TICONDEROGA — When Andrew terSteege receives his diploma during today’s commencement ceremony at Ticonderoga High School, he’ll set a record that will never be broken. terSteege had perfect attendance while attending school. Not just high school, all school. terSteege never missed a day of class from kindergarten through graduation — that’s 2,353 days without an absence. “It’s not a huge accomplishment,� terSteege said. “It’s not something people normally do, so I can see why people find it interesting. Really, though, it’s no big deal.�

The perfect attendance record isn’t something terSteege sought. “I was in middle school when I realized I’d never missed a day of school,� he said. “I decided to try to make it through eighth grade without missing a day.

I did that, then decided four more years would be OK.�

Committee to review proposed zoning changes State grants Ticonderoga six-month extension

By Fred Herbst fred@denpubs.com TICONDEROGA — Proposed changes to the Ticonderoga zoning law are on hold.

The town board has appointed a committee to review the proposed revisions after learning the town

planning board is too busy to complete the task. “It was just too much for the planning board to do along with all its regular work,� Supervisor Deb Malaney explained. “The new committee will meet every two weeks until it completes its review.�

The zoning revision project is funded by a Quality Communities

grant from the New York State Department of State. That grant expired March 31, but the state has granted Ticonderoga a six-month extension to finish the zoning project — which has been in the works for three years.

The existing Ticonderoga zoning law is 30 years old, Malaney said. It has been amended 20 times. In 2009 a resident’s committee with the help of a paid consultant, Brandy Saxton

Alliance seeking grant for Ti businesses Board members appointed

By Fred Herbst fred@denpubs.com TICONDEROGA — Ticonderoga is seeking a grant to assist small businesses in the community.

The Ti town board has asked the Ticonderoga Revitalization Alliance to write and, if successful, administer a “micro-enterprise” grant on behalf of the town.

“I’m pleased to announce this partnership with the alliance,” Deb Malaney, town supervisor, said. “We created the alliance to lead economic development initiatives in Ti, and this is exactly the kind of program we need to support the creation and expansion of small businesses in Ticonderoga.”

If successful, the grant will provide assistance to “microenterprise” businesses, those with the equivalent of five or fewer full-time employees. Assistance would be in the form of deferred payment loans of up to $35,000 that would be completely forgiven over a period time. Applicants will need to provide at least 10 percent equity. The grant funds can be used for any justifiable business purpose including purchasing equipment, inventory or working capital.

“Hopefully we’ll get funded, and be able to use the program to create jobs, expand the tax base and stimulate investment in Ti,” said Dave Iuliano, town board and alliance member. “And while priority funding will be given to businesses that lease space in vacant storefronts in the village (hamlet), project funding will be available to start or expand small businesses anywhere in town.”

The Ticonderoga town board has appointed Bill Drummond, Chattie Van Wert, Jeremy Treadway, Peter Reale, Scott Hearburg and Shana Macey as directors on the alliance board.

They join existing directors Alex Levitch, Jim Major, John Rayno, Sandy Morehouse and Sue Rathbun.

“I am very happy to announce these appointments and their confirmation by the town board,” Malaney said.

Jim Major, chairman of the alliance board, welcomed the new directors.

“We’ve got a lot of work to do and each of these people’s hearts are sincerely dedicated to improving Ti,” he said. “We are eager to seek their input and counsel, and welcome them to the party.”

Woods echoed those comments.

“In addition to being successful in business, each of these directors bring a commitment to serving our community and working to build a better future for Ti,” he said.

Van Wert has more than 20 years of experience owning and operating small businesses in Ticonderoga, including the Ranch Motel, Sunshine Laundry, Sunshine Apartments and Sunshine Carwash. She has been a member of the Ticonderoga Area Chamber of Commerce, is part of the Streetfest committee, serves on the board of the Inter-Lakes Health and is on St. Mary’s Parish Finance Council.

Reale is a third generation road and bridge contractor and currently serves as vice president of Reale Construction.

Reale and his brother John also own multiple properties in downtown Ticonderoga. He has served on several local boards including the town planning board, the comprehensive plan committee and the chamber of commerce board.

He currently serves on the board of the Ticonderoga Federal Credit Union and is an active member of St Mary’s Parish and the Knights of Columbus.

Hearburg owns and operates the Ticonderoga McDonald’s franchise as well as McDonald’s restaurants in Warrensburg and Fair Haven, Vt. He has served on the chamber of commerce board and many other boards and donated to many charities and causes. For spearheading a multi-year initiative to build a new playground at the Ti Elementary School, Hearburg was named 2011 Community Volunteer of the Year by the chamber.

Lake Placid Sinfonietta to perform in Ti

By Fred Herbst fred@denpubs.com TICONDEROGA — The Lake Placid Sinfonietta is coming to Ticonderoga.

The oldest orchestra in the Adirondacks, the sinfonietta will perform Friday, Aug. 3, at 7 p.m. at St. Mary’s Church on Father Jogues Place. The concert will be free of charge.

The show is being sponsored by the Ticonderoga Festival Guild and the Ticonderoga Revitalization Alliance as part of the alliance’s new cultural arts initiative.

“The sinfonietta is the longest standing orchestra in the Adirondacks, approaching 100

years,” said Justin Woods, alliance CEO. “It contains 20 superb musicians performing under Music Director Ron Spigelman. This promises to be an enchanting musical evening in a fabulous acoustical setting as the alliance and its partners continue to engage the public in various cultural arts initiatives.”

Cathie Burdick, executive director of the Ticonderoga Festival Guild, said her group is looking forward to collaborating with the Ti Revitalization Alliance.

Woods said the alliance is now seeking sponsors for the concert.

Lake Placid Sinfonietta traces its roots to 1917 when an 11-member Boston symphony ensemble began performing at the Lake Placid Club. In 1939 the Boston artists discontinued their Adirondack performances, but Dr. Paul White, then associate conductor

of the Rochester Philharmonic Orchestra and Eastman School Symphony, created the Lake Placid Club Sinfonietta with 10 Rochester Philharmonic musicians and ensemble pianist Carl Lamson.

The group was forced to sit out 1945 because of World War II, but re-organized in 1946 and has been performing since.

This summer the Lake Placid Sinfonietta will perform a series of concerts at the Lake Placid Center for the Arts and will offer free outdoor community concerts each Wednesday at 7 p.m. in the Paul White Memorial Shell in Mid’s Park in downtown Lake Placid.

The group will also take to the road, performing in several Adirondack communities — including Ticonderoga.

