Duda returns from Boston Marathon Ranks third in women’s handcycling division

PLATTSBURGH — Jillian Duda has never considered herself a quitter.

Even when a spinal chord stroke impaired her walking ability nine years ago, she knew it wouldn’t pr event her fr om continuing to live a pr oductive life and enjoy the activities she loved. So, when the idea to compete in a marathon came about, Duda took on the challenge.

The 30-year-old city resident first competed in the Vermont City Marathon in Burlington, Vt., last year at age 29.

“My goal was just to finish,” Duda said.

But, she did much better than that. In fact, she placed first among women in the handcycle division, which involved Duda using a handcycling bike to complete the 26.2-mile course. The bike was loaned to her by the Northeast Disabled Athletic Association, a Burlington-based nonpr ofit or ganization

that works “to pr ovide r ecreational and competitive athletic opportunities for people with physical disabilities.”

When s he c rossed t he f inish l ine w ith a time of 2:12:38, it was enough to qualify her to compete in the oldest annual city marathon in the world — the Boston Marathon. This time, however, she was doing so on her own handcycle, that was purchased through donations by her supporters in the community . That support is something Duda credits for her taking 15th in the overall handcycling division for theApril 18 event.

“I could not have been where I was in the Boston Marathon that day without the support of the people in the community and the businesses,” Duda said. “I just would not have been there.”

The training that led up to her participation in the Boston Marathon was gr ueling.

The months leading up to the event consisted of spending every other day training on a stationary handcycle for at least two hours at a time.

“I only had a couple days of good weather outdoors to train,” said Duda. “So, I had

Court complex renovations almost complete, says Bassett Project covered by $20,000 JCAP grant

PLATTSBURGH — The town of Plattsburgh is putting the finishing touches on renovations to its courtr oom and they’r e ones that Town Supervisor Bernard C. Bassett feels will impr ove the safety and ef ficiency of the local judicial process.

Several weeks of making impr ovements to the town courtr oom ar e culminating in the coming weeks with the changes aimed to help the town’s two judges and four court clerks by giving them “ a more effective and efficient working area,” said Bassett.

“What we’ve done will allow them to be more pr oductive,” said Bassett. “I look at the space they wer e in befor e and I don’t know how they did it.”

The r enovations mor e than double the space the town court staff has to operate and was made possible by utilizing space previously used by the town r ecreation department on an occas ional basis for meetings and presentations.

“We weighed the needs and we saw that was needed some of the time, wher e this was an all-of-the-time need,” said Bassett.

The improvements were necessary to accommodate the court’s high volume of cases it handles on a re gular basis, said Bassett.

According to a recent report from the Office of the State Comptr oller, the town court ranked 46 of 1,253 town and village courts in the state for the amount of fines it collected in 2010. The town of Plattsburgh collected a total of $979,915.35, while neighboring town courts, like those in Schuyler Falls and

Saranac collected $107,462 and $33,738.18, respectively.

The nearly $1 million in fines collected by the town of Plattsbur gh court is something Bassett f eels i s r elatively c ongruent t o t he number of cases seen. That is due largely to the town being “a commer cial hub” where many do business and visit, said Bassett, adding that Interstate 87 r unning thr ough the town and being a connector between Montreal and New York City is also a factor.

“It isn’t just a town court,” said Bassett.

“And, not to diminish any other towns, but it’s radically dif ferent fr om Saranac, Schuyler Falls, because they don’t have the activity that we do.”

The renovations also include safety measures such as the installation of surveillance cameras and benches in the courtr oom, which replace folding chairs that were once the only method of seating for those appearing in court.

The situation where a young man was recently in court answering the charge of raping a minor was one that Bassett said is a prime example of how security is a must.

“In that particular situation, you’ve got the family of the perpetrator and the family of the victim in the same r oom,” said Bassett. “Add in folding chairs, which are easy to pick up and thr ow, and you’ve got a potentially explosive situation you’ve got to control.”

“The idea is to be proactive and to protect our employees, the judges, and increase security,” said Bassett.

The overall cost of the project — estimated at a little less than $20,000 — is being covered by a Justice Court Assistance Program grant secured by the town. In-kind services provided by the town’s building and grounds department, headed by Art Brault, are credited for keeping the cost of the proj-

School budget approved with 2.98 percent tax levy increase

PLATTSBURGH — The budget being put forth by the Plattsburgh City School District has been appr oved by the district boar d of education.

If adopted, the spending plan would increase taxes by slightly less than thr ee percent.

The $38,399,039 budget for the 201 1-12 school year was appr oved by the boar d April 14, and includes a 2.3 perc ent increase over the current budget of $37,519,424.

way. It definitely made a huge bit of the difference.”

Short thanked the teachers for agre eing to the measur e, which he said will help keep critical pr ograms in place for the district’s students.

“The teachers fully r ecognize that and they want to be part of the solution,” Short said. “They live in the community , they’r e part of the community they have kids in our schools.”

