Community saves St. Mary’s Academy will remain open, focus now put on enrollment

CHAMPLAIN — St. Mary’s Academy will remain open.

The pre-kindergarten

through sixth grade parochial school overseen by St. Mary’s Church was facing a challenge by its leadership to raise $80,000 by June 1. However, the school has met the challenge ahead of schedule, said principal Sister Marie Cordata Kelly.

“I wasn’t sure we’d raise the $80,000,” admitted Kelly, who was faced with the challenge in February. “It was so

much. But, I asked people to pray for what God wanted for the school and this is apparently what he wanted. I’m just in awe.”

Donations began to trickle in shortly after the challenge was raised and soon, the trickle became a steady flow, said Kelly. The steady flow was the helped by large outpourings of support in the form of larger donations in the amounts of

$5,000, $9,000 and then $10,000.

“That’s when I realized we were going to make it,” said Kelly.

Reaching the goal in a little less than three months was nothing short of a miracle, said Kelly.

“I think only God could do that,” she said. “God and a community that came forward to show how they feel

about this school.”

The school was in its dire financial situation after the church had a decline in enrollment, resulting in $50,000 worth of debt needing to be rolled over onto the school’s 2010-11 budget. Now that the money has been raised, a contingency fund has been established to help the school stay out of similar financial situations in the future, said Kelly.

However, the school is not out of the woods yet.

“We still need to increase our enrollment,” said Kelly.

The number of students currently enrolled at the school is just more than a hundred, she said. In order to continue on the path of a healthy financial status, those numbers must increase by another 15 students for the 2011-12 school year.

The school, to that end, will host a series of open houses beginning next week.

“We want people to come in and see what we’re all about,” said Kelly, who touted the school’s high standards for education and safe environment as reasons why parents should enroll their children at St. Mary’s.

Open houses will be held 9 a.m. to 2:30 p.m. Monday, May 16; Tuesday, May 17; Thursday, May 19; and Friday, May 20. St. Mary’s is located in the village of Champlain at 1129 State Route 9, but is best accessible from its Pine Street side.

The event there will be held from 8 to 11 p.m. and cost $10. Shoe rentals will be included. A classic rock concert by “Hands of Fire” will be held there at 9:30 p.m.

The cost of admission will be $10 per adult, with children 12 and younger admitted free. Spectators are welcome. The event will also include 50/50 drawings, raffles and entertainment by Xtreme DJ Sound Service.

Politicians showing leadership skills in flood A

ll over the North Country, we’ve seen more water than we can handle. The constant rain helped flood aptly named byways like the River Road, Old River Road and Water Street; shoreline homes; parks; ferry stations; boat launches; and more … much more.

We’ve seen people boating where they normally would be walking, bicycling or driving. We’ve seen bridges collapse, roads washed out, cars submerged, businesses close and ferries discontinue service. We’ve seen people hurt and almost die. And we’ve seen strangers care for one another like family members.

a photo opportunity on April 29, visiting the collapsed Broad Street Bridge in the Essex County town of Moriah, where resident Anna Mayhood jumped from her SUV to save her own life two days before.

We asked Cuomo if he had made plans to meet “the woman who almost died here the other day” — Ms. Mayhood — and he said no. Asked what he would say to her to ensure her that New York state’s roads are safe, he quipped, “You are lucky; light a candle.”

Like a true politician, he didn’t answer the entire question. In fact, we’re disappointed he made a joke out of a question that included the words, “the woman who almost died here.” He was trying to be funny in front of his friends and the TV cameras, but his brief lapse of judgement showed a lack of respect and compassion with regard to a lifethreatening situation.

Moreover, the governor blamed Mother Nature, not a lack of road and bridge inspections, for what happened at that historic bridge, which was said to have been built more than 100 years ago to cross over the Lake Champlain and Moriah Railroad tracks.

But give him credit; Cuomo did visit.

He came north to inspect the flood damage and declare a state of emergency for Essex County when he could have easily stayed in Albany to issue the order.

As he stood on the brink of the collapsed Broad Street Bridge — staring into the wreckage of asphalt, stone, timber and iron — we heard him utter these words under his breath: “Man, that’s a frightening drop.”

The flooding situation was just as frightening for local politicians, such as Moriah Town Supervisor Tom Scozzafava, who praised Cuomo for his support.

The supervisor pointed to the DOT employees working side-by-side with town highway crews. They were fixing the erosion — 4 feet of topsoil — that exposed a sewer main during the April 27 flash flood. He said this kind of statelocal cooperation wouldn’t have happened a year ago under Gov. David Paterson. And he’s right. Gov. Cuomo is showing leadership skills not seen in Albany since George Pataki left office more than four years ago.

Locally, the response from town and village officials during the flooding crisis has been tremendous. We’re proud to

have leaders like Keene Supervisor Bill Ferebee, who risked his Jeep in rising water to help transport neighbors to safe ground. Let’s not forget the firefighters, emergency technicians, highway crews, and the countless volunteers who filled sandbags and manned Red Cross shelters.

Times like these, we’re proud to say we live in a small town, where neighbors look out for one another. It’s good to see our elected officials are doing the same.

Yet the flooding is still not over, and there’s plenty more work to be done.

The rebuilding will take many months and millions of dollars. Let’s just hope the political leadership skills exhibited these past two weeks are practiced consistently and are not simply flashes of brilliance.

If you did not have such a policy and your home caught on fire, the fire company would show up at you house but not fight the fire unless you paid the premium first. After the huge city fires in Chicago and San Francisco, it was decided that fire protection was to the benefit of all and a right so municipal fire departments were set up.

