Dog park plans to be revisited

PERU — The Friends of Peru Dog Park is picking up where it left off more than three years ago.

The committee, headed up by town resident Ann Wilke, is once again examining plans to establish a dog park at the site of the former Heyworth Village, located in the hamlet off State Route 22, along the Little Ausable River. The idea for an off-leash park was formally presented to the Peru Town Council in August 2007, and was met largely with positive feedback, Wilke said. However, resistance to the idea from

Woodmen of the World recognize three men of the Northern Tier

CHAMPLAIN — The commitment of three men to their communities has been recognized.

Woodmen of the World Lodge 462 presented awards recently to three local men for “the outstanding contributions that they give to the community” that go “above and beyond,” said lodge president Todd Castine.

John Paul Tetrault of Champlain was named Citizen of the Year, the highest recognition during an April 1 ceremony at the Champlain Knights of Columbus Hall.

According to Castine, Tetrault was nominated for the award by the selection committee for his relentless efforts helping those in the community during their time of need.

“John Paul prepares, coordinates and even sometimes assists in cooking meals for people who have lost a loved one, and he does this above and beyond what he does as a member of the Knights of Columbus,” Castine said. “He’s spent a lot of time doing that, getting up in the morning or any time of the day a meal is needed for folks.”

“He’s been doing it for years and sometimes the money comes out of his own pocket,” added Castine. “He’s just a very, very nice man. And he does all this day in, day out.”

Tetrault said he has enjoyed cooking meals for people since he officially retired from farming nearly 15 years ago, when he turned over his business, Hidden View Farm, to his sons.

“I thought I’d do something else, so one day a friend asked me if I could prepare a meal in memory of his wife and I said sure,” recalled Tetrault, who remembers enlisting the help of his wife to do so.

Since then, he’s continued preparing meals for similar circumstances and helping with various functions at St. Mary’s Church, the American Legion and, of course, the Knights of Columbus.

“He even prepared the meal that was partly in his honor,” said Castine.

“It’s something I enjoy,” said Tetrault. “If anybody needs something I do what I can. Helping somebody makes me feel good.”

Ausable Valley Central proposed budget cuts 19 positions from school 10-plus teaching positions part of ‘tough’ cuts

keith@denpubs.com CLINTONVILLE — Even with 19 positions up for elimination, the AuSable Valley School District is faced with a budget that could raise the tax levy 6.87 percent in 2011-12.

“We have been hit harder than most anyone in this region, if not the most,” school superintendent Paul Savage said at the April 13 meeting of the AVCS school board where the 201112 budget was adopted for vote. “We have worked hard to keep the balance between programs and services and the communities abil-

ity to afford them.”

Within the spending plan, the administration cut $2,922,930, a drop of 2.71 percent to the operational budget.

Savage said that the cut was helped in part by a “true” wage freeze by the Teacher ’s Association.

“This is a true pay freeze that also includes freezes to the step increases,” Savage said. “This was something that the teachers did to save as many jobs as they could and they did it to help our school and our programs. As far as I know, this is the only teacher ’s organization that has done this (the Saranac School District teacher ’s also announced a similar pay freeze the same day).”

Members of the administration also took pay freezes, but eventually it came down to the task of making position cuts.

“We have done everything that we can every single day to deal with this,” Savage said. “ Overall, 40 other areas saw a reduction or elimination in funding.

A total of 10.8 teaching positions were cut, including a guidance position and one position that was vacated through attrition. One administrative position, 2.4 teaching assistant positions and 4.8 non-instructional positions (two by attrition) were also eliminated, bringing the total to 18.8 position that were cut from the budget under the budget adopted by the school board.

“We understand that this is not your typical increase,” Savage said about the 6.87 percent expected jump in the tax levy. “We did all that we

could to get this number to where it is, and we are not going to stop.”

Overall, the budget adopted by the board shows a spending increase of 5.14 percent, but Savage said that is due in part to the state-funded EXCELL Capital Project.

“That is funded by state aid,” Savage said. “It has to be shown in the budget, but it is offset by the state aid. What we want to stress is that we made a significant cut in the operational budget.”

The public hearing on the adopted 2011-12 spending plan is set for Monday, May 9, at 6:30 p.m. in the Middle/High School auditorium.

The budget and school board vote will take place on Tuesday, May 17.

CHAMPLAIN — The silver lining to a dark cloud hanging over St. Mary’s Academy could be in sight.

Last month, Sister Marie Cordata Kelly, principal of the pre-kindergarten through sixth grade parochial school overseen by St. Mary’s Church — announced the school was facing financial woes to the tune of $80,000.

The figure, Kelly explained in a March interview, was due to a decline in enrollment last year, from 72 children to 53.

The result was a $50,000 debt the church had to roll over to the 2010-11 school year.

CVPH Easter Egg Hunt planned Saturday

Special to Denton Publications PLATTSBURGH— CVPH Medical Center will once again host its annual Easter Egg Hunt.

The hospital will host the hunt this Saturday, April 23, on the front lawn of its campus at 75 Beekman St. “It’s an amazing thing to watch — kids and adults both seem to have a good time,” said CVPH public relations representative Chris Blake.

The event, sponsored by the Foundation of CVPH Auxiliary, is free and open to children in second grade and younger. For safety, a separate hunting ground will be provided for children younger than 3.

“So, that the little ones don’t get trampled,” Blake said with a chuckle.

According to Blake, volunteers have stuffed 10,000 plastic eggs with chocolate for the event.

“We have volunteers who start stuffing eggs in January, and then that Saturday morning we have

volunteers who come in at 8 and put eggs on the lawn,” Blake said, adding children are required to bring their own baskets.

The event begins at 10 a.m., and participants are highly encouraged to be on time.

“For a while, we used to call it the fastest minute in Plattsburgh,” noted Blake, who also stressed that appropriate attire is important.

“It can be chilly,” she warned. “We’ve had some real cold mornings, so it’s important for folks to be dressed for the weather.”

Ample security and parking will be made available.

“Security students from CV-TEC will be helping with the parking, and hanging out in front of that pond,” assured Blake.

The Easter Bunny is expected to make an appearance and be available for photos.

PetSmart hosting adoption weekend to help animals, organizations

Special to Denton Publications PLATTSBURGH — When it comes to finding a new pet, several organizations are getting together to show adoption is an option.

National PetSmart Adoption Weekend, a seasonal three-day adoption event will take place locally at PetSmart’s Plattsburgh location, 67 Consumer Square, beginning Friday, April 29.

