Officials come together, announce new network.

By Stephen Bartlett stephen@denpubs.com ALTONA — New York State police were driving on Irona Road in Altona early Saturday morning, Oct. 20, when they noticed large amounts of smoke pouring out of a shed.

They found a meth lab inside.

Two men, one from Altona, now face charges related to manufacturing methamphetamine.

It was around 2 a.m. when police spotted the smoke coming from the shed located at 404 Irona Road in Altona.

Horses and zombies raise money in Morrisonville

By Stephen Bartlett stephen@denpubs.com MORRISONVILLE — It seemed more like early evening than morning under an overcast sky as bright orange and yellow leaves fell from the trees lining the winding dirt road and onto the heads of hungry zombies.

They hid just off the lonely road, some crouching behind fallen rock walls, others breathing heavily, waiting as the oblivious runners approached.

Then, just as the first group of 10 or less crossed their path, they erupted from the forest and grabbed the racer ’s pink flags, growling as some runners employed football fakes to escape unscathed, shrieking as they quickened their pace.

“We love chasing people in the woods, and we like to help out the community,” said Kyle Kelly, a Plattsburgh State student, member of the school’s baseball team and zombie for a day. “We do a lot of community service events.”

Fiber optic network improves North Country healthcare

stephen@denpubs.com PLATTSBURGH — Fiber optic telecommunications will improve the quality of health care at a time when health care is asked to do more with less.

Rural health care facilities in eight counties in northern New York will have high quality, affordable digital connectivity necessary to share telemedicine and telehealth services starting in late November.

The Adirondack – Champlain Telemedicine Information Network (ACTION) is a regional initiative formed to create a fiber optic telecommunications and telemedicine network that connects eight participating hospitals, 40 primary care facilities affiliated with these hospitals and the St. Regis Mohawk Tribe Health Care Facility.

“Elizabethtown Community Hospital has had access to its own fiber optic lines, along with the ability to offer telemedicine, for a number of years,” said Jane Hooper, Director of Community Relations for Elizabethtown Community Hospital. “The completion of this regional project will give ECH the opportunity to expand its telemedicine capabilities to any hospital within the region; increasing access to specialty care from its facility in Elizabethtown and its community-based health centers.

“Additionally, it will allow ECH to easily share patient information; increasing patient safety by alerting providers to allergies or pre-existing conditions that may affect treatment.”

The network encompasses Clinton, Essex, Franklin, Rensselaer, Saratoga, St. Lawrence, Warren and Washington counties in New York and extends to Fletcher Allen Health Care in Burlington, Vermont.

All gathered stressed that the fiber optic telecommunications system will improve health care quality, patient safety and maximize cost efficiencies at a time when health care must do more with less.

Lawmakers who played a key role in gaining funding for the project included Congressman Bill Owens, Senator Betty Little and Assemblywoman Janet Duprey.

The Research Foundation of the State University of New York is the legal entity that administered the FCC program for the Rural Health Care Pilot Program contract of $8,998,004, awarded to ACTION. They were assisted in this effort by the Fort Drum Regional Health Planning Organization.

CVPH Medical Center is the lead eligible provider for the FCC Rural Health Care Pilot Program and SUNY serves as the fiscal administrator.

Plattsburgh State provides that link to SUNY’s Research Foundation, a private, nonprofit educational corporation that administers externally funded contracts and grants for and on behalf of SUNY campuses.

The Development Corporation of the North Country will utilize multiple local service provider networks to connect ACTION member locations throughout the region.

Electoral College fails NY residents

Lets keep the debates going

It’s time for a change

he recent presidential and vice presidential debates have been closely watched by the American Public. In an era when television has moved away from serials, dramas and sit-coms in favor of reality TV, and the major media outlets have moved from watchdog journalism to entertainment news, we should consider replacing the State of the Union Address and infrequent press conferences with live debates.

Our presidents and congressional leaders have failed to serve their constituents, allowing gridlock and partisan feuds to rule the day. Instead of feeling hopeless, awaiting the next election cycle to see if a true leader can emerge, why not demand that they debate the issues they all claim they want to solve? Instead of pawns we could become participants in the live drama by becoming far more aware of what is going on in our nation’s capital.

At least once per year the president should spend an hour-and-a-half debating major issues with a member of the opposing party, such as the Speaker of the House or Senate Majority Leader, and explain what they are doing or why they haven’t accomplished the many promises they so adamantly told us they would accomplish if elected. This would give each side a stage to bring the compelling issues before the American public. Nowhere to hide, nowhere to run. They can call each other liars and insist the facts have been twisted, but the major issues of the day would be front and center and in full view of the American public instead of presented at staged, scripted events.

Take for example the current issues swirling around the now confirmed terrorist attack in Benghazi. How much would we know today were it not for the debates and upcoming elections? The press didn’t demand accountability until more details were coming out as a result of the debates. How serious are presidential appearances and interviews on shows like the View, late night comedy shows or Entertainment Tonight? Our nation’s leaders have been able to hide behind subordinates and entertainment celebrities instead of facing the nation and responding publicly and personally to their critics.

Take for example a recent appearance on ABC’s the View. Whoopi Goldberg barely let Ann Romney settle into her seat before quizzing the candidate’s wife, asking why Mitt Romney didn't serve in Vietnam, if the couple is prepared to console families of fallen soldiers, their stance on abortion and issues related to the Romneys’ Mormon faith. ith the presidential campaign in its final days, enthusiasm for this year ’s election is nearing a peak. It’s too bad your vote won’t matter.