They would fight any fire. You still need to have insurance to cover the loss caused by a fire but at least you can be confident that the fire department will at least try to put it out even if you don’t have coverage. How do we pay for that protection? By our mandated taxes that fund the fire companies.

If we look broadly at the health care services that are needed, they fall into three broad categories.

Support for rail line I strongly support the creation of a recreational trail on the Lake Placid to Tupper Lake railroad line. We already have tourist trains from Lake Placid to Saranac Lake and Old Forge to Utica. The new trail would be world class through some of the most pristine and beautiful landscape in the country.

Let's not let this die in endless committee meetings and studies. A study has already been done and found the recreational trail the most economical and beneficial alternative, at no additional cost to the taxpayer!

Bully’s don’t take the summer off Though the rains and cool weather stubbornly refuse to loosen their inhospitable grip on the North Country, in the end they will acquiesce to the warm, still days of a welcoming summer, the summer of 2011.

As summer arrives, the school year will come to an end and students will bust out the school doors to that sublime feeling of no school tomorrow.

As the school year ended when I was a kid, my friends and I could scarcely contain ourselves, our teachers reigned us in on occasion and reminded us that school was still in session, sunshine or no sunshine.

For some, summer would mean rushing out the door early in the morning to mount a bike, wet with night’s dew, and a quick ride to meet up with friends. For others, it was off to the beach at the lake or to a secret swimming or fishing hole along the river. For some, summer would spell the beginning of work, a job mowing or raking lawns or on an area farm in the hayfield. Now those days seem so rich with freedom and self determination when compared to the experience of today's youth.

One thing that has not changed since then is the existence of bullies and bullying. Unlike years ago, today bullying can be accomplished from behind the cowardly protection of a computer keyboard or a cell phone. Years ago, if you talked badly enough about enough people for long enough, you would experience a day of reckoning at some point. The profile of the bully has also changed, many bullies today are popular, intelligent and have social currency to spend in the community and at school.

By contrast, the bully of yesterday was much easier to manage. Bullies were often pushed to the margins of school and eventually in the community. The victims of bullying are largely unchanged, somehow they are just a little different, too thin, too fat, too smart, not smart enough and so on.

As an adult, each of us has the opportunity to set an example. There are many outstanding examples of how adult behavior changed our culture in monumental and substantive ways. In

the 1960s, when doctors were still endorsing smoking, the majority of the adult population were smokers.

Public service campaigns against smoking and education programs certainly helped turn the tide against smoking, still, adults may have had the strongest impact in the behavior that was modeled for youth. Adults can help reduce bullying by not being a bully themselves.

Adults that refrain from bullying their children or the children of others will set a powerful example for youth to consider. Adults that choose not to bully other adults will also send a strong message to the youth around them.

This summer, the victims of bullying will vacate the school building, right along with their tormentors. The bully and victim relationship won't change just because school is out. The victims will still be vulnerable and bullies will still be pressing their advantage.

As an adult, we all have a chance to set a good example and each of us have the chance to stop bullying when we see it. If one instance of bullying can be stopped, the lives of the victim and the bully may be changed forever.

Some will say that everyone has been picked on at some point and that it is just part of growing up. Bullying is not a normal part of growing up and everyone needs to take this very serious problem seriously. We will always need champions to lead popular movements and their importance can not be overstated.

However, in the end, if all of us or most of us don't decide that bullying is as intolerable as the prevalence of cigarette smoking, reducing the instances of bullying will move slowly. Sadly, the many victims of bullying must continue to carry that heavy weight, and, in some instances, they may break under its weight.

Remember, all kids count.

I would like to voice my opinion on bridge closure and rock cut flooding.

I have to commute over four hours a day to Vermont, as do most people from the Moriah area. Why we have to go to another state to work, I don’t understand. I’m guessing because of the waste of money in New York when the bridge first closed.

While waiting in line at the Essex ferry everyday, I watched as four or five state DOT workers stood by waiting to direct people onto the ferry. I’m sure after waiting in line every morning we were well aware of where the ferry was and how to drive onto it.

Now that Route 9 south of Port Henry has flooded again after how many years, we have the blockades manned 24/7. Why? Could there not be sand piles placed there? No, instead we have to pay for state trucks to sit there running all night at $4 a gallon to keep the crew toasty and warm while they sleep.

It also includes annual flu shots and other actions to reduce communicable disease. In a broader sense, it may also include screening for treatable disease by doing things like mammograms, rectal exams and diabetes and blood pressure checks.

The performance of this public health sector is good for all of us and protects our collective health. It is something that everyone living in this country should have. This kind of care should be a basic right and provided for all and since we all share in the benefit it should come out of the central treasury.

At the opposite extreme, there is the need for catastrophic care. This includes the head injured patient, the spinal cord injury, those needing liver and heart transplants and other rare but exceedingly expensive problems. The number of people needing such care is small, but the costs are enormous. The only way to afford such care is to spread the risk across the largest possible pool of people. This kind of care should be covered by one very large nationwide “reinsurance” program that everyone would pay into.

No wonder our country is in the shape it is.

For all of the care in between — the broken leg, the episode of pneumonia or a gall bladder attack — it would be appropriate to consider regular health insurance. For each of us, the decision of how much financial risk we can afford would determine what level of coverage we may want to have. If we wished, we could purchase coverage for any and all such care but would pay a higher premium. Or we could opt for a lower level of coverage and assume greater risk ourselves. Insurance of this type also makes sense for an employer to purchase to be sure the workers are cared for and returned to work promptly after illness or injury. This makes it a true insurance product. It also would allow for premium adjustment for those who choose to live a healthy lifestyle versus those who decide to take greater personal risk.

