ELIZABETHTOWN | The Essex County Board of Supervisors moved a resolution in support of a state Senate bill giving counties the ability to create countywide EMS districts to the full board during its Economic Development Committee meeting Dec. 11.

“I just got off the phone with Sen. Keeseville pair arrested in connection with robberies Pair snatched purses in Peru, Plattsburgh

ELIZABETHTOWN | Two Keeseville residents have been arrested and charged in connection with a pair of robberies committed last week.

Deshawn Williams and Kimberly Sears were apprehended in a multi-agency effort, state police announced on Thursday.

Authorities say Williams, 17, displayed a handgun at the Dollar General in Peru at approximately 6:30 p.m. on Dec. 14 and forcibly took a woman’s purse.

Later that evening, at approximately 7:40 p.m., Williams allegedly forcibly stole a purse from a second female victim at the corner of Broad Street and Steltzer Road in the city of Plattsburgh.

LEWIS | A local family is spreading cheer across the region by bringing the “elf on the shelf ” concept to real life.

Terry Pulsifer Jr. first dressed as one of Santa’s helpers after he struck a deal with a friend: He’d agree to dress like an elf and his pal would attend the Elizabethtown-Lewis Central’s fi fth grade fundraiser as Santa Claus.

The event was a smash-hit, and the concept stuck.

Since Dec. 3, Pulsifer and his wife, Amanda, have been traveling far and wide with Terry dressed in the festive garb, replete with green trousers and a vest worn over a red sweater.

After each daily excursion, they post the photos on Facebook.

“Everybody’s just laughing,” Amanda said. “Some people won’t go to sleep until we post them.”

Their adventures have taken the pair, who reside in Lewis, to Hannaford in Plattsburgh — where Terry climbed into a shopping cart — Champlain National Bank in Elizabethtown, and the Elizabethtown-Lewis Ambulance Squad, where Terry serves as a driver.

You may have also seen him whizzing around town on a motorcycle.

The most recent photo, posted on Wednesday, depicts Terry wrapping gifts with Santa himself.

“Santa and his elf busy at work,” Amanda wrote. “Is your wrapping done yet?”

The pair will appear Friday, Dec. 22 at the Lewis Volunteer Fire Department, after this edition went to print earlier that morning.

The concept has proved to be so popular, local businesses have started to ask for requests.

And others have joined the fun, too, with family members replicating famous Christmas moments — Ralphie from “A Christmas Story,” Schroeder playing his piano from “A Charlie Brown Christmas” — and posting their photos online.

The couple has two young daughters, Sophie and Ella, who have delighted in their parents’ holiday magic.

“They wake up in the morning and say, ‘What did Dad do this time?’” Amanda said. ■

Cuomo pushes to make shared services panels permanent But leading drive of property taxes not local governments, say local officials

ALBANY | With the state facing looming budget shortfalls and expected passage of a tax reform bill poised to erode tax breaks for some New Yorkers, Gov. Andrew Cuomo is proposing making the state’s shared services initiative permanent.

Cuomo made the announcement on Monday in a conference call with reporters.

The governor has held regular briefings to excoriate the tax bill, which he said is akin to “economic civil war” because it penalizes high tax states like New York by capping the state and local property deduction at $10,000.

Cuomo said this would lead to an effective property tax hike of 20 percent for 725,000 homeowners across the state.

“It’s an economic dagger directed at this state,” he said.

While local governments have informally hashed out a number of agreements over the years, counties across the state were required this year to formally convene panels to explore efficiencies, a process that resulted in $200 million in savings from 34 counties, roughly half of those in the state, Cuomo said.

“So even though it’s hard, and it’s politically difficult because everybody wants their own political fiefdom and this says fiefdoms should cooperate, it worked,” Cuomo said.

As part of the initiative, the governor said he’d allocate $225 million in state funding to match proposals crafted by local governments to find savings.

Cuomo said he will also propose that $125 million in annual state funding for local government performance aid will now be conditional on the continuation of the panels.

The funds cover a number of local programs, including village dissolutions, sewer projects, and school mergers, said Essex County Manager Dan Palmer.

