TICONDEROGA | North Country Community College is moving ahead to make the School of Applied Technology a reality.

The college has announced they are seeking Requests for Proposals (RFPs) for the establishment of a technical/vocational education program in Ticonderoga.

The estimated start-up cost is $4.8 million.

Members of the board of trustees, along with President Steve Tyrell and Donna Wotton of the Ti-Alliance, have held a number of meetings over the past month, including with Saranac Lake residents and Essex County lawmakers, where they presented their proposals for a technical school earlier this spring.

Survey reveals High Peaks parking lots ‘routinely’ above capacity DEC to weigh public comment this week

Hotspots include Cascade Mountain and Adirondak Loj and South Meadows Road, as well as parking lots at Hurricane Mountain, Ampersand Mountain, Elk Lake and Route 9N and Elizabethtown and Keene.

Keene Valley trailheads contain a total of 353 parking spots, but had as many as 721 cars during a recent visit, according to the report.

And 35 parking lots designed to accommodate fewer than 1,000 cars frequently had more than 2,100 cars trying to park at them.

As a result, over 1,000 vehicles were repeatedly parked along roads, on private property, and in other unsafe locations.

She is just the sweetest little lady — she really was the pick of the litter and we cannot understand how she has been overlooked.

SARANAC LAKE | A power outage at the Adirondack Hatchery earlier this month resulted in the deaths of about 86 percent of the facility’s salmon fry stock.

The state Department of Environmental Conservation (DEC) said last Friday while a backup generator at the hatchery functioned properly during a power outage caused by severe winds throughout the region on May 4, restored power from the main service line was cut off due to a malfunctioning transfer switch.

“This malfunction prevented the flow of well water to raceways holding fry, quickly depleting the water of oxygen,” said the agency in a statement. “It is estimated that 41,000 of the 296,000 fry in the raceways survived.”

The DEC acknowledged a “significant decrease” in the number of landlocked salmon that will be stocked in state waters next year.

But although “unfortunate and significant,” the quality of fishing in most of the 41 waters stocked will not be “diminished appreciably,” said the agency, because anglers typically catch landlocked salmon 2 to 4 years old.

DEC has stocked its full compliment of 230,000 spring yearling fish this year, said the agency, and landlocked salmon join rainbow and brown trout as part of the state’s coldwater species fishing portfolio, varieties which provide a similar angling experience.

The faulty transfer switch is currently being repaired and the state agency is “actively identifying options” for installing new, more modern monitoring and alarm systems to prevent similar events from happening in the future.

The facility, located 12 miles north of the Village of Saranac Lake, is among the 12 fish hatcheries operated by the DEC statewide, joining numerous county and privately-owned operations.

The facility specializes in rearing landlocked Atlantic salmon, according to their website, averaging 30,000 pounds of the fish annually.

The Bureau of Fisheries is also working to secure surplus landlocked salmon fry from other northeast states and federal fish hatcheries to help offset these loses, said the DEC. ■

Local vets make Honor Flight mission

Spring trip helps most veterans in program history get to D.C.

PLATTSBURGH | Even at near 11 p.m. at the Plattsburgh Oval, there was no signs of fatigue on the faces of the 29 members of the 23rd North Country Honor Flight, even from 99 year-old Arthur Miller from Utica, the oldest member of the group.

“My day went perfect, couldn’t have been better,” said Miller, trying to hold back tears.

“After everything I saw today, America is going to be alright, you can take my word for it.”

Nearly all the veterans who attended the fl ight shared those feelings of gratitude

and patriotism.

“I would have never been able to do this without Honor Flight,” said 96 year-old Dr. Neal Fee of Westport. “It was very impressive when they drove through Arlington National Cemetery. When we were at the memorials and talking to the kids — I was always concerned that the kids were not learning enough about our time and but after this, you could tell these kids had studied and they had great questions about what we did and the time we lived in.”

Fee and Miller were two of the three World War II veterans who made the flight. Also on board were veterans from Korea and Vietnam, including two sets of father-and-son.

