The self-proclaimed “modernday treasure hunter” has been metal detecting for the past two years, sweeping the earth for items lost, misplaced or purposely buried any number of days or even years ago.

“My favorite find was a 1833 Hard Times Token,” said Ferguson, referring to a form of unofficial currency used briefly in the United States during the early 19th century. ”I found it at my daughter Gillian’s farm house in Massachusetts. It took some research to identify it.”

Ferguson takes as much pride in his finds as he does studying the history of metal detecting. The hobby, he explained, is one dating back half a century ago.

“Early-designed metal detectors from the 1960s are fairly easy to operate,” said Ferguson. “Today, they’re really highly-refined computerized machines that not only indicate what the buried item may be, but also how deep it’s buried.

So, they’re quite sophisticated in a lot of ways.”

Ferguson’s passion has led him to found the Champlain Valley Metal Detecting Club, which held its first meeting in October in Plattsburgh.

The meeting saw nearly a dozen people turn out, each interested in sharing stories about hunts and in learning more about what has become an increasingly popular pastime.

“Metal detecting is a pretty fastgrowing hobby right now,” said Ferguson. “Our first meeting had pretty lively discussion. Everybody was just excited there’s a club in the area for this.”

The focus of the Champlain Valley Metal Detecting Club will be for members to get together to discuss their finds and coordinate outings.

However, the club won’t be just about finding for fun. Ferguson said members are getting together to

New face in school Principal Moore no stranger to school district, however

By Jeremiah S. Papineau jeremiah@denpubs.com MORRISONVILLE — There’s a new principal at Morrisonville Elementary School, but she’s hardly a stranger to the Saranac Central School District.

Kathleen Moore, a 14-year employee with the district, assumed the principalship at the school following the retirement of previous principal Bradley J. Ott in June.

Moore previously served as principal of Dannemora and Cadyville elementary schools, until their closure in 2006. At that time, Moore took on the role of director of special education, a position she retains today with her new duties at

Morrisonville Elementary.

“I was, quite frankly, thrilled, excited, elated, very happy to be given the opportunity to return to an elementary principalship,” said Moore. “I’m very excited to be back in a building where there are young children. I’m happy to be back.”

Moore began her teaching career by attending the State University of New York at Potsdam, where she received her bachelor ’s degree in art and early childhood education and later her master ’s degree in reading as reading specialist. Along her academic path, she also received teacher certification through St. Lawrence University and her master ’s in education administration.

She came to the district in 1996 from St. Mary’s Parochial School in Canton.

from the Supporting Successful Strategies to Achieve Improved Results Project — a state-level program also known as S3TAIR. The program recognized Morrisonville Elementary for being a standout learning institution which has implemented and sustained curriculum that aids students with disabil-

ities.

“My goal at this point is to take what has been focused on and work with all staff members in the building to share information, review current data and make decisions to continue to move forward in our educational process here,” said Moore.

Moore said the plans to work collaboratively with teaching staff to focus on English/Language Arts this year and from there, “branch out and work on the other content areas as well.”

“Certainly, there has already been some very solid work done,” she said.

Learning Web design basics The Power Partners Program

D

esigning for the Web remains a wide open and constantly growing career field. Today, designers have a multitude of platforms to design for range from static Web pages, to smart phone applications, to e-commerce sites and a host of others. It’s also one of those fields that allow some to work from the convenience of home.

Most designers started by learning to directly code in hypertext markup language (html), both straight html and then cascading style sheets (CSS). With proficiency in coding behind them, they typically learn to use one or more Web design tools, one or more scripting languages like Perl or PHP and then gain some database skills in order to tie everything together.

The Web design course at Clinton Community College is an introductory course open to students in any program that focuses exactly on the first part. The course is entirely based on direct html coding in Windows Notepad. To be technically correct, we build documents according to the xhtml 1.0 transitional format which is the most widely supported format that allows for CSS. We focus a great deal on syntax

construction and, to a lesser extent, on Web design convention.

The course concludes with a final project where students completely design and code a multi-page Web site from scratch. This semester I’m soliciting requests from the community for Web projects that are informational (we cannot do e-commerce). By informational I mean sites that tend to be steady over time. For example, a contractor may want a site in order to provide contact info and pictures of previous work for potential customers to see.

The bill credit amount will vary depending on the amount of electricity that you use. As a program participant, you may be referred to the New York State Energy Research and Development Authority for energy saving measures at no cost to you. The arrears forgiveness benefit has limited space, and specific criteria, so call NYSEG for the details.

