‘I Can Cope’ series starts April 2 PLATTSBURGH — I Can Cope, a four week program that offers information and insights about cancer, will begin Tuesday, April 5, with “LearningAbout Cancer and Cancer Treatment.” Each 2-hour program begins at 6 p.m. and is held at the FitzPatrick Cancer Center on the CVPH Medical Center campus, 75 Beekman St. I Can Cope can help patients, their family members and friends with the day-today issues of living with a chro nic disease like cancer. “Learning About Cancer and Cancer Treatment” w ill b e p resented b y Kathy Bracer o, an oncology certified nurse. She will discuss the natur e of the disease, various treatment options and associated side effects.

The second class, “Keeping W ell in Mind and Body ,” takes place T uesday, April 12. Stacey LaFave, oncology social worker from the FitzPatrick Cancer Cen-

ter, will talk about the dimensions of wellness, the mind/body relationship and it’s importance in symptom management.

LaFave will also be the featured speaker at “Understanding Feelings and Relationships,” planned for Tuesday, April 19.

At this class, she will discuss good communication skills and teach skills in adapting to changes br ought about by cancer and its treatment.

The final session of I Can Cope, “Discovering Resour ces and Celebrating Life,” takes place T uesday, April 26.

LaFave will help participants locate r esources and support systems and find new strategies for getting through cancer treatment and beyond.

All classes are free and will meet in the FitzPatrick Cancer Center.

Man hospitalized after stabbing

Spring fashion show this Saturday

BEEKMANTOWN — Fifty-year -old Knox Cole was rushed to CVPH Medical Center in Plattsburgh after being stabbed March 17.

The incident was r eportedly the r esult of an early morning ar gument between Cole and another seasonal worker from Jamaica at Giroux's Poultry in Chazy.

Linley Baker, 48, was identified as his assailant and arraigned in Beekmantown Town Court on char ges of first-degr ee assault and criminal possession of a weapon. He was remanded to Clinton County Jail.

Woman arrested on charges ALTONA — T onyea M. Ellis, 38, Plattsburgh, was arrested after allegedly breaking a pr otection or der and bur glarizing a r esidence Feb. 26.

State police allege Ellis br oke into a r esidence on Bur do Road in the town of Altona and attempted to r emove property from the residence.

Ellis was charged with second-degree burglary, a felony , and second-degr ee criminal contempt, a misdemeanor. She was arraigned in Town of Champlain Court and committed to Clinton County Jail on $500 bail.

Area school districts should merge administrative functions

F

or years, schools acr oss upstate New York have proclaimed ambitious mission s tatements a bout p reparing s tudents for the ever-evolving challenges expected during the 21st century.

At the same time, soaring fuel prices, along with ballooning school employee benefit expenses, are boosting the cost of education.

Coupled with a shrinking population — school districts acr oss the Adirondacks have lost more than 30 per cent of their enr ollment in 30 years — the cost per student to educate children in many districts has soar ed, while families face ever -higher school taxes and increased costs of living.

The state Commission for Pr operty Tax Relief notes that school districts in the Adirondacks have an average student population one-third less than the statewide average, and their cost per pupil can be up to five times higher than the statewide average.

Throughout the Adirondacks, citizens have heard about school district consolidation as a way to save money while of fering a higher quality education. An in-depth study r ecently concluded that consolidating sc hool districts in the state with fewer than 900 students would result in an annual savings of $158.5 to

But consolidating schools has its serious drawbacks — including exhaustive bus rides and tearing apart a community’s fabric of life.

There’s a better way to achieve greater efficiency and save taxpayer money while retaining all the benefits of a hometown school — and that’s merging or sharing school districts’ administrative functions.

According to the Adirondack Park Regional Assessment Pr oject study, only 17 per cent of schools’ administrative services ar e shared in the Adirondacks. Meanwhile, total K-12 enrollment has decreased an average of 329 students per year, with even steeper declines r ecently.

While s chool p rincipals h ave s ite-specific problems to strategize, schools’ top administrators — the superintendent and business manager — have mor e abstract decisions to make, decisions more suitable to generalist, regional solutions.