That statement is heresy in the United States, a nation where we’re taught almost from birth the value and responsibility of voting in a democracy — but it’s true in our case. That’s because no matter how we vote, New York’s 29 electoral votes will go to President Obama.

That’s the nature of the Electoral College, which was established by our founding fathers in the Constitution as a compromise between election of the president by a vote in Congress and election of the president by a popular vote of citizens. When we vote, we are actually voting for “electors” who will represent us in the actual vote for president.

The Electoral College consists of 538 “electors.” A majority of 270 electoral votes is required to elect the president. A state’s allotment of electors equals the number of members in its congressional delegation.

In every state but two, Maine and Nebraska, the Electoral College is winner take all. That means a candidate gets all of New York’s 29 electoral votes, even if he wins the state popular vote by one ballot.

Because New York City is so heavily Democratic, New York State’s 29 electoral votes will go to Obama. No matter how passionate the debate may be throughout the North Country, Obama will win New York State.

Our vote, at least for president, means nothing.

We’re not alone. In fact, virtually all the pundits believe this presidential election will be determined by seven to nine “swing” states, states where the popular vote could push the electoral vote either way.

That’s why Obama and Republican challenger Mitt Romney are willing to spend days, even weeks, and millions of dollars in states like Ohio, Virginia and Florida while ignoring New York and other states.

Candidates generally like the Electoral College. It allows them to focus their time, energy and money on key states. Citizens should not be as happy with a system that disenfranchises so many voters.

If our president was elected by popular vote candidates would be forced to appeal to all voters across the country. They would no longer be able to simply write off entire regionals as a lost cause and simply take other states for granted.

It’s time that one man, one vote becomes more than a slogan. It’s time for everyone’s vote to count. Changing the Constitution is a serious, difficult thing, but it’s time to revisit the Electoral College.

This interview took priority over meeting with world leaders at the UN while in New York City.

Facing off directly against those who adamantly oppose their actions would better enable the American public to determine the shortcomings of our nation’s leaders. If the problem is Congress, the president can call them out and ask the public for their assistance to move issues through the House or Senate. If legislation isn’t passing because congress is loading up bills with pork barrel items the president can specifically address those issues to the public. But if it’s clear that the president isn’t providing the appropriate leadership as promised to move the country forward, the public and the press will be compelled to demand greater accountability.

To make the discussions more focused and to ensure the moderator is not spellbound by the participant’s celebrity, nor bullied due to their powerful perseverance, I would suggest we enlist the services of a former US president to control the evening’s discussions as the moderator. By keeping the press off the stage their primary role becomes reporting and not interjecting themselves or their opinions into the issues at hand. Who knows, it might even produce a return to more balanced journalism.

Should one party control all three houses the organizers would then ask for a national opposition leader to step forward and provide the opposing viewpoint. My final suggestion would be for the League of Women Voters to be the non-partisan organization to oversee the debates as opposed to subordinates of those debating or party officials.

We must find a way to break the deadlock that has continued to grow worse in Washington. This might be a way to do just that. If you think this idea has merit spread the word—it might just take root.

Take the time to get to know your neighbors O

f course, that often occurs in small neighborhoods, with some neighbors becoming the best of friends and others not necessarily liking each other but choosing to live amicably beside each other, for the good of themselves and the neighborhood as a whole.

Then there are those occasional horror stories in which the dislike overrides everything and mini wars break out on the block, often resulting in destruction on both sides and an overall sense in the neighborhood, or at least on that block, or at the very least between those two houses, a peace accord is needed.

Still, the best thing to do is meet your neighbors, and this is especially important when there are transient populations.

Since I have been a journalist in this area, starting in March of 2000, there was no end to horror stories each semester in which college students, often drunk, destroy parts of the neighborhoods they live within in the City of Plattsburgh, usually the center city, though groups of them are spread out throughout the city.

It should be noted that we are talking about a small number of students when compared to the entire student body at Plattsburgh State. I continue to consistently meet respectful students at the university who are clearly on their way to bright futures.

But some students destroy property, scream on the way home and even enter residences, only to vomit and pass out in someone else’s living room.

I recall one particular time when a single mother struggling to pay the bills and put food on the table while dealing with her child’s severe and costly medical issues had both side mirrors to her car practically kicked off, definitely destroyed, and other property damaged too. She did not need that expense and hassle on top of everything else.

But the university and the city started a partnership in which permanent residents meet and get to know their college neighbors shortly after the students moved in. These residents even speak at orientation, directly addressing the issues they faced.

From the Editor’s Desk snacks and conversation, and to this day many students share with their friends how they love so-and-so’s chocolate-chip cookies.

I doubt this venture reduced drinking among the students living their who decide to drink, but it has helped reduce the number of incidents - at least in those neighborhoods where this occurs – in which students destroy property.

It’s really quite simple. A group of students go downtown

and drink, and on their way home, some of them, possibly drunk, get that urge to destroy property or scream at the top of their lungs, but then they remember, “Wait, this is Erica’s house,” or, “John’s kids are sleeping right in that room and if we scream we are going to keep them up.”