Eli Labou, manager of the Plattsburgh store, noted the location’s continued participation in the event.

“They’ve been doing it ever since the store’s been open,” he said.

“PetSmart Charities is all about ending euthanasia,” Labou said, referring to the business’ philanthropical arm.

“We work with humane societies and rescue groups that follow that same philosophy,” emphasized Labou, who added he is pleased to be a participant in the event. “It’s nice because customers can come in and meet the group, learn what they’re all about, and learn about what the PetSmart Charities mission is and what they’re all about.”

Victoria St. John, director of the St. John Feral Cat Fund in Plattsburgh — one of the event’s participants — echoed Labou’s sentiment.

“One of the major reasons we attend is to educate the public,” said St. John, adding in-

creasing adoptions is also a goal of the event. “The more adoptions, the less animals on the street.”

Inger Joy, president of the board of directors for Elmore SPCA, an animal shelter based in Peru, agreed.

“The public really enjoys interacting with [the animals] and frequently our adoptable pets will find their forever human companion as a result of these weekend events,” said Joy. “These adoption weekends provide an opportunity to tell people who we are and what we do as a no-kill shelter.”

Those who adopt will also be recipients of a coupon bundle, with coupons for free food, and similar pet items.

“The humane societies come to the store, it’s them — we only supply, the space, food

and litter for local groups,” explained Labou, adding other partner organizations for the event include the Adirondack Humane Society and Franklin County SPCA. “It’s sponsored by [Purina] Pro Plan, so [those adopting] get a bundle of coupons, for free food and litter, and all sorts of things for animals.”

“This is a great event,” added Labou.

“We’re just trying to find pets homes.”

to face with a known serial killer — and it was one of the toughest interviews of my life. But, how did it happen? Let’s back up a minute.

I was working feverishly on deadline last Wednesday for one of our April 16 editions when I just missed a call.

I picked up the phone and immediately checked my voicemail. It was a call from an Jeremiah Papineau editor at Newsday, Senior Editor a daily newspaper based in Long Island. He was calling in regard to the rash of murders in the Long Island area, and, in particular, if I had any interest in interviewing Rifkin on their behalf. The editor wanted to know if Rifkin — who’s currently serving a life sentence at the Clinton Correctional Facility in Dannemora for murders he committed from 1989 to 1993 — had any connection to any of the older human remains found during the course of the investigation there.

My reporter ’s instinct kicked in, and I quickly called the editor back. I was given the details for the assignment and agreed to take on the charge. The following morning, I found myself standing at the main gate of the prison. This was it.

I went through several security checkpoints and answered numerous questions before getting anywhere close to Rifkin. The experience of walking into a maximum security prison was surreal and one I was definitely glad I was doing on my own free will.

rock Marvin, a 17-year-old senior at Elizabethtown-Lewis Central School, is alive today because someone donated his/her heart upon death. The heart was successfully transplanted in December, and Brock was back at school in February.

Organ donation is a grown-up decision, one made more complex by the fear of death and the difficulty of dealing with such an emotional topic. Yet this grown-up decision gave Brock a fighting chance at becoming a grown-up and living a long and healthy life.

People don’t have to die in order to donate an organ. A heart, yes, but not a kidney. Such was the case in December, when Westport resident Ben Sudduth donated a kidney to Westport Central School senior Molly Rascoe. She had been on dialysis for more than a year. By January, she was back on the basketball court playing for the varsity girls team.

We urge you to sign up for organ donation. About 97 percent of organ donors sign up through the Department of Motor Vehicles by filling out the “anatomical gift” information on the back of their driver's licenses.

People can also place their names on the New York State Donate Life Registry online at www.nyhealth.gov. Anyone can donate organs as long as they are 18 years old.

The Essex County Board of Supervisors officially recognized April as National Donating Life Month during a recent meeting. Brock, Molly and Ben were all there. We’re just following their lead and asking people to make the selfless gift of their vital organs when the time is right.

After the surgery, Brock’s father said he thought about the family of the person who died and gave the heart to his son: “You just hate to think about what they are going through, but you hope that they would look at Brock and see that their decision or the decision of their loved one is the reason why he is living today.”

Due to strict hospital protocol, organ recipients don’t always get to know the names of their donors or meet their families. It’s up to the donor ’s side of the

family to make the first move.

“We would love to meet them and just have the chance to thank them,” Brock’s father said in December.

A Warrensburg family — the Winslows — last week met the man who received the heart of their son, 24-year-old Ryan Winslow, who died in 2006 after a boating accident on Lake George. Their decision to donate Ryan’s heart saved the life of Gary Antognioni, a Bennington, Vt. man who had been fighting for his life. We’re sure his wife and three children appreciated the gift. The Antognionis recently moved to South Carolina, where the Winslows traveled for their spring break meeting.

Ryan’s mom put the donation in perspective: “It means so much to me that Ryan’s heart is still beating.”

Ryan’s liver and kidneys were also donated to sick people in need.

Organ donation FAQs Why are organ, eye and tissue donations needed?

There is a severe shortage of organs for life-saving transplants. In addition to those New Yorkers awaiting organ transplants, thousands more benefit from tissue donation such as skin for burn victims or eye donations for sight-restoring cornea transplants. Without these surgeries, they will die or remain disabled.

Transplants give people a chance to resume full, productive lives.

Who can become a donor?

Anyone can decide to become a donor.

A person’s medical history or age does not automatically exclude him or her from being a donor. Do not rule yourself out.

More renewable energy To the Valley News: The nuclear crisis in Japan reminds us of the urgent need to develop renewable energy sources. In Vermont, though, cont ro v e r s y r a g e s o v e r w h i c h t y p e s o f re newable energy development are appropriate. But this debate is actually moot.

It doesn’t matter whether one believes that wind turbines work or not, or are acceptable on ridge lines. It is a fact of physics that ridge line wind in the Eastern US has very little potential to replace coal and nuclear. According to Department of Energy figures, if all of the onshore commercially viable wind resource of the Eastern United States were developed, only about 17 gigawatts of conventional generation could be offset at best, and probably much less in practice. Compare this with the fact that US demand for electricity is equivalent to 450 gigawatts of continually operating generation, and that electricity accounts for only about one third of our energy consumption.

That’s when Rifkin walked in on his own accord — no shackles, no guard assisting him.

