Habitat house gets helping hand

ROUSES POINT — Champlain Valley Habitat for Humanity is making progress building its most recent North Country home.

Keith R. Matott, facilities and project manager, said the project is nearly halfway completed thanks to community support.

The home, in construction on Beverly Drive for Laura and Christopher Welch, has been starting to take shape since the foundation was poured last fall, said Matott.

“We’re well under way,” said Matott. “We

Baseball fans keeping the game alive

LYON MOUNTAIN — Baseball has long flowed through the veins of the people of Lyon Mountain— Just ask Bill Chase.

Chase coaches the Lyon Mountain Miners, one of the few remaining teams which compete in the Champlain Valley Baseball League. Though the league doesn’t have nearly the amount of participation that it once did, it’s still a point of pride for the community.

“Chazy’s got their soccer. Peru’s got their football. Lyon Mountain’s got their baseball,” said Chase.

Baseball has been “part of the Lyon Mountain heritage since the late 1800s,” said Chase.

“It used to be that it wasn’t unheard of to see a couple thousand people watching a ball game up there,” said Chase.

The sport took root in Lyon Mountain when Republic Steel, a major employer in the area at the time, started its own town team.

Route 374. And, back then, faced opposition from across the region, said Bill Durnin Jr. “If you go back in the history books, all the towns had a team — Churubusco had a team, Chateauguay had a team, Gabriels, Ellenburg, Morrisonville, Rouses Point.

Every town had a team,” said Durnin Jr. Durnin Jr. and his father, Bill Durnin Sr., both played ball growing up and both noticed a decline in participation over the years.

“I played when I was 16 years old in high school,” recalled Durnin Sr. “Back then, you were just satisfied with getting a uniform, a hat and a jacket. Now, kids have to play seven or eight innings or they don’t want to play.”

His son agreed.

“It’s just the generation. It’s society. There’s no real dedication or commitment like there was years ago,” said Durnin Jr. Though the Durnin father-son duo have long since thrown in their gloves, as has Chase, they each support the local baseball league and the Lyon Mountain Citizens Youth Group, the nonprofit group which owns the property.

“I haven’t played since about 2002, 2003,” said Durnin Jr. “Now, I mow the lawn, dump the garbage.

I put in about 12 hours a week in maintenance.”

Chase oversees the recyclable bottle collections that help fund upkeep of the ballfield one nickel at a time, said Durnin Jr. “We raise money to fix this up on 5 cent bottle returns and donations and fundraisers,” he said. “We do that to pay for the water bill, the sewer bill, the lights, any fill we need — everything.”

When a major windstorm destroyed a pavilion on the ballfield property in December 2008, the following year, the group banded together to raise $7,500 to rebuild it.

The project is near complete, but sights are already set on raising the group’s coffers back up to keep up with routine maintenance.

One of the next project’s the group is also looking at is restoring its grandstand, which has seating enough for a couple thousand people.

“We’re talking anywhere from $5,000 to $10,000,” Chase said of the cost to restore it.

Youth Group hopes to raise a good portion of the money through a roast beef dinner this Saturday, April 30, at American Legion Post 1623, State Route 374. The dinner will be held from 4 to 6:30 p.m. and include a 50/50 raffle and Lyon Mountain Miners apparel for sale.

The cost of the dinner will be $9 for

adults and $6 for children 12 and younger.

CHAMPLAIN — The basic philosophy of Champlain Telephone Company has remained the same over the past century — provide customers service they need and do it in the most efficient way possible.

Champlain Telephone Company — a regulated telecommunications company providing residential and commercial services to Champlain, Mooers, Mooers Forks, Rouses Point, and Altona — was founded Sept.

also strengthened the company, said MacConnell. Most recently, the company secured financing through NBT Bank to continue its plan to expand fiber optic services to the south, serving communities like Glens Falls, Queensbury, Fort Edward and Hudson Falls.

“We’re very excited about that,” said MacConnell. “We see Glens Falls as a tremendous growth opportunity.”

Trahan and MacConnell both noted that the success of Champlain Telephone Company and PrimeLink couldn’t happen without their dedicated employees.

“We have fantastic employees that have made this work,” said Trahan, adding many employees also give of their time doing good in the community on behalf of their employers.

“Our employees give back to the community in many, many ways,” said MacConnell, noting many help the efforts of the companies in supporting Go Red for Women, the Plattsburgh Start! Heart Walk, the Foundation of CVPH, and many other charitable causes. “I think that speaks volumes about the quality of our employees.”