Obviously not all students participating in this destructive behavior are affected this way and behave this way, but if some of them are and the amount of destruction or dangerous behavior reduces, then this partnership is clearly working.

The students are less likely to behave the same way if they suddenly feel invested in their neighborhood and if they know and can put a face to neighbors they have spoken with. Suddenly, some of them start to recall who they are negatively impacting, and they happened to like Marie and her yummy brownies and how nice she was to all of them.

I’ve heard some people in various parts of the city complain this year about noise and property destruction. I know where I live there are a group of students

who party loudly each weekend, driving their cars dangerously down the road and at times making a mess.

Well, my suggestion to myself and others is to get to know these students. Have a conversation with some of them and ask them about themselves, sharing a little too. I wouldn’t suggest doing this while the party is occurring or when they are walking home buzzed, but if an opportunity arises, offer an introduction, so they can feel part of the community and know when they behave certain ways they are impacting people they have met.

I would suggest calling the college to get contact information from those who have already established such routines and seen the results. They will likely be able to help you get started and offer much wiser advice than I can.

But the small amount of time you devote to this endeavor could go a long way to improving the quality of life in your neighborhood.

In fact, I struggle with adult conversation. I long to have close friendships with other women, but seem to lack the ease with which they effortlessly chat. Even sitting at a sporting event causes me unease and is troublesome. Do you have some advice?

ust to set the record straight, even those who seem to be “oh-so conversational and carefree” struggle with social situations from time to time. You are not alone, but being shy really adds additional stress. An excellent strategy to use in any social setting is to introduce yourself and ask the listener about herself. Keep the conversation focused on the other person; your listener will feel flattered that you find her (or him) interesting and it is an easy way to find commonalities that gently lead to friendships.

Some women have lived and worked in the same place forever, so they have established friends and don’t realize that they are exclusive. They don’t even think to say ‘hello’ to a new comer. It may be your job to say hello and then just start taking it all in. It is very valuable to your long term well-being to ease into the social scene. Be your genuine self and be upbeat, people respond positively to positive people. Remember, if you do not make the first move, others may think you are stand-offish – be low key and friendly and people will respond in a kind and open man-

ner.

Attending large meetings or events can make you feel like an outsider, but joining a work group or action committee within an organization; for example, a church, civic organization or school, can give you the forum to make friends while actually accomplishing something. It is especially good for more reserved people, as everyone needs to participate to accomplish a goal and there can be a lot of camaraderie in that! Join a group that is meaningful to you – this sounds like common sense, but this will give you more confidence to share your thoughts, ideas, and passions.

What you are thinking about, what is on your mind, is probably quite universal. The best conversations we have stream from a thought that someone is daring enough to bring up! We all like to laugh and poke fun at life! When you surround yourself with like-minded people you will find that your shyness begins to fade away and you are comfortable and confident. Make no mistake, this is a skill and may not be easy when you first make an attempt; however, practice and small steps will lead you to a fulfilling social life.

Believe that your deepest anxieties are common to us all.

Everyone has had their share of struggles, disappointments and set-backs. Positive people tend to focus more on the positive aspects of life, which sometimes can be interpreted as “having the world by the tail”. You can create

Chazy attorney suspended from practicing law

stephen@denpubs.com CHAZY — Marcia J. Moss has been practicing law in New York since 1996.

She’s run into problems with billing in the past.

More recently, complaints about the Chazy attorney’s billing policy caused her to be investigated by the Committee on Professional Standards.

She was found guilty of misconduct and has been suspended from practicing law for one year, according to the Appellate Division of the State Supreme Court.

The Committee on Professional Standards said Moss initially did not cooperate with its investigation.

When she did cooperate, the court found her guilty of misconduct relating to the “disorganization” within her home-based law practice.

The Committee on Professional Standards covers 28 counties and reviews complaints pertaining to the professional conduct of attorneys practicing or conducting business in

the state’s Third Judicial Department.

Moss was reprimanded three times previously for failing to cooperate with the committee, an action that results in misconduct if the attorney is under investigation.

After reviewing all material pertaining to Moss, the committee determined she should be suspended from practicing law for one year.

She could shorten the suspension if she

completes six credit hours of continuing legal education classes in law office management, as well as other class work.

Moss must pass the Multistate Professional Responsibility Examination.

Clinton Community College nursing graduates shine

PLATTSBURGH — Clinton Community College’s nursing program is used to accolades.

Over the years, if it is not employers on both sides of the lake raving about the nursing graduates the school produces, it’s the graduates themselves boasting about an intense program that sent them fully prepared and competitive into the workforce.

Several other organizations have recognized the graduates and the school’s program as well, on more than one occasion.

“We are extremely proud of our graduates and nursing instructors,” said Dr. Kathleen Kasprzak, CCC Director of Nursing. “It speaks to the undeniable hard work and dedication put forth by both groups. We couldn’t have been successful without the significant efforts of the entire college faculty, staff and administrators, as well as all clinical site staff.”

Students who successfully complete CCC’s nursing program must pass the exam in order to continue employment as a Registered Nurse. The national exam measures competencies required to perform safely and effectively as newly licensed nurses.

“Year after year, Clinton Community College nurses exceed the state and national pass rate on the NCLEX exam, but this year ’s accomplishment is especially remarkable,” said CCC President John Jablonski. “Our outstanding faculty and staff are helping to ensure that Clinton County has a steady

stream of top-notch Registered Nurses to meet the healthcare needs of our community.”