“It was a beautiful day that I would recommend highly and it was it was beautiful to be there with my son,” said Korean veteran Russ LaPine from Plattsburgh.

“We wanted to do something like this for a long, long time and we are grateful to Honor Flight to get us there.”

“I was very glad to be there with my father,” said Steve LaPine. “It was just awesome to have the motorcycle escorts to visiting the memorials — just, just awesome.”

North Country Honor Flight is part of a nationwide effort to get veterans to their national memorials in Washington, D.C. To date, the local program has sent 346 veterans to the national capital in 23 flights.

The day started at 7 a.m. May 19, as the veterans were honored by the community and local officials at the Plattsburgh Recreation Center.

Following the ceremony, the members of Honor Flight 23 loaded onto a bus and were escorted by local and state police and fire departments, along with motorcycle brigades to the Plattsburgh International Airport, with well-wishers and fl ags adorned the sides of the road. ■

Garrigue recalled her son’s first lessons on violin between ages three and four.

She was working with 6/8 time, on pulling notes with a bow from the strings without fingerwork.

“And in the child’s violin piece, I told him to imagine the notes moving, as a tornado of leaves blowing in circles in the fall,” she said.

“And it connected, you could see it. He had a real pull toward music.”

In years since, Davis has become a popular guest instructor, most recently completing courses at Yale University.

Juilliard grad to perform June 2

ELIZABETHTOWN | A native son will return home next week for a special music program.

Flutist Immanuel Davis is celebrated internationally for his performance works, master classes and for his recording arts.

He’ll perform at a pair of concerts at the Hand House in Elizabethtown on June 2 and 3.

Davis’ professional resume includes Broadway shows, such as Fiddler on the Roof, Show Boat and Ragtime, along with recitals at Carnegie Hall and MoMa’s Summer Garden Series. He has performed with major national symphonies across the country.

Davis, now a music professor at the University of Minnesota, was born in Elizabethtown and took music classes at Elizabethtown-Lewis Central School with Joe Wyant.

The lessons in school built from a family of musicians, long connected to the historic musical centers in this region.

“My mother taught him to play piano,” Davis’s mom, Jorie Garrigue told The Sun. “He had learned early to play violin and piano, but once he hit the flute, he never turned back.”

That first instrument and instruction came at school, she said.

By age 13, he was the organist for the United Church of Christ.

Davis’s talent for flute grew steadily into training with masters in New York City and at the North Carolina School of the Arts,

eventually leading to a Master of Arts degree from Juilliard.

“He had a wonderful beginning here,” Garrigue said of her son’s childhood.

Garrigue for over a decade produced the Maplewood Music Festival, a celebration of baroque in Elizabethtown.

And as a Fulbright Scholar, Davis went on to study baroque flute in Holland, stirring an immense interest in playing and training on historic instruments, his mother shared.

As his ability deepened and Davis traveled, his mom has kept watch from their Adirondack home, marking progress with newspaper and journal clippings, photographs and performance programs.

The books are brimming now and include several reports chronicled by The Sun through the years.

MOVING THE PROCESS FORWARD

NCCC Board of Trustees Chairman Stephen Reed said the group has also met with faculty and staff at the college, which has given them the thumbs up to move forward with the potential addition to college programming.

“The college is ready to obtain the services of a consulting firm to help us to closely vet the prior work completed in the feasibility study and by the Ticonderoga Revitalization Alliance,” Reed said.

Tyrell said the proposals will help clarify the viability of the proposed School of Applied Technology plan and make recommended adjustments.

“We look forward to the work our application review team will complete in June,” Tyrell said.

Once received, Tyrell said the proposals will be passed through a review team of administrators and faculty members.

“If a successful finalist is identified and selected by the college, we hope the consultant firm will begin work by July 1,” he said.

The process has changed from the original thought the school had of hiring a faculty member who specializes in

Wotton said a facility has not been determined yet, while many have pointed to the former Lowe’s store site, which was a potential location the last time the idea of a technical school was brought up.