Inside the fort’s officer ’s barracks, people will be able to take part in backroom negotiations between the various officers and the Massachusetts committee of three. They can discuss with Arnold’s frustrations and see him resign his commission as a result . The sordid details surrounding Arnold’s resignation will be brought to life at Fort Ticonderoga.

“As a Continental Army was forming in the

defense of America’s newly-united colonies, so too was the political system that was needed to run a nation,” Hill said. “After the capture of Fort Ticonderoga, Col. Benedict Arnold found himself at the center of a political fire-storm.

Fort Ticonderoga needed to be maintained, but the proper method of control was still uncertain. As Arnold sought instructions from the separate colonial assemblies, these governments chose political deference to the Continental Congress.

“In the maelstrom of reports coming from Ticonderoga, a clear chain of command was desperately needed,” Hill said. “With continual back biting amongst the officers operating along Lake Champlain, Congress appointed new leaders. A Connecticut officer being sent to supercede Arnold, and a lack of trust in his superiors, caused Arnold to resign his commission on June 24, 1775.”

TICONDEROGA — Ticonderoga High School business students successfully participated in the 19th annual High School Business Day at SUNY Adirondack.

Ti students had six top-five finishes. It’s the best finish in Ticonderoga’s six years of participation.

The event had 14 schools and more than 300 students participating from the Southern Adirondack region. Students compete by taking 30 minute tests in subject areas ranging from accounting to business law to financial literacy and marketing. There is also a team competition as well as competitions in CISCO and PC Assembly.

Athletes win titles; deliver pride for entire region

M

ost Ticonderoga High School students were sleeping-in the morning of June 12. Classes had ended the day before and a little shuteye was in order after a long school year.

Not for Jay Hebert.

While others were dreaming of future success, Hebert was working to make his dreams a reality.

The rising junior was on the school track, working out. That’s why Hebert is a champion.

Hebert has established himself as one of the most successful Section VII track and field athletes ever.

Hebert won the New York State Public High School Athletic Association small-school championship June 9 in the 110-meter hurdles.

He then won the New York Federation championship, which pits the top eight runners from schools of all sizes against each other.

Hebert went undefeated this season with a best time of 14.07 seconds — the fastest time in New York and the fourth fastest high school time in the nation, according to his coach. The Olympic B qualifying standard is 13.72 seconds. He’s only 1.2 seconds away from the world record in the 110 hurdles held by Cuba’s Dayron Robles.

Ti Coach Walter Thorne believes Hebert can run in the Olympics, but the Sentinel champion is more reserved than his coach.

“That’s too far away to think about,” Hebert said. “I just want to work hard, improve and run in college.”

Hebert is just one champion area residents can take pride in.

Section VII athletes won three state titles at the track and field

championships June 8 and 9. Also bringing home championships were Dan Lennon of Peru in the Division II 3,200-meter run, and the Beekmantown 400-meter relay team of Jess Huber, Mikaela Frechette, Kallie Villemaire and Courtney Wilson.

Hebert and Lennon ran in the high school national championship track meet last weekend in Greensboro, N.C., proving their mettle once again.

Hebert finished second in his heat of the 110-meter hurdles in the “emerging elite” class.

Lennon battled all the way before finishing third in the 5,000meter championship race. He also added a 22nd place finish in the championship two-mile race.

Lennon, who graduates this weekend, will take his talents to the Syracuse University cross country and track programs in the fall.

What makes a champion? Certainly talent plays a huge role. So does work ethic.

Kenyan distance runners, who dominate distance running throughout the world, often comment, “Somewhere, right now, one of my competitors is running.” It’s a reminder that dedication can never wane.

Jay Hebert, Dan Lennon and a handful of others, although still young, know that. It’s one of the reasons they’re champions — champions we can all be proud of.

Will there be a daily newspaper in your future?

T

hat question is being asked, not only in this country, but around the world, in the past few years. In New Orleans, Birmingham, Mobile and Huntsville the discussion has taken center stage with the announcement that this fall they will cease publishing a daily print product and will instead be switching to an online publication, with a print product only 3 times per week.

The situation in the above named communities is important to watch. For one, the ownership is the same as The Cleveland Plain Dealer, where reportedly there were meetings recently to quell concerns there. But in general, the daily newspaper revenuemodel dilemma is happening across America, including here in the North Country. In Canada similar moves are taking place in Calgary, Edmonton and Ottawa. Newspapers are not going to become extinct, but they are facing the types of challenges they’ve been unaccustomed with dealing.

Toward the end of the last century, daily newspapers enjoyed healthy bottom lines and became popular investment opportunities. Unfortunately, their primary mission was not so much with an eye on future technology investments and research as it was on maximizing the bottom line. They must now face the realization that there is no easy fix that will allow them to maintain their profit margins and at the same time reclaim the lofty status they once enjoyed.

Many daily newspapers blame the downfall on people reading their news online for free while dropping their paid subscription. The revenue model they have been accustomed to operating under was based on 80 percent adverting revenues and 20 percent circulation revenues. As paid subscriptions continue to drop, advertising revenues were affected. In 2005, daily newspapers registered $47 billion in ad revenues and by 2010 they were down to $22.8 billion.

While the dailies try to reposition themselves with paywalls, reduced print days, outsourcing certain tasks while trimming staff and news coverage, not all types of newspapers have abandoned their true mission. About 45 minutes from Asheville, in Yancey County, North Carolina, where the population is less than 18,000, the Yancey County News won two major journalism awards in 2011, its first year of publishing—the E.W. Scripps Award for Distinguished Service to the First Amendment and the Ancil Payne Award for Ethics in Journalism. The Yancey County News is a weekly, available online for free as well as in print, with a circulation of 1,200 copies and a masthead that lists only two people as staff—hus-

Being a newspaper is not about all the trappings that come with running a large, profitable business. Officials acknowledge their traditional revenue source, the Tampa Bay Times, can no longer finance its parent organi zation. The institute, which owns the Tampa Bay Times, has traditionally relied on dividends from the paper, as well as tuition, foundation support and donations. The institute once received dividends—millions annually—from the Tampa Bay Times, but those checks are no longer being cut.

In its raw form a newspaper is still what it has always been about, it’s a partnership with the community it serves. The community provides the financial support while the newspaper holds up its end by being the community watch dog, reporting on hometown events, providing the local merchants with a proven advertising medium and being the hometown cheerleader. Yes, to stay in business you must run a profitable operation or you can’t sustain the effort, but what still counts to the community you serve is providing the platform for publishing local news and useful advertising information that readers find of value and can afford.

