the gifts. I can still hear Mother say, “Save the tags, girls.”

The womenfolk got breakfast while we exclaimed over each other ’s gifts, treasuring them over and over. There were doll clothes made by Grandma Whyland, books, games and all sorts of treasures.

Our Christmas breakfast was a feast. The leaves were all in the dining room table, and around this huge oval were seated all the happy family. I recall that I, the eldest grandchild, sat on the piano stool. After Grandpa’s reverent prayer of thanksgiving, the platters of steaming pancakes were passed from the kitchen. Served with them was an assortment of toppings that made a decision almost impossible. Of course, real maple syrup, or perhaps brown sugar syrup, or white sugar syrup or plain brown sugar. You might choose my favorite sausage drippings drizzled over with a sprinkle of granulated sugar! Who thought then of calories? The pancakes were accompanied by sausage, real country sausage cakes or links, fried on the old cook stove in iron “spiders.”

Laughter and familial love were shared the whole day long, as we celebrated together the birth of the Christ Child.

But of all our festivities, these Christmas Eve and Christmas morning memories are the brightest and most precious to me.

We see the new year of 2012 as one full of opportunity and continued growth for our small company. We anticipate further staff enhancements and growth in our ability to serve the economic health of our region. With the recent announcement of the $103 million award given by the state to the North Country Regional Economic Development Council combined with reopening of the Lake Champlain Bridge, we see our area’s opportunity to regain its economic footing as bright as it has been in recent years. Much work still remains but our goal at Denton Publications will be as supporter, driver and cheerleader. They are roles we’ve worked hard to maintain over the past 64 year but they remain as important today as they were back 1948 when our founder William Denton and his son Bill Denton saw a vision for the area and felt they could help.

Ti grant money a ‘huge gift’ Town, fort projects funded by state initiative

Supervisor Deb Malaney learned Dec. 8 the community has been included in the state’s $785 million Regional Economic Development Council initiative.

Ticonderoga will receive $598,575 for water and sewer improvements on John Street and $270,000 to install a fuel station at the town airport.

“That $600,000 for infrastructure improvements is a huge gift,” Malaney said. “It’s a great benefit to the residents on John Street and to the community.”

The water and sewer work is desperately needed in that part of Ticonderoga, the supervisor said.

The grant for the airport project is a welcome surprise, she said.

“We weren’t counting on that, but we’re very pleased to get it,” Malaney said.

The airport money will be used to install fuel tanks and a pump at the town-owned Ticonderoga air strip. Small planes will be able to use the facility for refueling.

“The FAA (Federal Aviation Administration) thinks this is needed in the area and will be a big boost to the airport,” Malaney said.

The Regional Economic Development Council initiative also funded two other local projects.

The Fort Ticonderoga Association received $20,320 for a historic preservation planning report and the town of Hague got $44,000 for a Hague Brook stormwater reduction program.

The grant to Fort Ticonderoga, through the Office of Parks, Recreation and Historic Preservation, will fund a structural condition evaluation for Fort Ticonderoga in 2012 that will be used to make long-range decisions regarding the fort and its walls. This evaluation will establish the structural priorities for Fort Ticonderoga and identify options for repair.

The grant project is part of a larger Fort Ticonderoga planning initiative being prepared by PGAV Destinations. Phase 1 of this plan is expected to be complete in early 2012.

“A clear analysis of the structural needs of the fort and its

walls is one of our highest priorities at this time,” said Beth Hill, Fort Ticonderoga executive director. “The state grant allows for us to include this evaluation as we plan for a vibrant future for one of America’s greatest treasures. It will help us best preserve the fort while reaching our greatest potential as a major destination in New York.”

The stabilization and preservation of Fort Ticonderoga’s walls has been an ongoing project since it was built by the French in 1755. In particular, water infiltration and the winter freeze thaw cycle have caused damage to the walls. In recent years, sections of the walls have been successfully repaired using modern masonry and drainage techniques.

