Students honored by Botanical Society of America

PLATTSBURGH — A group of under graduate students fr om the State University of New York at Plattsburgh has been selected for national awar ds by the Botanical Society of America.

Ecology student Lilly Schelling, envir onmental studies/individualized studies student Alex Scharf, and biology student Sasha Dow-Kitson wer e each r ecognized with the Young Botanist Award, which is given to highachieving seniors engaging in plant-related studies.

Schelling, who was r ecognized for her work in determining distributions of two native insectivor ous plants in Clinton County , was taken back by word she would receive the award.

“I didn’t expect to win, but I was really excited. Actually, I think my family was even more excited than me,” said Schelling, laughing.

Scharf, who was r ecog-

nized for his re search on the cultivation, ploidy level and pollination in the dioecious Solanum species, was also excited to win the award, which included a complimentary student membership in the BSA. “I think this is r eally helpful to graduating students who ar e taking a break befor e graduate school and ar e str uggling financially to pay back student loans,” said Scharf.

“The award will essentially allow me to stay informed and connected to the BSA community which is pr etty important to a gr owing botanist.”

Biology students Megan Ward and Jennifer Collins were r ecipients of Undergraduate Student Resear ch Awards from the BSA. The competitive small grants program r equires students to write a 2,000-wor d pr oposal and support letter from their research advisor.

Ward was r ecognized for her research on the biology of wall-lettuce, an invasive plant species r elated to the dandelion found in Rugar Woods and Point Au Roche.

“I alr eady felt like I had already accomplished so much already with my project, I was happy enough with that,” said W ard. “I thought [getting the award] was really cool, though.”

Collins was r ecognized for her r esearch on the effects of nitr ogen and phosphorous on the growth and reproduction of Eur opean

frogbit, an invasive plant becoming abundant in Lake Champlain.

“I was ecstatic,” Collins said of r eceiving wor d she won the awar d. “It was a stressful project, but it was worth it.”

Dr. Christopher Martine, associate pr ofessor of biological sciences at the university, said the BSA does-

n’t traditionally give many undergraduate awards. The recognition, said Martine, is a way to acknowledge “the most pr omising graduates in North America who have studied plant-related subjects.”

“Only ar ound 25 graduating seniors per year have been honor ed as Young Botanists since the program began in the mid-1980s,” said Martine, adding the Undergraduate Resear ch Award pr ogram chooses even fewer r ecipients.

“Only five wer e awar ded last year and I expect it will be something like that for 2011 ... So, the fact that we had two students selected is a big deal.”

The five students, overall, are a “r eal credit to the campus,” added Martine.

Flooding brings about the usual problems, according to officials

PLATTSBURGH — Heavy rains fr om overnight storms earlier this week have caused water levels to rise acro ss the region.

Several r oad closur es wer e r eported Wednesday morning to the south in Essex County but headaches wer e still being felt here to the north. The massive rainfall added to the recent spring thaw, which has already caused flooding acr oss the r egion.

It’s something local highway department and public works cr ews are used to seeing on an annual basis.

In the town of Plattsbur gh, homes in a housing development on Cumberland Head fell victim to flooding last week after Lake Champlain r ose at such a high rate debris washed into the end of a drainage pipe to the development.

“We just got that all cleaned up nice. It took about two hours,” said James W oods, the town’s deputy highway superintendent.

The town’s drainage systems are working well, said Woods, even though the amounts of snow this year wer e high and melted quickly. Woods said Plattsburgh didn’t have any unusual flooding at all.

“Because of the snow and it hanging on, we are about a month behind on cleaning up the sand on roads,” said Woods, adding last

year, road cleanup started March 16.

While flooding has not yet become an overtime issue, the snow re moval this year due to the large amounts of snow , has doubled overtime and the cr ew has used 600 mor e loads of sand than last year.

Mike Farrell, highway superintendent in the town of Peru, said water runoff continues to be a problem every year, but is nothing out of the ordinary this year.

Though town cr ews ar e behind in spring clean-up as well, Farr ell said the town is also starting to sweep its roads this month instead of March.

“That takes a couple of weeks,” he said.

Soil er osion is a bigger pr oblem this year , more than other years, accor ding to Joe W etzstein, soil and water conservationist for Clinton and Essex counties.

“The spring runoff this year has effected erosion, it has been lar ger than usual,” said W etzstein.

The more water there is, the more soil erosion can be seen, explained Wetzstein.

“Rivers and str eams swell, sometimes they break over their banks. Any unpr otected ar ea, bare dirt unprotected by vegetation that encounters enough water flow will erode,” he said.

Pets, owners to invade Penfield Park Sunday Annual PetWalk celebrating its 17th year

PLATTSBURGH — If you’r e driving by Melissa L. Penfield Park this weekend and you see hundr eds of animals, Melinda Clark doesn’t want you to be alarmed. In fact, she wants you to stop by, Clark, assistant manager of theAdirondack Humane Society animal shelter, is heading up this year ’s PetWalk, which celebrates its 17th year this Sunday , May 1. Clark, who helped oversee last year ’s event, said she’s looking forward to welcoming dogs and their owners to Melissa L. Penfield Park for what has become an event that draws hundre ds each year.

