Superintendent A. Paul Scott stated that between the late evening hours of March 22 and early morning hours of March 23, a window in the Peru High School nurse’s office was smashed in order to gain access into the building.

Scholarships available through AMC Foundation SARANAC LAKE — The Adirondack Medical Center Foundation annually awards three $3,500 scholarships to assist students with tuition at regional Nursing and Allied Health Care educational programs.

SARANAC — Though it’s been said you can’t get blood from a stone, apparently you can get money from a rock.

The Saranac Central High School Key Club gathered several dozen participants in its second-ever “Rock-a-thon” at Saranac Elementary School March 26, raising more than $500 for the North Country Mission of Hope. Key Club president Megan Harris came up with the idea of holding the event after returning from a mission trip to Nicaragua with North Country Mission of Hope last year.

“I had heard that a church had done something called a Rock-a-thon, where they just rocked in rocking chairs for 12 hours and the participants got people to sponsor them a certain amount of money for every hour they rocked,” said the Saranac senior. “I thought it would be a good idea.”

Rather than make a general donation to Mission of Hope, Harris decided to focus on of the nonprofit organization’s programs, “Children Feeding Children.”

“They provide children with a hot meal and a drink every day of the week,” explained Harris.

“And, for some of the kids, that’s basically all they get to eat.”

Having seen with her own eyes how people are still recovering from Hurricane Mitch — which devastated the Central American country in 1998 — Harris is one of the several Mission of Hope volunteers who has felt compelled to not only help overseas but from here as well.

“It was just a really touching experience,” said Harris, referring to her first mission trip last year. “I just wanted to do whatever I could to contribute more than just being there in Nicaragua. I wanted to keep doing stuff here at home.”

Bennett Cyphers, a junior at Plattsburgh High School, knows how Harris feels. Cyphers participated in this year ’s Rock-a-thon, drawing his interest from his own experience volunteering with Mission of Hope.

“I signed up not really knowing what it was really all about and when I got there my mind was blown,” said Cyphers. “The poverty there is horrible. They tell you about that going in. But, the people there were awesome. There is a lot of hope there. There’s a lot of good things going on there, too.”

The idea that simply rocking in a chair for 12 hours — with 20-minute breaks every two hours — could help Nicaraguan children is something that blew Cyphers’ mind even more.

“This is a really cool event,” said Cyphers as he was on his sixth hour of rocking during the event. “Anything that can get people to donate to the cause is a really good idea.”

“If people think they have to go to Nicaragua to participate, it’s really not the case,” said Harris. “Most of the contributions they receive really come from things people do here at home. The idea is just to spread awareness.”

Emily Crawford, a senior and vice president of Saranac’s Key Club, said the group had already surpassed last year ’s total raised of $450, much to her delight.

“It’s been a lot of fun,” said Crawford. “We just wanted to make more than we did last year.

It’s a really nice thing because every dollar we raise goes to help feeding children.”

“It’s kind of weird being in school on a Saturday, but it’s for a good cause,” added Saranac senior Mandy Erickson, laughing. “It’s a great feeling knowing that us sitting in a rocking chair, just having fun, is doing something to raise money to help children.”

Key Club faculty advisor Joan Seidel commended the students for coming up with the fundraiser and for seeing it through once again.

“It’s fantastic,” said Seidel. “It’s really good to see the kids come up with the ideas. They’re very ambitious.”

Plaque commemorates local nursing school history

By Jeremiah S. P apineau jeremiah@denpubs.com PLATTSBURGH — Thirty years after its closure, the CVPH School of Nursing has been officially recognized for its role in educating many who have found fulfillment working in the nursing field.

Registered nurse Marceline Kavanagh, who serves as president of the CVPH Nurses Alumni Association, unveiled a plaque at CVPH Medical Center March 25 that commemorates the history of the school, which operated from 1913 to 1979.

“We felt that it was time we do something like this,” said Kavanagh, who noted the plaque had been some time in the works. “It means a great deal to me, but I want it to mean a lot more to the members. The members are the alumni, and they’re the important ones.”

During its history, the CVPH School of Nursing graduated 1,200 nurses. The school evolved over the years, starting out as the Champlain Valley Hospital School of Nursing, then becoming the Champlain Valley School of Nursing, and finally adopting the name it beared until it closed in 1979.

The school, said Kavanagh, was overseen by the Grey Nuns of the Sacred Heart, an organization then comprised of nuns wearing traditional Roman Catholic habits. It was located on what is today the State University of New York College at Plattsburgh campus, with only one of the school’s original buildings still standing, Champlain Valley Hall.

Those studying at the school lived on campus, and endured long days with a heavy courseload, said Kavanagh.

“It was a very tough program, very strict,” Kavanagh recalled. “We would get up at six in the morning, go to Mass at the hospital chapel and then our day began and it didn’t end until about eight o’clock in the evening because we had a lot of time on duty, working as a nurse. Then, we had classes.”

Kiwanis offers scholarships PLATTSBURGH — The Plattsburgh Kiwanis Breakfast Club will award two $500 scholarships this June to individuals attending technical or vocational schools.

Individuals who receive scholarships must have a major concentration in a vocational trade, such as aeronautical technology, auto technician, building, computer technology, electrician, plumbing, or small-engine repair.