Newcomb Central of fers a dramatic example of the prevailing trend. They’ve suffered a 54 percent decline in students since 1980, yet they are now spending about $61,000 per student for their education.

Or consider Indian Lake Central. It has dropped steadily to 170 students K-12, yet its annual budget has incr eased to $4.56 million, and its cost per student has risen to $25,553.

The district, however, has a full-time superintendent, business manager and another top administrator plus a principal. In 2009, the salaries of these four employees totaled $307,870 — all bankr olled by local taxpayers.

In Minerva, the six school administrators earn a collective $367,483 to serve a mere 100 or so students.

But Minerva and Newcomb Central have taken one small step towar d merging administrations, and apparently it’s worked out well.

They share a business manager, a position that routinely pays $75,000 in r ural ar eas and far more elsewhere.

The idea of consolidating administrative functions has gained some traction nationwide. In Ohio, a top business leader is now urging the state politicians to have only one set of school administrators in each county , a move that that is estimated to save the state $781 million annually. His proposal is based on an exhaustive study and its findings of considerable success for the move in Virginia, where there is one school district per county. A similar campaign is active in Pennsylvania.

ficiency. But two main obstacles exist, he warned — existing state laws, plus the political will of citizens, leaders and voters of each school district. Apparently, local citizens and their school boar ds don’t like to give up control.

Yet taxpayers urgently need relief, and such parochialism must end. Just because we can, doesn’t necessarily mean we should W

hen it comes to health care, we need to think about this phrase: “Just because we can, doesn’t necessarily mean we should.”

Not many years ago, physicians had a limited array of testing available to make a diagnosis. In the past couple of decades, however , the number, variety and complexity of testing has expanded exponentially.

Beyond X-rays, we now have computer -generated CT scans, MR scans and PET scans. W e now have a vast array of interventional techniques for imaging, including angiography , ultrasonography and others. We have far advanced chemistry testing and genetic testing that can identify inborn err ors of metabolism, occult tumors and other ongoing or potential disease pr ocesses. And we have developed whole diagnostic testing laboratories, where we can obtain tissue samples via per cutaneous routes that in the past would have required major surgery.

With each advance in testing, a new pr otocol for defining when and how to use these tests arises and becomes a “standar d of car e.” Last year, there was a major conflict when the Institute of Medicine came out with a much less vigorous set of guidelines for doing mammography

Acting on that by doing more testing or by treating a problem that is asymptomatic may have no impact on the health and well being of the patient.Yes, there are times when testing is necessary and helpful and will save lives and improve health. But “just because we can, doesn’t mean we should.”

To control the cost of health car e, we need to question the amount of screening exams. Maybe a better history and physical examination could avoid the need for multiple tests. It's possible that further intervention may be futile and cause more harm than good for the patient or the family.

Annual maple season now upon us Making ‘super smoothies’

T

here is another gr oup of outdoor enthusiasts, besides gar deners, that is very excited with the r ecent spring weather — the maple syru p producers. In cold climate areas, like ours, sugar maple tr ees stor e star ch in their stems and r oots befor e the winter; the starch is then converted to sugar and rises in the sap in the spring. Maple tr ees can be tapped and the exuded sap collected and concentrated by heating to evaporate the water. Because needs to be concentrated thr ough evaporation, it takes appr oximately 40 gallons of sap to make one gallon of syrup!

The maple season is completely dictated by the weather. If the night’s too warm, days below fre ezing, et cetera, the length and quality of the sugaring season is adversely affected. mont produces the most syrup in the country, followed by Maine and New York. The cr op value of our state’s syr up is estimated to be around $14 million dollars! Since most of the syr up is pr oduced in northern ar eas of the state, buying syrup fr om a local pr oducer is a great way to keep money in our local economy.

Not too long ago, most sap was collected in buckets and evaporated over a fire. Plastic collection tubing and reverse osmosis processes have improved maple syr up ef ficiency.

The sap still needs to be boiled in an evaporator , but since some of the water is taken out during the reverse osmosis the time required to condense the sap into syrup.

As a child, I always wanted to make maple syr up.

I wanted to tap our two large Norway maples and boil the sap on the stove. My par ents, being wise, never allowed this. Boiling the sap in your kitchen makes for a very sticky situation. Boiling the sap on pr opane burners outside solves this pr oblem.