This community newspaper has had to face some of the same financial challenges as our area daily counterparts, but while they have released staff recently as a result of outsourcing and cutbacks we’ve added six experienced staff castoffs in recent weeks, with more in the wings. We are continuing to expand our digital offering, which will remain free, and we look to the future with promise and optimism as we continue to live up to our founders motto of being “more than a community newspaper, we’re a community service.” In the end, the real problem lies with the newspaper investors who require profit priority over the informational needs of the local community.

News on the NC Triathlon To the Times of Ti: My name is Randy Engler and I am the founder of the upcoming North Country Triathlon (northcountrytri.com) that will be held on Saturday June 30, 2012 at Hague Beach starting at 7:30am. The event is will be an Olympic distance and a Sprint distance triathlon (swim, bike and run).

We are expecting well over 500 competitors from many parts of the region as well as from other states. Additionally there will be many folks from the area coming to the Hague Beach to watch the race and cheer the racers on as they come across the finish line around noon on the 30th.

Since this will be a large event, I wanted to take a moment and ask for your help in ensuring we have a really fun, and safe race: • If you are located anywhere on 9N from Silver Bay to Ticonderoga, please be extra careful and aware of the racers on foot or on their bikes who may be passing by your driveways when you are backing out of your drive.

• Slow down and take extra caution on blind corners (such as Island Harbor Dr in front of Ruah B&B) and hills as runners and cyclists will be on 9N and Route 8 outside of Hague and Ticonderoga from about 8:00 a.m. until around 1:00 p.m.

• Kindly brush any debris (rock & stone) away from driveway entrances next to road shoulder that might cause a runner or cyclist to fall and clear any vehicles that may block the shoulder as the racers will be using these shoulders for their safety.

If you are planning on coming to Hague Beach to watch the event (and we encourage you to do so) or to run errands: • Please understand that the town will be very crowded around the Beach area from about 7 a.m. until 1 p.m. Please plan on slight delays.

• Parking will be very tight and spaces are limited. If it is at all possible, please consider walking or riding a bike to town that day.

• No dogs allowed on the town beach from 7 a.m. to noon on race day as cyclists are a favorite target for dogs, and there are many children at the event and we want to ensure the safety and enjoyment for all.

Your overall awareness and patience while the event is going on is greatly appreciated and will help ensure a safe, and fun event for our community.

School code needs revision To the Times of Ti: It is now 2:08 a.m. on Tuesday, June 12. I am sitting here thinking that today should be my daughter ’s happiest day of school. She is a senior at Schroon Lake Central School and she should be enjoying the last day with her fellow seniors.

Instead, she is under a two-day, in-school suspension for what is being called a Level 3 offense of the code of conduct — of which the particulars I will not get into. Which I might add is beyond vaguely written.

I want the people of Schroon Lake to know that I stand firm with my husband in our disagreement with the punishment, which I still feel does not fit, and I will not dignify saying “the crime” because there was none committed.

How many people in Schroon Lake with students in the high school level can tell their children what the code of conduct is and what the consequences are? I bet not a lot.

Maybe we need to revise the code of conduct and clearly outline what the consequences will be, and then within the first month of school have a mandatory assembly or meeting after school or at night with high school students and their families to discuss the code of conduct and the consequences. Get some feedback and communication going.

I also wish to thank specifically her classmates, teachers, underclassmen, parents and those community members who supported her despite a diehard try from the bureaucratic hierarchy.

We do not live in Egypt. We are not under the rule of Pharaoh. “So let it be written, So let it be done! Say no to edicts!”

We live in America where our voices should be heard and considered. Do we want our future students to be brought up in an indoctrination center where they are told what to say and how to think or do we want our children to leave this school with a clear mind knowing that they’ve gotten the best education they could and that their opinion truly matters?

To the Times of Ti: Our members were kept busy with numerous calls for both fire and ambulance crews in the last two months.

In April and May there were 19 fire calls using 402 man hours and 13 ambulance calls using 608 man hours Our marine rescue boat was put in service in mid-April and is ready to provide coverage to the North Basin and beyond.

At our last meeting we welcomed Ron Ryder and Bill Gourley as new members to the department. Both come to us with previous service elsewhere. As always, we welcome anyone interested in joining our ranks.

At the June meeting Harley Trudeau thanked the department for its support of her senior project, which was to bake and sell cupcakes after the parade in the park and later at

All Republican voters in the newly formed 21st District are encouraged to vote so that we can decide which candidate will oppose current Congressman Bill Owens (D) in November.

I have already stated my opinion regarding one of the candidates, Matt Doheny. Now it's time to endorse the virtues of Kellie Greene, a native of Oswego.

Her educational highlights include an A.S. in Accounting & Business from Bay Path College, a B.S. in Logistics Management from Syracuse, a M.B.A. in International Business from R.I.T. and recently graduated from Fuller Theological College with a M.A. in Theology.

Kellie began her political journey on Feb. 1, 2012, by declaring that she was the only principled conservative in the New York District 21 race. She wants to limit the scope of government spending and its intrusive nature into our personal lives. She wants a more responsible and constitutional government. She desires to lighten the burden of corporate taxation and regulations which prevent the private business sector from flourishing. As an international trade student she realizes how important trade policy is and would promote incentives to get businesses back to producing in the United States.

Ms. Greene is very humbled by the sacrifices of our military men and women. She’s a firm believer in maintaining a strong military and supports pay raises for the members of the armed forces, not Congress!

She knows that ObamaCare is not the right cure for this nation’s medical and fiscal health. She believes it is unconstitutional and thinks the Supreme Court should strike down the individual mandate. Failing that, she would be in favor of repealing this egregious law.

Kellie realizes the unique and diverse needs we have in the North Country. It is a huge district and each county seems to have different strengths and weaknesses. It’s targeting those weaknesses that will change the outlook of this upstate region. These changes can make a positive impact via infrastructure upgrades, technology expansion, energy and economic policies that take advantage of our bountiful resources, and invigorating the farming and agricultural industry.

I will stop here as this is just a small sampling of the many issues Ms. Greene would like to tackle head-on. I know one thing, she is up to the task. For a candidate to have come this far on a shoe-string budget and getting on the ballot is an incredible achievement. She definitely has the energy, determination and know-how to get the job done. Please vote for Kellie Greene. Thank you!