That understanding is what has kept the North Country successful in attracting businesses, said MacConnell, and will keep it successful in the future.

The train is back - get on board T

hey’ve finally done it. After years of back and forth among Warren County supervisors regarding the passenger train that runs from North Creek to Corinth — during which time they dumped hundreds of thousands of taxpayer dollars into a line often characterized as “the train to nowhere” — they have committed to giving it a wholehearted effort this time.

Six months of contractual negotiations between the Warren County Board of Supervisors and potential operators has led to an agreement with Iowa Pacific Holdings LLC. The company hopes to have freight trains running by July.

Supervisors should be commended for this agreement, which promises to be a financial boon to the county. It’s estimated the railroad will produce $82,000 in revenue through both tourist and freight traffic the first year of operation, compared to

the $19,500 generated in 2010.

For the first time in a long time, Warren County should see a substantive return on the $8 million in grant money used to refurbish the dilapidated railroad infrastructure, in hopes the region would reap the rewards through trains carrying skiers and tourists to the region.

In reality, that failed to happen, leaving local taxpayers crying foul as county leaders continued to throw good money after bad. Complicating matters was the agreement that grant monies would have to be paid back if the railroad weren’t used for its original intent.

Enter Iowa Pacific.

The company handed Warren County a proposed contract — inches thick — in December of 2010, saying they saw an opportunity worth investing in. They said they weren’t afraid to make it happen in upstate New York or inside the Blue Line. This air of confidence from a company with a long history of successfully operating railroads — it already owns six — is a welcome breath of fresh air.

Perhaps supervisors should have done it right the first time with this type of agreement instead of a line dedicated to a tourist train — which Ed Ellis, the presi-

The reintroduction of freight on the lines of the Saratoga and North Creek Railroad will do much more than make the rails profitable, according to Ellis. Under the new contract, tourists trains will continue on the lines and will be joined by trains hauling freight — potentially the best of both worlds. The presence of both will also open up opportunities for bigger and better recreational opportunities including ski trains and commuter services — to name a few.

Lastly, as the tracks continue from Corinth to the Amtrak lines of Saratoga and beyond, the possibility becomes very real of boarding a train in North Creek and rolling into Penn Station in New York City several hours later.

That is just the sort of economic boost to this region that people like former Johnsburg Supervisor Bill Thomas envisioned

when he championed for a county takeover of the railroad lines a decade ago.

It now appears the train to nowhere is indeed going somewhere.

Accentuate the positive Regarding the recent swirl of controversy around the Girls Gone Wild event at Therapy Nightclub and Sports Lounge, I would like to point out a series of other events that have also taken place in this establishment over the last 6 months or so.

Since a series of mid-winter fires plagued our community, Therapy has teamed up with an organization spearheaded by Bubba Gonyo to offer benefits and charity events for different causes in our community.

They started with a donations drive to benefit victims of house fires; Therapy was the main collection site for this drive. From there, they have

hosted a series of events for sick children and their families to help them pay medical bills or enable them to seek necessary and life-saving treatments. These include: Relief for Riley and Miracle for Marcus in March, Jammin’ for Jazzy in April, and a number of upcoming events, like A Voice for Andrew next weekend, Cherishing Christine, and Justice for the Children in May. For all of these events, Therapy has donated their space and staff time, and sometimes has donated food, beverages, or prizes to the events to help raise even more funds. In addition to offering these benefits and charity events, Thera-

py also hosts Zumba classes weekly and is sponsoring a local softball team this year, called the Therapy Thumpers! Isn’t it great that Plattsburgh has an establishment that offers such a diverse palate of entertainment options that appeal to various audiences?

Regardless of my personal feelings about Girls Gone Wild, I think it’s important, always, to look at the bigger picture. I encourage others to look at the whole body of work that this establishment is offering before passing too much negative judgment about an isolated event.

An alternative to juniper plants

April’s recipe of the month

hen a gardener thinks of low growing, evergreen groundcover shrubs, the most common plants mentioned are junipers. Junipers have many merits that make them fine groundcover choices. They are drought-tolerant, spread nice, and come in a wide range of textures and shades of green. But, junipers also have their drawbacks. These plants do not do well in any amount of shade and are host to diseases. In addition, many gardeners, myself included, find their prickly texture irritating to the skin. I break out in a rash anytime junipers touch my skin.