The bu dget w ill a llow f or t he c ontinuation of the elementary band and strings pro gram, the Odyssey program for gifted and talented students, for eign language pr ograms, full-day kinder garten classes and the district’s pre-kindergarten program.

“Those are all ares that are not mandated, however, they’r e highly-prized and highly thought of within Plattsburgh,” Short said.

Overall, Short said he’s pleased with the budget.

“We do have a number of positions that are being reduced and cuts, but what we’ve presented is a budget for the community to vote o n t hat s till m aintains p rograms t hat we have heard over the years are near and dear to their hearts,” Short said.

The budget will go before voters Tuesday, May 17. If the budget is defeated, the district has two options — move forward with a contingency budget that consists of er ductions in services or re work the current budget for voters to approve or reject. If rejected a second time, the board will put in place its contingency budget.

PetSmart hosting adoption weekend to help animals, organizations

Special to Denton Publications PLATTSBURGH — When it comes to finding a new pet, several org anizations are getting together to show adoption is an option.

National PetSmart Adoption Weekend, a seasonal three-day adoption event will take place locally at PetSmart’s Plattsburgh location, 67 Consumer Squar e, beginning Friday, April 29.

Eli Labou, manager of the Plattsbur gh store, noted the location’s continued participation in the event.

“They’ve been doing it ever since the store’s been open,” he said.

Along with its sponsors and af filiates, PetSmart aligns itself with a goal of avoid-

ing euthanasia.

“PetSmart Charities is all about ending euthanasia,” Labou said, r eferring to the business’ philanthropical arm.

“We work with humane societies and rescue gr oups that follow that same philosophy,” emphasized Labou, who added he is pleased to be a participant in the event. “It’s nice because customers can come in and meet the group, learn what they’re all about, and learn about what the PetSmart Charities mission is and what they’re all about.”

Victoria St. John, dir ector of the St. John Feral Cat Fund in Plattsburgh — one of the event’s participants — echoed Labou’s sentiment.

I was working feverishly on deadline last Wednesday for one of our April 16 editions when I just missed a call. I picked up the phone and immediately checked my voicemail. It was a call fro m an editor at Newsday, a daily newspaper based in Long Island. He was calling in regard to the rash of murders in the Long Island area, and, in particular, if I had any interest in interviewing Rifkin on their behalf. The editor wanted to know i f R ifkin — who’s curr ently serving a life sentence at the Clinton Corr ectional Facility in Dannemora for murders he committed from 1989 to 1993 — had any conJeremiah Papineau nection to any of Senior Editor the older human remains found during the course of the investigation there.

My r eporter ’s instinct kicked in, and I quickly called the editor back. I was given the details for the assignment and agreed to take on the charge. The following morning, I found myself standing at the main gate of the prison. This was it.

I went thr ough several security checkpoints and answer ed numer ous questions before getting anywhere close to Rifkin. The experience of walking into a maximum security prison was surreal and one I was definitely glad I was doing on my own fr ee will.

When I finally got to the visiting room, I waited for more than a half-hour until I saw the door to the prisoners entrance open.

That’s when Rifkin walked in on his own accord — no shackles, no guard assisting him.

He had an idea w hy I w as ther e. Rifkin had been following the news on the ongoing See KILLER, Page 7

Organ donation is a gr own-up decision, one made mor e complex by the fear of death and the difficulty of dealing with such an emotional topic. Yet this gr own-up decision gave Br ock a fighting chance at becoming a gr ownup and living a long and healthy life.

People don’t have to die in or der to donate an organ. A heart, yes, but not a kidney. Such was the case in December, when Westport r esident Ben Sudduth donated a kidney to W estport Central School seni or Molly Rascoe. S he had been on dialysis for more than a year .

By January, she was back on the basketball court playing for the varsity girls team.

We urge you to sign up for organ donation. About 97 per cent of or gan donors sign up through the Department of Motor V ehicles by filling out the “anatomical gift” information on the back of their driver's licenses.

People can also place their names on the New York State Donate Life Registry online at www.nyhealth.gov. Anyone can donate or gans as long as they are 18 years old.

After the surgery, Brock’s father said he thought about the family of the person who died and gave the heart to his son: “You just hate to think about what they ar e going thr ough, but you hope that they would look at Br ock and see that their decision or the decision of their loved one is the r eason why he is living today.”

“We would love to meet them and just have the chance to thank them,” Br ock’s father said in December.

A Warrensburg family — the Winslows — last week met the man who received the heart of their son, 24-year-old Ryan Winslow, who died in 2006 after a boating accident on Lake George. Their decision to donate Ryan’s heart saved the life of GaryAntognioni, a B ennington, V t. m an w ho h ad b een fighting for his life. We’re sure his wife and three children appreciated the gift.

The Antognionis recently moved to South Car olina, wher e the W inslows traveled for their spring break meeting.