Long overdue

Last week saw yet another disturbed young man take out his frustration and anger on his classBy Dan Alexander mates after stealing • PUBLISHER • his father’s guns to kill eight classmates and two teachers in Texas.

Congress and the president need to quit playing political football over the preferred party solution and establish preventative actions that will reduce and/or eliminate these occurrences.

I heard someone on the radio the other day claim there are estimated to be 100 students nationwide that might be contemplating similar actions out of approximately 13,800 school districts across the nation.

While it may sound like impossible odds to find those 100 disturbed kids, according to the Washington Post there has been over 187,000 students that have experienced some form of gun violence since the Columbine shooting in 1999.

We can no longer argue about which method will prove the best in curbing this violence. We need to move on all fronts if we are to put an end to these misguided events.

We need metal detectors and limited entrance access at each school.

We need armed guards and trained school personnel armed to protect the students.

We need mental health professionals capable of screening troubled students to identify likely candidates who could have tendencies to take such action to get them the help they need.

Such actions might also include recognition of their access to guns from family members or friends and have those weapons secured.

Parents who own or allowed minors in their home to own firearms must be more responsible for those weapons by facing stiff consequences if they are used in a shooting.

Sadly we live in a society today where anger and retribution seem to be out of control. Look no further than our two leading political parties that will go to any extent to see the other fail, even if it means hurting the nation.

Law abiding gun owners have rights but with those rights must come immense responsibilities. If your gun is involved, it’s the same as pulling the trigger.

In years gone by, at 10 or 11 p.m.

TV stations used to state the time and ask, “Do you know where your children are?”

Perhaps now TV and radio stations need to remind us in the morning before school, “Do you know where your guns are? Do your children know they are loved and do you think they could harm others at school today?” ■

Proposed trade school a wise move North Country Community College (NCCC) has proposed a new School of Applied Technology.

The $4.8 million facility would be housed at the former Lowe’s building in Ticonderoga.

NCCC will host public presentations next month in Ticonderoga and Malone, and the college will soon issue request for proposals to vet a previous feasibility study.

College brass said if a successful finalist is identified and selected, they hope a consulting firm will begin work by July 1.

Great idea.

The need for the trades is sizzling. The Institute for Advanced Manufacturing at Clinton Community College (IAM) in Plattsburgh has become the apple in the region’s eye, and is acknowledged to be a model that should be emulated in order to provide skilled workers to feed the region’s emerging manufacturing, transportation and aerospace cluster.

The idea to open a trade school, of course, comes after years of prodding by the Essex County Board of Supervisors, who have lamented for years that NCCC — which has campuses in Saranac Lake, Malone and Ticonderoga — has ill-served local students who have instead drifted to SUNY Adirondack and elsewhere and never to return, leading to a brain drain paired with a questionable

Nearly 70 percent of high school graduates were enrolled in college in October 2016, according to the U.S. Bureau of Labor Statistics.

But at the same time, college is no longer a sure bet.

Over 44 million Americans collectively owe more than $1.6 trillion in student loan debt, but just 45 percent of students earn a degree at the first institution they attend within six years, according to the most recent study by the National Student Clearinghouse.

Students ultimately lose if they’re pushed towards the wrong career path.

While one could be forgiven for believing manufacturing is in its final death throes, the industry is rebounding in the United States.

Over the past year, the sector has added 222,000 jobs, Bloomberg reported in March, citing stats from the Bureau of Labor Statistics.

And the North Country is poised to capitalize as it positions itself at the vanguard of a new world-class hub leveraging its proximity to Canada.

a firehose of investment and other financial incentives into the region as part of its Regional Economic Development program.

But again, the key is having that workforce primed and ready to go.

Economic development officials have long said they could attract more manufacturing companies to the North Country with a guaranteed workforce while also serving existing businesses.

Now this model can be replicated in the southern part of Essex County.

Kudos to NCCC and local lawmakers for taking the leap forward; for realizing the economy is continuing to evolve, and for opening up pathways to career trajectories for many students who may have otherwise drifted elsewhere.