Because of juniper ’s limitations, more and more gardeners are using Siberian or Russian cypress, (Microbiota decussata) in their landscapes. Before we get into the specific attributes of the plant, a little botany and history on this plant might be appreciated.

This conifer belongs to the family Cupressaceae and is somewhat closely related to junipers (Juniperus) and true cypress (Cupressus). In the wild, the plants hail from mountainous areas of eastern Siberia. Due to the remote location, this plant was not discovered until 1923. With all the secrecy between the former USSR and the western world, this plant only became known to the western world in the 1970s!

Summer foliage is bright green but from late fall to mid-spring, plants turn purplish-brown. The winter color provides a wonderful contrast in the winter garden, especially combined with golden-colored conifers and ornamental grasses.

This conifer is exceptionally hardy (zone 3 or sheltered areas of zone 2) and in the landscape, can easily rival the best spreading or creeping junipers. However, in my opinion, Siberian cypress surpass junipers since they do not suffer from the host of pests and diseases that plaque junipers.

Full sun is best but they will tolerate more shade than junipers. They are not fussy as to the soil as long as it is well-drained and not too alkaline.

So, if you have a problem spot in a relatively open site and junipers are just not up to spec, then try growing Siberian cypress. Some call it the groundcover of the future!

Juvenile diabetes just part of everyday routine for one local boy

PERU — Connor Sargeant has been living with diabetes for as long as he can remember.

The 11-year-old Peru Middle School student was diagnosed with Type I diabetes when he was 5 years old. The chronic disease occurs when the body’s pancreas doesn’t produce enough insulin to properly maintain blood sugar levels.

Though he was a toddler when he was diagnosed, Sargeant’s mother, Jill Folsom, said he doesn’t remember how his life was before being labeled a diabetic.

“As long as he remember, he’s always been diabetic,” said Folsom.

However, Folsom remembers the circumstances surrounding her son’s diagnosis very well.

“Connor was in kindergarten and he had never really been sick,” recalled Folsom.

“Then, all of a sudden, he started having chronic ear infections and strep throat.”

Folsom, a registered nurse, began to become more curious about her son’s condition, especially when he began wetting the bed and becoming “incredibly thirsty.”

“I was home with him on spring break and I started noticing more signs. It was then I really started to suspect it was diabetes,”

said Folsom.

Folsom brought her son to the family doctor, who then referred the family to an endocrinologist in Burlington, Vt. That’s when Folsom learned of her son’s diagnosis.

“Life changed,” she recalled.

Sargeant’s life since that day has consisted of constantly monitoring his blood sugar levels, requiring several finger sticks a day. These days, his diabetes is well-monitored and under control thanks to an insulin pump and support from family, friends and school staff who regularly remind Sargeant about checking his blood sugar. However, there have been times when his levels have been very high — around 800 mg/dl — to very low — as low as 26 mg/dl. Sargeant’s level should be between 80-120 mg/dl, said his mother.

“He never lost consciousness when it got down to 26, which was the strangest thing,” said Folsom.

Though Sargeant’s experience of living with Type I diabetes is one he shrugs off as part of his everyday routine, he and his mother both want to raise awareness about the autoimmune disease. And, to that end, Sargeant and his family will be guests of honor at the Walk to Cure Diabetes this Saturday, April 30, at the PARC Oval in Plattsburgh.

JCEO food package orders being taken for May

PLATTSBURGH — The Joint Council for Economic Opportunity of Clinton and Franklin Counties is now accepting registration for its monthly food package.

The May package includes one 2-pound box of turkey burgers, one 2-pound bag of chicken tenders, and an assortment of home-style beef patties, all-beef hot dogs, fresh strawberries and cole slaw mix.

The cost of the package is $21 with food stamps and cash accepted as payment. Those purchasing packages do not need to meet income restrictions.

The JCEO will also offer three specials which may be purchased separately: Special 1— 8 pounds holstein beef patties for $17.25; Special 2 — 6 pounds Italian sweet sausage roll for $14.25; and Special 3 — pork roast, stew beef, chicken tenders, breakfast sausage links and ground beef for $32.

News of the Week Police cruiser crash PLATTSBURGH— A city car crash sent a police sergeant and two others to CVPH Medical Center to be treated then released April 18.

City Police Sgt. Kevin Riley was driving, with Lt. Scott Beebie as passenger, through an intersection on the way to a Court Street accident when his cruiser was T-boned by a vehicle driven by James Trow, with his wife Anna as passenger. The Trows, both of Plattsburgh, and Riley went to CVPH for examination. James was ticketed for failure to yield the right of way to an emergency vehicle.