Ryan’s mom put the donation in perspective: “It means so much to me that R yan’s heart is still beating.”

Ryan’s liver and kidneys wer e also donated to sick people in need.

Get a jump on gardening

M

ost of the snow has finally disappeared, the soils ar e beginning to dry , and our urge to get into the gardens is growing stronger each day. If you are anything like me, the idea of getting some color and vegetables in the garden is strong.

Luckily there are quite a few flowers and vegetables that can tolerate a light fr eeze. Vegetables include lettuces, spinach, kale, radish, and peas.

Spring bulbs can also tolerate colder temperatures, especially if the flower buds are still closed. Annuals that can tolerate cooler temperatur es, but not heavy fr eezes, include pansies, sweet alyssum, snapdragon, dianthus, sweet peas, and forget me not.

All of these plants can be planted within the next few weeks to get a jump on the gardening season. If cold nights are predicted, the plants can be pr otected with a material known as fro st blankets or r ow cover . This spun, light weight material lets water , light, and air thr ough but pr otects the plants from cold temperatures. Once the temperatures warm up, you can simply re-

In addition to pr otecting plants fr om cold temperatur es the material can be used over vegetables to protect them fr om insect pests. Since light, air , and water get through the material, you can simply leave the r ow cover str etched over the gar den, r emoving it only to weed, thin, and harvest. The material does have to be removed if your vegetables r ely on pollination to set a crop. You can leave the row cover on until your tomatoes, squash, peppers, etc begin to flower to provide the plants with pest pro tection and added heat.

The best thing about r ow cover is it is easy to use.All you do is place it over the plants and secure it with landscape staples or rocks. Because it is non-toxic, easy to use, r eusable, and fairly inexpensive, row cover is one of my favorite ways to pr otect my gar den plants.

s we are coming into spring, and the weather is finally getting nicer, many of you may find yourself compelled to pick up running, cycling, or any other activities commonly enjoyed outdoors. If you are just getting started with a new exerc ise program or even adding volume or intensity to your curr ent r outine, you may be at risk for developing overuse injuries.

An overuse injury is any type of muscle or joint injury , such as tendonitis or a str ess fractur e, that’s caused by repetitive trauma. An over use injury is usually caused by training or technique err ors. Fortunately, most overuse injuries are avoidable. The following guidelines can help pr event you fr om becoming sidelined from you current fitness endeavors.

Correct muscle imbalances. You may need to correct curr ent imbalances in flexibility and strength. If you’ve had a previous injury, you may need to r estore range of motion, muscle str ength, and stability. A physical therapist or corrective exercise specialist can help you pin point any muscle imbalances you may have.

Use proper form. Using proper technique is crucial in pr eventing over use injuries, if you ar e just getting started in a new sport you may want to take lessons and/or get pr operly fitted to your equipment.

Pace yourself. If you ar e just getting started,

avoid becoming a weekend warrior . Instead of compr essing your physical activity into one or two days, spread it out over the week.Always take time to warm up and cool down. Also consider your current activity and don’t be afraid to modify any pr ogram to fit your curr ent fitness level.

Gradually increase your activity level. When changing your activity level or the amount of weight you’re using while strength training, keep it gradual. Keep increases of no more than 10 perc ent each week until you reach your new goal.

Mix up your routine. Combining different activities, or cr oss training, allows you to work different muscle groups while resting the others. Consider combining two or more exercises like running, walking, swimming, or biking.

Add stretching to your routine. A good flexibility pr ogram tar geting the muscles af fected most from your sport, can be highly beneficial in avoiding injuries as well as helping to speed your recovery time.

Don’t allow overuse injuries to prevent you from being physically active. By listening to your body , paying attention to your form, pacing yourself, and taking some time to stre tch, you can avoid this common setback while you safely increase your activity level.

Cut-A-Thon to help Meyer participate in Team In Training event Event this Saturday at mall

PLATTSBURGH — Becky Meyer wants to do her part to help those with leukemia and lymphoma. So much, in fact, that she's taking part in an event for people she's never even met.

The Plattsbur gh native and r esident is raising money for the Leukemia and L ymphoma Society's Team in Training program.

The pr ogram, explained Meyer , involves participants training for endurance events, including marathons, century rides, and

triathlons like the Mooseman T riathlon, in which Meyer will participate this June in Bristol, N.H. Though Meyer is participating, in part, for Justin Meyer, a cousin she knew growing up who had cancer , she's also doing it for at least two other people she doesn't even know. "[Team in T raining] gives you names of people you can run in honor of," she said.

Raising money thr ough Team in Training involves raising at least $3,500, explained Meyer, a goal she is alr eady on her way to achieving.

"So far, I've raised about $1,500," said Meyer, who has been raising money since

February.

What has she done to get to that point?

"Beg, borr ow and steal," she said, laughing. "I've sent out a bunch of letters to people just using names in the phone book. Plus, I used to be a business owner , so I knew of fellow businesses I could ask for donations."