“We’re doing a few things dif ferently this year, but it’s basically going to be the same event,” said Clark.

New this year will be an informational display for Smart T ags, which of fers a way for owners to find their furry friends in the event they become lost or missing.

“It’s basically a collar with a tag on it that has a microchip in it,” explained Clark. “It has a tracking mechanism in it that can help you find your cat or dog.”

Smart Tags are less invasive than pet identification tags like HomeAgain, which are implanted under the animal’s skin.

“HomeAgain is wonderful but some people would rather have the chip on their pet without it being implanted,” said Clark.

The Adirondack Humane Society will also recognize local students who have raised money for the shelter thr ough various fundraisers such as ice cream socials and bottle drives.

“We just want to show our appreciation for what they’ve done,” said Clark.

The event will again consist of a walk through the park for pets and their owners and “critter contests.”

“We have five categories,” explained Clark.

“We have Loudest Bark, Highest Jumper, Best Trick, Fastest Tail Wag and the Pet and Owner Look-Alike. That’s a fun one. W e’ve had

The community is welcomed to turn out for the event to show their support for the Adirondack Humane Society, said Clark, with only those wishing to participate in the walk required to pay a $10 re gistration fee that day.

“That will benefit the Humane Society ,” said Clark.

The event is expected to draw at least 100 to 150 people, but Clark said she’d like to see even more turn out to break last year’s attendance of more than 200 people and their pets.

“It’s a great event and it’s great to see how many people in the community appr eciate and support us. W e appr eciate them, too,” said Clark.

This Sunday’s event will begin at the Boynton Avenue park with registration at 12 p.m., followed by opening r emarks by honorary chairperson Jim Moor e, meteor ologist for WPTZ Newschannel 5. The walk will follow immediately after.

Local woman arrested from driving under the influence PLATTSBURGH — Jacqueline Gonzalez, 18, Plattsburgh, is facing multiple charges including driving while intoxicated after she was caught driving a vehicle that had no license plates on it.

Gonzalez was released into the custody of a thir d party and will appear in Plattsburgh City Court at a later date to face the charges.

The train is back - get on board T

hey’ve finally done it. After years of back and forth among Warren County supervisors r egarding the passenger train that r uns fr om North Cr eek to Corinth — during which time they dumped hundreds of thousands of taxpayer dollars into a line often characterized as “the train to nowhere” — they have committed to giving it a wholehearted effort this time.

Six months of contractual negotiations between the Warren County Board of Supervisors and potential operators has led to an agreement with Iowa Pacific Holdings LLC. The company hopes to have fr eight trains running by July.

Supervisors should be commended for this agr eement, which pr omises to be a financial boon to the county. It’s estimated the railroad will pr oduce $82,000 in r evenue through both tourist and fr eight traf fic the first year of operation, compar ed to the $19,500 generated in 2010.

For the first time in a long time, W arren County should see a substantive r eturn on the $8 million in grant money used to refurbish the dilapidated railroad infrastructure, in hopes the region would reap the rewards through trains carrying skiers and tourists to the region.

In reality, that failed to happen, leaving local taxpayers crying foul as county leaders continued to thr ow good money after bad.

Complicating matters was the agr eement that grant monies would have to be paid back if the railroad weren’t used for its original intent.

Enter Iowa Pacific.

The company handed W arren County a proposed contract — inches thick — in December of 2010, saying they saw an opportunity worth investing in. They said they weren’t afraid to make it happen in upstate New York or inside the Blue Line. This air of confidence from a company with a long history of successfully operating railroads — it already owns six — is a welcome br eath of fresh air.

Perhaps supervisors should have done it right the first time with this type of agr eement instead of a line dedicated to a tourist train — which Ed Ellis, the pre sident of Iowa

Pacific Holdings LLC called a losing venture — but it now appears there is finally a light at the end of the tunnel.

And it could not have come at a better time.

The withering economic infrastr ucture of the Adirondack Park has been making local politicians, business owners and r esidents sweat for years.

The reintroduction of fr eight on the lines of the Saratoga and North Cr eek Railr oad will do much more than make the rails profitable, according to Ellis. Under the new contract, tourists trains will continue on the lines and will be joined by trains hauling freight — potentially the best of both worlds.

The presence of both will also open up opportunities for bigger and better recreational opportunities including ski trains and commuter services — to name a few.

Lastly, as the tracks continue fro m Corinth to the Amtrak lines of Saratoga and beyond, the possibility becomes very re al of boarding a train in North Creek and rolling into Penn Station in New York City several hours later.

That is just the sort of economic boost to this region that people like former Johnsburg Supervisor Bill Thomas envisioned when he championed for a county takeover of the rail-

road lines a decade ago.