Fort Ticonderoga draws more than 70,000 visitors each year.

The state money will come to Ticonderoga and Fort Ticonderoga through the North Country Regional Economic Development Council, which received $103.2 million from the state Regional Economic Development Council.

The Hague grant will come through the Capital Region Regional Economic Development Council, which received $62.7 from the state council.

Of the state’s 10 councils, the North Country received the second largest amount of money for economic development.

The North Country Regional Council Strategic Plan provided a long-term road map to attract private investment, promote and facilitate connectivity between communities, and create a climate that will allow entrepreneurs to flourish. It put forth ways to achieve its vision by capitalizing on the region’s natural assets, talented labor pool and entrepreneurial population.

Proposed projects were designed to launch the region’s transformation by focusing on high-tech and traditional manufacturing, green energy production, agriculture, tourism, and arts and culture.

The son of Beth (Thompson) Kroll, Cooper City, Fla., and Warren Kroll, Ft Lauderdale, Brandon enjoyed a rich full life, growing up playing baseball, bowling, golf…… loved music, dancing, playing computer games and watching game shows. Juggling and magic were among his fascinations. He was very interested in politics and followed the news. He loved to travel, stay in hotels and order room service. He visited each year in the Adirondacks to see “my people.” His beautiful smile and bright blue eyes lit up the room when he walked in.

Brandon was guided into the light by those who predeceased him; Grandma Helen Burrows and Uncle Bart Thompson of Crown Point.

Besides his mother and father, he is survived by Tony Belotto, his loving Grandparents, “Nana” Beverly and “Grandpa” Milton Tesar of Crown Point, “Grandpa Willie” William H Thompson of Moriah, and “MeeMaw” Mildred Ward of Davie, Fla.; Uncles and Aunts: Brett & Kathy Thompson, Bradley and Kim Thompson, of Moriah, Brian and Wanda Thompson of Citrus Heights, Calif., Noreen and Ron Lazar of Weston, Fla., and Joyce and Ken Joyce of Champion Hills, N.C.; Barbara and Fred French of Crown Point, and many cousins. He loved his extended families the Harris/Browns of Cooper City; the Belotto/Salemi of Pompano Beach, and The Hiden/Hughes of Lakeland, Fla. Many more people, whose lives and hearts he touched. He brought

a better understanding and compassion for those with different abilities.

Brandon enjoyed helping the less fortunate. In lieu of flowers, he would encourage you to reach out to those in need and offer a helping hand. Whether it is inviting them over for a meal, driving them to a doctor ’s visit, shoveling a driveway or path, giving a caregiver a much needed break, or just stopping in for a cup of coffee. It will make Brandon smile!

Edith Josephine Miller Tastensen Aug. 10, 1916-Dec. 20, 2011 TICONDEROGA — Edith Josephine Miller Tastensen of Ticonderoga and formerly of West Hempstead, Long Island, passed away peacefully at age 95 on Tuesday, Dec. 20, 2011, at the Moses-Ludington Nursing Home in Ticonderoga.

Edith was born on Aug. 10, 1916, in Flushing to George and Anna Miller.

She was pre-deceased by her husband of 36 years, Charles Edward Tastensen, Sr. Survivors include her daughter and sonin-law, Christine and John Tobin of Ticonderoga; two grandchildren, John E. Zapolski III of Crown Point, and Kristin L. Zapolski of Ticonderoga; and three great-grandchildren, Justin M. Sprague, Cory J. Sprague and Jessica Lynn Sprague of Ticonderoga, all who she adored.

At Edith’s request, there will be no services.

Edith’s family wishes to express a sincere “thank you” to the staff at Moses-Ludington Nursing Home for the wonderful care she has received over the past three years.

Aug. 22, 1947-Dec. 8, 2011 PRINCETON, Maine/WILLSBORO — Richard L. Ellsworth, 64, passed away unexpectedly Sunday, Dec. 18, 2011 at Eastern Maine Medical Center in Bangor.