While the financial details must be hammered out — we assume the state will be asked to commit heavy funding like with IAM —the proposed center is a win-win for everyone involved, including Ticonderoga, which could use the economic catalyst generated by a new regional hub and student activity.

But most of all, it’s a win for local students, who may decide to remain here and contribute to the vitality of their communities, and not leave them in the rearview. ■

“A parking area full of cars clearly shows the need to expand the opportunities for our visitors, not the parking lots,” said Town of Newcomb Supervisor Robin DeLoria. “Providing those choices is the true challenge.”

Stakeholders are calling for the state Department of Environmental Conservation (DEC) to help manage the flow of visitors.

“What we can do is help spread hikers throughout the Adirondacks to mitigate the overcrowding and safety issues,” said Keene Supervisor Joe Pete Wilson.

Local officials cited the development of the former Frontier Town site in North Hudson and recently classified MacIntyre and Boreas Ponds Tracts as key opportunities to capture some of the hikers and steer them southward.

“The Frontier Town Visitor Center could, if properly managed, provide parking and a hub for alternate transportation to trailheads that are experiencing parking problems,” said Fred Monroe, executive director of the Adirondack Park Local Government Review Board.

The state agency earlier this month rolled out a series of reforms to the High Peaks Wilderness Area Unit Management Plan (UMP), the first in two decades.

Following the temporary relocation of the popular Cascade mountain trailhead last fall, the agency has proposed rerouting the Ampersand Mountain trail between Saranac Lake and Tupper Lake to a larger parking area.

The proposed draft amendment also calls for banning roadside parking on state Route 73 outside of Lake Placid.

The DEC has also proposed building two new 20-car parking areas along the Cascade Road to accommodate rock climbers; has proposed improving existing trails, and creating 60 miles of new paths to direct visitors to less-trafficked areas.

Patrick M. Garvey

WILLSBORO | Patrick M. Garvey, 77, of Willsboro passed away May 7, 2018 at Plattsburgh Rehabilitation and Nursing Home. He was born in Plattsburgh on May 8, 1940, the son of Della Strong Garvey and Rollin Garvey.

Patrick graduated from Willsboro Central School and attended St. Michael’s College in Vermont.

He was married to Dianne MacDougal Garvey. He was very devoted to the church as a member of the St. Philip of Jesus Catholic Church in Willsboro. Patrick was employed for Georgia Pacific for many years.

Survivors include three beloved sons, Eric, Aaran (Dina), and Timothy (Tracey), four dear to his heart grand-

children, Keegan, Olivia, Charlie, and Dalton, brother, Wayne (Sharon), sister, Rebecca Wrisley as well as many nieces and nephew. He was predeceased by his parents and in-laws, Earl and Viola MacDougal, and brothers Michael and Paige Garvey.

The family would like to thank the staff of Plattsburgh Rehabilitation and Nursing Home for the excellent care given to Patrick during his stay.

Funeral services were held Thursday, May 10 at 10 a.m. at the St. Philip of Jesus Catholic Church in Willsboro. Burial followed at the Calvary Cemetery on Route 22 in Willsboro.

Several years ago, Adirondack Foundation’s work to connect people, ideas, and resources related to early childhood development led to the creation of the Adirondack Birth to Three Alliance, which is dedicated to improving the lives of babies and young families.

New plan calls for increase in transfer station fees Essex County looks at 10-year equipment plan

ELIZABETHTOWN | The Essex County Public Works Committee moved forward a plan that would increase the tipping fee at their transfer stations for garbage collection by $25 per ton.

The committee voted Monday on a plan that will give the solid waste department a $350,000 yearly budget which would be used to upgrade through needed replacements of equipment within the department.

Currently, transfer station users currently

pay $62 per ton to get rid of their garbage through the transfer stations within the county, along with a general budget line item of $217,077.18 for operational costs.

At present, the county receives $42,723 in revenue from tipping fees at the $62 per ton rate.