And, visiting a local maple syr up producers is yet another way to keep your kitchen clean while supporting your local economy!

I always say that the best way to get kids to eat healthy is to lead by example. So get them involved in the kitchen and make it educational at the same time.

‘Boogie Bash’ this Saturday to help local Gabriel Project

PLATTSBURGH — It’s dancing, but it’s dancing for a cause.

The first annual “Boogie Bash” will invade the gymnasium at Our Lady of Victory Academy this Saturday, March 26, with a mission of helping a local nonprofit organization.

Boogie Bash organizer Paula Schares said the beginner dance instr uction event will serve a dual purpose — getting people out on the floor to try new forms of dance and helping the local chapter of The Gabriel Project, a Christianbased network of church volunteers who offer assistance to pr egnant women and women with newborn babies.

“We help those in and around Plattsburgh,” said Schares, who is also a volunteer mentor for The Gabriel Pr oject. “Sometimes the families just need a few extra diapers, a little money to get them some mor e formula, some clothing.

Sometimes they need a lot of assistance.”

Last year, 243 families were helped by the organization, Schares said. Through the help of money to be raised by the Boogie Bash, Schar es said she’d like to see that support grow.

The other side of the coin, she added, is that this Saturday’s event will also educate begin-

ners to the dif ferent types of dance out ther e such as line dancing, r ound dancing, squar e dancing, English country dancing, contra dancing and Zumba, a form of dance fitness.

“It always irritates me when I hear someone say ther e’s nothing to do in Plattsbur gh,” Schares said with a laugh. “Ther e is. Ther e’s lots of things to do here.”

The Boogie Bash will be a “perfect opportunity” to see that, Schares said, and give people one central location to learn and try dances they may never have been able to try before.

“I’ve never tried Zumba because it doesn’t usually seem to fit into my schedule and I don’t really want to walk into an ongoing class. I just want to do it wher e there’d be a lot of beginners,” she said. “So, I figur ed this would be a perfect opportunity.”

This Saturday’s event will be open to those high-school age or older or middle-school age with a chaper one. The evening will begin at 7 p.m., with admission to the event being a monetary donation or new baby item to go to The Gabriel Project.

News of the Week Feds ban possession of fake pot PLATTSBURGH — The federal government is cracking down on the possession of pr oducts labeled as herbal incense but that are used like marijuana. Chemically laced “fake pot” substances such as Blaze, K2, Spice, and Red X Dawn ar e among brands believed to produce a similar high to pot.

According to a press release from the Drug Enforcement Administration, side ef fects of the pr oducts include convulsions, anxiety attacks, dangero usly elevated heart rates, increased blood pressure, vomiting and disorientation.

“Young people ar e being harmed when they smoke these danger ous ‘fake pot’ pr oducts and wr ongly equate the pr oducts' ‘legal’ r etail availability with being ‘safe’,” DEA administrator Michele M. Leonhart stated in the r elease. “Parents and community leaders look to us to help them protect their kids, and we have not let them down. T oday’s action, while temporary , will reduce the number of young people being seen in hospital emer gency r ooms after ingesting these synthetic chemicals to get high.”Sixteen states have already taken legal action to contr ol one or mor e of the chemicals found in the products.

Since 2009, the DEA has received an increasing number of r eports fr om poison contr ol centers, hospitals and law enforcement regarding these products. Sixteen states at least have already taken action to control one or more of these chemicals.

Local musician scores festival film PLATTSBURGH — Musician Larr Dolan has composed a film scor e for “Convento,” a documentary directed by Jarred Alterman. The film was shot in Portugal in Sao Francisco, a 400-year-old former monastery.

The film made its North America premiere at the South

by Southwest Film Festival in Austin, Texas, last week.

The film was one of eight being screened in the Emerging Visions category.

Man found in possession of child porn TICONDEROGA — Arthur Ellis Jr., 62, was arrested March 14 on charg es of promoting a sexual performance by a child and possessing an obscene sexual performance by a child.

Ellis was allegedly found in possession of child pornography following an investigation by Ticonderoga Town Police. Police claim they found several DVDs containing child pornography in Ellis’ Montcalm Stre et residence.