It now appears the train to nowhere is indeed going somewhere.

A brief history of Iowa Pacific Holdings LLC Formed in Mar ch of 2001 to acquir e railroads and cr eate rail-r elated businesses, Iowa Pacific focuses on small connector-rails with annual revenues of $10 million and less.

It has successfully acquired and operated six railroads and adds Saratoga and North Creek Railway as its first in New York state.

Iowa Pacific boasts hundreds of years of railindustry experience and continuously seeks opportunities to incr ease rail fr eight business on railroads across the country through growth of existing traffic, adding lines, relocation and expansion.

JCEO food package orders being taken for May PLATTSBURGH — The Joint Council for Economic Opportunity of Clinton and Franklin Counties is now accepting registration for its monthly food package.

The May package includes one 2-pound box of turkey burgers, one 2-pound bag of chicken tenders, and an assortment of home-style beef patties, all-beef hot dogs, fresh strawberries and cole slaw mix.

The cost of the package is $21 with food stamps and cash accepted as payment. Those purchasing packages do not need to meet income restrictions.

Petwalk celebrates animals

Regarding the recent swirl of controversy around the Girls Gone Wild event at Therapy Nightclub and Sports Lounge, I would like to point out a series of other events that have also taken place in this establishment over the last 6 months or so.

Since a series of mid-winter fir es plagued our community, Therapy has teamed up with an or ganization spearheaded by Bubba Gonyo to of fer benefits and charity events for different causes in our community. They started with a donations drive to benefit victims of house fir es; Therapy was the main collection site for this drive.

From ther e, they have hosted a series of events for sick children and their families to help them pay medical bills or enable them to seek necessary and life-saving tr eatments. These include: Relief for Riley and Miracle for Marcus in March, Jammin’ for Jazzy in April, and a number of upcoming events, like A Voice for Andrew next weekend, Cherishing Christine, and Justice for the Children in May. For all of these events, Therapy has donated their space and staff time, and sometimes has donated food, beverages, or prizes to the events to help raise even mor e funds. In addition to offering these benefits and charity events, Therapy also hosts Zumba classes weekly and is sponsoring a local softball team this year , called the Therapy Thumpers! Isn’t it great that Plattsburgh has an establishment that offers such a diverse palate of entertainment options that appeal to various audiences?

Regardless of my personal feelings about Girls Gone Wild, I think it’s important, always, to look at the bigger picture. I encourage others to look at the whole body of work that this establishment is of fering before passing too much negative judgment about an isolated event.

April’s recipe of the month

An alternative to juniper plants

W

hen a gar dener thinks of low gr owing, evergreen gr oundcover shrubs, the most common plants mentioned ar e junipers. Junipers have many merits that make them fine groundcover choices. They are drought-tolerant, spread nice, and come in a wide range of textur es and shades of green. But, junipers also have their drawbacks. These plants do not do well in any amount of shade and ar e host to diseases. In addition, many gardeners, myself included, find their prickly texture irritating to the skin. I bre ak out in a rash anytime junipers touch my skin.

Because of juniper’s limitations, more and more gardeners are using Siberian or Russian cypr ess, (Microbiota decussata) in their landscapes. Before we get into the specific attributes of the plant, a little botany and history on this plant might be appreciated.

This conifer belongs to the family Cupre ssaceae and is somewhat closely r elated to junipers (Juniperus) and tr ue cypr ess (Cupr essus). In the wild, the plants hail fr om mountainous ar eas of eastern Siberia. Due to the r emote location, this plant was not discover ed until 1923. W ith all the secrecy between the former USSR and the western world, this plant only became known to the western world in the 1970s!

The plant is quite low — generally 18 inches in

height — but can spr ead up to 7 feet. The foliage is ever green and arranged in flattened sprays with scale-like leaves. The cones ar e very small and rather insignificant.

Summer foliage is bright green but from late fall to mid-spring, plants turn purplish-br own. The winter color pr ovides a wonderful contrast in the winter gard en, especially combined with golden-color ed conifers and ornamental grasses.

This conifer is exceptionally hardy (zone 3 or sheltered areas of zone 2) and in the landscape, can easily rival the best spr eading or cr eeping junipers. However, in my opinion, Siberian cypress surpass junipers since they do not suffer from the host of pests and diseases that plaque junipers.

Full sun is best but they will tolerate mor e shade than junipers. They are not fussy as to the soil as long as it is well-drained and not too alkaline.

So, if you have a pr oblem spot in a r elatively open site and junipers are just not up to spec, then try gr owing Siberian cypr ess. Some call it the groundcover of the future!

PERU — Connor Sargeant has been living with diabetes for as long as he can r emember.

The 11-year-old Per u Middle School student was diagnosed with T ype I diabetes when he was 5 years old. The chr onic disease occurs when the body’s pancreas doesn’t pr oduce enough insulin to pr operly maintain blood sugar levels.