He had an idea why I was there. Rifkin had been following the news on the ongoing investigation into the recent murders on Jones Beach Island and the discovery of the older remains that are potentially unconnected to the recent killing spree. Rifkin knew it was only time before someone from the media would be coming by to speak with him about the remains, which are believed to date back to the time of Rifkin’s murders — and could be those of Rifkin’s victims that were never recovered.

However, Rifkin denied any of his victims were dumped on Jones Beach Island, let alone the location he understands where the latest remains have been found.

My interview with Rifkin lasted more than an hour and a half, with the topic of the conversation shifting from the current murders to his own crimes against humanity. He talked about the circumstances in which he was finally caught and, more interestingly in

Free dresses from prom drive CHAZY — Two years ago Janet Castine started Clinton County Prom Attire Drive.

Back then, she had no more than 15 donated gowns to give to local young women. Ever since then, the project has become larger.

Fed. milk spill requirements change PLATTSBURGH — Following the approval of the Environmental Protection Agency, dairy farmers will be exempt from provisions in the Clean Water Act that have forced them to plan for and deal with a milk spill as one would an oil spill. The provisions had applied to milk because it contained an oil, animal fat. It’s believed the national dairy industry will benefit from this change to the tune of $140 million. Local farmers have reportedly paid $5,000 to $10,000 dollars a year following the provisions they are now exempt from.

What Rifkin does believe is if he had been taking Paxil — an anti-depressant used to treat social phobias — like he takes today, he may not have committed the murders he did.

Rifkin said he was routinely bullied growing up and that if medication were available back then, the now 51-year-old Rifkin would be spending every day of his life in some place other than a prison cell.

Regardless if what Rifkin had to say was true or not, my interview with him gave me interesting insight into the mind of a psychopath. Don’t get me wrong; there’s no sympathy from me for this man — only for the victims and their families. He deserves the 203-year sentence he’s serving. There’s no question about that.

However, the most disturbing thing about my interview with Rifkin was sadly not how deplorable and detestable his actions were — it was how “normal” he seemed as we spoke.

It makes you wonder what drives a person to such lengths and, even scarier, how many more people are out there like him?

Get a jump on gardening

M

ost of the snow has finally disappeared, the soils are beginning to dry, and our urge to get into the gardens is growing stronger each day. If you are anything like me, the idea of getting some color and vegetables in the garden is strong.

Luckily there are quite a few flowers and vegetables that can tolerate a light freeze. Vegetables include lettuces, spinach, kale, radish, and peas.

Spring bulbs can also tolerate colder temperatures, especially if the flower buds are still closed. Annuals that can tolerate cooler temperatures, but not heavy freezes, include pansies, sweet alyssum, snapdragon, dianthus, sweet peas, and forget me not.

All of these plants can be planted within the next few weeks to get a jump on the gardening season. If cold nights are predicted, the plants can be protected with a material known as frost blankets or row cover. This spun, light weight material lets water, light, and air through but protects the plants from cold temperatures. Once the temperatures warm up, you can simply re-

In addition to protecting plants from cold temperatures the material can be used over vegetables to protect them from insect pests. Since light, air, and water get through the material, you can simply leave the row cover stretched over the garden, removing it only to weed, thin, and harvest. The material does have to be removed if your vegetables rely on pollination to set a crop. You can leave the row cover on until your tomatoes, squash, peppers, etc begin to flower to provide the plants with pest protection and added heat.

The best thing about row cover is it is easy to use. All you do is place it over the plants and secure it with landscape staples or rocks. Because it is non-toxic, easy to use, reusable, and fairly inexpensive, row cover is one of my favorite ways to protect my garden plants.

s we are coming into spring, and the weather is finally getting nicer, many of you may find yourself compelled to pick up running, cycling, or any other activities commonly enjoyed outdoors. If you are just getting started with a new exercise program or even adding volume or intensity to your current routine, you may be at risk for developing overuse injuries.

An overuse injury is any type of muscle or joint injury, such as tendonitis or a stress fracture, that’s caused by repetitive trauma. An overuse injury is usually caused by training or technique errors. Fortunately, most overuse injuries are avoidable. The following guidelines can help prevent you from becoming sidelined from you current fitness endeavors.

Correct muscle imbalances. You may need to correct current imbalances in flexibility and strength. If you’ve had a previous injury, you may need to restore range of motion, muscle strength, and stability. A physical therapist or corrective exercise specialist can help you pin point any muscle imbalances you may have.

Use proper form. Using proper technique is crucial in preventing overuse injuries, if you are just getting started in a new sport you may want to take lessons and/or get properly fitted to your equipment.

Pace yourself. If you are just getting started,

avoid becoming a weekend warrior. Instead of compressing your physical activity into one or two days, spread it out over the week. Always take time to warm up and cool down. Also consider your current activity and don’t be afraid to modify any program to fit your current fitness level.

Gradually increase your activity level. When changing your activity level or the amount of weight you’re using while strength training, keep it gradual. Keep increases of no more than 10 percent each week until you reach your new goal.

Mix up your routine. Combining different activities, or cross training, allows you to work different muscle groups while resting the others. Consider combining two or more exercises like running, walking, swimming, or biking.

Add stretching to your routine. A good flexibility program targeting the muscles affected most from your sport, can be highly beneficial in avoiding injuries as well as helping to speed your recovery time.

Don’t allow overuse injuries to prevent you from being physically active. By listening to your body, paying attention to your form, pacing yourself, and taking some time to stretch, you can avoid this common setback while you safely increase your activity level.

Sammie is a delightful one year old female tabby cat who is very playful and full of life. She is good with kids, dogs and other cats and will “fit in” in any type of household. Sammie is spayed, up to date on her vaccines and patiently waiting to go to her forever home.

Cut-A-Thon to help Meyer participate in Team In Training event Event this Saturday at mall

PLATTSBURGH — Becky Meyer wants to do her part to help those with leukemia and lymphoma. So much, in fact, that she's taking part in an event for people she's never even met.

The Plattsburgh native and resident is raising money for the Leukemia and Lymphoma Society's Team in Training program.

The program, explained Meyer, involves participants training for endurance events, including marathons, century rides, and

triathlons like the Mooseman Triathlon, in which Meyer will participate this June in Bristol, N.H. Though Meyer is participating, in part, for Justin Meyer, a cousin she knew growing up who had cancer, she's also doing it for at least two other people she doesn't even know. "[Team in Training] gives you names of people you can run in honor of," she said.

