The Housing Assistance Program of Essex County is issuing their last call for homeowners with failing septic systems to come forward so that the agency can apply for an annual Community Development Block Grant. The agency needs 30 applicants to identify an ongoing need within the county. Twenty more low-to-moderate income homeowners are needed. The agency typically helps about 25 first-time homeown-

Replacing a failed system can be a costly endeavor, he said, and this application will allow the agency to peel off that one item from a list of possible home improvements and immediately get to work. A site investigation and an engineered site plan are often required, while many systems are in difficult locations like near lakes and rivers. Signs include frequent pumpings and flushings, pooling water and a pervasive smell. Community Development Director Bruce Misarski cited a success story:

Last year, the agency received a call from a local family whose residence was surrounded by multi-million dollar homes. The neighbors were complaining but felt hopeless because they couldnÕ t afford an overhaul. HAPAC paid for the engineering and for the contractors to repair the ailing system. The deadline for homeowners to step forward is Feb. 20. Annual income limits for applicants are based on household size. For a single-person household, the limit is $33,350. For a household of four, the limit is $47,600. Prospective applicants are encouraged to HAPEC at 8736888 for more information.

NEWCOMB Ñ Residents of this small rural community rejoice, Newcomb will host its first ever Winter Fest on Feb. 14. The celebration hopes to shine a light on all of the recreational activities that the township offers not only in the winter but year round, giving a little bit of credit where credit is deserved. Kelly Stamas-Audino, head of the Chamber of CommerceÕ s Advertising Committee, moved to Newcomb just two years ago but is already feeling like part of the community. KellyÕ s connection with the area and her neighbors speaks volumes for what the town stands for. Ò We have owned property in Newcomb for almost 12 years but have only lived her full time for two winters but it is just amazing to me everything that is happening here in the last couple years,Ó said Kelly. Ò Knowing your neighbor and being involved in your community is just an easier way of life, a more relaxed way of life and a better quality of life...itÕ s everything.Ó Everything seems like a big word to describe such a small town, but Newcomb certainly has a lot to offer. In conjunction with several winter time activities, Winter Fest will also bring awareness to the family fun that is waiting to be experienced in the expansive outdoor area that go by the name of Newcomb.