Under the new proposal, the tipping rate would increase to $87 per ton, with the county general budget line item increasing $107,276.70, equaling a 0.48 percent increase to the overall tax levy.

The equipment replacement project was brought to the table by recommendation of the County Department of Public Works.

After supervisors asked Essex County Manager Dan Palmer to crunch the numbers, two options were presented. The one the county did not opt for would have all new costs absorbed through tipping fees, which would

have further increased the rate to $100 per ton.

“Everything in the system is based on the tonnage that you dispose of,” said Palmer.

“Allocating the cost through a per bag coast or paying a portion on the various levies is appropriate in my mind.”

Currently, the towns of Elizabethtown-Lewis and Willsboro-Essex have a shared cost agreement and a shared transfer station site, with stations located in Lewis and Essex, respectively.

Minerva, Newcomb and North Hudson pay for the transfer station fees through their town tax levies in most part due to the amount of taxable state property within their towns.

“Those towns that have a lot of state land are getting 90 percent of the solid waste bill paid by the state,” said Moriah Supervisor Tom Scozzafava.

While most county town have a transfer station in place, there are some special situations. In the cases of Crown Point and Jay, both are considered to be private haul towns, However, Palmer said the residents of the towns are “most likely” using neighboring transfer stations to dispose of their waste.

“It’s safe to assume that a good deal of the waste from those towns is finding its way into the system,” he said.

The resolution will come back before the full board at the Tuesday, May 29, Ways and Means Committee meeting, set for 10 a.m. The regular board meeting will be held Tuesday, June 5, also at 10 a.m. ■

The annual Elizabethtown Memorial Day Parade and Service will take place starting with the parade at 10 a.m., starting at the Museum and traveling down Court Street to the Cobble Hill Golf Course.

The parade will be followed by the annual ceremony in the Veteran’s Park, where Margaret Bartley will deliver the keynote address. The American Legion will also be talking about a project to clean and paint the World War I mortar that is on the grounds as part of the 100th anniversary of the ending of WWI. “I wanted to see how I would do against the competition here,” Toishi said after Whalen came away with a 6-0, 6-1 match over Toishi as the Hornet star advanced to defend his individual title.

While the set scores were one-sided, the games were all close, with Whalen breaking Toishi’s serve six times — three in sudden victory and two more on the last point of a regulation game — while only one game in the entire match went less then the full distance of a tennis game (Whalen won 40-15 in the third game of the first set).

“I have not been in a match like that much,” Whalen said after. “I had watched her last year against Brina and I was thoroughly impressed with her game. I watched her play Aidan Vogl this year and she was even better. Probably the strongest hitter I have seen all year.”

“I thought the match went okay,” said Toishi, who won the first game of the second set and almost came away with the opening game if not for a near-diving shot by Whalen.

“The biggest thing I learned this year was I need to have more of a variety in my shots and that I cannot just stand on the baseline

PLATTSBURGH | Lake Placid eighth grader Sonja Toishi took to the same MacDonough Courts where she won the Section VII girl’s tennis title a year ago as a seventh grader against Plattsburgh High School’s Brina Micheels last week.

This time, she was again facing off against a PHS opponent, but not Micheels or any other member of the Lady Hornets squad.

Instead, it was against multi-defending boy’s champion Brendan Whalen in the quarterfinal round of the boy’s Section VII tournament.

Whalen went on to capture the boy’s title with a win over Peru’s Alex Rine, while the Hornets team of Ryan Courson and Nick Nowosielski scored a 6-1, 6-1 win over the team of Michael Kopp and Ian O’Donnell from NCCS as the Hornets also won the Section VII team title.

Toishi started her eighth grade year as a member of the boy’s team, saying she was looking to push herself competitively.

The defending champions from last season in Section VII tennis, PHS’s Brendan Whalen and Lake Placid’s Sonja Toishi, went head-to-head in the quarterfinal round of this year’s tournament as Toishi played this season as a member of the LPCS boy’s team.