OSHA fines proposed for local company PLATTSBURGH— An OSHA inspection of SOLVE Composites of Imperial Industrial Park has led to a proposed $126,000 in fines for the company. The fines are for a long list of employee safety violations, including exposing workers to fire and explosion danger. Following receipt of the citations, the fiberglass-reinforced plastic panel maker has 15 days to meet with the area director of OSHA, comply, or challenge the findings.

Health insurance change sparks retiree lawsuit ELIZABETHTOWN — Essex County is being sued by 27 retired county employees due to an increase in their health insurance payments. The workers, represented

by Civil Services Employees Association Local 1000, said the increase, which would force them to pay 12 percent of their premiums, violates the terms of their contract. They hope to reinstate their former payment levels of 0-to-8 percent. County Manager Daniel Palmer said he thought the contract allowed up to a 14 percent increase on retiree insurance payments.

Heroin found at Ti traffic stop TICONDEROGA — Town police seized $7,500 of heroin at a traffic stop on April 20. The driver of the car, Zack A. Muroff, 25, of Ticonderoga, and the passenger of the car, Joshua M. Jaenisch, 30, of Crown Point, were arrested for felony third-degree criminal possession of a controlled substance. Neither Muroff or Jaenisch could post their bails of $25,000 and $20,000, so both were brought to Essex County Jail. Police say they believe the heroin was intended to be distributed in the area.

House fire suspected to be arson TICONDEROGA — The two-story vacant house at 107 Lord Howe St. was nearly completely destroyed by a suspicious fire April 20. There were no injuries.

Flames were first spotted coming from the house at 12:42 a.m. Town firefighters, helped by others from Hague, Putnam, Schroon Lake and Crown Point, didn’t leave the scene until 4 a.m. The tax assessment on the building, owned by J. Slack of Ceres, Calif., was $71,400 this year. In 2007, Ticonderoga saw a number of suspicious fires of vacant houses, including one nearby this most recent blaze, at 85 Lord Howe St.

Fire departments look to recruit younger

denpubs@denpubs.com SARANAC LAKE — Sitting at a table at the Blue Moon Café in Saranac Lake, Keegan Muldowney takes a break from his meal and recalls that his desire to volunteer and help his community was sparked at an early age.

Keegan’s parents have volunteered as coaches for local sports teams, and he and his siblings have done the same. It’s just something that you do, he says.

But he says his decision to become a volunteer firefighter had a more personal meaning.

“I’ve had a lot of people in the fire service in my family,” he said.

“I lost a cousin in 9/11 who was FDNY. That really hit home.

After that, I felt like it was my turn in my family. So as soon as I was able to, I joined the fire department.”

And what Keegan calls volunteering, others may view as a fulltime job. He currently works for the Lake Placid Police Department as a parking enforcement officer, helps out at the Lake Placid Volunteer Fire Department, volunteers as a coach for a number of youth sports teams, and is an active member of the Saranac Lake Volunteer Fire Department.

He’s driven, dedicated, energetic – exactly the sort of recruit fire departments are looking for.

And he’s in short supply.

In recent years, volunteer fire departments in New York have seen a dramatic drop-off in membership. The numbers vary widely across the state – but here in the Adirondacks, many fire departments have seen membership decline by some 15 percent.

“For the first time, I can’t tell you in how long, we’ve not had an actual high school student join our junior program – so that was kind of our first red flag. We’re down significantly over the probably three or four years, probably 10 to 15 percent easily, with our membership,” said Rusty Hall, chief of the Keene Valley Volunteer Fire Department.

According to Hall, his department totals about 25 members – that includes firefighters and emergency responders. He’s been with the department for more than 37 years, and he recalls periods when membership ran in the 40s.

In Warrensburg, a community nearly three times larger than Keene, the fire department has 28 members. And the average age of each member is approximately 50.

So the problem facing many of these departments is two-fold.

As Hall notes, there’s not only a need for more firefighters, but a need for younger recruits.

On the surface, dwindling volunteer totals represent a risk to public safety. It doesn’t take an expert to draw the conclusion that an undermanned fire department isn’t as effective.

Rusty Hall notes that, simply put, more volunteers translates to a more efficient fire and rescue operation.

“It most definitely makes it easier,” he said. “For instance, I’m out of town during the course of the day, so we ultimately run on skeleton crews during the course of the business day, and we have to rely more on our neighbors, and if they, in turn, are running on skeleton crews, the job just gets that much more difficult.”