Though he was a toddler when he was diagnosed, Sar geant’s mother , Jill Folsom, said he doesn’t r emember how his life was before being labeled a diabetic.

“As long as he r emember, he’s always been diabetic,” said Folsom.

However, Folsom remembers the circumstances surr ounding her son’s diagnosis very well.

“Connor was in kindergarten and he had never r eally been sick,” r ecalled Folsom.

“Then, all of a sudden, he started having chronic ear infections and strep throat.”

Folsom, a r egistered nurse, began to become mor e curious about her son’s condition, especially when he began wetting the bed and becoming “incredibly thirsty.”

“I was home with him on spring br eak and I started noticing mor e signs. It was then I really started to suspect it was diabetes,” said Folsom.

tor, who then r eferred the family to an endocrinologist in Burlington, Vt. That’s when Folsom learned of her son’s diagnosis.

“Life changed,” she recalled.

Sargeant’s life since that day has consisted of constantly monitoring his blood sugar levels, r equiring several finger sticks a day. These days, his diabetes is well-monitored and under control thanks to an insulin pump and support from family, friends and school staff who regularly remind Sargeant about checking his blood sugar . However , there have been times when his levels have been very high — ar ound 800 mg/dl — to very low — as low as 26 mg/dl. Sar geant’s level should be between 80-120 mg/dl, said his mother.

“He never lost consciousness when it got down to 26, which was the strangest thing,” said Folsom.

Though Sar geant’s experience of living with Type I diabetes is one he shr ugs off as part of his everyday r outine, he and his mother both want to raise awar eness about the autoimmune disease. And, to that end, Sargeant and his family will be guests of honor at the Walk to Cure Diabetes this Saturday, April 30, at the PARC Oval in Plattsburgh.

“It’s important to get the word out about diabetes and to r each out to other families out there living with it, so they know they’r e not alone,” said Folsom.

The event — which will benefit Juvenile Diabetes Research Foundation International — will begin with re gistration at 9:30 a.m.

The walk will follow at 11 a.m.

News of the Week Police cruiser crash PLATTSBURGH— A city car crash sent a police sergeant and two others to CVPH Medical Center to be treated then released April 18.

City Police Sgt. Kevin Riley was driving, with Lt. Scott Beebie as passenger , through an intersection on the way to a Court Str eet accident when his cruiser was T-boned by a vehicle driven by James T row, with his wife Anna as passenger. The Trows, both of Plattsburgh, and Riley went to CVPH for examination. James was ticketed for failure to yield the right of way to an emergency vehicle.

Fines proposed for local company PLATTSBURGH — An OSHA inspection of SOLVE Composites of Imperial Industrial Park has led to a pr oposed $126,000 in fines for the company. The fines are for a long list of employee safety violations, including exposing workers to fire and explosion danger. Following receipt of the citations, the fiber glass-reinforced plastic panel maker has 15 days to meet with the area director of OSHA, comply, or challenge the findings.

Health insurance change sparks retiree lawsuit ELIZABETHTOWN — Essex County is being sued by 27 retired county employees due to an increase in their health insurance payments.

The workers, represented by Civil Services Employees Association Local 1000, said the increase, which would force them to pay 12 percent of their pr emiums, violates the terms of their contract. They hope to reinstate their former payment levels of 0-to-8 per cent. County Manager Daniel Palmer said he thought the contract allowed up to a 14 percent increase on retiree insurance payments.

Heroin found at Ti traffic stop TICONDEROGA — T own police seized $7,500 of heroin at a traff ic stop onApril 20. The driver of the car, Zack A. Muroff, 25, of Ticonderoga, and the passenger of the car , Joshua M. Jaenisch, 30, of Crown Point, were arrested for felony thir d-degree criminal possession of a controlled substance. Neither Mur off or Jaenisch could post their bails of $25,000 and $20,000, so both wer e brought to Essex County Jail. Police say they believe the her oin was intended to be distributed in the area.

House fire suspected to be arson TICONDEROGA — The two-story vacant house at 107 Lor d Howe St. was nearly completely destroyed by a suspicious fire April 20.

There were no injuries. Flames were first spotted coming from the house at 12:42 a.m. T own firefighters, helped by others from Hague, Putnam, Schr oon Lake and Cr own Point, didn’t leave the scene until 4 a.m. The tax assessment on the building, owned by J. Slack of Cer es, Calif., was $71,400 this year. In 2007, Ticonderoga saw a number of suspicious fir es of vacant houses, including one nearby this most r ecent blaze, at 85 Lord Howe St.

Fire departments look to recruit younger

SARANAC LAKE — Sitting at a table at the Blue Moon Café in Saranac Lake, Keegan Muldowney takes a break from his meal and recalls that his desir e to volunteer and help his community was sparked at an early age.

Keegan’s par ents have volunteer ed as coaches for local sports teams, and he and his siblings have done the same. It’s just something that you do, he says.

