MOOERS — The Town of Mooers Republican Committee has officially named its candidate for this November ’s race for town supervisor.

As first r eported in last week’s edition of the North Countryman, Justin A. Sample, was r ecently endorsed by the GOP, beating out Republican incumbent supervisor Rudolph H. Miller Jr. This week, Sample spoke about his endorsement by the Republican party, thanking those who supported him at the committee’s caucus July 13 in what he believes to be “one of the largest turnouts in the town of Mooers” for a caucus.

“I’m looking forwar d to the challenge,” Sample said of r unning for town supervisor.

Village saving up for Church Street paving

Church Street will get a new paving job next year as the village saves money for the project this year.

CHAMPLAIN — The village of C hamplain w ill n ot be paving any str eets this year as it normally does. Instead it will save money to pave all of Chur ch Str eet next year, Mayor Gregory A. Martin said.

Heavily travelled, Church Street was last paved about 15 years ago. The refurbishing project will cost an estimated $90,000, with a little more than half of that figure coming from state funding, and the r emainder coming from the village’s general fund, Martin said.

In the meantime, the village will take on small r oad maintenance pr ojects such as filling potholes, and making sure manhole covers and drains are working, accor ding to the mayor.

The eight miles of r oadways in the village ar e generally in good shape, Martin said, having not suf fered damage fr om the spring flooding.

This year , the village r eceived $25,346 fr om New

York State Department of Transportation’s Consolidated Local Street and Highway Impr ovement Pr ogram (CHIPS). Martin said he believes Champlain will receive r oughly the same amount of CHIPS funding next year. This will give the village an expected state funding total of r oughly $50,000 to be put toward the Church Str eet pr oject. The expected r emaining $40,000 would come fr om the village’s general fund.

The water and wastewater lines beneath Church Street will m ake t he r efurbishing project mor e dif ficult than similar village ef forts, such as the one to fix Elm Str eet in the summer of 2010.

The mayor said local residents have been patient with Champlain’s str eet maintenance, knowing the village is doing the best it can.

“We try to maintain the infrastructure,” Martin said.

“Over the last six years or so, I think we’ve done a fairly good job.”

The village contracts with Clinton County for its paving.

ROUSES POINT — Opera singer Scott Merchant is coming back to the Northern Tier.

Merchant, the son of Sue and Steve Merchant, Rouses Point, will return to his hometown for a performance on the Samuel de Champlain Center Stage at the Rouses Point Civic Center on Lake Str eet Thursday , Aug. 4.

“Steve and I couldn’t be more proud,” said Merchant’s mother, Sue. “We knew when he was a young boy that he had talent ... W e’re just happy he’s happy doing what he’s doing.”

SARANAC — Paddlers hit the water just as the heat began to peak at the 17th annual Saranac Flatwater Challenge July 23.

Clyde and Carol Yarnell, two seasoned veterans fr om Alburgh, Vt., decided to enter the race this year in the four-person boat category with friends Ivan Ho and Jim Goss. The husband and wife team shar e a love of paddling and have been racing together for 30 years.

The 15-mile marathon was just another notch in the belt for the Yarnells, who are used to competing in 40 races per year and have traveled as far as Montana to race. However , Ho was said to be "pr etty sor e the next day" because it was his first race.

pretty competitive," said Clyde Yarnell, who also gave accolades to event coordinator Mike Rockefeller for the challenge’s organization.

Rockefeller has been involved with the race since it's conception many years ago, when he was with the Saranac Volunteer Fir e Department. In 1994, the challenge evolved into a critical sour ce of funding

through the Foundation of CVPH to help people who suffer f rom a sthma. R ockefeller's vision is to attract a br oader range o f a thletes b y e ncouraging less experienced paddlers to join in the fun.

There is a plan in the works to incorporate a "moonlight paddle" in next year ’s challenge that would occur the evening before the race.

From page 1 “Most of the townspeople really want the town to r emain similar to what it is today,” said Delaney. “They want the open space. They want the agriculture to remain healthy . They want the private landto be held in private hands. They want to look at some biomass ener gy for heat.”

The end result of many hours invested in the plan is something the town can hang its hat on, said Delaney.

“I’ve got to hand it to the pack that worked on this ... I think we’ve got a very good document; a very Saranac document,” he said. “I think the lack of comment tonight shows we’ve got what the people of Saranac want.”

The plan will be brought before the council again next month for adoption at the council’s regularly scheduled meeting at the Saranac T own Hall Monday, Aug. 22. The meeting will begin at 7 p.m.

APA at a crossroads C

hairman Curt Stiles’ decision to step down from his throne at the Adirondack Park Agency next month could be like cutting the head of f the proverbial snake.