Though excited with her pr ogress so far , Meyer said she knows she has a ways to go.

That's why she's working with Champlain Centre and her employer, J.C. Penney Salon, to host a "Cut-A-Thon" this Satur day, April 23. The event will consist of Meyer and a team of volunteers giving hairc uts in front of the interior entrance to J.C. Penney fr om 9:30 a.m. to 9 p.m. for $10 donations that will ben-

efit the Leukemia and L ymphoma Society.

The money raised will help the or ganization's mission of funding leading-edge medical r esearch, patient assistance pr ograms, community outr each and education pr ograms, and advocacy for legislation.

Meyer said she is still looking for volunteers to assist her in cutting hair at this Saturday's event.

PLATTSBURGH — The Clinton County Advocacy and Resour ce Center will host a forum in recognition of April as National Autism Awareness Month.

"Autism Spectrum Service: A Panel Discussion" will be held at the West Side Ballr oom, 253 New York Road, this Wednesday, April 27.

The forum, said Todd M. Castine, director of clinical services for the center, will give a brief overview of services of fered for those with autism and give the audience an opportunity to ask local experts questions about the developmental disorder.

"It's going to be an open forum to honor National Autism A wareness Month, but also create an open discussion with experts in the field of

autism," said Castine.

The center has hosted similar forums in the past, though this year's forum will be on "a much larger scale," said Castine.

"This time ar ound we've coor dinated with MVP Kids, Nexus, North Country Kids, Parent to Parent and autism awar eness folks and we'r e trying to get other organizations involved too," said Castine.

Questionnaires will be given to those attending the for um in the hopes their feedback can impr ove help for those with autism locally.

"We're hoping to use the info we get fr om people to demonstrate to the state we need more funding for services," said Castine.

The April 27 event will be held from 4 to 6 p.m., with the panel discussion slated to begin at 5:15 p.m.

he cost of the 41 items in the market basket for March came to $97.47, up slightly fr om $96.00 in Febr uary, and also up fr om $93.96 last March. For the month there was a small rise in most categories, with the only significant one being 5 percent on meat prices. Prices r emained stable fr om Mar ch 2010 with the exception of a 13 percent and 8 percent increases on meats and dairy r espectively; the only decrease was a 5 per cent decline on canned goods.

In the fr ozen foods, aisle ice cr eam continues to be less expensive than in 2010, but French cut green beans are 8 percent more costly.

The p rice o f i ceberg l ettuce s hot u p 8 p ercent since last month. At $2.01 as an average price per head, it is a full 35 cents more expensive this March than in 2010.

In the meat case, prices are continually changing from month to month on individual items priced as there are frequently sales on specific cuts. The price on the overall category has been tr ending up all year, however and is 13 percent higher now than in 2010 a t t his t ime. T his i s p robably d ue t o t he i ncreased prices on oil, which impact not only transportation costs but those of grains fed to livestock as well. Also a factor is the increase in worldwide

meat consumption.

The o nly s ignificant c hange i n t he canned goods aisle was on Gr een Giant peas, down 9 per cent since February and 15 percent since March 2010.

After going down slightly the price of butter incr eased again last month and is nearly a dollar per pound more expensive than last year . Also in the dairy case, the price of a pound of Blue Bonnet margarine is up 9 per cent and both skim and whole milk ar e higher for both the month and year.

Both the miscellaneous and drinks categories r emained stable for the month and year overall. Cof fee prices ar e finally coming down slightly for the month but are still 14 percent higher than the 2010 cost.

News in Review State of emergency in Black Brook BLACK BROOK — The government in Black Brook declared a state of emer gency April 12 after snowmelt flooded onto the r oads, leaving a number without shoulders and sections of pavement.

The Ausable River was a foot over flood stage following a night of heavy rainfall and a day which saw temperatures pushed into the 70s.

Bonnieview, For est Dale and Strackville r oads endured the worst damage, but Guide Boar d, Union Falls, and Nelson roads were damaged as well.

Bonnieview Road, which had been closed by 1 p.m., was open again at 4 p.m. A pr oclamation of local state emer gency ur ged travelers to exer cise extreme caution within the town limits. Local officials have not yet estimated how much it will cost to fix the damage.

Fulbright position for PSU PLATTSBURGH — The pr esident of Plattsbur gh State University and the executive dir ector of the Canada-U.S. Fulbright Program recently signed an agreement, under which a noted scholar will take up residence at the university for two to six weeks each year. The visiting scholars will be expected to gives lectures and teach a one-credit course during their time at the school.

Fulbright Canada will accept applications and oversee the peer r eview and selection pr ocess. A minimum of five months befor e the beginning of the semester a scholar is scheduled to arrive, a re commended applicant list will be submitted to Plattsburgh State’s Center for the Study of Canada.

Nominees will be selected from this list.

The agr eement will r emain in ef fect for thr ee years after the first scholar in r esidence is scheduled to arrive in 2012.