But he says his decision to become a volunteer firefighter had a more personal meaning.

“I’ve had a lot of people in the fire service in my family,” he said.

“I lost a cousin in 9/1 1 who was FDNY .

That really hit home. After that, I felt like it was my turn in my family . So as soon as I was able to, I joined the fire department.”

And what Keegan calls volunteering, others may view as a full-time job. He curr ently works for the Lake Placid Police Department as a parking enforcement officer, helps out at the Lake Placid Volunteer Fire Department, volunteers as a coach for a number of youth sports teams, and is an active member of the Saranac Lake V olunteer Fir e Department.

He’s driven, dedicated, ener getic – exactly the sort of r ecruit fir e departments ar e looking for.

And he’s in short supply.

In r ecent years, volunteer fir e departments in New York have seen a dramatic drop-off in membership. The numbers vary widely acr oss the state – but her e in the Adirondacks, many fir e departments have seen membership decline by some 15 percent.

“For the first time, I can’t tell you in how long, we’ve not had an actual high school student join our junior pro gram – so that was kind of our first red flag. We’re down significantly over the probably three or four years, probably 10 to 15 per cent easily, with our membership,” said Rusty Hall, chief of the Keene Valley Volunteer Fire Department.

According to Hall, his department totals about 25 members – that includes fir efighters and emer gency r esponders. He’s been with the department for more than 37 years, and he recalls periods when membership ran in the 40s.

In Warrensburg, a community nearly thre e times larger than Keene, the fire department has 28 members. And the average age of each member is approximately 50.

So the pr oblem facing many of these departments is two-fold. As Hall notes, there’s not only a need for mor e firefighters, but a need for younger recruits.

On the surface, dwindling volunteer totals represent a risk to public safety . It doesn’t take an expert to draw the conclusion that an undermanned fire department isn’t as effective.

Rusty Hall notes that, simply put, mor e volunteers translates to a mor e efficient fire and rescue operation.

“It most definitely makes it easier ,” he said. “For instance, I’m out of town during the course of the day , so we ultimately r un on skeleton cr ews during the course of the business day, and we have to r ely mor e on

But there’s another factor at play here – a sort of “what if?” factor.

What if numbers continue declining and volunteer fire departments start vanishing?

Obviously, communities will still need fire and rescue service.

“Several years ago, it was estimated that if we had to pay our volunteers, in NewYork state it would cost over $7 billion a year.”

That’s Assemblywoman Teresa Sayward, a North Country lawmaker who says the state needs to step up to the plate and better support volunteer fire and rescue personnel.

“We’ve done some little things, like giving out a $100 tax cr edit here and ther e. We allow communities to give them pr operty tax reductions. But we don’t r eally do anything in the lar ger scheme of things to encourage them not only to come in, but stay in,” she said.

According to Sayward, state mandates require fir e and r escue personnel to under go hours of sometimes costly training. And those training sessions often take place miles away from home, she adds.

But for young volunteers like Keegan Muldowney, too much training isn’t a deterrent.

“There’s no substitution for training – lack of training is how people get hurt,” he said.

“Simply put, that’s how it is. Yes, it’s dif ficult sometimes to make the trainings and to finish them and to get certified, but lack of training is how people get hurt.”

Seasoned fir e and r escue of ficials like Rusty Hall, or Saranac Lake’s First Assistant Chief Casey Taylor, say it’s life that often gets in the way for potential volunteers.

Taylor says it’s sometimes dif ficult to r etain older volunteers, especially those with spouses, childr en, and full-time jobs, because the role requires time and dedication.

And Muldowney says it’s no mystery why younger volunteers are hard to find.

“They’re either at school or at work,” he said. “The availability is tough, because you have an unstable life when you’r e young these days.

Unless you get right out of college with a stable career, you don’t have a stable income and a stable schedule wher e you can r eally commit to yourself and commit to your department that you’re going to be there.”

Sayward has intr oduced a bill in the Assembly that would allow volunteer fire fighters to send their children to a state college or university for four years fr ee-of-charge, so long as they’ve belonged to a department for at least five years, among other stipulations.

“We have to do something significant like that,” Sayward said.

But in a state wher e lawmakers ar e looking to slash spending, even for critical services like health car e and public safety, looking to Albany may not be the best solution.

That’s why fir e departments statewide hosted the first-ever statewide unified fir efighter recruitment day earlier this month.

The idea, accor ding to Essex County Emergency Services Dir ector Donald Jaquish, was to open the doors at fir e stations and show the public what volunteering is about.

In Keene Valley, visitors got to check out the facilities and try on turnout gear . And the department signed up one new member, according to Rusty Hall.

That might not seem like much, but as Hall points out, one extra person can often mean the difference between life and death in certain situations.

Hall says volunteering as a fir efighter won’t make you rich or famous – but the fulfillment is there nonetheless.

“The personal r ewards can be ther e, and fortunately in the number of years I’ve been able to serve my community, I’ve gotten a lot of those rewards,” he said.