ALS ride a success To the Times of Ti: Although the weather was not cooperative on June 2, approximately 75 motorcyclists braved the downpours of rain to participate in the sixth Annual A.L.S. Motorcycle Rally & Poker Ride.

The Committee wishes to extend its heartfelt thanks and gratitude to Mountain Riders, MC, for their continued sponsorship to this much-needed fundraiser in the North Country Region. Special thanks to the Keeseville Elks Lodge for welcoming the opportunity to host the event for the first time. The new location was well-received and the event is in the process of being booked for next year.

As the motorcycle rally is a huge part of the fundraiser, there are businesses locally, throughout New York State and out of state who make enormous contributions to the silent auction. Most of these businesses have been faithful donors since the first year and we are very grateful for their continued support. Zumba instructor, Ellyn Blaise (Keeseville Zumba Chicks) hosted another fun-filled Zumbathon as part of the day’s activities. We greatly appreciate Ellyn’s continued support toward this cause and offer a thanks to area instructors as well as dancers who come out to support local fundraisers.

Last but certainly not least, the Committee wishes to thank the general public for its continued support in not only raising funds for A.L.S. but for raising awareness about this terrible disease that has resulted in the loss of too many North Country residents.

Ti students complete boat safety course TICONDEROGA — Members of the United States Coast Guard Auxiliary Flotilla 15/13 will offer a federal safe boating class Saturday, June 30, beginning at 8 a.m. in the Fellowship Hall of the United Methodist Church of Ticonderoga. The Class will last through 5 p.m.

The class will familiarize the boater with safe boating practices, navigation principles, electronics, paddle craft and personal water craft operation and safety. The class offered by the USCG Auxiliary meets and exceeds all federal requirements for small boat operation, as well as PWC operation for children under the age of 17.

This federally certified class is recognized in all 50 states and is part of the mandate for safe, informed, boating practices across the country. The class can provide a savings on many boat insurance programs. It is open to children age 10 and older.

The class costs $35 a person or $45

for a couple sharing the same book.

Snacks and lunch will be provided. To register call Eugene H. Frost, commander of United States Coast Guard Auxiliary Flotilla 15-13, at 585-9034 or Staff Officer David Iuliano at 585-7030.

Flotilla 15/13 has been at the forefront in offering and providing federal state boating classes to the children as well as open classes to the public.

Frost has announced that his unit instructors have completed a boating safety course at Ticonderoga Middle School.

Each student who passes the final exam earns a certificate and a pocket card required in New York to operate a personal water craft or wave runner, as well as various other power boats.

Frost maintains that most boating fatalities happen because boaters lack the knowledge necessary to operate these vessels safely and fail to follow the proper procedures when an emergency occurs. He said course gradu-

ates are much more knowledgeable at the end of this course and far better prepared for a lifetime of safe boating.

This was the second year in a row Flotilla 15/13 has offered this course at no charge to Ticonderoga students.

Frost said the Flotilla had also completed the identical course at the Crown Point Central School earlier this year.

At the commencement of this course Ti Middle School Principal Bruce Tubbs received a certificate of appreciation from the flotilla for his promotion of boating safety to his students.

Instructors for the course were flotilla member William Doyle and Flotilla Staff Officers Lance Dolbeck and Burgess Field, David Hirtle and Frost.

terSteege admits there were days — most days — he didn’t want to get up and go to school.

“I’ll admit, school has been hard for me,” terSteege said.

“It hasn’t been easy and it’ll be a relief to graduate. But it will be bittersweet. I’m going to miss a lot of people.”

The secret to perfect attendance is routine, terSteege said.

“I have my routine every morning,” he explained. “I hit the snooze alarm, wait five minutes, get up, shower, eat breakfast, listen to some music and go to school. It’s the same every day. That makes it much easier.” terSteege, the son of Robin Forand of Ticonderoga, came close to missing school a couple of years ago.

“I remember a day I had a 103 temperature and a bad headache, but I went to school anyway,” he recalled. “I was about to go to the nurse and go home, but I got lucky. School closed early because of snow and the next day was a snow day.

That saved me.”

Classmates threatened to tie terSteege to the school flagpole the last day of classes to spoil his streak.

“It’s all fun,” he said. “I think my classmates were really pulling for me to make it at the end.” terSteege ran track and cross country at Ti High and was a member of the Quiz Bowl team and Key Club. He plans to attend SUNY-Canton to major in business administration.

There were nine public information meetings and throughout the process drafts were posted online and available for review at the town office.

Malaney and Saxton agree the proposed revised zoning plan will have little effect on most people.

“There are no radical changes in the existing zoning law,” Malaney said. “It creates a blueprint for sensible, future growth.”

Matt Fuller, town attorney, said the proposed law, if adopted, will have no impact on existing structures. They will be grandfathered under the new law.

The proposed zoning changes focus on three keys areas, according to Saxton — commercial property, downtown and lakefront properties.

A public hearing on the proposed zoning law was held in December, and the town board will continue to accept written comments until it takes action to adopt the measure.

Written comments on the zoning changes can be emailed to Malaney at debmalaney@nycap.rr.com or mailed to the Community Building, Montcalm St., Ticonderoga 12883.

The proposed law is available at the town clerk’s office and online at townofticonderoga.org Malaney expects the town board to adopt the new zoning plan once the committee completes its review.

“I am extremely optimistic that we will have an exceptional, working document,” Malaney said. “I’m confident it will be very user-friendly and be an important tool for our planning board in the future.”

‘Cloud’ to discussed in Schroon SCHROON LAKE — The Schroon Lake Public Library will offer an “Introduction to Cloud Computing” class on Tuesday, July 3, at 10 a.m. The class will introduce participants to the general ideas behind “the cloud” and also demonstrate a variety of cloud services such as photo sharing, file uploading and file storage in: Microsoft SkyDrive, Google Docs and Dropbox.

This annual seminar explores the political, military, and social history related to America’s War for Independence.

HAGUE — Vendors of crafts and Adirondack goods are invited to participate in Hague’s fourth annual 2012 Oktoberfest Friday and Saturday, Sept. 21 and 22, in the town park.

More than 1,200 visitors are expected to attend with more than half from outside the immediate geographic area, according to Donna Wotton, an organizer.

“Vendors at the fair will receive the added exposure from Hague’s extensive pre-Oktoberfest promotional program,” Wotton said. “Included are listings and links on the event webpage, advertising in area papers and websites from Troy to Plattsburgh, to Burlington and Middlebury areas. In addition, Oktoberfest ads are included in all the statewide and regional seasonal guides and more than 20 online listings.”