Raising money through Team in Training involves raising at least $3,500, explained Meyer, a goal she is already on her way to achieving.

"So far, I've raised about $1,500," said Meyer, who has been raising money since

February.

What has she done to get to that point?

"Beg, borrow and steal," she said, laughing. "I've sent out a bunch of letters to people just using names in the phone book. Plus, I used to be a business owner, so I knew of fellow businesses I could ask for donations."

Though excited with her progress so far, Meyer said she knows she has a ways to go.

That's why she's working with Champlain Centre and her employer, J.C. Penney Salon, to host a "Cut-A-Thon" this Saturday, April 23. The event will consist of Meyer and a team of volunteers giving haircuts in front of the interior entrance to J.C. Penney from 9:30 a.m. to 9 p.m. for $10 donations that will ben-

efit the Leukemia and Lymphoma Society.

The money raised will help the organization's mission of funding leading-edge medical research, patient assistance programs, community outreach and education programs, and advocacy for legislation.

Meyer said she is still looking for volunteers to assist her in cutting hair at this Saturday's event.

Autism forum planned to give Market Basket up 2 percent for month community an opportunity T to share ideas for services

PLATTSBURGH — The Clinton County Advocacy and Resource Center will host a forum in recognition of April as National Autism Awareness Month.

"Autism Spectrum Service: A Panel Discussion" will be held at the West Side Ballroom, 253 New York Road, this Wednesday, April 27.

The forum, said Todd M. Castine, director of clinical services for the center, will give a brief overview of services offered for those with autism and give the audience an opportunity to ask local experts questions about the developmental disorder.

"It's going to be an open forum to honor National Autism Awareness Month, but also create an open discussion with experts in the field of

autism," said Castine.

The center has hosted similar forums in the past, though this year's forum will be on "A much larger scale," said Castine.

"This time around we've coordinated with MVP Kids, Nexus, North Country Kids, Parent to Parent and autism awareness folks and we're trying to get other organizations involved too," said Castine.

Questionnaires will be given to those attending the forum in the hopes their feedback can improve help for those with autism locally.

"We're hoping to use the info we get from people to demonstrate to the state we need more funding for services," said Castine.

The April 27 event will be held from 4 to 6 p.m., with the panel discussion slated to begin at 5:15 p.m.

he cost of the 41 items in the market basket for March came to $97.47, up slightly from $96.00 in February, and also up from $93.96 last March. For the month there was a small rise in most categories, with the only significant one being 5 percent on meat prices. Prices remained stable from March 2010 with the exception of a 13 percent and 8 percent increases on meats and dairy respectively; the only decrease was a 5 percent decline on canned goods.

In the frozen foods aisle ice cream continues to be less expensive than in 2010, but French cut green beans are 8 percent more costly.

The price of Iceberg lettuce shot up 8 percent since last month. At $2.01 as an average price per head, it is a full 35 cents more expensive this March than in 2010.

In the meat case, prices are continually changing from month to month on individual items priced as there are frequently sales on specific cuts. The price on the overall category has been trending up all year, however and is 13 percent higher now than in 2010 at this time. This is probably due to the increased prices on oil, which impact not only transportation costs but those of grains fed to livestock as well. Also a factor is the increase in worldwide

meat consumption.

The only significant change in the canned goods aisle was on Green Giant peas, down 9 percent since February and 15 percent since March 2010.

After going down slightly the price of butter increased again last month and is nearly a dollar per pound more expensive than last year. Also in the dairy case, the price of a pound of Blue Bonnet margarine is up 9 percent and both skim and whole milk are higher for both the month and year.

Both the miscellaneous and drinks categories remained stable for the month and year overall. Coffee prices are finally coming down slightly for the month but are still 14 percent higher than the 2010 cost.

Seasonal Reminders Oranges and grapefruit are still at their peak, but tangerines are moving out of season. Fresh pineapple and strawberry supplies will be plentiful through summer. California long white and new red potatoes are coming into season.

News of the Week State of emergency in Black Brook BLACK BROOK — The government in Black Brook declared a state of emergency April 12 after snowmelt flooded onto the roads, leaving a number without shoulders and sections of pavement. The Ausable River was a foot over flood stage following a night of heavy rainfall and a day which saw temperatures pushed into the 70s.

Bonnieview, Forest Dale and Strackville roads endured the worst damage, but Guide Board, Union Falls, and Nelson roads were damaged as well.

Bonnieview Road, which had been closed by 1 p.m., was open again at 4 p.m. A proclamation of local state emergency urged travelers to exercise extreme caution within the town limits. Local officials have not yet estimated how much it will cost to fix the damage.

Fulbright position for PSU PLATTSBURGH — The president of Plattsburgh State University and the executive director of the Canada-U.S. Fulbright Program recently signed an agreement, under which a noted scholar will take up residence at the university for two to six weeks each year. The visiting scholars will be expected to gives lectures and teach a one-credit course during their time at the school.

Fulbright Canada will accept applications and oversee the peer review and selection process. A minimum of five months before the beginning of the semester a scholar is scheduled to arrive, a recommended applicant list will be submitted to Plattsburgh State’s Center for the Study of Canada. Nominees will be selected from this list.

The agreement will remain in effect for three years after the first scholar in residence is scheduled to arrive in 2012.

Hannaford opens in Lake Placid LAKE PLACID — The Hannaford supermarket chain opened a new store in Lake Placid on April 16.

The store’s Cold Brook Plaza location, which is just down the street from Price Chopper, puts it in direct competition with the other regional grocery giant.

Both stores are approximately 40,000 square feet.

Hannaford will include a butcher shop, produce and seafood sections, and a deli and bakery combined.

Hannaford will also include a pharmacy, something Price Chopper doesn’t have. The store will eventually employ 80 to 100 people, only 20 to 25 of whom will work full-time.

Radio consortium formed ELIZABETHTOWN — In the hopes of receiving an interoperable communications grant, a regional radio consortium is being formed by Essex, Franklin, Clinton, Washington and Warren counties. As it currently stands, closed radio systems prevent police from speaking with firefighters. However, separate agencies could communicate with each other with the help of V-Tac, a new countrywide set of VHF radio channels.

The desired grant comes from the state 911 surcharge fund and could award each county up to $2 million. Essex County is already in the process of upgrading its public safety radio system at a cost of $10 million, and hopes to put the grant money toward offsetting this cost.