From our perspective, the ex-Marine turned Adirondack Council leader then APA chair has done little to bridge the deep divide that exists over how the agency enforces environmental standards here.

You’d have to go back to the late 1980s to find mor e malcontent with the APA than exists today. At that time, a commission appointed by then Gov . Mario Cuomo was proposing even harsher land use restrictions, but Cuomo eventually gave in to the will of the people.

Now, another Cuomo has the same opportunity with the soon-to-be-vacant chairmanship.

The question is, will the devil we get be worse than the devil we got?

Adirondack Park Local Government Review Board Chairman Fred Monroe has his reservations. Often an outspoken critic of Stiles during his four -year tenur e, Monroe now says Stiles spentthe last several months working with the Review Board to change some of the Agency’s iron-fisted procedures, like how it doles out exorbitant fines, even in cases involving a relatively minor violation; or how it fines those who voluntarily step forward or those who inherit pr e-existing pr oblems.

Stiles, to his credit, worked with the Review Boar d to draft new civil penalty guidelines that wer e adopted in April, Monroe pointed out.

More r ecently, M onroe s aid h is b oard was in talks with Stiles to alter the Agency’s procedures so the economic impact of a pr oject is taken into consideration during the appr oval pr ocess. Currently, Agency staf f is only concerned with envir onmental factors, essentially ignoring the human equ ation of how a project might better the standard of living here.

Those talks will most likely stall when Stiles leaves on Aug. 12, Monroe fears.

While we ar e well awar e that politics plays a part in these decisions, we believe the APA is at an important cr ossroads, and the governor could go a long way toward healing the mistrust by choosing the right individual for this position.

First and for emost, Cuomo needs to clear the Agency of special inter est groups. Just as a former leader of a pr oindustry lobby gr oup would most likely not be the best choice for APA chairman, neither is a former executive dir ector of an environmental group.

The point made last fall by the Review Board that theAPA Board of Commissioners is “stacked with leaders of envir onmental advocacy groups” is a valid one.

Adirondack people ar e not stupid. W e see this infiltration as a systematic move to force a one-sided vision of land use in the Adirondacks, and the Agency’s interpretation of the APA Act under Stiles has been reflective of that.

Until that changes, there will be no balance on the boar d and the Agency will continue to be viewed as biased and self serving.

At the same time, the Agency — especially the chairman — needs to be accessible to the public. Disclosur e and open media communication is key , something Stiles is not noted for.

Love him or hate him, these ar e precisely the points Essex farm owner and former Wall Str eet executive Sandy Lewis has made all along, that the Agency is needed, just not thisAgency with Stiles as the lone-star general.

Had the state listened to Lewis, the Review Boar d, and the will of the Adirondack people, the APA would no doubt be a mor e ef fective agency for the envir onment and the people who live here.

Campaign begins to draw same-sex couples to NY

ALBANY — Celebrate marriage equality. Plan your wedding in New York State.

That’s the message I Love New York officials ar e sending same-sex couples now that they can legally get married in the state, as of Sunday, July 24. And Adirondack tourism of ficials say they are thrilled to have the extra attention.

Empire State Development (ESD), which operates the I Love New York marketing pr ogram, launched a “Save the Date” campaign on July 15 to pr omote the Empire State as a tourism destination for same-sex weddings and honeymoons. “Save the Date” refers to July 24, “a date that will live in the storied history of New York’s civil rights movement.”

State graphic designers even changed the r ed heart in the iconic “I Love NY” logo to a heart-shaped, sixcolor rainbow flag, which is the symbol for the LGBT (lesbian, gay , bisexual, transgender) community.

“Every sector of New York’s travel and tourism industry will immediately benefit fr om the economic opportunities created by same-sex marriage. Our

All plants will slow their growth during hot periods. New annuals, per ennials, tr ees, and shrubs can still be planted in the summer as long as they ar e kept watered, but avoid digging and transplanting existing tr ees and shrubs. The r oot loss can cause complete failure in summer. Wait until next spring to transplant.

Lawns will also br own and go dormant during hot, dry periods and then gr een up once the weather cools. If you want to help your turf, raise the height of your mower to give turf more photosynthetic leaf tissue to keep up with carbohydrate demand. Additionally, r oots will gr ow deeper with higher mowing height allowing the plant more access to water. If you do irrigate your lawn, less fr equent but longer irrigation session are important.

Lastly, remember to keep yourself cool during hot summer periods. Don’t be so concerned about your plants that you give yourself heat exhaustion by caring for them during hot humid periods of the day.

The effect of heat on your plants can’t pr edict what the weather will be like when you ar e reading this article, but ther e is no doubt that we have been having very hot summer weather recently. We cope with the heat by staying out of the sun, using fans and air conditioning, and going swimming. Unfortunately, our garden plants do not have any of these luxuries.