Applicants must have attended school in Clinton County and maintained a minimum 2.5 grade point average or 80 on a scale of 100. Three character references must also accompany an application — one from a faculty member, one from a successful community member and one of the applicant's choice.

ast week I had the privilege to spend a day walking the halls of the State Capitol, meeting with a number of elected officials, along with several other board members from the North Country Alliance, an economic development group representing six North Country counties.

islators, and it improved our understanding of the new financial realities in Albany so we can best help our communities enhance their economic opDan Alexander portunities.

Thoughts from We told them Behind the Pressline all about the NCA, and we reminded legislators of the economic importance of tourism and prisons to the North Country. We suggested that, when deliberating on prison closures, resale and/or reuse of the property and the total economic impact should be given greater consideration. And we suggested they level the playing field for small, rural communities to the state’s Excelsior Job Program. All pretty mundane stuff.

If you’ve never paid a visit on your elected representatives in Albany, it’s an interesting experience and one every citizen should find the time to do. I’ve been to the capitol before on similar missions, but this year ’s visit impressed me in ways that previous years had not. Given the state’s financial issues, there was an odd air about the building that I had not seen in the past.

As you go from office to office, I was impressed with the age of the legislative staff members, most of whom are young and very articulate. Of course, it could be that as I get older, they keep looking younger, but the reality is that it’s the staff that accomplish a great deal of the work conducted in Albany.

They understand the issues, draft the opinions, keep their bosses on point while running interference when needed. When the See ALEXANDER, Page 7

he year was 1998, and our managing editor was floating placidly on Schroon Lake with his family, while the fireworks display they watched reflected brightly off the water like a mirror. He decided to moor the boat near the Word of Life Island and was shocked by what he found underwater.

Afterward, he reached for the anchor rope that held the boat in place, but it would not budge from the lake’s floor.

“I wasn’t sure if I had caught a log, or what, so I started to put my back into it and it slowly, painstakingly made its way up,” he recalled.

What the family saw rise to the surface attached to the anchor was no log. Instead, it was a six-inch thick green cable with the words “Danger: High Voltage” printed on the side.

It was the electricity source feeding the island — which had been long ago buried on the lake bottom by the power company.

Are recreational users of Lake Champlain in for a similar fate some day soon?

A proposal is now in the approval phase that would lay two five-inch power lines underwater along the length of Lake Champlain, the Champlain Canal and Hudson River.

The concept is to feed New York City with “clean, renewable power” from Montreal to offset a growing demand there and help lower some of the highest electricity rates in the country.

But at what cost to the North Country?

The company charged with building the line — Canadian-based Transmission Developers Inc. (TDI) — says the environmental impacts will be minimal.

They say the line will be monitored by a special fiber-optic coating that will automatically switch the power off should the line become untangled or penetrated.

They say the electro-magnetic field surrounding the 1,000-Megawatt line (that is 100 times more powerful than the one that feeds Word of Life Island) will have no detriment to fish or plant life.

Let’s face it. This power line is unprecedented. It would be the largest undertaking of its kind in the region

and it deserves tremendous scrutiny before utility companies are allowed to reap the financial rewards from its existence in our waterways.

And, as Mike Winslow of the Lake Champlain Committee pointed out, the people of this region should see more of a benefit than watching a cable reel boat float by from Ballard Park in Westport.

An economic analysis filed on behalf of the promoter to the New York Public Service Commission in July 2010 estimates that the projected line would save New York customers $8.1 billion on their electricity bills over the first 10 years of operations, between 2015 and 2024.

If that’s truly the case, than utility companies surely stand to gain many times that amount. Certainly they will have the ability to afford cleanup efforts in the areas where they will benefit from using the region’s natural resources for their personal gain, both before and after they are here.

While it is nice that our neighbors to the south will benefit from this project, the reality is it will do nothing for the local population.

TDI says it will provide annual financial assistance for environmental projects in the Lake Champlain Basin.

But that assistance needs to be appreciable and it needs to be long-lasting.

Moreover, part of the approval should be a requirement that money be put away to monitor, repair or even remove the line should it be deemed in any way an environmental hazard.

Residents would have been better served if officials had as much foresight with past environmental disasters such as the PCB pollution in the Hudson River, instead of listening to politicians whose jobs are too intrinsically linked to deep-pocketed business interests.

Let’s think very hard before we leave another environmental anchor in our lake for future generations to deal with.

We’ve had enough of that .

A response to a response This letter is in response to Councilman Fenimore’s recent Letter to the Editor. Mr. Fenimore’s desire to correct printed statements in which he felt he had been misquoted unfortunately has put us in the same position.

Elizabethtown has applied for $38,500 from the existing $500,000 Adirondack Park Community Smart Growth Grant Program. There are no matching funds required, but if there were, the Planning Board had agreed to work on this project and our unpaid, personal time would be considered an in-kind match.

The funding for the Hamlets 3 Project resulted in an instructive booklet to teach local planners how to apply Smart Growth principles. These principles will benefit our local businesses as well as preserving the unique characteristics of our town. Elizabethtown, Old Forge and Star Lake were fortunate to be the three areas chosen. The Hamlets 3 project amounted to $120,000, not $250,000, as stated by Mr. Fenimore.