Rifkin: ‘I have nothing to do with’ victims

DANNEMORA — Long Island serial killer Joel Rifkin said Thursday, April 14, none of the skeletal remains found recently in the expanding Gilgo Beach murder investigation were victims of his.

“I have nothing to do with those bodies,” he said matterof-factly during an interview at the maximum-security prison where he’s locked up for life.

Rifkin confessed to killing 17 women from the late 1980s into the early ‘90s. Four of the bodies were never found.

But Rifkin told Newsday that the South Shore barrier island where the remains of as many as 10 possible victims have turned up since December was not one of his dumping grounds. It is not yet known how long the most recently found remains had been there.

Rifkin, 52, spoke for more than an hour at the Clinton Correctional Facility in Dannemora, N.Y., a remote village about 20 miles from the Canadian border.

The former horticulturist wore a green prison jumpsuit.

His graying hair was combed back in a ponytail. He wears bifocals and sports a goatee. He doesn’t raise his voice when he speaks and, despite his crimes, he is unrestrained by handcuffs or chains when he meets guests at a visiting area.

Rifkin has been following the Gilgo Beach case through television news and has his own theory — at least regarding the four women who worked as prostitutes whose remains were the first to turn up in the brush off Ocean Parkway in Suffolk County.

He thinks the culprit could be a local whose line of work would allow him to go unnoticed if he carries burlap bags, like the clam fishermen who frequented the same South Shore area where he went fishing with his dad during his childhood.

“My guess is it would be someone like a landscaper, contractor or a fisherman,” said Rifkin, who is serving the 15th year of a 203-year sentence for his killing spree.

He also said he believes the killings of the four prostitutes found along Gilgo Beach in December could be unrelated to the other remains found in recent weeks in Suffolk and Nassau counties. The four women went missing between 2007 and 2010.

Rifkin showed little emotion during the interview. But he paused when he said he now feels remorse for his trail of death and terror. The former East Meadow resident was convicted of nine of at least 17 murders of mostly drug-addicted prostitutes, some of whom he dismembered. He dumped their remains throughout Long Island, New York City and New Jersey.

Rifkin explained why he decided to target prostitutes.

He said he would have “no attachment” to the victims — meaning they could not be traced to him. This, he said, explains why the Gilgo Beach victims were chosen. As prostitutes, they were easy to entice. “That’s their job . . . to get into a stranger ’s car,” he said.

Suffolk police did not respond specifically to questions about Rifkin, saying that “all avenues are being investigated.”

Experts said they did not see much investigative value in what Rifkin had to say.

ic killer ’s mind, former FBI profiler Mary Ellen O’Toole said his musings are unreliable, if not entirely misleading.

Rifkin’s observations about the killer ’s profession are “speculative,” she said, because anyone could have access to burlap bags.

Plus, she added, every killer is different: “He has his experience as a serial killer, but he doesn’t have the training and the expertise” to speak about a case.

One area where expert investigators think Rifkin is telling the truth is when he says that, after all these years, he still does not understand why he killed his victims.

In what experts said is typical for serial killers like Rifkin, he implied that he is now a changed man, who probably would not have committed the murders if he had been taking Paxil — an antidepressant used to treat social phobias that he is now prescribed.

“It’s blame-it-on-anything with these guys,” said Steven Egger, a criminology professor at the University of Houston at Clear Lake who has interviewed several serial murderers.

“Serial killers kill because they like it and it’s why they continue to do it, but they will continue to blame it on anything other than themselves.”

Victims’ advocates saw no value in anything Rifkin said.

“People like Joel Rifkin should be tossed away and never heard from again,” said Barbara Connelly, director of the Long Island New York Parents of Murdered Victims Outreach, a support group that meets in Roslyn. “We need to remember the victims and know that they were people who were loved and we need to keep their voices out there.”

A total of 19 students from the two schools took part in the 2011 Ithaca College Gospel Choir Festival, held on April 9 at the Ithaca College School of Music.

County sheriff preps for Take Back Day

keith@denpubs.com ELIZABETHTOWN — The Essex County Sheriff ’s Department is partnering with eight sites throughout the county on Take Back Day. Take Back Day, which will be held on Saturday, April 30, will involve members of the Sheriff ’s Department working at specified sites throughout the county to take back old prescriptions and drugs that have exceeded their expiration date.

“The way the program runs, we have to have a sworn law enforcement officer at each site to collect any of the medications that come in,” Sheriff Richard Cutting said. “ This is an opportunity to turn in all of your unwanted medications.

Simply bring them in and put them in the box — no questions asked. They will be disposed of in an appropriate manner.”

Currently, the Sheriff ’s Department will be hosting Take

Back Day sites from 10 a.m. until 2 p.m. at the Essex County Public Safety Building in Lewis; the Jay Town Hall in Au Sable Forks; the Schroon Lake Town Hall; the Willsboro Volunteer Fire Department; and the Moriah Volunteer Fire Department.

Take back Day sites will also be set up at the Moriah Police Department, Ticonderoga Police Department and Lake Placid Police Department.

Bald Peak keeps name NEW RUSSIA — A Vermonter ’s request to change the name of Bald Peak to Twisted Cedar Peak was turned down April 14 by the U.S. Board on Geographic Names due to lack of support. Hiker John Pennucci, who made the request, did so because three other mountains bear the name Bald Peak in Essex County. The State Department of Environmental Conservation, the towns of Moriah, Elizabethtown, and the Essex County Board of Supervisors all opposed the change.

North Country lugers on US team PLATTSBURGH — The US luge “D” team includes three locals: Kwang-Rei Baek, 15, of Plattsburgh, Courtney Yando, 12, of Brainardsville, and Tristan Jeskanen, 15, of Peru. All three entered the sport after their parents saw advertisements for events allowing children to ride wheeled-luge sleds. The trio enter the Empire State Games and nationals every year.

Local Mission helps Nicaraguan orphanage PLATTSBURGH — North Country Mission of Hope brought food to the in need El Crucero Orphanage of Nicaragua last summer. When the group returned to South America this past February, they decided to draw up a plan to help the orphanage, home to almost 50 children, over a three to five year period. The group has divided the desired renovations to the building into small sections because the work will be expensive. Providing for the health and safety of the children is the group’s top priority.

Saranac shooting victim improves SARANAC — Jamie Laporte, the victim of a recent shooting, was improving as of April 14. While still in a coma, he had been upgraded to serious condition, hospital workers said. State Police are continuing their investigation and do not yet know how he came to be injured April 10 at the home of Clark P. Ray. Ray was arrested the next day after a long stand-off with police.