If plants cannot get out of the br utal heat, how do they cope with the added stress of heat waves? Plants tolerate heat by absorbing water fr om the soil and transpiring it through their leaves as vapor. This conversion of water fr om liquid to gas absorbs a small amount of energy in the form of heat. Most plants slow down their photosynthesis, or food making, process during periods of extreme heat. This reduces their production of carbohydrates. So many plants are producing fewer carbohydrates, or food, during heat periods but consume even more to cope with the heat.

Once established, most plants can survive summer stress with the carbohydrate deficit, but sometimes they need help. We can facilitate transpiration by caring for the r oots with good soil aeration and pr oper watering. Too much water saturates the soil and r emoves all the oxygen, hindering r oot activity and transpiration, while too little water causes the plant’s roots to die back, r educing the amount of water the plant can take up.

North Country Biggest Loser helping teens this time around

By Jeremiah S. Papineau jeremiah@denpubs.com PLATTSBURGH — Jen Lecuyer knows how it feels to stru ggle with weight loss and that’s what motivates her to help others in their battle against the bulge.

The 32-year -old teaching assistant participated in the City of Plattsburgh Recr eation Department’s inaugural North Country Biggest Loser pr ogram two years ago as a means of slimming down and becoming a healthier person.

Now, she’s helping young people do the same in the teen version of the fitness program, modeled after the NBC television series of the same name.

“The idea is to expose them to as many activities as possible in the hope that they will find something that they really like and stick with it,” said Lecuyer. “It can be intimidating to walk into a workout class and have no backgr ound, but it makes it even harder when you are self-conscious about your weight.”

“If we can expose them to these classes in an envir onment wher e

they feel safe, they may feel mor e comfortable going out and taking a class,” she added.

Lecuyer, who served as a mentor during last year ’s North Country Biggest Loser pr ogram, knows how many overweight teens feel, having been one herself gr owing up. It’s her hope that by introducing different forms of exercise and healthier eating choices, with the help of the pr ogram consultants like Dr. Heidi Moore of MountainView Pediatrics, that the teens in this year ’s pr ogram can begin a path to a longer and happier life.

“The earlier the person can cr eate a healthy lifestyle, the better ,” said Lecuyer . “I wish I had been given an opportunity like this when I was a teenager , because I wouldn't have had to live for so long feeling the way I felt and not being as healthy as I possibly could have been.”

Kevin Cangr o, a 17-year -old North Country Biggest Loser participant from Peru, is among those hoping to shed unwanted pounds and get in shape. Cangr o said he chose to participate because he not

only wanted to pr event gaining any further weight, but because he also wanted to be more active with his friends.

“My goal is to be 220 or less,” said Cangro.

And, he’s alr eady on his way .

Cangro weighed 302 pounds at the beginning of the summer but, after meeting with a nutritionist and changing his eating habits, now weighs 282 pounds.

It was a sobering statistic for Cangro to learn how much worse his situation would have gotten if his lifestyle would have been left unchanged, he said.

“If I would have kept going, I would be ar ound 400 pounds by the time I was 32 years old,” said Cangro.

Now, that road is becoming a distant memory to Cangr o, who said he enjoys the North Country Biggest Loser pr ogram even though it is “har d work” and r equires its participants “to push yourself to keep going.” It’s his dream of becoming a firefighter after high school that keeps that motivation burning inside him,

“When I have trouble with an exercise, I tell myself to keep going, you need to lose weight to become a firefighter,” he said.

What also keeps Cangro going is the support from others in the program, which Lecuyer said is very important, based off her own experience.

“Having that kind of support is priceless, and in some ways I think that this what makes this program work,” she said. “I have lost about 70 pounds and I still str uggle, but I know I have my Biggest Loser family to keep me going when I am feeling discouraged.”

“My advice to other kids who have tr ouble losing weight is to keep trying, never give up, try to think of something to keep you motivated,” said Cangr o. “If you’re not motivated, you won't succeed.”

Community Bank VP named chair of this year’s Plattsburgh Heart Walk PLATTSBURGH — Jim Snook, vice pr esident and branch manager of Community Bank, has been named chair of this year ’s Plattsburgh Heart W alk, slated for Saturday, Oct. 15.

The Heart W alk draws more than 1,500 participants from the ar ea’s top companies, medical facilities and the community at large in an effort to fight against heart disease and stroke.

“We’ve received so much in this community to help us car e for our hearts, it’s our turn to raise funds to help the American Heart Association fight heart disease and stroke,” Snook said. He pointed in particular to AHA-backed legislation that put AEDs in public places, and the excellent coronary facilities at CVPH Medical Center.