CCC’s nursing program started in 1977.

This past May, 40 students graduated from CCC’s nursing program under Kasprzak’s supervision.

“In anticipation of the looming nursing shortage, it is our intention that we continue to graduate the competent, caring nurses that Clinton has come to be known for, in order to meet the healthcare needs or our local and regional communities,” Kasprzak said.

CCC has long been doing that, both locally and across the lake, with Fletcher Allen Health Care once rating nurses it employed and saying those who graduated from CCC were often its very best.

“I am very proud of our nursing students, faculty and staff,” said CCC Vice President of Academic Affairs Dr. Cheryl Reagan.

“Clinton County is fortunate that local students have access to such a high quality program.”

Three counties meet to discuss sex offender laws

Richelle Beach of the Clinton County Child Advocacy Center said that in the bigger discussion of sexual offenses, the conversation has to also focus on prevention.

“Only 5 percent of the cases involve strangers,” Beach said. “I have only seen two cases of stranger case in Clinton County, and we were unable to confirm one of those. The other was a girl that was trying to hook up with someone online. These are trusted individuals. These are people that have taken years to build up the trust of the family. We need to get away from the idea that the guy in the white van is going to pull up and run away with our child. It is happening with people that we know and it is happening in homes where there are people that we thought we could trust.”

Sprague also said that there needs to be services in place to help victims, especially in cases where families are pitted against each other.

“The biggest thing is having services for the child so that they do continue to testify,” Sprague said. “Can you imagine being 6 years old standing up in front of a courtroom and testify to a bunch of strangers about being raped by someone you loved and then have your mother get up on that stand and testify against you?”

Elizabethtown Supervisor Margaret Bartley said that she had a new perspective after the meeting.

“I came in here thinking about where the sex offenders are living and that seems to be the least of our concerns,” Bartley said.

“It seems that you are saying that we need to look at the bigger issues and child advocacy.”

“The people that we are worried about are in the homes right now,” Beach said. “The red dots on the map are people that we are already watching.”

Essex County Sheriff Richard Cutting said that his office routinely makes patrols to watch out for registered offenders and make between six to eight arrests annually of those who have moved or changed their living circumstances without notifying the authorities.

Clinton County Sheriff Dave Favro also spoke about the Sex Offender Watch program which is offered in his county.

keith@denpubs.com ELIZABETHTOWN — Government officials from Clinton and Franklin County came together with peers from Essex County Oct. 22 to discuss the issue of sexual crimes, especially those involving children.

The sexual offenders laws task force committee was the brainchild of Jay Supervisor and county Chairman Randy Douglas after he heard from residents in his town concerned about registered sex offenders living near buildings in the AuSable Valley Central School District.

“There were some concerned citizens in different areas about how we share information and the rules and regulations in the sex offender registry laws,” Douglas said. “I think that it is important today that as we share information that we all come away from this realizing that we are doing what is best to keep our communities safe.”

Essex County Attorney Daniel Manning said that enacting new laws at a county level could prove a challenge with many being challenged on the basis of pre-emption.

“If the state of New York has enacted a law that already covers a subject matter and has decided to take control of that field, then the courts will not allow local municipalities to enact local laws that are accompanying the state law,” Manning said. “You would have a severe challenge to it.”

Essex County District Attorney Kristy Sprague took time to talk about the different levels of sexual offenders on the registry, saying that Level 1 offenders are the least likely to commit another offense, while Level 2 represented a moderate risk and Level 3 a severe risk.

Sprague added that she felt the laws needed to be updated to bring them into the electronic age.

“One of my main complaints is that this has never been updated to include cyber crimes,” she said. “There is nothing on here saying that someone used a computer to gain a relationship with a child. We are seeing a lot of that where texting and messaging is being used as the first contact. If there is one suggestion I would make today, it would be to change that scoring system to

I'm convinced that what we need to do as a society, collectively, is that we need to get together and we need to educate. We need to let the victims know before they are victims that this is wrong.

The discussion also involved local school administrators.

“This is the best first start for us,” AuSable Valley Superintendent Paul Savage said. “What people are hearing here is no different then what we are hearing. I think that this is a great start, and I don't think that we should stop. We need to keep this discussion open.”

“There have been strong partnerships that have been established over time that I saw through my work when I was in Clinton County,” current Elizabethtown-Lewis interim and former Peru Superintendent A. Paul Scott said. “It has been very helpful for us to be able to learn more through the partnerships that we have. We were appreciated that we were invited to be here to talk about this issue. I would encourage you based on what we have learned today to looking into the same type of partnership that there is in Clinton County.”

“One of the biggest things in my district is continuing to get the information to us so we can get the information out to the parents and continue to educate the students and parents,” Moriah Superintendent William Larrow said. “We need to continue to get funding that will allow us to bring programs into the school would be helpful for us.”

Tricks and treats in the North Country

stephen@denpubs.com PLATTSBURGH — Halloween, or All Hallow’s Eve, lurks around the corner, hiding in the shadows and ready to make its annual lurch into the autumn moonlight.

Though it falls on the eve of the Western Christian feast of All Hallows, the annual holiday has pagan roots, specifically the Celtic Samhain.

Each year, Halloween inspires costume parties, pumpkin carving, pranks, horror movies and trick-or-treating, while the North Country holds its own annual events.