Richard was born in Ticonderoga on Aug. 22, 1947, son of Byron and Agnes (Facteau) Ellsworth.

He graduated from Willsboro High School and went to work for Rayvac in Clinton, Mass. Richard then went to work for Weetabix, retiring in 2010.

After retirement he moved to Princeton to be close to his mother.

Richard was predeceased by his father, Byron Ellsworth, in 2010.

Surviving are his mother Agnes Ellsworth of Princeton; his sister Joyce Ellsworth of Balsam Spa; and an aunt Madeline Genier of Mineville.

expects the town board to act on the proposed law before March 31. The zoning revision project is funded by a Quality Communities grant from the New York State Department of State. That grant expires March 31.

The existing Ticonderoga zoning law is 30 years old, Malaney said. It has been amended 20 times. In 2009 a resident’s committee with the help of a paid consultant, Brandy Saxton of PlaceSense in Port Henry, began a complete review of the law.

“The existing zoning law is at a point where, in some areas, in contradicts itself and leaves the town open to legal challenges,” Malaney said. “A revision of the zoning law is also part of our comprehensive plan and has been requested by many businesspeople.”

Saxton pointed out the public has been invited to participate throughout the process.

“The committee invited the public to nine meetings to discuss the proposed changes, in addition to holding regular committee meetings that included opportunity for public comment,” Saxton said. “A mailing was sent town-wide in June 2010 to inform residents about the project and opportunities to have input on the changes being drafted. Throughout the process drafts were posted online and available for review at the town office.”

Malaney and Saxton agree the proposed revised zoning plan will have little affect on most people.

“There are no radical changes in the existing zoning law,” Malaney said. “It creates a blueprint for sensible, future growth.”

“While it is a complete overhaul of the current zoning, most homeowners — except perhaps those on the lakeshore and maybe some in the village area — are unlikely to notice any difference,” Saxton said.

Matt Fuller, town attorney, said the proposed law, if adopted, will have no impact on existing structures. They will be grandfathered under the new law.

The proposed zoning changes focus on three keys areas, according to Saxton — commercial property, downtown and lakefront properties.

“In commercial areas, standards are being proposed intended to result in higher quality, better designed commercial development with design guidelines for large buildings, landscaping, signs, lighting, etc.,” the planner said.

“In downtown, standards are being proposed to ensure than new development is compatible with traditional downtown character,” Saxton continued.

“Around the lakeshore, there will still be a high level of review of all development and substantial limitations on new development and expansions,” she said. “This largely puts into writing what the planning board has been doing for years, but which was not as clearly authorized by the current law as it should be.”

The proposed changes will have little impact on the vast majority of Ti residents, she stressed.

“While the draft law may look daunting, a lot of it only applies to large projects and very little actually applies to individual homeowners,” Saxton said. “The committee tried hard to set up a two-tier system throughout the regulations in recognition that they did not want to over-regulate small businesses and projects, but that they did want to be sure the town had all the tools it needed to deal with large businesses and projects.

“Ticonderoga is a very diverse community — it has farmland in the valley, forested uplands, major industry, waterfront, village and downtown, small rural hamlets and larger commercial/institutional development — and needs zoning that responds to those differences,” she said. “This is something that is lacking in the current law.”

If adopted by the town board, the new law will set up zoning districts.

“The new districts largely follow property lines, so fewer landowners will find their lots divided by multiple zoning districts,” Saxton said. “The current zones are largely based on a distance back from the road so many lots are crossed by a zoning district boundary. The new districts are also closer to the APA (Adirondack Park Agency) land use classes, so fewer landowners will have to deal with the confusion of significantly different standards from the town and from the APA . Right now essentially all of the rural land in Ti is zoned for one–acre lots under the town’s law, but the APA requires anywhere from 1.3 to 42.7 acres.”

TICONDEROGA — A Ticonderoga man has been sentenced in Essex County Court for promoting the sexual performance of a child.