I was also struck by the warm camaraderie between those who work closely within the capitol confines. Much like a fraternity, there is a sense of “insiderness” that is apparent among those who are current or former members of the inner workings. I overheard conversations about being in the trenches together and saw current and former members warmly welcomed.

There also didn’t appear to any political animosity among elected officials or their staff, regardless of which side of the aisle they may be seated. I was put back, but not surprised, when I learned that many had recently relocated their offices. When the Democrats took control of the Senate, they “earned the right” to move into the bigger and better offices, but once the Republicans regained control, many of those moves had to be reversed. I understand there are advantages to being part of the majority, but don't legislators have more important things to do than play musical office suites?

I also overheard and saw what I assumed were professional lobbyists, various union groups, school children and everyday citizens who looked like they were bussed in to perhaps represent those who might be affected by pending issues. Some wore names tags, group representation stickers or themed identical T-shirts. Others carried signs, and still others were passing out position fliers. Overall, there was a complete mix of the state’s melting pot.

Supporting our efforts are letters from Senator Betty Little, Assemblywoman Teresa Sayward, Elizabethtown Community Hospital, Elizabethtown/Lewis Central School, Adirondack Council, Elizabethtown/Lewis Chamber of Commerce, Adirondack History Center Museum, The Old Mill, Elizabethtown Planning Board and several individuals.

Everyone agrees the state budget is tight, but we see these projects as good investments in our community.

Senate members, you could hear through the walls both happy and certainly more than a few unhappy constituents who — in heated language — made their concerns known.

Some of the officials we spoke with were engaging, some entertaining and others not very engaged at all.

I observed many different emotions during my day’s stay in Albany. As I drove home and reflected on what I had heard and observed, it dawned on me that nobody expressed the emotion of fear. I came away with the feeling that no one there seemed overly distraught about the many financial problems facing the state. It was more a sense of business as usual, problems to face, positions to defend, turf to protect, but I never saw the face of fear. Was the reason because we have too many safety nets in our society? Or is it because folks, as they look at the massive state budget, figure if they argue, scream and threaten loud enough, they’ll get what they want? You can't blame them; those tactics have worked in the past.

I did sense that the winds of change are blowing in Albany. We can only hope our elected officials have the backbone and courage (because they sure don't have the money) to stand up to those who want to maintain the status quo. If my business were in debt comparable to the state of New York, I know many things would be handled differently than they are today. Unfortunately, I did not sense that the movers and shakers at the state capitol are in a “crisis management mode” yet. At least many seem to be aware that a day of reckoning is on the horizon.

GUESTVIEWPOINT Protect the future for next generation

W

e may be somewhat unique in the local business community.

We are “twenty-something” entrepreneurs who have decided to stay in the Adirondacks instead of fleeing the area for better opportunities. We are the owners of Stacked Graphics in Tupper Lake. We are graphic designers who produce vinyl signage, screen printing, and embroidered apparel to include “Ski Big Tupper” clothing.

We were honored this year by the Tupper Lake Chamber of Commerce as the 2010 Entrepreneurs of the Year. That’s our background, but we are more concerned about our future and that is the purpose of this letter.

Up until now, we haven’t heard the voice of young business owners in regards to the proposed Adirondack Club and Resort (ACR) project. We have read the editorials, all the blogs and we attended the public hearing in Tupper Lake last week and now we want to lend our say to the discussion.

It’s probably assumed that young adults are better educated in terms of “green” living and that we embrace that better than older generations. That maybe so, but simply stated we enjoyed growing up here, we took advantage of all that this Park offered and we want to continue to do so. We believe strongly in protecting the environment but we also strongly support the ACR because we believe that it can be built with minimal impact on the landscape while having a significant impact on our economy.

After listening to the environmental groups speak and after reading their letters and articles, we do not truly think that the environmental groups are here to look after our best interests. We think they are here to look after their own. We must admit that they all seem to be one in the same- the Adirondack Council, Protect the Adirondacks, the Nature Conservancy, and now Adirondack Wild. All we know is that they seem to be working together in collusion to try to kill this project and we take great objection to that. We started our business in anticipation of the ACR gaining a permit and we are not alone. That project will be the shot in the arm that small business around the Tri Lakes needs. New businesses will take the same risk that we did, and that will create new opportunities to sell our prod-

ucts. Without the ACR our economic outlook is bleak.

The claim that the ACR will fragment the back country is just plain false- that property has been logged for years. We don’t think there are any endangered species of animal or plants on the property and the developer plans to install state of the art sewage treatment. We haven’t heard a significant objection that can’t be overcome.

But curiously, even the four environmental groups who want to kill the project can’t always agree on why. Protect the Adirondacks seems to care even less about the residents of Tupper Lake than the other environmental groups. We say that because Protect lacked the nerve to speak in front of us during the public hearing last week. Did Protect the Adirondacks, led by Niskayuna lawyer John Caffry, simply lack the courage to show up? If they really were looking out for us, why wouldn’t they show up to explain how? Perhaps Protect the Adirondacks was too busy trying to raise $100K to buy expert witnesses to tell the experts at the APA and DEC how to do their job. We’d like to hear the other green groups call them out on this because Protect does a disservice to true protection the Park.