We have a health care system that is not working well. To improve upon this, we need to develop a system that will recognize that it is to our collective advantage to assure access for everyone. That will assure that the care is appropriate to the needs of the person and avoids unnecessary and expensive care that does not add to length or quality of life. We need care and coverage provided by private industry but controls placed by collective national decision making.

Quackgrass: one troublesome weed

Discussing ‘gluten-free’

he one never ending task a gardener has is weeding.

Weeds not only look unsightly in the garden, but they compete for nutrients and water, causing poor growth of your flowers and vegetables. Of all of the weeds that I fight in my garden, the one weed that is the most invasive, and annoying, is quackgrass.

Quackgrass (Agropyron repens) is a perennial and a troublesome weed. The Latin name means a ‘sudden field of fire’ which attests to its ability to take over lawns, fields and gardens. The plant is hardy to zone 3 and is actually native to Europe. It has been growing in the U.S. for over 200 years.

Quackgrass is has thin, flat, green leaf blades that are wider than the average blade of turf grass. The plant does reproduce by seed, but is invasive due to its ability to spread through rhizonmes.

Rhizomes (underground stems) are yellow to white, 1/8 inches in diameter, with distinct joints about every inch. Each joint is capable of a new blade of grass. The creeping rhizomes are so tough they can grow through a potato tuber, or push up through asphalt pavement! If left to grow, they will form a dense mat 4 inches thick in the upper part of the soil since one plant can produce 300 feet of rhizomes each year.

Weather you have a gluten sensitivity, allergy, celiac disease or just want to add different whole grains to your diet here are some options for you to experiment with.

Amaranth – This tiny seed has a nutty flavor, is high in protein and has 25 percent more fiber than whole wheat. It contains high amounts of iron, magnesium, zinc and folate.

Buckwheat – A fruit seed related to rhubarb and it is not related to wheat at all. It is a good source of protein containing all eight essential amino acids as well as magnesium, fiber, calcium and iron. Buckwheat also contains the entire range of B-complex vitamins.

Millet – contains more protein than wheat, corn and rice. Millet is

pable of producing a new plant. Mulch should be used as much as possible to smother plants, but you can be assured that the rhizomes will creep along until there is an area in which it can send up a shoot.

Rhizomes have to be hand dug as much as possible without breaking them off in the soil, then dried and disposed of. The main thing is to repeatedly eliminate the blades by slicing them off. Without photosynthesis the plant will not be able to store food reserves in the rhizomes and will eventually die. Never add newly dug plants to your compost pile or you will have a quackgrass infestation there!

Chemical control, with the use of a nonselective herbicide such as glyphosate, can be used with quackgrass. The herbicide should be applied when there is no wind and when there will be no rain for 48 hours. The grass must be green and actively growing for best results. Before applying, remember that glyphosate is a non-selective herbicide that will kill almost any green plant it contacts. It is important to thoroughly read and follow the herbicide’s instructions and apply glyphosate only to the plants you want to eradicate.

Farmers market to reopen this Saturday with more vendors New vendors to add to market atmosphere

Special to Denton Publications PLATTSBURGH— The Plattsburgh Farmers and Crafters Market will kick off its 2011 summer season this Saturday, May 14.

The market, located in the Durkee Street parking lot, will run Saturdays from 9 a.m. until 2 p.m. through Oct. 9, and Wednesdays starting in June.

Market organizer and maple vendor Patricia Parker is excited for the onset of the season, particularly with the added vendors for this year.

“We are filled to capacity, but now we’re also renting like six spaces on the end— we’re growing,” said Parker.

Among the seven added vendors are a wooden toy purveyor, a new wine vendor, a quilt vendor, and a meatstick merchant.

Parker is particularly excited about the addition of a meat vendor, which will feature pork.

“We have a person who raises their own pork and chicken, and eventually as the season wears on — there will be lamb and duck,” she said. “We’ll also have more of a variety; we not only have like six vegetable growers, with their own special brand, but also four bakeries.”

Also in the vein of diversification, Parker emphasized “something really great” as the inclusion of a gluten-free baker.

Phil Favreau, who has been the lone wine vendor at the market for three years, welcomes the company of the Hid-In Pines Vineyard of Morrisonville.

“There going to be two wineries down there, myself and Mr. LaMoy,” said Favreau, referring to Hid-In Pines owner and operator Richard LaMoy. “I’m very happy to have him.”

Like Parker, Favreau welcomes the diversity.

“He makes a very different wine than I do — it’s not a competition at all,” he said.

LaMoy was attracted to the market because of its wide exposure, having previously sold vegetables there.

“I found the market had good exposure, so that's what I’m looking to capture here.”

Like Favreau and Parker, LaMoy is not worried about competition, but instead wishes to expose patrons to new experiences.

“There will be free wine tastings, so people can try some of the wines that they many not have tasted before,” LaMoy conveyed.

Ken Gadway, the award-winning, Adirondack wood turner, will also be featured as a “kick-off.”

“He’s going to bring the lathes and he will actually be demonstrating the entire time,” said Parker. “That’s going to be a treat for the day.”

In addition to the added purveyors, the WIC Program’s weekly free sample is an enticement which will attract shoppers.