This program gave discounted energy rates to eligible participants, and also assisted people whose NYSEG bill was in arrears, with a budget plan. This program is now ended, and the new program they have developed is called the “Energy Assistance Program” which is based solely on NYSEG receiving a Home Energy Assistance Program payment on the customer ’s behalf. Of course, the only people whose HEAP benefit NYSEG would receive would be those who heat with electricity and a few who have natural gas through NYSEG. Most people in the North Country heat with other methods.

In response to numerous calls in protest to being unable to participate in the new Energy Assistance Program, NYSEG has decided to allow any HEAP eligible customer to apply for the new program, regardless of the type of fuel they use. However, only the people whose HEAP benefit goes to NYSEG will be automatically enrolled in the new program. Customers whose main source of heat is fuel oil, propane, wood or kerosene, and whose HEAP benefit goes to these other ven-

Caring for a raised garden September prices see increase

T

here is no denying raised garden beds provide many benefits. The beds make gardening easier by reducing the distance the gardener has to bend down. The soil allows the gardener to plant sooner and because raised beds need to have soil added to them, they can solve virtually any soil problem — too much clay, too much sand, poor drainage, etc.

One question many avid gardeners have with raised beds is what type of soil is the best to fill the new garden. If you are building raised beds, you will need a mixture of materials to provide a soil mix with good fertility, good drainage, and good moisture holding abilities along with a suitable pH. If decent garden soil is accessible, you can certainly use that. But most gardeners find they need to bring in additional soil when building a raised planting bed or planter because of the large amount needed to fill a bed. Importing top soil to fill the raised bed can have mixed results. Top soil is not a regulated material, so all kinds of soil can be sold as top soil. A reputable supplier should be able to give you soil

test results and provide samples to reassure you about the quality of their product. A good local nursery or your county extension should be able to recommend a source.

Besides using imported top soil, a homemade mixture can also be made for the raised beds. The rule of thumb for mixing your own garden soil is to use one-third compost, one-third moisture retaining materials such as coconut coir or peat moss, and onethird drainage material such as sand, vermiculite, or perlite. This method may be a bit more pricey, but the soil mixture is rich, virtually weed free, and friable.

Any soil in a raised bed will settle over time, so plan on regular additions of organic matter to maintain soil depth in the bed. Using organic mulch year round will also help feed and replenish the soil on an ongoing basis. Another option is to cover and protect the soil surface by growing a cover crop every winter, then turn that under each spring as a source of organic matter.

arket basket prices were up 1 percent for the month from $92.60 to $93.96 and up 6 percent from September 2009’s total of $89.05.

This continues an upward trend since July.

For the month, prices fell on produce, canned goods, and miscellaneous items. All other categories saw little deviation except dairy prices which increased 10 percent.

In September 2009, there was concern the poor growing season would cause a spike in produce prices over the next year. The cost of yellow onions, potatoes and carrots did increase markedly, with yellow onions still at 42 percent above the cost per pound in September 2009.

After an unusually low average of $1.20 for a dozen eggs last month, the price has increased 54 cents to an average of $1.74. This is 36 percent greater than this time last year. A 30 percent increase on store brand butter also helped drive the overall cost of the items priced from the dairy case up 16 percent for the year.

Canned goods prices were virtually unchanged for the month. For the year the increases in produce costs are reflected in canned vegetable costs.

Store brand diced tomatoes have increased 10 percent since last September and vegetable soup in beef stock is up 14 percent.

The price of five pounds of sugar leveled off

this month at 19 cents higher than September 2009. The steady increase in price on this item has driven the overall cost of the breads, cereals and grains category up 2 percent over the course of the year. This month the 18 ounce size of Kellogg’s corn flakes went up an average of 25 cents.

In the meat cases, one pound of Oscar Meyer bacon increased 44 cents for the month and is $1.16 greater than this time last year.

Tea bags are up 11 percent for the year in the drinks category. Frozen foods and miscellaneous items stayed about the same over the month and year.

Seasonal reminders Apple picking began about a week earlier than usual due to the heat this year. One of the true advantages of living in the North Country is the accessibility of local orchards. Many have opportunities for family fun picking apples and pumpkins. This is pear season, and the start of the cranberry season. Sweet potatoes and winter squash are in peak supply and good sources of beta carotene (Vitamin A).