Arthur Ellis Jr., 63, was sentenced by Judge Richard Meyer to one to three years in state prison, fees and sex-offender registration.

Ellis was arrested in March after police searched his Montcalm Street residence and found several DVDs containing child pornography.

He was subsequently charged with promoting the sexual performance of a child and possessing an obscene sexual performance of a child, both felonies.

Ellis pleaded guilty in late October to the promotion charge.

CV-Tec students assist Moriah food pantry Class raises $250 through soup, cookie sales

Champlain Valley Educational Services students sold soup and cookies during the holiday season to raise money for the Moriah Food Pantry. By Fred Herbst fred@denpubs.com MINEVILLE — The Moriah Food pantry is getting a holiday gift from a group of students at the Yandon Dillon Center in Mineville.

Champlain Valley Educational Services students sold soup and cookies during the holiday season to raise money for the local food shelf. They raised $250.

“This is a good project for the class,” said Joan McGowan, a career skills teacher. “We want the kids to realize the importance to helping their community and this is a way to do that.”

Students from Moriah, Crown Point, Schroon Lake and Ticonderoga schools took part in the project.

This is the eighth year McGowan’s class has raised money for a local group. Last year it did a benefit for the Schroon Lake Fire Department. In other years it has assisted the Willsboro Food Pantry, a Willsboro playground project and Blue Star mothers and fathers.

“The class selected the Moriah Food Pantry this year,” McGowan said. “We had a list of groups and organizations we could help and they decided on the Moriah Food Pantry. We wanted to do something local.”

Burke is also concerned the new price to take the GED exam will discourage people.

“Students will have to pay to sit for the exam, more than $100,” she said. “People don’t have the money to pay for the exam.”

New York statistics show 2.8 million residents do not have a high school degree.

“Literacy Volunteers cannot refer students to take the GED or administer the GED, but we have a great partnership with BOCES and GRASP (Giving Rural Adult a Study Program) that can,” Burke said. “Our GED prep program will have to alter the way we prepare these students by exposing them to more computer and technology training.

We are currently exploring a computer literacy program (typing, Microsoft Office, Internet) that these students could benefit from.”

The GED exam is now administered for the state by the American Council on Education. Earlier this year ACE joined with Pearson, a for-profit educational services firm, to form a new company, GED Testing Service, which will develop a new test. The new version of the GED test will align with increased high school graduation requirements and be computer based.

Currently the New York State Education Department is responsible for the GED exam. In 2014 GED Testing Service will be responsible for most of the administrative duties, such as scoring. The state will grant degrees based on

Many in the social services field believe the new GED tests, locations and fees will have a negative affect on those without high school degrees.

“While state policy regarding high school equivalency credentials falls under the state Education Department, it has great impact on the human services sector as there are 2.8 million adults in the state who are out of school and lack a high school credential,” Sierra Stoneman-Bell, co-director of the Neighborhood Family Services Coalition, testified before the state legislature. “Many of these New Yorkers rely on human services organizations to develop their skills, continue their education and prepare for the workforce. For those who left high school without a diploma, the test of General Educational Development (GED) has been an important gateway to post-secondary education and professional advancement. The workforce development and adult literacy systems rely heavily on the GED as a milestone of progress.

“The state legislature has an important role in ensuring that New Yorkers have access to educational pathways,” she said. “A strong second chance system is crucial for New York’s human capital development and our economic recovery.

“There will be a new GED exam in 2014, which will be more difficult and more expensive,” Stoneman-Bell added.

“The GED Testing Service is developing the new exam to be aligned with the Common Core Standards to indicate college and career readiness. This sets a higher bar for adult learners before the Common Core is even implemented in the K-12 system. Assuming current adult education investment and capacity, a more difficult GED test will likely reduce the number of testers who pass the test, also impacting the workforce system which relies on the GED as a key outcome.”