Ellis was arraigned in T iconderoga Town Court and remanded to Essex County Jail without bail.

The matter is currently under investigation.

Traffic stop nets DWI charge PLATTSBURGH — Christopher L. Debiew , 32, faces felony charges after a traffic stop on Military Turnpike March 13.

Debiew was reported stopped by state police after the vehicle he was driving swerved over the center line. He was allegedly found to be intoxicated and driving without a license.

Debiew was charged with driving while intoxicated with a previous conviction within the last 10 years and first-degree aggravated unlicensed operation of a motor vehicle. He was further char ged with thir d-degree aggravated unlicensed operation of a motor vehicle — a misdemeanor.

Debiew was arraigned in Town of Plattsburgh Court and remanded to Clinton County Jail in lieu of $1,000 bail or $2,000 secure bond.

County legislature seeking proposals to privatize home healthcare services Action taken doesn’t mean a done deal, say officials

PLATTSBURGH — The Clinton County Legislatur e will pr oceed with pursuing bids to privatize its home healthcare services.

The legislature met in regular session at the Clinton County Government Center March 16, where representatives voted 8-1 in favor of putting forth a r equest for proposals to “explor e alternatives for home healthcare.” Legislator Samuel J. Trombley, R-Area 2, cast the sole dissenting vote. Legislator Jacqueline A. Walker, R-Area 8, was absent.

Dr. John W. Gallagher, DArea 9 — one of the legislators who voted for the r esolution — addressed an audience of several dozen people who turned out to speak against privatizing the services. Gallagher emphasized the decision does not lock the legislature into making a decision to move forwar d with privatization.

“Hearing what I’ve hear d tonight, if wer e voting on selling the home health care license tonight, I would be voting no. But, I have to vote to explor e the alternatives," Gallagher said.

The matter was br ought before the legislatur e following an increasingly large amount of money hemorrhaged by the Clinton County Health Department for operating home healthcar e services. Last year, the services cost the county mor e than $5 million to operate, and brought in less than $3.5 million, r esulting in a mor e than $1.5 million loss.

Prior to the vote, legislators heard from members of the public, voicing their concerns over the idea of the county potentially giving up control of its home healthcare services.

Registered nurse Jill Parent questioned what would happen to those in need of long-term car e, like the patients she sees now. With an estimated average cost of $380 a day to live in a nursing home and what would be a flood of new clients for the facilities, the option of patients being placed in a nursing home is not an option at all, she said.

“The nursing homes in this county ar e full,” Par ent said. “So, where are they going to go? Another city? Another state? And, are we r eally going to rip them out of their homes, away fr om their family and their friends?”

Those who would choose to r emain in their homes would run the risk of not re-

ceiving pr oper and r outine medical tr eatment as they currently do, added Parent.

“They could die or at the very least, end up in the hospital, which in the end, is going to cost us all a lot mor e money,” she said.

Rosemary Giroux, a registered nurse with the home healthcare unit, said the problem lies with the fact Medicaid/Medicare r eimbursement rates have declined in r ecent years.“If you want the cost to be smaller, the best way to accomplish this is to keep control of dir ectly pr oviding services and not put contr ol in someone else’s hands,” Giroux said.

Others who spoke made suggestions for cutting expenses within the home healthcare unit, including maximizing r evenue through co-pays, of fering more training that will ultimately make the department more efficient, and computerizing medical charts to reduce paperwork.

“If those things can be done and make a difference, then I say they need to be explored,” said Legislator Sara

E. Rowden, D-Area 4.

When voting against pursuing with the RFP , Trombley stated he was compelled by those speaking during the public forum against the move.

“I came here tonight in the interest of supporting this,” said Trombley, r eferring to voting for moving ahead with the RFP. “But, I learned an awful lot here tonight ...

And, as the chairman of the human services committee, I guess I’d be a hypocrite if I was to vote for this.”

However, Gallagher and other legislators r eiterated the vote would not lock the legislature into any sort of agreement.

“Just for clarification, several of the legislators indicated that if the vote tonight was to sell the licenses, the vote would have been no, and I think that’s important to note,” Gallagher said.