Crown Point reunion planned

TICONDEROGA — The Ti Area Seniors will take a trip to Cap Cod Sept. 3-7. Cost is $439. The tour will include the JFK Museum, Martha’s Vineyard, the outer cape, East Windham, Race Point Visitor Center, Marconi Station, Chatham and Provincetown.

Ti seniors will attend the Old Rhinebeck Air Show April 26. Cost is $99. The tour will include Wilderstein Historic Site, Old Rhinebeck Aerodrome & Museum, a picnic lunch on the grounds and the aeroshow. There will be a 15-minute barnstorming ride in a 1929 open cockpit airplane available for a fee.

Ti seniors will visit the Erie Canal June 28. Cost is $99.

The tour will include Herkimer Mines & Museum (Diamond), lunch at the canal site, Little Falls and Lil’ Diamond Boat for canal ride through the locks.

TICONDEROGA — Universal Pre-Kindergarten registration and screening for incoming Ticonderoga Elementary School Universal Pre-Kindergarten students will take place on June 26 and 27.

Pre-kindergarten classes will run five days per week, either mornings or afternoons, with breakfasts and lunches provided.

Children who turn age 4 on or before Dec. 1, 2012, may attend pre-kindergarten in September 2012.

Essex County Emergency dispatch received a call from David Lange, 70, at approximately 2:50 p.m. on Tuesday reporting that his brother, Russell, had been shot at the farm they shared on 325 Lake St. Russell Lang, 63, was pronounced dead at 12:12 p.m. Wednesday, June 20 at Fletcher Allen Healthcare in Burlington.

Mountainside graduates Class of 2012 Three seniors receive degrees SCHROON LAKE — Mountainside Christian Academy presented diplomas to its Class of 2012 during ceremonies June 9.

The class included Sarah Cruickshank, Duncan Sabatini and Katherine Joseph.

Cruickshank, the daughter of Mike and Julie Cruickshank of Ticonderoga, is the class valedictorian.

Cruickshank, who has attended MCA for all of her school years, has been a model student, consistently being on the high honor roll for all four quarters of each of her high school years. She has won numerous academic awards including highest average for grades 9-12, as well as highest average in each of the major subjects. She has also received merit awards in recognition of her exemplary character and behavior while at Mountainside and won first place for an essay she submitted to the New York Committee for Occupational Safety and Health.

Cruickshank was involved in student council during her junior year as her class representative and for her senior year she was on the yearbook committee as chief editor. She participated in the MCA sports program and was a statistician for soccer, a starter in volleyball and both a starter and co-captain in girls basketball for which she received the Christian Character Award and MVP. Cruickshank has enjoyed helping out backstage during two of MCA’s drama productions, “The Best Christmas Present Ever” and “The Diary of Anne Frank.” In addition, she has volunteered her services at her church for both the Vacation Bible School program and nursery and at the Elks Club in Ticonderoga by packaging Christmas boxes. She has also worked summers in local establishments such as Ticonderoga’s McDonald’s and Hot Biscuit Diner and Northern Borne in Long Lake.

In the fall Cruickshank will attend the University at Albany to study biology in preparation for a medical degree as a physician’s assistant.

Schroon chamber to hold raffle during July 4th event SCHROON LAKE — The Schroon Lake Chamber of Commerce will again sponsor an Adirondack Basket raffle in conjunction with the Schroon Lake Fourth of July celebration.

The Adirondack Baskets Raffle will be held from 9 a.m. to 8 p.m. that day.

Many of the baskets are themed baskets such as Adirondack books, Adirondack decor, Adirondack gifts, cooking, beach articles, dining, things to do on a rainy day and music concerts.

Also, gift certificate baskets for outdoor activities such as guide services, kayaking, canoeing, boating, or horseback riding are part of the raffle.

Gift certificates for various services, dining and music events are also included with the basket raffle.

All proceeds will be used by the chamber of commerce to enhance events, create new events and the building maintenance fund.

The chamber is looking for people who would like to donate a basket for the raffle and for volunteers to help with the ticket sales.

The raffle will be held at the Schroon Lake chamber building at 1075 Route 9, Main Street.

Ticket Sales will be from 9 a.m. to 8 p.m. on July 4th.

Tickets will be sold with six tickets for $2, 15 tickets for $5, and 35 tickets for $10.

People purchase the tickets and place them in a container by the basket they would like to win.

CVES forced to cut more positions

By Stephen Bartlett stephen@denpubs.com PLATTSBURGH – Officials at Champlain Valley Educational Services knew some time ago they would once again be forced to cut positions as local school officials pulled back special education students to save money.

Still, the numbers are jolting, a total of 84 layoffs approved from February 2012 until June 2012.

“Those are all employees who will not be returning as of Sept. 1,” said Rachel Rissetto, CVES director of human services.

Roughly a year ago, CVES was forced to eliminate 93.5 positions, again, largely due to districts pulling special education students back. A few of those positions were reinstated, but the majority remained vacant.

CVES officials stressed that they will continue to offer the same programs, just fewer sections of them. At the same time, CVES, which offers technical training and special-education services to 17 school districts in Clinton, Essex, Warren and Washington counties, plans to provide at least two new programs under its special education wing.

“I certainly think our special education division is evolving based on our districts’ future needs,” Rissetto said. “That is absolutely not a bad thing. I think we will continue to respond to the needs of our districts, and as their needs

change, the services we provide will change.”

Rising special education costs have long been a burden for area school districts. When the federal government passed legislation in 1975 ensuring all disabled students received a public education, it had indicated it would reimburse 40 percent of the costs, but to this day that figure has hardly reached 14 percent.

The majority of school officials and the public agree such students should be educated and provided the resources required to participate in and benefit from that education, but the cost burden largely falls on schools and local taxpayer ’s shoulders.

CVES, in some instances, has been better equipped to provide special education services to area children.

However, rising costs and inadequate aid over the past few years have caused school officials to return special education students from CVES to the districts in an attempt to provide them with services at a lower cost.

Parents and concerned educators have said some districts do this well, while others are not providing special education students with adequate services now. Parents wonder how a district that previously said it did not have the resources to educate their children will be able to do so now with less money.

The most recent reductions at CVES, which are a direct result of these pull-backs, will impact administrators, faculty,

teaching assistants, clerical and support staff.