Hannaford opens in Lake Placid LAKE PLACID — The Hannafor d supermarket chain opened a new stor e in Lake Placid on April 16. The store’s Cold Brook Plaza location, which is just down the street from Price Chopper, puts it in direct competition with the other r egional grocery giant.

Both stores are approximately 40,000 square feet.

Hannaford will include a butcher shop, pr oduce and seafood sections, and a deli and bakery combined. Hannafor d will also include a pharmacy , something Price Chopper doesn’t have. The stor e will eventually employ 80 to 100 people, only 20 to 25 of whom will work full-time.

Radio consortium formed ELIZABETHTOWN — In the hopes of r eceiving an interoperable communications grant, a regional radio consortium is being formed by Essex, Franklin, Clinton, W ashington and W arren counties. As it curr ently stands, closed radio systems prevent police fr om speaking with fir efighters.

However, separate agencies could communicate with each other with the help of V-Tac, a new countrywide set of VHF radio channels.

The desir ed grant comes fr om the state 91 1 surcharge fund and could award each county up to $2 million. Essex County is alr eady in the pr ocess of upgrading its public safety radio system at a cost of $10 million, and hopes to put the grant money toward offsetting this cost.

Rifkin: ‘I have nothing to do with’ victims

DANNEMORA — Long Island serial killer Joel Rifkin said Thursday, April 14, none of the skeletal r emains found r ecently in the expanding Gilgo Beach mur der investigation were victims of his.

“I have nothing to do with those bodies,” he said matterof-factly during an interview at the maximum-security prison where he’s locked up for life.

Rifkin confessed to killing 17 women fr om the late 1980s into the early ‘90s. Four of the bodies were never found.

But Rifkin told Newsday that the South Shor e barrier island wher e the r emains of as many as 10 possible victims have turned up since December was not one of his dumping grounds. It is not yet known how long the most r ecently found remains had been there.

Rifkin, 52, spoke for more than an hour at the Clinton Correctional Facility in Dannemora, N.Y., a remote village about 20 miles from the Canadian border.

His graying hair was combed back in a ponytail. He wears bifocals and sports a goatee. He doesn’t raise his voice when he speaks and, despite his crimes, he is unr estrained by handcuffs or chains when he meets guests at a visiting are a.

Rifkin has been following the Gilgo Beach case thr ough television news and has his own theory — at least egarding r the four women who worked as pr ostitutes whose r emains were the first to turn up in the br ush off Ocean Parkway in Suffolk County.

He thinks the culprit could be a local whose line of work would allow him to go unnoticed if he carries burlap bags, like the clam fishermen who fr equented the same South Shore ar ea wher e he went fishing with his dad during his childhood.

“My guess is it would be someone like a landscaper, contractor or a fisherman,” said Rifkin, who is serving the 15th year of a 203-year sentence for his killing spree.

He also said he believes the killings of the four pr ostitutes found along Gilgo Beach in December could be unrelated to the other remains found in recent weeks in Suffolk and Nassau counties. The four women went missing between 2007 and 2010.

Rifkin showed little emotion during the interview. But he paused when he said he now feels r emorse for his trail of death and terror. The former East Meadow re sident was convicted of nine of at least 17 murders of mostly drug-addicted prostitutes, some of whom he dismembered. He dumped their remains throughout Long Island, New York City and New Jersey.

Rifkin explained why he decided to target prostitutes.

He said he would have “no attachment” to the victims — meaning they could not be traced to him. This, he said, explains why the Gilgo Beach victims were chosen. As prostitutes, they wer e easy to entice. “That’s their job . . . to get into a stranger ’s car,” he said.

Suffolk police did not r espond specifically to questions about Rifkin, saying that “all avenues ar e being investigated.”

Experts said they did not see much investigative value in what Rifkin had to say.

ic killer’s mind, former FBI profiler Mary Ellen O’Toole said his musings are unreliable, if not entirely misleading.

Rifkin’s observations about the killer ’s pr ofession ar e “speculative,” she said, because anyone could have access to burlap bags.

Plus, she added, every killer is dif ferent: “He has his experience as a serial killer , but he doesn’t have the training and the expertise” to speak about a case.

One area where expert investigators think Rifkin is telling the truth is when he says that, after all these years, he still does not understand why he killed his victims.

In what experts said is typical for serial killers like Rifkin, he implied that he is now a changed man, who pr obably would not have committed the murders if he had been taking Paxil — an antidepr essant used to tr eat social phobias that he is now prescribed.

“It’s blame-it-on-anything with these guys,” said Steven Egger, a criminology professor at the University of Houston at Clear Lake who has interviewed several serial murd erers.

“Serial killers kill because they like it and it’s why they continue to do it, but they will continue to blame it on anything other than themselves.”

Victims’ advocates saw no value in anything Rifkin said.