At which point, weapons, marijuana and drug paraphernalia were found in his residence.

Fleeing drug-laden crash earns prison time PLATTSBURGH — Leonard Knepp, 27, of Plattsburgh, was sentenced to five years in prison and an additional three years probation for crashing his drugladen car and fleeing the scene. Marijuana, cocaine and crack cocaine were found in his vehicle. Knepp will serve his sentence at Downstate Correctional Facility.

Hunting camps allowed to stay RAY BROOK — Over two hundred hunting and fishing camps, owned by Heartwood Forestland Fund and scheduled for removal, were given permission to stay by the commissioners of the Adirondack Park Agency on April 15. APA commissioner Richard Booth, who cast the only dissenting vote in the 8-1 decision, said the issue should have been subject to public hearing.

Elizabethtown couple receives award ELIZABETHTOWN— Dr. Herbert and his wife Isabel, both of Elizabethtown, recently received the 2011 Loebenberg Humanitarian Award, from the Florida Holocaust Museum, in recognition of the more than 1,000 wood cardings the physician has made in honor of victims of the Holocaust. This work has been encapsulated so far in two books published by the museum, with a third to come later this year.

KEESEVILLE — The Keeseville Youth Commission will be holding a “Bid for the Kids Turkey Dinner” benefit on April 30, which will include a silent auction. All proceeds will go toward providing activities for local children.

“Our goal is to make sure everyone has an opportunity to participate in something,” Brian M. LaFountain, a Chesterfield representative on the Keeseville Youth

Commission, said. “We don’t have the resources other municipalities have. We don’t have places youth can go and hang out.”

He said there was a danger in not providing children with healthy alternatives.

“If we don’t, that’s where we start to see teenagers gather on the street,” LaFountain said. “That’s where we start to see graffiti and destruction.”

LaFountain said the silent auction was inspired by a similar event recently held by the AuSable Valley Jazz band that was highly success-

ful.

“It seems to work,” he said. “It makes for a really good turnout; it’s going to give people something fun to do.”

Donated items to be put up for auction include gift certificates from local restaurants, a cord of firewood from Timber Kings, a painting by a local artist, and an Adirondack scene cut from stainless steel, among others.

“We’ve had so many donations it’s hard to remember which ones we had,” LaFountain said.

LaFountain said he hoped to raise

$2,000 from the event, which he said would be a “great start” toward meeting the goals of the Keeseville Youth Commission.

At present, the organization primarily provides athletic activities, which include baseball, basketball, soccer, skating and skiing. While already providing a reading program, the organization hopes to offer more non-sport activities, LaFountain said.

“We have a lot of community members who support local athletics, but unfortunately I don’t see a lot of support for alternatives for the

youth who aren’t interested in sports,” he said.

LaFountain said an idea for one such alternative was the creation of a kids’ newsletter that could report on local happenings such as Little League baseball games.

The “Bid for the Kids Turkey Dinner” will take place on April 30 at the Knights of Columbus in Keeseville.

A silent auction will begin the event at 3 p.m. A turkey dinner with all the trimmings will be served at 5 p.m.

ROUSES POINT — The Samuel de Champlain Center Stage has sustained damaged in recent months, and it's a matter one village resident is not taking lightly.

Steve Merchant, one of the people behind the fundraising effort last year to build the stage, addressed the village board of trustees during the board's regular meeting April 18. Merchant brought to the board's attention damage to two rear doors for the stage and electrical outlet covers, among other cosmetic damage such as cigarette burns in the siding and bicycle tire track marks on the stage's handicap ramp.

"That's unacceptable," Merchant said of the damage.

"The people here in Rouses Point like this stage. If that's a sign of what we're going to have to put up with each time we want to do something nice for the community, it's pretty sad."

Merchant said his disgust was not only in the acts of vandalism, but in the manner the situation was being handled by the village.

"I haven't heard of anybody being arrested," said Merchant. "You've had benches busted, all sorts of things done down there and it's been going on ... One month after that stage was put up, [cigarettes were] burned in the siding down there. Now, there's no reason."

Surveillance cameras posted around the stage on the Rouses Point Civic Center grounds should have captured the person or persons responsible for the damage, said Merchant, who again asked why nothing has been done to resolve the matter.

"The reason why nothing has been done is because the cameras record only one month," said Mayor George A.

A review of the tapes resulted in no perpetrators caught on video, leading Rivers to believe the damages was done "sometime a month or two ago."

Merchant said "there was no excuse" the tapes couldn't have been reviewed on a more regular basis beforehand, which he feels would have potentially led to an arrest in the case.

"That problem's going to be addressed," responded Rivers. "[Village employees are] going to look at it daily."

"We put a lot of money into that stage and a lot of work, to get it where it is," said Merchant.

Village Trustee Dennis F. Roberts acknowledged the efforts Merchant and others put into raising money for the stage, which was made property of the village once constructed.

"Maybe we have to have personnel canvas the grounds once a week or on some kind of frequency to see if there's any damage," Roberts suggested. "That way, when they identify there is damage, we then can go back to the tape ...

The community stage is a huge asset to the village and we need to try to protect it."

The damage done to the stage is something the board said might not be enough worth filing an insurance claim to repair and, instead, would possibly pay out of pocket to cover. No estimates were given as to the cost of repairs.

CCE associations to hire agriculture specialists PLATTSBURGH — Applying the strength in numbers approach, four Cornell Cooperative Extension associations in Northern New York are soliciting interest in two new regional agriculture specialist positions.

One position will work with dairy farmers, the other with crop growers in Clinton, Essex, Franklin, and St. Lawrence counties.

“By combining resources we can offer an attractive package that will bring us highly qualified individuals with not only strong educational background but with practical field experience that will allow them to be of immediate benefit to North Country dairy operators and crop producers,” said Cornell Cooperative Extension of Essex County Executive Director Anita Deming.

The regional specialists will work with a volunteer advisory committee of farmers

and representatives of agribusiness, WH Miner Agricultural Research Institute, the Cornell University EV Baker Agricultural Research Farm at Willsboro, the Cornell Cooperative Extension of St. Lawrence County Extension Learning Farm, and the Cornell PRO-DAIRY and Nutrient Management Spear programs.