“I am fairly certain that is what he is referring to and truthfully to me, it just represents a different process for applying for the same funding,” Palmer said.

E.J. McMahon, research director of the Empire Center, called the proposal “symbolic and unimpressive, as this year’s shared services exercise demonstrated.”

“The savings were minimal drops in the bucket, and it won’t get much better from there,” McMahon said in an email. “Our taxes aren’t high because of local government duplication, overlap, or failure to share services. In fact, they are high mainly because salaries and staffing levels are high, especially in school districts and downstate suburban police departments.”

McMahon said governor insists on “spinning a false narrative” about local governments as a distraction from the main problem, which he said is the state’s failure to rein in mandates such as the Triborough amendment, which pertains to labor agreements, and the binding arbitration law for police and firefighters, which make it difficult to permanently restructure personnel costs.

Cuomo also touted his property tax relief program, which he said has led to a $3.2 billion savings to homeowners in four years.

The average check this year was $380, according to this office, and benefitted 2.6 million homeowners.

The formal statement announcing the proposal from the governor’s office contained a long list of quotes from county officials, including those in Clinton, Franklin and Warren counties.

“This plan will lead to a real cost savings for many, and I thank Governor Cuomo for his commitment to the hardworking families of New York,” said Clinton County Legislature Chairman Harry McManus.

But Essex County was more circumspect.

Essex County Vice Chairman Shaun Gillilland said, “Reducing the tax load on New Yorkers should be a team sport. Albany must cut too.”

Counties and municipalities in the North Country have been sharing and consolidating services for years as a matter of necessity — not convenience, he said.

As such, Essex County has one of the lowest tax rates in the state.

River,” he said. “If Albany is serious about consolidation, then they should actually put teeth behind it and order school districts, fire districts and municipalities to do it — not just blame upstate for New York being in the top tier of highest taxed states in the country.”

Moriah Supervisor Tom Scozzafava called the most recent proposal “confusing.”

“Most municipalities already share a number of services and we get absolutely no credit for that unless it’s something new,” he said.

“But it’s a reach to find something new.”

Scozzafava oversaw the dissolution of the Village of Port Henry in March.

“It was painful and it was like an exorcism,” he said. “The State of New York makes it extremely difficult to obtain these shared services and efficiencies. Every time we turned around, there was another hurdle placed in front of us.”

“I’m a firm believer in simplicity, and this was not simple to do.”

Scozzafava said he supports the governor and his efforts to reduce property taxes.

But true reform should strike deeper, he said, and should include whittling down which services are funded through the tax rolls — including fire and highway departments.

“To get there, there’s got to be some changes in Albany to make the road easier to go down,” he said.

Rep. Elise Stefanik (R-Willsboro) also joined the fray on Monday, saying while capping the state and local deduction at $10,000 will hurt state taxpayers, the state should share some of the blame.

“Due to Albany’s failed leadership and inability to rein in spending, New York is one of the highest taxed states in the country, and families here rely on this important deduction to make ends meet,” Stefanik said in a statement. “Failure to maintain SALT could lead to more families leaving our region.”

Cuomo shot back.

“The representative should work with her local governments to reduce property taxes,” he said. “She should look in her own backyard.”

“Tell her to get our $48 billion back,” he said, referring to the surplus amount the state sends to the federal government annually. ■

Turning the page Where did this year go?

As we turn the page on the New Year, we have an opportuniBy Dan Alexander ty to start anew with • PUBLISHER • a fresh outlook and renewed optimism that our economy is improving and the employment prospects are as bright as ever for anyone looking to make a difference in their life.

Regardless if you agree or not, we have a new system of taxation that should begin to show up in our paychecks this February.

Like anything that is inevitable, we can complain about what we don’t like in this new plan, or we can try our best to make the most of the new regulations while focusing on the positives.

I learned a very long time ago — and I’m sure you did too when something different comes along — if you let others sway your thoughts and you assume the worst, your experience and attitude will set the tone for how you perceive everything associated with it.

Our elected officials should not be pitting us against each other. As a nation, we cannot stand if we are at war with ourselves and 2017 has seen far too much of this infighting to allow it continued in the new year.