Keegan Muldowney says getting involved with the fir e department has been r ewarding. But he str esses that it goes beyond that – getting involved, he says, is part of the cycle that keeps communities vibrant.

“Even when I was playing high school football, my coaches always pr eached that when you are at the point in your life when you are able to, you need to give back, just like the people that are giving to you now.”

PLATTSBURGH — The State University of New York at Plattsbur gh is suspending the Canadian studies and geography majors programs in the wake of a growing budget deficit.

Ettling said the r ecent announcement the State Legislatur e will cut funding for SUNY campuses and hospitals in its 2011-12 budget by $170.1 million has added to the already troublesome situation for the SUNYPlattsburgh campus, which has been facing a $4.3 million deficit.

“Right now , we don’t know what share of the most recent budget cut to SUNY this campus will be asked to bear,” Ettling said. “Fr om the scenarios we’ve been given, in the best scenario we could expect to see a $900,000 cut ... the worst, a $2.3 million cut.”

The university has been making a series of cuts to its budget since fall 2008, said Ettling, to combat the financial challenges it has seen over the last three years. The cuts include the r eduction of its workfor ce since 2008 equivalent to 60 full-time employees — not exactly 60 employees, noted Ettling — saving the university approximately $3.3 million in salaries alone.

However, overall cuts amount to approximately $3.9 million — nearly a half-million shy of the total deficit facing the university.

“It would be considerably lar ger if we hadn’t alr eady been cutting budgets for the last two and a half years,” said Ettling.

The suspension of the bachelor’s degree pr ograms for Canadian studies and geography — which will amount to an estimated savings of $300,000 — was the r esult of r etirements in each department and low enr ollments, said Ettling. When reviewed by the university, the Canadian studies pr ogram had only four students enro lled toward a major, said Ettling.

Dr. Mark P. Richard, coordinator of the Canadian studies program, said the program actually started the curr ent academic year with thr ee students and r ecruited six more as the year progressed.

The low numbers are hardly news to the university, Richard said.

“It’s always been a small pr ogram here at the college,” Richar d said. “But, that shouldn’t be taken as a measur e of the str ength of the Canadian Studies program, because we of fer a number of courses. T ypically, 600-700 students a year take courses with a Canadian Studies prefix.”

ies major — which Richard said there has been no indication it will be r einstated — will begin this fall with the 201 1-12 academic year and is something Richar d considers a major loss for the university.

“SUNY Plattsbur gh was one of only two institutions of higher education in the United States to of fer a major in Canadian Studies,” Richard said, adding the other is at Western Washington University in Bellingham, Wash. “So, this is part of our identity her e at the college and part of what distinguishes us amongst the SUNY institutions.”

By the numbers The following is a list of some of the additional actions being taken to reduce the SUNY Plattsburgh budget for the 2011-12 academic year and the amount to be saved: - Eliminate Freshman Experience Program ($120,000) - Reduce budget for marketing and communications ($85,000) - Reduce budget for art museum over next two years ($50,000) - Discontinue replacement of inkjet printers and centralize printing ($50,000) - Decrease utility costs due to efficiencies and improvements ($50,000).

- Redirect funding from the Center for the Study of Canada to support temp services ($47,000) - Suspend contractual services slated for the proposed e-forms/document management initiative ($45,000) - Reduce printing of Plattsburgh Magazine from three issues to two annually ($40,000) The university will also increase voluntary and mandatory student fees for applied music, technology, student health, orientation and intercollegiate athletics.

Emily O'Hara, a senior at Plattsburgh State majoring in the Canadian studies program, said she consider ed the dr opping of the Canadian studies major “tru ly unfortunate news.”

“The pr ogram, which often r eceives funding fr om external sour ces in the form of grants and co-operative partnerships, has established a credible reputation at SUNY Plattsburgh,” said O’Hara, who called the program “one of the most comprehensive and multi-disciplinary regional studies pr ograms in the country.”

The Canadian Studies pr ogram has “ingrained” itself in campus cultur e, said O’Hara, and its r emoval fr om the curriculum will affect more people than only those who ar e majors or minors in the subject. O’Hara said she’s awar e of the university’s curr ent financial situa-

tion and added she is “confident that the school's administrators are making their best professional judgment in their decision-making process.” However, O’Hara did add she has concern for other courses being cut.

“I just hope that this decision does not parlay into or form a pattern of cutting additional degr ee pr ograms in the School of Liberal Arts and Sciences,” she said.

Though the Canadian studies major has been eliminated, the course of study in the program will still be available, Ettling emphasized, and will not af fect students curr ently enr olled for with a Canadian studies or geography major.

“We’ve eliminated the major , but we retained the minor , we r etained courses,” he said. “W e still have a minor in Canadian studies. We still have the Center for the Study of Canada. All those things ar e her e, r obust and not going away.”