“People like Joel Rifkin should be tossed away and never heard fr om again,” said Barbara Connelly , dir ector of the Long Island New York Par ents of Mur dered V ictims Outreach, a support group that meets in Roslyn. “We need to remember the victims and know that they wer e people who were loved and we need to keep their voices out there.”

A total of 19 students fr om the two schools took part in the 201 1 Ithaca College Gospel Choir Festival, held on April 9 at the Ithaca College School of Music.

However, Cheeseman, who also volunteers as historian for the town of Chazy , shrugged off his list of contributions.

“It doesn’t seem like I should have it,” Cheeseman said of the awar d. “I don’t think I do enough, but apparently they did. I just enjoy working with people and I enjoy helping kids. I think I get more out of it than they do.”

“I was very pleased and honored,” he added of receiving the award. “I just can’t sit down, because if I did, I’d never get back up.”

Eric LaValley, assistant chief of the Ellenburg Depot Volunteer Fir e Department, was r ecognized with the lodge’s Life Saver Award for his actions during a flood last August which tor e through the towns of Ellenbur g and Altona.

During the event, LaV alley was one of several firefighters who worked to r escue a gr oup of people trapped on the south side of the Chazy River bank. When one of the women trapped

reached for a re scue rope and was unable to hold on, LaValley jumped into the river and rescued her.

The nine-year fir e department veteran’s actions that day wer e the furthest thing fr om his mind when he learned he was getting the Life Save Award.

“I was surprised, very surprised,” LaV alley said humbly of the r ecognition. “I appr eciated it, but there were a lot of other people that, without their help, my ef forts wouldn’t have been successful.”

Despite the modesty of each award recipient, Castine said those who nominated the thre e did so with good reason.

“The thing we try to strive for when giving these awards is finding people who give back to the community,” explained Castine, “and these three demonstrated through their efforts, some time and time again, you do what’s right.”

Residents upset over damage to Samuel de Champlain stage

Merchant said his disgust was not only in the acts of vandalism, but in the manner the situation was being handled by the village.

"I haven't heard of anybody being arr ested," said Mer chant. "Y ou've had benches busted, all sorts of things done down ther e and it's been going on ... One month after that stage was put up, [cigar ettes wer e] burned in the siding down ther e. Now , there's no reason."

Surveillance cameras posted ar ound the stage on the Rouses Point Civic Center grounds should have captured the person or persons r esponsible for the damage, said Merchant, who again asked why nothing has been done to resolve the matter.

"The reason why nothing has been done is because the cameras r ecord only one month," said Mayor Geor ge A. Rivers. "W e went through it today for the second time."

A review of the tapes r esulted in no perpetrators caught on video, leading Rivers to believe the damages was done "sometime a month or two ago."

Merchant said "ther e was no excuse" the tapes couldn't have been re viewed on a more regular basis befor ehand, which he feels would have potentially led to an arr est in the case.

"That pr oblem's going to be addr essed," responded Rivers. "[V illage employees ar e] going to look at it daily."

Welton Keating’s punk sound beginning to spread

PLATTSBURGH — Though a fairly new name in the local music scene, Welton Keating is developing a following.

The self-described “throaty emotive punk band” — which consists of Ian Countryman on guitar and lead vocals, Jeff Walker on bass, and Matt Hall on dr ums — has been fine-tuning its sound since forming in January when Walker and Countryman were toying with the idea of even forming a band.

“We had talked a lot about starting a pr oject for a while, but both had other bands,” said W alker.

“When my old band, Broken Sebastian, broke up, we decided that the time was right to start writing some material.”

Welton Keating’s formation was influenced by the band Spraynar d, a gr eat punk band from Westchester, Pa., said Walker.

“We keep writing in similar styles, with bands like Title Fight from Scranton, and Red City Radio fr om Oklahoma City being our main influences,” said Walker.

The band’s first show was at Olive Ridley’s Basement on Marion Str eet only a few weeks ago.

The band was excited, said Walker, because they wanted to add to what the local music scene has to offer.

“Plattsburgh has been putting itself on the map lately for having r eally good shows, and it would awful to see it go south,” said W alker, who noted organizations like the ROTA Studio and Gallery , which r egularly hosts performances on Clinton Str eet, ar e focused on making sure that doesn’t happen.

“ROTA does a lot for our local music com-

munity, as it does not take a lot of the door money, which encourages bands to travel back her e to play ,” said Walker. “It is really good to see a gem like this in our city, and hope that everyone can get behind it, and keep it aro und for the long run.

Welton Keating has since played ROT A and is curr ently out of town for a show in Rhode Island. Upon their r eturn, the band expects to book more dates locally , and will continue working on a six-song EP or potentially a full-length album.

“We ar e all experienced with r ecording, so we plan to do the best that we can on our own.

Hopefully we will have something out by midsummer,” said Walker.

Clinton County Youth Bureau Spring Fun Run series under way

Special to Denton Publications PLATTSBURGH — The Clinton County Youth Bureau’s Spring Fun Run Series is in full swing.