Snook has been part of past leadership teams for Heart W alks, and believes the power of the lar ge group at the walk has a positive ef fect on the whole community . In particular, Snook is thinking about children this year, beginning with 21-month-old Luke Garcia, t his y ear ’s " Heart H ero," w ho w as born with congenital heart disease.

“If we can make a difference in Luke’s life that one day, we’ve done something good,” Snook said.

Snook is also concerned about the rise in childhood obesity, and stands behind the

American Heart Association’s pr evention platform, which includes walking as a health measur e. Snook pays attention to his own health, and lost 60 pounds in the North Country Biggest Loser competition.

“We’re lucky to have Jim chairing the Heart W alk,” said Ashley Edwar ds, executive director of the American Heart Association.

“He’s bringing a gr eat combination of hard work and sincerity to

the position.”

Born in Plattsbur gh, Snook gr ew up in Guilford, Ct., and spent 10 years in the Air Force before returning to the area. He’s been in banking for eight years, and his State Route 9 branch of Community Bank was branch of the year in 2010.

Chairing the walk continues his family’s tradition of community service, which began with his grandmother, Frances Sweeney, who was the director of the Clinton County Recreation Department and ran the Clinton County Christmas Bur eau. Heart disease is also an issue the family deals with – Snook’s mother has heart disease and his sister assists with cor onary r esearch at Johns Hopkins University. Hot Rods for Hospice returning Amanda Bow, director of development for Hospice of the North Country, and Jay Montpelier, owner of 8 Ball Billiards Café, are getting ready for the “5th Annual Hot Rods for Hospice,” an event to be hosted at 8 Ball Billiards, 7202 State Route 9, next Saturday, Aug. 6. The event will feature a hot rod car show, music, entertainment, and a chicken barbecue. Registration for vehicles will be held from 9 to 10 a.m. and cost $15 per vehicle. A parade, live music and raffle, will start at 12 p.m. and the chicken barbecue will begin at 1 p.m. Horseshoe, pool and dart tournaments start at 2 p.m. The cost of the barbecue will be $8 for ages 12 and older and $4 for children ages 5 to 12. Having Fun at the Clinton County Fair County fair a success, says manager

MORRISONVILLE — The 201 1 Clinton County Fair has come and gone.

This year’s fair was a success, said fair manager Glenn J. Gillespie, with attendance for the six-day event — held July 19-24 — incr easing slightly over last year ’s overall figur e of 30,000 people.

“On our opening day we had 6,000 people,” said Gillespie. “I think it had a lot to do with affordability.

Where else could you see everything you could see that day for a $2 admission?”

The only day that attendance seemed to dip was July 22, when temperatur es in the ar ea hovered around 102 degrees.

“It was extr emely hot, so we wer e down a bit that day, but we seemed to make up for it the next three days,” said Gillespie.

The hot weather also tested the pr eparedness of emer gency of ficials and fair staf fers, who worked together to pr event any heat-related illnesses, said Gillespie.

“Everybody from the EMS to the firemen to the sheriff ’s office to the state police worked together,” said Gillespie. “Even the people who had animals at the fair like 4-H, they made sur e all their were cooled “I think it had animals off.” a lot to do with Though Gillespie said he couldn’t affordability." point out one particGlenn J. The pr ocess fulfills a physiological need for food, but it also satisfies higher needs for self-esteem with the discovery, achievement and the sense of self-reliance that comes with the accomplishment. There is a special pride that comes with furnishing food for the family , particularly among young children.

These natural treats can be harvested at many local "u-pick-em" farms, or found while involved in any number of enjoyable outings, whether paddling, biking or hiking. Harvesting berries in the wild offers pickers a healthy opportunity to spend time in the woods, in the fresh air. It is an activity that puts children, and adults in touch with natur e and pr ovides them with a direct link to the land.

It is also a gre at way to introduce children to the outdoors, as it provides the opportunity to discuss healthy foods and healthy lifestyle. Kids can exer cise their natural sense of curiosity, in natural surroundings and discover the sweet rewards of their success.

Berry picking is a safe, gentle activity that is easily enjoyed by enthusiasts of all ages. It pr ovides great fun and good exercise, in the

ver the course of the past week, I’ve spent a fair bit of time in both the woods, and in the open fields. In this timeframe, I’ve also knocked of f a few of the smaller peaks, and visited several rivers and lakes as well.

Despite the variety of terrain I’ve encountered, and the r emoteness of my travels; the locations have consistently featured a most common denominator, berries and mor e berries! It appears to have been a very lush year, and the berries ar e large, juicy and plentiful.

Blueberries can be found fr om the roadsides to the mountaintops, and fr om the lakeshor es to the riverbanks. Raspberries and blackberries are most evident along the streams, in the forest edges and in the open fields.