But there’s another factor at play here – a sort of “what if?” factor.

What if numbers continue declining and volunteer fire departments start vanishing?

Obviously, communities will still need fire and rescue service.

“Several years ago, it was estimated that if we had to pay our volunteers, in New York state it would cost over $7 billion a year.”

That’s Assemblywoman Teresa Sayward, a North Country lawmaker who says the state needs to step up to the plate and better support volunteer fire and rescue personnel.

“We’ve done some little things, like giving out a $100 tax credit here and there. We allow communities to give them property tax reductions. But we don’t really do anything in the larger scheme of things to encourage them not only to come in, but stay in,” she said.

According to Sayward, state mandates require fire and rescue personnel to undergo hours of sometimes costly training. And those training sessions often take place miles

But for young volunteers like Keegan Muldowney, too much training isn’t a deterrent.

“There’s no substitution for training – lack of training is how people get hurt,” he said. “Simply put, that’s how it is. Yes, it’s difficult sometimes to make the trainings and to finish them and to get certified, but lack of training is how people get hurt.”

Seasoned fire and rescue officials like Rusty Hall, or Saranac Lake’s First Assistant Chief Casey Taylor, say it’s life that often gets in the way for potential volunteers.

Taylor says it’s sometimes difficult to retain older volunteers, especially those with spouses, children, and full-time jobs, because the role requires time and dedication.

And Muldowney says it’s no mystery why younger volunteers are hard to find.

“They’re either at school or at work,” he said. “The availability is tough, because you have an unstable life when you’re young these days.

Unless you get right out of college with a stable career, you don’t have a stable income and a stable schedule where you can really commit to yourself and commit to your department that you’re going to be there.”

Sayward has introduced a bill in the Assembly that would allow volunteer firefighters to send their children to a state college or university for four years free-of-charge, so long as they’ve belonged to a department for at least five years, among other stipulations.

“We have to do something significant like that,” Sayward said.

But in a state where lawmakers are looking to slash spending, even for critical services like health care and public safety, looking to Albany may not be the best solution.

That’s why fire departments statewide hosted the first-ever statewide unified firefighter recruitment day earlier this month.

The idea, according to Essex County Emergency Services Director Donald Jaquish, was to open the doors at fire stations and show the public what volunteering is about.

In Keene Valley, visitors got to check out the facilities and try on turnout gear. And the department signed up one new member, according to Rusty Hall.

That might not seem like much, but as Hall points out, one extra person can often mean the difference between life and death in certain situations.

Hall says volunteering as a firefighter won’t make you rich or famous – but the fulfillment is there nonetheless.

“The personal rewards can be there, and fortunately in the number of years I’ve been able to serve my community, I’ve gotten a lot of those rewards,” he said.

Keegan Muldowney says getting involved with the fire department has been rewarding. But he stresses that it goes beyond that – getting involved, he says, is part of the cycle that keeps communities vibrant.

“Even when I was playing high school football, my coaches always preached that when you are at the point in your life when you are able to, you need to give back, just like the people that are giving to you now.”

Canadian studies, geography majors get ax

According to Board of Assessors Chairman Kimball Daby, there was not a significant change in the value of vacant land and commercial properties.

PLATTSBURGH — The State University of New York at Plattsburgh is suspending the Canadian studies and geography majors programs in the wake of a growing budget deficit.

University President Dr. John C. Ettling said the recent announcement the State Legislature will cut funding for SUNY campuses and hospitals in its 2011-12 budget by $170.1 million has added to the already troublesome situation for the SUNY Plattsburgh campus, which has been facing a $4.3 million deficit.

“Right now, we don’t know what share of the most recent budget cut to SUNY this campus will be asked to bear,” Ettling said. “From the scenarios we’ve been given, in the best scenario we could expect to see a $900,000 cut ... the worst, a $2.3 million cut.”

The university has been making a series of cuts to its budget since fall 2008, said Ettling, to combat the financial challenges it has seen over the last three years. The cuts include the reduction of its workforce since 2008 equivalent to 60 fulltime employees — not exactly 60 employees, noted Ettling — saving the university approximately $3.3 million in salaries alone.

However, overall cuts amount to approximately $3.9 million — nearly a half-million shy of the total deficit facing the university.

“It would be considerably larger if we hadn’t already been cutting budgets for the last two and a half years,” said Ettling.