They are non-traditional students learning life and job skills at CV-Tec. They take part in job internships in the community along with a job coach. This semester students are working at the Grand Union, Aubuchon’s and Kinney Drugs, all in Elizabethtown.

The Moriah Food Pantry is seeing major cutbacks to its donations and increased number of patrons this year.

Sue Morse, manager of the Moriah food pantry, said last year the pantry purchased up to 50,000 pounds of food with money donated and through grants the pantry has received.

This year she worries the funds won’t be coming in from the state to meet the demands of the pantry.

Last year the pantry served about 1,000 families regularly. This year Morse said the demand for assistance has risen about 25 percent, and money available has dropped significantly.

The food pantry is open once a week, every Wednesday from 10 a.m. to noon. Anyone interested in receiving aid from the pantry should show proof of residency.

County votes to move ahead with job eliminations

By Keith Lobdell keith@denpubs.com ELIZABETHTOWN — An effort to save the jobs of 10 Essex County employees fell short Dec. 27.

Chesterfield Supervisor Gerald Morrow, who moved the resolution to re-instate the 9.6 positions affecting 10 employees, said that he was surprised more supervisors did not vote in favor of the measure.

“It would cost us money to get rid of these people,” Morrow said. ”I think this is pretty much done now unless we could figure out another way.”

Morrow said that if the resolution would

have passed, he was going to suggest using the money budgeted for unemployment and other benefit funds to pay for the positions.

His motion included further discussion on employee funding at the board’s Jan. 3 meeting.

Minerva Supervisor Sue MontgomeryCorey was absent from the end of the annual meeting of the Essex County Supervisors, where supervisors voted by a weighted total 1,448-1,395 against a resolution to pursue saving the 10 positions eliminated from the 2012 budget.

Corey’s 64 weighted votes, while absent, was counted with those against the measure.

At the Dec. 12 special board meeting where

the 2012 budget was passed, Corey consistently voted in favor of keeping the positions.

Corey voted against the original resolution to reduce the 9.6 county positions. She also voted in favor of a resolution to reduce blacktopping funds to save the positions, seconded a resolution to increase the tax levy for the same purpose, moved a resolution to save the positions with one-third funding coming from blacktopping, fund balance and tax base, and voted in favor of a resolution that would have eliminated the first 10 positions to come open in 2012 to avoid layoffs.

“In the short time we should preserve the 9.6 jobs and use the next year to figure out what it is that we want to do and what we can do,” Corey said during the Dec. 12 meeting.

If Corey would have voted in line with her stance at the Dec. 12 meeting, the resolution to save the jobs would have passed by a tally of 1,459 in favor to 1,384 against. In all, 1,422 weighted votes are needed for a simple majority.

Calls made to Corey about how she would have voted on the Dec. 27 resolution if present were not returned in time for publication.

The Essex County Board of Supervisors’ Layoff Review Committee finished its task of eliminating 10 positions after the first meeting Dec. 19, along with the elimination of 11

positions that had not been filled during 2011.

The positions to be laid off include: •a part-time staff psychiatrist in the Office of Mental Health; •a part-time clerk in the Department of Social Service; •a records retention aide in both the County Clerk’s office and the Mail and Supply Room; •two part-time on-call watch persons and two building maintenance positions in the Department of Public Works; •one licensed practical nurse, one certified nursing assistant and one part-time activity aide at the Horace Nye Nursing Home.

The list was created through recommendations by department heads in consulting with the committee: North Elba Supervisor Robert “Roby” Politi as chair, Essex Supervisor Sharon Boisen, Wilmington Supervisor Randy Preston, County Manager Daniel Palmer, and County Personnel Officer Monica Feeley.

During the Dec. 19 Personnel Committee meeting, several supervisors expressed their belief that layoffs should be determined by those who did not meet residency requirements first, but Board Chairman Randall “Randy” Douglas said that the committee would be looking at positions and not people when they made their decisions.