“In the fall, we will have fewer numbers in the programs we offer,” said Roxanne Pombrio, CVES director of special education. “For example, we now have four 6-1-1 classrooms, and in the fall we will have two. The class will run just as it does currently. If a student needs an aid, that student will have an aid.

“The students we have remaining will still get the same level of service.”

This year, the special-education department provided services to 209 students, and this fall that number will drop to around 130.

Despite the cuts, CVES is planning to offer two new programs in response to needs expressed by area special education directors.

The first is a Day Treatment Program, which would serve students with severe mental-health disabilities. This program could prevent them from being shipped out of the area and away from their families, and should be in place halfway through the 2012-13 school year.

The second is a Job Target Program, which would provide special-education students with training in fields such as food-service, hospitality and manufacturing. The hands-on program could be in place by the 2013-14 school year.

“There are a number of hotels and factories in the area,” Pombrio said. “Once they leave this program, hopefully they will have employment opportunities.”

Port Henry to create zoning commission PORT HENRY — The Port Henry board is considering a zoning ordinance for the village.

To research the issue, trustees are seeking volunteers to serve as members of a zoning commission. The zoning commission is to recommend boundaries for proposed zoning districts and appropriate regulations.

The commission will hold public hearings and submit a final report to the village board before the board takes action on a possible zoning local law.

The zoning commission will be a separate body, independent of the village board. The commission will focus solely on the preparation of draft zoning regulations.

Those draft regulations will then go the village board for consideration and possible adoption.

People interested in serving as a member of the Port Henry zoning commission are asked to send a letter to The Village of Port Henry, Re: Zoning Commission Membership, 4303 Main St., Port Henry 12974.

There is currently no zoning in the village of Port Henry, although there is a local law establishing a moratorium on street level residential development in a portion of the village that is due to expire in October of 2012.

Backlash on the World Record Bass

A

lthough the recent weather patterns have been decidedly summer-like, the actual summer season did not officially begin until Wednesday, June 20th. It seems like we have been enjoying summer since March!

However, for many eager anglers the true summer actually arrived just a few days ago, with the Opening Day of bass season on Saturday, June 16.

Bass fishing, like apple pie and the Fourth of July, has become an American tradition. Bass are one of the most widely distributed of all freshwater game fish species, and they are to be found almost anywhere there is water and a forage base.

In fact, Andy Griffith and Opie opened the popular television program Mayberry RFD, while toting an impressive stringer of bass back from the fishing hole. Bass, Bubba and beer, these are American traditions.

Alaska is the only state in the union without a bass population, which is too bad because bass can actually be fished through the ice. Hawaii received the state’s first bass when they arrived by boat, likely while being transported for introduction into Japan in 1925. That was the year Akabishi Tetsuma, a Japanese businessman, shipped more than seven-dozen largemouth bass from California’s

Although American servicemen that were stationed in Japan after the war enjoyed the opportunity to fish for bass, the non-native fish is still considered an invasive species. Many Japanese anglers would prefer to see it eliminated.

It is an unfortunate perspective, since it was a Japanese largemouth bass that captured the current world record largemouth, when a 22-pound, 5-ounce largemouth was taken from Lake Biwa on July 2, 2009.

The monster largemouth fell for a live bluegill on a reservoir near Tokyo that was offered up by Japanese angler Manabu Kurita. His catch topped the historic world record by only one ounce.

George Perry had established the bass World Record on Georgia's Montgomery Lake way back in June 2, 1932. It was, and still is, one of angling’s oldest remaining world records.

There’s still a lot of controversy surrounding the issue.

Even though the Japanese largemouth tipped the scales at 22 pounds, 5 ounces, which topped the current bass record by a full ounce, the International Game Fish Association requires potential record fish to outweigh the old record by at least 2 ounces. The IGFA, which certifies game fish records worldwide, ruled the record a tie, and now, both fish jointly hold the World Record.

When Manabu Kurita was awarded the World Record for Largemouth Bass in 2009, it constituted the second time in five years that a Japanese angler had intruded on a blue-blooded, American tradition.

The first occasion happened in Plattsburgh, NY, when Japan finally topped the United States at its own game.

Short of knocking off the New York Yankees in the World Series, there had never been such an upset in modern day sports.

by fending off his closest American challenger to win the coveted Land O’Lakes Angler of the Year title. Fukae’s win marked the first time in the 36-year history of professional bass fishing that someone earned angler of the year titles in two countries, and it occurred on Lake Champlain of all places.

Is it any wonder that Gary Yamamoto manufactures Senko’s, which have rapidly become the most popular, and likely the most productive, softbait ever? Maybe the U.S. should never have allowed either baseball, or bass to be taken out of the country.

Roe Pond Fishing Tournament draws children, parents

ur 22nd Annual Roe Pond Fishing Tournament for Kids was held on Saturday, May 26, 2012.

Over 100 young anglers competed. (Chip Perry Sr. was in charge of counting, so the exact figure will never be known) Fishing was intense, and so were the black flies. Many fish were caught and lost. Many fishing tales will evolve from the tournament! A good day for fishing was had by all.

Montcalm Mile to precede Ti parade 26th annual race July 4th

By Fred Herbst fred@denpubs.com TICONDEROGA — The 26th annual Montcalm Mile will be raced in Ticonderoga July 4.

One of the fastest, most competitive road races in the North Country, the foot race will be held prior to the traditional Independence Day parade.

The Montcalm Mile will start at 1:45 p.m. in front of Wicker Ford on Wicker Street and proceed down Montcalm Street to the finish at the Heritage Museum.

A record field of more than 200 runners competed in the 2011 Montcalm Mile.

It’s a downhill course that virtually assures runners of personal bests and attracts most of the region’s top athletes. Also attracting runners is the fact the race is run minutes prior to Ticonderoga’s annual Fourth of July parade, which means hundreds of spectators line the course, offering encouragement.

Berube, a Ticonderoga High School graduate, used the Montcalm Mile as a springboard to an outstanding senior season at SUNYGeneseo. Berube finished second in the NCAA Division III cross country championship race last fall en route to earning All-America honors in cross country and track.

The LaChute Road Runners has sponsored running events for decades in Ticonderoga while raising money to support youth running. The LaChute Road Runners has financed trips for the Ticonderoga High School cross country and track teams, purchased equipment for the scholastic harriers, provided monetary assistance to teens attending camps and awarded the annual Crammond scholarship.