The four-week series began April 16 with an enthusiastic group of 40 runners making their way to the Terry Gordon Memorial Bike Path, according to Clinton CountyYouth Bureau representative Molly Flynn.

The Spring Fun Run is part of a year-long series, with fall r uns at Cumberland Head, explained Flynn, and is a fr ee, family event open to ages 4 through 13, with age specific runs.

Children 6 and younger r un the quarter mile, those 7 to 10 r un the half-mile, and those 11 and older are encouraged to run the full mile. Flynn noted par ents ar e welcome

to participate along with their children.

“It really is one of my favorite events” Flynn s aid. “ It’s a f amily e vent, s o t ypically some of the younger kids don’t want to r un — so their parents can run with them.”

The event is designed to encourage selfesteem cultivation and healthy habits in children.

“Kids make associations. They think ‘everybody cheers for me when I run,’” Flynn said. “Children notice that exercise makes t hem f eel g ood a nd i t’s s omething that they tend to want to do again.”

Events like this are important for the community, Flynn said.

“We’re always looking to of fer fr ee pr ogramming in a variety of ways, we try and make sure that every kid has a chance to participate,” s he s aid. “ It’s n ot n ecessarily a competition, we do time the childr en, and put some of them in the paper , which they

The next chapter in Duda’s book is one in which she hopes to someday c ompete i n a nd c omplete a n Ironman triathlon. For now , though, she plans to train for the next Vermont City Marathon, set for Sunday, May 29.

keith@denpubs.com C L I N TO N V I L L E — A u S a b l e Va l l e y Athletic Dir ector Kurt Munson r ecently received some high praise from his peers in Section VII. Munson was named the Athletic Director of the Year in Chapter 7 by the New York State Athletic Administrators Association.

“It’s exciting, especially when your colleagues support you in this way ,” Munson said. “Several of them wer e at the awar ds dinner and our superintendent, Paul Savage, was there to present me with the award.”

Munson said that there is really no difference between Chapter and Section VII other than how each organization names them.

“The Chapter is made up of the CV AC a n d M VA C s c h o o l s , s o i t i s b a s i c a l l y a Section VII award,” he said.

Munson credited the work that the entire athletic department has done in the area of sportsmanship as part of the reason behind the award.

“I feel that we have done a lot with sportsmanship,” Munson said. “We have some new consolidated programs and we do a pr etty good job with our r elationship between the town commissions and our facilities to get mor e practices and activities in.”

Munson said that the awar d is also an acknowledgement of the work that is done not only in the athletic department offices, but on the fields and in the school as well.

“This r ecognizes all of the har d work that is put in by our coaches and supporters as well as the school boar d and administration,” Munson said. “It’s not just about myself.”

CHAZY — Ricky Osier allowed only one hit over seven innings and John T regan delivered a walk-off infield single as the Chazy Eagles opened the season with an exciting 43 win against Schroon Lake April 12.

The Eagles scored a run in the second and fourth innings to take a 2-0 lead befor e the Wildcats scor ed two r uns in the sixth and one in the seventh for a 4-3 lead after the top of the inning.

Justin Roy and Austin Santor drew walks to start the Chazy half of the inning, followed by an Osier single. Kaleb Snide then reached on an error, scoring Roy. Santor then scored the winning run on the Tregan hit.

The Eagles connected for eight hits in the game, with Osier, Kyle Bissonette and Kyle McCarthy each hitting doubles. Bissonette and Craig Botten also had RBIs for the Eagles.

Pollock’s hit was for extra bases — a double, while Clay Sherman started for the Warriors and was r elieved by Pollock in the sixth.

Softball Chazy 16, Schroon Lake 2 CHAZY — Emily Keable limited the Schroon Lake bats to two r uns (one earned) and four hits as the Eagles scored their first win of the season in the opener April 12.

Keable str uck out eight on the mound and wrapped out a pair of hits, driving in one.

Keable’s battery mate, catcher Emily LaPierre, also collected two hits at the plate, while Kirsten Doran hit a double and Astrid Kempainen hit a triple and drove in two runs.

Kearstin Ashline had a double and a triple along with a pair of RBIs to pace the Lions’ offense, while Andrea Le Vien also hit a double and Kylie Cassavaugh hit a double. Le Vien worked all seven innings in earning the win on the mound.

Olivia Jaques hit a double for the Beavers, while Amanda Boyle collected two singles and Hannah McCabe and Emma Gothner each wrapped out one hit.

It’s about time: ice out finally on the horizon B

esides chasing the wiley whitetail through the Adirondack wilds, few things get my ticker jumping like ice out on the backwoods ponds and that first feisty speckle coming to the net.

I hope to make that a reality this weekend, although fishable water may be as hard to find as an APA decision-maker who didn’t once hold a lofty boar d seat with some environmental group.

I r emain positive ther e is hope for both, however.

In the meantime, I had the pleasant opportunity the other day to meet up with a couple other pond fishing junkies for a chat over lunch.