“The first week their going to be making a maple item,” tempted Parker.

The market has also come be known as a unique social outlet, said Parker.

“We are more of a social event for a lot of people,”she asserted. “I love going to the farmers market, and seeing all the people I haven’t seen since last year.”

Favreau mirrored Parker ’s sentiment, noting his overall enjoyment as a participant.

“There are so many nice people, people that really care about what they’re buying, and the food their eating,” said Favreau.

“It’s a very good experience, and we’ve been very happy to be part of it,” he added.

Alleged wire thieves arrested

Car crash sends one to CVPH

SCHROON — Three people of the capital area were arrested April 29 for allegedly stealing copper wire. The trio was arrested on Fraternaland Rd. at 6:44 p.m.

Christian T. Butler, 18, of Albany, was charged with third-degree grand larceny and third-degree criminal mischief, both felonies.

Nelson G. Sager, 38, of Albany, was charged with three felonies; thirddegree criminal mischief, third degree grand larceny, criminal possession of a weapon; and a misdemeanor, two counts of seventh-degree criminal possession of a controlled substance. Police also issued him two tickets for possessing a controlled substance in the incorrect container.

Ronald J. Endres, 37, of Rotterdam, was charged with third-degree criminal mischief and third-degree grand larceny, both felonies, and two counts of seventh-degree criminal possession of a controlled substance, a misdemeanor. Police also issued him two tickets for possessing a controlled substance in the incorrect container.

PLATTSBURGH — Shari L. Butchino, 45, Dannemora, was transported to CVPH Medical Center for neck pain, treated and released April 29 after being involved in a two-car accident.

Rushford was ticketed.

Irwin ticketed after crash PLATTSBURGH — Timothy L. Irwin, 48, Chazy, crashed his motorcycle into a small tree April 29. He was transported to and later released from CVPH Medical Center.

Police ticketed Irwin for failing to wear a helmet and failing to reduce his speed for a special hazard.

Woman charged with card theft PLATTSBURGH — Kristin A. Velie, 19, West Chazy, was arrested May 3 for allegedly charging $200 on a debit card she stole from Amanda Plympton of Cadyville, who had reported the card missing April 27.

Velie was charged with fourth-degree grand larceny, a felony, and third-degree identity theft, a misdemeanor.

The two are behind an effort to bring speed dating to town through their brainchild, “7Minit Dating.” It’s a way for single men and women to meet each other in a quick, efficient and comfortable environment.

Woodley — owner of DressCode, which will sponsor the initiative with host site Olive Ridley’s — said her single customers have expressed interest in speed dating, leading her to look into setting up the service.

“I felt like it was a need in our community,” she said.

“I just think it is a simple concept and one that could really take off and be a lot of fun.”

It’s taken quite a bit of planning, including building a website, securing the venue, and defining a format, she said. And, there’s still more work to be done.

News of the Week Councilors vote for hold on LED signs PLATTSBURGH — Plattsburgh councilors voted unanimously in favor of a six month moratorium on light-emitting diode (LED) signs, which have begun to appear in the city, primarily in the Cornelia Street business district. The moratorium was at the request of the Zoning Board of Appeals, who seek to update the city’s ordinances on digital signs, and whose chairman addressed the issue at a public hearing April 26. There was concern the signs made the area look a bit too much like Las Vegas.

Peru officials finalize historical signs PERU — With the public comment and viewing period over May 6, officials will start to settle on the final versions of eight historical signs which document Heyworth/Mason Park’s past. The signs primarily focus on Native Americans; mills, as well as other early industries; A. Mason and Sons Lumber Mill; Heyworth Village in modern times, and the 1998 flood. The signs are the work of Adel Douglas, Peru’s grant coordinator, Carol and Ron Allen, town historians, Maja Smith, of the Lake Chaplain Basin Program, in addition to a number of volunteers.

Home invader denied appeal PERU — Jennifer Macduff, now 20, who orchestrated a robbery in July 2009, was denied appeal of her six year jail sentence. Macduff had argued that because her counsel was ineffective, her plea was involuntary. In denying their appeal, court justices noted she had never sought to withdraw her plea and that her sentence was a good deal shorter than the maximum allowable.

Councilors apply for fountain grant PLATTSBURGH — City councilors voted unanimously to apply for a grant, through the state’s Main Street Program, which would provide roughly $38,000 to build a fountain in Trinity Park. The structure would be roughly eight feet high and eight feet in diameter.

Officials hope it would bring visitors to the area and thus help local businesses.

Petty Ride for Charity sent off in Lake Placid

keith@denpubs.com LAKE PLACID — With the roar of the engines, the Kyle Petty Ride for Charity Motorcycle ride left the High Peaks Resort in Lake Placid, heading first for Corning and eventually to Florida.

The night before, Petty received a check for $6,500 through the Resort’s fundraising event, held in the Dancing Bears Lounge.

“I had a number in mind of what this night would raise, and this number is definitely bigger,” Lori Fitzgerald of High Peaks Resort said.

Petty was pleased with the donation, and with the week that he and his team had spent in Lake Placid.

“We have had a good week that was topped off with this donation,” Petty said. “About a third of the group came in on Wednesday, and I was able to get here on Thursday. It has been a great time, and everyone has enjoyed it.”

Petty said that he hoped to return to the area for either another ride or to participate in the Geoff Bodine bobsledding event, which organizers hope will be back on the Mount Van Hoevenberg track in 2012.