The club held its annual Resolution Run on Jan. 1 and sponsored the inaugural Lake Champlain Bridge Run in Crown Point in May. After the Montcalm Mile it will sponsor

the Heritage Day 10K in Ironville Aug. 19 and the Footrace at Fort Ticonderoga, a 5-kilometer cross country race, Sept. 22.

The Heritage Day 10K will be held in conjunction with the Penfield Homestead Museum’s annual Heritage Day celebration.

Starting and finishing near the museum, the course covers country roads, about half of them dirt. The first four miles are up and down with a very fast two-mile downhill finish.

Late registration will be 8:30-9:45 a.m. race day on the museum porch.

Runners can pre-register by mailing a check made out to the LaChute Road Runners to Dave Burrows at PO Box 454, Castleton, Vt. 05735.

Entry fee is $10.

Medals will be presented to overall men’s and women’s winners as well as in age 19 and younger, 20-29, 30-39, 40-49, 50-59 and 60 and older categories for men and women.

There will be no duplicate awards.

Basketball season concludes, men’s league featured area players TICONDEROGA — The inaugural and experimental season of the Ticonderoga’s men’s basketball league has concluded.

This season there were four teams each consisting of eight players, including players from Ticonderoga, Crown Point and Moriah.

The league was partially sponsored by The Pub in Ticonderoga as well as a small donation made by each player. The money was used to buy shirts for each player according to team.

Ticonderoga Central School provided use of the facilities.

The inaugural season of the Ticonderoga’s men’s basketball league has concluded. This season there were four teams, each consisting of eight players, including players from Ticonderoga, Crown Point and Moriah.

Several hundred triathletes coming to Hague, sixth annual race June 30 fred@denpubs.com HAGUE — The sixth annual North Country Triathlon is expected to draw about 500 competitors to Hague.

The swim-bike-run event will be contested Saturday, June 30, beginning and finishing near the Hague town park.

In 2011 about 400 people finished the sprint, Olympic and relay races. They hailed from 15 states and five countries.

The North Country Triathlon is actually three races — a sprint triathlon that includes a 750-meter swim, a 20-kilometer bike ride and a 5-kilometer run; an Olympic triathlon that includes a 1.5-kilometer swim, a 40-kilometer bike ride and a 10-kilometer run; and a relay.

Races start at the Lake George Land Conservancy beach, adjacent to Hague Beach. Swimmers go south toward Jenkins Point and return.

Competitors then mount their bikes. The 40K course heads to Ticonderoga and up Chilson hill and back, while the 20K course goes south on Route 8 up Graphite Mountain to West Hague Road to the New Hague Road back to the beach.

Both runs go south on Route 9N toward Silver Bay and back.

The Hague race has been so successful in meeting its goal of charitable giving, organizers have added another beneficiary this year. The Lake George Land Conservancy joins the Hope Lodge of Burlington and the Hague Volunteer Fire Department as groups receiving donations from the event.

“We’ve added Lake George Land Conservancy as one of our non-profits we donate to,” said Randy Engler, race founder. “The race continues to grow and we get more and more people coming from many states outside of the Northeast, which I think is due to the fact that we have one of the cleanest lakes in the country by far.

“People who come to our race, and the lake, for the first time are amazed and sometimes taken aback by the fact that they can see 20-30 feet below them while on the swim course,” he added. “Freaks some folks out. This is one of the reasons we thought to help support the LGLC, so we can help maintain that sense of awe and keep the lake pristine for generations to come.”

The North Country Triathlon donated $2,250 to not-forprofits last year.

“Since we began the race six years ago, our event has raised over $15,000 for our selected area and regional nonprofits,” Engler said. “Our goal was always to create an event that helped give back to the surrounding communities.”

SCHROON LAKE — Drake’s Restaurant in Schroon Lake has new management.

Carl and Debra DeSantis have taken over the long-time eatery at 1299 Route 9. They plans few changes.

“It’s been a wonderful restaurant for such a long time, it’s reputation still stands as a reputable fine dining establishment,” Carl DeSantis said.

“There have been no significant changes to the building except for lots of elbow grease, some fresh paint, etc.,” he added. “I like the theme of the interior and the decorations.“ The menu will change.

“We will continue to offer prime rib and fresh lobster along with fresh seafood including scallops, shrimp, salmon and snow crab cluster,” DeSantis said. “In addition we will offer bone in pork chop, New York sirloin steak, filet mignon, top sirloin, etc. Our menu will include Italian specialties, other standards such as roast turkey, london broil, stuffed sole, stuffed chicken, etc. Our desserts will all be made fresh, in house. We will also be offering an early bird menu from 4 til 6 p.m. which features many of our popular dishes with smaller portions at lower prices.”

Drake’s is open Monday through Saturday 4 p.m. until closing and Sunday 1 p.m. until closing.

“The closing hours will change as we get closer to July and August,” DeSantis said. “Most likely closing will be 9 p.m.

Monday through Thursday, 10 on Friday and Saturday, and possibly 8 on Sunday.”

DeSantis brings a lot of experience to Drake’s.

“I was raised in the restaurant business,” he said. “My father opened his first restaurant, Lake George Howard Johnson's in 1953, expanded his chain to nine restaurants including the Red Coach Grill, Carl R’s Cafe, Mohawk Station in Herkimer, Seven Steers and five other Howard Johnsons. I worked for my family for many years, operated my own restaurant in Long Lake for a year, moved on to working for Old Country Buffet, a buffet chain out of Minnesota, and now here.

“I took a 13-year hiatus from the restaurant business by becoming an EDI programmer,” he added. “Then, getting the itch to get back into food service, I found this opportunity.”

Kellie A. Greene, a Republican, was born in Oswego, NY. She has several degrees: an Associate of Science from Bay Path College in accounting and business administration, a Bachelor of Science from Syracuse University in logistics management, an MBA from Rochester Institute of Technology in international business and a Master of Arts in theology at Fuller Theological Seminary.

Greene has worked in international trade, and has spent the last eight years working with manufacturing companies as an independent contractor consultant in the area of global trade and logistics.

Matthew A. Doheny, a Republican, was raised in Alexandria Bay, NY. He has an undergraduate degree from Alleghany College and a law degree from Cornell University.

After college, Doheny became Deutsche Bank’s managing director for distressed assets, where he helped purchase large troubled companies and restructure them so they could once again operate independently.

He started his own company in 2010 called North Country Capital LLC. The company lends start-up funds to entrepreneurs who don’t have access to traditional funding streams. It also provides working capital to existing businesses to help them grow.