Like any marriage, it takes two willing parties, lots of work, compromises, understanding, and patience to form a good working partnership.

If you look for faults at every turn, you’ll see nothing but faults.

We’ve been warned that not everyone will see a benefi t in the new plan. From what I can see, those who may pay more under this plan should count themselves among the lucky few to be earning enough to pay more to support our nation.

As a freedom loving nation, we will never agree on everything, but once the course is set, we must each realize we have a responsibility to each other to do our best to make things work for the good of the nation.

We share one country, and unless we are willing to see it torn apart, we need to look to the future and quit arguing about the past.

Let’s all do our best to make 2018 a year of growth, prosperity, and harmony for all our citizens and the generations to come. ■

Reform needed following video incident So the mayor really stepped in it.

By now, everyone is familiar with the leaked video that saw City of Plattsburgh Mayor Colin Read and Councilor Michael Kelly discuss city business following the Common Council meeting on Dec. 14.

The pair took shots at city workers, questioning automatic pay raises. They discussed how to get employees to retire, referring to incentives as “bribes.”

And the pair discussed nightmare scenarios of what would happen if the City of Plattsburgh declared bankruptcy and dissolved into the Town of Plattsburgh, villainizing the latter in the process.

At the center was a complicated dispute regarding payment-in-lieu of taxes agreements with a local power company.

Again, the town was painted as the villain.

The city is alleging the town carved the city out of the loop when it comes to renegotiating the lucrative payments, costing millions in lost revenues over the past decade.

And to think, just recently, the leaders of the two Plattsburghs were exchanging birthday cakes.

In one memorable public event last summer replete with mutual praise and beaming officials offering soaring rhetoric, the two Plattsburghs committed to work together on “all things Plattsburgh.”

Local government works best To the Editor: Is our entire government dysfunctional? Congress threatens to shut it all down every month, the president advocates nuclear war and politicians settle sexual harassment claims with taxpayers’ money. Our state legislators are convicted for crimes such as bribery, assault, even embezzling money from a little league program.

Here, it’s different. It snowed recently, a couple of inches. As I entered our beloved Upper Jay Post Office, there’s Sleepy from the Highway Department plowing the sidewalk, with a big smile and a wave. Ever been to Montreal in the winter? They don’t clear the sidewalks, walking is treacherous.

But our roads were all plowed and sanded. In Seattle a little snow shuts down the city — the governor wants it to be declared a federal disaster area. Here our Highway Department is all over it, 24/7, two inches or two feet.

So much for that.

There’s really a lot to unpack in that video.

What really struck us was the seething distrust of the town by the city, and how much daylight there is between how they perceive these different issues.

The meeting between Kelly and Read certainly wasn’t illegal.

But the hunt for a scapegoat appears to be overpowering the search for sustainable solutions.

To his credit, Read is desperately searching for answers as to why the city is in such dire financial straits.

And when he found a strand, he pulled.

What came with it was decades of pent-up hostility, almost like excising a cyst.

It was clear that Read didn’t have all the facts when discussing these issues with Kelly: Some of what the mayor told the councilor was conflated with other issues. Some complex items were oversimplified, and other important details were simply left out.

And some items, to Read’s credit, were entirely accurate.

Kelly appeared to drink it all in unquestioningly.

In the wake of the abolishment of four city departments earlier this year, we criticized a flaw in the city’s charter that limits formal interac-

And no singing, either.

Here, if you call 911, you may recognize the dispatcher’s voice and they’ll often stay on the line to assist before help arrives. You may know the responding deputy, state or town police, people who routinely put themselves at risk. One of your neighbors might respond for fire and EMS, just another dedicated volunteer. In Washington, DC they can’t even spend our money on themselves without fighting.

Meanwhile our little town services literally hum along.

No, we don’t have it all figured out but the federal and state leadership ought to consider a field trip here. They may learn that government works best when it’s closest to the people.

We wrote this lack of regular interaction and funneling of info to the mayor “may have a chilling effect on communication, leading to a reduced understanding by councilors as to how these departments actually function.”