The City of Plattsburgh, WPTZ News Channel 5, and NBT-Latremore’s Insurance Agency are presenting the ninth annual “Trick-or-Treat on Safety Street” at the Crete Civic Center from 6-8 p.m., Oct. 26. The Crete Civic Center will be transformed into a safe neighborhood where children can go house to house gathering goodies without the worries of automobiles, strangers or tainted candy.

“We are always excited to put this event on,” said Steve Peters, Plattsburgh City Recreation Superintendent. “Our staff really gets into it and makes it fun.”

Individuals and businesses are able to

own a home on Safety Street and showcase their businesses to the thousands that pass through. Houses are constructed, painted and decorated by the Recreation Department, and each house features a sign advertising the owner.

“With the overwhelming support from area businesses and thousands of children dressed up in costumes, it’s definitely an event that should not be missed.”

The Clinton County Historical Association is asking the community to join it at 98 Ohio Avenue in Plattsburgh to celebrate Halloween at the museum. On Friday, Oct. 26 at 7 p.m. the association will host a hometown cable movie night featuring Gordie Little’s Ghosts of Clinton County. The video showing will be held in the museum’s North Gallery, and Rulf ’s Orchards will provide donuts and cider.

On Saturday, Oct. 27, there will be a Children’s Pumpkin Painting Program from 1-3 p.m., courtesy of Everett Orchards, and costumes are welcome.

Both events are free and open to the public.

homes, displayed in a community setting, will allow them to trick-or-treat in a controlled environment. Local businesses and civic organizations sponsor individual homes and will staff them and hand out candy and treats.

Children will be entertained by magician, Ishkabibble, next door at Della Honda at 2 p.m. There will be arts, crafts, a raffle and 25cent games.

Participants can bob for apples and enjoy cider and munchkins.

District 3 will have a fire truck on display and offer fire safety advice, while the Clinton County Sheriff ’s Department will provide fingerprinting and ID service.

Parking is available on site and at Della Honda.

Plattsburgh Housing Outlet will contribute all proceeds to the Ronald McDonald House in Burlington, Vt. To date, Plattsburgh Housing Outlet has raised $42,000 for the charity.

More than 70 percent of families that use the Ronald McDonald House are from the New York side of the lake, and the suggested $1-per-child donation, as well as funds collected from the games and raffle, will benefit families in need.

Abraham Lincoln comes to Plattsburgh State

stephen@denpubs.com PLATTSBURGH — Abraham Lincoln’s attitude toward African Americans differs, depending on the quote one reads or the scholar writing the paper.

Still, America’s 16th president issued his Emancipation Proclamation in 1863, and by 1865 all black slaves nationwide were freed.

The New York State Museum’s traveling exhibition of the only surviving draft of the preliminary Emancipation Proclamation in Lincoln’s handwriting was recently on display in the Burke Gallery, located in the Myers Fine Arts Building at Plattsburgh State.

“Everyone is very excited that it made it to Plattsburgh,” said Charline Faller, who works at the Plattsburgh State Art Museum. “I think it is a great experience and opportunity for the campus and local community to be part of our nation’s history.”

The exhibit included the draft and the official version of the preliminary document, issued Sept.

22, 1862.

The two documents were displayed along with the manuscript of a Sept. 12, 1962 speech by the Rev. Dr. Martin Luther King Jr. to the New York State Civil War Centennial Commission in New York City.

Lincoln’s draft copy shows he was thinking while writing and toying with the idea of compensating slaveholders. His fingerprint can be seen in the ink.

Lincoln served from March 1861 until his assassination in April 1865 and led the country though the American Civil War. Lincoln openly disapproved of slavery, in one speech saying, “I hate it because of the monstrous injustice of slavery itself.”

He argued that while the founding fathers did-

n’t declare all were equal in “color, size, intellect, moral developments or social capacity,” they did consider all men equal in “certain inalienable rights, among which are life, liberty and the pursuit of happiness.”

At one point, Lincoln admitted that as president he would not free a single slave if it meant saving the union, though he pointed out that his personal feelings remained the same.

Lincoln also said during a debate once that whites were superior to blacks.

abolitionist and writer praised Lincoln’s Emancipation Proclamation, though he also referred to Lincoln as the “white man’s president.”

The Emancipation Proclamation was an executive order issued by Lincoln on Jan. 1, 1863, during the American Civil War and was not a law passed by Congress. It proclaimed all slaves in Confederate territory free, immediately freeing at least 50,000 slaves with the rest freed as Union armies advanced.

The Proclamation did not outlaw slavery or make ex-slaves citizens.

A rare copy of the Emancipation Proclamation sold for more than $2 million at auction in New York City this past June.

The exhibition at Plattsburgh State was accompanied by free-standing pylons that provided context for the historic significance of the three documents.

The New York State Legislature bought the preliminary Emancipation Proclamation in 1865 from Gerrit Smith, a well-known abolitionist.

The exhibition tours New York this month.

A steady crowd of people stood in a line that extended from the museum, down the stairs and to the door leading outside.

“This is a rare opportunity,” said Peter Ivarson, a Plattsburgh State student. “You can’t get much more significant than this.”

Standing behind Ivarson, Plattsburgh State student Dustin Nicholson was eager to take a peek at history.