“Geography will continue to teach general education courses and geography courses that pr ospective teachers need ... W e’ll still pr ovide the service courses in geography necessary for people to become schoolteachers and to minor in geography,” added Ettling.

The university will also close the doors of the SUNY Technical Assistance Center, the noninstr uctional arm of the college which offers economic and community development outreach services.

The center, which has been in existence 40 years, has not been bringing in enough money in r ecent years to cover the center ’s annual operating expenses of approximately $150,000.

“In fact, they’ve been losing money for us for several years now ,” said Ettling.

Though it pr ovides a service to the community, the center — which employs a full-time dir ector and clerical specialist — fell on the chopping block because it doesn’t align with the university’s principal mission of educating students.

“So, they wer e vulnerable,” said Ettling.

Other private or ganizations such as The Development Corporation and the North Country Chamber of Commer ce have also established themselves in the region since the T echnical Assistance Center was formed, of fering “essentially the same kind of work,” said Ettling, The Technical Assistance Center will close its doors June 30.

Waterfest gets thumbs up for July LAKE PLACID — The Greater Adirondack Resource Conservation and Development Council recently received the thumbs up from the village board to hold an educational event called “Adirondack Waterfest” in July beside the Lake Placid Convention-Visitors Bureau.

The free event will take place Friday, July 29, from 10 a.m. to 4 p.m. The event will highlight local businesses, and educate the public about issues surrounding water quality.

Adirondack Waterfest has been held for 13 prior years, but this is the first time it’s been held in the village.

Firefighter’s home saved SARANAC — The home of Scott Leduc, a member of the Saranac V olunteer Fir e Department, was spared following a quick response by his fellow volunteers on the night of April 20.

While Leduc was able to sleep in his home that night, the building suf fered water and smoke damage. His four-car garage, however, was completely destroyed.

Hendrie allegedly commits arson PLATTSBURGH — Jamie T. Hendrie, of Plattsburgh, was arrested April 20, on a felony charge of third-degree arson, for allegedly setting fire to a woman’s car following an argument with her.

The car was a total loss.

Hendrie was remanded to Clinton County Jail on $15,000 cash bail. The woman in question is believed to be physically unharmed.

Businesses saved from fire PLATTSBURGH — Roto-Rooter and Adirondack Transmission, two businesses housed in a single building, were saved from significant fire damage around 3:45 a.m. April 20 after area firefighters quelled a fire coming from an RV roughly 10 feet away.

The building only suffered exterior damage to a siding section that is not believed to eff ect daily operations. The owner of the RV was not identified.

Missing canoeist still sought PLATTSBURGH — Francine Mar cel, 56, has still not been found after being reported missing last November . Police sear ched the Point au Roche family camp she had left to only to find her belongings undisturbed, aside fr om a life jacket and canoe which had been taken.

Marcel, a lover of canoeing, was r eportedly seen the day she went missing on the lake. Her family had hoped melting spring ice would r eveal clues to her fate, but so far have found nothing.

Gospelfest returns for 20th year

PLATTSBURGH — The Plattsbur gh State Gospel Choir is carrying on a tradition and it’s one that’s lasted 20 years.

The choir — which consists of students, faculty and staff from the State University of New York at Plattsbur gh and community members from the Plattsburgh area and Burlington, Vt. — is busily pr eparing for their 20th annual Gospelfest, to be held this weekend at the university campus.

Choir dir ector Dr. Dexter L. Criss said the event originated with students in the fall of 1991. Michelle Noble-Coursey , a charter member of the choir , was a sophomor e at the time, said Criss.

“She stated that they wanted to sing the songs which they gr ew up with fr om home and church; while others were just wanting to enrich their college experience,” said Criss.

The choir, which was “small but full of ambition and hope” at the time, said Criss, established Gospelfest as a festival of music fro m the gospel genr e. And, it’s an event that’s devel-

oped a huge following, he added.

“The Plattsbur gh State students, staf f and surrounding communities have embraced the choir. When one person attends the concert they always bring another person with them to the next concert because of what they had experienced previously,” said Criss.

The event includes performances by the 70member choir and a 9-piece band, as well as the Step Team, Praise Dancers, and Praise T eam, making it “a wonderful family event,” said Criss.

“We see little childr en dancing with their grandparents, sons with their moms and, yes, dads with their daughters,” said Criss.

One of the focuses of the event is also to show gospel music is something that can be appr eciated by all, not just those who attend r eligious services on a regular basis.

“The first American music genre, gospel music, can be heard not only in churches across the globe, but in stores, work places and communi-

ty events as well,” said Criss, who added he hopes to draw people to this weekend’s event.

“We want people leaving the concert happy and inspired.”

Gospelfest will begin with the Endowment Fundraiser Dinner and Dance this Friday, April 29, at the university’s Angell College Center on Rugar Street. That event will be held in the W arren Ballr ooms beginning at 8 p.m. The cost of admission is $30.