“Now that I know about this place and what is going on, I’ll have to come back,” Petty said. “I asked Geoff if I would be able to bring my bike for the bobsledding, but he said it’s probably not a good time for that in late January and February.”

keith@denpubs.com ELIZABETHTOWN — A plan to have the clerk of the Essex County Board of Supervisors assigning counsel for those in need of representation in family court has been tabled for the moment.

County Chairman Randy Douglas said at the May 2 meeting of the board that the county had to come up with an updated policy on assigning counsel before they could move forward with their resolution.

“We are supposed to have an assigned counsel plan for the county,” Douglas said. “The current one is outdated.

When (county attorney) Daniel Manning gets back from a conference, we will go over the current plan to update it and then I will call for a special board meeting to approve the new plan and move forward with this resolution.”

The board passed a resolution through the Ways and Means Committee that would assign the duties of administration for assigned counsel for family court from the of-

fice of Judge Richard Meyer to the clerk of the board’s office.

Douglas said that the special board meeting would be needed because Meyer ’s office stated that it would no longer be able to do the job as of April 30.

“This puts us under the gun,” Douglas said.

Once passed, the responsibility would fall on clerk to the board Deborah Palmer to assign counsel in all family court matters where counsel was needed.

The board also approved a resolution to allow Essex County Sheriff Richard Cutting to set up a budget funded by a Homeland Security Grant for the purchase of a Recon Scout XT from Recon Robotics.

The grant will also pay for training on the equipment.

“There is a lot of training that is covered with the grant,” Cutting said. “This is a robotic device that will be able to be deployed for surveillance, bomb detection, hostage situation and other needs. It is basically something that can be used in areas where you do not want to send a live person into.”

Council voting change defeated PLATTSBURGH — A proposed change to the manner in which the City of Plattsburgh Common Council casts it votes, that would rotate the voting order, was defeated May 5. The Council vote ended in a tie, which was broken by Mayor Donald Kasprzak with a no vote.

Kasprzak said he thought the change might allow for agenda manipulation of certain votes.

Welcome center is back in business I-87 welcome center reopens after five-month closure

BEEKMANTOWN — The Beekmantown Gateway Welcome Center has re-opened.

The official “I Love New York” welcome center — situated off the southbound lane of Interstate 87 south of the Chazy exit — opened its doors May 9 after a five-month closure. The center closed in December after funding for its operation was eliminated from the 2010-11 state budget.

Ron Ofner, executive director of the Adirondack Regional Tourism Council, which oversees operation of the center, said the reopening was credited to efforts of people like state Sen. Elizabeth O’C. Little, R-Queensbury, and North Country Chamber of Commerce president Garry F. Douglas in pushing for essential funding to be restored in the state budget.

“Sen. Little was very influential in this as chair of the senate tourism committee,” said Ofner. “And, Garry Douglas, for the last year and a half, has been pushing for funding to keep the center strong.”

The center ’s first day back in business saw a “good rush of people” stopping in for information about things like local restaurants, attractions and lodging.

“Almost 100 percent of them were Canadian visitors,” said Ofner.

The center ’s reopening comes at a time when the Canadian dollar is slightly stronger, said Ofner, who said he is hoping to see more traffic here consisting of our neighbors to the north. The past few months of the center being closed resulted in the tourism council being unable to educate travelers about what is offered across the state — particularly the Adirondack Region, said Ofner.

“Certainly, we missed out on that opportunity,” he said.

“People were continuing on their travels without stopping in the North Country, which is unfortunate.”

However, not all hope is lost. According to Ofner, approximately one-third of those who visit the center are coming

from Canada and have never been to New York State. Now, when they visit, that’s when the council can spread the word about local businesses and attractions.

“We can point them to places in the Plattsburgh area or along the Northway corridor like Lake Placid and Lake George,” said Ofner, who added he is “excited” that the center has reopened.

Eric Tremblay of Montreal, Quebec, was among the Canadian visitors to the center reopening day, also excited to see the center back in business.

“I usually come here every second month or so,” said Tremblay. “It’s a great place to stop when traveling to New York City or if you want the latest information. There are a lot of maps available and the staff is always useful.”

Ofner said he is glad to have back the majority of the staff that ran the center before it closed in December. The center employs four full-time and one part-time employee. One fulltime position was eliminated, though Ofner said he feels thecenter ’s current staff can meet demands.

“We have a very experienced staff,” he said.

Though Ofner said the contract for the center was renewed for the coming year “contingent upon available funding,” he feels the need for the center has been demonstrated.

“I can only assume that as we continue to perform the services as well as we have in the past, and if we continue to have a supportive senator, we should be in good shape,” said Ofner.

The center is currently open seven days a week, from 8:30 a.m. to 4:30 p.m., and may be reached by calling 846-8016.

Airport security line approved PLATTSBURGH — Legislators in Clinton County have decided to add an additional security line to Plattsburgh International Airport. This was in response to prolonged days resulting from bottlenecks at the one security line the airport has presently. The structural changes required to accommodate another line are estimated to cost the county $60,000. Deputy County Administrator Rodney Brown hoped the project would be finished by mid-summer.

Utility billing deal offered ROUSES POINT — Residential customers who have a 12-month clear record with the Village of Rouses Point Municipal Electric Department will once again be offered a budget billing arrangement. The proposed 2011-12 annual budget for the Beekmantown Central School District is $38,721,107, a 3.37 increase over last year’s budget of $37,458,259. The budget being put before voters utilizes $3.5 million in undesignated fund balance to offset expenditures and will see an increase in the tax levy — the amount to be raised by taxes — over the current amount by $2 million. The budget also results in an increase in the tax rate by $1.38 per $1,000 of assessed property value, with the new proposed rate being $16.84 per thousand.