In the video, Read appeared to be lecturing a student in a smooth, professional tone.

Theirs didn’t appear to be an even relationship.

But how can we blame Kelly for taking the mayor at his word when his access to information is so limited?

We shudder to think how much policy has been crafted over the years by the mayor — whether by Read or his predecessors — as a result of sharing incorrect or incomplete information with lawmakers.

The city needs to reform its charter to allow for broader interaction between councilors and city employees.

Period.

Perhaps if lawmakers had access to more information, these issues and conspiracy theories wouldn’t have been allowed to fester all of these years.

And to put it more bluntly, the mayor has too much power.

Heritage House to host inaugural winter performance series

“This series is about highlighting the vitality and spirit of Westport even in winter months when many things have historically been closed down and quiet. We care about giving people performances to look forward to and something that they can be proud of.”

Coming in January is Full Sap Moon, an Americana and bluegrass group based in Willsboro.

“They are very connected to the Westport community through business ownership, for instance, Dan Rivera is the owner of Triple Green Jade Farm, part of the Westport Chamber of Commerce network,” Gibbs said.

Besides being a farmer, Rivera plays guitar and tenor banjo.

A Valentine’s show set for February features musician Michael G, a performer living in Westport who wanted to celebrate the season of love.

“We also have a local teacher, Jay Fiegl, in our March performance. He is very talented and connects on a profound level with his audience.”

And Camp Dudley is presenting a night of stand-up comedy with Marlin Fisher and friends come April.

“Marlin has been connected to Westport since he was a camper at Camp Dudley many, many years ago,” Gibbs said.

“And for our final show in May, Zinkie and the Billtones will change things up and provide us with some excellent jazz music and Latin standards to get us revved for the coming warmer months.”

WESTPORT | Organizers with the Westport Chamber of Commerce’s Heritage House Committee are thrilled this winter to launch a new Music and More concert series.

It comes with the New Year and a first show in January.

After months of planning and securing local business sponsorship, the space inside Heritage House is ready.

Emma Gibbs is helping coordinate marketing for Westport Chamber of Commerce.

“We’ve found that Westport is going through a revitalization currently and the Heritage House is one critical part of the whole,” she said last month.

“This is not only a heritage and visitor center, but also a community center and venue: A center that is able to shed light on the past of this town and area and also rise and change for the future.”

With the addition of the indoor country market last year and expansion this year, the community space in what was originally the Northwest Bay Baptist Church has focused on economic and community growth, she said.

“The music series is a logical outgrowth of the community offerings that we are working to bring to Westport.

Our ultimate goal is for the Heritage House to be a community focal point for more and more residents and visitors, and we do feel that we are already well on our way,” Gibbs said.

Music and comedy are among performances lined up through May. “We care about making it affordable and accessible to anyone who is interested in attending, hence our decision to offer admission by donation,” Gibbs said.

“Multiple search warrants were issued by Clinton County Court Judge Keith Bruno and are still being executed,” said state police in a statement.

The pair were arraigned at Clinton County Court.

Sears was remanded to the Clinton County Jail in lieu of $5,000 cash bail, or $10,000 bond. Williams was remanded in lieu of $50,000 cash bail, or $100,000 bond.

Participating agencies included New York State Police, Plattsburgh City Police Department, the Clinton County Sheriff’s Office, the SUNY Plattsburgh Police Department and the Clinton County District Attorney’s Office. ■

A note from the Essex County Sheriff It is with mixed feelings that I announce my intent not to run for reelection in 2018.

I have served

By Richard Cutting • ESSEX COUNTY SHERIFF • our country as a U.S. Marine and served Essex County for an aggregate of over 43 years.

I was honored in 1977 after a short stint working for the Department of Motor Vehicles, when then Sheriff Kenneth Goodspeed hired me as a rookie deputy sheriff.

Over the next 40 years, I was privileged to serve you in all facets of the sheriff’s office: police, corrections, civil enforcement, school presenter for seat belts and bicycle safety, navigation patrol officer, police and corrections trainer, liaison and a founding member of the Empire State Law Enforcement Training Network, heavily involved in planning and building our new public service building, et cetera.