The suspension of the bachelor ’s degree programs for Canadian studies and geography — which will amount to an estimated savings of $300,000 — was the result of retirements in each department and low enrollments, said Ettling. When reviewed by the university, the Canadian studies program had only four students enrolled toward a major, said Ettling.

Dr. Mark P. Richard, coordinator of the Canadian studies program, said the program actually started the current academic year with three students and recruited six more as the year progressed. The low numbers are hardly news to the university, Richard said.

“It’s always been a small program here at the college,” Richard said. “But, that shouldn’t be taken as a measure of the strength of the Canadian Studies program, because we offer a number of courses. Typically, 600-700 students a year take courses with a Canadian Studies prefix.”

The suspension of the Canadian studies major — which Richard said there has been no indication it will be reinstated — will begin this fall with the 2011-12 academic year and is something Richard considers a major loss for the university.

“SUNY Plattsburgh was one of only two institutions of higher education in the United States to offer a major in Canadian Studies,” Richard said, adding the other is at Western Washington University in Bellingham, Wash. “So, this is part of our identity here at the college and part of what distinguishes us amongst the SUNY institutions.”

Emily O'Hara, a senior at Plattsburgh State majoring in the Canadian studies program, said she considered the dropping of the Canadian studies major “truly unfortunate news.”

“The program, which often receives funding from external sources in the form of grants and co-operative partnerships, has established a credible reputation at SUNY Plattsburgh,” said O’Hara, who called the program “one of the most comprehensive and multi-disciplinary regional studies programs

in the country.”

The Canadian Studies program has “ingrained” itself in campus culture, said O’Hara, and its removal from the curriculum will affect more people than only those who are majors or minors in the subject. O’Hara said she’s aware of the university’s current financial situation and added she is “confident that the school's administrators are making their best professional judgment in their decision-making process.”

However, O’Hara did add she has concern for other courses being cut.

“I just hope that this decision does not parlay into or form a pattern of cutting additional degree programs in the School of Liberal Arts and Sciences,” she said.

Though the Canadian studies major has been eliminated, the course of study in the program will still be available, Ettling emphasized, and will not affect students currently enrolled for with a Canadian studies or geography major.

“We’ve eliminated the major, but we retained the minor, we retained courses,” he said. “We still have a minor in Canadian studies. We still have the Center for the Study of Canada.

All those things are here, robust and not going away.”

“Geography will continue to teach general education courses and geography courses that prospective teachers need ... We’ll still provide the service courses in geography necessary for people to become schoolteachers and to minor in geography,” added Ettling.

The university will also close the doors of the SUNY Technical Assistance Center, the noninstructional arm of the college which offers economic and community development outreach services. The center, which has been in existence 40 years, has not been bringing in enough money in recent years to cover the center ’s annual operating expenses of approximately $150,000.

“In fact, they’ve been losing money for us for several years now,” said Ettling.

Though it provides a service to the community, the center — which employs a full-time director and clerical specialist — fell on the chopping block because it doesn’t align with the university’s principal mission of educating students.

“So, they were vulnerable,” said Ettling.

Other private organizations such as The Development Corporation and the North Country Chamber of Commerce have also established themselves in the region since the Technical Assistance Center was formed, offering “essentially the same kind of work,” said Ettling, The Technical Assistance Center will close its doors June 30.

By the numbers The following is a list of some of the additional actions being taken to reduce the SUNY Plattsburgh budget for the 2011-12 academic year and the amount to be saved: - Eliminate Freshman Experience Program ($120,000) - Reduce budget for marketing and communications ($85,000) - Reduce budget for art museum over next two years ($50,000) - Discontinue replacement of inkjet printers and centralize printing ($50,000) - Decrease utility costs due to efficiencies and improvements ($50,000).

- Redirect funding from the Center for the Study of Canada to support temp services ($47,000) - Suspend contractual services slated for the proposed eforms/document management initiative ($45,000) - Reduce printing of Plattsburgh Magazine from three issues to two annually ($40,000) The university will also increase voluntary and mandatory student fees for applied music, technology, student health, orientation and intercollegiate athletics.

Waterfest gets thumbs up for July LAKE PLACID — The Greater Adirondack Resource Conservation and Development Council recently received the thumbs up from the village board to hold an educational event called “Adirondack Waterfest” in July beside the Lake Placid Convention-Visitors Bureau. The free event will take place on July 29, from 10 a.m. to 4 p.m. The event will highlight local businesses, and educate the public about issues surrounding water quality. Adirondack Waterfest has been held for 13 prior years, but this is the first time it’s been held in the village.