We thought that the origin of the Park was based upon a belief that people and the environment could both flourish within the Blue Line. Sadly for decades only the environment has prospered and that is not enough. Protect the Adirondacks is the group that seems to lack the most common understanding of the Park Agency Act. So here is our final point. If Protect the Adirondacks and other environmental groups refuse to work with the ACR developers, the APA and DEC to create a viable permit then we ask them to leave the hearings because they simply intend on hurting Tupper Lake rather than helping it. During hearings on March 22, Caffry from Protect called the resort the "largest threat" to the ecological integrity of the park. We think that Protect is the “largest threat” to the economic integrity of the park.

Getting kids into gardening fun

T

his past week, I visited my son’s pre-K class to help the children plant seeds. I was impressed with their knowledge the seeds needed water to wake up! It was great seeing the enthusiasm this group of students had for gardening.

Gardening to some may seem like a chore or to others a wonderful way to reduce stress. For children, it is an important learning tool. Studies have shown gardening increases a person’s environmental knowledge and sense of community. Research has also shown children who garden perform better on science and math achievement tests, have increased nutritional knowledge, and also gain greater social inclusion by gender, race and ability.

If we are not careful, gardening can become a burden to a child who is ordered out to weed and water. But, with a small amount of thought, we can instill a lifetime passion. I let my kids help make decisions on what plants to put into the garden. As a result, we will always have carrots, lettuce, beans, and peas in the veggie patch. They help choose flowers for some of our containers. Sure, the flowers aren’t the ones I would pick, but my kids are much more excited about watering their flowers throughout the summer than helping me water my flowers.

During the growing season, I ask them to help me plant, weed, water and harvest, but only as much as they desire to do so. If my 5-year-old son would rather squish mud through his toes after planting two bean seeds, so be it.

If I made him plant the entire row, he won’t have a pleasant memory of gardening in years to come.

While I am gardening, I also talk to my kids. We talk about the insects we see, the feel of the soil, and the plants. Through this process, I am also continually increasing my garden knowledge. They are always bound to ask questions that I don’t know the answer to. We always look up those questions on the computer or in a book when we are finished.

In addition, there are a plethora of games you can play with your children, recipes you can cook after harvesting veggies from the garden, and books you can read with your children on gardening. I always find including children in gardening is a great way to get me excited about the garden!

Eat those green vegetables

I

f there is one thing I can’t stress enough about improving your diet, it is to eat more green leafy vegetables!

While the USDA recommends eating three cups of leafy greens a day, I say the more the better. They are super nutrient powerhouses. Calorie for calorie, they are perhaps the most nutrient dense food available. They are a rich source of minerals, including iron, calcium, potassium, and magnesium, and vitamins, including vitamins K, C, E, and many of the B vitamins. They also provide a variety of phytonutrients including beta-carotene, lutein, zeaxanthin, and even contain small amounts of Omega 3 fats. There are so many different varieties of greens, some of the more common varieties are spinach, kale, romaine, endive, dandelion, chard, and the list goes on and on.

So, I challenge you to try a new leafy green vegetable every week. Take a handful and sneak some into each meal. Scramble up some spinach with your eggs.

Throw some kale, into your salad (made up of other leafy greens), or use a big leaf like collards to wrap your sandwich.

A great way to get the kiddos to eat more greens, is to throw some into a smoothie. Spinach works particularly well for this, and you won’t even know it’s in there despite the green color, but give it a try. Give it a fun name and make it into a fun activity for your kids and watch them guzzle it down.

Another plus, which is great to think about this time of year, is that greens are super easy to grow in your own garden. I love being able to head out to the garden and pick whichever greens I feel like having and cook them up or enjoy them raw. There is something so rewarding about growing your own food and knowing that no harmful chemicals were used in the process. Each bite tastes better and I savor it knowing the work that went into the harvest.

So, are you up to the challenge? Improve your health and eat those greens!

Community urged to take part in cancer prevention study

PLATTSBURGH — The American Cancer Society is seeking participants for its latest round of a groundbreaking cancer prevention study.

American Cancer Society representative Joan M. Sterling said she’s hoping to build on the success of a 2009 study in which 192 participants originally registered. That number was upped to 240, she said, but ended up resulting in 262 participants screened.

“It just really showed the community was really embracing this cancer prevention study,” Sterling said.

Those who participated in the initial registration also did well in responding to important follow-up surveys, Sterling said, resulting in the Plattsburgh area being among the top 11 percent in the country for a response rate. The follow-up surveys are critical to continuing the flow of information for researchers, she said.

“Unfortunately, that’s sometimes where the ball gets dropped,” Sterling said. “Some people have that excitement when they start participating in the study but then they don’t finish it.”

The initial CPS-3 study during the 1950s was one that linked smoking tobacco with lung cancer, and ultimately was responsible for the Surgeon General’s warning now found on cigarette packs. This most recent study will look at the link between obesity to cancer, Sterling said.

were, what you weighed in high school, what you weigh now — there’s so much information that’s asked, but it’s important to know all of it,” Sterling said.

Williams participated in the last study and continues to respond to follow-up surveys.

