Papineau jeremiah@denpubs.com PLATTSBURGH — The Clinton County Legislature has heard from a Rochester-based company interested in pur chasing the county’s home healthcare service license and taking over its services. The legislature’s finance committee met with r epresentatives from HCR Home Care, Aug. 16, to learn mor e about the company , which submitted a bid to pur chase the county’s license. Mark A. Maxim, HCR’s president and administrator, and Elizabeth Zicari, the company’s vice president of clinical services, gave a formal presentation to the legislators T uesday afternoon, discussing how HCR uses “research-based quality improvement” and continuing education to “provide the highest standard of care possible.” “Patient care is a very sensitive and very personal issue,” said Zicari. “Our patients in any community are our family members, our friends, our neighbors — people that we care about. They’re not a number.” Each of the legislators in attendance posed questions to Maxim and Zicari, citing concerns by those currently employed through the county’s home health-car e program as to whether or not they would have a job if HCR wer e to purchase the county’s license. “Our goal would be to CONTINUED ON PAGE 14 AROUND THE REGION

Plattsburgh Aeronautical Institute receives FedEx aircraft Donation estimated at $800,000 value By Jeremiah S. Papineau jeremiah@denpubs.com PLATTSBURGH — Plattsburgh Aer onautical Institute has been given a rather larger gift from Federal Express and it’s one that came special delivery. A Boeing 727-200F air craft touched down at the former Clinton County Airport Wednesday afternoon, signifying the arrival of the largest donation received to date by the institute. James R. McCartney III, principal of the CV-TEC satellite campus which oversees

the aeronautical institute, said the donation — valued at approximately $800,000 — was one that has been in the works for several years, involving collaboration between FedEx representatives, county of ficials and CV-TEC faculty. “We feel very , very privileged,” McCartney said of r eceiving the donation. “Frankly, this will make a tremendous difference in the lives of our students and our instructional program. It will prepare our students for r eal world experience in airports and in the [maintenance, r epair and operations] fields.” “We will certainly utilize

this gift to its fullest capacity,” added McCartney. David P. Sutton, managing director for FedEx Aviation Services, said the donation is one of several given by FedEx over the past several years since the company began phasing out its use of 727s. CV-TEC’s desir e for a donation of an aircraft such as the Boeing 727 is something Sutton said FedEx has been aware of for several years. “We’ve had Plattsburgh on our radar for quite some time,” said Sutton. “We feel this donation pr ogram is a great opportunity to give