The Market Basket Report is a bi-monthly survey of 41 food items commonly purchased by consumers. Four major supermarkets are surveyed in the Plattsburgh area and the resulting report produced. The report is a community service sponsored by the Technical Assistance Center at the State University of New York at Plattsburgh.

We were disappointed to hear Congressman Owens declined our invitation to a live debate with Republican challenger Matt Doheny in our portion of the district. We understand there was a televised debate last week aired in the Watertown and Syracuse markets. This is a very large congressional district and scheduling is difficult, but with most of the area’s media outlets working together recently to share the stage and coverage of these events, one would have thought a debate in the Clinton/Essex County region could have been worked out by the competing camps. With so much attention to the upcoming elections and so many negative campaign ads airing these days, one would think the candidates would welcome an opportunity to be seen in person side by side so voters can make their own comparison and reach their own decision, without depending heavily on being swayed by the political spin doctors. Plus, with our nation in so much turmoil and voter anguish at such a high level, I would like to think the candidates would welcome the opportunity be seen together ... but, then again, is it really about sending the best candidate to Washington or is it just a matter of selecting the lesser of two evils? In my opinion, until we have term limits, outlaw political contributions to candidates not made from voters within the districts they serve and insure these elected officials are subject to the very same laws we must live under, will anything really change?

I knew that skiers would surely be laying down the first, fresh tracks of the new ski season along Whiteface Mountain’s Toll Road, which had received accumulations of nearly a foot of fresh snow.

Along the lower Boquet River, I expected anglers would be laying out long casts to the many landlocked salmon that had recently filled the river. DEC reports had indicated this was the best salmon run in years, with more than 50 fish having passed through the fish ladder at Willsboro.

The largest fish topped six pounds.

My ruminations were promptly interrupted with the bark of blackpower rifle discharging. Instantly, my focus returned to the hunt and as I turned a corner, one of our camp regulars was standing alone, looking rather dejected.

“I missed,” he remarked, “I can’t believe it, it was only 15 yards away!”

And, so the new season began. In my mind’s eye, that single shot confirmed the transition. No longer was there any room for thoughts of salmon, brook trout or fresh ski tracks.

Now it is a time to concentrate on whitetails, to study their activities, their travel routes. I knew I’d have to focus and remain alert, as the deer should be up and moving following the big storm.

A very abrupt juxtaposition of pursuits occurred instantly in my mind. I shifted from fins to fur and welcomed the new season and it’s fresh snow.

The weekend in camp provided a lot of laughs as we shot and reshot deer in our memories, the only venison that made it’s way to the skillet was taken during the bow season.

When we departed camp Sunday evening, plenty of snow still remained in the upper elevations and leaves were dropping from the trees like raindrops. Although the landscape was undergoing a gradual process of change, the sporting sea-

sons had already been adjusted.

On Monday morning, I put away my rods and reels and reorganized the canoes and boats. I still have to pull the big boat out of the lake, but it can wait until next week. Saturday is the Opening Day, a whole new season begins and I can’t wait!

Women on the hunt According to new figures from the National Sporting Goods Association, more women than men were recruited into the hunting fraternity last year.

As the total number of hunters in the U.S. decreased slightly between 2008 and 2009, the number of female hunters increased by about 5.4 percent. Women involved in muzzleloading grew by 134.6 percent, bow huntresses grew by 30.7 percent and the number of females hunting with firearms was up by about 3.5 percent.

Data also revealed women have outpaced men among the newcomers to target shooting, where female participation grew by 4.1 percent.

The growth in new participation among women, perhaps counterintuitive to traditionalists, is no surprise to Steve Sanetti, president of the National Shooting Sports Foundation, the trade association for the shooting,

n the span of less than two days, Adirondack sportsmen and women enjoyed the opportunity to complete two major seasonal transitions, as the trout season concluded and muzzleloading season opened.

The transition was naturally punctuated when a major snowstorm arrived Oct. 15, to deposit a fresh carpet of heavy, wet snow across the Adirondacks.

Whitetail hunters rejoiced with the prospect of a “tracking snow” for opening day, especially after the lack of any appreciable snow cover for the majority of last year ’s season.

It is difficult to effectively detail the rapidity of the seasonal realignment of my sporting pursuits, as I went from flyfishing in the shallows of Lake Placid for lake trout one morning, to stalking whitetails in the swamps the next.

After trading a flyrod for a ramrod Saturday morning, I packed the hunting gear for a walk into hunting camp.