Paradox General Store and Cafe in transition PARADOX — The Paradox General Store and Cafe is in transition.

A seasonal general store for years, the business is becoming a year-round restaurant.

“We’re changing things a lot,” said Jean Scalise, who owns the store/cafe with her husband, Fred. “We’re really trying to emphasize the food more and more.”

The Paradox General Store and Cafe is located at 759 NYS Route 74 and is open 8:30 a.m. to 4 p.m. every day during the winter.

The store features some groceries, camping supplies and gifts. It carries many locally-made products.

“We have T-shirts, mugs, sweatshirts, that sort of thing,” Scalise said, “but we have more and more locally-made items. We have a lot of knit goods, jewelry and painting by local people.”

It’s the restaurant business that’s growing, though. The Paradox General Store and Cafe has six tables inside for dining, outdoor seating in the warm weather and has take-out available by calling ahead at 532-7462.

It serves breakfast all day and offers a lunch menu that includes hot and cold sandwiches, soups, stews and chili. Al-

most everything is handmade on site.

“We want everything to be fresh and homemade,” Scalise said. “We make our own sausage, corned beef hash and sausage gravy. All the baked goods are made right here from scratch. We make our muffins, cookies, everything.”

Scalise uses gluten-free products as much as possible.

Catering services are also available.

Scalise worked 20 years for the U.S. Postal Service before coming to Paradox.

“We want to be part of the community,” she said. “We didn’t open the store thinking we would become rich.

We just want to be part of the community. We love it here.”

Big pigs in the Adirondacks

O

n Jan. 14, 2010, I was in Albany to attend a Roundtable Meeting with the NYSDEC, to discuss a wide range of sportsman’s concerns and

issues.

Representatives from over 40 different sportsmen’s organizations and conservation councils including NYS Bass, Trout Unlimited, Ducks Unlimited, Pheasants Forever, NYS Houndsmen, National Shooting Sports Foundation, Safari Club International and others were in attendance.

At the meeting, DEC administrators covered a variety of issues such as license fees, the distribution of Conservation Fund monies, agency staffing concerns, special projects, hatchery rehabilitation projects, law enforcement initiatives, DEC Conservation Camp programs, Archery in the Schools, the importance of mentoring programs and much more.

However, the most alarming topic concerned the spread of a dangerous, new invasive species in New York, the feral swine.

At the time, wild hogs had already been discovered in over 16 New York counties, primarily in the southern tier.

Although the origins of the swine in the Southern Tier were undetermined, they were known to have destroyed agricultural crops, ravaged the mast crop, killed fawns and endangered many species of birds, particularly ground nesters such as wild turkeys.

DEC biologists implored attendees to enlist the fellow sportsmen in the effort to control the hogs, before their populations became unmanageable, as they already are, in many other states.

In many southern states, feral swine have taken over, and displaced many native species. The porkers are believed to have descended from wild boar stock, and their physical appearance is closer to wild boar than to domestic pigs. There is nothing cute about them.

Populations can multiply quickly, as they can produce a litter every 4 months, with anywhere from 10 to 15 piglets.

Wherever they have become established, feral swine have caused incredible environmental impacts, by damaging crops, destroying native plants, reducing forest regeneration and competing with native species for food and territory.

Ten years ago, the loss and damage to agriculture from feral swine was estimated to be greater than $800 million in the US. In addition, feral swine have been known to prey on lambs, goat kids, and calves in Texas and Australia. In other states feral swine have been known to spread disease to livestock.

Feral Hogs can now be found in every state in the country, and populations are at epidemic proportions in Texas, Florida, California and Hawaii. Recently, in efforts to control the invasives, the state of Texas took the extraordinary measure of allowing hunters to shoot feral hogs from helicopters.

DEC wildlife biologists estimate there are about 30 wild pigs in a territory of about two to three square miles near Bear Swamp Road in Peru.