Over those years, I rose through the ranks of jail administrator, undersheriff and with your trust, sheriff for the past seven years.

I thank you for your support for me and my agency. The trust and support for the sheriff’s office has been heartwarming.

But as you know, no agency runs without dedicated, hardworking people behind the scenes who dedicate themselves to the cause.

I have been privileged to have a tremendous staff over the years making the Essex County Sheriff’s Office a highly professional and exemplary agency in our county.

Our agency is truly one I can be proud to have served.

Thank you to all of my employees for all you have done and do every day for the people of our county.

You are truly professionals and don’t always get the public recognition that you so richly deserve.

Policing has changed so much over 40 years.

Way back then, there were only a handful of illicit drugs of abuse.

Now we have to fight against the spread of opiates, prescription medication abuse, meth labs and yet to be seen dangerous substances.

The Essex County Sheriff’s Office is committed to the fight against these substances that are literally destroying individuals and families as well as our society.

I also want to acknowledge that I have had the privilege of working with some of the finest professionals in our field, both in my agency and the outside agencies such as the New York State Police, DEA, ICE, U.S. Marshalls, our local police and corrections as well.

I will long remember and treasure the relationships that 40 years have cultivated.

Again, thank you people of Essex County for your support.

The cost of illegal immigration

Recently The Sun ran a front page story (Dec. 2, 2017 edition) highlighting the plight of a family who pathetically based their future on a legal foundation of sand.

Perhaps they were lulled into a false sense of security by ex-President Barack Obama’s policy of repeatedly disregarding his oath of office by disregarding laws he didn’t agree with.

Unfortunately, there is no “mass deportation” plan in effect. What is going on is an attempt to catch up on the backlog of cases pending action.

There are an estimated 30 million illegal aliens in our country. They came here by lying to immigration officials, as Moussa Mahaman apparently did, or simply sneaking across our borders.

In any event, the end result is that they bypassed our admission screening process and cut ahead in the line of lawful immigrants.

The United States has been admitting 1 million legal immigrants a year since 1990.

That’s 27 million foreigners welcomed into America. Additionally, hundreds of thousands of refugees and so-called asylum seekers from mostly third world countries have also been admitted. These people are immediately eligible for full welfare benefits — free housing, food stamps, medical care, education, et cetera.

Five years after entry, 95 percent are still availing themselves to this generosity.

During the Obama administration, immigration law was ignored. It wasn’t changed or modified by Congress; rather, by policy it was ignored or selectively enforced.

Since the Trump administration has taken over the reins, Homeland Security has been directed to resume the lawful application of our laws.

The misuse of “prosecutorial discretion” has hopefully ended. People are now being treated equally and fairly. If you followed the rules, you stay. If you ignored or bypassed the rules, you go.

It’s that simple.

Uncontrolled immigration policies are very costly to American citizens who “own” the country.

Among the statistics readily available are: $190 billion a year is spent on illegal aliens for welfare and social services.

Illegals working “off the books” suppress wages by an estimated $200 billion a year.

It is reliably estimated that approximately 30 people per day are killed by illegal aliens either by motor vehicle accidents (primarily DUI) or homicide. $80 billion a year is taken out of our economy and transferred back to the home countries of those illegals.

There are over half a million criminal illegal aliens in prison, costing taxpayers $1.6 billion a year.

By working “off the books,” an estimated $400 billion in wages goes un-taxed each year.

A brief perusal of Mr. Mahaman’s case is illustrative of the immigration dilemma.

He originally overstayed his work visa (if he in fact had one).

He is ordered to leave the country but refuses.

He lets his passport expire. This is not required for reentry to his country of origin.

Then he attempts to make an asylum claim based on the idea that his father wrote a song and he (the son) somehow feels his life is endangered.

United States law states that if a country refuses to readmit its own citizens, U.S. foreign aid to that country will be withheld.

But since the county is considering establishing an EMS district in order to generate revenue, the legislation is necessary.

Gillilland said many counties in the state are considering similar endeavors as volunteer squads are increasingly becoming unsustainable.