Nothing I like better than a good old-fashioned speckle trout discussion. Except, perhaps, chasing the wiley whitetail thr ough the Adirondack wilds.

Oh, and that first feisty speckle coming to the net. I’m also quite fond of camouflage accents on a pickup truck, for that matter.

So, anyway, I met up with er tired AuSable Valley educators V ic Pomerville and Mike Bush to talk fishing last week. Gr eat folks and I wish them all the luck this tr out season.

During the conversation, I mentioned the fact that my grandfather used to keep accurate track of ice out, as well as which ponds traditionally produced better early. He also

kept track of what the fish were feeding on at dif ferent times of the year , and what lures, flies or bait was most productive — and wher e on the pond he caught fish.

My brother and I have done the same for the past 30 years.

That log has become an invaluable source as we decide which ponds to fish at certain times of the year.

Like many other br ook trout fisherman, I pencil favorite ponds into certain dates on the calendar — depending on the time of year they’ve pro duced the best in the past — and it’s put more fish in the boat for me.

I spoke to a handful of DEC experts about this phenomenon, and r eceived a wide range of theories about why some are better than others, especially in the early spring.

Tom Austin, director of Warren County’s fish hatchery and an avid bro okie fisherman himself, believes its linked mostly to water temperature.

“The shallower ponds tend to warm a bit quicker, and ponds that have inlets or waterfalls where warmer water and sources of food flow in, stimulates fish activity ,” Austin said.

Lakes and ponds with dark, stained water warm up quickest of all.

Ponds like Spectacle and Crab in Schroon and Grizzle Ocean and Rock in Ticonderoga fit this description.

Joe’s lesson for the week: don’t be an olive in a very cold martini

I

t seems that nearly every year, we learn of a tragic accident that has occurr ed on local waters due to boaters disr egarding the necessity of wearing a personal flotation devices, (PFD).

Sadly, these accidents typically involve a boat or canoe capsizing during the early spring, and the occupants wer e not wearing PFD’s.

Although many complain that ife jackets ar e uncomfortable, cumbersome and rather r estraining; considering the option, so is a casket.

Waterproof yourself! W ear a PFD at all times on the water, it is the only life insurance available against the cold, deadly waters of ice out. Protect yourself with the simple act of “tying one on”. In New York state, it is now the law, just the same as buckling your seat belt.

In an effort to reduce boating fatalities, New York was the first state in the nation to r equire that life jackets be worn on vessels up

to 21 feet during the coldest months of the year.

The new law also includes kayaks, row boats, canoes, sailboats and motorboats for anyone in or on a boat from November 1 to May 1. This is in addition to existing law that r equires children under 12 to always wear a PFD. Seat cushions don’t count; a PFD must be secured on the person.

The law r ecognizes that small boats, cold waters and the lack of a life jacket is a lethal combination. About 90 per cent of all the people who have died in US boating accidents, wer e not wearing life jackets.

Although ther e ar e far fewer boating accidents during the months of April, May, October and November, the fatality rate fr om such boating accidents is much

higher due to the cold water and the fact that boaters are usually heavily bundled up.

In the United States, drowning is the second highest cause of accidental death for childr en and the third highest for adults. Fully 25 per cent of all boating fatalities occur during the early spring or late fall.

The risk is compounded due to colder air temperatur es and the fact that fewer other boaters or patrols ar e available to r espond at this time. Most people who die in recreational boating accidents drown as a r esult of unexpected capsizing or a fall overboard.

With hunters, the majority of these accidents occur while attempting to stand up to urinate overboard. In 2002, there were 750 boating related drowning deaths.

More than half the victims were in boats under 16 feet in length and 442 of them wer e not wearing PFD’s.

In 2003, ther e were 481 boating related drowning deaths and over 80 per cent of these victims failed to wear a PFD. While most states require childr en 12 and under to wear a PFD, only one in five boaters r outinely wear one, according to US Coast Guar d r eports.

Can’t swim and can’t breathe

Andrea Zafer es of Lifeguar d Systems trains over 1,500 people annually, including member of the US Coast Guar d. She explained the physiology of cold water immersion, “Your heart gets cold in icy waters. You have a five minute window. Ther e’s a massive increase in blood pr essure and breathing, along with muscle cramping and if you can keep your airway out of the water...you have

a chance.”

Swimming in such conditions requires extr eme physical exertion, which further saps the body’s energy as muscles begin to cramp, br eathing is dif ficult and your mind is racing. Panic usually sets in.

With the added flotation pr ovided by a PFD, some of this str ess is alleviated. Swimming is easier.

The water is still cold, and breathing is still halting but the simple knowledge that you are not going to sink, is usally enough to keep you going.

Cold water r obs body heat 25 times faster than cold air . Ef forts to over come the onset of hypothermia include ingesting warm, high ener gy liquids, getting into dry clothes and a warm environment. If possible, a hot shower is advisable.