Regardless, the state must approve any potential decision to privatize home healthcare services, accor ding to County Administrator Michael E. Zurlo.

NCCC gets visit from Al Kafaat University leader Raif Shwayri visits college on collaborative tour

keith@denpubs.com SARANAC LAKE — Several New York state community colleges are joining forces with a school in Lebanon to start an associate’s program for students there.

As part of the partnership,Al Kafaat University Director General Raif Shwayri made a visit to North Country Community College as part of a statewide tour March 17.

“We are visiting North Country, Onondaga, Nassau and Monr oe Community Colleges,” said Rosemary Ortlieb-Padgett, International Student Affairs of ficer with Nassau Community College. “We had gone to Al Kafaat and thr ough that visit formed a partnership with them and have petitioned the state to help establish an associate’s degree program in Lebanon, which is

something they do not have.”

“Everyone is engaged in the learning process and where we can partner together both with Al Kafaat and the other schools in the state that ar e part of this,” Maur een Styles, Assistant Dean For Grants and Funded Pr ograms at NCCC, said. “Sometimes, we can feel isolated and away fr om the other community colleges being wher e we are at, but this is giving us the chance to talk to people who ar e doing the same things throughout the state and give us new context to assess what we do and implement that into a more global workforce.”

During a lunch meeting at NCCC, Shwayri credited the staff at the school for their efforts.

“The quality of the work that you are doing is fantastic,” Shwayri said. “The students that I sat with this morning wer e very receptive and interested in what was going on.

He added that he liked that community college model of smaller class sizes and

added that he felt college was about getting students prepared for a career.

“Graduates should not just come away with a piece of paper that says I did this and that,” Shwayri said. “They should come away with a job. If we have to choose between the two, I choose the job.

At Al Kafaat, we have a database of needs in our country and we will match the training of our students to the needs that we ar e facing.”

Shwayri said that ther e wer e times that he would r emind members of his faculty that they needed to listen to their students.

“They have 10 ideas and while eight of them may be worthless, two of the ar e genius,” he said. “When we started this, the teachers wer e telling the students to keep their ideas to themselves and I had to intervene.”

Shwayri also said that he enjoyed his time in the Adirondacks, especially waking up early and seeing the sunrise in Lake Placid.

“It was stunning,” he said.

Dalton said that CFES currently works with students in 150 schools in 22 states, totaling over 15,000 students.

Dalton said that he appr eciated the documentary because it dealt with the situation in a r eal way.

“With a documentary , we’r e dealing with not illusion, but reality,” Dalton said. “Like all movies, ther e ar e some good guys in this film and ther e ar e some demons as well. What we want to do is get people to pay attention to the low income stu-

dents and make sur e that they get to college.”

Dalton said that the biggest thing that any student needs is a chance.

“The dif ference between a graduate and a drop out is not a building or materials, it’s opportunity,” Dalton said.

After the movie, Dalton and Willsboro Central School Superintendent Stephen Br oadwell talked with those who attended the film.

News of the Week Thefts result in charges against Altona pair PLATTSBURGH — State police arrested Janet S. W illette, 32, and James H. Ritchie, 33, both of Altona, on charges of fourth-degree grand lar ceny, a felony , and fifth-degr ee conspiracy , a misdemeanor.

PLATTSBURGH — When Melissa Fr ederick decided to open Batters Up Bake Shop, she knew she wanted to of fer more than the average bake shop.

“I’m willing to try anything,” Frederick said. “I challenge the customers to bring me something that they don’t think can be done and then I do it for them.”

The r ecently-opened homebased business on Smokey Ridge Road offers cakes and a full line of baked goods such as pies, cookies, cupcakes and muffins to retail outlets and individuals looking to make any occasion a special one.

Drawing from her 20 years of experience in baking and cake decorating, Frederick uses her cr eative eye to design “unique, one-of-akind cakes” that meet her customers’ specifications, using only the highest-quality ingredients.

Northern Puppies offering ‘affordable pets and supplies’

PLATTSBURGH — Northern Puppies is open for business.

The new pet shop and pet supply store on Cogan Avenue, near the Cornelia Str eet intersection, was opened in Febr uary by owner T ammy Staley and is a business venture she is quite excited to see get of f the ground.