Firefighter’s home saved SARANAC — The home of Scott Leduc, a member of the Saranac Volunteer Fire Department, was spared following a quick response by his fellow volunteers on the night of April 20. While Leduc was able to sleep in his home that night, the building suffered water and smoke damage. His four-car garage, however, was completely destroyed.

Hendrie allegedly commits arson PLATTSBURGH — Jamie T. Hendrie, of Plattsburgh, was arrested April 20, on a felony charge of third-degree arson, for allegedly setting fire to a woman’s car following an argument with her. The car was a total loss. Hendrie was remanded to Clinton County Jail on $15,000 cash bail. The woman in question is believed to be physically unharmed.

Businesses saved from fire PLATTSBURGH — Roto-Rooter and Adirondack Transmission, two businesses housed in a single building, were saved from significant fire damage around 3:45 a.m. April 20 after area firefighters quelled a fire coming from an RV roughly 10 feet away. The building only suffered exterior damage to a siding section that is not believed to effect daily operations. The owner of the RV was not identified.

Missing canoeist still sought by family PLATTSBURGH — Francine Marcel, 56, has still not been found after being reported missing last November. Police searched the Point au Roche family camp she had left to only to find her belongings undisturbed, aside from a life jacket and canoe which had been taken. Marcel, a lover of canoeing, was reportedly seen the day she went missing on the lake. Her family had hoped melting spring ice would reveal clues to her fate, but so far have found nothing.

lthough the local lakes and ponds have been in winter’s icy grip for nearly half a year, the season has relented. On Friday, April 22, the ice finally went out and by the following afternoon; it appeared three out of every four vehicles on the road was car topping a canoe or small boat.

Obviously, the enduring winter season was no longer endearing and people just couldn’t wait for it to end. It seemed that everyone was out searching for an open pond to paddle or a stream to fish.

Early season adventurers would be wise to scout potential locations, since there’s still a lot of snow in the woods, mud on the trails and high water on the streams. Travelers should be prepared for sloppy conditions on land, and cautious of floating debris on the waters.

The combination of spring rains and snowmelt has already served to kick off the annual whitewater season. Rafters can again be found on the mighty Hudson, while kayakers seek out the swollen creeks.

The spring melt always gets me excited, and I have long possessed an affinity for rushing waters. I grew up surrounded by streams and rivers, with a small brook in our backyard and a larger stream, just across the street.

The two flows join with the larger Boquet River, for the annual spring rush to fill Lake Champlain in Willsboro. Fresh flowing waters once filled my boyhood dreams, and they continue to provide opportunities for my adult adventures.

Although I relish the advent of ice out on the ponds, there is nothing I look forward to with a greater degree of enthusiasm than my annual canoe trip down the Boquet. It is a journey that earmarks the beginning of a new season; and provides me with a return to my roots.

By most standards, the Boquet is a small river. It tumbles from the Dix Range in the High Peaks Wilderness in a rage of froth and fury, before settling into an intimate tangle of forests, fields and meadows as it flows gently through the Pleasant Valley from New Russia, through Elizabethtown, Lewis, Wadhams, Whallonsburg, Boquet and finally to Willsboro and Lake Champlain.

Over the years, I’ve paddled a majority of the river’s course, short of the precipitous headwaters above Split Rock Falls. I’ve enjoyed the whitewater of the Steele Woods section and I’ve run numerous drops at Little Falls, Whallonsburg and Boquet.

I’ve been chased down the river by cattle above Wadhams, and watched otters slide on the clay banks near Otis Mountain.

There is no finer method of getting to know a river, than to paddle it, and my first adventure of the new season always involves a canoe trip from New Russia to Elizabethtown.

It is a route that’s mostly flatwater, with a few riffles and a couple of tight moves. Invariably, the journey involves a few carries to get around a logjam, or to haul the canoe over a new timber that straddles the stream.

The route always provides an adventure, the thrill of backcountry surprise and the exhilaration of exploring what lies just around the next bend; will it be a deer, otter or beaver.

Unfortunately, the river’s once thriving trout fishery, which always produced outstanding opportunities, no longer exists. I can find no one to explain why the upper river appears to be so totally devoid of fish life.

While paddling the same section over the past five years, I have not taken a single trout, nor have I seen any evidence of suckers, minnows or creek chubs.

Bob Marshall, the renowned conservationist, once claimed that, “Each mile on a river will take you further from home than a hundred miles on a road.”