“Part of the advantage to that is that district would be exempt, in other words, exempt properties would have to contribute towards it, because it’s a special district,” said Essex County Manager Dan Palmer. “So it puts more people into the pool, so to speak, in order to pay for the service, because you don’t have to honor those exemptions related to all the rest.”

Essex County contains $2 billion worth of tax exempt property.

But those properties would not be exempt under a new EMS district.

“I am hoping that the legislation provides that we have the authority to set up either benefit or special districts, so we can look at both scenarios to see,” Moriah supervisor Tom Scozzafava said.

Newcomb Supervisor Wes Miga asked if towns who have already set up EMS districts like his could opt out of a county wide program.

“I think that’s still to be determined, countywide, but yeah I think the intent has always been whether you opt in or opt out,” Palmer said.

“My concern is, being on the outer perimeter of everything is the level of service and so we have set up the system nine

years ago and it appears to work pretty well,” Miga said.

“Everyone else is struggling with this and I am in support of attacking this issue, obviously our actions would dictate that we have already addressed that. I just want to maintain the same level of service or better than what we have right now.”

Gillilland said, “I think the mechanics of however we’re going to do and it how it affects me or how it affects my town are questions right now, but right now I think if we get this bill through then that becomes another tool in the tool box in which we can develop our own system.”

“This is the first step,” Scozzafava said. “All those things are going to be looked at and I am sure that there’s a procedure. I mean we all know in special district formation, some of them are subject to referendum, permissive referendum. So, this is the critical first step just to allow us the authority to at least look into it.” ■

LAKE PLACID | Olympic Champion Kristi Yamaguchi and Olympic silver medalist Paul Wylie will celebrate the 25th anniversary of their “Stars on Ice” debut with a special one-night only performance in Lake Placid on Dec. 30.

Yamaguchi and Wylie will share the Olympic Center ice with some of the country’s most memorable and popular skaters.

The 7:30 p.m. celebration includes 2014 Olympic Ice Dance Gold Medalists Meryl Davis & Charlie White and ladies World Champions Kimmie Meissner and Yuka Sato also return for this special celebration.

“I asked them to stand at the shoreline, trying to get the silhouettes. For this one, I wanted to change the contrast a little bit, the moon was out and the lake was calm.”

The calm of that still image struck in contrast to world events that Rowe said tugged at her heartstrings as she edited the shot.

“There was a lot of bad news at the time.

The shooting in Las Vegas. And to me, the photo was just calm. It is the epitome of all that it right with the world.

“They were laughing, they had just had a lot of fun that day. The little boy was shy in the beginning, but by the end he was laughing and jumping, playing on the beach. It was about stopping to take the time to appreciate the good things. Sometime you just have to do that.”

Rowe had submitted and won entry to the Champlain National Bank’s annual calendar photo contest before.

So she shared the family photo taken at Point Au Roche with a caption entry: “In a world of heartbreak, sometimes your heart just needs to rest.”

“This one was not technically complex,” she said of the shutter speed and composition.

“It really was more about the content.”

The still capture happened just about the bank opened their annual contest, a community event that brings unique eyes and focus from towns and villages in Essex and Clinton county.

The image won acceptance as a finalist just when Rowe learned the mom, her friend silhouetted against a September sunset sky, was diagnosed with a serious medical condition.

The win worked to boost their spirits, she said.

“The timing of it was pretty incredible,” Rowe said.

“Given that a medical diagnosis came in October; given that this is such a strong family, it really emphasized, to me, that you don’t take life for granted and you enjoy the little things.

“And despite a life-altering illness, they really pulled together as a family,” Rowe said.

GIVING BACK

Unaware of the story unfolding behind the photo, Hallock said their committee made the final selection, choosing from 25 finalists to fill 13 spots in the calendar.

They chose the family silhouette to grace the cover before learning the story unfolding behind it.

“We select a variety of seasons and a variety of places familiar to all of our communities in both counties. The information we get with each submission is the photographer’s name, their hometown and the location where the photograph was taken,” Hallock said.