“Screening is paramount to cancer risk prevention and reduction because we know

if we can screen somebody early enough and you can catch it early enough, your success rates for cure are much higher and you’re actually spending much less money,” Williams said. “If a woman or man is identified with cancer and they don’t catch it early enough, you’re literally spending upwards of tens of thousands or hundreds of thousands of dollars for care.”

Through her role at the health department, Williams said she understands long-term studies like CPS-3 are ones that “really give you the data, that give you the statistics to be able to be analyzed and find what the indicators are and how you can prevent or reduce your risk of any illness.”

“We’ve talked about having a cure for cancer for decades now, but I think we’re all astute enough to know that cure doesn’t happen overnight,” Williams said. “It has to happen as a result of research and dedicated people like Joan and dedicated efforts like this CPS3 study.”

Registration for the study will be open to those ages 30-65, who have never been diagnosed with cancer and willing to make a long-term commitment to the study. Those interested in learning more are encouraged to turn out for a registration event at the CVPH Medical Center auditoriums from 12 to 7:30 p.m. Thursday, April 7, and 6 a.m. to 1:30 p.m. Friday, April 8.

News of the Week Suspect commits suicide after chase PLATTSBURGH — A wanted man led police on a high-speed chase for nearly an hour before taking his own life.

Reports indicate that the chase began at about 3:43 p.m. Tuesday on U.S. Route 11 in the town of Mooers after Border Patrol agents observed two occupants acting suspiciously inside a vehicle.

Police told media outlets that one agent recognized the male driver as a wanted man before he drove off at high speed.

The chase covered 25 miles of Interstate 87 near Plattsburgh, eventually ending in the parking lot of a gas station off State Route 3. But before sheriff ’s deputies could take the man into custody, he committed suicide with a firearm.

Officials have confirmed that no shots were fired by police.

The man has not been identified, but police say his vehicle is registered to a man wanted for robbery.

His passenger, an unidentified female, is being held

by Plattsburgh-based state police. A pound of marijuana was recovered from the vehicle.

Assault charges lodged after dispute PERU — Kelly M. Ledwith, 36, was charged with second-degree assault and third-degree criminal possession of a weapon, both felonies, after allegedly assaulting a man with a knife during a domestic dispute March 26.

State police allege Ledwith cut Bernard M. Furnia Jr., 42, AuSable Forks, during an argument at Ledwith’s residence. Furnia received multiple lacerations and was taken to CVPH Medical Center, Plattsburgh. He was later treated and released.

Ledwith was also charged with a misdemeanor count of fourth-degree criminal mischief, unlawful possession of marijuana and having a controlled substance in a non-original container.

She was arraigned in Black Brook Town Court and sent to Clinton County Jail on $2,500 cash or $5,000 bond.

Woman arrested for alleged assault MOOERS — Carol Ann Weckesser, 45, Mooers Forks, was charged with a felony count of assault with intent to cause injury with a weapon and two misdemeanors following a domestic dispute March 26.

State police allege Weckesser threatened her former boyfriend’s new girlfriend with a small kitchen knife.

Weckesser was reportedly staying at her former boyfriend’s Blackman Corners Road residence until she could find a new home.

Weckesser was further charged with misdemeanor charges of fourth-degree criminal possession of a weapon and second-degree menacing.

She was arraigned before in Mooers Town Court and sent to Clinton County Jail on $10,000 bail or $20,000 bond.

Injured falcon aided PLATTSBURGH — An injured peregrine falcon was aided by a local woman when found recently at the State University of New York at Plattsburgh campus.

Rosemary Maglienti reportedly found the endangered bird which had suffered a broken bone, making it unable to fly.

The falcon is now in Albany being monitored at a veterinarian’s office there before it can be released.

Legislators approve shuttle service for airport County to negotiate contract with Chattanooga-based company

PLATTSBURGH — A new shuttle service is in the works for Plattsburgh International Airport.

The Clinton County Legislature approved a resolution during its regular meeting March 23 that will allow for the county to negotiate a contract with Republic Parking System, of Chattanooga, Tenn.

The motion was made by Legislator Dr. Robert Heins, R-Area 10, and seconded

by Legislator Harry McManus, D-Area 1. Legislators Sara E. Rowden, D-Area 4, and Jacqueline A. Walker, R-Area 8, were absent.

According to Heins, who chairs the Legislature’s Airport Committee, the need for a shuttle service has increased as the amount of parking space has grown at the property.

“We’ve reach critical mass, to be honest with you, at the airport,” said Heins.

“We’ve grown to a point where we’ve got to do some emergency measures to try to continue to do what we’re doing.”

The shuttle service would be one such measure, which would be provided free for airport visitors, said Heins. The cost of the service — for which the county was authorized to contract at a cost not to exceed $21,000 a year — would be covered by revenue generated from parking fees established at the facility March 1.

Heins stated the county had already collected approximately $59,000 in fees in the first three weeks of charging for parking.

It’s estimated the fees could result in $720,000 to $1 million collected per year.

“There’s a greater turnover out there than we thought there’d be,” Heins said, referring to the number of people using and paying for parking services at the airport.

That has led the Legislature to examine an expansion of airport parking facilities, which have begun to exceed their 1,250vehicle capacity.