The Town further declared that this action is a Type II action pursuant to 6 NYCRR 617.5(c)(2) and declared that the action does not have a significant impact on the environment and the action is precluded from further environmental review; and WHEREAS, in order to further finance the costs associated with the Project, the Town desires to issue serial bonds or a statutory installment bond, in lieu of serial bonds (the Bonds ) in the aggregate principal amount not to exceed Six Hundred Thousand Dollars ($600,000.00); and WHEREAS, no bond anticipation notes have been previously authorized or issued in anticipation of the issuance of Bonds authorized by this resolution.

NOW, THEREFORE, BE IT RESOLVED by the Board of the Town as follows: Section 1. The specific object and/or purposes of the Original Project for which the obligations authorized by this Resolution are to be issued is the engineering and surveying costs associated with the relocation of a storm and sanitary sewer line on 2nd Avenue in the Town of Ticonderoga located at and other incidental costs, all of which are hereby authorized to be increased by Two Hundred Eighty Five Thousand Dollars ($285,000.00); thereby increasing the maximum estimated cost the Original Project to Four Hundred Sixty Five Thousand Dollars ($465,000.00). The specific object and/or purposes of the Additional Project for which the obligations authorized by this Resolution are to be issued is the repair work to the sewer line truss, including any engineering, legal and other incidental costs associated with the repair work, all of which are hereby authorized at a maximum estimated cost of One Hundred Thirty Five Thousand Dollars ($135,000.00). The Original Project and Additional Project shall be collectively referred to as the Project . The maximum estimated cost of the Project is Six Hundred Thousand Dollars ($600,000.00).

Section 2. The initial financing of the

Project may be undertaken by the Town through the issuance of a bond anticipation note or notes in accordance with and pursuant to the Local Finance Law of the State of New York in an amount not to exceed Six Hundred Thousand Dollars ($600,000.00). The Town hereby authorizes any Bonds, including a statutory installment bond, in lieu of serial bonds, to be issued for this Project in an amount not to exceed Six Hundred Thousand Dollars ($600,000.00).

In addition, the Town further authorizes any obligations issued hereunder to be secured in connection with any Federal or State issued grant(s) or loan(s).

Section 3. The Town hereby authorizes the Town Supervisor (the Supervisor ) to utilize funds held within the Fund and within the Budget for the purpose of payment of services rendered in connection with the Project and further authorizes the Supervisor to repay any funds expended from the Fund with funds borrowed in connection with any bond anticipation note or Bonds issued pursuant to and authorized by and through this bond resolution.

Section 4. It is hereby determined that the period of probable usefulness of the aforesaid specific objects or purposes is ten (10) years pursuant to Section 11.00(a)(4) of the Local Finance Law. Section 5. The full faith and credit of the Town is hereby irrevocably pledged for the payment of the principal of and interest on any Bonds or Notes issued in connection with this bond resolution, as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of, and any interest, if applicable, on the Bonds or Notes becoming due and payable in such years.

Section 6. The maximum maturity of the Bonds shall not exceed the periods of probable usefulness set forth above and shall mature on or before the date of the expiration of the aforesaid periods of probable usefulness as measured from the date of the Bonds or from the date of the first bond anticipation note or statutory installment bond issued in anticipation of the sale of such bonds, whichever date is earlier. If deemed necessary by the Supervisor, the Bonds or Notes to be issued hereunder may be issued in two or more separate series. The maturity of the Bonds issued in connection with this bond resolution will exceed five (5) years.

Section 7. Any Notes or Bonds issued hereunder shall be payable from the proceeds derived from the issuance and or sale of the Bonds authorized herein or otherwise redeemed in the manner provided by Section 23.00 or Section 62.10 of the Local Finance Law. Section 8. There are no Bonds or Notes outstanding for this Project.

Section 9. Subject to the provisions of the Local Finance Law, the power to issue and sell the Bonds and/or Notes, including all powers and duties pertaining or incidental thereto, is hereby delegated to the Supervisor of the Town, except as herein provided.

The Bonds and/or Notes shall be of such terms, form and content, and shall be sold in such manner, whether by public or private sale, as may be determined by the Supervisor, pursuant to Local Finance Law, this resolution and any further resolution which the Board may hereafter adopt.

The Supervisor is authorized to execute and deliver any documents and to take such other action as may be necessary and proper to carry out the intent of the provisions of this resolution, including any resolutions, contracts or authorizations necessary to secure any Federal or State issued grant(s) or loan(s).

Section 10. The exact date of issue of the Bonds and/or Notes and the exact date upon which the same shall become due and payable shall be fixed and determined by the Supervisor, provided however, that the maturity of said Notes or renewals thereof shall not exceed one year from the Note’s or renewal’s date of issue except as permitted by the Local Finance Law. Section 11.

The Supervisor shall prepare, or cause to be prepared, such Bonds and/or Notes and sell the same in accordance with the applicable provisions of the Local Finance Law, and at such sale shall determine the interest rate to be borne by such Bonds and/or Notes, whether fixed or variable.

Section 12. The proceeds of the sale of the Bonds and/or Notes shall be deposited and/or invested as required

by Section 165.00 of the Local Finance Law, and the power to invest the proceeds of sale is hereby delegated to the Supervisor and the power to invest in any instruments described in the said Section 165.00 is expressly granted.

Section 13. To the extent that it is permitted to do so under the Internal Revenue Code of 1986, as amended (the "Code"), the Issuer hereby designates the Bonds and/or Notes as "qualified taxexempt obligations" under Section 265(b)(3) of the Code.

The Issuer hereby covenants that it will (i) take all actions on its part necessary to cause interest on the Bonds and/or Notes be excluded from gross income for purposes of Federal income taxes and (ii) refrain from taking any action which would cause interest on the Bonds and/or Notes to be included in gross income for purposes of Federal income taxes.

Section 14. Pursuant to Section 35.00(b)(1)(1) of the Local Finance Law, this resolution is subject to permissive referendum.

Section 15. The validity of such Bonds and/or Notes (collectively "Obligations") may be contested only if: (1) Such Obligations are authorized for an object or purpose for which the Town is not authorized to expend money, or (2) The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced with twenty (20) days after the date of such publication, or (3) Such Obligations are authorized in violation of the provisions of the constitution.

Section 16. This resolution, or a summary hereof, shall be published in full in the Times of Ti, which has been designated as the official newspaper of the Town for such purpose, together with a notice of the Clerk of the Town in substantially the form provided in Section 81.00 of the Local Finance Law. Section 17. This resolution shall take effect immediately.