“I love the idea of coming and looking at history,” he said. “I watch the History Channel all the time.

“I cannot believe this is a handwritten document.”

New playgrounds for the North Country

stephen@denpubs.com PLATTSBURGH – At least one area playground will be a little more fun for children.

Gov. Andrew Cuomo announced that the New York State Office of Parks, Recreation and Historic Preservation will build and renovate playground areas at three state parks across the North Country. The improvements are funded with $435,000 from Cuomo’s New York Works initiative.

Locally, Point Au Roche State Park will benefit from improvements.

“It is important that children have a safe and engaging place to play, and these NY Works projects will give them just that in state parks across New York,” Cuomo said. “The numbers tell the story of more and more people visiting the parks, and I encourage everyone to visit these new and improved areas inside the state parks as well as the beauty that New York has to offer.”

The initiative entails building or creating new playgrounds at two state parks and installing new playground equipment at three state parks across the North Country.

The playgrounds will be accessible to the disabled and feature distinct areas for younger and older youth.

Each playground will feature a unique theme reflecting characteristics of the parks.

There will also be site improvements, including shade trees or canopies, seating, water fountains and trail/walkway connections to the rest of the park.

The parks in the North Country include Whetstone Gulf State Park in Lowville, Higley Flow State Park in Colton, and Point Au Roche State Park in Clinton County.

Improvements at Point Au Roche include modernizing the playground near the park’s swimming area with new equipment, such as a multi-platform climbing and sliding structure, swing set, seesaws and rock climbing wall.

“I am pleased Point Au Roche State Park is among the parks that will receive a new playground,” said Assemblywoman Janet Duprey. “This beautiful park is a great loca-

tion for families to enjoy Lake Champlain and a day outdoors.

“Many people rallied a few years ago to keep the park open, and the addition of a new playground with accessibility for those with disabilities will be another feature to the many benefits already available at Point Au Roche.”

Construction will begin during the off-season and the playgrounds should be available to use by next spring.

State Parks plans to fix, modernize, or create more than 50 playgrounds, largely in parks that higher numbers of children visit. Works initiative is creating 20 new or improved playgrounds within the next year.

“Playgrounds are great places for kids to develop selfconfidence as they challenge themselves physically,” said Senator Betty Little. “Ensuring they are fun but also safe is obviously very important. I’m certain local families and tourists will appreciate the upgrades at Point Au Roche State Park, and I’m pleased to join with Gov. Cuomo to announce this award.”

Spear and Leduc were arrested and charged with unlawful manufacturing of methamphetamine, a class D felony.

Spear, who owns the property, was in possession of marijuana and a controlled substance and also charged with two counts of criminal possession and unlawful growing of marijuana, misdemeanors, and one count of unlawful possession of marijuana, a violation.

Leduc, who was also in possession of a controlled substance, was charged with criminal possession of a controlled substance.

They were arraigned in Town of Altona Court and remanded to Clinton County Jail on $10,000 cash bail or $20,000 bond.

The investigations continues and additional charges are pending.

Plattsburgh League of Women Voters helps inform electorate

shaun@denpubs.com PLATTSBURGH — Voters are faced with some big decisions this election season, and the Plattsburgh League of Women Voters wants to make sure every vote cast is wellinformed.

The 92-year-old non-partisan, not-forprofit organization has chapters throughout the U.S. and has had a local chapter for about 40 years.

The organization came into being following the women’s suffrage movement.

“At that point it was felt that education and citizenship was needed,” said Catherine Felty, the local league’s second president and one if its founding members. “A logical part of being a citizen is understanding the issues that affect the country and your locality.”

To get the information out, the league distributes pamphlets called voter guides, which have information regarding candidate’s stances on important issues like education, the economy and the environment .

Their website also provides information and links to other- non-partisan fact-check websites like Factcheck.org.

Utilizing technology has been paramount for the league to inform voters.

“Everything has followed in a very natural way by people who felt then, as we do now, that we want to be educated, and we also want to have an organized voice when it comes to responding to issues,” Felty said.

At its most basic, the League of Women Voters is a one-stop organization for voter information, but it is not just for women— the organization accepts men into its ranks, too.

To help further its cause of informing voters, the league has study groups who examine various issues and take a stance on those issues.

“We do not take position for or against candidates or issues unless we have first studied and voted and come to a consensus,” said Sally Sears-Mack, president of the League of Women Voters of Plattsburgh.

“And we don’t just take up any item. The item has to be of overall importance to people everywhere in the country, and certainly in the state.”

Some of those include environmental issues, voter ’s rights and transparency in government.

Betsy Metz, the Plattsburgh League’s secretary, is head of the environmental study committee.

The committee is responsible for a Think Green Brochure, which is a free resource people can use to learn about where they can take things, like televisions and old car batteries, to be recycled.

“While there are multiple environmental issues, we generally support a balanced, safe environment,” Metz said. “Hydro fracturing is a major study right now, it is a significant issue in southern New York.”

The league works with scientists and experts to study issues, whether they are environmental, economic or social.

Metz emphasized the importance in changing what she sees as a major hurdle in getting people active in their government.

“It’s very difficult for voters to get correct information,” Metz said. “People are not participating as much because they’d rather not vote than have an uniformed vote.”

Recently, proposed voter I.D. laws have been a major concern of league members.

“It is an intentional way to make it more difficult for some to vote,” Sears-Mack said.