“We really maxed out with the parking. There really is no place to park,” said Heins, who added creating an additional lot is being eyed near the former Plattsburgh Air Force Base Alert Facility.

The need for more parking is expected to grow as airlines flying in and out of the airport are expected to increase their air service this month, said Heins. That has also led to an increased focus on providing additional Transportation Security Administration checkpoints for the facility and, as a result, reduce congestion within the terminal.

According to County Administrator Michael E. Zurlo, the airport meets TSA criteria for a second checkpoint.

“The fact is the physical space needs to be expanded to allow for that, which would mean eliminating some of the walls and office space currently occupied by TSA,” said Zurlo, adding airport manager Thomas D. Long has been in contact with TSA re-

The county recently wrapped up a nearly year-long feasibility study that determined the projected number of passengers over the next 20 years warrants an expansion of the airport terminal and its services. The improvement project, recently approved by the Legislature, will expand the baggage carousel system, increase the number of TSA checkpoints from one to at least three, and increase the number of ticket counters from one to three, all by approximately 2013. The project would also add an additional jet bridge to help with the loading and unloading of passengers.

The study also revealed that the number of people who use the airport has grown steadily over the past three years. This year, more than 100,000 people are estimated to use the facility.

“Just in the months of January and February, we have already emplaned 20,000 people,” said Heins. “That’s a 42 percent increase over last year.”

Officials: EPA mercury rules to help Adirondack lakes

denpubs@denpubs.com Green groups from the Adirondack Park are pleased with new federal standards that propose to limit mercury and other emissions from power plants.

The U.S. Environmental Protection Agency proposed the new emissions standards last week following a decision by a federal Court of Appeals in a lawsuit brought forth by a nationwide coalition of health and environmental groups.

The proposed regulations would limit the emission of mercury, arsenic and other power plant air pollutants, steps that experts say would reverse damage to Adirondack lakes and ponds.

called the proposed regulations a "significant milestone" in protecting the environment from the "damaging effects of toxic air pollution."

"With the help of existing technologies, we will be able to take reasonable steps that will provide dramatic protections to our children and love ones, preventing premature deaths, heart attacks, and asthma attacks," Jackson said.

According to Jackson, power plants are the primary source of several toxic air pollutants and are responsible for half of all mercury and acid gas emissions in the country.

The proposed EPA standards would require power plants to install state-ofthe-art pollution control technologies aimed at cutting harmful emissions.

Woodworth said after two decades of "uncertainty," the federal government will now have the authority to regulate toxic chemicals that he says have had a "devastating impact" on the Adirondacks.

"Because of the technology required to meet this standard, it will not only cut mercury contamination by 91 percent, it will also reduce fine particulate matter, low-level ozone and acidic precipitation," Woodworth said.

According to Woodworth, some 96 percent of Adirondack lakes already exceed the EPA's maximum recommended mercury level.

Additionally, two-thirds of Adirondack loons carry "risky" levels of mercury.

Police get $5,000 in federal forfeiture funds SARANAC LAKE — A local police department recently received federal asset forfeiture funds to purchase new equipment.

Appearing in Malone last Wednesday, Congressman William L. Owens, D-Plattsburgh, presented Saranac Lake Village Police Chief Bruce Nason with a check for $5,000.

The funds are presented regularly to law enforcement agencies belonging to the Franklin County Border Narcotics Task Force, which includes the county Sheriff ’s Department, the District Attorney’s office, and the Saranac Lake, Tupper Lake and Malone police departments.

Nason said the funds are compiled through regional drug and asset seizures and awarded to departments involved in specific investigations.

According to Nason, the most recent award will be used to outfit police cruisers with wireless internet capabilities.

DEC announces tentative agreement to keep Americade in Lake George

andy@denpubs.com ALBANY — The popular motorcycle rally Americade will stay in Lake George this year if a tentative agreement reached between the event’s founder and the state of New York is signed, according to state officials.

State Department of Environmental Conservation (DEC) Commissioner Joe Martens announced March 25 that the state has formed a partnership with Warren County that will allow Americade to again use the Lake George Beach, Battlefield Park and Prospect Mountain Day Use Areas for the June 2011 event.

The agreement would lead to the issuance of a “temporary revocable permit” allowing Americade to use the state-owned lands in the village and town of Lake George.

Americade founder Bill Dutcher had asked the state to lower the permit price from the proposed amount of $82,000 to $50,000, or else he may move the event to Massachusetts. And that’s exactly what the state did in its new agreement.

DEC sets price The permit price is now $50,000. It cannot be free, as it once was, because the DEC has to recoup costs in labor before, during and after the event and parking fees at the day-use areas, said DEC spokesperson Michael Bopp in a March 25 phone interview.

“Our goal was always to recover our costs,” Bopp said. “It should not be on the taxpayers’ purse.”

The DEC has claimed thousands of dollars of expenses associated with Americade, assertions that others, including Americade organizers, have contended.

“We’re trying to responsibly manage the state lands,” Bopp said in a phone interview March 28, defending the DEC’s permit fee for Americade.

The bulk of the vendors are usually located in Lake George’s Million Dollar Beach parking lot, a state facility that is operated by the DEC. Americade also hosts a barbecue and party atop Prospect Mountain.