NYSPHSAA awards all-academic teams SPORTS EDITOR

ELIZABETHTOWN | The New York State Public High School Association (NYSPHSAA) has announced 64 teams from Section VII who have been deemed as scholar-athlete teams for the fall 2017 season.

AuSable Valley, Plattsburgh High and Saranac Lake were each atop the list with six teams earning the honor, while Lake Placid and Ticonderoga had five teams each.

According to NYSPHSAA, 14.65 percent (431) more teams and 9.27 percent (3,945) more individuals were named to the list compared to Fall 2016 in honoring teams and individuals who attain a 90.0 GPA or greater. Starting in 2016, the NYSPHSAA adjusted its criteria to recognize individuals with a 90.0 GPA or greater whose athletic team did not qualify as a Scholar-Athlete team.

Below is a list of local teams who were recognized by NYSPHSAA. ■

WILLSBORO | Morris E. Reynolds Sr., 78, of Willsboro, passed away Wednesday, Dec. 20, 2017 at his home

surrounded by his family.

He was born Jan. 14, 1939 in Elizabethtown, the son of Edson and Amy (Cross) Reynolds.

In his early years, Morris was a great baseball player. He had a tryout with the New York Mets. Another love and pastime of his was golf, he had four holes in one in his lifetime. Morris was a devout Christian and a member of St. Philip of Jesus Church. He was a truck driver at Anchor Motor Freight as well as various other places. He was a loving husband and father.

Morris was preceded in death by his parents and one grandson, Alan Bean Jr., who passed away May 25, 2004 in Iraq. He is also predeceased by several siblings.

Survivors include his wife, Shirley Reynolds of Willsboro; three sons, Gary Reynolds and his wife Cheri of Westport, Mark Reynolds and his companion, Amy of Altona, Morris Reynolds Jr. and his wife Kathryn of Altona; five daughters, Kim and Alan Bean of Bridport, Vermont, Laurie Reynolds of Ellenburg Depot, Robin and John Crandall of Westport, Debra and Michael Lynch of Westport, Jody and Peter Mercaldi of Champlain; two brothers, Robert Reynolds Sr. and his wife Shirley of Essex, Harold Reynolds and his wife Faye of Reber; two sisters, Ethel French of Willsboro, Nina Gay of Willsboro; 16 grandchildren, Tricia Tetreault, Ernest Bean, Jordon Crandall, Travis Crandall, Autumn Crandall, Parker Crandall, Garrett Reynolds, Renee Reynolds, Paige Mercaldi, Angelo Mercaldi, Nicholas Reynolds, Noah Lynch, Bailee Lynch, Sierra Reynolds, Alexandria Reynolds and Skyler Reynolds. He is also survived by several great-grandchildren and many nieces and nephews.

A celebration of his life was held Tuesday, Dec. 26, 2017 at St. Philip of Jesus Church in Willsboro.

Arrangements are in the care of the Ross Funeral Home, 25 Maple St., Willsboro. ■

ELIZABETHTOWN | Jeanne C. Luppy of Elizabethtown passed away on Dec. 17, 2017.

She was born May 12, 1927 in Hartford, Connecticut to John and Florence Clark. She was a long time resident of Elizabethtown and Westport.

Jeanne worked for Essex County in Elizabethtown for over 20 years and volunteered at Elizabethtown Hospital for 19 years. In earlier years she loved to travel, enjoyed knitting, walking and various organizations. Jeanne was an avid reader and loved living in her Adirondack Mountains.

Jeanne was preceded in death by her parents John and Florence Clark and her daughter Linda Renfroe.

Jeanne leaves to cherish her memory her son Skip (John) (Marion) Luppy of South Glens Falls; daughters Donna Sands of Largo, Florida and Kathy (Robert) Phinney of Elizabethtown.

She also leaves behind grandchildren Heather, Torin, Chad, Lance, Becca, Seth and Jordan and 7 great-grandchildren.

Jeanne also had many friends, especially Helen, Gay and Darlene and Denny.

Jeanne’s family will be holding a memorial service in the spring at St. Elizabeth’s Catholic Church where she was a long time member, in Elizabethtown.