“Voter fraud is almost non-existent, and there seems to be a lot of evidence to support that it is an effort to suppress the vote.”

To help other league members explore issues, the league sponsors monthly speakers, which oftentimes evolve into full-blown discussion sessions.

“We don’t invite speakers just because they agree with us,” Sears-Mack said.

The league’s most recent guest speaker was J.W. Wiley, director of the Center for Diversity, Pluralism and Inclusion at Plattsburgh State. He spoke at the group’s “A Look at American Elections, Voter Suppression and Bullying” forum in September.

“The reason people bully is because of the differences that exist in the power dynamic,”

Wiley said. “I can’t see what’s happening in this country, with this voter ’s rights issue, in any way other than bullying.”

Wiley referenced a statement Pennsylvania House Majority Leader Mike Turzai made at a GOP state committee meeting in June: “Voter ID, which is going to allow Governor Romney to win the state of Pennsylvania, done,” Turzai said.

Wiley told the forum about how he watched Turzai make this statement on MSNBC with his daughter, Autumn.

“We saw this guy, and she said: ‘Dad, can he do that?’ How do I explain to my 12-year -old daughter that he can, and he can get away with it?” Wiley said.

The point Wiley made over the course of the forum was that actions like these are happening in front of all of us, and that the only

way to combat them is through education, understanding and tolerance.

He also applauded the Plattsburgh League of Women Voters for becoming part of that discussion, and added that he’d like to see more young people get involved with the league.

“There is a very dynamic group of voices here who are passionate about social justice,” Wiley said. “Anybody who hits the regional and national stage came from a local community. What they’re doing here is going to have an impact on a national level.”

The league is holding an event to allow voters to meet the eight State Supreme Court candidates at 7 p.m. Oct. 29 at the American Legion Post 20 in Plattsburgh.

Denpubs Sports Both Chazy soccer squads enter sectionals as top seed, top ranked in D PERU — The Beekmantown Eagles and Peru Indians were on the razor ’s edge all season when it came down to the final score, with both teams earning two wins against the other.

It was the final win, claimed by the Eagles, though, that was the biggest.

Beekmantown scored 154.25 points in the Section VII gymnastics championship meet in Peru Oct. 20, edging the host Indians, who totaled 148.025 points with Plattsburgh High finishing third with 136.45 points.

The Eagles were led by Alyssa Leonard, who scored her second straight all-around sectional championship. She scored the win on the balance beam with a score of 9.45, while finishing second in the vault (7.925), bars (8.275) and floor exercise (9.325).

the all-around title, scoring wins on the vault (8.65), bars (8.35) and floor exercise (9.35). On the beam, Keswick struggled, scoring a 6.55 which proved to be the difference in the final contest between the top two gymnasts in the section.

Lexi Trombley was the top finisher for the Indians, placing third in the all around competition with a combined score of 31.00. She scored an 8.35 in the floor exercise while placing sixth on the beam, fifth on the vault and fourth on the bars.

Fourth place in the all around went to Brielle Cerne, who finished with 30.625 points, placing third on bars and fourth on beam.

Alexandra Brown placed fifth for the Indians in the all around, bars and floor. Erica Leonard and Kailey Quackenbush of Beekmantown tied for sit, with both tying for second on beam.

For the Hornets, Josh Boise tied for third on the vault with teammate Karsyn O’Donnell with a score of 7.85. Both qualified for the state meet, while O’Donnell added a sixth place finish on floor exercise.

Molly Lawliss, who finished with a third place finish on floor exercise for the Indians, is an alternate for states.

Football As the first Section VII hardware was handed out Oct. 20, three more titles will be contested this weekend with the Class B, C and D football championship games.

The Class D title game has Moriah traveling to Ticonderoga Oct. 26, with the winner facing off against Section X/Class D champion Tupper Lake the following week.

The Class C championship game features the lone unbeaten in Section VII, as the Saranac Lake Red Storm will host the AuSable Valley Patriots Oct. 27.

The Red Storm, coming off a 41-16 crossover win against Moriah, will be led by the balanced attack of senior quarterback Matt Phelan, who has thrown for 1,198 yards and 15 touchdowns while running for 503 yards and 12 scores. Seth Pickreign has added 325 yards and four scores for the Red Storm, with Kevin Morgan hauling in 25 catches for 576 yards and 23 touchdowns.

Mike Burpoe has added 370 receiving yards.

The Patriots, facing an already tough task after falling to the Red Storm earlier in the season, will be without the services of junior running back Dillon Savage, who is out for the remainder of the season with an ankle injury.

Savage had rushed for 620 yards before the injury, which took place in the team’s crossover game against Ticonderoga Oct. 19.

Kodie Simpson has thrown for 481 yards throughout the season, connecting on one touchdown pass to Ridge Perkett, who has 151 receiving yards.

The Class B title game will also be a rematch of the 2011 game, as Beekmantown will travel to the Apple Bowl to face Peru Oct. 27.

Peru was impressive in a 70-0 defeat of Plattsburgh High in the opening round of the Class B playoffs, while Beekmantown scored a 42-6 win over the Saranac Chiefs.

The Indians, whose only loss came in the opening game of the season against Saranac Lake, are led by quarterback Blake Altizer, who led the Champlain Valley Athletic Conference with 1,217 passing yards and 23 touchdowns.