The DEC charges parking fees for its day-use areas throughout the state. In the Lake George region, the fees are: $6 per car at areas where there are no swimming facilities; $8 per car at swimming areas where life guards are on duty; $4 per motorcycle; $8 per car to park at Lake George Beach or $6 per car after 5 p.m.; and $8 per car and $40

This year ’s deal would be similar to the one in 2010 in which Americade pays entrance fees on behalf of the participants under the terms of the DEC permit.

Help from Warren County The DEC has traditionally provided Environmental Conservation Officers to help with traffic control at Americade. In announcing the agreement, Bopp said the state will still help this year, but not as much as in the past because the Warren County Sheriff’s Office will now provide most of the law enforcement help. And that enticed the DEC to lower its permit fee for this year.

“Americade is of vital economic importance to Warren County and the surrounding communities and we have all benefitted from the responsiveness of DEC and its cooperation to secure Americade’s continued presence in Lake George for years to come,” Dan Stec, Queensbury town supervisor and chairman of the Warren County Board of Supervisors, said in the March 25 DEC press release.

Americade reaction The March 25 announcement from the DEC was a little premature. When contacted in the afternoon on March 25, Americade’s Bill Dutcher said his

organizations and the DEC only had a “tacit understanding” as to the permit’s details. In an e-mail sent later in the day, Americade Vice President Christian Dutcher said his “advisors” would review the papers and issue “a formal release of acceptance.”

“We’d like to thank our political representatives involved with this matter, Sen. Little, Assemblywoman Sayward, Warren County Chairman Stec, Town of Lake George Supervisor McCoy and Lake George Mayor Blais, as well as DEC Commissioner Martens for all their efforts,” Christian Dutcher said in the e-mail. “We’re pleased that we were able to come together as a group to find a resolution.”

However, all the credit should not be given to the DEC and Warren County alone, he asserted.

“During the negotiations, concessions were made by all parties, with Americade taking on motorcycle public parking lot staffing responsibilities and costs which were previously provided by the DEC,” Christian Dutcher said.

Americade organizers said they will reimburse Warren County for its traffic-control costs related to the event.

Praise for the agreement In the meantime, state officials lauded the tentative agreement.

This resolution would not have been possible without the efforts of Senator Little, Assemblywoman Sayward and Supervisor Stec and we appreciate their cooperation and support.”

Sen. Betty Little sees Americade as a “tremendous economic driver” that attracts thousands of people to her district each year, helping the tourist industry prior to the busy summer season.

“Many area businesses depend on this boost of activity, so resolving this cost issue was very important to me,” Little said. “Working with the DEC, an agreement has been reached that is fair and appropriate and a good example of what can be achieved when we partner.”

Americade will be held from June 7 to 11 in 2011 and is billed as “the world’s largest multi-brand motorcycle touring rally.” It attracts more than 50,000 visitors each year.

Interpretive panels to highlight Champlain’s War of 1812 history

CHAMPLAIN — Efforts to tout the history in the Northern Tier have just gotten a shot in the arm.

The village of Champlain was recently named the recipient of a War of 1812 Interpretive Trail Wayside Exhibit Grant through the Lake Champlain Basin Program, Grand Isle, Vt. The grant — valued at $1,500 — will provide “interpretation, translation and design assistance

along with complete fabricated interpretive signs” as part of a plan by the Champlain Valley National Heritage Partnership to develop a War of 1812 Interpretive Trail commemorating the 200th anniversary of the conflict.

The initial report of the incident came from one of the district’s buildings and grounds staff who routinely checks the campus, according to Scott.

“The bulk of the damage was glass — the exterior glass where we experienced someone breaking in for the burglary and also some interior glass where it was speculated at one point that the individual was trying to get into maybe one or more areas,” said Scott.

Though the district campus is equipped with surveillance cameras, Scott would neither confirm nor deny if cameras caught the culprit or culprits, as the crime is still being treated as an ongoing investigation. However, Scott said he

David Patrick of Colchester, Vt. — whose descendants hail from Champlain and who has long been a proponent of Champlain history — spearheaded the effort for the village’s grant application. Patrick, who is also known locally for creating annual calendars that

depict historic places and events in the Champlain area, said he was particularly interested in the village obtaining interpretive panels to educate others on the history with which he and many others are already familiar.

“The town of Champlain, especially the village, saw more military activity than any other village in the county during the War of 1812,” said Patrick. “Champlain was a revolving door for military on both sides of the border. There’s a lot of

history in the town of Champlain that’s just waiting to be talked about. What I’m trying to do is bring out this history through my calendars and other material, and through these panels.”

The two locations are among the most recent to receive funding for interpretive panels through Patrick’s efforts. Previously, grants for panels were awarded and used for panels at Point au Fer and St. Mary’s Church. Last November, the town of Champlain was awarded a grant for an inter-

The person or persons responsible for the crime could face charges which include third-degree burglary and face up to seven years in prison if convicted, said Sypek.

Scott emphasized the school district was able to resume normal operation of the areas within the campus affected by the breakin immediately following the state police investigation of the scene March 23. The superintendent also stressed “99 percent” of those who access the campus do so respectfully and for appropriate reasons.