The budget also calls for eliminating six elementary school level teachers, one foreign language teacher, one science teacher, one social studies teacher, and a part-time universal pre-kindergarten teacher. Other positions already reduced or still planned to reduce included: two typists, two social workers, one account clerk typist, one part-time computer application teacher, one computer resource teacher, one part-time school psychologist, one part-time teacher aide, and the director of curriculum and instruction.

The position of computer lab assistant that equates to three and a half full-time positions are also proposed to be eliminated.

Superintendent Scott A. Amo said the district also offered an early retirement option to qualifying employees with funding made available through the federal government.

Chazy Central Rural School The Chazy Central Rural School District has proposed a $9,911,907 budget for the coming school year — a $921 increase over last year’s overall budget equal to a 0.01 percent climb. The budget calls for a 2.68 percent increase in the tax levy, with an estimated tax rate of $18.33 per $1,000 of assessed property value — a 48 cent per $1,000 increase over last year.

An increase in the tax levy — the amount to be raised by taxes — over the current amount by $2 million. The budget also results in an increase in the tax rate by $1.38 per $1,000 of assessed property value, with the new rate being $16.84 per thousand.

Superintendent John Fairchild said a cut in state aid amounted to approximately $880,000, leading the board of education to look for ways to offset the lack of revenue.

“Our first goal was to find a way to maintain student programs with minimal impact on staffing,” stated Fairchild.

“Through a careful review of the prior budget, we identified savings that amounted to over $300,000 that would not affect staff or programs.”

The board decided to increase the amount of unappropriated fund balance to be used in the budget to $950,000. In addition, approximately $88,000 of state aid cut was reinstated.

“These actions, combined with the

Chazy Teachers Association and all administration agreeing to a pay freeze, allowed us to meet our first goal,” Fairchild said. “Ongoing negotiations with Civil Service Employee Association members may lead to additional savings for next year.”

“Without the concessions from the Chazy Teachers Association up to 17 faculty members could have been reduced by one class each,” added Fairchild. “This would be the equivalent of three full-time positions. The reduction in courses taught was proposed as a way to reduce costs more equally and to keep program offerings close to this year’s offerings.”

No student programs were reduced and no faculty positions were reduced due to the budget. A full time and a part time position that were grant funded for this year were eliminated.

“As a new superintendent, I was aware that the economic climate in our nation and state would make developing a budget a considerable challenge,” Fairchild stated. “I just wasn’t aware of how difficult it actually would be this year.”

The ballot will also include a proposition for the district to disburse $35,000 to the Chazy Public Library in annual support of its programming.

Northern Adirondack Central School

The Saranac Central School District will offer voters a $31,455,381 budget, which equals a 0.87 increase over last year ’s budget of $31,726,903. The school district was facing a nearly $4 million budget deficit, with potentially 14 teaching positions recommended for elimination or reduction. However, the Saranac Teachers Association made concessions in contracts that amounted to more than $500,000, according to superintendent Kenneth O. Cringle.

The result, said Cringle, is a budget that bears a 3.37 percent increase in the tax levy from $11,068,681 to $11,441,401. Though the tax rate hasn’t been finalized, information provided by the district shows a person with a home valued at $100,000 could expect to pay a tax bill of $1,886, which amounts to $62 more than last year.

Positions cut include one part-time building maintenance employee and one full-time auto mechanic, and reductions include taking a district office position to part-time and reducing a typist position to 11 months. Other cuts include the purchase of a new bus, winter junior varsity cheerleading and Modified B basketball and the purchases of a new and soccer uniforms and a scoreboard for the athletic department.

Other reductions include reducing the amount of supplies purchased for the district and other miscellaneous reimbursements.

“I am relieved and pleased that the district is able to maintain existing programs and services for the students through 2011-2012,” Cringle said. “The teachers, administrators and supervisors contributions were critical in making this happen.

I remain concerned about meeting the needs of our students beyond 2012 due to our struggling economy and the continued decline in state and federal revenues.”

The proposed 2011-12 annual budget for the Northern Adirondack Central School District is $18,266,725, a 0.06 percent increase over last year’s budget of $18,277,852. The budget will result in no increase to the tax levy and a 2 cent reduction in the proposed tax rate, or $10.70 per $1,000 of assessed property value. In addition, there will be no reduction in staffing or programs, according to superintendent Laura J. Marlow.

Though facing “tough economic times,” Marlow said the district worked hard to maintain a budget that would continue to provide “a quality education for the children of our school district.”

The 2011-12 budget reflects “months of cost analysis, planning and careful deliberations,” Marlow said. However, the district was able to offset a reduction in state aid by several methods, including reducing supplies and materials, eliminating new equipment purchases, more steps toward energy conservation and other cost containment measures.

“Despite one of the lowest budget to budget increases, the budget sustains our academic programs, preserves class sizes, affirms our commitment to health and safety, and accommodates the education of students with disabilities,” Marlow said. “This year’s budget is responsible to taxpayers and responsive to the needs of our children.”

Propositions on the ballot include the purchase of three new buses not to exceed $311,466, and one that would change the election of board of education members to an at-large system. Currently, a board candidate must specify the seat for which they are running.