“I’ve been wanting to do this since last April,” said Staley , who originally began the business out of her home.

Northern Puppies of fers animals available for adoption, including pur ebred puppies and smaller animals such as reptiles, guinea pigs, birds and fish. The business also of fers exotic animals like frilled dragons, r ed eye tr ee fr ogs, chinchillas, sugar gliders, and hedgehogs.

The shop also sells a full line of pet food, clothing, and other accessories to keep pets happy and healthy , Staley said.

“So, if someone buys a new chinchilla, they get 10 per cent off the cage, the water bottle, food, treats, whatever,” she explained. “W e’re the cheapest around, by far . And, we have everything other pet shops would have.”

If Northern Puppies doesn’t have a particular item in stock, they can special order it, added Staley.

“We’re not big enough to carry some things in the stor e all the time, but we can or der them,” she said.

Northern Puppies, located across fr om Tangles Hair Salon, is open Monday thr ough Saturday, 10 a.m. to 8 p.m., and Sunday, 12 to 6 p.m.

The business is in the process of launching a Web site and Facebook page.

“That way , if someone’s looking for a puppy, they’ll be able to go right on-line and see what we have,” said Staley.

keith@denpubs.com PLATTSBURGH — Steven Car der was a double-double thr eat every time he stepped onto the court, scoring his 1,00-th career point in his senior season and leading the Northeastern Clinton Cougars to the r egional finals and a near upset of topranked Potsdam.

For that, the Champlain V alley Athletic Confer ence coaches honored Carder with the Most V aluable Player Award for the 2010-11 season

last week.

Teammate Jamie Davison, who hit several key thr ee-pointers thr oughout the Cougars post season run and dished out eight assists in the egionr al final, was also named to the first team.

AuSable Valley’s leading scor er, Brody Douglass, was also named to the CV AC first team, along with Saranac’s Dylan Everleth, Plattsburgh’s Kyle LaPoint and Beekmantown’s 1,000-point scor er Thomas Ryan.

Adirondack Sportsman’s Dinner

ast weekend, I traveled south to Schroon Lake to attend the 15th Annual Adir ondack Sportsmans Dinner . The event, which is organized and hosted by consortium of local ministries, always draws a large crowd, and this year was no different.

Folks fr om W ells mixed with easily with others fr om Chazy, Old Forge or Dresden, and evidently, they all share a similar passion for the outdoor life. It is lar gely a blue collar audience, and camo baseball caps wer e the common fashion theme of the day.

Seminar topics included bir chbark canoe building, waterfowling, wood carving, wilderness survival, turkey hunting, deer management, bass fishing, small gamme hunting, and many more.

For the keynote address, an appreciative audience of over 500 guests filled the auditorium at the Mountainside Bible Center as featured speaker , Dave Blanton, Executive Pr oducer of Bill Jor dan’s Realtree Outdoors television series, and the popular Monster Bucks ® video series, related tales of his hunting experiences with NASCAR legend, the late, Dale Earnhart.

tively the shared passion for an outdoor life serves to foster a commonality among such a diverse gr oup of people. W ithin minutes of arriving, I always feel as if I am surr ounded by a group of old friends, although there’s har dly a handfull of familiar faces in the crowd.

The event, which has become a spring ritual, always seems to prompt me to try a new activity.

After seeing a bit of Wilmington based woodcarver, Allen Aardsma’s seminar on woodcarving, I’ve begun sear ching for the woodworking tools that I put away years ago.

Tickets for the annual event, which is fr ee and open to the public, ar e online at www.sportsmansdinner.com. They are available on a first come basis and unfortunately , there ar e only 500 tickets available, due to space limitations. Keep tabs on the site, as tickets are usually scooped up within days of being offered. In many re spects, the gathering can be a life changing event. Congratulations to the organizing committee for providing another entertaining and engaging event!

City’s half-marathon registration full PLATTSBURGH — The second annual City of Plattsburgh Half-Marathon is no longer accepting participants.

The 13.1-mile race reached its limit of 1,000 r egistrants. However, volunteers are still needed.

The race will start at the PARC Oval Sunday, April 17, beginning at 8 a.m.