Plattsburgh area dairyman Todd Giroux said, “Our goal with the regional specialists positions is to bring the best opportunity for practical application of the latest agricultural knowledge to our North Country farmers.”

“The Northern New York dairy and crops specialists will work in collaboration with regional veterinarians, nutritionists and other agri-professionals to bring new initiatives and new efficiencies of production to

our farmers,” said Dr. George Palmer of Palmer Veterinary Clinic, Plattsburgh.

The Northern New York regional positions are modeled after similar outreach in Western New York. Northwest New York Dairy, Livestock and Field Crops Team Dairy Specialist Jerry Bertoldo said, “Taking a regional approach to Extension cost-effectively maximizes program impact by replicating information delivery throughout the region with the flexibility to address county-by-county needs.”

“The thing we try to strive for when giving these awards is finding people who give back to the community,” explained Castine, “and these three demonstrated through their efforts, some time and time again, you do what’s right.”

Ice out on horizon B

esides chasing the wiley whitetail through the Adirondack wilds, few things get my ticker jumping like ice out on the backwoods ponds and that first feisty speckle coming to the net.

I hope to make that a reality this weekend, although fishable water may be as hard to find as an APA decision-maker who didn’t once hold a lofty board seat with some environmental group.

I remain positive there is hope for both, however.

In the meantime, I had the pleasant opportunity the other day to meet up with a couple other pond fishing junkies for a chat over lunch.

Nothing I like better than a good old-fashioned speckle trout discussion. Except, perhaps, chasing the wiley whitetail through the Adirondack wilds.

Oh, and that first feisty speckle coming to the net. I’m also quite fond of camouflage accents on a pickup truck, for that matter.

Sorry ... off topic again.

So, anyway, I met up with retired AuSable Valley educators Vic Pomerville and Mike Bush to talk fishing last week. Great folks and I wish them all the luck this trout season.

During the conversation, I mentioned the fact that my grandfather used to keep accurate track of ice out, as well as which ponds traditionally produced better early. He also kept track of what the fish were feeding on at different times of the year, and what lures, flies or bait was most productive — and where on the pond he caught fish.

My brother and I have done the same for the past 30 years.

That log has become an invaluable source as we decide which ponds to fish at certain times of the year.

Like many other brook trout fisherman, I pencil favorite ponds into certain dates on the calendar — depending on the time of year they’ve produced the best in the past — and it’s put more fish in the boat for me.

I spoke to a handful of DEC experts about this phenomenon, and received a wide range of theories about why some are better than others, especially in the early spring.

Tom Austin, director of Warren County’s fish hatchery and an avid brookie fisherman himself, believes its linked mostly to water temperature.

“The shallower ponds tend to warm a bit quicker, and ponds that have inlets or waterfalls where warmer water and sources of food flow in, stimulates fish activity,” Austin said.

Lakes and ponds with dark, stained water warm up quickest of all.

Ponds like Spectacle and Crab in Schroon and Grizzle Ocean and Rock in Ticonderoga fit this description.

Also important are the food sources present.

Nearly all brook trout ponds produce hatches of Caddisfly, Stonefly and Mayfly, for example — but each hatch at different intervals, once again depending on water temperature.

Knowing when different hatches are appearing and where can definitely help predict when a pond will be hot, Austin said.

Documenting it will help develop trends with certain ponds, and give you the best chance for success, always a plus after a three or four mile portage.

And since my day job interferes with my fishing agenda, I closely schedule each trip. I rarely hit the same pond twice in one year — unless I’m lost and walking in circles, that is.

Don’t be an olive in a very cold Martini I

t seems that nearly every year, we learn of a tragic accident that has occurred on local waters due to boaters disregarding the necessity of wearing a personal flotation devices, (PFD).

Sadly, these accidents typically involve a boat or canoe capsizing during the early spring, and the occupants were not wearing PFD’s.

Although many complain that ife jackets are uncomfortable, cumbersome and rather restraining; considering the option, so is a casket.

Waterproof yourself! Wear a PFD at all times on the water, it is the only life insurance available against the cold, deadly waters of ice out. Protect yourself with the simple act of “tying one on”. In New York state, it is now the law, just the same as buckling your seat belt.

In an effort to reduce boating fatalities, New York was the first state in the nation to require that life jackets be worn on vessels up to 21 feet during the coldest months of the year.

The new law also includes kayaks, row boats, canoes, sailboats and motorboats for anyone in or on a boat from November 1 to May 1. This is in addition to existing law that requires children under 12 to always wear a PFD. Seat cushions don’t count; a PFD must be secured on the person.

The law recognizes that small boats, cold waters and the lack of a life jacket is a lethal combination. About 90 percent of all

the people who have died in US boating accidents, were not wearing life jackets.

Although there are far fewer boating accidents during the months of April, May, October and November, the fatality rate from such boating accidents is much higher due to the cold water and the fact that boaters are usually heavily bundled up.

In the United States, drowning is the second highest cause of accidental death for children and the third highest for adults.

Fully 25 percent of all boating fatalities occur during the early spring or late fall.

The risk is compounded due to colder air temperatures and the fact that fewer other boaters or patrols are available to respond at this time. Most people who die in recreational boating accidents drown as a result of unexpected capsizing or a fall overboard.

With hunters, the majority of these accidents occur while attempting to stand up to urinate overboard. In 2002, there were 750 boating related drowning deaths. More than half the victims were in boats under 16 feet in length and 442 of them were not wearing PFD’s.

In 2003, there were 481 boating related drowning deaths and over 80 percent of these victims failed to wear a PFD. While most states require children 12 and under to wear a PFD, only one in five boaters routinely wear one, according to US Coast Guard reports.

The youth weekend allows junior hunters ages 12-15 to hunt with an adult mentor who is allowed to call but not carry a firearm. The bag limit is one bearded bird, which counts toward the youth’s regular season bag limit of two bearded birds. A second bird may be taken beginning May 1.

The regular spring season opens May 1 and continues until May 31. Shooting hours are from one half-hour before sunrise to noon and hunters with a valid turkey permit can take two bearded birds.

There’s a massive increase in blood pressure and breathing, along with muscle cramping and if you can keep your airway out of the water...you have a chance.”

Swimming in such conditions requires extreme physical exertion, which further saps the body’s energy as muscles begin to cramp, breathing is difficult and your mind is racing. Panic usually sets in.

With the added flotation provided by a PFD, some of this stress is alleviated. Swimming is easier. The water is still cold, and breathing is still halting but the simple knowledge that you are not going to sink, is usally enough to keep you going.