Tree limbs drooped under the heavy, fresh snow, which served to illustrate the tracks and trails of whitetails on my journey into camp.

As a burgeoning sun warmed the scene, I crunched along in the morn-

hunting and outdoor industry.

Although hunting camps have nearly always been the exclusive domains for male members of the hunting fraternity, there has been an interesting increase in the number of “Doe Camp” weekends in recent years.

The popularity of programs such as, Becoming an Outdoors Women, have served to introduce thousands of women to a world of sporting pursuits that were once the sole realm of men. Now that women realize what they’ve been missing, there’s no turning back.

Eventually, they’ll be in camp too.

It will likely make for some awkward moments when some poor fellow decides to pee off the porch.

Providing job-seekers with tools for the trade

The Community Computer and Employment Resource Center officially opened in the Plattsburgh Public Library Oct. 13. Library board members and staff joined elected officials and representatives of the North Country Regional Workforce Investment Board, the organization which the library partnered with in establishing the center, for a ceremonial ribboncutting to mark the occasion.

Janelle Shepard, director of the center, said the center will offer important tools people will need in their search for employment.

“We’ll be hosting workshops for resumé writing, how to use the Internet to job search and even how to turn on a computer,” said Shepard.

The goal of the center is to stimulate employment and connect people with job opportunities in and around the region. The center was established through a $244,517 federal economic stimu-

lus grant received by the Plattsburgh Public Library earlier this year. The library was selected as one of 30 public libraries in upstate New York with higher poverty and unemployment to receive the two-year grant.

The grant, explained Shepard, was used to purchase computers, desks and supplies as well as pro-

vide high-speed Internet service for the center. The location — in a section of the library which formerly housed periodicals and books on tape — made sense because of the volume of traffic seen by the library, said Shepard.

“We spoke to library staff and found there are people coming in here, looking for employment on

computers,” said Shepard. “So, [the center] is very important to have with the high unemployment rate and just another resource we can offer in the community.”

Mary Linda Todd, a library development specialist in the Division of Library Development at the New York State Library, said the center will be critical connector between job-seekers and places of employment. Making that connection will help the North Country’s share of the estimated 800,000 people out of work in New York State alone, according to a report Todd said she had heard on National Public Radio.

“I’m sure that number is low because those are the people that are looking for jobs and those are the people we have statistics for,” said Todd. “I’m sure there’s a lot more people out there who have given up looking for a job.”

Library director Stanley A. Ransom called the opening of the center “a joyful occasion.”

“We’ve consistently had people coming in who look for any kind of job information, so this is great,” said Ransom. “I’m always delighted to add services to the li-

brary that will help the community.”

John VanNatten, chairman of the North Country Regional Workforce Investment Board, said he was proud to partner with the library in what will be a great opportunity for helping the unemployed.

“This is a great location,” said VanNatten, “and we look forward to helping numerous people from the community get additional skills that will help them get employed.”

The Community Computer and Employment Resource Center will be open Monday through Friday, 9 a.m. to 4:30 p.m. Those hours, however, could eventually be adjusted to meet the needs of the people who use it, said Shepard.

“This is a customer-driven center,” said Shepard, “so, down the road, if we find a flux of people coming in that need it to be open later, we’re going to adjust to that.”

Sex offenders listed on new sheriff’s department Web site jeremiah@denpubs.com PLATTSBURGH — The Clinton County Sheriff’s Department has officially launched Offender Watch, an electronic database which contains names and locations of registered sex offenders.

Clinton County Sheriff David N. Favro made the announcement Oct. 13, at the Plattsburgh YMCA, a location chosen for its stature as a community hub likely to benefit from knowledge of the whereabouts of known sex offenders.

The database, which was funded through money collected from inmate pay phone calls at the Clinton County Jail, compiles information

the department receives and processes on a regular basis, explained Favro.

“We’re obligated to track and monitor all registered sex offenders in Clinton County,” said the sheriff.

When a convicted sex offender moves into the county, that person must register with the sheriff’s department, providing information that will be made available to the public based on their sex offender level status, said Assistant District Attorney Doug Collyer. The three levels — Level 1, Level 2 and Level 3, with Level 3 being the most likely to reoffend — determine what information will be made public.

“A Level 1 offender is the lowestrisk and must register for 10 years from the date of conviction,” said

Collyer.

The Level 1 offender is required to give basic information, including a photo and zip code. Level 2 offenders must provide the same, with the exception they must register for 20 years from the date of conviction and their listing may also include additional information about their known whereabouts and places they frequent.