“Fortunately, we got nuisance permits from the DEC, so that hunters can help us get rid of them.” Mr. Rulf continued, “DEC has already trapped three, and three have been shot. A couple have also been hit by cars.”

According to Brian Thew of Morrisonville, blood tests indicate the big pigs are 100 percent Russian Boar. Thew is one of several hunters, who have been attempting to help eradicate the hogs.

“We were hunting them every night, and we worked them hard!” he explained, “But they are fast and smart!

There are already three generations, with small 15-20pound pigs, 150-170-pound hogs and we’ve seen one older boar that had to be over 400 pounds.”

Currently, DEC is continuing their efforts to trap the pigs, and hunters hope to be in the fields as often as possible. In the ongoing battle, permitted hunters are allowed to bait the pigs, and to utilize lights, as well as laser scopes to hunt them.

Because feral hogs have such destructive potential, the DEC will usually provide hunters with permits to kill the wild pigs on the spot. DEC's goal is to eradicate feral swine from the state's landscape. In New York, people with a small game license may shoot and keep feral swine at any time and in any number. All other hunting laws and firearms regulations are still in effect when shooting feral swine.

Deer take down by 10 percent in northern zone W

hile some really nice antlers hit the forest floor this hunting season, I think the universal theme coming from Adirondack hunting camps was that less deer were being seen.

I know that was our experience at my camp.

The preliminary deer take numbers in the northern zone seem to follow that trend, according to senior wildlife biologist Ed Reed.

Reed said the number of deer reported to the DEC this season was down about 10 percent in the northern zone.

Conversely, the deer take in the southern zone was up about 10 percent, he said.

“So, overall, I think the statewide total will be about the same as last year,” Reed said.

Hunters harvested just over 230,000 deer in the 2010 hunting season, an increase of about 3 percent over 2009.

The 2010 deer take included approximately 123,100 antlerless deer and just under 107,000 bucks.

Deer harvests in the northern zone in 2010 were very comparable to 2009, with adult buck take at approximately 16,100 and antlerless take approximately 12,500. In the southern zone, excluding Long Island, adult buck take in 2010 was approximately 89,900 while antlerless take was approximately 108,600.

If the numbers hold true to Reed’s prediction, the deer take in the northern zone will decline from 28,600 deer in 2010 to 25,740 in 2011, with about 1,600 less bucks taken.

Total deer take in the southern zone will rise from 198,500 in 2010 to 218,350 in 2011.

Deer harvest data is gathered from two main sources, harvest reports called in by successful hunters, and DEC staff ’s examination of harvested deer at check stations and meat processors.

Biologists are well aware that even though it is required, still only about 45 percent of successful hunters report their take, and this is taken into consideration in the final tally. Considering all variables, the DEC maintains its statewide harvest numbers are statistically accurate to within ±2 percent.

Final numbers on the 2011 deer tally will not be made available to the public until February, Reed said.

Reed attributed the lackluster deer take in the northern zone to a handful of factors, including milder than average fall temperatures combined with ample feed, keeping deer movement to a minimum.

He also said the region has experienced larger than normal snow totals in four of the last five winters, inhibiting deer travel and making it difficult for them to reach food sources, increasing winter mortality.

“Fawns are the first to go, because of their size and lack of fat reserve compared to adult deer,” Reed said.

“We haven’t witnessed any really large die-offs, but a few deer here and there starts to add up in the northern zone.”

Despite introduction into the southern tier, there were few concerns that wild swine would invade the Adirondacks. It had been attempted before, in 1902, when Russian boar were introduced to a large hunting preserve near Tupper Lake, along with elk, Sitka deer and other exotic species.

Although the initial stock was contained within a 1,000 acre game fence, wild boar has never been able to establish a permanent population in the North Country.

However, it appears they are trying to, according to Bob Rulf, the owner of Rulf ’s Orchards on the Bear Swamp Road in Peru.

“We first noticed them about three years ago,” Mr. Rulf recently explained. “I’m very upset, they cause a lot of