The Northeastern Clinton Central School District will also maintain an annual budget with no increase in taxes for third year in a row. Though the proposed 2011-12 budget amounts to $28,499,357 — a 2.5-percent increase over the last year — district officials utilized reserve funding to offset increases in expenses such as contributions to the teacher and employee retirement systems, health insurance and salaries.

The budget will result in the loss of one teacher aide position.

“Each line of the budget has been carefully scrutinized for the past few years with many adjustments that have not harmed instruction,” stated superintendent Peter J. Turner. “This is a responsible budget that keeps the tax rate stable for another year with no increase in the tax levy. Next year will be a more challenging year when federal funds are gone.”

Propositions on the ballot include the purchase four new buses at a cost not to exceed $107,250 each, or a grand total of $429,000, and one that would change the election of board of education members to an at large system.

Brook trout boot camp A

las, I have returned from yet another successful week-long fishing trip deep within the Adirondack wilds. I timed this one perfectly with ice out and my crew was rewarded with plenty of spunky spring brookies for our effort.

This was my annual trip into the St. Regis Canoe Area, an outing that has become a tradition for half a dozen of my fishing chums and I. Last year we celebrated my Dad’s 75th birthday there. This year we dubbed the trip “Spirit of 76” in recognition of his B-day, even though he was unable to tag along because of work commitments.

Rest assured, you were there in spirit, pop.

Probably a good thing he missed this one anyway. While we caught a ton of fish, the atmosphere was dampened by five straight days of rain. Seriously, it started pouring last Sunday and did not stop until it turned to snow Thursday. Ponds ran high and brooks and rivers were roaring.

We’d head out in our canoes just long enough to get soaked, return for dry clothes and head out again. At one point, my buddy joked that he could have stood in an ice cold shower with his pack on for a day and come out dryer. We’re actually contemplating using that as a training exercise prior to next year ’s jaunt.

There’s a thought — brook trout boot camp. Force cadets to march 5 miles through the forest carrying a Radisson and a 60pound rucksack full of food and fishing equipment, while swatting black flies from their foreheads without dropping the 30-packs from under each arm.

Only a select few will make it, but they’ll be rewarded with washing meals of cold Spaghetti O’s down with frozen beer after sleeping on the ground in a paper-thin bag in near sub zero temperatures during driving rain and gale-force winds.

For those who are interested, I’ll have a sign up sheet tacked to my door.

In other outdoor news, the state is poised to ink a bill allowing junior bowhunters to hunt big game at 12 years of age with adult supervision. The current age restriction is 14 years.

This is an important piece of legislation as it has been proven that introducing our youth to the sport of big game hunting at an early age increases the likelihood of them participating for life.

I also personally believe that bowhunting is an excellent way to introduce the young to hunting as it teaches patience and safety.

Spring Break Out Ride set The Hague Fish & Game Club has scheduled its Spring Break Out Ride for Saturday, May 14. This event, which includes an ATV and horse ride, will start at the clubhouse at 9:30 a.m. The fee this year is $15 as the club members will head onto the T&T lease and back onto club property.

All ATV riders must wear helmets and provide proof of insurance. Refreshments will be available, a horseshoe tournament will start after lunch and music will be played into the night. Club officials would also like to remind members that dues are due by July 1.

Robinson to wrestle collegiately at the University of Buffalo

keith@denpubs.com PERU — It’s a program that is on the rise, sending six wrestlers to the NCAA Division I wrestling tournament this past season.

Now, a four-time New York State Champion is hoping that the University at Buffalo Bulls program will help him reach his next goal: National All-American.

“I’m hoping to be pretty competitive in Division I and hoping to make it to the NCAA’s in my first year and place right off,” Arik Robinson, Peru’s wrestling star over the past

five seasons, said about his decision to sign with Buffalo.

Robinson signed a letter of intent to wrestle for the Mid-American Conference University May 5, officially joining teammate Patrick “Pappy” Hogan as a Division I athlete (Hogan had previously accepted an offer to wrestle for the Ivy League’s Harvard).

“We are using this day to celebrate the accomplishments of out two great wrestlers in Pappy and Arik,” said Athletic Director Larry Ewald at the press conference where Robinson signed his letter of intent to grapple for the Bulls. “We don’t get that happening around here too much.”

Indians head coach Mike Hogan said that the commitments of Robinson and his son doubles the amount of Division I athletes to come out of the program from two-to-four.

Robinson said that the key factors in his decision were his confidence in the coaching staff and the depth of the program.

“They have great coaches and a couple of guys at 125 that I can work with to help make me a great wrestler in college,” Robinson said. “I saw that they had three other guys there. I look at it as it is going to be a harder way for me to get onto the mat for the Bulls and get me to be a better wrestler.”

Currently, the Bulls roster features fresh-

men Max and Mike Soria along with redshirt freshmen Sean Walton at 125. The Soria brothers wrestled previously for Kings Park in NYSPHSAA Division I with Max finishing in third place and Mike finishing in fifth place at the 2010 NYSPHSAA wrestling tournament, while Walton wrestled for Palmyra-Macedon, who finished second at 125 in the 2009 NYSPHSAA state tournament and third at 119 in the 2008 tournament.

Robinson finished his career with a record of 180-10, winning one state title at 96, one at 103 and the last two at 112.

Knights earn track and field wins Zach Ziemer scored wins in the 3,200-relay, 200, 1,600-relay and 400 as the Knights swept the Blue Bombers and Patriots May 3.

Justin Bresette scored wins in the 3,200 and was part of the winning 3,200 and 400relays. Barrett Waling won in the 800, 1,600 and 1,600-relay.