“This is an exception to that pattern,” he said. “We would certainly hope that remains to be the case.”

The school district is currently working closely with state police in following up on leads received regarding the crime. Anyone with information about the break-in is asked to contact state police at 563-3761.

Trout season? What trout season?

Trudging back out into the cold to cover the boat for the second time this winter, all I could think about was knocking out one of Tom’s pearly whites. I know the poor guy can’t control the weather — but does he have to be so dang perky about it?

More like a May 1 opener.

With the mercury barely breaking the freezing point as I write this and more frigid weather in the forecast, it appears the opening of this year ’s trout season is more symbolic than anything else.

What a difference a year makes.

Last year at this time we were hitting the links and trolling open water on back ponds. This year I’d need snowshoes to get to the Radisson behind my garage.

In the meantime, I made the mistake of uncovering my big boat last weekend. I bought a newer 24footer to chase lakers and salmon with but have yet to outfit it with the equipment I salvaged from my

old boat — the Laker Taker II. So, I decided to get a jump on that tedious task and accomplished a great deal last Sunday before crashing in my recliner next to the woodstove with a can of Genessee river water.

But before I could enjoy the first sip, smiling Tom the ever-effervescent weatherman came on the tube and happily predicted half a foot of snow on the horizon.

I peaked out the window at the sun setting behind my fully exposed boat, and slowly pulled my soggy boots back on.

Infamous Ticonderoga outdoorsman and marathoner Richard Johndrown — better known in hunting circles as SilverrrrrrrrrrrBulletttttttttttttt — dropped me a line recently to let me know he had the pleasure of scoring Robert Lavergne’s 20point buck shot last season.

For those who may have missed it, I wrote a column in November about this buck, which Lavergne shot Nov. 6 on land along the Cedar River outside Indian Lake.

The deer had become quite well known in the area, by residents who had spotted him wandering near town after deer season. He was easily identified by a split he had in one ear, presumably from fighting for dominance. His shed antlers had also been found, and local hunters were aware of the significant antler growth he possessed.

Johndrow, who serves as measurer chairman for the New York State Big Buck Club, Lavergne’s non-typical sported 20 countable points with 10 non-typical points totaling 37 1/8 inches resulting in a final score of 179 2/8. The gross score of the rack is 191-1/8. That is enough to make it the fifth largest non-typical on record taken in Essex County.

County. The buck net scored 182-0 and grossed 206-0. It is the fourth largest typical buck ever shot in New York. The largest non-typical buck measured this year is a 15pointer taken by Brandon Peters in Niagara County, Johndrow said.

That buck net scored 194-0 with a gross score of 203.

Hunters have until May 1 to have their bucks scored for inclusion in the New York State Big Buck Club.

Department of Environmental Conservation seeks waterfowl input RAY BROOK — New York State Department of Environmental Conservation (DEC) Commissioner Joe Martens today invited hunters to submit recommendations to regional Waterfowl Hunter Task Forces for the dates of the fall 2011 duck hunting seasons.

DEC will evaluate the task force recommendations in setting waterfowl seasons, which must comply with federal rules.

New York is divided into five waterfowl hunting zones: Western, Southeastern, Northeastern, Lake Champlain, and Long Island. DEC recently appointed task forces for each zone (except Lake Champlain, see link below) to solicit recommendations for the fall 2011 hunting seasons, including opening and closing dates, split seasons and a special hunting weekend for youths. Each task force

includes representatives from the New York State Conservation Council, established waterfowl hunting organizations and individual waterfowl hunters who were chosen to provide input from diverse points of view.

The recommended dates must be within federal guidelines established by the U.S. Fish and Wildlife Service (USFWS). For fall 2011, DEC expects the USFWS to allow a 60day duck season, split into no more than two segments per zone, opening no earlier than Sept. 24, 2011, and closing no later than Jan. 29, 2012.

Waterfowl hunters can participate by providing duck season suggestions to any task force member on or before April 15, 2011.

Comments can be provided by mail, telephone or e-mail. The comment due date is important because the task forces will provide their recommendations in late April and DEC plans to announce tentative duck hunting season dates in June.

Input on hunting seasons for other migratory game birds, including Canada geese, snow geese, brant and woodcock, may be submitted also to any member of DEC's season-setting team. However, due to greater uncertainty about federal regulations for those species, decisions and tentative dates will probably not be known until later in the summer.

Waterfowl seasons in the Lake Champlain Zone will continue to be set by the Vermont Fish and Wildlife Management Board, with input from DEC and waterfowl hunters in New York and Vermont. Although there is no formal task force for this zone, hunters can send their suggestions to any DEC seasonsetting team member.

The tentative waterfowl hunting season dates will be posted on the DEC website and announced by news release in June.

WILMINGTON — A person had to be airlifted to Vermont following a skiing accident at Whiteface Mountain over the weekend.

According to Jon Lundin, director of communications at the state Olympic Regional Development Authority, an 18-year-old male was transported via helicopter to the Fletcher Allen Health Care Center in Burlington, Vt. Lundin said the man, whose name has not been released, suffered a lower-back injury at approximately 9 a.m. March 26.

The accident happened on the Lower Valley trail near mid-station.

Airlifting him to Vermont was a “precautionary measure,” said Lundin.