Zane Bazzano, Altizer’s top target, caught 17 balls for 344 yards. Bazzano also led the league in scoring with 13 touchdowns. Bret Boyer added 257 receiving yards, while Tim Remillard led the rushing attack with 589 yards and seven scores.

For the Eagles, Zachary Myers has thrown for 518 yards and 10 touchdowns, with Quenton Barber hauling in 237 yards and two touchdowns and Haydin Fountain has 217 receiving yards and eight touchdown catches.

The Eagles also have a trio of rushers, led by Dustin Pickering (416 yards, two TD), Devin Fessette (377 yards, 4 TD) and Michael Guerin (195 yards, 2 TD).

The semifinal round will be held in Chazy Oct. 26, with Beekmantown facing the PHSSaranac Lake winner at 5 p.m. and Northeastern Clinton against the Saranac-Peru winner at 7 p.m. The girls championship game will start at 5 p.m. Nov. 2, also at Chazy.

Class C The Lake Placid Blue Bombers earned the top seed in their class with a 9-7-0 regular season and open with a semifinal matchup against the AuSable Valley Patriots (2-11-0) at Plattsburgh High School Friday, Oct. 26, at 5 p.m.

In the other semifinal, third-seeded Seton Catholic (4-10-1) will face second seed Northern Adirondack (6-5-0) at 7 p.m. The winners of the two games will face off in the championship game at PHS Thursday, Nov. 1, at 7 p.m.

The Lady Blue Bombers also received the top seed in the Class C girls soccer playoffs, as they finished the regular season with a 12-3-1 record. The Blue Bombers will play the winner

of the lone quarterfinal game between fifth seed Seton Catholic (5-10-1) and fourth seed Northern Adirondack (6-9-1) at Plattsburgh High on Saturday, Oct. 27, with a time yet to be determined.

The other semifinal will include third seed AuSable Valley, who compiled a 2-11-0 record in Division I, against second seed Ticonderoga (7-6-1) at 5 p.m. The winners will play at Plattsburgh High Nov. 1, at 5 p.m.

Class D The Chazy Eagles, unbeaten in the regular season (15-0-1) and the top-ranked team in the state in Class D, will start their run back to a state title game Oct. 26 with a quarterfinal match against either Johnsburg or Keene (5-101). Third seed Elizabethtown-Lewis (9-3-2) will face sixth seed Willsboro (4-11-0) in another semifinal, while Westport (0-11-1) will have to earn its first win in two years against Wells in a preliminary round game in order to advance to face second seed Minerva/Newcomb.

Semifinal games will be held Tuesday, Oct. 30, at the home field of the highest remaining seed on each side of the bracket, while the sectional championship will be held Saturday, Nov. 3, at 7 p.m.

The girls Class D playoffs start the same way at the top, with state top-ranked team Chazy (14-2-0) looking to make a run to its third straight state title. The Eagles will receive a bye into the semifinal round.

Quarterfinals open Oct. 25 with seventh seed Willsboro (1-12-2) traveling to Indian Lake/Long Lake; sixth seed Keene (6-4-0) playing at third seed Elizabethtown-Lewis (96-1) and Minerva/Newcomb traveling to Moriah, with the winner facing Chazy at 6 p.m.

New director at Underground Railroad Museum

By Shaun Kittle shaun@denpubs.com KEESEVILLE — The room was hidden away, in the back of a barn in Peru.

A small portal granted access into the dark space, a chamber of stone and naked earth about five feet wide and 10 feet long, where people seeking freedom were hidden.

The location is one of many along the North Star Underground Railroad Museum’s tour of underground railroad sites in Peru and Keeseville.

The tour was led by Don Papson, who stepped down as president of the museum so he could work on a book about the secret life of Sydney Howard Gay, an active abolitionist during the Civil War. While driving past a farmhouse in Peru, Papson told the story about how the house’s current occupants found an iron leg shackle while remodeling.

The shackle is now in the museum, and is purposely displayed open.

“Yes, the museum is about slavery, but it’s really about freedom,” Papson said.

The museum’s tour rolled through Keeseville and Peru as Papson recounted stories about local abolitionists and the churches that were divided on the issue of slavery.

“The problem with the underground railroad is that it suggests to people that everything was underground, and it wasn’t,” Papson said. “Underground means secret, but the good thing about that is it keeps interest alive.”

But the tour didn’t just focus on keeping the past alive.

Papson told a story about a group of abolitionists who stormed a jail in Syracuse to free an imprisoned fugitive slave.

Before taking the man to Canada, where he could be free, they brought him to a blacksmith, where two sisters broke his leg irons with a hammer and chisel.

“I tell that story to empower children, because there’s slavery today” Papson said. “There’s more than 20 million people enslaved in the world today.”

The museum’s last tour of the season was Oct. 6, but its new president, Jacqueline Madison, who took over Oct. 1, is already thinking about the future.

Madison was intrigued by the story of the underground railroad in the North Country and became involved with the museum shortly after it opened.

“Now we think of putting our views out there and talking about what we believe in, and marching and resisting, but

Madison also said there are many more stories waiting to be told in the region, and that she would like to uncover all of them.

“A lot of times we have this negative twist on history, and this is really a positive twist on history, and it’s nice to have that come out,” Madison said. “That’s what history is all about, to improve what has been done and make changes where appropriate.”