Paul Ford won the 110 hurdles, 400 hurdles and high jump for the Patriots, while James Rock claimed the high jump and triple jump.

For the girls, the Lady Knights split a pair of meets, beating the Lady Blue Bombers but losing to the Lady Patriots Margaret Champagne earned victories in the 800, 3,000 and 3,200-relay for the Lady Knights, while Paige Spittler (3,200 relay, 400) and Melissa Whyman (1,500, 400 hurdles) scored two wins each.

Sidney Flint won the four events (100, 200, long jump, triple jump) for the Lady Patriots, with Alexis Hamilton winning the 100 hurdles and 400-relay, while Raychel Agoney won the discus and shot put.

Saranac Lake 74, PHS 58 Saranac Lake 67, PHS 55 Dylan Dawson scored wins in the 1,600, 1,600 relay, 400 relay and 800 to lead the Red Storm in a sweep of the Hornets track and field teams May 3.

Justin Curtis won the 110 hurdles, triple jump and long jump for the Hornets.

In the girls meet, Nickie Trudeau (1,000relay, Hurdles, 100) and Vanessa Salamy (1,000-relay, 100-hurdles, triple jump) scored three wins for the Lady Red Storm.

Emma Deshaies and Gracie Chisolm were each part of the winning 3,200 relay team, while Deshaies added wins in the 400 and 800, and Chisolm finished won the 1,500 and 3,000.

Saranac 122, NCCS 10 Saranac 96, NCCS 32 Maxine Rock placed first in the 400, triple jump, 200 and 400 relay as the Lady Chiefs beat the Cougars May 3.

Connor Christopherson finished first in the 400 hurdles, 110 hurdles and the 200 for the Chiefs boys team in beating the Cougars, as well.

Mallory Honan won in the 100 hurdles, 400 hurdles and long jump for the Lady Cougars.

AVCS 66, Beekmantown 63 Beekmantown 82, AVCS 59 The Patriots scored wins in each of the field events in beating the Eagles May 5.

James Rock won the long jump and triple jump as well as the 1,600-relay, Paul Ford scored a victory in the high jump as well as the 110-hurdles and Garth Benway won the shot pout and discus to help the Patriots to a three-point victory.

Jacob Montefusco (1,600-relay) and Alexander Conner (400) also scored wins for the Patriots.

Colin Quackenbush won in the 3,200-relay and 800 for the Eagles, while James Bishop won the 3,200-relay and 200.

In the girls events, the Lady Eagles were led by Mikaela Frechette, who won in the 100-hurdles, 400-hurdles, high jump and sprint relay.

Jess Huber (100, 200, long jump), Kaile Villemaire (3,200-relay, 400-relay, 400) and Grace Kelly (3,200-relay, 400-relay, 3,000) all scored three wins, while Stephanie Clookey won in the 3,200-relay and 1,500.

Raychel Agoney won the shot and discus for the Patriots, while Sidney Flint won the triple jump.

For the Lady Indians, Lindsay Lamica won the 100 and 400-hurdles along with being part of the 400 and 1,600-relay teams.

Ashley Carpenter won in the 100, 200, long jump and sprint relay. Lea Perry won the 400-relay, 1,600-relay and high jump, while Ashley Leta (1,500, 3,000) and Chelsea Johnston (discus, shot put) each won twice.

For the boys, Tre Bucci scored wins in the 100, 400-relay, 800 and 1,600 relay to lead the Hornets.

Andrew Favro won in the shot put and discus as well as the 3,200 relay, while Justin Curtis (110-hurdles, high jump), Jordan Knight (1,600 relay, 400 relay) and David Ferris (3,200 relay, triple jump) each won twice.

Halie Snyder won in the 100, 400 relay and 400 for the Emus, while Julia Cox won in the 1,500 and 800 with Jessica Caner winning in the long jump and triple jump.

CHAMPLAIN — “Noadiah Moore: Freedom’s Herald” will be presented by historian Don Papson, founding president of the North Country Underground Railroad Historical Association, at the Samuel de Champlain History Center, 202 Elm St., 7 p.m. on May 18. The public is welcome to attend.

Moore and his wife lived in Champlain prior to the Civil War, during which time they sheltered fugitive slaves in their home.

Moore was a leader of the local Liberty Party, founder of the Clinton County Anti-Slavery Society, in addition to being an anti-slavery lecturer.

PLATTSBURGH — Abby Paige will perform “Piecework: When We Were French,” a one woman performance piece that explores French-Canadian immigration to New England, at the Stafford Center for the Arts, Science and Technology Theatre of Clinton Community College May 6.

Admission is free, but tickets are required and available on a first come, first served basis. PLATTSBURGH — The Northern Forest Explorers Program has announced its Adirondack summer schedule. For youth ages 10-14, the Northern Forest Explorers Program takes participants on 5-day paddling trips. A session will run in the Old Forge/East Bay region from July 11 through July 15. A session will run in the Long Lake region from July 18 through 22. And a session will run in the Tupper Lake/Saranac Lake region from July 25-29. The cost is $100 per student; financial aid is available. Space is limited. PLATTSBURGH — The Champlain Sail and Power Squadron will be conducting a basic boating safety course (America's Boating Course), on Saturday, May 14, and Sunday, May 15, at the Lodge at Gander Mountain Sports in the Champlain Center Mall.

The course will be approximately 8 hours in length and run from 9:30 a.m. to 2:30 p.m. on Saturday and from 10:00 a.m. to 3:00 p.m. on Sunday, with a break for lunch each day.