In lieu of flowers please send donations to Elizabethtown-Lewis Rescue Squad.

Stefanik co-sponsors sexual harassment bills Legislation designed to give voices to victims

WASHINGTON, D.C. | Rep. Elise Stefanik (R-Willsboro) has co-sponsored several pieces of legislation designed to crack down on sexual harassment.

Rep. Pete Olson of Texas and Stefanik introduced the Responsible Settlements for Victims and Taxpayers Act on Thursday.

The bill will require members of Congress found guilty of harassment to reimburse the U.S. Treasury for settlements paid out to victims — not taxpayers.

“Taxpayers should not be forced to foot the bill for lawmakers’ inappropriate behavior,” said Stefanik in a statement. “This commonsense legislation addresses the recent and shocking reports of abuse by some on Capitol Hill, and it protects hard-earned taxpayer dollars.”

Olson called recent reports of harassment “disgusting and wrong on every level.”

“The notion that any claims of harassment have been settled at taxpayer expense is simply indefensible,” he said in a statement.

The proposed legislation comes after reports revealed the U.S. Treasury paid $84,000 in settlements to a former aide who accused Rep. Blake Farenthold, a Texas Republican, of sexual harassment.

“This bill is one more important step to protecting our workspaces from abuse,” Stefanik said.

The legislation would also allow authorities to dock retirement payments if lawmakers refuse to pay.

The #MeToo movement has seen scores of prominent celebrities, journalists and public figures accused of sexual abuse and harassment.

Several prominent politicians have been felled by the revelations, including U.S. Sen. Al Franken, a Minnesota Democrat, and John Conyers, a New York congressman.

As revelations of abuse have continued to trickle out, the House unanimously passed legislation this month to make sexual harass-

ment training mandatory for all members.

But Stefanik said that was the first step of many.

Her proposed bill joins legislation the lawmaker co-sponsored earlier this month to void forced arbitration agreements.

Stefanik rolled out the Ending Forced Arbitration of Sexual Harassment Act of 2017 with a bipartisan group of lawmakers, including U.S. Sen. Kirsten Gillibrand of New York and former “Fox & Friends” host Gretchen Carlson, who left the network after enduring years of sexual harassment.

An estimated 60 million Americans are subject to forced arbitration clauses, according to Stefanik’s office.

But critics say the clauses silence women by barring them to openly discuss their sexual harassment cases and taking them to trial.

“They have to go into a secret meeting with their employer and try to work out some kind of deal that really only protects the predator,” said Gillibrand in a statement. “They are forbidden from talking about what happened, and then they are expected to keep

doing their job as if nothing happened to them. No worker should have to put up with such an unfair system.”

Voiding the clauses would allow survivors of sexual harassment or discrimination to discuss their cases publicly and eliminate institutional protections for harassers.

Employees are far more likely to win cases that go to trial than cases that go through the arbitration process, according to materials provided by Stefanik’s office.

“Story after story continues to come forward detailing shocking realities about the pervasiveness of workplace sexual harassment,” said Stefanik. “I share the outrage of Americans across our nation at these revelations and commend the brave men and women who have stepped forward to shine a light on this epidemic.”

Stefanik said shedding light on these cases may also stop harassment from occurring in the future, and said she’d work to continue to gain GOP co-sponsors for the legislation.

“As policy makers, it’s time for us to join together and put an end to sexual harassment and discrimination in the workplace,” she said. ■

Willsboro hunters charged following shooting mishap

ELIZABETHTOWN | Two Willsboro residents are facing charges after a hunting mishap left one man hospitalized.

State police responded to Elizabethtown

Community Hospital shortly after 5 p.m. on Dec. 14 for a report of a gunshot wound.

ECH initially reported an accidental selfinflicted gunshot sustained by Waite E. Denton, 27, who was hunting in a wooded area off Crowningshield Lane in Elizabethtown with Andrew L. Rolston, 33.

The slug entered Denton’s right bicep and exited through his right tricep before grazing his upper back, authorities said.

Denton was later flown to the University of Vermont Medical Center in Burlington, Vermont with non-life threatening injuries.