Although it may be the case on most flows, I’ve discovered the opposite holds true. Every mile I travel on the Boquet, brings me closer to home. It is a journey that serves to restore my youthful sense of adventure. The trip lets me be a kid again, if only for a day, and that sure is a nice place to be!

Owens addresses concerns of constituents during forum

Special to Denton Publications PLATTSBURGH— Congressman Bill Owens spoke to Clinton County residents during a town hall forum at Clinton County Community College April 20.

The appearance was the second live town hall forum this month for Owens, New York’s 23rd Congressional District representative.

Owens discussed political issues concerning job creation and economic development and stressed the importance of open communication.

“It's important to come together to find solutions to problems," said Owens.

Local residents like John Sylvestry, Bob Mantafusco, and Jerry Bates raised questions concerning small business, elderly care, overseas employment, and agricultural regulations.

Peru resident John Hart expressed frustration at the treatment of veterans and benefit bureaucracy.

“Can’t we streamline this thing,” Hart asked in exasperation.

Owens sympathized with Hart’s plight, not-

ing “specialists are always in larger communities.”

In response to John Sylvesty’s inquiry concerning the creation and maintenance of small business, Owens maintened his “focus on getting rid of meaningless regulations," and referenced audience members to his Web site.

Owens was met with applause when he advocated the elimination of private funding for elections.

“In my view having been through it two times, the only way to solve that problem [elected official bias], is by having public funding,” noted Owens.

The discussion met some friction when questions concerning foreign oil drilling were raised, during which Beblanski intervened citing a shortness of time.

Throughout, however, Owens advocated open discourse, and encouraged listeners to contact him with information or inquiries.

“There is a silent majority out there—and we need to hear from these people,” stressed Owens.

“We’ve found something for everyone to do who wants to volunteer,” said Matott, “and everyone’s been a lot of fun to work with. It’s especially a great experience for these kids from the city who may have never done this kind of work before.”

“They did a tremendous job,” said Matott.

The Welch family, who could not be reached for comment before this article went to press, has been chipping in more than their fair share of the “sweat equity” required by families for whom Habitat houses are built.

“It’s helped that one of their relatives has a background in construction,” said Matott.

The next step in the development of the house will be to finish construction of a deck and installing exterior siding.

“I really think it’s coming along nicely,” said Matott, who added he expects the project to be completed by this fall.

SARANAC — The Red Storm earned their first win of the season, holding off the Chiefs in the late innings April 25.

Michael Phelan hit a double for the Red Storm, while Tyler O’Neill had a RBI and run scored. O’Neill and Adam Mayville each had two hits in the game, while Brian Fortune struck out 11 batters in five innings to earn the win while Jonathan McCabe pitched the final two innings for the save.

Andrew Petro struck out six batters in five innings for the Chiefs, while Dylan Everleth hit a double.

Spring thaw brings about the usual problems, officials say

Special to Denton Publications PLATTSBURGH — The spring thaw has brought flooding across the region and it’s something local highway department and public works crews are used to seeing on an annual basis.

In the town of Plattsburgh, homes in a housing development on Cumberland Head fell victim to flooding last week after Lake Champlain rose at such a high rate debris washed into the end of a drainage pipe to the development.

“We just got that all cleaned up nice. It took about two hours,” said James Woods, the town’s deputy highway superintendent.

The town’s drainage systems are working well, said Woods, even though the amounts of snow this year were high and melted quickly.

Woods said Plattsburgh didn’t have any unusual flooding at all.

“Because of the snow and it hanging on, we are about a month behind on cleaning up the sand on roads,” said Woods, adding last year, road cleanup started March 16.

While flooding has not yet become an overtime issue, the snow removal this year due to the

large amounts of snow, has doubled overtime and the crew has used 600 more loads of sand than last year.

Mike Farrell, highway superintendent in the town of Peru, said water runoff continues to be a problem every year, but is nothing out of the ordinary this year.

Though town crews are behind in spring clean-up as well, Farrell said the town is also starting to sweep its roads this month instead of March.

“That takes a couple of weeks,” he said.

Soil erosion is a bigger problem this year, more than other years, according to Joe Wetzstein, soil and water conservationist for Clinton and Essex counties.

“The spring runoff this year has effected erosion, it has been larger than usual,” said Wetzstein.

The more water there is, the more soil erosion can be seen, explained Wetzstein.

“Rivers and streams swell, sometimes they break over their banks. Any unprotected area, bare dirt unprotected by vegetation that encounters enough water flow will erode,” he said.