Cold water robs body heat 25 times faster than cold air. Efforts to overcome the onset of hypothermia include ingesting warm, high energy liquids, getting into dry clothes and a warm environment. If possible, a hot shower is advisable.

keith@denpubs.com C L I N TO N V I L L E — A u S a b l e Va l l e y Athletic Director Kurt Munson recently received some high praise from his peers in Section VII. Munson was named the Athletic Director of the Year in Chapter 7 by the New York State Athletic Administrators Association.

“It’s exciting, especially when your c o l l e a g u e s s u p p o r t y o u i n t h i s w a y, ” Munson said. “Several of them were at the awards dinner and our superintendent, Paul Savage, was there to present me with the award.”

Munson said that there is really no difference between Chapter and Section VII other than how each organization names them.

“The Chapter is made up of the CVAC a n d M VA C s c h o o l s , s o i t i s b a s i c a l l y a Section VII award,” he said.

Munson credited the work that the entire athletic department has done in the area of sportsmanship as part of the reason behind the award.

“I feel that we have done a lot with sportsmanship,” Munson said. “We have some new consolidated programs and we do a pretty good job with our relationship between the town commissions and our facilities to get more practices and activities in.”

Munson said that the award is also an acknowledgement of the work that is done not only in the athletic department offices, but on the fields and in the school as well.

“This recognizes all of the hard work that is put in by our coaches and supporters as well as the school board and administration,” Munson said. “It’s not just about myself.”

CHAZY — Ricky Osier allowed only one hit over seven innings and John Tregan delivered a walk-off infield single as the Chazy Eagles opened the season with an exciting 43 win against Schroon Lake April 12.

The Eagles scored a run in the second and fourth innings to take a 2-0 lead before the Wildcats scored two runs in the sixth and one in the seventh for a 4-3 lead after the top of the inning.

Justin Roy and Austin Santor drew walks to start the Chazy half of the inning, followed by an Osier single. Kaleb Snide then reached on an error, scoring Roy. Santor then scored the winning run on the Tregan hit.

The Eagles connected for eight hits in the game, with Osier, Kyle Bissonette and Kyle McCarthy each hitting doubles. Bissonette and Craig Botten also had RBIs for the Eagles.

Ti 14, Peru 2 TICONDEROGA — The Peru Indians started their season off by scoring a run in the top of the first inning, but were unable to hold on as Ticonderoga earned a win April 12.

Nick Ulvia and Justus Ruff each connected for extra-base hits, doubles, for the Indians.

Will Flynn took the loss for the Indians, while Nick Demarais, Ryan McCall and Dominick Delello came on in relief outings.

Crown Point 5, Willsboro 1 CROWN POINT — John Pollock and Seth Swires each got hits for the Warriors, who were unable to overcome a four-run fourth inning in falling to the Crown Point Panthers April 13.

Pollock’s hit was for extra bases — a double, while Clay Sherman started for the Warriors and was relieved by Pollock in the sixth.

Softball Chazy 16, Schroon Lake 2 CHAZY — Emily Keable limited the Schroon Lake bats to two runs (one earned) and four hits as the Eagles scored their first win of the season in the opener April 12.

Keable struck out eight on the mound and wrapped out a pair of hits, driving in one.

Keable’s battery mate, catcher Emily LaPierre, also collected two hits at the plate, while Kirsten Doran hit a double and Astrid Kempainen hit a triple and drove in two runs.

Brianna Rotella also played a solid game in the field at first base for the Lady Eagles.

The Warriors were held without a hit by Crown Point hurler Lindsay Brace, while Courtney Blanchard used a delayed steal of home plate to give the Warriors an early 1-0 lead after the top of the first inning.

Clinton County Youth Bureau Spring Fun Run series under way PLATTSBURGH — The Clinton County Youth Bureau’s Spring Fun Run Series is in full swing.

The four-week series began April 16 with an enthusiastic group of 40 runners making their way to the Terry Gordon Memorial Bike Path, according to Clinton County Youth Bureau representative Molly Flynn.

The Spring Fun Run is part of a year-long series, with fall runs at Cumberland Head, explained Flynn, and is a free, family event open to ages 4 through 13, with age specific runs.

Children 6 and younger run the quartermile, those 7 to 10 run the half-mile, and those 11 and older are encouraged to run the full mile. Flynn noted parents are welcome

Children receive snacks and ribbons at the conclusion of the event, though Flynn stressed the all-inclusive nature of the event.

“It’s free — all the parents have to do is get them there, and we do the rest,” she said.

Registration for participants begins at 9:45 a.m. each Saturday through May 7. Stretching and running tips are given before the start of the runs, which begin at 10 a.m.

“It really is one of my favorite events” Flynn said. “It’s a family event, so typically some of the younger kids don’t want to run — so their parents can run with them.”

The event is designed to encourage selfesteem cultivation and healthy habits in children.

“Kids make associations. They think ‘everybody cheers for me when I run,’” Flynn said. “Children notice that exercise makes them feel good and it’s something that they tend to want to do again.”

Events like this are important for the community, Flynn said.

“We’re always looking to offer free programming in a variety of ways, we try and make sure that every kid has a chance to participate,” she said. “It’s not necessarily a competition, we do time the children, and put some of them in the paper, which they

“Unfortunately, everything was put on hold due to town board difficulties,” Wilke said.

The new make-up of the board has been “very supportive of the dog park project,” she added, as council members “eagerly await hearing about new developments and progress with it.”

The overall cost of the project has not been determined, though the initial expense for basic materials was estimated at more than $14,000. Regardless, the cost to make the park a reality is one that will not be shouldered by taxpayers, Wilke emphasized, adding town employees would be responsible for maintaining the park once open. Donations of materials for the project such as fencing and benches have either been or are in the process of being secured.

“As time progressed, it became evident that most of these materials could be donated by local individuals and businesses, as

Though the dog park won’t be ready for use this summer, Wilke believes it could be operational to a certain degree by this fall.

“We hope this will become a focal point for townspeople to meet and greet each other, as well as to exercise their dogs,” she said.

Friends of Peru Dog Park will host an informational meeting about the proposed dog park Friday, May 6, at the Peru Community Church Fellowship Center, 13 Elm St., beginning at 7 p.m. The meeting will include information about the committee’s plans, activities for young and old relating to dogs and their needs and a presentation by a certified dog trainer.