The Level 3 offender, noted Collyer, has the most restrictions.

“A Level 3 offender must register for life. That individual has the most personal information available to the public, that includes a photograph, an exact address of where they live, and can also include information and details about the crimes for which they were convicted or

pled guilty to,” said Collyer.

The Offender Watch site, said Favro, provides more than the New York State Sex Offender Registry. “[The county database] provides more accurate information and more expeditious data entry into the system,” said Favro, who noted the department’s database can be updated within minutes versus the state’s site which could take weeks to be officially updated.

Offender Watch also allows those searching the database to find registered sex offenders within a quartermile from their home and search an up to two-mile perimeter, providing e-mails when an offender moves in or out of the area.

“We believe this program will create a safer community and give the

community full access to information that they’re entitled to form the confines of their home,” said Favro.

Kevin J. Killeen, executive director of the Plattsburgh YMCA, said he values the resource Offender Watch can provide as a parent and a member of the community.

“I think people want to be more aware of what’s going on around them ... and parents should be concerned,” said Killeen. “My kids are older now, but I have lots of kids we deal with here at the Y that I consider like my own kids. And, their safety is our number one concern.”

Peru hosts inaugural 5k event

PERU — Dozens turned out despite the rainy weather for the inaugural Peru Homecoming 5k run as part of Peru High School’s homecoming festivities Oct. 16.

Tony Casey was named the overall male winner with a time of 16:56 while Meghan Mazzella was named overall female winner with a time of 22:13.

Winners in other age divisions were as follows: Hunter Caron, 12 and under division, with a time of 25:40; Pappy Hogan, 13-19 division, 21:12; Mike Francia, 20-29 division, 17:47; Scott Coleman, 3039 division, 23:23; Tom Plimpton, 40-49 division, 20:22; and Frank Woodward, 50 and older division, 25:11.

“We have been struggling for years with our finances,” Strack said.

Talk of selling the building began about two years ago, but Strack said they were “looking for every reason not to.”

Some of the reasons include the multiple organizations who utilize the building, including Boy Scouts, Girl Scouts, Alcoholics Anonymous, and Meals on Wheels.

The building, located at 127 Elm St., is also the location for bingo, which Strack said is the Legion’s main source of income.

“Our bingo [doesn’t] quite make it,” he said. “We’ve tried fundraisers and are faced with … the lack of energetic, active members to put on these fundraisers, so we decided that it was best to give up the building because it takes all of our resources.”

Assessed at $130,000, the building is being put on the market by Kavanaugh Realty for $129,000.

“Once the place is sold, then we’ll see what our finances are like, then with the cash in hand we’ll probably look for a smaller place,” Strack explained. “We don’t want to disband the Legion. It’s a matter of living within our means.”

Assistant adjutant Gerald Mayo said he’ll be sad to see the building sold.

“I’ve been here since day one,” he explained.

Mayo said he was a member of the post when the building was first purchased.

“We came into this building and it was in kind of sad shape,” he recalled. “We rolled up our sleeves and this is what we ended up with.”

For many years the building housed special events on a weekly basis.

“It used to be very active with youth dances, teenage dances, and all those kind of

things,” said Strack. “The auxiliary used to be put on weddings and all kinds of banquets. They were probably booked … the majority of the weekends.”

However, with membership down, continuing to have the same type of events has been difficult.

“Our organization is an organization of more senior people, because the younger people that are coming back from Iraq … don’t have a great deal of interest at this time,” Strack said. “They have family issues and education. So, they’re busy getting their lives in order and their careers in order.

Those are the kinds of people we need, but I can understand why [they aren’t active].”

“It’s a big disappointment for those who have been active,” he added.

Although the building is currently for sale, Strack said the building will continue to be used as-is until a buyer is found.

“We made the decision during our last meeting as well to make a last-ditch effort to keep the building open during the winter months, to keep these programs, and also to make the building more sellable,” explained Strack. “Once you close down a building, people don’t want to come in sub-zero weather and walk through a building. Some of our members have agreed to assist us in our finances.”

Although finances are a major reason for selling the building, Strack said it also has to do with the Legion’s purpose.

“We no longer can provide the programs and services that the Legion is really noted for and designed for,” he explained. “We used to give scholarships, we had youth programs, we supported youth athletics. Because we can’t do that, it takes a great deal away from our purpose. Our purpose right now is maintaining the building and that doesn’t seem to be what we’re here for.”