The weekend will continue with the Gospelfest performance Satur day, April 30, at the college’s Hawkins Hall on Beekman Str eet.

The concert will begin at 5 p.m. in the GiltzAuditorium. Admission will be $12 in advance or $15 at the door.

On Sunday, May 1, Br eakfast with the Choir will be held in the Algonquin Dining Hall of f Rugar Street, from 9 to 11 a.m. The cost is $10.

‘Crispy Critters’ returning with combination of blues, funk

POTSDAM — The Crispy Critters is a band all about getting people out on the floor and dancing.

The band — which formed back in 2009 at the State University of NewYork at Potsdam campus — consists of Steven Lilly and Jon Stewart, both on guitar and vocals, Jor dan Smith on bass and vocals and Marty Horn on percussion and vocals. Friend Sebastian Molnar sits in occasionally , playing dif ferent woodwind instruments.

The sounds of The Crispy Critters is one Stewart considers a mixture of many different sounds.

“The best way to describe our sound is a combination blues, funk, reggae and jungle jazz,” said Stewart, who added the band’s following comes fr om its “constant danceability.” “We all come fr om very dif ferent musical backgrounds that helps allow us to expand our repertoire continually.”

And, it works for them.

The band’s main way of getting their music out has mainly been by performing live shows in their native Potsdam in the base-

However, they have taken their sound across the state at places like Red Square in Albany, The Chance in Poughkeepsie, and, most recently, to the Monopole in Plattsburgh earlier this month. The April 2 performance was the band’s first time playing Plattsburgh, and it was one that left them feeling encouraged to come back.

“Plattsburgh is a fun place to experience,” said Smith. “Everyone we have met has been very friendly and we love the interaction from the crowds in Plattsburgh.”

“We are very excited to re turn,” he added.

The band would like to one day record an album, but it’s just a matter of finding the time, said Lilly “Currently, we have the material, the motive, and the equipment. The only thing we lack is the time necessary for pr oducing a the quality in sound we would like,” he said.

Paddling home A

lthough the local lakes and ponds have been in winter’s icy grip for nearly half a year, the season has relented. On Friday, April 22, the ice finally went out and by the following afternoon; it appear ed three out of every four vehicles on the road was car topping a canoe or small boat.

Obviously, the enduring winter season was no longer endearing and people just couldn’t wait for it to end. It seemed that everyone was out sear ching for an open pond to paddle or a stream to fish.

Early season adventurers would be wise to scout potential locations, since ther e’s still a lot of snow in the woods, mud on the trails and high water on the streams. Travelers should be pr epared for sloppy conditions on land, and cautious of floating debris on the waters.

The combination of spring rains and snowmelt has alr eady served to kick of f the annual whitewater season. Rafters can again be found on the mighty Hudson, while kayakers seek out the swollen creeks.

The spring melt always gets me excited, and I have long possessed an af finity for r ushing waters. I grew up surr ounded by str eams and rivers, with a small br ook in our backyard and a larger stream, just across the street.

The two flows join with the lar ger Boquet River , for the annual spring rush to fill Lake Champlain in W illsboro. Fr esh flowing wa-

ters once filled my boyhood dr eams, and they continue to provide opportunities for my adult adventures.

Although I r elish the advent of ice out on the ponds, ther e is nothing I look forward to with a greater degree of enthusiasm than my annual canoe trip down the Boquet. It is a journey that earmarks the beginning of a new season; and provides me with a re turn to my roots.

By most standards, the Boquet is a small river. It tumbles fr om the Dix Range in the High Peaks Wilderness in a rage of fr oth and fury, befor e settling into an intimate tangle of for ests, fields and meadows as it flows gently through the Pleasant V alley fr om New Russia, thr ough Elizabethtown, Lewis, Wadhams, Whallonsburg, Boquet and finally to W illsboro and Lake Champlain.

Over the years, I’ve paddled a majority of the river ’s course, short of the pr ecipitous headwaters above Split Rock Falls. I’ve enjoyed the whitewater of the Steele Woods section and I’ve r un numerous dr ops at Little Falls, Whallonsburg and Boquet.

I’ve been chased down the river by cattle above W adhams, and watched otters slide on the clay banks near Otis Mountain.

There is no finer method of getting to know a river , than to paddle it, and my first adventur e of the new season always involves a canoe trip fr om New Russia to Elizabethtown.

portunities, no longer exists. I can find no one to explain why the upper river appears to be so totally devoid of fish life.

While paddling the same section over the past five years, I have not taken a single tr out, nor have I seen any evidence of suckers, minnows or creek chubs.

Bob Marshall, the r enowned conservationist, once claimed that, “Each mile on a river will take you further from home than a hundred miles on a road.”

Although it may be the case on most flows, I’ve discover ed the

opposite holds tr ue. Every mile I travel on the Boquet, brings me closer to home. It is a journey that serves to r estore my youthful sense of adventur e. The trip lets me be a kid again, if only for a day , and that sure is a nice place to be!
